With educational institutions expected to remain closed for at least the next few months due to the Covid-19 pandemic, the deemed universities in Tamil Nadu have decided to start their next academic year with online classes from the first week of August. These institutes are planning to deliver 50% to 75% of the content online in 2020-21.

Some are prepared to take a deep plunge into digital learning by developing new learning management systems for taking classes and giving assignments. They have invested in acquiring licenses for web platforms, for digital tests and training their faculty members on online content creation.

“We will offer most of the courses online for the coming academic year,” says Sandeep Sancheti, vicechancellor of SRMIST (SRM Institute of Science and Technology).

The institute will start the new academic year from August 3 for existing students. However, conducting online classes for some courses like medical, dental and hotel management will be difficult as they require hands-on training.

“It will not be 100% online. It can be 10% offline and 90% online or 25% offline and 75% online. In a year, students can come for a month or so to finish the laboratory part physically,” he said.

Online classes would be one of the ways to follow social distancing on campuses as it can reduce students’ strength, he added.

Due to the costs involved in getting licenses, establishing infrastructure like servers and studios, digital examination (proctoring tests) and creating enough bandwidth, the tuition fee and other fees will not be reduced. The cost of the digital test is also expected to be doubled due to the involvement of third-party agencies Institutes like VIT are preparing their staff and students to offer courses in online mode for the next academic year.

“We have digitized all our processes and started training students on the virtual mode of operation. All faculty members in VIT are now trained online course developers,” said Anand Samuel, vice-chancellor of Vellore Institute of Technology (VIT).

After three weeks, cab and auto services will ply in Chennai, but there has been no word from the state government on resumption of public transportation.

Government bus services have been stopped in all the districts for public now and the decision of resuming MTC buses will be taken after July 15, said Dharmendra Pratap Yadav, state transport secretary.

A Chennai Metro Rail Limited official said they haven’t received any instructions from the government to restart operations. They are awaiting post-Covid guidelines from the Union housing and urban affairs ministry.

With no mass transit options, demand for cabs and autos is expected to be high on Monday as many drivers haven’t returned from their native places. With lockdown norms eased, more people are expected to hit the streets from Monday for work, and cab and auto fares could be higher than usual, said drivers.

T Ramanujam, from Tamil Nadu Call Taxi Drivers Association, said available cab drivers might not resume services immediately because they haven’t got any specific update from aggregators on safety precautions. Also, some might stay at home with cases on the rise.

Sources in the taxi industry said they were planning to distribute masks, gloves and sanitisers through camps set up at filling stations and safety guidelines have been sent to all drivers.

The Chennai city police organised a meeting with transport associations on Sunday about the need to wear masks at work and providing hand sanitisers to passengers when they board their vehicles. Transporters were informed that they were allowed to ply within city limits without e-passes.

Police reiterated the cap on the number of passengers per vehicle. Autos and cabs are allowed to transport a maximum of two and three passengers. The same applied to cabs ferrying IT employees to work and back home. Public too are allowed to use their personal vehicles to go to shops or reach airport and railway stations, said a senior police officer.

மதுரையில் 2019ம் ஆண்டு ஜனவரியில் நடந்த விழாவில் பிரதமர் மோடி தோப்பூரில் எய்ம்ஸ் மருத்துவமனை திட்டத்துக்கு அடிக்கல் நாட்டினார்.

ரூ. 1,264 கோடியில் 750 படுக்கை வசதிகளுடன் பிரம் மாண்டமாக மருத்துவமனை கட்டப்பட உள்ளது. இதற்காக தோப்பூரில் மண் பரிசோதனை செய்யப்பட்டது. அதிகாரிகள் பல்வேறு ஆய்வுகளை நடத் தினர். இந்தியாவின் பிற இடங் களில் அமையும் எய்ம்ஸ் மருத்துவமனைகளுக்கு மத்திய அரசு நேரடியாக பட்ஜெட்டில் நிதி ஒதுக்கியது. ஆனால், தோப்பூர் எய்ம்ஸ்-க்கு மட்டும் ஜப்பான் நாட்டின் ஜெய்கா (JICA- Japan International Cooperation Agency) நிறுவனத்திடம் மத்திய அரசு கடன் கோரியது. 'ஜெய்கா' நிறுவன அதிகாரிகள் குழு, தோப்பூரில் வந்து ஆய்வு செய்து சென்றனர்.

