சென்னை: செங்கோட்டையில் இருந்து, சென்னை எழும்பூருக்கு, சுவிதா சிறப்பு ரயில் இயக்கப்படுகிறது. இந்த ரயில், செங்கோட்டையில் இருந்து, மே, 1 இரவு, 8:00 மணிக்கு புறப்பட்டு, மறுநாள் காலை, 10:00 மணிக்கு, சென்னை, எழும்பூர் வந்தடையும்.தென்காசி, சங்கரன் கோவில், விருதுநகர், மதுரை, திருச்சி, விருத்தாச்சலம் மற்றும்விழுப்புரம் வழியாக இயக்கப்படும். இதற்கான முன்பதிவு துவங்கி விட்டது.

சென்னை,

அறிவிப்பு வெளியாகி ஓடத் தொடங்கும் முன்பே அந்த்யோதயா எக்ஸ்பிரஸ் ரெயில் ரத்து செய்யப்பட்டுள்ளதால் பொதுமக்கள் ஏமாற்றம் அடைந்துள்ளனர். உடனடியாக ரெயிலை இயக்குவதற்கான நடவடிக்கைகளை தெற்கு ரெயில்வே நிர்வாகம் எடுக்க வேண்டும் என்றும் பயணிகள் கோரிக்கை விடுத்துள்ளனர்.

ரெயில்களில் கூட்டம்

பள்ளிகளுக்கு கோடை விடுமுறை விடப்பட்டுள்ள நிலையில், தமிழகத்தின் பிற பகுதிகளில் இருந்து சென்னையில் வசித்து வரும் மக்கள் விடுமுறையை கொண்டாட சொந்த ஊருக்கு பயணப்பட்டு கொண்டிருக்கின்றனர். பஸ் கட்டணம் உயர்த்தப்பட்டுள்ளதால், ரெயில் பயணத்தை பொதுமக்கள் அதிகம் விரும்பத் தொடங்கியுள்ளனர்.

சென்னையில் இருந்து தமிழகத்தின் பிற நகரங்களுக்கு தினமும் இயக்கப்படும் எக்ஸ்பிரஸ் ரெயில்களில் பயணிகளின் கூட்டம் நிரம்பி வழிகிறது. முன்பதிவு செய்ய முடியாத வகையில், காத்திருப்போர் பட்டியலே பல ரெயில்களில் 200-ஐ தாண்டிவிட்டது. இதனால், சிறப்பு ரெயில்கள் எதுவும் இயக்கப்படாதா? என்று பொதுமக்கள் எதிர்பார்த்திருந்த நிலையில், வணிக ரீதியிலான சிறப்பு கட்டண ரெயில்களையே தெற்கு ரெயில்வே நிர்வாகம் அறிவித்து வருகிறது.

அந்த்யோதயா எக்ஸ்பிரஸ்

சிறப்பு வசதிகள் எதுவும் இல்லாத இந்த சிறப்பு கட்டண ரெயில்களில் டிக்கெட் விலை இரு மடங்குக்கு மேல் அதிகமாக உள்ளது. இதனால், இந்த ரெயில்களை பயணிகள் யாரும் விரும்பவில்லை. வழக்கமான கட்டணத்தில் சிறப்பு ரெயில்கள் எதுவும் இயக்கப்படுமா? என்று பயணிகள் எதிர்நோக்கி இருந்தனர்.

ஆனால், யாரும் எதிர்பார்க்காத நிலையில், தென்மாவட்ட மக்களுக்கு அதிர்ஷ்டம் அடிக்கும் வகையில், கடந்த சில தினங்களுக்கு முன்பு சென்னை தாம்பரம் - நெல்லை இடையே 27-ந் தேதி முதல் (அதாவது இன்று) அந்த்யோதயா எக்ஸ்பிரஸ் ரெயில் தினமும் இயக்கப்படும் என்று அறிவிக்கப்பட்டது. இந்த ரெயிலின் சிறப்பு என்னவென்றால், மொத்தம் உள்ள 16 பெட்டிகளும் முன்பதிவில்லாத பெட்டிகளாகும்.

ரெயில் ரத்து

எனவே, 200 ரூபாய்க்கும் குறைவான கட்டணத்தில் இந்த ரெயிலில் பொதுமக்கள் பயணிக்க முடியும். அந்த்யோதயா என்பது இந்தி வார்த்தையாகும். இதற்கு தமிழில் ‘ஏழைகளின் எழுச்சி’ என்று பொருள். அதாவது, ஏழைகள் பயன்பெறுவதற்காகவே இந்த ரெயில் இயக்கப்படுவதாக தெற்கு ரெயில்வே அறிவித்தது. இந்த அறிவிப்பை கண்ட தென்மாவட்ட மக்கள் மகிழ்ச்சியடைந்தனர். குறைந்த கட்டணத்திலேயே சொந்த ஊருக்கு எப்போது வேண்டுமானாலும் சென்றுவர முடியும் என்று கருதினார்கள்.

