மத்திய அரசாங்கத்தின் வருமானத்திற்கும், செலவுக்கும் உள்ள வித்தியாசம் ‘நிதிப்பற்றாக்குறை’ என்று அழைக்கப்படுகிறது. அந்தவகையில், தற்போதைய நிதிப்பற்றாக்குறை ரூ.7 லட்சத்து 16 ஆயிரம் கோடி என்று மதிப்பிடப்பட்டுள்ளது. ஆக, மத்திய அரசாங்கம் வருவாயை பெருக்கி, செலவுகளை குறைக்கும் கட்டாயத்தில் இருக்கிறது. அரசின் வருமானத்தில் வரிவசூல் பெரும்பங்கு வகிக்கிறது. வரிவசூலில் நேரடிவரிகள், மறைமுகவரிகள் என்று இருவகை உண்டு. நேரடிவரியை பொறுத்தமட்டில், வருமானவரி அனைவருக்கும் தெரிந்த ஒன்றாகும். இந்த ஆண்டு வருமானவரி வசூலில் அரசு சாதனைபடைத்துள்ளது. ஒரு கோடி பேருக்குமேல் புதிதாக வருமானவரி கணக்கை தாக்கல் செய்துள்ளனர். 2016–17–ம் ஆண்டு 5 கோடியே 43 லட்சம்பேர் வருமானவரி கணக்கு தாக்கல்செய்த நிலையில், 2017–18–ல் 6 கோடியே 84 லட்சம்பேர் வருமானவரி கணக்கு தாக்கல் செய்துள்ளனர். நேரடிவரியை பொறுத்தமட்டில், பட்ஜெட்டில் ரூ.9 லட்சத்து 80 ஆயிரம் கோடி வசூலிக்கவேண்டும் என்று இலக்கு நிர்ணயிக்கப்பட்டிருந்தது. திருத்தப்பட்ட மதிப்பீட்டில் ரூ.10 லட்சத்து 5 ஆயிரம் கோடி இலக்கு நிர்ணயிக்கப்பட்டது.

இந்தநிலையில், ரூ.10 லட்சத்து 2 ஆயிரம் கோடி நேரடி வரிவசூல் மூலம் கிடைத்துள்ளதாக மத்திய நிதி மந்திரி அறிவித்துள்ளார். இவ்வாறு ஒரு கோடி பேருக்குமேல் கூடுதலாக வருமானவரி கணக்கு தாக்கல் செய்ததற்கு காரணம், மத்திய அரசாங்கம் கொண்டுவந்த ரூபாய் நோட்டு செல்லாது என்ற அறிவிப்பு, சரக்கு சேவைவரி போன்ற பல்வேறு சீர்திருத்தங்கள்தான் என்று அதிகாரிகள் கூறுகிறார்கள். வருமானவரி வசூல் என்றாலும் சரி, சரக்கு சேவைவரி வசூல் என்றாலும் சரி, நேர்மையாக வரிகட்டுபவர்களைத்தான் வருமானவரித்துறையும், சரக்கு சேவைவரியை வசூலிக்கும் கலால்துறையும் கசக்கிப்பிழிகிறது. 1 கோடி பேருக்குமேல் கூடுதலாக வருமானவரி கட்டுகிறார்கள் என்றால், இது நிச்சயமாக பெருமைக்குரிய வி‌ஷயமாகும்.

