Hyderabad: An unofficial lockdown in city’s government offices is on. With several officers and employees contracting the coronavirus, government wings and departments have shut their offices for visitors.

As a result of this, citizen services have been paralysed, forcing people either to send their representations through mail or online or wait for some more months. A couple of weeks ago when the number of positive cases started rising, the government issued instructions to the departments to function with only 50% of the staff or on a rotation basis.

“In the last three months, work in the government offices has been hit badly. After the lockdown norms were eased, the situation has remained the same as there has been a sudden spike in the cases,” Rajesh Konkara, who applied for an occupancy certificate of his building, said.

With some GHMC staffers testing positive for Covid, GHMC officially suspended the grievances programme and asked people to send online applications or accept complaints through Google Meet. Similarly, HMDA has also closed the doors for visitors. Following a director-cadre officer getting infected, the Telangana Southern Power Distribution Company Ltd is not allowing visitors. The entire building was sanitised. Mandal revenue offices have now stopped works like pension processing and revenue matters.

சென்னை: இந்தியாவின் முதல் கொரோனா தடுப்பூசியான 'கோவாக்சின்' தடுப்பு மருந்தை கண்டுபிடித்துள்ளது 'பாரத் பயோடெக்' நிறுவனம். இதனை நிறுவியர் கிருஷ்ணா எல்லா. தமிழரான இவர் திருத்தணியில் ஒரு விவசாயி குடும்பத்தில் பிறந்து, இந்த மாபெரும் சாதனைக்கு சொந்தக்காரராக மாறி உள்ளார்.

யார் இந்த கிருஷ்ணா எல்லா?

இந்தியாவின் முதல் கொரோனா தடுப்பூசியை கண்டுபிடித்த, 'பாரத் பயோடெக்' நிறுவனத்தை நிறுவியர் கிருஷ்ணா எல்லா. இவர் ஒரு தமிழர். திருவள்ளூர் மாவட்டத்திலுள்ள திருத்தணி அருகே நெமிலி என்ற கிராமத்தில் விவசாய குடும்பத்தில் பிறந்தவர். பட்டப்படிப்பை முடித்ததும் 'பேயர்' என்ற மருந்து கம்பெனியில் பணியில் சேர்ந்த இவர், 'பிரீடம் பிரம் ஹங்கர்' எனும் உதவித்தொகை கிடைக்க, அமெரிக்கா சென்று உயர்கல்வி பயின்றார்.

ஹவாய் பல்கலையில் முதுகலை பட்டமும், விஸ்கான்சின்-மேடிசன் பல்கலை.,யில் டாக்டர் பட்டமும் முடித்தார். வெளிநாட்டில் தங்க விரும்பிய இவர், தாயின் வற்புறுத்தலின் பேரில் இந்தியா வந்து, மருந்து நிறுவனத்தை துவங்கியுனார்.

ஐதராபாத்தில் 1996ல் சிறிய பரிசோதனை கூடத்ததை நிறுவியவர், பொதுச் சுகாதாரத் துறையின் பாதுகாப்பில் பங்கு வகிக்க விரும்பினார். மலிவு விலையில் ஹெபடைடிஸ் மருந்தை கண்டுபிடிக்கும் முயற்சியில் இறங்கினார். மற்ற நிறுவனங்கள் அந்த மருந்துக்கு 40 டாலர் என விலை நிர்ணயிக்க, வெறும் ஒரு டாலருக்கு மருந்து கிடைக்கும் என அறிவித்தார். நிதியுதவி கிடைக்காத போதும், வங்கி கடனாக ரூ.2 கோடி பெற்று மருந்து தயாரிப்பில் அவரது நிறுவனம் ஈடுபட்டது. 1999ல் அப்போதைய ஜனாதிபதி அப்துல் கலாம், இவரது மலிவு விலை ஹெபடைடிஸ் மருந்தை வெளியிட்டார்.

