இதனால் பஸ்கள் ஓடுமா? என்பது கேள்விக்குறியாக உள்ளது.
இது தொடர்பாக போக்குவரத்து கழக அனைத்து தொழிற்சங்கங்களின் கூட்டமைப்பு சார்பில் வெளியிடப்பட்டுள்ள அறிக்கையில் கூறியிருப்பதாவது.

தமிழகத்தின் ஒட்டுமொத்த பொருளாதாரத்தை சீர் குலைக்கும் நடவடிக்கையாக தமிழகத்திற்கு உரிய காவிரி நீரை பெற்றுத்தர மத்திய மோடி அரசாங்கம் மறுக்கிறது. காவிரி மேலாண்மை வாரியம், காவிரி கண்காணிப்பு குழு ஆகியவற்றை 6 வார காலத்திற்குள் அமைத்திட வேண்டும் என சுப்ரீம் கோர்ட்டு இறுதி உத்தரவு பிறப்பித்துள்ளது.

அதன் பின்னரும், காவிரியில் தமிழகத்திற்கு உரித்தான தண்ணீரை பெற்றுத்தரும் சட்டபூர்வமான அமைப்புகளை உருவாக்காமல் காலம் கடத்தி கெடு முடியும் கடைசி நாளில் சுப்ரீம் கோர்ட்டில் விளக்கம் கேட்டும், மூன்று மாதகால அவகாசம் கேட்டும் மத்திய அரசு மனு தாக்கல் செய்து உள்ளது.

தமிழகத்தை அரசியல் நோக்கங்களுக்காக வஞ்சிக் கும் மத்திய அரசையும், உரிய அழுத்தம் கொடுக்க தவறிய மாநில அரசையும் கண்டித்து தமிழகத்தின் அனைத்து தரப்பு மக்களும் தன்னெழுச்சியாக கிளர்ந்து எழுந்து போராடி வருகின்றனர்.

தமிழகத்தின் நலனை கருத்தில் கொண்டு தமிழக அரசியல் இயக்கங்கள், விவசாயிகளின் அமைப்புகள் பொதுநல அமைப்புகள் என அனைத்தின் சார்பாக ஏப்ரல் 5-ந் தேதி(நாளை) முழு அடைப்பு நடத்துவது என அறிவிக்கப்பட்டுள்ளது. காவிரி பிரச்சினையில் பாதிப்பிற்குள்ளாவது விவசாயிகள், விவசாய கூலி தொழிலாளர்கள் என்ற நிலையிலும், தமிழகத்தின் நலன்களை பேணி பாதுகாக்கும் நல்லுணர்வோடு முழுஅடைப்பு போராட்டம் நடைபெறும் ஏப்ரல் 5-ந் தேதி(நாளை) போக்குவரத்துக் கழக தொழிலாளர்கள் வேலைநிறுத்தத்தில் கலந்துகொண்டு நமது உணர்வை வெளிப்படுத்த முன்வரவேண்டும் என கூட்டமைப்பு வேண்டுகோள் விடுக்கிறது.

தமிழகத்திற்கு காவிரி தண்ணீரை பெற்றுத்தராமல் டெல்டா பகுதியை பாலைவனமாக்கியதோடு, டெல்டா பகுதியில் எண்ணெய் வள ஆய்வு பணிகளுக்கு ஒதுக்கீடு செய்தும், நியூட்ரினோ, ஹைட்ரோ கார்பன் திட்டங்களை நடைமுறைப்படுத்தி தமிழகத்தை பாலைவனமாக மாற்ற முயற்சிக்கிறது. தூத்துக் குடியில் ஸ்டெர்லைட் ஆலையை விரிவாக்கம் செய்வதன் மூலம் நீர், நிலம், காற்று என சுற்றுச்சூழலுக்கு கேடு விளைவிக்கும் ஆலையை தட்டிக்கேட்க மறுக்கும் மத்திய அரசையும், துணைபோகும் மாநில அரசையும் கண்டிப்பதோடு இதற்கு எதிரான அனைத்து போராட்டங்களையும் ஆதரிப்பதெனவும் ஏகமனதாக தீர்மானிக்கப்படுகிறது. இவ்வாறு அதில் கூறப்பட்டுள்ளது.