வருமானவரி கணக்கு தாக்கல் செய்பவர்கள் யார் என்றால், ஆண்டுக்கு ரூ.2½ லட்சத்துக்குமேல் வருமானம் ஈட்டுபவர்கள்தான். மக்கள் தொகை 135 கோடியை தாண்டியநிலையில், ஆண்டு வருமானம் ரூ.2½ லட்சத்துக்கும்மேல் என்றவகையில் வருமானவரி கணக்கை 6 கோடியே 84 லட்சம் பேர்தான் தாக்கல் செய்கிறார்கள் என்றால், நிச்சயமாக இது ஏற்புடையதல்ல. இந்த கணக்கை வைத்துப்பார்த்தால், பொருளாதாரம் சிறப்புக்குரியதாக இருக்கமுடியாது. எனவே, மாதச்சம்பளம் வாங்கியவர்களை மட்டும் கண்டிப்பாக வருமானவரி தாக்கல் செய்யவேண்டும் என்றநிலையை மாற்றி, ஆண்டுக்கு ரூ.2½ லட்சம் வருமானம் ஈட்டுபவர்கள் அனைவருமே வருமானவரி கணக்கு தாக்கல் செய்யவேண்டிய ஒரு நிலையை ஏற்படுத்த முயற்சிக்கவேண்டும். அப்படி முடியாதபட்சத்தில், கடந்த தேர்தலுக்கு முன்பு பா.ஜ.க. கூட்டங்களில் சொன்னதுபோல், வருமான வரியையே ரத்துசெய்துவிட்டு, ரொக்க பரிமாற்றவரி என்று தீவிரமாக அமல்படுத்தினால் நிச்சயமாக அரசுக்கும் கூடுதல் வருமானம் கிடைக்கும். எந்தப்பொருளை வாங்கும்போதும், சேவையை மேற்கொள்ளும்போதும் ஏற்கனவே சரக்கு சேவைவரி விதிக்கப்படும் சூழ்நிலையில், வரிஏய்ப்பு என்பதும் நிச்சயமாக இருக்காது. ஆனால், வரிவசூல் செய்யும்போது சாணக்கியர் சொன்னதுபோல், ‘பூவில் இருந்து வண்டு தேனை உறிஞ்சுவதுபோல’ மக்களுக்கு வலிதெரியாமல் அரசு வரிவசூல் செய்யவேண்டும். வரிகட்டுவது ஒரு சுமையே அல்ல; சுகம் என்ற நிலையில் அனைத்து வரிகளும் வசூலிக்கப்படவேண்டும்.

சென்னை கிழக்கு கடற்கரை சாலையில் உள்ள திருவிடந்தையில் சுமார் ரூ.800 கோடியில், 10வது ராணுவ தளவாட கண்காட்சி 4 நாட்கள் நடைபெறுகிறது. நமது நாட்டில் இதுவரை நடத்தப்பட்டு வந்து உள்ள ராணுவ தளவாட கண்காட்சிகளில் எல்லாம் மிகப்பெரிய கண்காட்சியாக இது அமைந்து உள்ளது.

கண்காட்சியின் மூன்றாவது நாளில் (13-ந் தேதி), இந்திய-ரஷிய ராணுவ தொழில் துறை மாநாடு நடைபெறுகிறது. இதில் இந்தியாவின் சார்பில் 200 தொழில் அதிபர்களும், ரஷியாவின் தரப்பில் 100 தொழில் அதிபர்களும் கலந்து கொள்வார்கள்.

4-வது நாள் (14-ந் தேதி) பொதுமக்களுக்காக ஒதுக்கப்பட்டு உள்ளது. பொதுமக்கள் இந்த கண்காட்சியை பார்வையிடுவதற்கு ராணுவ தளவாட கண்காட்சி இணையதளத்தில் பதிவு செய்து, அதற்கான ஒப்புகை சீட்டை கொண்டு, கண்காட்சி நடைபெறும் இடத்தில் நுழைவுச்சீட்டு பெற்றுக்கொள்ள வேண்டும்.

இந்த கண்காட்சியில் பங்கேற்பதாக 50-க்கும் மேற்பட்ட நாடுகள், 700-க்கும் மேற்பட்ட கண்காட்சியாளர்கள் பதிவு செய்து உள்ளனர். இந்த கண்காட்சியின் முக்கிய நோக்கம், நமது நாட்டின் ராணுவ தளவாட உற்பத்தி திறனையும், ராக்கெட் உற்பத்தி திறனையும் உலகுக்கு பறை சாற்றுவதாக அமையும்.

போர் விமானங்கள், ஹெலிகாப்டர்கள் வானில் நடத்துகிற சாகச காட்சிகள் மயிர் கூச்செறிவதாக அமையும்,

இந்த கண்காட்சியையொட்டி, சென்னை துறைமுகத்தில் இந்திய கடற்படை கப்பல்கள் 13-ந் தேதியும், 15-ந் தேதியும் நிறுத்தி வைக்கப்படும். அவற்றினுள் ஏறி பார்க்கவும் அனுமதிக்கப்படும்.

