ராஜபாளையம் நகரின் மேற்குப் பகுதியில் அமைந்துள்ள சம்மந்தபுரம், தாலுகா அலுவலகத்தை சுற்றி உள்ள பகுதிகள், திருவனந்தபுரம் தெரு, பச்சைமடம் பகுதி, சேத்தூர், முகவூர், தளவாய்புரம், செட்டியார்பட்டி, மேட்டுப்பட்டி, சுந்தரராஜபுரம், நக்கனேரி உள்ளிட்ட 20 கிராம பகுதிகளில் நேற்று மதியம் 12 மணியளவில் லேசான நில அதிர்வு ஏற்பட்டது. சுமார் 2 நொடிகள் நில அதிர்வு உணரப்பட்டது. இதனை அடுத்து வீட்டினுள் இருந்த மக்கள் பதற்றத்துடன் வெளியேறினர்.

பள்ளியில் படித்துக் கொண்டிருந்த மாணவர்கள் மைதானத்திற்கு அழைத்து வரப்பட்டனர். நில அதிர்வால் திருவனந்தபுரம் தெருவில் உள்ள வீட்டின் மேற்கூரை பெயர்ந்து விழுந்தது. வீட்டில் யாரும் இல்லாததால் பாதிப்பில்லை. நக்கனேரி, பட்டியூர் உள்ளிட்ட கிராமங்களில் வீட்டினுள் இருந்த பாத்திரங்கள் கீழே விழுந்ததாக கூறப்படுகிறது.

ராஜபாளையம் தாலுகா அலுவலகத்தில் நில அதிர்வு உணரப்பட்டதால் பொதுமக்களும், அலுவலர்களும் சுமார் 20 நிமிடங்கள் வெளியே நின்றிருந்தனர். இந்த சம்பவத்தை அடுத்து பாதுகாப்பு கருதி தளவாய்புரம் பகுதியில் உள்ள சில தனியார் பள்ளிகளுக்கும், நில அதிர்வு உணரப்பட்ட பகுதிகளில் உள்ள தனியார் பள்ளிகள் மற்றும் ஒரு கல்லூரிக்கும் நிர்வாகத்தின் சார்பில் விடுமுறை விடப்பட்டது. இதனால் அப்பகுதிகளில் பரபரப்பு ஏற்பட்டது. நில அதிர்வால் பொதுமக்கள் பீதியுடன் காணப்பட்டனர்.

இதுகுறித்து தாசில்தார் ராமச்சந்திரனிடம் கேட்ட போது, “நில நடுக்கம் தொடர்பாக ரிக்டர் அளவு கோலில் ஏதும் பதிவாகவில்லை. ராஜபாளையத்தை சுற்றி வைக்கப்பட்டுள்ள நில அதிர்வு பதிவிடும் கருவிகளிலும் எந்த பதிவும் இல்லை. ஆனால் எங்கோ ஒரு பகுதியில் தொடர்ந்து வெடி வெடிப்பது போன்ற சத்தம் மட்டும் கேட்டு வருவதாக பொதுமக்கள் தெரிவிக்கின்றனர். இது குறித்து விசாரித்து வருகிறோம்“ என்று தெரிவித்தார்.

தமிழ்நாடு முழுவதும் இப்போது பொள்ளாச்சி சம்பவம்தான் பரபரப்பாக பேசப்படுகிறது. பொள்ளாச்சி பகுதியில் ஒரு கும்பல் பேஸ்புக் மூலம் ஒரு பெண்ணிடம் நட்பு பாராட்டி, பாலியல் பலாத்காரம் செய்ய முயன்றது, பணம் பறிக்க முயன்றது என்று அந்த பெண் கொடுத்த புகாரின்பேரில் வழக்குப் பதிவு செய்யப்பட்டது. இந்த வழக்கு சி.பி.சி.ஐ.டி. போலீஸ்படையால் விசாரிக்கப்பட்டு வருகிறது. இதற்கிடையில், இந்த வழக்கு தொடர்பாக மாவட்ட போலீஸ் அதிகாரி, நிருபர்களுக்கு பேட்டி அளிக்கும் போது, ஒருமுறை அல்ல, இருமுறை பாதிக்கப்பட்ட பெண்ணின் பெயரை சொன்னதும், வழக்கை சி.பி.ஐ.க்கு மாற்றம் செய்ய பிறப்பித்த அரசு உத்தரவில் அந்த பெண்ணின் பெயரை குறிப்பிட்டதும் பெரிய சர்ச்சையை கிளப்பியுள்ளது. இப்படி பாதிக்கப்பட்ட பெண்ணின் பெயரை வெளியே சொன்னால், அவமானத்திற்கு பயந்து எந்த பெண் இதுபோன்ற சம்பவங்களில் புகார் கொடுக்க வருவார்? என்றும் கேள்வி எழும்புகிறது.


