போலி சான்றிதழ் மூலம் வங்கிப் பணியில் சேர்ந்த விவகாரம்: 400-க்கும் மேற்பட்டவர்கள் சிபிஐ நீதிமன்றத்தில் ஆஜர்

இந்தியன் ஓவர்சீஸ் வங்கியில் போலி சான்றிதழ் சமர்ப்பித்து பணியில் சேர்ந்தவர்களுக்கு எதிராக தொடரப்பட்ட வழக்கின் விசாரணைக்காக, சென்னை மாவட்ட ஆட்சியர் அலுவலகத்தில் உள்ள சிபிஐ நீதிமன்றத்தில் 424 பேர் புதன்கிழமை ஆஜராகினர்.

துப்புரவு பணியாளர் மற்றும் தபால் பிரிவு பணியாளர் பணிகளில் கடந்த 2013-ஆம் ஆண்டு முதல் கடந்த 2015-ஆம் ஆண்டு வரையிலான காலக்கட்டத்தில், தமிழகம் முழுவதும் 900 பேரை இந்தியன் ஓவர்சீஸ் வங்கி நியமனம் செய்தது. இந்த பணிக்கு 8-ஆம் வகுப்பில் தேர்ச்சி பெற்றவர்களும் 10-ஆம் வகுப்பில் தோல்வி அடைந்தவர்கள் மட்டுமே விண்ணப்பிக்க முடியும் என நிபந்தனை விதிக்கப்பட்டிருந்தது. 

ஆனால், இந்தப் பணிகளில் அதிக கல்வித்தகுதி கொண்ட பலர் போலியான கல்விச் சான்றிதழ்களை சமர்ப்பித்து பணியில் சேர்ந்துள்ளனர். இந்த முறைகேட்டுக்கு, வங்கி அதிகாரிகள், தொழிற்சங்க நிர்வாகிகள் உடந்தையாக இருந்ததாக குற்றம் சாட்டப்பட்டது. இந்த முறைகேடு தொடர்பாக சிபிஐ விசாரணை நடத்தியது. இந்த விசாரணையில், போலியான கல்விச் சான்றிதழை சமர்ப்பித்து பட்டதாரிகள், முதுநிலை பட்டதாரிகள் என சுமார் 400 பேர் பணியில் சேர்ந்ததும், பணி நியமனத்துக்காக அவர்களிடம் ரூ.3 லட்சம் முதல் ரூ.5 லட்சம் வரை அதிகாரிகள் மற்றும் தொழிற்சங்க நிர்வாகிகள் லஞ்சம் வாங்கியதும் தெரியவந்தது. மேலும், பணியில் சேர்ந்த பலரும் உயர்கல்வி முடித்திருப்பது தெரிந்திருந்தும், அவர்கள் 8-ஆம் வகுப்பு வரை மட்டுமே தேர்ச்சிப் பெற்றுள்ளதாக பல்வேறு பள்ளிகளைச் சேர்ந்த தலைமை ஆசிரியர்கள், ஆசிரியர்கள் போலி சான்றிதழ்களை வழங்கியிருப்பதும் தெரியவந்தது.
இது தொடர்பாக, வங்கியின் அப்போதைய தலைவர் மற்றும் நிர்வாக இயக்குநர் நரேந்திரா, தொழிற்சங்கத் தலைவர் பாலசுப்பிரமணியன், போலி கல்விச் சான்றிதழ் வழங்கிய ஆசிரியர்கள், அந்த சான்றிதழை சமர்ப்பித்து பணியில் சேர்ந்தவர்கள் என மொத்தம் 446 பேர் மீது சிபிஐ வழக்குப்பதிவு செய்தது. இதையடுத்து, போலி கல்விச் சான்றிதழ் கொடுத்து பணியில் சேர்ந்தவர்கள் பணி நீக்கம் செய்யப்பட்டனர். விசாரணையின் போது இந்த வழக்கில் குற்றம்சாட்டப்பட்டவர்களில் 4 பேர் இறந்து விட்டனர். இந்த வழக்கு, சென்னை மாவட்ட ஆட்சியர் அலுவலக வளாகத்தில் உள்ள சிபிஐ நீதிமன்றத்தில் நீதிபதி ஜவாஹர் முன்னிலையில் புதன்கிழமை விசாரணைக்கு வந்தது. அப்போது ஆஜரான அரசு சிறப்பு வழக்குரைஞர் எம்.வி.தினகர், 442 பேர் மீது குற்றப்பத்திரிகை தாக்கல் செய்தார்.
இதைத் தொடர்ந்து, குற்றப்பத்திரிகை நகலை பெற்றுக் கொள்வதற்காக வங்கியின் முன்னாள் தலைவர் நரேந்திரா உள்ளிட்ட 424 பேர் நீதிமன்றத்தில் ஆஜராகினர், 18 பேர் ஆஜராகவில்லை. நீதிமன்றத்தில் ஆஜரானவர்களுக்கு குற்றப்பத்திரிகை நகல் வழங்கப்பட்டது. இதையடுத்து, வழக்கு விசாரணையை, வரும் ஜூன் 12-ஆம் தேதிக்கு நீதிபதி ஒத்திவைத்தார். ஒரே நேரத்தில் 400-க்கும் மேற்பட்டவர்கள் நீதிமன்றத்துக்கு வந்திருந்ததால், நீதிமன்ற வளாகம் பரபரப்பாக காணப்பட்டது.

