10 கோடி குடும்பங்களைச் சேர்ந்த, 50 கோடி பேர் பயனடைவர்.

ஏழை, எளிய மக்களுக்கு, தரமான மருத்துவ சிகிச்சைகள் கிடைக்கும் வகையில், 'ஆயுஷ்மான் பாரத்' எனப்படும், தேசிய மருத்துவ காப்பீட்டு திட்டத்தை, மத்திய அரசு அறிவித்தது.ஜார்க்கண்ட் மாநிலம், ராஞ்சியில் நேற்று நடந்த நிகழ்ச்சியில், இந்த திட்டத்தை, பிரதமர் நரேந்திர மோடி துவக்கி வைத்தார்.

இந்த திட்டத்தின்படி, நாடு முழுவதும், 10.71 கோடி குடும்பங்களைச் சேர்ந்த, 50 கோடி பேருக்கு, இலவச மருத்துவ சிகிச்சை வசதி கிடைக்கும். ஏழை, எளிய மக்கள், சிகிச்சைக்காக பணம் செலவிட முடியாமல், கடனாளியாவதை தடுக்கும் வகையில், இந்த திட்டம் வகுக்கப்பட்டுள்ளது. இந்த திட்டத்தில் சேருவதற்காக யாரும் விண்ணப்பிக்க வேண்டிய அவசியமில்லை. சமூக, பொருளாதார மற்றும் ஜாதி ரீதியிலான கணக்கெடுப்பின் அடிப்படையில், பயனாளிகள் தேர்வு செய்யப்பட்டுள்ளனர்.

இந்த திட்டத்தின்படி, அரசு மற்றும் தனியார் மருத்துவமனைகளில், ஆண்டுக்கு, 5 லட்சம் ரூபாய் வரை, ஒரு குடும்பத்தைச் சேர்ந்தஉறுப்பினர்கள் சிகிச்சை பெறலாம். இதனால், அரசுக்கு, ஆண்டுக்கு, 12 ஆயிரம் கோடி ரூபாய் செலவாகும்; இது, உலகின் மிகப் பெரிய மருத்துவ காப்பீட்டு திட்டமாகக் கருதப்படுகிறது. இதற்காக மாநில அரசுகளுடன், மத்திய அரசு ஒப்பந்தம் செய்துள்ளது.








திட்டத்தை துவக்கி வைத்து, பிரதமர் நரேந்திர மோடி பேசியதாவது: உலகிலேயே மிகப் பெரிய மருத்துவ காப்பீட்டு திட்டமாக இது அமைந்துள்ளது. கடந்த காலங்களில் ஆட்சியில் இருந்தவர்கள், வெறும் ஓட்டு வங்கி அரசியலையே நடத்தி வந்தனர். மக்களின் வாழ்க்கைத் தரத்தை உயர்த்துவது, அவர்களுக்கு அனைத்து வசதிகளும் கிடைக்க நடவடிக்கை எடுப்பதை பற்றி, அவர்கள் கவலைப்பட்டதே இல்லை.

'அனைவருடன் இணைந்து, அனைவரது நலனுக்காக' என்ற அரசின் தாரக மந்திரத்துக்கு ஏற்ப, எந்தப் பாகுபாடும் இல்லாமல், இந்த திட்டம் செயல்படுத்தப்படும். நாடு முழுவதும், 13 ஆயிரம் மருத்துவமனைகளில் சிகிச்சை பெறலாம். இந்த திட்டத்தால், 2,500 புதிய தனியார் மருத்துவமனைகள் உருவாகும் வாய்ப்பு உள்ளது. இதனால்,வேலைவாய்ப்புகள் பெருகும்.இவ்வாறு அவர்பேசினார்.

தமிழகத்தில், 2.85 கோடி பேருக்கு பயன்

பிரதமர் மோடி, 'ஆயுஷ்மான் பாரத்' என்ற, தேசிய மருத்துவ காப்பீட்டு திட்டத்தை, நேற்று துவக்கி வைத்தார். இதன் தொடர்ச்சியாக, சென்னை, தேனாம்பேட்டையில், தேசிய மருத்துவ காப்பீட்டு திட்டத்துடன், முதல்வரின் விரிவான காப்பீட்டு திட்டத்தை ஒருங்கிணைக்கும் விழா நடந்தது.இதில், ஒருங்கிணைந்த மருத்துவ காப்பீட்டு திட்டத்தை, சுகாதாரத்துறை அமைச்சர் விஜயபாஸ்கர் துவக்கி வைத்து, 10 பேருக்கு, காப்பீட்டு அடையாள அட்டை வழங்கினார். நிகழ்ச்சியில், சுகாதாரத் துறை செயலர், ராதாகிருஷ்ணன் உள்ளிட்ட அதிகாரிகள் பங்கேற்றனர்.

