புதுடில்லி: தேசிய நெடுஞ்சாலைகளில் உள்ள, சுங்கச் சாவடிகளில், கட்டணம் செலுத்துவதில் விலக்கு அளிக்கப்பட்டுள்ள, வி.ஐ.பி.,க்கள், காத்திருப்பதை தவிர்க்கும் வகையில், சிறப்பு ஸ்டிக்கர் தரப்பட உள்ளது.
தேசிய நெடுஞ்சாலைகளில் உள்ள சுங்கச் சாவடிகளில், கட்டணம் செலுத்துவதில், எம்.பி.,க்கள் உட்பட, பலருக்கு விலக்கு அளிக்கப்பட்டுஉள்ளது. எம்.பி.,க்களுக்கு டெல்லியில் ஒரு வாகனத்துக்கும், சொந்த தொகுதியில், ஒரு வாகனத்துக்கும் என, சிறப்பு பாஸ் அளிக்கப்பட்டுள்ளது. சுங்கச் சாவடிகளில், இந்த பாஸை காட்டிவிட்டு அவர்கள் செல்லலாம். இதற்கிடையே, சுங்கச் சாவடிகளில் காத்திருப்பதை குறைக்கும் வகையில், 'பாஸ்டேக்' என்படும், முன்னதாகவே பணம் செலுத்தி, சிறப்பு ஸ்டிக்கரை பெற்றுக் கொள்ளலாம். இந்த ஸ்டிக்கர் உள்ள வாகனங்கள், சுங்கச் சாவடிகளில் கடக்கும்போது, அது ஸ்கேன் செய்யப்பட்டு, இருப்பில் உள்ள பணம், கழித்துக் கொள்ளப்படும்.தற்போது, இதுபோன்ற, பாஸ்டேக் சிறப்பு ஸ்டிக்கரை, கட்டண சலுகை பெற்றுள்ள, வி.ஐ.பி.,க்களுக்கும் அளிக்க, மத்திய அரசு திட்டமிட்டுள்ளது.

புதுடில்லி: அடுத்தாண்டு, ஜன., 1 முதல், புதிய, 'சிப்' பொருத்தப்பட்ட, 'டெபிட், கிரெடிட்' கார்டுகள் மட்டுமே செயல்படும் என்பதால், வங்கி வாடிக்கையாளர்கள் உடனடியாக, தங்கள் கார்டுகளை புதுப்பித்துக் கொள்ளும்படி அறிவுறுத்தப்படுகிறது.

சேலம் மாநகர பகுதிகளில் விபத்துகளால் ஏற்படும் உயிரிழப்புகளை தடுக்க காவல்துறை சார்பில் சாலை பாதுகாப்பு குறித்த விழிப்புணர்வு உள்ளிட்ட பல்வேறு நடவடிக்கைகள் எடுக்கப்பட்டு வருகின்றன. அதன்படி இருசக்கர வாகனங்களில் செல்வோர் ஹெல்மெட் அணியாமல் செல்கிறார்களா?, குடிபோதையில் இயக்குகிறார்களா?, சரக்கு ஆட்டோவில் பயணிகளை ஏற்றுகிறார்களா? என போலீசார் வாகன தணிக்கையின் போது சோதனை நடத்தி வருகிறார்கள்.


கலெக்டர் அலுவலகம் அருகில், புதிய பஸ்நிலைய பகுதி, பழைய மாநகராட்சி அலுவலகம் அருகே, 5 ரோடு, திருச்சி மெயின்ரோடு, ரவுண்டானா உள்ளிட்ட பல்வேறு முக்கிய இடங்களில் போலீசார் வாகன தணிக்கையில் ஈடுபட்டுள்ளனர். அப்போது அவர்கள் சாலை விதிகளை பின்பற்றாதவர்களுக்கு அபராதம் விதித்து வருகிறார்கள். மேலும் போக்குவரத்து விதி முறைகளை மீறிய வாகன ஓட்டிகளின் ஓட்டுனர் உரிமத்தை ரத்து செய்யுமாறு போலீசார் வட்டார போக்குவரத்து அலுவலர்களுக்கு பரிந்துரை செய்து, ரத்து செய்து உள்ளனர். இதன் காரணமாக விபத்துகள் குறைந்துள்ளதாக போலீசார் தெரிவித்தனர்.