மருத்துவ மேற்படிப்பு கலந்தாய்வு இன்று நிறைவு

முதுநிலை மருத்துவப் படிப்புகளுக்கான கலந்தாய்வு வியாழக்கிழமையுடன் (ஏப்.4) நிறைவடைகிறது. கடந்த மூன்று நாள்களில் 877 மாணவர்களுக்கு மருத்துவ மேற்படிப்புக்கான இடங்கள் ஒதுக்கீடு செய்யப்பட்டுள்ளன.
தமிழகத்தில் அரசு மற்றும் தனியார் மருத்துவக் கல்லூரிகளில் எம்டி, எம்எஸ் படிப்புகளில் அரசு ஒதுக்கீட்டு இடங்களுக்கான கலந்தாய்வு ஓமந்தூரார்அரசு பல்நோக்கு உயர் சிறப்பு மருத்துவமனையில் கடந்த திங்கள்கிழமை தொடங்கியது. 

முதல்நாள் கலந்தாய்வில் அரசுக் கல்லூரிகளில் 283 பேர், தனியார் கல்லூரிகளில் 7 பேர் என மொத்தம் 290 பேர் மருத்துவப் படிப்புக்கான இடங்களைத் தேர்வு செய்தனர். இரண்டாம் நாள் கலந்தாய்வில் மொத்தம் 422 பேர் கல்லூரிகளில் சேர்வதற்கான அனுமதி கடிதம் பெற்றனர்.
மூன்றாம் நாளான புதன்கிழமை 165 இடங்கள் நிரம்பியதாக மருத்துவக் கல்வி இயக்குநரகம் தெரிவித்துள்ளது. 

மருத்துவ மேற்படிப்புக்கான கலந்தாய்வைத் தொடர்ந்து அரசு மற்றும் தனியார் பல் மருத்துவக் கல்லூரிகளின் அரசு ஒதுக்கீட்டுக்கான எம்டிஎஸ் இடங்கள் மற்றும் தனியார் மருத்துவம் மற்றும் பல் மருத்துவக் கல்லூரிகளின் நிர்வாக ஒதுக்கீட்டுக்கான எம்டி, எம்எஸ், எம்டிஎஸ் இடங்களுக்கு கலந்தாய்வு நடத்த மருத்துவக் கல்வி இயக்குநரகம் திட்டமிட்டுள்ளது.

CBSE to hire retired government officers for conducting departmental inquiries

The panel will be valid for a period of three years and the number of disciplinary cases assigned to an inquiry officer will be restricted to eight cases in a year with not more than 4 cases at a time, the official said.

The Central Board of Secondary Education (CBSE) has decided to form a panel of retired senior government officers from where officials can be appointed as enquiry officers for conducting departmental inquiries, a senior board official said on Monday.

