Years after the world discovered the benefits of paperless online transactions, the Tamil Nadu government is taking its treasury operations totally online from November 1.

The state will implement an integrated financial and human resource management system (IFHRMS) for ₹289 crore, aimed at doing away with tonnes of paper and putting to proper use the government’s critical manpower resources now running around raising 150 types of bills for payments and settlements.

While the online services to be networked would cover all users coming under the purview of the state’s expenditure and revenue, the biggest beneficiaries could be the state’s nine lakh employees and seven lakh pensioners. The new system will bring down traffic at subtreasuries and district treasuries month-on-month, and reduce the time taken from raising bills to settlement to less than an hour, from the present 12 days average.

For the first time, the service registers (SR) of all state government employees will go digital, thereby doing away with the long-drawn process of tracking their records for promotions and settling their retirement benefits. It will also help make the replacement and recruitment process quicker.

For pensioners, it seeks to remove the anxiety of running from pillar-to-post for updates. Instead, they can now track their enhanced pensions or upload their ‘life certificate’ digitally by using their smartphones or computers. IFHRMS is being executed with Wipro as the system integrator, Accenture Services as project consulting agency and PriceWaterhouseCoopers as the thirdparty audit agency.

“For financial year 2017-18, the Tamil Nadu government handled expenditure and receipts of ₹1.7 lakh crore and ₹1.55 lakh crore. Much of these transactions were done manually, using paper,” said Tenkasi S Jawahar, principal secretary-cum-commissioner (treasuries and accounts).

The system will integrate various stakeholders including the accountant general, Tamil Nadu, controller general of accounts, RBI, Income Tax department, GST network and banks. Around 29,000 drawing and disbursement officers (DDOs) of Tamil Nadu government in the state and in New Delhi will get connected.

“All bills can be settled on the same day of presentation since the payments are routed through RBI’s e-kuber facility and SMS alerts will be sent to beneficiaries. The chief minister, finance minister, chief secretary and finance department senior officials will get to know the real time fund position of the state government,” said Jawahar.

Jawahar has been busy addressing ‘sensitization conferences’ across districts, explaining the new system to 50,000-odd employees involved in treasury operations.

More people have started using buses run by the Metropolitan Transport Corporation (MTC) as share autos have begun increasing fares to pay skyrocketing fuel bills.

According to MTC data, nearly 70,000 more passengers have used its buses since the fourth week of August, a welcome if marginal rise. Since January when the state government raised bus fares, the MTC had lost six lakh to seven lakh people to other modes of transport, particularly local trains. Share autos too had poached significant numbers of MTC commuters, prompting the public utility recently to write to the state transport department to take action against the drivers, accusing them of 'illegal operations' within the city.

"These vehicles (with permits to run as contract carriages) are not allowed to pick up and drop passengers at multiple points as do government buses (which have permits to be stage carriers)," pointed out a senior MTC official.

Transport sector experts say though some action was taken against them, share autos continued to thrive for two reasons. One, passengers could hop in and out at any desired point and, two, share autos ply much faster than MTC buses during peak hours. Given the passenger demand, share auto drivers operating along some of the key routes in the city could afford to increase the minimum fare from ₹15 to ₹20 and charge ₹5 more for every subsequent stop three or four km away.

B Anbalagan, a representative of share auto drivers affiliated to the CITU, said, "The revised fare structure is put into effect only during the peak hours since passengers tend to use MTC buses or local trains if the share auto drivers collect the increased fare during non-peak hours."

However, their fare slab revision turned out to be a blessing in disguise for MTC, which has of late increased the number of services operated during peak hours. B Shankaran, a commuter who prefers MTC buses to share autos, said, "Despite paying more, it is difficult to sit comfortably in an overcrowded share auto."

Air travel gets dearer as holidayers plan short getaways for Puja break

With an extended weekend coming up thanks to puja holidays, air fares to international and domestic destinations from the city have increased for one month advance booking.

Travel agencies said the demand for seats to Singapore and other southeast Asian destinations is high for short getaways. Round trip fares on the Chennai-Singapore route are at ₹18,000 to ₹25,000, which was ₹2,000 to ₹5,000 above the usual rate.

“With Durga Puja and Navratri on the horizon, we have witnessed a rise in passenger load on flights to cities such as Kolkata, Jammu, Varanasi and Amritsar. With more travellers taking short and frequent breaks in the last couple of years, we have also seen a rise in bookings to beach and hill destinations for the long weekend around Dussehra. We expect a last minute surge of fares during this time,” Sharat Dhall, COO (B2C), Yatra.com, said. “Compared to last year, we have witnessed an increase of more than 36% in booking queries for the festive season.”

