Minister for milk and dairy development K T Rajenthra Bhalaji on Saturday said that V K Sasikala’s term in prison is disturbing and he was praying for her early release.

The minister visited the Andal temple in Srivilliputtur and later the mutt head, Sadagopa Ramanuja Jeeyar along with his party members on Saturday.

Later speaking to reporters outside the temple, he said he had come to the temple to pray for Sasikala’s release. “The fact that she is in prison is disturbing and I want her to come out soon,” Bhalaji said.

He also said that he discussed the retrieval of lands belonging to the Srivilliputtur temple and that steps were being taken to free them of encroachments. TNN

The Madras high court has observed that family pension cannot be denied to the second wife of a pensioner, on the ground of invalid marriage, particularly when there has been cohabitation between the two for a long period of time. Justice Anand Venkatesh made the observation while directing the state government to extend the family pension benefit to the petitioner, who was the second wife of a government doctor.

“It is very easy to brand the petitioner as a concubine and deprive her of her livelihood. However, the fact remains that the petitioner had lived with the deceased for nearly 34 years. The petitioner also gave birth to three children. If the petitioner had made this claim when the first wife was alive, then obviously the petitioner will not be entitled for family pension, since her relationship is not recognized by law,” Justice Venkatesh said.

The march of law happens only while considering the cohabitation that continues after the death of the first wife.

This apart, the deceased himself had nominated the petitioner on May 11, 1999, to receive the family pension, the judge said.

Citing the Supreme Court judgment in Dhannilal’s case, which had held that law presumes in favour of marriage and against concubinage when a man and woman have lived together for a long time, Justice Venkatesh said that he was in complete agreement with the proposition of law that has been enunciated in the judgment.

Even in the present case, the first wife had died in 1997. Thereafter, the petitioner lived with the doctor till his death in 2009. During this period, it can be construed that the petitioner and the deceased were living as husband and wife and their long cohabitation itself raises that presumption of marriage, the court added. The judge then directed the authorities concerned to grant family pension to the petitioner within 12 weeks.

Work begins at AIIMS site year after stone-laying ceremony

Fencing and road work have begun at the site selected for the All India Institute of Medical Sciences (AIIMS) in Madurai, nearly a year after Prime Minister Narendra Modi laid the foundation stone for the ₹1,264 crore hospital.

An area of 201.75 acres has been allocated for the construction of the premier hospital-cum-research institute in Madurai. Even after completion of formalities for the land acquisition, no construction was initiated since the stonelaying on January 27, 2019.

The hospital is located off the Bangalore-Kanyakumari national highway. Sources said initial work will include those of roads for transporting construction material. Till now, it was a narrow stretch. This is being converted into a two-lane road from the highway for 6km till Karadikkal beyond the AIIMS site. On the other side, the second road from Koothiargundu junction to the site is being laid as a four-lane structure for 3.5km. Work is being carried out from the central government’s road fund of ₹21crore.

As of now, work on construction of the wall and precast concrete fencing is being carried out by NHAI. The compound wall would be 5.5km long around the site, said sources. A loan from the Japan International Cooperation Agency is awaited to start work on the hospital building. Only basic groundwork has been initiated now, sources said.

Fake attendance docus: Bar council warns 1,000 lawyers of severe action

The Bar Council of Tamil Nadu and Puducherry has warned more than 1,000 lawyers who have enrolled as advocates by producing forged college attendance certificates of severe action unless they surrendered their enrolment certificates immediately.

As per the rules set by the Madras high court, candidateswhohavesecuredlawdegreesfrom statesother than TN must produce attendancecertificatesfrom thecollege.Vipin had produced an attendancecertificate,which on verification by the council, was found to be forged and obtained in connivance with the college’s principal Himavantha Kumar. Kumar was arrested subsequently. A preliminary inquiry revealed that more than 1,000 advocates enrolled with the council had obtained such forged certificates from the college.