The panel will be valid for a period of three years and the number of disciplinary cases assigned to an inquiry officer will be restricted to eight cases in a year with not more than 4 cases at a time, the official said.

“CBSE proposes to prepare a panel of retired officers of the central government, state government and PSUs who retired from the post of Additional Secretary, Joint Secretary, Director and Deputy Secretary or equivalent rank, to be appointed as inquiry officer for the purpose of conducting departmental inquiries in CBSE,” a senior board official said.

The board is seeking applications from the retired officers who are willing to serve and pay honorarium as per prescribed rates.

“A review of every empanelled inquiry officer will be done after receipt of two inquiry reports, where adherence to the time lines and the procedure and quality of work will be assessed by the office.

“Subsequent allocation of work may be done only after such evaluation. The services of the Inquiry Officers whose performance is not up to the mark will be terminated with the approval of the appointing authority,” the official added.

Less than six months after University of Mumbai (MU) introduced a provision for students to write their names on the answer sheets, it rolled back the feature. The newly-printed answer sheets have been printed as per the old format, in which students can mention only their seat numbers.

“The idea behind allowing students to write their names on the answer sheets was to trace them easily in case a student makes a mistake while writing his/her seat number. However, we returned to the old format — seat numbers only — after several officials panned the decision letting students write their names on the answer sheets,” said an official from the examination department.

He added new answer sheets were printed as per the old format and were issued for examinations that started from March 25.

For years, students were prohibited from revealing their identity (mentioning their names or the institute) on their answer sheets during MU exams. This was done to curb malpractices during the assessment of answer sheets.

In 2017, the varsity introduced on-screen marking (OSM) system of assessment for which booklets were scanned and assessed using a software. But owing to errors made by students in writing their seat numbers and software glitch, many answer booklets went missing.

In October 2018, the MU printed answer booklets with an additional slot for students to mention their names and then covered it with a removable sticker. Students and colleges alleged this violated secrecy norms during the assessment.

“Mentioning the name of student wouldn’t breach any norms because all personal information is masked. On OSM, a teacher can’t see the first page of the answer sheet that has personal information. So there is no chance of wrongdoing,” said a varsity official.

The Central Board of Secondary Education (CBSE) on Tuesday issued a notification saying that the information circulated on Whatsapp about the re-conduct of Class 12 physics and economics examinations is fake or not correct.

The CBSE said it has come to the board’s notice that fake information about the re-conduct of examinations of these two subjects is being circulated on Whatsapp.

“It is come to the notice of Central Board of Secondary Education (CBSE) that a fake information regarding the re-conduct of examination of subject Physics and Economics of Class XII is being circulated on whatsapp. The date of this information is 28.03.2019 which has been signed by Sh. K K Choudhury, former Controller of Examinations. This is brought to the notice of Stakeholders that the news of re-conduct of Physics and Economics of Class XII is fake. All Stakeholders and public is requested not to give any heed to the rumors like the above said one and cooperate with the CBSE in the smooth and fair conduct of examinations.”

The CBSE had conducted Class 12 physics examination on March 5 and economics examination on March 27.

Earlier in February too, the board had issued instructions to students and their parents urging them to be careful against any kind fake information spread on social media. The board had warned unscrupulous elements against spreading rumors by hosting fake videos/messages on YouTube, Face Book, twitter and other Social Media platforms. The board had said that it will take strict action as per provisions of law against such people. The board had also urged the public to cooperate with the board for the smooth conduct of the exams.

‘HE BELIEVED IN ADDRESSING PEOPLE WITH RESPECT’

My relationship with director Mahendran was more like a father and son. Whenever I would feel depressed, I would go to his house. He would talk about life, give me advice and that would keep me going for at least a year. Whenever I watched any of his movies on television, be it Johnny or Uthiri Pookkal, I would call him and say that I was watching the film. He would then share interesting vignettes about the film. Though we had a close relationship, he would always address me as Mr Vijay. He believed in addressing people with respect. When I told him that I was working with a Hollywood director (Chuck Russell) in Junglee, he said that there’s many more to come. He was the only person whom I invited for my wedding. During the shooting of Saasanam in Karaikudi, I told him that it was my 12th wedding anniversary and asked him to bless me. He spoke about the relationship between husband and wife and after a few minutes, vanished from the set. Gauthami, who was on the set, asked if I had said something to him. After a while he came back with a peacock and said, ‘May your life be as colourful as this peacock’. I asked him to let it fly and he did that happily. He believed in enjoying every small thing in life.