The high demand has made flying to Kolkata costlier than to Delhi and Mumbai. One-way fares begin at ₹5,000 and go as high as ₹7,700 for travel in mid-October.

“The Vijayadashmi long weekend (18-21 October) is a month away but travel enthusiasts from Chennai are all set. Bookings from Chennai are on the rise and inquiries for the weekend have gone up more than 20%,” said Karan Anand, head, Relationships, Cox & Kings.

“Goa, Hampi, Andamans, Rajasthan and Kolkata are top destinations for weekend travel. Many from Chennai and Bengaluru are expected to visit Kolkata for Durga puja. Families are largely opting for staycations at luxury resorts offering great leisure facilities along with some sightseeing,” Anand added. “Some travellers are likely to take an additional two or three days off from work to fly to Singapore, Bali, Thailand, Hong Kong and Malaysia.”

Law school in city still hands out handwritten marksheets

In the era of digital certificates and online examinations, a private law school in the city has resorted to the illegal practice of issuing ‘handwritten’ marksheets to its law graduates looking for postgraduate admissions.

Worse, the governmentrun TN Dr Ambedkar Law University (TNDALU) has accepted these handwritten documents as valid testimonials for its postgraduate admission process. Call letters inviting the students for counselling were sent to these candidates earlier this month, triggering outcry in legal circles.

Disclosing that call letters were sent to ineligible candidates, officials told TOI: “Handwritten marksheets, endorsed by their respective principals, were accepted as a legitimate document by the School of Excellence in Law (SOEL) functioning under TNDALU. This is a blatant violation of existing government norms.”

TOI has in its possession one such marksheet submitted by a candidate from Saveetha School of Law. When contacted, prinicipal Asha Sundaram, who endorsed it, said the student’s final mark list was not ready in time for SOEL applications. “We issued handwritten documents only after SOEL insisted on it, if the final mark list was not ready,” she added.

In response, a senior SOEL official told TOI that call letters were dispatched based on claims made by students. “The said candidate was not given admission. It was mandatory for candidates to submit original certificates for verification at the time of counselling.”

Others, however, have questioned the legality of the call letter and said ineligible candidates shouldn’t have been invited for counselling in the first place, and that action came only after opposition from insiders.

“Even now, there is no clarity on the said candidate's admission status. The university should probe the entire admission process to find out if SEOL had accepted handwritten marksheets of candidates from other private schools as well,” an official said.

SOEL offers two-year master of law (LLM) degrees in nine branches and has 180 seats. Candidates with a score of 45% or above in their UG course in law from a recognised institute are eligible. The deadline for applications was August 17. The university released the rank list for LLM courses on September 8, and counselling ended Monday.

On unqualified staff at law univ, HC seeks report

Turning its focus to finetuning legal education and weeding out the dead wood, the Madras high court has directed the vice-chancellor of Tamil Nadu Dr Ambedkar Law University to submit a report on action initiated to identify unqualified teaching faculty and other staff serving in government law colleges across the state.

Justice S M Subramaniam issued the interim directions, on a plea moved by D Shankar, a former professor of the university, seeking direction to reinstate him in the post.

“The details of the actions taken for verification of the credentials/certificates and other aspects of the teaching staff of the law colleges. The qualifications prescribed by the University Grants Commission (UGC) for appointment to the posts of teaching staffs including the professor, assistant professor, head of the department, principal, in the law colleges and the law universities shall be furnished,” the judge said.

This apart, the court has also sought details of teaching staff serving in the university and their respective educational and other qualifications with reference to the qualifications prescribed by UGC and details of sanctioned teaching posts in the university. The report shall also contain the method of selection to be adopted for recruitment of staff by the university, the court said and directed the vicechancellor to file the report by September 25.

