CHENNAI : The Rs 20,000-crore Chennai Metro Rail project has been ridden with technical glitches, internal problems, and incomplete works in underground and elevated stretches.The underground stretch, which was inaugurated in May 2017, has often been plagued by the train stopping in between, and commuters facing a harrowing time.

Even the construction has been questioned after a roof slate of Shenoy Nagar Metro station fell on a passenger a couple of months ago. On Friday, Chennai Metro was criticised, again, when a passenger took a picture of a leaking roof on the second platform of Anna Nagar Tower station which was inaugurated this year.


“Water was leaking from the a/c duct, but we have changed to a new duct. Only the board needs to be replaced,” said an official. It is reported to be repaired in a couple of days by the station controller.
However, this is not the only incident in the Metro. Sources say that many incidents have not been reported. “There was a fire at night at Pachayappas College station. It was hushed up and rectified,” the source alleged.


Meanwhile, most of the works on the Metro are yet to be completed. Sources say that works are still pending in both elevated and underground stations and many a time, these pose a threat to passengers. There have also been train disruptions. The trains have suffered a breakdown more than seven times.
While officials dismiss it as technical glitches, sources inside Metro Rail blame the lack of skilled and trained employees being used to run the trains. “They have been outsourcing manpower from MEMCO.

The previous managing director was particular that only housekeeping and ticketing should be outsourced. Now, Chennai Metro is outsourcing drivers and plans are to have station controllers also,” a source said.

Prior to outsourcing, the employees of Metro Rail had to undergo training at New Delhi Metro Rail Corporation and after that, one year skill-based training at Chennai Metro after which they were pressed into service. “Now everything is outsourced mostly to Bengaluru-based companies,” said another source.

Meanwhile, there are internal issues including employees seeking pay rise on par with executives and as per Third Pay Revision Commission. The employees, mostly technicians, junior engineers and station controllers, allege that the pay rise is not on par with the executives who got nearly 20 per cent pay rise.
The employees also claim that Chennai Metro is the only one to have two shifts at most of the stations instead of three.

Chennai Metro has said that the demands of employees are unacceptable. “The junior engineer and technicians are already paid `39,000 and `23,000 respectively, which is high as per industry standards when taken into account the pay scale in government organisations and private establishments,” said a Metro Rail official.

Her advocate, P. Pugalenthi, said the money came from her prisoner cash property account — an account created for inmates to deposit the wages they earn by working in the prison, and managed by the prison authorities.

Model test for NEET candidates

With the aim of preparing students of government schools to face the NEET, the School Education department will be encouraging students to appear for a State-level model test organised by The Hindu , in association with Chennai-based SMART Learning Centre.

“We wanted the government school students aspiring for the NEET to also to get a real-time experience of this critical exam and have hence approached the government and offered the test at a highly subsidised cost. They will be partnering with us to give the students this experience,” said Archana Ram, Director of SMART training resources.

The third edition of the model test for NEET aspirants will be held on January 6, 2019.

The test will aim at providing NEET aspirants a real-time experience of the exam as well as give them State-level performance srank based on their results.

Court slams edu dept for dragging case for 30 years

Censuring the school education department for dragging disciplinary proceedings against a noon-meal supervisor for more than 30 years, and also withholding his retirement benefits, the Madras high court has stalled the proceedings and directed the authorities to release the benefits with arrears within six months.

“Absolutely no reason has been given by the authorities for dragging the proceeding for 30 years,” Justice R Suresh Kumar remarked.

The issue pertains to a plea moved by 88-year-old R K Sundararajan seeking direction to quash the proceeding initiated on January 26,1988 and permithim to retire from service with all benefits.

When the plea came up for hearing, Justice Suresh Kumar said: “After having waited for such long years, the petitioner at last had come to this court at this age with the fond hope that at least before he closes his account in this world, he can see some brightness in his last leg of his life by getting his retrial and pensioner benefits for his long service rendered to the department.” It is not only a pathetic case, but also an eye-opener for officials to realize that such kind of innumerable matters are pending before various authorities, the court said, adding that the government was not able to bring disciplinary proceedings against its employees to a conclusion.

Noting that merely a pending criminal case cannot preclude the authorities from completing their disciplinary proceedings, the judge said, “in 2007 itself, the judicial magistrate concerned has declared that no documents/evidences/exhibits are available before the court to prove the case. This kind of endless fluid situation cannot prevail against government servants. It is neither advisable nor acceptable. Therefore, this court is of the view that it is a fit case where indulgence can be shown by this court, since no useful purpose would be served to any one if still the disciplinary proceedings, initiated against the petitioner, are permitted to go on,” the judge concluded.