‘MAHENDRAN UNCLE USED TO PLAY CRICKET WITH US’

Mahendran uncle and I were neighbours in RA Puram. In fact, Mahendran uncle's son John is a really close friend of ours. More like family, I would say. Appa and he used to visit each other’s houses. So, I have always addressed him as ‘uncle’ and not ‘sir’. He’s known Premgi and I ever since we were kids. We used to play cricket outside our place with friends. If he spotted us, he would come play a game of cricket with us. It was the time when Chennai 600028had released. He had seen both Chennai 600028 and Saroja. He said that he was proud of me and happy that I was doing different kind of films. He even said my films don’t need heroes and that I work well with the younger lot. The kind of filmmaking he engaged in is a lesson for directors of today and tomorrow. We still give references of Mullum Malarum and Uthiri Pookkal to bring out the best emotions from an actor. Mahendran uncle explored acting at a later stage. It was so nice of Atlee to bring him back on screen as an actor.

When I met him 2014 with regards to BOFTA Film Institute, he actually told me that he was planning to start a film school. So, I told him that he should come on board our institution. He was one of the founding members and HoD of Direction. He was so committed to his work that he would be present even when we were interviewing students. I met him recently, just when he had taken ill, and even at the time, he spoke about setting up a studio where students could do photoshoots. He was dedicated to teaching youngsters that craft and used to give feedback on their stories.

I first knew Mahendran sir as a technician, when I worked as an assistant cinematographer in his films. And then, I debuted as an actress with his Nenjathai Killathe. I’ve done three films with him. Just a week ago, I was telling my friends how certain moments define somebody's future. For me, it was when I shooting for the film in Cubbon Park. I was rehearsing my lines for a romantic scene, when the assistant director told me that I had to say it a little differently, in a feminine tone. I was all of 18 and didn’t understand the nuances of all this and was trying to get what he was saying. That’s when Mahendran, from a distance, said, ‘Mr Pragathish, leave her. She knows what she is doing. It’s perfect for me, and it’s perfect for the character. Don’t confuse her.’ I got my green signal for my career right there. Just yesterday, in our 80s group, we were talking about the difference between him and other directors. He let me be; I didn’t have to pretend to be another person while working with him. Unlike Bharathirajaa and Ilaiyaraaja, who travelled the world with their films, he was very happy in his space. His dream was to meet Satyajit Ray. His art and films were his world. He never talked about his work. He would never say, ‘I’m making this film…’. It was always about other people’s films. He changed the trend and made realistic cinemas in the 80s. He was a pathbreaker, but a quiet one. He didn’t arrive with a bang; he was always there. With an actor like Rajini, he made a realistic film like Mullum Malarum. He got together so many unfamiliar actors to create a classic like Uthiri Pookkal. I’m indebted to him, more as a daughter than an actress. In the era of #MeToo, we should have more people like Mahendran who respected women both on camera and off it.

‘MAHENDRAN SIR WAS A TRUE ARTIST BY ALL MEANS’

He used to be my all-time favourite director and I came to cinema after getting inspired by many of his films. Mahendran sir was a great human being and a thorough gentleman. He gave respect to everyone and used “Mr” often before addressing others. I had a memorable time directing him in my last film. We can’t separate him from the films he has made. A true artist indeed!

Whenever I used to talk to him about his films, he’d quickly change the topic and talk about other films. He was down-to-earth like that. He would never call me Thiru; it was always Mr Thiru. He was an amazing dialogue writer. People still remember his lines, like ketta paiyyan sir indha Kaali. I remember, he once took my pad and read through the lines and said he liked my dialogues. That’s the biggest compliment I’ve ever received. I once told him how both his and Rajini sir’s mannerisms were so similar.