ராணுவ தளவாட கண்காட்சி, பேஸ் புக், டுவிட்டர் உள்ளிட்ட சமூக வலைத்தளங்களில் நேரடி ஒளிபரப்பு செய்யப்படுவது குறிப்பிடத்தக்கது.

UID not needed for availing pension: EPFO

New Delhi: Pensioners under the Employee Pension Scheme (EPS) will now be able to avail their pensions by submitting paper life certificates in case they do not have an Aadhaar number or if fingerprint authentication fails in case of those who do possess Aadhaar.

Many pensioners had been facing problems in submitting ‘Jeevan Pramaan’ or life certificate digitally and non-submission of life certificate would have led to their pension being stopped.

The Employees Provident Fund Organisation (EPFO) has asked all pension disbursing banks and post offices to provide alternative mechanisms, including acceptance of paper life certificates for all pensioners facing problems in providing digital “Jeevan Pramaan.”

For pensioners who cannot get and submit digital Jeevan Pramaan on account of not possessing Aadhaar, the EPFO directive said efforts should first be made to ensure that such pensioners are helped to get Aadhaar enrolment.

It said the bank manager may coordinate with the bank branch where the Aadhaar enrolment facility is available and get the beneficiary enrolled for Aadhaar.

Airlines warn govt against hiking flyer compensation

New Delhi: Indian carriers are up in arms against the aviation ministry’s proposal to hike compensation for flyers for deficiency in services as well as cap the exorbitant cancellation charges levied by airlines. In fact the airlines have warned that if the government goes ahead with its passenger-friendly move, it will lead to “fare hikes” as airlines will be forced to “pass on the cost” to flyers.

The Federation of Indian Airlines (FIA), an umbrella body of Jet Airways, IndiGo, SpiceJet and GoAir, recently wrote to the ministry saying: “…in our opinion the existing rules and compensation levels already safeguard passenger interests in a fair and adequate manner. Making these more stringent and/or increasing the compensation levels will only result in an increase in costs for airlines which will impact their viability and in turn only result in an increase in airfares for the traveling public as airlines will have no option but to pass on such costs to their passengers.” The government proposes to hike compensation for deficiency in airline services leading to lost baggage or delayed and delayed flights in a passenger charter that it is preparing and will soon release for public comments.

IndiGo offloads doctor after he complains of mosquitoes

Lucknow:A Bengaluru-based cardiologist, Dr Saurabh Rai, was offloaded on Monday morning from an IndiGo flight at Lucknow airport after his complaints about mosquitoes aboard the aircraft turned into an altercation with flight crew. IndiGo said he had used “threatening language” and words such as “hijack” and that they had acted according to safety protocols. Dr Rai boarded the aircraft at around 6am on Monday. According to reports, soon after entering the aircraft, Rai complained of mosquitoes and asked the crew to address the issue. But the crew asked him to sit down. The agitated cardiologist eventually got into an altercation with the crew. Things turned ugly when airline staff asked Rai to leave the aircraft and walk back to the terminal from the runway. TNN

30L gold stolen on AI flight, found in 30mins

New Delhi: A passenger recently flying from Delhi to Hong Kong discovered that his cabin bag with gold worth 30 lakh was missing. He raised an alarm and the airline crew immediately stopped flyers from getting off the aircraft. A search of the plane led to the recovery of the bag and a suspect was also identified and handed over to the local police.

The incident occurred on board Air India flight AI 314 on March 26. “When the passengers were getting ready to alight from the Dreamliner, an Indian flyer seated in economy class raised an alarm about his cabin bag kept in the overhead locker being missing. The cabin crew, especially staffer Sunil Nagari, acted with amazing swiftness. He ran to the aerobridge and asked for the de-boarding to be stopped and for the local police to be called in,” said a crew member who operated the flight.