9,000 advocates likely to be barred from practice in TN

More than 9,000 lawyers, young and old, actively practising across Tamil Nadu are facing the danger of being barred by the Bar Council of Tamil Nadu and Puducherry for two reasons — failure to clear the mandatory All India Bar Exam (AIBE) and non-payment of subscription fee to Advocates Welfare Fund.

More than 2,000 young advocates who have failed to clear AIBE are staring at instant bar from practising before any court or tribunal, co-chairman of Bar Council of India S Prabakaran told TOI.

“In 2010, BCI made it compulsory for lawyers to clear AIBE within two years of their enrolment. BCI conducts the exam twice a year. So, a newly enrolled advocate gets four attempts to clear the exam. But still every year many fail to clear it compelling us to take such action,” Prabakaran said.

7,000 lawyers to be debarred for not paying subscription

On allegations that the questions in the exam are hard to crack for young lawyers, Prabakaran added that it was an open-book format. “The questions are a bit hard as we have to maintain the quality of legal education in the country. However, it cannot be tough for a student who had successfully completed law degree with good marks,” he said.

Since 2010, at least 34,235 people have enrolled as advocates in Tamil Nadu. “As of December last, 16,836 advocates cleared the exam. In 2017, we suspended about 2,000 advocates who could not clear the exam even after 2 years. As 574 of them cleared it in later attempts, we revoked the suspension. As per current data, 6,077 such advocates are yet to clear the examination, and this includes some lawyers who are still within the 2-year period,” said C Raja Kumar, secretary, Bar Council of Tamil Nadu and Puducherry.

Explaining the mechanism to check such defaults, Raja Kumar added that though the state bar council provided a permanent enrolment number to new advocates, they were given only temporary identity cards. “We keep a tab on the examination results every year and take action against lawyers who fail to clear it,” he said.

The list of lawyers facing prohibition includes 7,000 senior members of the Bar having at least 25 years of practice behind them. They would be debarred for failing to pay subscription for the Advocates Welfare Fund (BCI) which is mandatory. The Supreme Court has made it clear that lawyers who do not subscribe to the fund cannot be permitted to practice before any court in the country. “As per Rule 40, Chapter-II, Part VI of the Bar Council of India Rules every person who enrols as an advocate is mandated to subscribe for the Advocates Welfare Fund (BCI). The same must be renewed every three years. From 1993, the subscription was converted for life time and it was collected mandatorily during enrolment,” S Prabakaran, co-chairman of Bar Council of India, told TOI.

தமிழக காவிரி டெல்டா விவசாயிகளுக்கு, "வணக்கம். நான் செல்வகுமார் பேசுறேன்" என்ற காந்தக்குரல் அசரீரியாகவே தற்போது மாறிவிட்டது. அந்த அளவுக்கு வானிலையைக் கணித்து விவசாயிகளை வழிநடத்திவருகிறார் மன்னார்குடியைச் சேர்ந்த ஆசிரியரான ந.செல்வகுமார். நிமிடத்துக்கு நிமிடம் வானிலைத் தகவல்களை இணையத்தின் உதவியோடு ஆராய்ந்து மக்களுக்குக் கூறிவரும் இவரது சேவையைப் பாராட்டாதவர்களே இல்லை.

யார் இவர்?

நாகை மாவட்டம் வேதாரண்யத்தை அடுத்துள்ள தகட்டூரைச் சேர்ந்தவர். சிறு வயதிலேயே வானிலைத் தகவல்களை உற்றுநோக்குவதில் ஆர்வம் கொண்டவர். ‘தி இந்து’ ஆங்கில நாளிதழில் வருகிற வானிலைப் படங்களைப் பார்த்து கணித்துள்ளபடி மழை பெய்துள்ளதா என ஆராயத் தொடங்கியதுதான் இவரது வானிலை ஆர்வத்துக்கு முதல் படி.

அந்தத் தகவல்களை ஒரு தாளில் எழுதி தகட்டூரில் தந்தை நடத்திவந்த ஹோட்டலில் ஒட்டி வைப்பதை வழக்கமாகக் கொண்டிருந்தார். அதைப் பார்த்துச் செல்லும் விவசாயிகள் எழுப்பும் சந்தேகங்களுக்கு விடைதேடும் முயற்சியே இன்று வானிலை ஆர்வலராகவும், அதைக் கணிப்பவராகவும் மாற்றியுள்ளது.