Briefing reporters, the council’s chairperson P S Amalraj said, “Such people must surrender their enrolment certificates immediately. If not, criminal action will be initiated besides ensuring that pension and other benefits they enjoy are stopped.” Amalraj said a committee is verifying certificates produced by candidates with other state law degrees.

“Certificates of 65,000 advocates have been verified and a timeframewillbefixedtocompletethe rest.Listof advocateseligibleto practicewillbe publishedon thecouncil’s website once the scrutiny is over,” he added. TNN

Mediator among 4 more arrested in TNPSC scam

The CB-CID police probing the‘vanishing ink’ scam related to the TNPSC Group-IV recruitment examinations on Saturday arrested four more people, three of whom figuredin thelistof top 100candidates. A city court later remanded them in judicial custody.

Policeidentifiedthe arrested asT Venkataramanan, 38, of Avadi; M Thiruvelmurugan, 31, of Ramanathapuram;RRajasekar,26,of Panruti in Cuddalore district, and M Kalesha, 29, of Gowripet near Ramanathapuram. Police said Venkataramanan acted as a mediator, collected funds and helped the three arrested and several others clear the exam. Thiruvelmurugan, R Rajasekar, and M Kalesha figured among the top 100 selected candidates.

TheCB-CID policeteams areconducting inquiries with a few more suspects picked up from Tirunelveli, Ramanathapuram and other parts of the state. Police sources told TOI that more arrests were likely.

Discrepancies in the top 100 candidates list lead to the TNPSC sniffing out the vanishing ink scam, wherein answerscripts of 52 candidates were found to be manipulated. Touts had given candidates pens with special ink that vanished in a few hours. The OMR answerscripts were later filled with the correct answer in collusion with some exam officials, resulting in 39 of the cheating candidates ending up among top 100.

On Saturday,special policeteams of the CB-CID units conducted checks in five districts to zero in on brokers and mediators. A police officer privy to the probe said, “There are around 20 others, including candidates and mediators, in the custody of the CB-CID for inquiry.”

Busting of the racket led to several who appeared for exams to recruit sub-inspectors and Grade-II police constables conducted by the Tamil Nadu Uniformed Services Recruitment Board (TNUSRB) crying foul on social media about malpractice in these exams as well. TNUSRB, however, clarified that there was no foul play in its exams.

ESPOUSING GRIEVANCES

Even retired employees can form a union: HC

The Madras high court has made it clear that law does not state that only serving employees of an organisation can form unions under the Trade Union Act as even retired employees can form a separate union to espouse their grievances relating to terminal benefits and register it.

Justice S Vaidyanathan made the observation while allowing a plea moved by Karur Vysya Bank Retirees’ Association challenging the order of the labour department denying registration to their association on the ground that the members of the association are not in service.

“India is a democratic country, where there is no restriction for citizens to express their grievances to government by means of ahimsa and as such, preventing one sect of persons, namely, retired employees to form a trade union to espouse their cause to the government cannot be permitted at any cost, by giving a different interpretation to the provisions of law,” the judge said.

To put it precisely, even if seven employees were not on the rolls, they are entitled to form an association that has to be registered under the Trade Union Act and the same cannot be refused to be registered on this score, the judge said.

Though the existing union with permanent employees can espouse the cause of retired employees or others, who were not in employment, on the ground of community of interest, consequent to the absence of such interest in the present days, there is nothing wrong in permitting the retired employees to have their own association under the act, as unions, having permanent employees on the rolls, are withering away and shirking from their moral responsibilities to espouse the cause of employees who cease to be on the rolls, said Justice Vaidyanathan.

வேண்டாம்’ என பெயர் வைக்கப்பட்ட மாணவி; பாலின சமத்துவத்தின் தூதுவரானது எப்படி?





