Transfusion of HIV blood: Panel seeks time till Jan 9 to give report

After two lab technicians failed to turn up before the committee set up by the health department to probe the case of a pregnant woman given HIV-infected blood, the panel has sought an extension till January 9 to submit its report.

On December 26, health secretary J Radhakrishnan issued a government order asking a six-member committee under additional director of medical services Dr S Madhavi to inquire into the case and submit a report in a week. The panel, comprising senior doctors including Madras Medical College professor of internal medicine Dr S Raghunandhan, Tirunelveli Medical College professor of blood transfusion Dr S A Manimala and Tamil Nadu Dr MGR Medical University associate professor Dr Swathandran Hamsawardhini, began its probe on December 28 The team, however, could not complete the inquiry on time as two lab technicians failed to depose before it. “It is not binding on them to appear before the committee. So, we cannot bring them by force. But we wanted to give them a chance to give their version,” a member of the committee said.

Preliminary inquiries by a team led by Virudhunagar joint director (health) Dr Manohar found that officials at the blood bank and HIV/ AIDS counsellors erred at least twice before transfusing HIV-infected blood to the woman. In 2016, the donor had given blood at a camp in Sattur in Virudhunagar district. The government hospital there tested the sample positive for HIV but the counsellor at the Integrated Counselling and Testing Centre failed to inform the donor of his status. When he gave blood a second time in November, the blood was given to a pregnant woman in Sivakasi. “The testing kit used by the PHC is reliable and is supplied by NACO for centres across India. So far, it does not look like a machine error. We want the technicians to tell us what went wrong,” said a senior doctor.

Govt promises to take strong action

The government will take strong action against all those responsible for a pregnant woman being tansfused with HIV-infected blood in Sattur last year, health minister C Vijayabaskar told the assembly on Friday. Replying to queries from DMK president M K Stalin, the minister, however, refused to commit any timeline and said the government was waiting for the inquiry committee’s report.

Replying to a calling attention motion on the issue moved by DMK’s K K S S R Ramachandran, AIADMK’s Dr V P B Paramasivam and Congress legislative party leader K R Ramasamy, Vijayabaskar said three lab technicians had already been dismissed in this connection. TNN

High demand has pushed air fares from Chennai to small towns in the state and tourist destinations such as Goa northwards for travel during Pongal holidays .

One-way fares to Madurai, Trichy, Tuticorin and Goa range from ₹4,500 to ₹8,500 for 10 days advance booking for travel on January 11and 12. These prices are almost similar to the ones on metro routes from the city. The high demand could be because this year Pongal is part of a long weekend. Though the festival starts on January 16 (Tuesday), most people have planned to travel on January 11 or January 12.

Travel agents said prices are likely to cross the ₹10,000-mark in the coming days, as more travellers may book tickets in the last minute.

For travel on January 12, fares range between ₹4,200 and ₹7,400 for travel from Chennai to Madurai, from ₹4,600 to ₹7,300 to Tuticorin and from ₹4,000 to ₹6,000 to Trichy. The rate is similar for other destinations. With more people wanting to spend time with their families, demand for seats is higher on small town routes.

Online travel portals showed that Chennai-Madurai and Chennai-Goa are among the most popular routes where fares are likely to increase further in the coming days.

Every hour or two, approximately 15 tickets are booked on the Chennai-Madurai route.

“Fares are high because people travel home for the festival and also to leisure destinations for holidays. Fares to Chennai from international destinations including southeast Asia are high as many travel to Tamil Nadu to meet friends and relatives,” Basheer Ahmed of Metro Travels said.

Flying to Chennai from Singapore and Malaysia has also become expensive with people travelling to the city to meet relatives.

Ticket prices for travel from Singapore and Malaysia to Chennai range from ₹18,000 to ₹25,000 for travel during the Pongal holiday week. Usually, during the non peak season, a one-way ticket costs between ₹6,000 and ₹8,000.

The high fares may have a big impact on travellers who make last minute bookings.