ஆசிரியர் பயிற்சி முடித்த பின்னர், அரசு வேலை கிடைக்கும்வரை 1994-ம் ஆண்டுவாக்கில் ஆந்திராவில் உள்ள காக்கிநாடாவில் இறால் குஞ்சுகள் பொரிப்பகம் நிர்வகிக்கும் பணியில் இருந்தார். இறால் குஞ்சுகள் பொரிப்பகத்துக்குத் தேவையான நல்ல தண்ணீரைச் சேகரிக்கக் கடலோரத்தில் ஆழ்துளை கிணறுகள் அமைக்கும் இடத்தைத் தேர்வு செய்வது இவரது முக்கியப் பணியாக இருந்தது. இதற்காக காக்கிநாடா துறைமுகத்தில் உள்ள கடல்சார் ஆராய்ச்சியாளர்களிடம் பழகியது அவரது வானிலை அறிவை வளர்த்துக்கொள்ள வழி அமைத்துக்கொடுத்தது.

புயல் கணிப்பு

அந்த ஆண்டு ‘சூப்பர் புயல்’ குறித்த எச்சரிகையை வானிலை ஆராய்ச்சி நிலையம் தெரிவிக்கும் முன்பே, தான் பணியாற்றிய பகுதியில் உள்ள டீக்கடைகளில் நண்பரின் உதவியுடன் இந்தியிலும் ஆங்கிலத்திலும் தமிழிலும் எழுதி வைத்து அசத்தினார். அவரது கணிப்பு உண்மையானது. காக்கிநாடாவை சூப்பர் புயல் தாக்கியது. 75-க்கும் மேற்பட்டோர் உயிரிழந்தனர்.

இதன்பின்னர் அவருக்கு அரசுத் தொடக்கப்பள்ளியில் 2000-ம் ஆண்டில் ஆசிரியர் வேலை கிடைத்தது. வலங்கைமான், ஆலங்குடி, பூவனூர் என அரசுத் தொடக்கப் பள்ளிகளில் பணியாற்றிய இவர், தற்போது செருமங்கத்தில் பணியாற்றிவருகிறார். மன்னார்குடி அருகே மேலவாசலில் வசித்துவருகிறார்.

ஆசிரியர் பணிக்கு இடையேயும் வானிலைத் தகவல்களைக் கணித்து வருகிற இவர், 2008-ம் ஆண்டின் நிஷா புயல், கடலூரைத் தாக்கிய தானே புயல், சென்னையைத் தாக்கிய வார்தா புயல், கடந்த ஆண்டு கன்னியாகுமரியைத் தாக்கிய ஓகிப் புயல் ஆகியவற்றை முன்கூட்டியே கணித்து இந்திய வானிலை ஆராய்ச்சி மையம் அறிவிக்கும் முன்பே தீவிரத்தை அறிவித்து மக்களின் பாராட்டைப் பெற்றார். அதேபோல அண்மையில் நிகழ்ந்த கேரளாவின் பேரழிவையும் முன்கூட்டியே கணித்தார்.



செல்வகுமார்

கஜாவுக்கு அப்புறம் என்ன?

கடந்த வாரம் டெல்டா மாவட்டங்களைப் பதம் பார்த்த கஜா புயலையும் தொடர்ந்து கணித்துவந்தார். கஜாவுக்குப் பின்னர் 22-ம் தேதி காற்றழுத்த தாழ்வு மண்டலம் உருவாகி தமிழகத்துக்கு 26-ம் தேதிவரை மழையைக் கொடுக்கும் என்றும், அதன் பிறகு 29, 30, டிசம்பர் 1-ம் தேதி அன்று வங்கக்கடலில் அதிதீவிர அல்லது சூப்பர் புயல் தமிழகத்தை நெருங்கும் எனவும் கணித்து அறிவித்துள்ளார். அது மட்டுமல்ல, வரும் ஜனவரி மாதம்வரை மழை வருவதற்கான வாய்ப்புகளையும் கணித்து வைத்துள்ளார்.