"ஏம்ப்பா எனக்கு இந்த பேர வச்ச?" இந்த கேள்வியை இன்றும் தன் அப்பாவிடம் கேட்டுக்கொண்டிருக்கிறார். அவரின் பெயரைக் கேட்கும் பலரும் ஒரு நிமிடம் அதிசயித்து, புருவங்களை உயர்த்துகிறார்கள். தாங்கள் ஏதோ தவறாகக் கேட்டு விட்டது போன்று மீண்டும் அவரிடம் "உங்க பெயர் என்ன?" என்று கேட்டு, நாம் சரியாகத்தான் கேட்டோமா என்பதை உறுதிப்படுத்திக் கொண்டிருக்கிறார்கள். தன் பெயர் எந்த காரணத்துக்காக அவருக்கு வைக்கப்பட்டதோ, அந்த காரணங்களையெல்லாம், தன் கடின உழைப்பாலும், அறிவாலும் தூக்கியெறிந்து முன்னுதாரணமாகியிருக்கிறார். இனி யாருக்கும் அப்படி பெயர் வைக்கக்கூடாது என்பதற்கு வழிகாட்டியிருக்கிறார். அப்படி என்ன பெயர் அவருக்கு?

சென்னை குன்றத்தூரில் உள்ள சென்னை தொழில்நுட்ப நிறுவனம் எனும் பொறியியல் கல்லூரியில் இறுதியாண்டு இசிஇ எனப்படும் மின்னணுவியல் தொடர்பியல் பொறியியல் படிக்கும் 20 வயதான மாணவியின் பெயர் 'வேண்டாம்'. இந்த பெயருக்குப் பின்னால் பாலின சமத்துவமின்மை, பெண் குழந்தைகள் மீதான வெறுப்பும் படர்ந்திருக்கிறது. திருவள்ளூர் மாவட்டம் திருத்தணி அருகே உள்ள சுற்றுப்புற கிரமங்களில், அடுத்தடுத்து பெண் குழந்தைகள் பிறக்கும் குடும்பங்களில் ஒரு பெண்ணுக்கு 'வேண்டாம்' எனப்பெயர் சூட்டினால், அடுத்தது ஆண் குழந்தை பிறக்கும் என்ற நம்பிக்கை காலம்காலமாக இருக்கிறது. அப்படித்தான் இவருக்கும் 'வேண்டாம்' என பெயர் வந்தது.

இன்று (ஜன.24) தேசிய பெண் குழந்தைகள் தினத்தை முன்னிட்டு அவரிடம் பேசினோம். கல்லூரியின் மதிய இடைவேளையில் பேசினார்.மாணவி 'வேண்டாம்'

"எங்கள் கிராமத்தில் ஒரு நம்பிக்கை இருந்தது. ஒரு குடும்பத்தில் அடுத்தடுத்து பெண் குழந்தைகள் பிறந்தால், கடைசி பெண்ணுக்கு 'வேண்டாம்' என பெயர் வைத்தால் அடுத்து ஆண் குழந்தை பிறக்கும் என்பது பெரியவர்களின் நம்பிக்கை. எனக்கு இரண்டு அக்காக்கள் உள்ளனர். அதனால், எனக்கு 'வேண்டாம்' எனப்பெயர் வைக்குமாறு என் தாத்தா, பாட்டி கூறியுள்ளனர். அதனால், என் அப்பாவும் அந்த பெயரை எனக்கு வைத்து விட்டார். எனக்கு பெயர் மட்டும் தான் இப்படி வைத்துள்ளனர். ஆனால், இதுவரை எந்த பாகுபாடும் இதுவரை காட்டியதில்லை" எனக்கூறும் 'வேண்டாம்', பல சமயங்களில் அப்பெயரால் சங்கடத்துக்கும் தயக்கத்துக்கும் ஆளாகியுள்ளார்.

தமிழகத்தின் கிராமப்புறங்களில் தங்களுக்கு பெண் குழந்தைகள் வேண்டாம் என்பதையும், அடுத்ததாக ஆண் குழந்தைகள் பிறக்க வேண்டும் என்ற விருப்பத்தின் பேரிலும் பெண் குழந்தைகளுக்கு இவ்வாறான, பாகுபாடான பெயர்களை சூட்டும் வழக்கம் உண்டு. குறிப்பாக, தென் தமிழகத்தில் 'போதும்பொன்', 'இனிப்போதும்', 'வேண்டாமணி' என்ற பெயர்களை சூட்டுவதுண்டு.