Millennials are among those who use long weekends for travel, say experts in the field. Neelu Singh, CEO & director, Ezeego1.com, said, “We have observed that the number of people who opt for such holidays have gone up by 20% year-on-year.”

Court Quashes GO, Says They Comply With Earlier Rules

Buildings constructed by educational institutions prior to amendments in Town and Country Planning Act in 2011 need not get fresh approval from the authority as the Madras high court has set aside a GO, mandating such approval by paying ₹7.50 per sqft.

Justice T Raja passed the order while noting that the government could not compel such institutions to get fresh approval when they had been constructed as per the rules that prevailed before the amendment was brought in. The court passed the order while allowing a batch of pleas moved by Tamil Nadu Catholic Educational Association and others, challenging the order dated June 14, 2018.

According to the petitioners, some of their institutions are in existence and were working for the last 300 years within the limits of various local bodies and corporations in the state. They have constructed many buildings since then with proper prior approval as per the rules prevailing then. Meanwhile, the Town and Country Planning Act came into force from November 24, 1972. As per section 47 of the Act, except in the areas planned for development under the Act, construction can be carried out in other areas with the local body’s approval.

Subsequently, in 2011 an amendment was made to the Act inserting Section 47A. As per the new provision, it was the duty of the local authority granting permission to any development in the nonplan area to obtain prior concurrence of the director of the Town Planning Authority. As a result, the approval for the buildings even in nonplan area are subjected to the permission of the Town Planning Authority.

Under the amendment the government passed the order mandating all the educational institutions to get fresh approval from the Town Planning Authority for buildings built before 2011 by paying ₹7.50 per sqft of the plinth area. Aggrieved, they approached the high court.

The court noted that the government could not compel such institutions to get fresh approval when they had been constructed as per the rules that prevailed before the 2011 amendment was brought in

Top univs to offer all degree courses online

In a move to improve access to higher education, top institutions have been asked to submit applications by the month-end to offer courses online, including those leading to a degree, from the 2019-20 academic session.

The University Grants Commission has invited higher education institutions (HEIs) to apply for starting online courses from January 7 to 31, 2019. While delivery of the courses will be online, the students will have to sit for exams at designated centres where they will undergo biometric authentication.

Only those institutions in the top 100 ranks of the National Institutional Ranking Framework (NIRF) for two of the past three years and who are also accredited by National Assessment and Accreditation Council (NAAC) with minimum score of 3.26 on a 4-point scale are eligible to offer online courses in which both Indian and foreign students can be admitted.

‘Admissions will take place twice a year’

The gazette notification of the UGC for online courses or programmes regulations, 2018, was notified on July 4, 2018, as reported earlier by the TOI and UGC has now invited applications through a public notice on Friday.

Some key features of the online courses are, according to a senior HRD official, “admissions will take place twice a year and a higher education institution will offer the same course it has been offering under conventional mode or the open and distance learning (ODL) mode. However, the delivery will be online. ”

All courses which don’t have practical components and programmes as in the case of engineering, law, medicine, dental, pharmacy, nursing, architecture, physiotherapy and applied arts, are not permitted to offer courses on online or ODL mode.

As per regulations, “A higher educational institution may offer certificate, diploma and degree courses or programmes in full-fledged online mode subject to the condition that all such courses or programmes are duly approved by the statutory authorities.”

It also states, “No higher educational institution shall offer any online course or programme and admit students thereto unless it has been granted recognition by the commission and admission shall not be made in anticipation of the approval.”

“While the first cycle of admission will start from May 2019 for the 2019-20 session, aspirants should ensure the institution has UGC’s approval as well as in the top 100 of the NIRF ranking and has the requisite NAAC’s score,” said the official.

திருமண வரன்கள் படுத்தும் பாடு!

ஆணுக்கும் சரி, பெண்ணுக்கும் சரி திருமணம் என்பது வாழ்க்கையில் மிக முக்கியமான தருணம். கல்வியும், வேலையும் பெண்களுக்கு தன்னம்பிக்கையை பெருமளவு தந்துள்ளது. 