இதுகுறித்து போலீஸ் அதிகாரிகள் கூறியதாவது:- சேலத்தில் விபத்துகளால் ஏற்படும் இறப்புகளை தடுக்க வாகன சோதனை நடைபெற்று வருகிறது. இதில் மதுகுடித்துவிட்டு ஓட்டுதல், அதிவேகமாக செல்லுதல், சிக்னல்களில் விதி முறைகளை மீறுதல், அதிக பாரம் ஏற்றுதல், சரக்கு ஆட்டோவில் பயணிகளை ஏற்றுதல் ஆகிய 6 காரணங்களுக்காக வாகன ஓட்டிகளின் ஓட்டுனர் உரிமம் ரத்து செய்யப்படுகிறது.

கடந்த ஜனவரி மாதம் முதல் நேற்று முன்தினம் வரை 4 ஆயிரத்து 484 வாகன ஓட்டிகளின் ஓட்டுனர் உரிமத்தை ரத்து செய்ய வட்டார போக்குவரத்து அதிகாரிகளுக்கு பரிந்துரை செய்யப்பட்டது. இதில் 3 ஆயிரத்து 840 பேரின் ஓட்டுனர் உரிமம் தற்காலிகமாக ரத்து செய்யப்பட்டுள்ளது. மீதமுள்ளவர்களின் ஓட்டுனர் உரிமம் ரத்து செய்யப்படும். இதன் காரணமாக கடந்த ஆண்டை ஒப்பிடுகையில் 50 சதவீதத்திற்கு மேல் விபத்துகள் குறைந்துள்ளன. மேலும் விபத்தால் ஏற்படும் உயிரிழப்புகளும் குறைந்துள்ளது.

திருவாரூர் மாவட்டத்தில் விடிய, விடிய கனமழை: வீடு-கோவில்களில் தண்ணீர் புகுந்தது

திருவாரூர்,

கஜா புயல் காரணமாக திருவாரூர் மாவட்டத்தில் திருவாரூர், திருத்துறைப்பூண்டி முத்துப்பேட்டை, மன்னார்குடி உள்ளிட்ட பகுதிகள் சேதமடைந்துள்ளன. இதனால் குடிநீர் வினியோகம் உள்பட அடிப்படை தேவைகள் பாதிக்கப்பட்டது. இதனை தொடந்து மின்கம்பங்கள் சீரமைக்கும் பணியில் மின் ஊழியர்கள் ஈடுபட்டு வருகின்றனர்.

இந்த நிலையில் திருவாரூர் மாவட்டத்தில் நேற்று முன்தினம் மதியம் முதல் மழை பெய்ய தொடங்கியது. தொடர்ந்து விடிய, விடிய கன மழை பெய்தது. இதனால் மாவட்டம் முழுவதும் தாழ்வான பகுதிகளில் மழைநீர் தேங்கி நின்றது. நகர் பகுதி மட்டுமின்றி கிராமப்புற சாலைகளில் பழுதடைந்து குண்டும், குழியுமாக காட்சியளித்தது. இதனால் வாகன ஓட்டிகள் சிரமத்திற்குள்ளாகினர். குறிப்பாக திருவாரூர்-தஞ்சை சாலை சேதமடைந்து போக்குவரத்துக்கு பயனற்ற நிலையில் உள்ளது.