போக்குவரத்து கழக அனைத்து தொழிற்சங்கங்களின் கூட்டமைப்பு சார்பில் போக்குவரத்து தொழிலாளர்கள் வேலை நிறுத்தத்தில் ஈடுபடுவதால் பெரும்பாலான பஸ்கள் ஓடுவதற்கு வாய்ப்பு இல்லை. அதேநேரம் ஆளும் கட்சியின் தொழிற்சங்கமான அண்ணா தொழிற்சங்கம் இந்த முழு அடைப்பு போராட்டத்தில் பங்கேற்கவில்லை. இதனால், அந்த தொழிற்சங்கங்களை சேர்ந்தவர்கள் பஸ்களை இயக்குவார்கள் என தெரிகிறது.

மேலும், போக்குவரத்து கழக நிர்வாகம் சார்பில், “5-ந் தேதி அனைத்து தொழிலாளர்களும் பணிக்கு வர வேண்டும். யாரும் விடுப்பு எடுக்கக்கூடாது. பஸ் போக்குவரத்து என்பது பொதுமக்கள் சேவை என்பதால் பஸ்களை இயக்க அனைவரும் பணிக்கு வர வேண்டும். மீறுபவர்கள் மீது நடவடிக்கை எடுக்கப்படும்” என்று சுற்றறிக்கை வெளியிடப்பட்டுள்ளதாக போக்கு வரத்து அதிகாரி ஒருவர் தெரிவித்து உள்ளார். எனவே, நாளை பஸ்கள் ஓடுமா? ஓடாதா? என்பது கேள்விக்குறியாக உள்ளது.

மன அழுத்தத்தில் இருந்து விடுபடும் வகையில் சேலம் மாநகர போலீசாருக்கு, திருமண நாளில் விடுமுறை அளிக்க திட்டமிடப்பட்டுள்ளது.

காவல்துறையில் பணியாற்றி வரும் போலீசாருக்கு பணி நேரம் என்பது கிடையாது. எப்போது அழைத்தாலும் பணிக்கு வரவேண்டிய கட்டாயம் உள்ளது. அதில் முக்கிய பிரமுகர் வருகை, பண்டிகை மற்றும் திருவிழா நாட்களிலும் பாதுகாப்பு பணியில் ஈடுபடும் பொறுப்பும் கடமையும் போலீசாருக்கு உள்ளது.

இதனால், போலீசார் தங்கள் குடும்பத்தினருடன் நேரத்தை கழிக்க முடியாமல் மன உளைச்சலுக்கு ஆளாக நேரிடுகிறது. போலீசார் பலர், மன அழுத்தம் காரணமாக தற்கொலை முயற்சியில் ஈடுபடும் சம்பவமும் தற்போது அதிகரித்து வருகிறது. மன அழுத்தத்தை போக்க யோகா பயிற்சி அளித்தாலும் விடுமுறை இல்லாவிட்டால் மன அழுத்தத்தை எப்படி போக்க முடியும்?. மேலும் போலீஸ் உயர் அதிகாரிகளின் தொந்தரவும் காவலர்கள் சிலரை மன உளைச்சலுக்கு ஆளாக்கி வருகிறது. ரவுடிகளை கண்காணித்து நடவடிக்கை எடுக்க வேண்டிய போலீசார் சிலரும், அவர்களுடன் நட்பு ஏற்படுத்தி கொண்டு கடமையை சரிவர செய்யவும் தவறி விடுகிறார்கள்.