இந்தநிலையில், பொள்ளாச்சி சம்பவத்தையொட்டி சி.பி.சி.ஐ.டி. போலீசாருக்கு அந்தப்பகுதியில் இதுபோன்ற பாலியல் கொடுமைகளால் பாதிக்கப்பட்ட நிலைகுறித்து 100–க்கும் மேற்பட்ட டெலிபோன் தகவல்கள் வந்துள்ளன. தற்போது ஐகோர்ட்டில் பாதிக்கப்பட்ட பெண்களின் பெயர்களை வெளியே தெரிவிக்கக்கூடாது என்ற பிறப்பித்த உத்தரவுக்கு இணங்க, போலீஸ் டி.ஜி.பி. கற்பழிப்பு வழக்குகள், சிறுமிகள் மீதான பாலியல் கொடுமைகள் தொடர்பாக நடவடிக்கை எடுக்கும்போது, அந்த வழக்குகளில் சம்பந்தப்பட்ட, பாதிக்கப்பட்ட பெண்கள் மற்றும் சிறுமிகள் பெயர்களையோ, அவர்களது அடையாளங்களையோ வெளியிடக்கூடாது. கோர்ட்டுக்கு தகவல் தெரிவிக்கும்போது, பாதிக்கப் பட்டவர்களின் பெயர் விவரங்களை சீலிட்ட கவர்களில் அனுப்பலாம். பாலியல் வன்கொடுமை சம்பவங்களில் பாதிக்கப்பட்ட பெண்கள் மற்றும் சிறுமிகளின் பெயர் விவரங்களை வெளியிட்டால் அது கடுமையான குற்றமாக பார்க்கப்படும் என்று அனைத்து மாநகர போலீஸ் கமி‌ஷனர்கள் மற்றும் மாவட்ட போலீஸ் அதிகாரிகளுக்கு, டி.ஜி.பி. சுற்றறிக்கை அனுப்பியுள்ளார். இதுபோல பேஸ்புக், யூ–டியூப், மற்றும் வாட்ஸ்–அப் போன்ற சமூக வலைதளங்களுக்கு மத்திய உள்துறை அமைச்சகத்தின் மூலமாக சி.பி.சி.ஐ.டி போலீசார் பொள்ளாச்சி சம்பவம் தொடர்பான எந்த வீடியோக்களையும் பகிரக்கூடாது என்று கேட்டு இருக்கிறது. ஐகோர்ட்டு மற்றும் போலீஸ் டி.ஜி.பி.யின் உத்தரவுகள் உறுதியாக போலீஸ் அதிகாரிகளால் முழுமையாக செயல்படுத்தப்பட வேண்டும். நாம் அனுப்பும் புகார்கள், கொடுக்கும் தகவல்களில் நமது பெயர் வந்துவிடாது என்ற ஒரு நம்பிக்கை வந்தால்தான், இதுபோன்ற சம்பவங்களில் பாதிக்கப்பட்ட அப்பாவி பெண்கள் புகார் கொடுக்கமுடியும்.


சி.பி.சி.ஐ.டி. போலீசார், இந்த வழக்கு மற்றும் இதுபோன்ற சம்பவங்கள் தொடர்பாக 94884 42993 என்ற செல்போன் எண்ணிலோ அல்லது cbcidcbecity@gmail.com என்ற இணையதள முகவரியிலோ தெரிவிக்கலாம் என்று அறிவித்துள்ளனர். இதுபோன்ற புகார்களை தமிழ்நாடு முழுவதிலும் இருந்து வழங்க இந்த செல்போன் எண்ணை பயன்படுத்திக் கொள்ளலாம் என்று அறிவிக்க வேண்டும். இதுபோன்ற புகார்களை கொடுக்கும் பெண்களின் பெயர் விவரங்கள் வெளியே வராமல் ரகசியம் உறுதியாக காக்கப்படவேண்டும். அவர்களிடம் மேலும் விவரங்களை கேட்கவேண்டும் என்றால், அவர்களை போலீஸ் நிலையத்துக்கு வரவழைக்கக் கூடாது. அவர்கள் வசிக்கும் இடத்திற்கே பெண் போலீஸ் அதிகாரிகளை ‘மப்டி’யில் அனுப்பி விசாரிக்கவேண்டும். கூடுமானவரை அவர்கள் தொடர்பான வழக்கு விசாரணையின் போதும் அவர்களை நீதிமன்றத்திற்கு வரவழைக்காமல் பெண் நீதிபதிகளை வைத்து ‘ஸ்கைப்’ போன்ற சமூக வலைதளங்களை பயன்படுத்தி வீட்டில் இருந்தே பாதிக்கப்பட்ட பெண்கள் சாட்சியங்கள் அளிக்கும் முறையை நடைமுறைப்படுத்த வேண்டும்.

