Bengaluru: Over 5.9 lakh II PU students in Karnataka will appear for their pending English paper on Thursday. The exam was originally scheduled for March 23, but was postponed because of the pandemic.

On Thursday, the exam will be held at 1,016 test centres from 10.15am to 1.30pm. Over 18,520 students have been allotted new test centres near their current location. If a student has not been alerted about test centre change despite a request, they can report at the original hall.

Nearly 1,890 students from outside Karnataka will also appear for the exam. Of the 5.9 lakh students, 5.4 lakh are fresh candidates. The break-ups for science, commerce and arts streams are: 1.8 lakh, 2.3 lakh and 1.7 lakh, respectively.

Government buses will transport students to their centres free of cost. Social distancing will be followed at all centres, and everyone, students and examiners, must undergo thermal screening and wear a mask. All classrooms have been sanitised.

Additional staff has been called to monitor health and distancing norms. Mobile phones and other electronic devices are banned. The 200-metre area around test centres will be marked as a restricted zone.

Top court gives nod for SSLC exams

Bengaluru: The Supreme Court on Wednesday gave a go-ahead for SSLC examinations in the state. The exams are slated to begin from June 25. The apex court dismissed a special leave petition (SLP) filed by Rajashree, an educationist who runs various institutions in Belagavi district.

Rajashree had sought cancellation of the examinations for the 2019-20 academic year. She had challenged the May 27 verdict of Karnataka high court, wherein a PIL seeking similar relief came to be dismissed.

Rajashree had claimed that conducting the examinations during the pandemic would put students, their parents/guardians and the staff at great health risk. According to her, the right to life and health of around 8.5 lakh minor students could be protected by promoting them based on their internal assessment marks taken by the school, as many other states have done.

However, a three-judge bench comprising Justices L Nageswara Rai, Krishna Murari and S Ravindra Bhat observed that they are in agreement with the decision of the high court that the writ petition filed for cancellation of examinations did not warrant interference.

“The high court has issued directions pertaining to the steps to be taken by the government for conducting the examinations. Even the students who would not be able to take the exams have been protected,” the bench noted in its order.

The Karnataka high court had dismissed a PIL filed by M Lokesh and others after perusing the SOP related to exams. Apart from ensuring distancing at exam centres, the guidelines stated that those students who cannot write papers from June 25 can sit for another examination to be held within a couple of months and the same would be treated as their first appearance/attempt. It had directed all deputy commissioners to ensure proper travel arrangements and provide other necessary help to the students.

Doctors on contract relent on quit threat

Bengaluru: Over 500 MBBS doctors working with the health and family welfare department on contract basis have threatened to resign en masse by the end of this month, if their demands for regularisation of jobs and payment on par with other colleagues are not met.

There are 507 MBBS doctors working on contract basis and many of them have been deputed in Covid-19 hospitals. Over 200 of them came to Bengaluru from across the state on Wednesday and assembled at the Seven Ministers’ Quarters on Chowdiah Road.

However, the conciliatory efforts by the health and family welfare department officials resulted in the doctors deciding to extend their resignation ultimatum till this month-end.

The dharna was an escalation of the campaign by members of the Karnataka State Contract Medical Officers Association. Earlier on Tuesday, they had written to the chief minister highlighting their demands on Tuesday. They had requested the state government to either accede to their demands or accept their resignations immediately and relieve them from duties.

“Till January 2017, the state government absorbed contractual doctors with three years of experience into government service. We continued to serve presuming that we too will be considered for permanent posting as was done for our seniors. But the government abruptly abandoned its regularisation norms,” said Dr HK Nithin Kumar, who works at a primary health centre in Hassan.

Over 30% of the 507 doctors are women serving largely in rural and semiurban areas. The Karnataka Government Medical Officers’ Association has extended its support to the protest.

Pay gap a concern

The doctors are upset with the pay disparity. “MBBS doctors recruited on a permanent basis are being paid Rs 80,000 per month, where we earn only Rs 45,000 for the same work. Most of us are posted in rural areas where doctors hesitate to work. Doctors appointed recently on contract basis under the National Health Mission are also being paid Rs 60,000. This disparity has to stop. These issues have been raised with the health minister and senior officers,” said the doctors.

