State govt workers’ DA hiked by 2%

The Tamil Nadu government on Monday gave a festival bonanza to its employees by increasing the dearness allowance (DA) by 2%. Government employees used to get 7% DA, which has been hiked to 9% from July 1.

“The minimum increase in salary for government employees will be ₹314 and maximum will be ₹4,500 per month. Similarly for pensioners, the minimum increase will be ₹157 and maximum ₹2,250,” said chief minister K Palaniswami in a press release.

Apart from government employees, teachers, officials in local bodies and several others — amounting to a total of 18 lakh employees — will benefit from the DA increase.

“The increase is expected to raise the salary and pension expenditure by ₹1,157 crore. All employees will get the arrears from July in their September salary,” said the chief minister.

Government calls striking doctors for discussions today

The health department has called representatives of striking government doctors for talks on Tuesday at the secretariat, three days ahead of their proposed boycott of all patient services barring emergencies, demanding higher pay.

On Monday, the joint action committee of Government Doctors Association chairman Dr K Senthil told the media that nearly 20,000 government doctors working in three wings will boycott work on Friday in government and private hospitals demanding pay parity with their counterparts at the Centre. “We will not sign attendance, see patients in OP wards or do elective surgeries,” he said. However, the committee has formed teams that will attend emergencies, he said.

Minutes after the announcement officials at the health department said they will be holding talks with the doctors. “We are trying to settle the issue amicably. We want to ensure that people don’t suffer,” said health secretary J Radhakrishnan.

Meanwhile, the directorate of medical education has sought permission from the government to initiate disciplinary action against government doctors who did not appear before then two-member MCI team at the two medical colleges.

“We have been asking for a pay hike for 10 years now. This time we gave the strike notice also ahead of time. If the talks fail, we are left with no option but to go on strike,” said Dr A Ramalingam. “Still if nothing happens, we will increase the strike period,” he said.

The government on Monday announced the merger of three state run banks — Bank of Baroda, Dena Bank and Vijaya Bank — to create the country’s third largest lender, setting off consolidation in the nationalised banking space after years of discussion.

The decision was taken by a ministerial panel comprising finance minister Arun Jaitley, railway minister Piyush Goyal and defence minister Nirmala Sitharaman late Monday afternoon and announced less than an hour later.

“Aspirations of the fastest growing economy have to be supported by stronger and globally competitive banks, with increased choices to the stakeholders. The boards of Vijaya Bank, Dena Bank and Bank of Baroda have been advised by the Alternate Mechanism (the ministerial panel) to consider the proposal (for consolidation),” financial services secretary Rajiv Kumar said at a press conference.

The dates for the board meetings have not been fixed yet as the banks will await a formal communication from the government. But officials said the process will take six months or so including shareholder, regulatory and government approvals.

The board approvals are seen as a formality after which the details of the share swap ratio will be worked out. The financial services secretary also assured the banks of providing capital till the deal was completed. The name of the new entity is yet to be decided, Jaitley said.

This is the fourth major restructuring in the financial sector initiated by the Narendra Modi government. It kicked off with the merger of State Bank of India’s five associate banks with their parent along with the Bharatiya Mahila Bank. Then, the government announced the merger of three state-run general insurers, while allowing LIC to acquire a majority stake in troubled lender IDBI Bank. While announcing the amalgamation of BoB, Dena and Vijaya Bank, Jaitley sought to assure employees that their jobs will be protected and service conditions won’t be diluted. “No employee will face a service condition that is in any way adverse to his present ones. On the contrary, the SBI experience has been that among the merging and new entities, the best of the service conditions continue to apply to all of them,” the minister said. The government believes that the merger will improve the operational synergy of the three banks and is part of a plan to create larger Indian lenders instead of smaller entities vying for the same business. Public sector players have been grappling with a mounting pile of NPAs or bad loans and several of them are in the red and have seen massive doses of equity infusion from the Centre to stay afloat. In fact, Dena Bank is amongst the weakest in the country with its fragile financial position forcing RBI to impose restrictions on its lending. The announcement comes at a time when the Indian economy is facing global headwinds with a weak rupee and higher oil prices impacting the current account deficit. Asked about the timing of the consolidation move, Jaitley said: “If you have a global challenges relating to crude oil prices or strengthening of the dollar, business as usual in other areas of governance doesn’t come to a standstill.”

CHENNAI: Almost 11 years after a city resident lost his checked-in baggage which contained medical reports and business documents while travelling in a British Airways flight, the District Consumer Disputes Redressal Forum, South Chennai, has ordered the airlines to pay Rs 90,000 to the traveller.

The matter dates back to September 2007 when Sumanth Subramanian of Besant Nagar was travelling from Chennai to USA with his wife in British Airways. When the couple landed at the Washington International Airport, they found one of their three checked-in baggages to be missing. After they lodged a complaint with the airline, they were informed that a compensation will be paid.