* காது நுண் எலும்பு, காது பொருத்தும் சிகிச்சை, கல்லீரல் மாற்று அறுவை சிகிச்சை உள்ளிட்ட   சிகிச்சைகளுக்காக, தகுதியுள்ள அனைவரும், தலா, 25 லட்சம் ரூபாய் வரை பெற முடியும்.

CHENNAI: A young woman admitted with high fever at a private hospital in the city has alleged that she was molested by a male duty doctor under the guise of physical examination the night she was kept in the High Dependency Unit (HDU).

It has been over a month since the woman filed a complaint with the management of Vijaya Hospital, but the complainant said that there appeared to be no signs that the hospital was taking action in the matter or investigating the allegations against its doctor. It had not communicated to her what process it was following, she said.

As the hospital had maintained silence, the woman’s family told Express that they were planning to move the court. They have also filed a complaint with the Medical Council of India (MCI). Express contacted hospital officials multiple times, by phone and in person, but they refused to comment. However, they acknowledged that they had received the woman’s complaint.

The 23-year old, who hails from the city but works in New Delhi, said she had come home to Chennai on August 18 after developing a fever and was taken to the hospital for treatment. Her family said two doctors examined her and then she was admitted in the HDU to be kept under observation that night. She alleged that the night duty doctor needlessly conducted another physical examination during which he touched her inappropriately.

“I was not allowed to have my phone with me nor were any family members allowed inside the ward. I was feeling very disoriented and I running a high fever. I couldn’t stop what was happening to me,” she said.

“I could feel his hands groping me under the thin hospital gown I was wearing. He touched my genitals and abdomen region. When I had only a fever what was the necessity to touch my lower body?” she asked. She said there was no female nurse or staff present with the doctor during the ‘examination’, a violation of MCI guidelines.

The next morning after she told her parents about the incident, they approached the HR personnel at the hospital to raise a complaint against the doctor. “The HR informed us that the doctor was absconding and couldn’t be reached. They promised us that they would investigate the matter. Four days later, we approached the hospital again. But the medical officer informed us that such issues would take time to be investigated,” a family member said.

The woman’s family sent a written complaint and a legal notice to the hospital on August 27, but hadn’t received any response, said a family member. “It clearly looks like they are protecting him even after such an incident has happened,” said a family member. The family said they had not filed a police complaint as the process might further traumatise the woman.

According to the MCI’s code of ethics, under the Indian Medical Council (Professional conduct, Etiquette and Ethics) Regulations, 2002, abuse of professional position by committing improper conduct with a patient will render a physician liable for disciplinary action under the Indian Medical Council Act, 1956 or the concerned State Medical Council Act.

When Express contacted the duty doctor, three days after sending him a questionnaire, he claimed he could not comment without the hospital’s permission.

Representatives of the CMO’s office and HR wing at the hospital confirmed they had received a legal notice from the patient but refused to respond to any specific questions even a week after Express sent them a detailed questionnaire.

“We have forwarded the legal notice to our legal advisor. Our advisor will respond to their allegations in court. We do not wish to comment when they have taken the legal route,” said Sebastine, head of the hospital’s HR wing.

CHENNAI: Clogged drains, poor garbage collection, mosquito menace and encroachments are a few of the issues that Selaiyur residents have been facing for the last five years. In spite of repeated appeals to the local civic authorities, there reaped no results.

“With the monsoon approaching, numerous drains in the area are still choked. Although workers clean the drains, they dump the silt and waste on sides, with the intention of picking them up after drying. The unattended dry waste eventually goes back into the drain,” said N Nazeemuddin, a resident of Eeshwari Nagar in Selaiyur, in an email to City Express. He said that the recent rains have spread silt on the road, making driving and walking a miserable experience.