கஜா புயலின் தாக்கத்தில் இருந்து மீள்வதற்குள் திருவாரூர் மாவட்டத்தில் கனமழை பெய்து வருவதால் பொதுமக்கள் பொதுமக்களின இயல்பு நிலை பாதிக்கப் பட்டுள்ளது. புயலினால் வீடுகளை இழந்தும், கூரைகள் சேதமடைந்த நிலையில்மழை பெய்வதால் ஒதுங்குவதற்கு இடமின்றி குழந்தைகளுடன் பரிதவித்து வருகின்றனர். கொட்டும் மழையில் மின்கம்பங்கள் சீரமைக்கும் பணியில் மின் ஊழியர்கள் ஈடுபட்ட போதிலும் பணிகள் சற்று தேக்கமடைந்ததுள்ளது.

திருவாரூர் பகுதியில் வன்மீகபுரம் பகுதியில் உள்ள குடிசை வீடுகளுக்குள் மழைநீர் புகுந்தது. கஜா புயலின் தாக்கத்தினால் திருவாரூர் உதவி கலெக்டர் அலுவலகத்தின் மேற்கூரை சிமெண்டு ஷீட்டுகள் உடைந்திருந்த நிலையில் மழை பெய்ததால் அலுவலகத்திற்குள் தண்ணீர் புகுந்தது. திருவாரூர் ரெயில்வே கீழ்பாலம் மழைநீர் தேங்கி உள்ளது. இதனால் அந்த வழியாக போக்குவரத்து நிறுத்தப் பட்டுள்ளது.

கனமழையினால் திருவாரூர் புதுத்தெருவில் உள்ள பழமை வாய்ந்த கருணாகரேஸ்வரர் கோவிலுக்குள் மழைநீர் புகுந்தது. பிரகாரத்தை சுற்றி தண்ணீர் குளம் போல் தேங்கி நின்றது. இதனால் பக்தர்கள் சிரமப்பட்டனர். இதனை தொடர்ந்து மின் மோட்டார்கள் மூலம் மழைநீர் அப்புறப்படுத்தும் பணி நடைபெற்றது.

திருவாரூர் மாவட்டத்தில் நேற்று காலையுடன் முடிவடைந்த 24 மணி நேரத்தில் பெய்த மழை அளவு (மில்லி மீட்டரில்) விவரம் வருமாறு:-

திருவாரூர்-174, நன்னிலம்-97, குடவாசல்-136, வலங்கைமான்-190, மன்னார்குடி-114, நீடாமங்கலம்-153, திருத்துறைப்பூண்டி-71, முத்துப்பேட்டை-28, பாண்டவையாறு தலைப்பு-117 என மொத்தம் 1,080 மில்லி மீட்டர் மழை பெய்துள்ளது. சராசரியாக 120 மில்லி மீட்டர் மழை அளவு பதிவாகியுள்ளது. இதில் அதிகபட்சமாக வலங்கைமானில் 190 மி.மீ. மழை பெய்துள்ளது.

Bengaluru: A private bus carrying passengers, mostly schoolchildren, fell into a canal in Karnataka's Mandya district Saturday, killing at least 25 people, police said.

The bus completely submerged after falling into VC canal at Kanakanamaradi of Pandavapura taluka, they said, adding bodies of 23 victims was fished out.

Most of the killed were children, police sources said, adding they were returning home after a half-day at school. Long wails from the grief-stricken inconsolable kin of the victims followed as the rescue teams fished out bodies one after another.

The district authorities roped in a crane to bring out the bus from the canal. Police had a difficult time controlling the crowd as people living nearby thronged the accident site.

Locals said they rescued three people even before the police reached the spot.

"I just came to know that a bus has fallen in a canal and 25 people have died. That is the latest report," said Deputy Chief Minister G Parameshwara, expressing grief over the tragedy.

Cancelling all his official engagements, Chief Minister HD Kumaraswamy rushed to the spot where rescue operations were on in full swing. He also announced a compensation of Rs 5 lakh for families of the deceased.