A month later Sumanth was offered Rs 41,610 as compensation for the missing baggage by the airlines. But no efforts were made to trace the baggage which went missing due to negligence and deficiency on their part, said the resident in his complaint to the forum. “We didn’t even have a set of extra clothes to change. I could not attend any business meeting as all my important documents were lost. My wife lost her medical reports also,” said Sumanth in his complaint.

The airlines denied all allegations and said according to the Carriage by Air Act 1972 they were not liable for the incident. “The complainant is entitled to get only Rs 20,875 as the baggage weighed 23kg, the maximum permissible weight. But we offered Rs 20,000 more than that amount,” said the airline in defence.

The forum said that though the airlines claimed that the baggage was lost due to technical snags developed in the system, no proof was submitted to substantiate this.

சாய்ராம் கல்வி நிறுவனங்களின் தலைவர் கலைச்செல்வி லியோ முத்து குத்துவிளக்கேற்றி விழாவை தொடங்கி வைத்தார். அகில இந் திய தொழில்நுட்பக் கல்விக் குழுவின் (ஏஐசிடிஇ) துணைத் தலைவர் முனைவர் எம்.பி.பூன்யா, பட்டமளிப்பு விழா உரை நிகழ்த்தி, மாணவ, மாணவிகளுக்கு பட்டங் களை வழங்கினார்.

விழாவில் 612 மாணவ, மாணவி கள் பட்டம் பெற்றனர். 61 பேர் பல் கலைக்கழக ரேங்க் பெற்றுள்ளனர். அவர்களுக்கு ரூ.25 லட்சம் மதிப் புள்ள தங்கப் பதக்கங்கள் வழங்கப் பட்டன.

சமுதாய வளர்ச்சி

சாய்ராம் கல்விக் குழும தலைமை செயல் அதிகாரி சாய்பிரகாஷ் லியோ முத்து தனது தலைமை உரையில், ‘‘சாய்ராம் தொழில்நுட்பக் கல்லூரி தொடங்கப்பட்ட 10 ஆண்டுகளி லேயே அண்ணா பல்கலைக்கழக தரவரிசைப் பட்டியலில் முதல் 10 தரவரிசைக்குள் தன் இடத்தை நிரந்தரமாக தக்கவைத்துக் கொண் டது. சமுதாய வளர்ச்சி என்ற நோக் கத்தோடு கலந்த கல்வி போதிப்பது தான் எங்கள் கல்லூரியின் பலம். கடந்த 10 ஆண்டுகளாக இந்திய மற்றும் உலக அளவிலான நிறுவனங் களில், எங்கள் மாணவர்களில் 90 சதவீதம் பேருக்கு மேல் உறுதியாக வேலைவாய்ப்பை ஏற்படுத்தி தருதல் எங்கள் தனிச்சிறப்பு’’ என்றார்.

தமிழுக்கு ரத்தினக் கம்பளம் விரித்த கூகுள்!

பல வருடங்களாக ஃபேஸ்புக், யூடியூப், வலைப்பூ போன்ற டிஜிட்டல் தளங்களில் தங்களுடைய சிந்தனைகளையும் படைப்புகளையும் தமிழிலேயே வெளிப்படுத்திக்கொண்டிருப்பவர்கள் அநேகர். ‘இணையத்தில் இந்திய மொழிகளின் பயன்பாடு’ என்ற தலைப்பில் கடந்த ஆண்டு கூகுள் நிறுவனமும் கே.பி.எம்.ஜி. (KPMG) நிறுவனமும் இணைந்து ஓர் ஆய்வை நடத்தின. அதில், இணையத்தில் பகிரப்படும் இந்திய மாநில மொழியிலான உள்ளடக்கத்தில் 42% தமிழ் என்ற அடிப்படையில் தமிழ் முதலிடத்தைப் பிடிப்பதாக ஆய்வு முடிவு வெளியிடப்பட்டது. தமிழுக்கு அடுத்ததாக 39% இந்தி என்று அதில் கண்டறியப்பட்டது.

மறுக்கப்பட்ட அங்கீகாரம்

ஆனால், சில தினங்களுக்கு முன்புவரை டிஜிட்டல் தொழில் உலக ஜாம்பவானான கூகுள் நிறுவனம் தமிழ் மொழியைத் தன்னுடைய அலுவல் மொழியாக அங்கீகரித்திருக்கவில்லை. 2014-ம் ஆண்டிலேயே இந்தியை, 2017-ல் வங்காள மொழியை கூகுள் ஏற்றுக்கொண்டுவிட்டது. ஆனால், தமிழை ஏற்காமலேயே இருந்துவந்தது. ஒருவழியாக கூகுளின் ‘AdWords’, ‘AdSense’ ஆகிய பிரிவுகளில் 41-வது மொழியாகத் தமிழ் அங்கீகரிக்கப்பட்டிருப்பதாக அதிகாரபூர்வமான அறிவிப்பு பிப்ரவரி 21 அன்று வெளியானது.