திருமணமாகும் வரை குடும்பத்தில் பெண்களின் ஊதியம் பெற்றோருக்குப் பேருதவியாக இருந்தது. ஊதிய சேமிப்பு மூலம் பெண்ணுக்கு நல்ல இடமாகத் தேடிப் பார்த்து திருமணம் முடிப்பதில் மகிழ்ச்சி கண்டனர். வயது முதிர்ந்த நிலையிலும், நிரந்தரமான வேலையில்லாத நிலையிலும் பெற்றோருக்கு பையன் அல்லது பெண்ணின் பொருளாதார பங்களிப்பு குடும்பச் செலவுக்கு அத்தியாவசியமாகி விடுகிறது. 

இன்று பெரும்பான்மையான குடும்பங்கள் ஒற்றை வாரிசோடுதான் உள்ளது. மகன் அல்லது மகள் அவ்வளவுதான்.ஒரு காலகட்டத்தில் பொருளாதார ஏற்றம் கண்ட குடும்பங்களில் ஒற்றைப் பெண்ணின் திருமணம் நடைபெறுவதில் தாமதமும், சிக்கலும் இல்லாமலேயே இருந்தது. குறிப்பிட்ட வயதில் வரன் தேடி பெண்ணுக்கு திருமணம் நடந்துவிடும்.
ஆனால், பெற்றோரின் வருமானத்தில் தொய்வு இருக்கும் நடுத்தர வர்க்கக் குடும்பங்களில் பெண்ணின் திருமணம் தள்ளிப்போவது தவிர்க்க இயலாததாகி விட்டது. சம்பாதித்து குடும்பத்தைக் காப்பாற்றி வரும் பெண் திருமணமாகி வெளியே போய் விட்டால் அவர்களுடைய நிலைமை என்னவாகும் என்பது கேள்விக்குறியானது. 

பெற்றோரை நிர்கதியாய் விட்டு விட்டுப் போவதில் விருப்பமில்லாமல் உளவியல் ரீதியாக பெண் பாதிப்புக்கு உள்ளாகிறாள். மாத ஊதியத்தில் ஒரு தொகையை பெற்றோருக்கு பெண் அளித்து உதவுவதை எல்லா மாப்பிள்ளை வீட்டாரும் ஒப்புக்கொள்வதில்லை. இந்த மாதிரியான அசாதாரண சூழ்நிலையில் பெண்ணின் திருமணம் கேள்விக்குறியாகி விடுகிறது.
ஐ.டி. நிறுவனங்களின் வருகையால் இந்தியப் பொருளாதாரம் முன்னேறி, வாழ்க்கை முறை மாறியது. விலைவாசி கட்டுக்கடங்காமல் உயர்ந்து, நடுத்தர வர்க்கத்தின் கடைசிப் படிக்கட்டுகளில் இருந்தோரும், கீழ்த்தட்டு மக்களும் பாதிக்கப்பட்டனர்

வீட்டு வாடகை உயர்வு, மனை நிலங்களின் விலை ஏற்றம் மக்களை ஆட்டிப் படைத்தது. ஆனால், தற்போது ஐ.டி. துறையில் நிலவும் போட்டி காரணமாக ஊதியம் கணிசமாகக் குறைந்து, அதிக சம்பளம் வாங்கும் ஒருவரை வீட்டுக்கு அனுப்பி விட்டு குறைந்த ஊதியத்தில் ஒன்றிரண்டு நபர்களை நியமிக்கும் சூழ்நிலை உருவாகியுள்ளது.

ஐ.டி. பொருளாதாரம் குடும்ப உறவிலும் விளையாடியது. கை நிறைய பெண் சம்பாதிப்பதால் பெற்றோர் அவளிடம் பணிந்துபோக வேண்டியதாயிற்று. பெண் தாமதமாக வீடு திரும்புவதையும், விடுமுறை நாள்களில் வெளியே போவது எங்கே என்பது அறியாமலும் மருகித் தவித்தனர். அவள் தரும் பணம் அவர்களின் வாயைக் கட்டிப் போட்டது.