Accept 8th std certificate from grad, says Madras HC

Chennai: The Madras high court has directed the deputy commissioner, commercial tax office, to accept the 8th standard certificate sent by a B.Com graduate and consider his candidature in the selection process for the post of office assistant, if he is otherwise eligible.

Justice S.Vaidyanathan gave the directive while disposing of a petition from K.Sandhanamurugan, which sought a direction to the commercial tax office, to accept the 8th standard certificate sent by the petitioner on August 31, 2018, and consider his candidature in the selection process for the post of office assistant.

K.Mahendran, counsel appearing for the petitioner submitted that the petitioner is a B.Com., graduate, obtained in regular stream. When the petitioner made an application for the post of office assistant, pursuant to the advertisement made by the commercial tax office, it was rejected on the ground that 8th standard certificate was not enclosed along with the application, as the qualification for the said post is 8th standard, he added.

The judge said the sum and substance of the case of the petitioner was that the request of the petitioner was not considered, on the ground that he has not enclosed 8th standard certificate. Admittedly, the petitioner was a graduate in B.Com. Without clearing 8th standard, 10th standard and plus-2 , the petitioner could not have entered in the college, unless otherwise, the petitioner has obtained a degree through open university. The petitioner stated that he has not obtained the degree through the open university.

That being the case, there was no need for any one to produce the 8th standard certificate, if they have cleared 10th standard and above.

The non-enclosure of 8thstandard certificate was not a material for the selection to said post of office assistant, as the petitioner was a graduate. That apart, the petitioner has enclosed the 8th standard certificate in the present petition, the judge pointed out and gave the direction.

The bench said a compassionate appointment was not a matter of course but only subject to the rules and regulations governed.

Chennai: Pointing out that the inability to cure would depend upon the stage of the disease and not the disease by itself, the Madras high court has dismissed a petition from a son seeking compassionate appointment on the ground that his father had contracted tuberculosis disease during the course of employment, retired later and died.

A division bench comprising Justices M.M. Sundresh and Krishnan Ramasamy dismissed the petition filed by M.Velish Kumar, which sought a direction to Southern Railway to issue an appointment order to him on compassionate ground.The petitioner's father was suffering from tuberculosis. He gave a representation prior to his retirement seeking to declare himself as unfit to work any longer and consequently a request was made for compassionate appointment to the petitioner. However, he continued to serve thereafter and reached the age of superannuation. Two years thereafter, the petitioner had requested the Southern Railway to appoint him on compassionate grounds. The request was rejected holding that the petitioner’s father was not so crippled and therefore, the petitioner cannot be given any appointment on compassionate ground, more so, when he reached the age of superannuation and retired from service. Hence, the petitioner filed the present petition.Counsel for the petitioner submitted that tuberculosis by its own nature was a deadly disease, for which, there was no cure. The petitioner’s father contracted the disease during the course of employment and therefore, he cannot be treated as suffering from partially crippling disease. His case would come under complete crippling to the extent of creating an inability to work, he added.

P.T.Ramkumar, counsel for Southern Railway, submitted that the petitioner's father completed his tenure. There was no material to show that he was so crippled. In fact, salary was paid to him for the services rendered by him, he added.

The bench said a compassionate appointment was not a matter of course but only subject to the rules and regulations governed. Admittedly, the petitioner’s father completed his period of service and worked up to the age of 60 years. Thereafter, he reached the age of superannuation and died. There was no material to hold that he was so crippled leading to inability to work. If that was a case, the petitioner's father himself would have taken up the issue while he was alive. If the petitioner's case was to be treated as one coming under partially medically de-categorized employee, there was a mandatory requirement of five years of service was required before such a request was made. Admittedly, there was no such compliance. "Thus, looking from any perspective, we do not find any merit in the petition. The contention of the counsel for the petitioner on the nature of disease also cannot be accepted. The inability to cure would depend upon the stage of the disease and not the disease by itself", the bench added.