திருவள்ளூர் மாவட்டம் திருத்தணி அருகே ஆர்.கே.பேட்டை ஒன்றியத்தில் உள்ள நாராயாணபுரம் தான் 'வேண்டாம்' சொந்த ஊர். அப்பா அசோகனும் அம்மா கவுரியும் மிக ஏழ்மையான நிலையில் உள்ள விவசாயக் கூலித் தொழிலாளர்கள். முன்பு நெசவுத்தொழில் செய்து வந்த அசோகன், நெசவுத் தொழிலின் வீழ்ச்சியாலும், வருமானம் இல்லாததாலும் விவசாயக் கூலியாக மாறியுள்ளார். விவசாய வேலைகள் ஆண்டு முழுவதும் இருக்காது. வேலைகள் இருக்கும் சமயத்தில் நாளொன்றுக்கு ரூ.100 முதல் ரூ.200 வரை கிடைக்கும். 100 நாள் வேலைத்திட்டத்தின் மூலம் சில நாட்களுக்கு வேலைகள் இருக்கும். சொந்த நிலம் இல்லை. இப்படி ஏழ்மையான நிலையிலுள்ள அசோகன் - கவுரிக்கு ஏற்கெனவே இரண்டு பெண் குழந்தைகள், அவர்கள் சண்மதியும் யுவராணியும். மூன்றாவதாக பிறந்தவருக்குத் தான், அடுத்ததாக ஆண் குழந்தை பிறக்க எண்ணி 'வேண்டாம்' எனப் பெயரிட்டுள்ளனர். ஆனால், அவர்களுக்கு அடுத்ததாக பிறந்ததும் பெண் குழந்தைதான். அவரின் பெயர் சரண்யா.

"இப்படி 'வேண்டாம்' எனப்பெயர் வைக்கும் வழக்கம், எங்கள் கிராமத்தில் அவ்வளவாக இல்லை. ஆனால், பக்கத்துக் கிராமமான அம்மையார்குப்பம் எனும் கிராமத்தில் தெருவுக்கு இப்படி பெயர் கொண்டவர்கள் இருப்பார்கள். எங்கள் ஊரில் என்னுடைய அத்தைக்கு இந்த பெயர் இருந்தது. அதனால், எனக்கு இந்த பெயர் வித்தியாசமாக தெரிந்ததில்லை" என்கிறார், 'வேண்டாம்'.

தன்னுடைய இந்த பெயர் பள்ளிப்படிப்பு முடியும் வரை அவருக்குப் பெரிய சிரமத்தைக் கொடுத்ததில்லை. ஆனால், கல்லூரி படிப்புத்தான் அவருக்கு அதிக தயக்கங்களை இந்த பெயர் ஏற்படுத்தியுள்ளது.

தன் குடும்ப வறுமையையும் தாண்டி தன் மகள்களை நன்றாக படிக்க வைத்துள்ளனர் அசோகனும் கவுரியும். முதல் இரு மகள்களும் முதுகலை பட்டப் படிப்புகளை முடித்துள்ளனர். படிப்பில் எப்போதுமே முதல்நிலையில் இருக்கும் 'வேண்டாம்' 10-ம் வகுப்பில் 485 மதிப்பெண்களும் 12-ம் வகுப்பில் 1,095 மதிப்பெண்களையும் வீட்டுச்சூழல், பொருளாதார நெருகக்டிகளைத் தாண்டி பெற்றுள்ளார். பணம் இல்லாமையால், இரு அக்காக்களைப் போல பட்டப்படிப்பு படிக்க முடிவெடுத்தாலும் அவருக்கு பொறியியல் படிக்க வேண்டும் என்பதே விருப்பமாக இருந்திருக்கிறது. தற்போது அவர் படிக்கும் கல்லூரியில் உதவித்தொகை மூலம் படிக்கலாம் என்பதையறிந்து முழுக்க முழுக்க இப்போது வரை உதவித்தொகையால் இந்தாண்டு பொறியியல் படிப்பை முடிக்கவிருக்கிறார் 'வேண்டாம்'. தேர்வுக்கட்டணம், தனிப்பட்ட செலவுகளுக்கு அவருடைய அப்பா அசோகன் தன் குறைந்த வருமானத்திலிருந்து ஒதுக்க வேண்டியிருக்கிறது.