பெண்ணின் திருமணத்தை அவர்களால் நினைத்தபடி தீர்மானிக்க இயலாமல் போனது. குறிப்பிட்ட வயதுக்குள் திருமணம் செய்வது மாறிப் போனது. ஆண் வாரிசைப் பெற்றவர்களின் நிலைமையும் இதேதான். அவனைப் பற்றி எவரும் ஒரு சொல்கூட குரல் உயர்த்திப் பேசி விட முடியாது. பணம் எல்லா உறவுகளையும் கட்டிப் போட்டது.

இன்று திருமண வரன் தேடுதல் என்பது ஒரு விசித்திரமான சூழ்நிலையில் உள்ளது. ஆணாகட்டும், பெண்ணாகட்டும் அநேகமாக 30 வயதை எட்டும்போதுதான் திருமணத்தைப் பற்றி யோசிக்கிறார்கள். கட்டுப்பாடற்ற உணவுப்பழக்கம் உள்ளிட்ட வாழ்க்கை முறை மாற்றங்கள் காரணமாக ஆண், பெண் இருவருக்கும் உடல் பருமன் பிரச்னை உள்ளது.
சமீபத்தில் உறவினர்களின் மூலமும், நண்பர் மூலமும் திருமண வரன் தேடியபோது ஒரு பெண் வீட்டில் நடந்த உரையாடல் அதிர்ச்சி அளிக்கக் கூடியது. பையனோடு பிறந்தவர்கள் எத்தனை பேர் உள்ளிட்டவழக்கமான கேள்விகளுக்குப் பதிலாக, பையனுக்கு லக்கேஜ் உண்டா? என்றார்களாம். மணமகன் வீட்டைச் சேர்ந்தவர்களுக்கு அவர்கள் என்ன கேட்கிறார்கள் எனத் தெரியவில்லை. 

திருமணத்துக்குப் பிறகு பையனுடைய பெற்றோர் அவனுடன்தான் இருப்பார்களா? என்பதைக் குறிக்கும் வகையில் லக்கேஜ் உண்டா என்றார்களாம்.

அடுத்து, அதிகமாகப் பேசப்படுவது பையனுக்கும் பெண்ணுக்கும் உள்ள வயது வித்தியாசம்; சம்பளம். என் பெண்ணுக்கு அமையும் வரன் இரண்டு அல்லது மூன்று வயது வித்தியாசத்துக்கு மேல் இருப்பதில் எங்களுக்கு விருப்பமில்லை. அதே போன்று மாப்பிள்ளையின் சம்பளம் பெண்ணின் சம்பளத்தைவிட அதிகமாயிருக்க வேண்டும். 

இன்றைய காலகட்டத்தில் படிப்பு, பட்டம், சம்பளம், சொந்த வீடு உள்ளிட்ட வசதிகள் பற்றிய எதிர்பார்ப்புகள் ஏராளம். எனினும், ஒரே அலுவலகத்திலோ, வெவ்வேறு இடத்திலோ பணிபுரியும் ஆணும், பெண்ணும் காதலித்து திருமணம் செய்துகொள்ள முடிவெடுக்கும்போது வயது வித்தியாசமோ, சம்பளமோ படிப்பு, பட்டம் பற்றியோ, நிறம் குறித்தோ பேசப்படுவதில்லை. பெற்றோர் லக்கேஜ் பற்றி வாய் திறப்பதில்லை.
ஜாதகப் பொருத்தம், ஒரே பெண் என்பதெல்லாம் நொடியில் அடிபட்டுப் போய் விடுகிறது.

ஒரு விஷயம் நன்கு புலப்படுகிறது. பெண்ணைப் பெற்றவர்களும் தங்களது குழந்தைகளின் திருமணத்துக்காக அலுத்துப் போகுமளவிற்கு வரன் தேடுகிறார்கள். சிலர் விரக்தியின் உச்சத்துக்கே போய் விடுகின்றனர். இதுதான் இன்றைய திருமண வரன் தேடும் உலகம்.