A shocking case of child sexual abuse from Tiruvannamalai’s Arani town has come to light. A 30-year-old teacher, Nithya, was arrested by the police on Wednesday. The complainant, in this case, is her husband, Umesh Kumar. He had approached the Collector in December last year after he found some explicit pictures of his wife with some children, her students, on her phone.

It has also now come to light that Nithya has been a repeat offender. The previous school, where she used to work, had transferred her, allegedly due to similarly abusive behaviour towards her students. A district official tells TNM that the school learnt of her misconduct with students six months ago, and they transferred her from one school to another.

“Instead of taking corrective measures, they transferred her. After receiving her husband's complaint, we enquired with the headmaster, who concealed the information and gave a report of her good conduct. Only when the social welfare department got involved were we able to unearth these details,” he says.

Following Collector’s orders, the District Social Welfare Department began an investigation in December last year. A complaint was then registered by the District Child Protection Unit (DCPU) in January 2019.

The complaint has been filed under Sections 10 (aggravated sexual assault) and 14 (punishment for using child for pornographic purposes) of Protection of Children from Sexual Offences (POCSO) Act. Further inquiries are being conducted into Nithya's behaviour.

Speaking to TNM, Arani’s All Women's Police Inspector SB Mythili says, “Over a period of three years, that is, from 2015 to 2017, she has sexually abused a few of her students between age groups of 15 and 17 at school as well as at her tuition classes, capturing intimate photos with them on her phone. So far, we have evidence of her harassing two boys.”

How it came to light

Nithya, a resident of Kamaraj Nagar in Arni town of Tiruvannamalai, was an English teacher at a school in the district. Having obtained the government job in 2014, the police tell TNM that Nithya has been transferred to different government schools in Arani since 2014.

About three years ago, following problems with her husband, Nithya moved to a different house. Since then, her husband has been approaching the police stations accusing his wife of adultery. He was not aware of the graveness of the situation then.

It was when he chanced upon the explicit images in his wife's mobile phone that he approached the Collector with proof of her behaviour. She had reportedly kept those photos to share them online.

Following the incident, Nithya has since been removed from her posting by District Primary Education Officer V Jayakumar. Justice Devanathan of Fast Track Mahila Court, Thiruvannamalai, sentenced her to be lodged at Velur Central Women’s Jail till April 4 until further investigations are complete.

After five years, the sharp observation skills and persistence of two investigating officers secured a conviction in a child rape and murder case. On Thursday, the Salem District Mahila Court awarded double life imprisonment to the five accused in the gruesome rape and murder of a 10-year-old girl in Vazhapadi, Salem in 2014.

The case dates back to February 14, 2014, when five men between the ages of 22 and 31 kidnapped, gang-raped and murdered a 10-year-old girl from a village near Vazhapadi in Salem district. In a horrifying act, the men had hung the girl’s naked body from a tree near a temple in the village, which was discovered by villagers the next morning.

The girl’s father filed a police complaint and the police arrested five men in relation to the crime. Boopathi (31), Anandhababu, known as ‘Snake Babu’ (29), Anandhan (22), Prabakaran (26) and Balakrishnan (28) were remanded under sections 302 (Murder) of the IPC, sections 5(g) (Gang penetrative sexual assault) and 6 (Aggravated penetrative sexual assault) of the Protection of Children from Sexual Offences Act 2012.

However, securing the conviction was not an easy task for the investigators.

Evidence documents were not marked properly

Speaking to TNM, N Suriyamoorthy, the Deputy Superintendent of Police, Vazhapadi, says that the path has been arduous. He was transferred to Vazhapadi in 2017 and regularly attended every court hearing on the case. In May 2018, Suriyamoorthy discovered lapses in the way the trial was progressing.

“During the hearings, I noticed that some of the documentary evidence was not marked properly by the prosecution,” he told TNM.

An unmarked piece of evidence can lead to the acquittal of the accused, since it effectively means that there is no evidence of the crime, Suriyamoorthy says. In the Vazhapadi case, the documents that were missed included a postmortem report of the victim and the medical examination reports of all the accused.

“I am not sure how this got missed out, but I am a lawyer and hence I realised the implication of this error. In sexual offences, getting eye-witnesses is rare. So these documents were of utmost importance for the accused to be convicted. So I took this lapse to the notice of the SP, who asked me for a letter explaining my observations,” Suriyamoorthy explains. By this time, the defence counsel had started taking advantage of this lapse, he adds.