அவர்கள், தற்போது வரை மதுரை 'எய்ம்ஸ்' மருத்துவ மனைக்கு நிதி ஒதுக்கவில்லை. இந்நிலையில், ரூ. 21.20 கோடியில் ஆஸ்டின்பட்டி முதல் கரடிக்கல் வரை சாலையை மேம்படுத்தும் பணி தொடங்கியது.

தற்போது சாலைப் பணிகள் ஓரளவு முடிந்துள்ள நிலையில் நிதி ஒதுக்கீடு இல்லாமல் மருத் துவமனை கட்டுமானப்பணி தடை ப்பட்டுள்ளது.

கரோனாவால் சிக்கல்

தற்போது உலக பொருளாதாரம் கரோனா வைரஸால் பெரும் சரிவை சந்தித்துள்ளது. இதில் இருந்து மீளவே சில ஆண்டுகள் ஆகும் நிலையில், எய்ம்ஸ் மருத்துவமனைக்கு ஜப்பான் நிறுவனத்தின் கடன் கிடைக்குமா என்பதில் சிக்கல் எழுந்துள்ளது.

இந்நிலையில் மத்திய அரசிதழில் மதுரையில் எய்ம்ஸ் மருத்துவமனை அமைக்கும் திட்டம் பற்றி நேற்று முன்தினம் வெளியிடப்பட்டுள்ளது. இனியாவது, தோப்பூரில் எய்ம்ஸ் மருத்துவமனை கட்டும் பணி வேகம் எடுக்கும் என்ற எதிர்பார்ப்பு தென் மாவட்ட மக்களிடம் ஏற் பட்டுள்ளது.

மதுரை: பதவி உயர்வின்போது மகப்பேறு விடுப்பை பணிக்காலமாக கணக்கிட ஐகோர்ட் கிளை உத்தரவிட்டுள்ளது. தஞ்சாவூர் கூட்டுறவு தணிக்கை துறை உதவி இயக்குநர் அலுவலகத்தில் முதுநிலை தணிக்கை ஆய்வாளராக பணியாற்றுபவர் வேதநாயகி. இவரது பெயரை கடந்தாண்டு வெளியான கூட்டுறவு தணிக்கை அதிகாரி பதவி உயர்வுக்கான பட்டியலில் சேர்க்கவில்லை. மகப்பேறு விடுப்பில் சென்றதால் முதுநிலை கூட்டுறவு தணிக்கை ஆய்வாளராக 3 ஆண்டு பணி புரியவில்லை எனக்கூறி பட்டியலில் பெயர் சேர்க்க மறுத்து விட்டனர். இந்த பட்டியலை ரத்து செய்து தனக்கு பதவி உயர்வு வழங்கக்கோரி, வேதநாயகி ஐகோர்ட் மதுரை கிளையில் மனு செய்தார். இவரைப்போல் மேலும் சில பெண் அரசு ஊழியர்கள் மனு செய்திருந்தனர்.

இந்த மனுக்களை நீதிபதி சி.வி.கார்த்திக்கேயன் விசாரித்தார். மனுதாரர்கள் சார்பில் வக்கீல் விஸ்வலிங்கம் ஆஜராகி, ‘‘தமிழ்நாடு அரசு பணியாளர் (பணி நிபந்தனை) சட்டம் பிரிவு 12ல் விடுமுறை பதவி உயர்வுக்கு தடையாக இல்லை என கூறப்பட்டுள்ளது. இதை பல வழக்குகளில் ஐகோர்ட்டும் உறுதி செய்துள்ளது. ஆனாலும் அதிகாரிகள் பின்பற்றுவதில்லை’’ என்றார். இதையடுத்து நீதிபதி பிறப்பித்த உத்தரவில், ‘‘பணிக்காலத்தின்போதுதான் மகப்பேறு விடுப்பில் சென்றுள்ளனர். எனவே, இதையும் பணிக்காலமாகத் தான் கணக்கிட வேண்டும். இதன்படி, மனுதாரர்களை ஜூலை 31க்குள் பதவி உயர்வுக்கான பட்டியலில் சேர்க்க வேண்டும்’’ என உத்தரவிட்டுள்ளார்.