பாலியல் வன்முறைகளும், கட்டாயக் காதல் வற்புறுத்தல்களும், இணங்காவிடில் பெண்களைக் கொல்ல முற்படும் அக்கிரமப் போக்குகளும் நாளுக்கு நாள் அதிகரித்து வருகின்றன. சின்னஞ்சிறு குழந்தைகள் தொடங்கி எண்பது கடந்த கிழவிகளைக்கூட விட்டு வைக்காத ஓநாய்கள் பற்றிய செய்திகள் நன்மக்களைப் பதற்றமுறச் செய்து கொண்டிருக்கின்றன. இது சமுதாயச் சீரழிவு என்று பத்திரிகைகள் புலம்புகின்றன. ஆனால் இது சமுதாயச் சீரழிவு ஆகாது. இது திருந்த மறுக்கும் ஆண்மக்களின் சீரழிவேயாகும். பெண் என்பவள் தங்களின் இன்பத்துக்காக மட்டுமே படைக்கப்பட்டவள் எனும் ஆணாதிக்கப் போக்கிலிருந்து ஆண்கள் இன்னமும் விடுபடவே இல்லை என்பதையே பாலியல் வன்முறைகள் உணர்த்துகின்றன. இல்லாவிடில், அந்தப் பெண் எதிர்ப்புக்காட்டி மிரட்டாமல் இருந்திருந்தால் அவளைக் கொன்றிருக்க மாட்டோம்' என்று அண்மையில் ஒருவன் திருவாய் மலர்ந்திருப்பானா?
ஆண்களின் சீரழிவை ஒட்டுமொத்தச் சமுதாயச் சீரழிவு என்று விமர்சித்துப் புலம்பிக்கொண்டிருப்பதோடு பத்திரிகை ஆசிரியர்கள் நிறுத்துவதில்லை. இந்தியாவில் இப்படிப்பட்ட கேடுகள் மிகக் குறைந்த எண்ணிக்கையில் இருந்து வருவதாகவும், பிற நாடுகளில் இவை மிக அதிகம் என்றும், ஏதோ உலகத்தின் மூலை முடுக்குகளுக்கெல்லாம் போய் இத்தகைய ஆண்களின் பாலியல் வன்முறைகளை நேரில் பார்த்துக் கணக்கு எடுத்துவைத்திருப்பது போலவும் எழுதிக்கொண்டிருக்கிறார்கள்! 

இத்தோடு இவர்களின் புலம்பல் நிற்பதில்லை. உலக நாடுகளிலேயே இந்தியாதான் பெண்களைத் தெய்வமாக மதித்துப் போற்றுவதாகவும் பெரும்பாலான பிற நாடுகளில் ஆண்தெய்வங்கள் மட்டுமே இருப்பதாகவும் எழுதிவருகிறார்கள்.

 
கேரளாவில் உள்ள திருவிதாங்கூர் சமஸ்தானத்தில் கடந்த 300 ஆண்டுகளுக்கும் மேலாகக் கொண்டாடப்பட்டு வரும் நவராத்திரி விழாவின் நாயகி தேவி - பெண். ஆனால், கோவிலிலும் அரண்மனை வளாகத்திலும் ஏன், வெளியில் உள்ள மண்டபத்திலும் கூட இவ்விழாவின் போது பெண்களைப் பார்க்கவே முடியாது. வெகு தொலைவில் இருந்துகொண்டு இசையை ரசிக்கலாம். அவ்வளவுதான்!

தேவி ஒரு பெண். அவளுக்கு நடக்கும் விழாவில் பெண்கள் ஏன் கலந்துகொள்ளுவதில்லை?' எனும் கேள்வி சாஸ்திரீய சங்கீதத்தைக் கற்கத் தொடங்கிய ஒரு 16 வயதுச் சிறுவனுக்குத் தோன்றியது. அதை மாற்ற அவன் முனைந்தபோது அரச குடும்பத்திலிருந்தோ, வெளியிலிருந்தோ ஒருவர் கூட அவனுக்கு ஆதரவு அளிக்கவில்லை. தேவிக்காக நடக்கும் விழாவில் பெண்கள் கலந்துகொண்டே ஆகவேண்டும்; பெண் இசைக்கலைஞர்களும் பங்கேற்கவேண்டும் என்று தொடர்ந்து 22 ஆண்டுகள் அவர் போராடினார். 2006 இல் அவருக்கு வெற்றி கிட்டியது. திருவனந்தபுரத்தைச் சேர்ந்த பாடல் ஆசிரியை 86 வயது பாரசால பொன்னம்மாவை இவ்விழாவில் பாட வைத்தார். 