‘கூகுள் இந்தியா’வின் கூகுள் மார்க்கெட்டிங் சொல்யூஷன்ஸின் இயக்குநர் ஷாலினி கிரிஷ், “இணையத்தைப் பயன்படுத்தும் பெருவாரியான இந்தியர்களுக்கு ஆங்கிலத்தில் புலமை இல்லை. ஆகவே, இந்திய மொழிகளை கூகுளில் இணைப்பதன் மூலம் பலருக்கு இணையத்தைக் கொண்டுசேர்க்கத் திட்டமிட்டோம். தமிழை கூகுள் அங்கீகரித்திருப்பதால் இனி டிஜிட்டல் ஊடகத்தில் தமிழில் உள்ளடக்கத்தை உருவாக்குபவர்களும் விளம்பரதாரர்களும் இணைக்கப்படுவார்கள்” என்று பிப்ரவரி 21 அன்று அறிவித்தார்.

திறந்தது புதிய பொருளாதாரக் கதவு

இப்படி கூகுள் அறிவித்திருப்பதன் அர்த்தம் என்ன? இணைய உலகின் மிகப் பெரிய தேடுபொறியான கூகுள், செய்திகள், தகவல்கள், துணுக்குகள் ஆகியவற்றுக்கு ஆட்சென்ஸ் (Adsense) என்ற அதிகாரபூர்வமான பிரிவை வைத்துள்ளது. கல்வி நிறுவனங்கள், மருத்துவ ஆராய்ச்சி நிறுவனங்கள், வர்த்தக நிறுவனங்கள், விளம்பர நிறுவனங்கள் போன்றவற்றிடம் இருந்து கூகுளின் ஆட்சென்ஸ் விளம்பரங்களைப் பெறும். பிறகு, அந்த விளம்பரங்களை வெளியிடும் அனுமதியை இணையதளம், வலைப்பூ நடத்துபவர்களிடம் இருந்து பெறும். இதன் மூலம் இணையப் படைப்பாளிகளுக்கு வருமானம் கிடைக்கும்.

அதேபோல் குறிசொற்கள் (keywords) மூலம் இணையத்தில் பரபரப்பை ஏற்படுத்தி ஒரு செய்தியையோ பிராண்டையோ இணையதளத்தையோ டிரெண்டாக்கச் செயல்பட்டுவருவதுதான் ஆட்வர்ட்ஸ் (AdWords).

இவை இரண்டும் சேர்ந்துதான் டிஜிட்டல் ஊடகத்தில் நாம் வெளியிடும் எந்தத் தகவலை டிரெண்டாக்கலாம், எதற்கு வருமானம் வழங்கலாம் என்பதை முடிவுசெய்கின்றன. இதுவரை இலக்கியம், அறிவியல், கல்வி, பொழுதுபோக்கு போன்ற பிரிவுகள் தொடர்பான உள்ளடக்கங்களைத் தமிழ் மொழியிலேயே இணையத்தில் பலர் வெளியிட்டுவந்தாலும் மிகச் சிலரால் மட்டுமே அதன் மூலம் வருமானம் ஈட்ட முடிந்திருக்கிறது.

காரணம், ஆட்சென்ஸும் ஆர்வர்ட்ஸும் இதுவரை தமிழை அங்கீகரித்திருக்கவில்லை. தற்போது தமிழ் மொழியை இவை ஏற்றுக்கொண்டிருப்பதால் தமிழுக்குப் புதிய பொருளாதாரக் கதவுகள் திறக்கப்பட்டிருப்பதாக டிஜிட்டல் ஊடக நிபுணர்கள் தெரிவிக்கின்றனர்.

அடுத்து, ஆட்வர்ட்ஸ் நிர்வகிக்கும் keywords மிகவும் முக்கியம். எந்தச் சொற்கள் நம்முடைய உள்ளடக்கத்தில் இடம்பெற்றால் விளம்பரதாரர்களை ஈர்க்கலாம் என்பதையும் ஆராய்ந்து அதற்கேற்றாற்போல எழுதினால்தான் இணைய வழியில் பணம் சம்பாதிக்க முடியும். பார்வையாளர்களின் எண்ணிக்கைக்கு ஏற்ப எவ்வளவு பணம் நிர்ணயிக்கப்படும் என்பதும் அதன் மூலம் எவ்வளவு வருமானம் ஈட்டலாம் என்பதும் போகப்போகத்தான் தெரியும்” என்கிறார் ஷாஜஹான்.