இந்த நிலையில் சேலம் மாநகர காவல்துறை, மாநகர ஆயுதப்படை, மாநகர போலீஸ் அலுவலகத்தில் பணியாற்றும் அமெச்சுப்பணியாளர்கள் ஆகியோரை ஊக்குவிக்கும் வகையிலும், அவர்களது மன அழுத்தத்தை போக்கிட சேலம் மாநகர போலீஸ் கமிஷனர் சங்கர் திட்டம் ஒன்றை ஆலோசித்து அதை நடைமுறைப்படுத்த முடிவெடுத்துள்ளார். அத்திட்டம், மாநகர போலீசில் பணியாற்றும் போலீஸ்காரர்கள், ஏட்டுகள், சப்-இன்ஸ்பெக்டர்கள், இன்ஸ்பெக்டர்கள் உள்ளிட்ட அதிகாரிகள் அனைவருக்கும், அவர்களது திருமண நாளன்று விடுமுறை அளித்து குடும்பத்துடன் ஆனந்தமாக பொழுதை கழிக்க அனுமதிப்பதாகும். போலீஸ் கமிஷனர் சங்கரின் இத்திட்டமானது காவல்துறையினரிடையே உற்சாகத்தையும், மகிழ்ச்சியும் அளித்துள்ளது.

இத்திட்டம் இன்று(புதன்கிழமை) முதல் அமல்படுத்தும் வகையில் நடவடிக்கை எடுக்கப்பட்டுள்ளதாக உயர் போலீஸ் அதிகாரி ஒருவர் தெரிவித்தார். இந்த நிலையில் யார் யாருக்கெல்லாம் எந்தெந்த தேதியில் திருமணநாள் என்ற பெயர் பட்டியல் சேகரிக்கும் பணியும் தொடங்கப்பட்டுள்ளது.

பயணிகள் ரெயில் போக்குவரத்தை எடுத்துக்கொண்டால் தென்னக ரெயில்வேயில், குறிப்பாக தமிழ்நாட்டில் பயணிகள் கூட்டம் அதிகமாக இருக்கிறது. வருவாயும் அதிகம் ஈட்டுகிறது.

ஏப்ரல் 04 2018, 02:15 AM வடமாநிலங்களைப்போல, தமிழ்நாட்டில் டிக்கெட் எடுக்காமல் பயணிகள் பயணம் செய்வதில்லை. இதில், சென்னை–நெல்லை–நாகர்கோவில் வழித்தடத்திலும், சென்னை–தூத்துக்குடி வழித்தடத்திலும் ரெயில்களில் முன்பதிவு டிக்கெட் எடுப்பது என்பது மிகவும் கடினமான காரியமாகும். 120 நாட்களுக்கு முன்புவரை ரெயிலில் டிக்கெட் ரிசர்வ் செய்யலாம் என்ற விதியை முழுமையாக பயன்படுத்துபவர்கள் இந்த வழித்தடத்தில் பயணம்செய்யும் பயணிகள்.

வெகுகாலமாகவே இந்த வழித்தடங்களில் குறிப்பாக சென்னை எழும்பூரில் இருந்து செல்லும் ரெயில்களைக் கணக்கிட்டு எடுத்துக்கொண்டால், 28 எக்ஸ்பிரஸ் ரெயில்கள் ஓடிக்கொண்டிருக்கின்றன. இதுதவிர, பிறமாநிலங்களில் இருந்து எழும்பூர் வழியாக தென்மாவட்டங்களுக்கு 8 எக்ஸ்பிரஸ் ரெயில்கள் செல்கின்றன. இந்த வழித்தடங்களில் கூடுதல் ரெயில்கள் விடவேண்டும் என்ற கோரிக்கை பல ஆண்டுகளாக இருந்து வருகிறது. முழுமையாக ரெயில்களை ஓடவிட்டுவிட்டோம். இனி நிச்சயமாக இரட்டை ரெயில்பாதை நிறைவேறும்போதுதான் கூடுதலாக 10 ரெயில்கள்வரை விடுவதற்காக சாத்தியக்கூறுகள் இருக்கும் என்று கூறப்பட்டது. எனவே, இரட்டை ரெயில்பாதை அமைக்கவேண்டும் என்ற கோரிக்கை பல ஆண்டுகளாக பயணிகள் மத்தியிலும், தமிழக அரசிடம் இருந்தும், ரெயில்வே நிர்வாகத்திற்கு கோரிக்கையாக விடப்பட்டது. தொடர்ந்து கொஞ்சம் கொஞ்சமாக நிதியும் ஒதுக்கப்பட்டது. இந்த வழித்தடத்தில் ஒரேசீராக இரட்டை ரெயில்பாதை அமைக்கும் பணிகள் முடிவடையாமல் ஆரம்பகாலத்தில் சென்னை–செங்கல்பட்டு வழித்தடத்திலும், இடையில் உள்ள தூரத்தை விட்டுவிட்டு, திண்டுக்கல்–மதுரை இடையேயும் இரட்டை ரெயில்பாதை பணி முடிவடைந்துவிட்டது. இதனால் அதிக பயனும் இல்லாமல் இருந்தது. பிறகு சிறிதுகாலத்திற்கு முன்பு செங்கல்பட்டு–விழுப்புரம் இடையே மட்டும் இரட்டை ரெயில்பாதை பணி நிறைவடைந்தது.