நாளை நள்ளிரவுடன் முழு ஊரடங்கு முடிவடையும் நிலையில், திங்கள்கிழமை காலை முதல் கடைகள் திறப்பு குறித்து தமிழக அரசு புதிய கட்டுப்பாடுகளை விதித்துள்ளது.

சென்னையில் திங்கள்கிழமை காலை 6 மணி முதல் மாலை 6 மணி வரை காய்கறி, மளிகைக் கடைகள் திறந்திருக்கலாம்.

சென்னையில் திங்கள்கிழமை காலை 6 மணி முதல் இரவு 9 மணி வரை தேநீர் கடைகள் திறந்திருக்கலாம். ஆனால், தேநீர் கடைகளில் பார்சல் மட்டுமே விற்பனை செய்ய அனுமதி வழங்கப்படும் என்று தெரிவிக்கப்பட்டுள்ளது.

வணிக வளாகங்கள் தவிர்த்து ஷோ ரூம்கள், பெரிய கடைகள் காலை 10 மணி முதல் மாலை 6 மணி வரை, ஏற்கனவே அறிவித்த வழிமுறைகளுடன் செயல்படலாம்.

சென்னை காவல் எல்லைக்கு உள்பட்ட பகுதிகளில் இயங்கும் உணவகங்களில் காலை 6 மணி முதல் இரவு 9 மணி வரை பார்சல்கள் மட்டுமே வழங்கலாம்.

தொலைபேசி மூலம் ஆர்டர் செய்து வீடுகளுக்கு உணவு வழங்கும் சேவைகளுக்கு இரவு 9.00 மணி வரை மட்டும் அனுமதி வழங்கப்படும். அப்பொருட்களை வழங்கும் ஊழியர்கள் தாங்கள் பணிபுரியும் நிறுவனங்களிடமிருந்து அடையாள அட்டை பெற்று பணியாற்ற வேண்டும்.

தேநீர் கடைகள் (பார்சல் மட்டும்) காலை 6.00 மணி முதல் மாலை 6.00 மணி வரை இயங்க அனுமதிக்கப்படும்.

காய்கறி கடைகள் மற்றும் மளிகைக்கடைகள் காலை 6.00 மணி முதல் மாலை 6.00 மணி வரை இயங்க அனுமதிக்கப்படும்.

மேலும், மாவட்டங்களுக்கு இடையே பயணிக்கும் பணியாளர்கள், ஏற்கனவே பெற்ற இ-பாஸை பயன்படுத்தலாம் என்றும் தெரிவித்துள்ளது.

இது குறித்து தமிழக அரசு இன்று வெளியிட்டிருக்கும் அறிக்கையில், பெருநகர சென்னை காவல் துறை எல்லைக்குட்பட்ட பகுதிகளிலும், பெருநகர சென்னை காவல் துறை எல்லைக்குட்பட்ட திருவள்ளூர் மாவட்டத்தில், திருவள்ளூர் நகராட்சி, கும்மிடிபூண்டி, பொன்னேரி மற்றும் மீஞ்சூர் பேரூராட்சிகளிலும் மற்றும் பூவிருந்தவல்லி, ஈக்காடு மற்றும் சோழவரம் ஊராட்சி ஒன்றிய பகுதிகளில் உள்ள அனைத்து ஊராட்சிகளிலும், செங்கல்பட்டு மாவட்டத்தில், செங்கல்பட்டு மற்றும் மறைமலைநகர் நகராட்சிகளிலும், நந்திவரம் கூடுவாஞ்சேரி பேரூராட்சிகளிலும் மற்றும் காட்டாங்குளத்தூர் ஊராட்சி ஒன்றியப் பகுதிகளில் உள்ள அனைத்து ஊராட்சிகளிலும், காஞ்சிபுரம் மாவட்டத்தில் உள்ள பகுதிகளிலும் 19.6.2020-லிருந்து முழு ஊரடங்கு உத்தரவினை அரசு அறிவித்தது. இந்த முழு ஊரடங்கு உத்தரவு 5.7.2020 வரை அமலில் உள்ளது.