இந்தப்போராளி திருவிதாங்கூர் சமஸ்தானத்தின் புகழ் பெற்ற மன்னரான சுவாதித் திருநாள் ராமவர்மாவின் வழியில் வந்த பிரபல வீணை, மற்றும் கர்நாடக இசைக்கலைஞர் அஸ்வதி திருநாள் ராமவர்மா. அரச வம்சத்தினர் எனும் உணர்வே தமக்கு இருந்ததில்லை என்றும், தம்மை எப்போதும் ஒரு பாடகராக மட்டுமே தாம் கருதி வந்துள்ளதாகவும் இவர் கூறியுள்ளார். இவர் இசைமேதை பாலமுரளிகிருஷ்ணாவிடம் 18 ஆண்டுகள் இசை பயின்றார்.
பெண்மையைப் போற்றுவதெல்லாம் ஏட்டில் மட்டுமே உள்ளது. நடைமுறையில் துளியும் இல்லை. இருந்தால், இந்துமதப் பெண்கள் பத்துக் குழந்தைகள் பெற வேண்டும் என்று சொல்லும் இரக்கமின்மை அரசியல் தலைவர்களிடம் இருக்குமா? (அண்மையில் ஒருவர் ஐந்து என்று கூறியுள்ளார்.) பிள்ளைகளுக்குச் சோறு போடுவதும், அவர்களைப் படிக்க வைப்பதும் பெரும் பாடாகிவிடும் என்பதுதான் ஆண்களின் கவலையாக இருக்கிறதே தவிர, ஒவ்வொரு பிள்ளைப்பேற்றின் போதும் உயிர் போய் உயிர் வரும் - அல்லது வராமலே போகும் - தாயின் நிலைபற்றி சிந்திப்பதே இல்லை. ஆண்களைப் பொருத்தவரை, அதிகப் பிள்ளைகள் இருப்பது பொருளாதாரப் பிரச்னை மட்டுமே. இப்படிப்பட்ட ஆண் அறிவுஜீவிகளும், அரசியல்வாதிகளும் நிறைந்துள்ள நாட்டில் பெண்களாவது தெய்வங்களாய்ப் போற்றப்படுவதாவது! 

புராண காலத்திலிருந்தே இந்தியாவில் பெண்கள் துதிக்கப்பட்டு வருகிறார்களாமே! என்ன பிதற்றல் இது! இது உண்மையானால், கைம்பெண்களை உடன்கட்டை ஏற்றி எரிக்கும் கொடூர வழக்கம் இருந்திருக்குமா? ராஜஸ்தானில், சில ஆண்டுகளுக்கு முன்னர், ரூப் கன்வர் எனும் பெண் உடன்கட்டையில் ஏற்றி எரிக்கப்பட்டது பற்றிய சமூக ஆர்வலரின் கேள்விக்கு, ஒரு பெண் தானாக முன்வந்து உடன்கட்டை ஏறினால் அதைத் தடுக்கக்கூடாது என்று பிதற்றுவாரா இந்து மதத் தலைவர் ஒருவர்? 

இதற்கும் பாலியல் வன்முறைக்கும் என்ன தொடர்பு என்று நினைக்க வேண்டாம். பெண் என்பவள் ஆணின் அடிமை என்னும் நினைப்பே இது போன்ற நிகழ்வுகளின் அடிப்படை. தனது அண்ணனின் மனைவி வலுக்கட்டாயமாய் உடன்கட்டை ஏற்றப்பட்ட கொடுமையைத் தடுக்க முடியாது அன்று மனம் வெதும்பிய சிறுவன் ராஜா ராம்மோகன் ராய், பின்னாளில் வெள்ளைக்கார வைசிராய் லார்ட் வில்லியம் பெண்ட்டிங்கின் உதவியுடன் சட்டமியற்றி அதைத் தடுத்திராவிட்டால் இன்றளவும் கூட அது தொடர்ந்துகொண்டிருக்குமோ என்னவோ! 

தமிழ்நாட்டைப் பொருத்தவரையில் நாத்திகம் பெருமளவில் தலைஎடுத்துவிட்டதாலேயே இத்தகைய சீரழிவுகள் நேர்ந்துள்ளன என்றும் சிலர் விமர்சிக்கிறார்கள். அதாவது பாலியல் வன்முறையாளர்கள் அனைவருமே நாத்திகர்கள் என்பதைப்போல. அதே சமயம் நாத்திகத்தைப் பரப்ப எவ்வளவுதான் முயன்றாலும் நாளுக்கு நாள் கோயிலுக்குப் போகிறவர்களின் கூட்டம் பெருகிக்கொண்டுதான் இருக்கிறது என்று நாத்திகர்களைக் கிண்டலடித்தும் இவர்கள் மகிழ்கிறார்கள். என்னே முரண்பாடு! 