இந்திய வானிலை ஆராய்ச்சி மையம் மாவட்ட வாரியாக வானிலையைக் கணித்து சொல்லும்போது, இவர் டெல்டா பகுதியில் உள்ள நகரங்கள், கிராமங்களின் பெயரைக் குறிப்பிட்டு மழை பெய்யும், பெய்யாது என்று கணித்து வருகிறார். இவரை அறிந்த பலர் தங்களது குடும்ப நிகழ்ச்சிகள், பொது நிகழ்ச்சிகளுக்கான தேதியை முடிவு செய்யும் முன்பு வானிலை ஒத்துழைக்குமா என கேட்ட பின்னரே தேதியைக் குறிக்கின்றனர்.

டெல்டா பகுதிகளில் வானிலையைப் பற்றி விவசாயிகள் விவாதிக்கும்போது அங்கே செல்வகுமாரின் வானிலை அறிவிப்பைப் பற்றியும் விவாதிப்பது வழக்கமாகிவிட்டது. தமிழகத்தின் சில அமைச்சர்கள், மாவட்ட ஆட்சியர்கள், வேளாண்துறை அதிகாரிகளும் இவரது வானிலை தகவலுக்கு முக்கியத்துவம் கொடுத்துவருகிறார்கள். இதெல்லாம் எப்படி சாத்தியமானது? செல்வகுமாரிடம் கேட்டோம்.

“‘தி இந்து’ ஆங்கில நாளிதழில் புயல் சின்னம் உருவாகும் காலகட்டத்தில் நல்ல நிலையில் வானிலை இருப்பதையும் புயல் சின்னம் உருவாகியுள்ள படத்தையும் சேர்த்து முன்பு பிரசுரித்துவந்தனர். நான் பள்ளியில் படிக்கும்போது அந்தப் படங்களை என் நண்பர் பாலசுப்பிரமணியன் தினமும் எடுத்து வந்துகொடுப்பார்.

அந்தப் படங்கள்தாம் என்னை இன்று ஒரு வானிலைக் கணிப்பாளராகவே மாற்றின. தற்போது தினசரி 4 வேளை வானிலையைக் கணித்து வருகிறேன். இந்திய வானிலை ஆராய்ச்சி மையத்தின் அறிவிப்புதான் அதிகாரப்பூர்வம் என்றாலும், இந்திய வானிலை ஆய்வு மையம், உலக வானிலை ஆராய்ச்சி மையங்கள் வெளியிடுகிற ஒளிப்படங்களை வைத்துக் காற்றின் திசையைக் கணக்கிட்டு கிராம, நகர வாரியாக வானிலையைக் கணித்து வருகிறேன்.

தற்போது, அறிவியல் வளர்ச்சியால் வானத்தை வசப்படுத்தி, இயற்கையின் அறிகுறிகளை அறிந்துகொள்ள வாய்ப்பு கிடைத்துள்ளது. அந்த வாய்ப்பை நான் விவசாயிகளுக்காகப் பயன்படுத்தி வருகிறேன்” என்கிறார் செல்வகுமார்.

செயலி உருவாக்கம்

ஆரம்ப காலகட்டத்தில் வானிலைத் தகவல்களை விவசாயிகள் கூடும் டீக்கடைகள், பொது இடங்களில் எழுதி ஒட்டி வைத்த செல்வகுமார், இன்று செல்போன் எஸ்எம்எஸ் மூலம் தமிழகம் முழுவதும் ஆயிரக்கணக்கானோருக்கு அனுப்பிவருகிறார். இதற்காகவே 20 சிம்கார்டுகளைப் பயன்படுத்தியுள்ளார்.

வாட்ஸ்அப் வசதி வந்த பிறகு பல குழுக்கள் மூலம் தகவல்கள் பகிரப்பட்டுவிடுகின்றன. தற்போது வாட்ஸ்அப் மூலம் தகவல்களைப் பகிர்வதில் கட்டுப்பாடுகள் வந்துவிட்டதால், ‘நம்ம உழவன்’ என்ற பெயரில் தனியாகச் செயலி ஒன்றை உருவாக்கி, தினசரி நான்கு வேளை வானிலையைக் கணித்து வரைபடத்துடன் இவர் வெளியிட்டு வருகிறார்.

ஒருபுறம் மாணவர்களை வளர்த்தெடுக்கும் ஆசிரியர் பணி; இன்னொரு புறம் வானிலையை விவசாயிகளுக்கு, மக்களுக்குத் தெளிவுபடுத்தும் விழிப்புணர்வு பணி என வெற்றிகரமாக இரட்டைச் சவாரி செய்கிறார் செல்வகுமார்.