There are multiple encroachments along the road leading to West Tambaram, making it difficult for water to recede. The residents allege that the conservancy men charge a ‘fee’ of Rs 100 to collect garbage from homes. “If the apartment secretary doesn’t pay the amount, the workman never comes for collection,” said another resident. Despite major delay in laying the water pipelines, water is supplied only once in 15 days, and fee is being charged on a monthly basis, rue residents.

A nurse at the Government Hospital in Omalur near here had the shock of her life when she realised that the accident victim she was attending to was her husband on Sunday.

Srinivasan, 45, was going to Salem on his two-wheeler when a speeding car knocked him down when he parked his vehicle on the road. He was taken to the hospital but was declared dead on arrival. The nurse, Sivakami, realised that it was her husband after cleaning his face. The police are investigating the accident.

Retired Judge Hariparanthaman says Governor has no powers to reject Cabinet’s resolution

The seven convicts in the assassination case of former Prime Minister Rajiv Gandhi, who are behind bars for nearly 28 years, were also victims like those others killed during the assassination, said D. Hariparanthaman, retired Judge of Madras High Court, here on Sunday.

He was referring to the case being moved now in the Supreme Court by the families of those killed against the release of the seven convicts.

“We understand their pain. But they must understand that these seven are also victims who have suffered a lot despite no direct involvement in the killing,” he said, while speaking at a conference organised by ‘Ezhu Tamizhar Viduthalai Iyakkam’ to appeal for the release of the seven convicts.

Raising suspicion over the politics behind filing of the case, he said that it will act as an easy excuse for Tamil Nadu Governor Banwarilal Purohit to delay granting approval to the State Cabinet’s resolution to release the seven convicts. He stressed that the Governor had no powers to reject Cabinet’s resolution.

Pointing out that even the three convicts, who were directly involved in the assassination of Mahatma Gandhi, were released after 16 years, he questioned why these seven people, who had no direct involvement, cannot be released.

Mr. Hariparanthaman pointed out to the three-Judge Supreme Court bench’s ruling in 1999 that criticised the ruling of Terrorist and Disruptive Activities (Prevention) (TADA) Act that originally awarded capital punishment to 26 people in the case, a letter later written by one of the three Judges about certain flaws in the judgement and assertion by chief investigator of the case K. Ragothaman about loopholes in the investigation. “All these clearly indicate that the seven people have been done great injustice,” he said.

He also questioned the motive of the BJP-led government at the Centre that has opposed the release of the seven.

“When the BJP is opposing every move of the Congress, why are they towing the line of former Congress-led government in this,” he asked.

P. Rajeswari, mother of P. Ravichandran, one of the seven convicts, who spoke at the function, pleaded to the Governor to show mercy and immediately release her son and six others so that she could at least spend her last years with her son.

T. Lajapathi Roy, advocate, Madras High Court, argued that the original judgement by TADA court in the case itself was severely flawed as observed later by the Supreme Court. “The Supreme Court said that the case will not even fall under TADA Act but failed to send it back for re-investigation,” he pointed out.

Surgical Strikes Day injunction reflects the regulator’s misplaced priorities

University Grants Commission (UGC) has directed vicechancellors of universities to round up students and organise activities to commemorate government’s “Surgical Strike Day” on September 29. The activities include parades, lectures by ex-servicemen and letter writing to pledge support for armed forces. Given that there have been other red letter days for the armed forces and far larger operations successfully mounted by them in India’s defence, the big question is why UGC has zeroed in on commemorating the 2016 surgical strike with enthusiasm. In election season this has naturally fed a bitter political debate, even as it has once again put the spotlight on the lack of autonomy of our higher educational institutions (HEIs).

It is almost 65 years since UGC was established to maintain high standards in India’s university system. The performance of the 903 degree awarding institutions reporting to it leaves no doubt that UGC has been a letdown in its primary role. One measure of this is the poor performance of Indian HEIs in relation to overseas counterparts. Even within Asia, our rankings have slipped. For example, in the Times Higher Education list for Asian universities in 2018, the highest ranked Indian institutes slipped in relation to the previous year. When compared to China which is powering ahead, the decline in Indian HEIs here is stark.

Education is at the heart of any attempt to equip a society to fulfil its potential. That many Indians have little faith in home grown institutes is also apparent in the sharp rise over the last decade in students going abroad for higher education. A key reason for the current state of affairs is that politics rules on Indian campuses. If even totalitarian China can concede autonomy to its HEIs and thereby help them succeed, why can’t democratic India?