By this time, business class passengers had already alighted. When the police arrived, they said passengers seated three rows ahead and three rows behind the passenger must stay and the rest could leave. Police then started their search.

“The bag was recovered from underneath a seat away from where its owner was seated. A passenger of foreign origin was detained. The theft was foiled by the alertness of the crew,” said a source.

Air India did not comment on this at the time of filing of this report. TNN

Protester who was denied passport gets relief from HC

Madurai: The regional passport officer (Madurai Region) has been directed to issue the passport to a diploma holder who was denied the document after he suppressed information about the filing of a criminal case against him for taking part in a protest against Tasmac.

A division bench of justices M Sathyanarayanan and R Hemalatha of the of the Madras high court’s Madurai bench gave the relief to Arumugam of Sattur in Virudhunagar district by disposing his appeal against the single judge order dated January 29 last dismissing his writ petition against the passport authority.

Arumugam, a diploma holder in electrical and electronic engineering (EEE), and a few others on April 18, 2017, assembled in front of a Tasmac outlet and raised slogans demanding its closure. It led the Sattur police to register a case against him. He did not disclose this in his passport application.

The regional passport authority issued a notice to him on January 9 directing him to explain within 30 days why he had suppressed the information. Challenging it, he filed a writ.

The assistant solicitor general had argued that once the case was registered, the petitioner was obliged to disclose the said fact. He was aware of the said fact but did not disclose the said material fact and in the light of Sections 10(a), 10

(2)(b) and 10(3)(b) of the Passport Act, 1967, was not entitled to get the passport, he said. But, the bench said, “Mere pendency of FIR proceedings cannot be construed as pendency of criminal proceedings. Admittedly, in the case on hand, the case is in FIR stage and even for the sake of arguments, subsequently, the chargesheet has been filed, as on the date of submission of the application for passport, only FIR is pending and it cannot be construed as pendency of a criminal case and it cannot be said that the petitioner has suppressed the material fact of pendency of the criminal case.”

It then directed the regional passport officer to process the passport application in accordance with law.

All med colleges to offer PG, boost specialty care

Chennai: The Medical Council of India (MCI) has amended the admission regulations to make it mandatory for all medical colleges offering MBBS to start postgraduate courses by 2020. The amendment, the council hopes, will boost the number of specialists in fields such as general medicine and surgery, paediatrics, gynaecology and orthopaedics.

Medical colleges have to apply for permission to start postgraduate medical education courses within three years of grant of recognition or three years from the date of inclusion of the MBBS qualification, according to the Postgraduate Medical Education (Amendment) Regulations, 2018, notified on April 5. If the permission is not granted for lack of faculty, human resources, patients, bed strength or infrastructure, the institution will be given two more opportunities to apply. Failure to make an application or obtain permission within the stipulated period will lead to withdrawal of recognition of MBBS qualification, it said. These regulations will come into effect from the academic year 2020-21 in order to provide time to existing colleges to apply, it said.

The MCI has more than 476 registered medical colleges with over 60,000 MBBS seats across the country. But the number of postgraduate seats –degree (MD/MS) or diploma – is less than 30,000. Even in states like Tamil Nadu that boast of having the largest number of government medical colleges, at least nine colleges don’t have PG courses. This year, with an addition of 157 seats, the state has 1,648 postgraduate degree and diploma seats.

The decision follows suggestions from the Union ministry of health and family welfare, said MCI vice-president Dr C V Bhirmanandam. “If we don’t push colleges to start higher speciality courses, we will have a serious dearth of doctors. It is the responsibility of colleges and governments to ensure there are adequate PG seats in every state,” he said.

Tamil Nadu director of medical education Dr A Edwin Joe said the central policy will help the state expedite its seat expansion plan. “The policy of the state is to have one medical college in every district, increase undergraduate seats by at least 100 every year and proportionately increase PG seats. The notification will add more vigour,” he said.

Even colleges not yet recognised for the award of MBBS degree under the Indian Medical Council Act, 1956, are allowed to apply to start PG courses in pre-clinical and para-clinical subjects along with the admission of fourth batch for the MBBS course, and in clinical subjects along with the admission of fifth batch for the MBBS course.