The protesters met health minister B Sriramulu and additional chief secretary of health and family welfare department Jawaid Akhtar. Sriramulu has promised to address their grievances at the earliest.

“The government has taken up the matter. The matter pertaining to hike in salary has already been processed. Regularising the employment will be discussed in the upcoming cabinet meeting,” said health department authorities. The officials claimed the doctors were convinced to continue working given their service is essential during the pandemic situation.

The doctors also met deputy chief minister CN Ashwath Narayan and submitted a memorandum. They will discuss the matter with chief minister Yediyurappa on Thursday.

Bengaluru: Within days of the lockdown kicking in, the residents’ welfare association of ISRO Housing Colony in RPC Layout, Vijayanagar, realised that the only way to address anxieties of people living in the colony was to counter the spread of misinformation.

“The situation was unprecedented and it was important residents received accurate information,” says Ravindra Devakate, a resident of the colony. “We knew we could not rely on WhatsApp forwards, so we depended on newspapers for information. There were clear instructions within the community that only government orders and information from credible sources should be shared. The administrator of our residents’ WhatsApp group was tasked with vetting content.”

The gated community, residential quarters of ISRO employees, houses 1,000 people. The ISRO Colony Residents’ Welfare Society responded to the announcement of a lockdown with alacrity. Everyone entering the colony was screened at the gate and all common areas like lifts and corridors were sanitised on a daily basis.

“We allowed distribution of newspapers, together with which we also handed out pamphlets from the government and BBMP on Covid-19 and precautions to be taken to keep the virus at bay,” Devakate said. “This ensured there was no undue panic.”

Tilak R, vicepresident of the society, who played a crucial role in handling the situation, said, “Our colony is located close to Padarayanapura, a containment zone. We strictly followed government guidelines. Residents were panicky after sharing messages received on WhatsApp and other social media, but we reminded them of a government circular which said sharing of unverified messages would attract legal action. So we were able to prevent theses forwards from becoming viral.”

Besides defeating misinformation, residents joined hands to help the elderly and people in quarantine. Raghunath CR, treasurer of the society, said, “From supply of milk to groceries, whatever they required was delivered at their doorstep.” He went on to say, “Realising that it was a collective effort, all residents adhered to social distancing norm and held discussions to sort out whatever issues that arose.”

Srinivas Rao, president of the RWA said, “Even today, we ensure social distancing is maintained in the community. No one is allowed inside the colony without prior notice. Masks, sanitisers and other materials have been issued to security guards and apartment residents as a precautionary measure.”

Home minister Amit Shah on Wednesday paid tributes to Indian soldiers martyred in the clash in eastern Ladakh, saying that their bravery “reflects India’s commitment towards her land”.

“Pain of losing our brave soldiers while protecting our motherland at Galwan Valley can’t be put in words. Nation salutes our immortal heroes who sacrificed their lives to keep Indian territory safe,” Shah tweeted soon after PM Narendra Modi sent a strong message that India would retaliate in case it was provoked.

Shah said the country would always be indebted to the supreme sacrifice made by the soldiers. “I bow to the families who have blessed Indian Army with such great heroes. India will always remain indebted for their supreme sacrifice. Entire nation and the Modi government stand firmly with their families in this hour of grief. Praying for the speedy recovery of those injured,” he added.

Defence minister Rajnath Singh termed the loss of soldiers “deeply disturbing and painful”. In a series of tweets, Singh said that the soldiers displayed exemplary courage and valour in the line of duty and sacrificed their lives in the highest traditions of the Army.

Before issuing the statement, Singh held a meeting with Chief of Defence Staff General Bipin Rawat and the three service chiefs to discuss the current situation, according to a PTI report.

The defence minister also deliberated over the new strategy to be drawn out for the entire Line of Actual Control and also the government’s tough decision pertaining to China. Singh also spoke to external affairs minister S Jaishankar about the evolving situation.