அந்த்யோதயா ரெயிலை இயக்குவதற்கான அனைத்து நடவடிக்கைகளிலும் தெற்கு ரெயில்வே ஈடுபட்டது. ரெயிலுக்கான புத்தம் புதிய பெட்டிகள், சென்னை தாம்பரம், பல்லாவரம் ரெயில் நிலையங்களில் பகுதி பகுதிகளாக நிறுத்திவைக்கப்பட்டுள்ளன. எல்லாம் தயார் நிலையில் இருந்தும், பொதுமக்களும் ரெயிலில் பயணிக்க தயாராகிவந்த நிலையில், நேற்று முன்தினம் திடீரென அந்த்யோதயா எக்ஸ்பிரஸ் ரெயில் இயக்கப்படுவது ரத்து செய்யப்படுவதாக அறிவிக்கப்பட்டது.

பயணிகள் சந்தேகம்

அதற்கு காரணமாக, “சில தொழில்நுட்ப காரணங்களுக்காக ரத்து செய்யப்படுகிறது” என்று மட்டும் தெற்கு ரெயில்வே தெரிவித்துள்ளது. ரெயிலை இயக்குவதற்கு அனைத்து ஏற்பாடுகளும் தயார் செய்யப்பட்டுவிட்ட நிலையில், திடீரென ஏழைகளுக்கான ரெயில் ரத்து செய்யப்பட்டிருப்பது பயணிகள் மத்தியில் பல்வேறு சந்தேகங்களை எழுப்பியுள்ளது.

இந்த ரெயில் ஓடத் தொடங்கினால், ஒவ்வொரு நாளும் சுமார் 1,500 பயணிகள் சென்னையில் இருந்து நெல்லை மார்க்கத்திலும், இதே எண்ணிக்கையில் பயணிகள் நெல்லையில் இருந்து சென்னை மார்க்கத்திலும் பயணம் செய்ய முடியும். இத்தனை பயணிகள் பஸ்களில் செல்ல வேண்டும் என்றால், 40 பஸ்கள் தேவைப்படும்.

பொதுமக்கள் எதிர்பார்ப்பு

தற்போது, அந்த்யோதயா எக்ஸ்பிரஸ் ரெயில் ரத்து செய்யப்பட்டுள்ளதால், பயணிகள் அரசு மற்றும் தனியார் ஆம்னி பஸ்களையே நம்பிச் செல்ல வேண்டிய நிலை ஏற்பட்டுள்ளது. ரெயிலில் 4 பேர் கொண்ட ஒரு குடும்பம் பயணம் செய்யும் கட்டணத்தில், பஸ்களை பொறுத்தவரை ஒருவர் மட்டுமே பயணிக்க முடியும்.

எனவே, ரத்து செய்யப்பட்டுள்ள அந்த்யோதயா எக்ஸ்பிரஸ் ரெயிலை இன்னும் ஒரு சில நாட்களில் இயக்க வேண்டும் என்பதே பயணிகளின் பொதுமக்களின் எதிர்பார்ப்பாக உள்ளது. அவ்வாறு இல்லாத பட்சத்தில், தெற்கு ரெயில்வே மீது பல்வேறு சந்தேகங்களை பொதுமக்களுக்கு ஏற்படும் நிலை உருவாகும்.

கல்வி என்பது ஒருவருடைய வாழ்க்கை செம்மைப்படுவதற்கும், வளம்பெறுவதற்குமான அடிப்படையாகும். அனைவருக்கும் கல்வி என்பதில் பெருந்தலைவர் காமராஜர் முனைப்புடன் செயல்பட்டார். அதிலும் தமிழகம் முழுவதும் உள்ள மக்களுக்கு தொடக்கக்கல்வி பக்கத்தில் கிடைக்கவேண்டும் என்ற ஆர்வத்தில்தான் நிறைய தொடக்கக் கல்விக்கூடங்களை தொடங்கினார். அதனால்தான் சமுதாயம் அவரை கல்விக்கண் திறந்த காமராஜர் என்று போற்றுகிறது.