முன்பெல்லாம் நன்னெறி வகுப்புஎன்ற பெயரில் கல்விக்கூடங்களில் நீதி போதனைகள் பற்றிய வகுப்பு நடக்கும். இப்போது அது அறவே இல்லையாமே? முன்பு இருந்த இவ்வகுப்புகளில் கூடப் பெண்ணடிமைத்தனமே மிகுதியாய் போதிக்கப்பட்டு வந்தது. (அருந்ததி, நளாயினி என்றெல்லாம் உதாரணங்கள் காட்டி பெண்கள் இளிச்சவாய்களாய்' இருக்கவேண்டும் என்றே கற்பிக்கப்பட்டது.) தெருக்களில் உள்ள திரைப்பட ஆபாச விளம்பரங்கள், சில பத்திரிகைகளில் வரும் முக்கால் நிர்வாணப் படங்கள், தொலைக்காட்சி அசிங்கங்கள் ஆகியவற்றைக் காவல்துறை ஏன் வளரவிட்டுக் கொண்டிருக்கிறது? அது சார்ந்த சட்டங்களை ஏன் செயல்படுத்துவதே இல்லை? தொலைக்காட்சிக்குத் தணிக்கையே இல்லையாமே? அது ஏன்?

அத்தனை ஆண்களும் பாலியல் வன்முறையாளர்களோ, சிறுமிகளிடம் வம்பு செய்பவர்களோ அல்லர். ஆனால் அப்படிபட்டவர்கள் பெருகுவதற்கான அடித்தளமே அமைக்கப்பட்டு வருகிறது. சில ஆண்டுகளுக்கு முன் ராமநாதபுரம் கற்பழிப்பு வழக்கில் ஒரு நீதிபதி, அந்தப் பெண் எதிர்ப்புக்காட்டியதற்கான அடையாளங்கள் இல்லை. எனவே அவளது சம்மதத்துடன்தான் பாலியல் வன்முறை நிகழ்ந்துள்ளது' என்று கூறி வழக்கையே தள்ளுபடி செய்தாரே? நினைவிருக்கிறதா?
வீட்டுக்குள் அதிரடியாய்ப் புகும் கொள்ளையர்கள் கத்தியைக் காட்டி ஆண்களை மிரட்டி அவர்களிடமிருந்து அலமாரிச் சாவியை வாங்கிக்கொண்டு அதைத் திறந்து பொன்னையும் பொருளையும் வாரிச்செல்வதுண்டே? ஆண்கள் சம்மதித்துத்தான் கொள்ளை நடந்தது' என்று காவல்துறை வழக்கை ஏற்க மறுத்தால் அது சரியே என்பதை ஒப்புக்கொள்ளுவோமா? பெண் அச்சத்தில் உறைந்து போகக் கூடாதா? இதைக்கூடப் புரிந்து கொள்ளாதவர்களா நீதிபதிகள்? 

பல்லாண்டுகள் முன் ஒரு பத்திரிகை கருக்கலைப்புப் பற்றிய கலந்துரையாடலை நிகழ்த்தியது. அதில் கலந்துகொண்ட அனைவருமே ஆண்கள். மருந்துக்குக்கூட ஒரு பெண் அதில் இல்லை! இது எப்படி இருக்கு? இந்தக் காரணங்களால் தான் மகளிர் இட ஒதுக்கீடு கேட்கிறார்கள்.
பெண்களுக்கு இட ஒதுக்கீடு கொடுத்தாலும் அதனால் பயனில்லை. அவர்களின் கணவன்மார்கள்தான் திரைமறைவு அதிகாரிகளாக இருந்து அவர்களை ஆட்டி வைப்பார்கள். எனவே இட ஒதுக்கீடு கூடாது' என்பது ஒரு சாராரின் வாதம். இருக்கட்டுமே! ஆண்களின் விருப்பமே அதுதானே? ஆனால், எல்லாப் பெண்களையும் அப்படி ஆட்டுவிக்க இயலுமா? தமிழ்நாட்டில் ஒரு பஞ்சாயத்துத் தலைவி தன் கணவர் தன் நடவடிக்கைகளில் தலையிடுவதாய்ப் புகார் செய்தாரே! ஏதோ ஐந்துக்கு இரண்டாவது தேறும்தானே? 

ஒரு நீதிபதியே தவறிழைப்பதைத் தட்டிக்கேட்க நாடாளுமன்றத்திலும், சட்டப்பேரவைகளிலும் பெண் உறுப்பினர்கள் இருக்க வேண்டாமா? எனவே கல்விச் சீர்திருத்தம், ஆன்மிகம் ஆகியவை மட்டுமே இந்தச் சீரழிவைச் சரிசெய்யப் போதுமானவை அல்ல. சட்டப்பேரவைகளிலும், நாடாளுமன்றத்திலும் பெண்களின் பங்களிப்பு இருந்தாக வேண்டும்.
நியாயமான எண்ணங்களை மாணவர்களின் உள்ளங்களில் விதைக்கும் வண்ணமாய் நம் கல்விமுறையையும் அடியோடு மாற்றி அமைப்பது அடுத்த தலைமுறை மாணவர்களையேனும் திருத்தக்கூடும்.