"அம்மையார்குப்பம் கிராமத்தில் தான் அரசுப்பள்ளியில் பள்ளிப்படிப்பை முடித்தேன். பள்ளியிலும் சிலருக்கு இந்த பெயர் இருந்தது. அதனால் எனக்கு வித்தியாசமாக தெரியவில்லை. பிளஸ் 2 முடித்து சென்னைக்கு பொறியியல் கவுன்சிலிங்குக்காக வந்தேன். அப்போது, கவுன்சிலிங்கில் "என்ன பெயர்?" என்று கேட்டனர். பெயரைச் சொன்னவுடன் "இந்த மாதிரி பெயர் இருக்கிறதா?" என்று கேட்டு ஆச்சர்யப்பட்டனர். அப்போதுதான் தயக்கமாக இருந்தது. அதன்பிறகு அவர்களிடம் என் பெயர்க்காரணத்தைச் சொல்லி புரியவைப்பேன். வகுப்புத் தோழர்களும் தோழிகளும் என் பெயரை வைத்து கேலி செய்த சம்பவங்கள் இல்லை. ஆரம்பத்தில் என்னை அறிமுகப்படுத்திக்கொண்ட போது என் பெயரைக் கேட்டு அதிர்ச்சியாகி விட்டனர். ஆனால், என் பெயர் வித்தியாசமானது தான் என எனக்கே தெரியும் என்பதால் அவற்றை பெரிதாகக் கருதியதில்லை. கல்லூரியில் பலரும் 'வேண்டாம்' என்றே கூப்பிடுவர். சில பேர் 'வேணும்' என கிண்டலாக அழைப்பார்கள்" என்று தன் வருத்தங்களையும் கடந்து வந்திருக்கிறார்.

தன் மகளுக்கு இந்த பெயரை வைத்ததில் அசோகனுக்கும் கவுரிக்கும் இன்னும் வருத்தம் நிழலாடிக்கொண்டுதான் இருக்கிறது.

"நான் 3-ம் வகுப்பு படிக்கும் போதே எனக்கு இந்த பெயர் வைத்தது அம்மாவுக்கும் அப்பாவுக்கும் பிடிக்கவில்லை. தாத்தா பாட்டி சொன்னதால் தான் வைத்தனர். பெயரை மாற்றலாம் என்ற மனநிலைக்கு வந்தனர். ஆனால், அப்படியே விட்டு விட்டோம். 10-வது படிக்கும் வரை இதே நிலைமை தான். அதன் பிறகு மாற்றலாம் என நினைத்தோம். ஆனால், அப்போது என் பெயர் சான்றிதழிலும் வந்துவிட்டது. அதனால் அப்படியே விட்டு விட்டோம். அப்பாவும் அம்மாவும் எப்போதும் இதற்காக வருத்தப்பட்டுக்கொண்டே இருப்பார்கள். 'எதற்காக இந்த பெயர் வைத்தீர்கள்?', 'எனக்கு இந்த பெயர் வேண்டாம்' என சொல்லிக்கொண்டே இருப்பேன். இப்போது கூட கேட்டிருக்கிறேன். கல்லூரி முடிந்ததும் பெயரை மாற்றி விடுவேன். வீட்டில் கல்பனா என்றுதான் அழைப்பார்", எனக்கூறும் அவர், 'கல்பனா' என பெயரை மாற்ற விருப்பம் கொண்டுள்ளார்.