விழுப்புரத்தில் இருந்து திண்டுக்கல் வரையிலான ரெயில்பாதை பணிகள் 12 ஆண்டுகளுக்கும் மேலாக முடிக்கப்படாமல் இருந்தது. இந்த பணிகள் தற்போது முடிவடைந்து, ரெயில்வே பாதுகாப்பு ஆணையர் (தெற்கு) மனோகரன் ஆய்வுநடத்தி, சோதனை ஓட்டத்தையும் முடித்தார். இந்த பாதையில் 140 கி.மீட்டர் வேகத்திற்கு ரெயில்கள் செல்லமுடியும் என்றாலும், இப்போதைக்கு 100 கி.மீட்டர் வேகம்வரை மட்டுமே செல்லலாம். இன்னும் சிலபணிகள் முடிக்கப்பட வேண்டியதிருக்கிறது. அந்த பணிகள் முடிவடைந்தால் மணிக்கு 140 கி.மீட்டர் வேகம்வரை செல்லமுடியும் என்று கூறப்படுகிறது. ஆக, கடந்த 30–ந்தேதி முதல் சென்னையில் இருந்து மதுரை வரை மின்மயமாக்கலுடன் இரட்டைபாதையில் ரெயில்கள் ஓடத்தொடங்கிவிட்டன. மதுரையில் இருந்து நாகர்கோவில், வாஞ்சி மணியாச்சியில் இருந்து தூத்துக்குடி, நாகர்கோவிலில் இருந்து திருவனந்தபுரம் வரையிலான பணிகளுக்கு கூடுதல் நிதி ஒதுக்காததால் பணிகள் மிகவும் மெதுவாகவே ஆமைவேகத்தில் நடந்து வருகிறது. இந்த பணிகளுக்கும் மத்திய அரசாங்கம் கூடுதல் நிதி ஒதுக்கி எவ்வளவு விரைவில் பணிகளை முடிக்கமுடியுமோ, அவ்வளவு விரைவில் பணிகளை முடித்தால் கூடுதலாக 10 ரெயில்களை விடமுடியும். பயணிகள் தேவையையும் பூர்த்தி செய்யமுடியும். தமிழக அரசும், பாராளுமன்ற உறுப்பினர்களும் இந்த பணிகளுக்காக கூடுதல் நிதி ஒதுக்கி போர்க்கால அடிப்படையில் 2 ஆண்டுகளுக்குள்ளாவது முடிக்க வலியுறுத்த வேண்டும்.

Reason is the Supreme Court stay on notification issued by Karnataka

Postgraduate medical and dental seat aspirants from Karnataka are a worried lot as the seat allotment process has been put on hold after the Supreme Court stayed a notification issued by Karnataka.

The notification had made studying in the State for a minimum of 10 years mandatory for qualifying for government seats in postgraduate medical and dental colleges.

Students had written the Postgraduate National Entrance cum Eligibility Test (PG NEET) on January 7, as the test is the gateway to obtain government and government-quota seats.