SP helps in securing a new prosecutor

SP Georgy George then submitted the letter with his recommendation to change the public prosecutor in the case. “The SP actually submitted it to the district collector and secured the order in a span of 24 hours,” Suriyamoorthy says. Based on this, in 2018, advocate Dhanasekaran was appointed as the prosecutor in the case, replacing advocate Gandhimathi. The new prosecutor and the police then marked all documents and also had to re-examine five witnesses to take the case forward.

Defence moves HC to seek quashing of proceedings

Weeks before the verdict was about to be delivered, another obstacle surfaced after the defence counsel filed a writ petition in the Madras High Court. “They wanted the High Court to intervene and order that [the Mahila Court] was wrong to have re-examined the witnesses and change the prosecutor. We filed a counter for that. The High Court dismissed the petition with stern remarks explaining the seriousness of the case and the casual nature of the petition,” Suriyamoorthy says. This paved the way for smooth conviction by Mahila Court.

Moving forward, Suriyamoorthy expects the defence counsel to file an appeal in the High Court against this. However, he feels confident that the accused will be punished for their crimes. “The accused have been convicted under different sections and punishment has been awarded accordingly. The Mahila Court judge has also ordered that all these punishments will run in parallel. So in the High Court, even if one or two sections get acquitted, the remaining will stay. I am sure that the life term will also stay,” he says.

Rs. 177.69 cr. sanctioned for Karaikal-Peralam line

Metre gauge line existed till the mid-1980s when rail services were stopped

The Karaikal - Peralam rail link is all set to be restored with the Railway Board according sanction to the detailed estimate for laying the line in this section falling under the limits of Tiruchi Railway Division.

The Railway Board, New Delhi, has sanctioned Rs. 177.69 crore for laying the 23-kilometre new line from Karaikal to Peralam as material modification to the gauge conversion of Tiruchi - Nagore - Karaikal section thereby setting the stage for implementation of the project.

An official communication from the Railway Board sanctioning funds for providing the rail link has already been communicated to the Southern Railway General Manager as well as to the Chief Administrative Officer - Construction, Southern Railway. While sanctioning funds, the Railway Board has specified the department-wise break up of the project cost under which a sizeable chunk of Rs. 136.60 crore is meant for Civil Engineering works. The cost for Signal and Telecommunication works would be Rs. 22.65 crore with Rs. 9.73 crore meant for yard arrangements at Peralam.

A metre gauge line had originally existed from Karaikal to Peralam via Tirunallar till the mid -1980s when the rail services were stopped and the track dismantled. Rail travellers in and around Karaikal region had for long been seeking the restoration of the line via Tirunallar - housing the famous shrine of Lord Saneeswara and attracting devotees from all over the country.

The rail travellers wanted the restoration of the line as it would be a shorter and direct route to Karaikal from Mayiladuthurai and Peralam instead of taking a detour via Tiruvarur, Nagapattinam and Nagore which is the case at present. With the funds having been sanctioned, the preliminary works connected with the project is expected to kick-start soon. Railway officials say tenders for earthwork and bridges would be floated in a couple of months. The line would pass via Tirunallar and Ambagarathur.

The extent of earth that would be required for the project, the number of major and minor bridges along the route besides the number of level crossing gates would all be compiled before floating the tender. The work would be executed by the Southern Railway Construction Organisation which has carried out broad gauge conversion works in the Mayiladuthurai - Tiruvarur - Tiruthuraipoondi - Pattukottai- Karaikudi section.

Officials say land acquisition by and large may not be required for the project as a metre gauge track was already in place from Karaikal to Peralam. The sanction of funds for the project fulfils the long pending demand for the implementation of the project, says V.R. Dhanaseelane, president, Karaikal District Rail Users Welfare Association. The Southern Railway Construction Organisation should try to complete the project in a year as it would pave the way for early rail connectivity to the temple town Tirunallar, he added.

The Madras High Court has dismissed a public interest litigation petition seeking a direction to the State government to desist from using ‘Tamil’ or ‘Tamil Nadu’ in all official communications and instead use ‘Thamizh’ and ‘Thamizh Nadu’.

Justices S. Manikumar and Subramonium Prasad refused to entertain the case at the admission stage itself after Additional Government Pleader E. Manoharan told the court that even the Constitution spelt the word as ‘Tamil’ and not ‘Thamizh’. T.S. Sankar, 41, a lawyer from Tiruvannamalai district, filed the PIL petition contending that Thamizh was one of the oldest languages, which had an official status not only in India but also in foreign countries such as Sri Lanka, Malaysia and Singapore.