பெண் குழந்தைகளே வேண்டாம் என நினைத்து பெயரிடப்பட்ட 'வேண்டாம்' பெரும் சாதனைகளை புரிந்திருக்கிறார். பாலின சமத்துவம், பெண்கள் முன்னேற்றம் குறித்து மற்றவர்களுக்கு விழிப்புணர்வை ஏற்படுத்துகிறார்.

கடந்த 2019-ம் ஆண்டு, ஜூன் மாதம் ஜப்பானை சேர்ந்த பெரு நிறுவனம் ஒன்று அவரது கல்லூரிக்கு கேம்பஸ் இண்டர்வியூவுக்கு வந்துள்ளது. அதில், . ஆன்லைன் தேர்வு, நேர்காணல் முடிந்து கடந்த ஜூலை மாதம் முடிவுகள் வெளியானது. இதில், மென்பொறியாளர் பணிக்கு இவர் தேர்ந்தெடுக்கப்பட்டுள்ளார். அவருடைய ஆண்டு வருமானம் 22 லட்சம் ரூபாய் என நிர்ணயிக்கப்பட்டுள்ளது. படிப்பு முடிந்ததும் ஜப்பானுக்கு பறக்கவிருக்கிறார்.

"நேர்காணலின் போது ஜப்பானை சேர்ந்தவரகளுக்கு என் பெயரின் அர்த்தம் புரியவில்லை. என் அம்மா, அப்பாவின் உழைப்பால் தான் என்னால் படிக்க முடிந்தது. 'சம்பளம் கூட எங்களுக்கு அனுப்ப வேண்டாம், இது போதும்' என நான் இந்த நிலையை அடைந்ததே போதும் என்று என் அப்பா மகிழ்ச்சியடைந்தார்" என்கிறார்.

இவருக்குப் பிறகு அவருடைய கிராமத்தில் எந்த பெண் குழந்தைக்கும் 'வேண்டாம்' என பெயர் வைக்கவில்லை. இனியும் வைக்க மாட்டார்கள் என்பதே அவருடைய வெற்றி நமக்கு சொல்கிறது.

'வேண்டாம்' குறித்து அறிந்துகொண்ட திருவள்ளூர் மாவட்ட ஆட்சியர் உமா மகேஸ்வரி, பெண் குழந்தைகளின் முன்னேற்றத்துக்கான 'பேட்டி பச்சாவோ, பேட்டி படாவோ' திட்டத்துக்கு திருவள்ளூர் மாவட்டத்திற்கான தூதுவராக அவரை நியமித்திருக்கிறார். இப்போது, அவர் பெண் சிசுக்கொலை, குழந்தை திருமணம் குறித்து விழிப்புணர்வு ஏற்படுத்தி வருகிறார்.

பெண் குழந்தைகளை வேண்டாம் என சொல்பவர்களுக்கு நீங்கள் என்ன கூற விரும்புகிறீர்கள் எனக்கேட்டேன்.

"பெண்கள், ஆண்கள் என்ற பாகுபாடு பார்க்காதீர்கள். இருவரும் ஒன்றுதான். இரு பாலினத்தவராலும் எல்லாவற்றையும் சாதிக்க முடியும். ஆண்களுக்கு அதிக முக்கியத்துவம் கொடுத்து, பெண்கள் மீது ஆதிக்கம் செலுத்த வேண்டாம். இருவரையும் சமமாக நடத்துங்கள். ஆண்களுக்கு நிகராகவும் எல்லாவற்றையும் பெண்களால் சாதிக்க முடியும். அவர்களை விட உயர்ந்த நிலைக்கு செல்ல முடியும்" என்றார்.

பெண் குழந்தைகளுக்கு எதிரான பாலியல் வன்கொடுமைகளும் அவர்கள் மீதான சுரண்டல்களும் அதிகரித்து வரும் இக்காலக்கட்டத்தில், எல்லாவித தடைகளையும் தாண்டி சாதித்து வரும் இவர் நமக்கு 'வேண்டாம்' அல்ல. இன்னும் 'வேண்டும்'.