இவரது பாரத் பயோடெக் நிறுவனம் தான், உலக அளவில் ஸிகா வைரசுக்கு முதன்முதலாக தடுப்பு மருந்து கண்டுபிடித்தது. 1996ல் ஆந்திர முதல்வர் சந்திரபாபு நாயுடு, உயிரியல் தொழில்நுட்பப் பூங்கா அமைக்க அனுமதி அளித்து, இவருக்கு நிலம் அளித்தார். தனது ஹெபடைடிஸ் மருந்து உற்பத்தி ஆலையை இங்கு அமைத்தார் எல்லா. அங்கு தற்போது 100க்கும் மேற்பட்ட மருந்து உற்பத்தி ஆலைகள் இயங்கி வருகின்றன. இதனை தொடர்ந்து பெங்களூரு, பூனேயில் மேலும் இரு உயிரியல் தொழில்நுட்ப பூங்காக்களை தொடங்கி உள்ளார். இத்தகவல்களை, 2011ல் 'ரெடிப்' இதழுக்கு அளித்த பேட்டியில் இதனை அவர் தெரிவித்துள்ளார்.

கிருஷ்ணா எல்லாவின் சாதனைகளை அங்கீகரித்து 100க்கும் மேற்பட்ட தேசிய, சர்வதேச விருதுகள் கிடைத்துள்ளது. உலகில் பேரழிவை ஏற்படுத்தி வரும் கொரோனாவுக்கும், 'கோவாக்சின்' எனும் தடுப்பூசி கண்டுபிடித்து, இந்தியாவின் முதல் கொரோனா தடுப்பூசியை கண்டுபிடித்த நிறுவனம் எனும் சாதனையை படைத்துள்ளது அவரது நிறுவனம்.

சென்னை : அரசு மற்றும் அரசு சாரா நிறுவனங்களில் இருந்து ஓய்வு பெறும் ஊழியர்களை கவுரவிக்க, சிறப்பு தபால்தலை திட்டத்தை அஞ்சல்துறை அறிமுகம் செய்துள்ளது.

Prof Dr Viney Kapoor, vice-chancellor, Dr B R Ambedkar National Law University, has accused a faculty member of University Institute of Legal Studies (UILS), Panjab University (PU), of threatening and using abusive language against her over phone, lodging a complaint with PU vicechancellor.

Source said the complaint is referred to the standing committee of PU. Kapoor confirmed to TOI of making the complaint but refused to share the content.

The complaint, a copy of which is with TOI, said Kapoor said she received a PhD thesis from PU of one Suresh. She evaluated it and sent the report to deputy registrar (secrecy), PU. She alleged she received a call from Dr Ajay Ranga of UILS before she got the copy of the thesis. He introduced himself as supervisor of the candidate and requested to send the report immediately.

On June 5, she claimed she received another call from Ranga and he started using “abusive language” and told her how she could write revision in the PhD report of his candidate. He allegedly threatened her that she would have to face the consequences and he would file a case under SC/ST Act against her. Kapoor raised questions whether the rules allow the disclosure of the external examiner’s name and to contact her and abuse and harass in this manner by threatening that a false case would be filed if she does not write a report as per his wish.

In her complaint, she demanded the matter be investigated and appropriate steps be taken against Ranga for the sake of the reputation of the university.

Ranga, associate professor, UILS, said he has not received any communication about this complaint from the authorities. He said he had to call her as the thesis got delayed by more than a year even after reminders. He raised questions why the complaint has not been signed and written on the official letterhead. He alleged that as he is going to contest the senate elections this year, his opponents are making false complaints against him.

R K Singla, dean university instructions, PU, said the contact number and name of the external examiner is confidential and cannot be shared with supervisor according to rules. He said he is yet to look into the complaint.

A day after it drew flak for setting what was seen as an impossible deadline for developing a vaccine for Covid and saying noncompliance of participating institutes will be taken seriously, Indian Council of Medical Research (ICMR) on Saturday said the letter was meant to “cut unnecessary red tape” and speed up recruitment of participants for trials without bypassing necessary process.

The clarification from the government’s apex medical research body comes in the wake of concerns in the medical and scientific community for ICMR setting August 15 as a target for developing a coronavirus vaccine and asking clinical trial investigators to enroll participants by July 7. The letter was written by ICMR director general Dr Balram Bhargava.

While timelines were strongly questioned by the scientific community, ICMR said the effort was to speed up recruitment for human trials and “process is exactly in accordance with the globally accepted norms to fast-track the vaccine development for diseases of pandemic potential wherein human and animal trials can continue in parallel”.