ஒரு கட்டிடத்துக்கு அஸ்திவாரம்போல, கல்விக்கு அடித்தளம் தொடக்கக்கல்விதான். அந்தவகையில், ஆசிரியர் பயிற்சியில் டிப்ளமோ படித்த தொடக்கக்கல்வி ஆசிரியர்கள், எழுத்தறிவிக்கும் இறைவனாக கருதப்படுகிறார்கள். அப்படிப்பட்ட இடைநிலை ஆசிரியர்கள் கடந்த 4 நாட்களாக சென்னையில் உண்ணாவிரதப் போராட்டத்தை நடத்தினார்கள். ஏராளமான ஆசிரியர்களும், ஆசிரியைகளும் இந்த உண்ணாவிரதப் போராட்டத்தில் ஈடுபட்டனர். நல்லவேளையாக இப்போது பள்ளிக்கூடங்களுக்கு கோடைகால விடுமுறை. பள்ளிக்கூடம் நடக்கும் நாட்களில் வேலைநிறுத்தம் நடந்திருந்தால் 1 முதல் 5-ம் வகுப்புவரை படிக்கும் மழலைகளின் கல்வி பெரும் பாதிப்புக்குள்ளாகி இருக்கும்.

தமிழ்நாட்டில் அரசு, அரசு உதவிபெறும் பள்ளிக்கூடங்களில் பணியாற்றும் தொடக்கப்பள்ளி ஆசிரியர்கள் ‘சமவேலைக்கு சமஊதியம்’ என்ற கோரிக்கையை முன்வைத்து போராட்டத்தை நடத்தினார்கள். இவர்கள் அனைவரும் 2009-ம் ஆண்டு ஜூன் 1-ந்தேதிக்குப்பிறகு பணியில் சேர்ந்தவர்கள். அவர்களது குறை என்னவென்றால், 2009-ம் ஆண்டு மே 31-ந்தேதிவரை பணியில் சேர்ந்த இடைநிலை ஆசிரியர்களுக்கு ரூ.8,370 அடிப்படை ஊதியத்துடன், அனைத்து படிகளையும் சேர்த்து ரூ.42 ஆயிரம்வரை வழங்கப்படுகிறது என்றும், 2009 ஜூன் 1-ந்தேதி முதல் பணியில் சேர்ந்தவர்களுக்கு ரூ.26,500 மட்டுமே வழங்கப்படுகிறது என்பதுதான். ஒருநாளுக்கு முன்பு பணியில் சேர்ந்தவர்கள் ரூ.15,500 கூடுதலாக வாங்குகிறார்கள். அவ்வாறு வித்தியாசம் இருக்கக்கூடாது. எங்களுக்கும் அதேஊதியம் வேண்டும் என்று கேட்கிறார்கள். இது 7-வது சம்பளக்குழு நிர்ணயம் செய்த ஊதியம். ஆசிரியர்களின் கோரிக்கை நியாயமான ஒன்றுதான். நீண்டகால கோரிக்கை இது. ஆனால், தற்போது இதுபோன்ற தமிழக அரசு ஊழியர்களின் ஊதிய முரண்பாடுகளை களைய, அரசு நிதித்துறை செயலாளர் (செலவினம்) எம்.எஸ்.சித்திக் தலைமையில் ஒருநபர் குழு அமைக்கப்பட்டுள்ளது. ஊதியம் முரண்பாடு மற்றும் ஊதிய மாற்றம் தொடர்பான கோரிக்கைகளை இந்த ஒருநபர் குழு ஆய்வு செய்யும். இந்தக்குழு, மனுதாரர்கள் மற்றும் அரசு பணியாளர் சங்கங்களை நேரில் அழைத்து பேசவும் திட்டமிட்டுள்ளது. திருத்தப்பட்ட சம்பளத்தை நிர்ணயித்துள்ள விதம், திருத்தங்களால் கிடைக்கும் சிறப்பு ஊதியம், படிகள் பற்றிய சந்தேகங்களையும் முன்வைக்கலாம். அதையும் இந்தக்குழு ஆராயும் என்று தமிழக அரசு அறிவித்துள்ளது. போராட்டம் நடத்திய இடைநிலை ஆசிரியர்கள் தங்கள் கோரிக்கைகளை அரசு தெரிவித்தபடி, ஒருநபர் குழுவிடம் நேரிலோ, தபால் மூலமாகவோ அல்லது இ-மெயில் முகவரி omc_2018@tn.gov.in வாயிலாகவோ அனுப்பலாம் என தெரிவிக்கப்பட்டுள்ளது. போராட்டம் நடத்திய இடைநிலை ஆசிரியர்கள் உடனடியாக இந்த ஒருநபர் குழுவுக்கு விண்ணப்பிக்கலாம். ஒருநபர் குழுவும், இந்த ஆசிரியர்களையோ, அவர்களுடைய சங்கத்தையோ உடனடியாக அழைத்துப் பேசவேண்டும். இந்த பிரச்சினைக்கு முடிவுகாண அரசும் தீவிர முயற்சிகளை மேற்கொள்ளவேண்டும். பிரச்சினைகளுக்கு போராட்டம்தான் தீர்வு என்றநிலை இருசாராராலும் தவிர்க்கப்படவேண்டும்.