மேற்காணும் பகுதிகளில் 6.7.2020 முதல் தகவல் தொழில்நுட்பம், தகவல் தொழில்நுட்பம் சார்ந்த சேவை நிறுவனங்கள், அனைத்து தனியார் நிறுவனங்கள், தொழில் நிறுவனங்கள் மற்றும் ஏற்றுமதி நிறுவனங்கள் 50 சதவீத பணியாளர்களுடன் செயல்படவும் மற்றும் தமிழ்நாட்டின் பிற பகுதிகளில் (நோய் கட்டுப்பாட்டு பகுதிகள் தவிர) தகவல் தொழில்நுட்பம், தகவல் தொழில்நுட்பம் சார்ந்த சேவை நிறுவனங்கள், அனைத்து தனியார் நிறுவனங்கள், தொழில் நிறுவனங்கள் மற்றும் ஏற்றுமதி நிறுவனங்கள் 100 சதவீத பணியாளர்களுடன் செயல்படவும் அனுமதித்து 30.6.2020 நாளிட்ட வருவாய் மற்றும் பேரிடர் மேலாண்மை துறையின் அரசாணை (நிலை) எண்.324 வெளியிடப்பட்டுள்ளது.

மேலும், பணியாளர்கள் மாவட்டங்கள் இடையே பணிக்குச் சென்று வர இ-பாஸ் அவசியம். மாவட்டத்திற்குள் பணிக்குச் சென்றுவர இ-பாஸ் அவசியமில்லை. இந்நிலையில், 19.6.2020-க்கு முன்னர் மாவட்ட ஆட்சியர்களால் ஏற்கனவே வழங்கப்பட்டுள்ள மாவட்டங்கள் இடையே சென்று வருவதற்கான இ-பாஸ் மற்றும் இதர-பாஸ்களை தொழில் நிறுவனங்கள் மற்றும் இதர நிறுவனங்கள் பயன்படுத்திக்கொள்ளலாம். எனவே, 6.7.2020-க்கு பின்னர் மாவட்டங்கள் இடையேயான போக்குவரத்திற்கு புதிதாக இ-பாஸ் மற்றும் இதர-பாஸ்கள் பெற அவசியமில்லை. இதுவரை இ-பாஸ் / இதரபாஸ்கள் பெறாதவர்கள் உரிய நடைமுறைகளின் படி விண்ணப்பம் செய்து அதனைப் பெற்றுக்கொள்ளலாம் என்று தமிழக அரசு தெரிவித்துள்ளது.

PUDUCHERRY: Faced with resistance from the managements of private medical colleges over the establishment of COVID care centre on their premises to take care of patients, the Director of Health and Family Welfare Dr S Mohan Kumar on Saturday sought the assistance of Lt Governor Kiran Bedi and Chief Minister V Narayanasamy to resolve the issue.

In a note sent to them, Dr Mohan Kumar stated that COVID care centres are mandated to be started as per the instructions of the Union Ministry of Health and Family Welfare to states and UTs. Puducherry is ideally placed to tide over the crisis of beds for COVID patients as the cases rise by getting private medical colleges to establish such centres in their institutions.

"But resistance to establishing the centres puts the whole of the UT in a very critical and grave situation in view of the increasing number of cases," he said. There are currently 485 active COVID-19 cases in the UT.

Establishing these centres in private medical college hospitals is more practical and viable than doing so in marriage halls, auditoriums and other buildings. This is the only way out to save the lives of people in the UT of Puducherry, he said.

Out of seven private medical colleges in the UT, only one -- Aarupadai Veedu Medical College -- has established a centre where COVID patients have been admitted since June 25.

The director also sent the note to Chief Secretary Ashwani Kumar and District Collector cum Health Secretary Dr T Arun.

The Chief Minister has already warned medical colleges and others opposing the establishment of COVID care centres that the matter would be taken up with the Centre as the medical colleges are violating the Union health ministry's directions.