The Karnataka Examinations Authority (KEA), which was supposed to announce the mock results for candidates on March 30, did not put it up as per the Supreme Court directions. Further, the real allotment process scheduled for April 5 is also not likely to take place.

A postgraduate medical seat aspirant said students were waiting for the verdict to put an end to the uncertainty. “I am completely pinning all my hopes on getting a government quota seat in Karnataka. This may happen only if the 10 years clause is retained,” the candidate said.

Another candidate added that she is in a dilemma as she has secured a seat under the All India quota and the last date to report to colleges is April 5. “I thought I would see the results announced by KEA to know if I have bagged a government seat in Karnataka and then decide if I should take the All India quota seat. But, now I will just have to pick the All India quota seat,” she said.

Medical Education Department authorities said they had expected the judgement to be pronounced on Monday, but it has not taken place. “We are racing against time as the last date to complete admissions for all rounds, including the mop-up round, is May 18,” an official said.

Ranking and Accreditation System for Higher Educational Institutions

The Ministry of Human Resource Development has launched the National Institutional Ranking Framework (NIRF) on 29^th September, 2015 to rank institutions across the country. The parameters for ranking broadly cover “Teaching, Learning and Resources,” “Research and Professional Practices,” “Graduation Outcomes,” “Outreach and Inclusivity,” and “Perception”.

In India, the National Assessment and Accreditation Council (NAAC) does the institutional assessment and accreditation, while National Board of Accreditation (NBA) does programmatic accreditation of technical programmes and courses.

India Rankings 2016 and 2017 have already been released which are available at ‘https://www.nirfindia.org/Home’. India Rankings, 2018 is set to be released in the first week of April 2018.

The University Grants Commission (UGC) has issued the Mandatory Assessment and Accreditation of Higher Educational Institutions, Regulations, 2012, whereby all eligible Higher Educational institutions are required to get themselves accredited.

To rationalize the expansion of courses in engineering / technical, management etc. and to bring quality in technical education, AICTE has made it mandatory to have NBA Accreditation for institutions seeking new courses / expansion of existing courses.

Ranking promotes competition among the Universities and drive them to strive for excellence. Government has also started a scheme called ‘Institutions of Eminence’ in which 20 institutions both public and private, would be selected on challenge method and they would be actively supported to come up in the global rankings.

In NIRF, to promote Research and Development in Higher Education, ‘Research and Professional Practices’ has been given the highest weightage of 40%, for ranking Universities.

Various identification mechanisms introduced on students’ certificates to promote uniformity and transparency

The University Grants Commission (UGC) vide its letter dated 21^st March, 2017 has requested all the Universities to introduce identification mechanisms like photograph and Unique ID/Aadhaar number in students’ certificates. Such features are useful for the purposes of verification and curbing duplication. At the same time, they help in introducing uniformity and transparency within and across the system of higher education in the Country. UGC has also requested all the Universities to inscribe the name of institution in which a student is enrolled for a program of study as well as the mode of delivery (regular, part-time or distance). TN woman constable consumes alcohol in uniform; suspended

In a video that went viral on WhatsApp and other social media, a woman police constable in uniform was seen consuming alcohol along with a "colleague" inside a vehicle.

The video with a duration of more than a minute begins with the woman constable holding a glass and conversing with her colleague, who is not visible in the video clip, about their "drinking session" and ends with her taking another sip from the glass. The constable is seen fumbling and unable to open her eyes at one point due to the "influence of alcohol".

The police constable was identified as Zainab Nisha, working with the Saminathapuram police station near Palani in Dindigul district of Tamil Nadu. She was placed under suspension immediately after the authenticity of the video was established by the police.

"An inquiry has been instituted," a senior police official said.

Within minutes of the video surfacing, it was shared on thousands of WhatsApp groups and even on YouTube and Facebook. However, it was not clear when the video was shot. The incident seems to have taken place in a patrol vehicle. Police sources said since the lady constable is in uniform, immediate action was taken against her.