UGC releases list of 24 fake universities

In the interest of students and public at large, the University Grants Commission (UGC) has released the list of 24 fake Universities. UGC has said that these 24 self-styled, unrecognized institutions functioning in contravention of the UGC Act have been declared as fake and are not entitled to confer any degrees.

Human Resource Development Ministry Launches Unnat Bharat Abhiyan 2.0

750 Higher Education Institutions to get together for Development of Rural India

Human Resource Development Ministry today launches Unnat Bharat Abhiyan 2.0 in New Delhi. Addressing the launching ceremony at AICTE headquarters through video message, Minister of Human Resource Development Shri Prakash Javadekar said that the students are the real agents of change who can develop, empower and brighten the future of the country.

Shri Javadekar said that Unnat Bharat Abhiyan 2.0 is in line with Prime Minister Shri Narendra Modi's vision to transform India, in which students from colleges and universities will go to nearby villages to get acquainted with the life of the village people and the problems faced by them in day to day life.

He reiterated the quote of Mahatma Gandhi that India lives in villages and every village has its own specialty and challenges also. He added that this unique initiative of HRD ministry will serve as real Bharat Darshan for students and it is also an opportunity for them to learn about the basic challenges faced by rural people and to bring out practical solutions for their betterment.

The Minister advised students to involve local village people at every stage of problem identification and solving issues relating to health, cleanliness, waste management, plantation, financial inclusion, women and child development etc. Shri Javadekar informed that the Ministry will bring out a practical handbook relating to Unnat Bharat Abhiyan. The Minister also congratulated the delegation from across India present on this occasion and gave his best wishes for the success of this endeavour.

Addressing the launching ceremony of Unnat Bharat Abhiyan 2.0, the Minister of State for Human Resource Development, Dr. Satya Pal Singh said that India had witnessed the migration of rural population in the past, but now the process of sustainable development through the Unnat Bharat Abhiyan 2.0 will help to reverse this migration. He congratulated the Human Resource Development Ministry for launching the higher version of Unnat Bharat Abhiyan and expressed the confidence that commitment of the HRD Ministry will make this campaign a success. He appealed to the professors and students of the Higher Education Institutions to motivate the rural public, particularly the young generations for social economic development of the villages through various schemes and initiatives of rural development. Dr. Satya Pal Singh also congratulated the Indian Institute of Technology – IIT Delhi for developing excellent technology to take the development process to the rural areas.

Speaking on this occasion, the Secretary (Higher Education) of Human Resource Development Shri R. Subrahmanyam appealed to the student community to take the lead of this programme to make it a national movement. He said that 750 institutions chosen in the first lot have participated in today’s seminar; however, thousands of institutions have offered their willingness to joint this movement. He said that to cover the 45000 villages of the country under this movement, we need the participation of 8252 institutions of Higher Education. He said that Prime Minister Narendra Modi wants the participation of every single institute of Higher Education in Unnat Bharat Abhiyan 2.0 to make it a people’s movement. He said that Higher Education Institutions are largely funded by Government and people’s money and their participation in this campaign will be a payback time. He said that the knowledge of Higher Education Institutions should be translated in to field in the social and economic growth of rural people. He said that this is the two ways process, and Higher Education Institutions will also learn from the wisdom of rural people while sharing their knowledge.

Unnat Bharat Abhiyan is a flagship programme of the Ministry of Human Resources Development, with the intention to enrich Rural India. The knowledge base and resources of the Premier Institutions of the country are to be leveraged to bring in transformational change in rural developmental process. It also aims to create a vibrant relationship between the society and the higher educational institutes, with the latter providing the knowledge and technology support to improve the livelihoods in rural areas and to upgrade the capabilities of both the public and private organisations in the society.

Under the Unnat Bharat Abhiyan 2.0, the institutions have been selected on a Challenge Mode and the scheme has been extended to 750 reputed Higher Educational Institutes (both public and private) of the country. Also, scope for providing Subject Expert Groups and Regional Coordinating Institutes to handhold and guide the participating institutions has been strengthened. IIT Delhi has been designated to function as the National Coordinating Institute for this programme and the Ministry intends to extend the coverage to all the reputed Higher Educational Institutes, in a phased manner. Each selected institute would adopt a cluster of villages / panchayats and gradually expand the outreach over a period of time.

Institutes through their faculty and students, will carry out studies of living conditions in the adopted villages, assess the local problems and needs, workout the possibilities of leveraging the technological interventions and the need to improve the processes in implementation of various government schemes, prepare workable action plans for the selected villages. Such knowledge inputs would make their way into the development programmes in rural areas. The Institutes would be expected to closely coordinate with the district administration, elected public representatives of panchayat / villages and other stakeholders and will become very much a part of the process of development planning and implementation.

In this process, faculty and students of such institutes would be re-oriented and connected to the rural realities so that their learning and research work also becomes more relevant to the society.
