Several engineering colleges have sacked many faculty members due to Covid-19 and Anna University has tightened rules to prevent colleges from showing fake faculty members for getting affiliation from the university. Along with Aadhaar and PAN card, it has made it mandatory for colleges to give All India Council for Technical Education's (AICTE) unique ID for each faculty member while seeking affiliation.

The 10-digit ID number has been allotted to more than five lakh faculty members in nearly 11,000 institutions across the country. “The database will not accept the ID number for more than one faculty member. Further, each ID will have a photo, name, department and college name,” an official from Anna University said.

If the admissions are poor, the colleges will hire temporary faculty members during the inspection by the universities. Some used to show the same faculty member in different colleges. To avoid such practices, the university made Aadhaar card and PAN number mandatory.

The university has invited online applications for affiliation for the year 2021-22. Of 537 engineering colleges and stand alone colleges in the state, there are around 60,000 faculty members working last year.

Due to the pandemic, the colleges could not pay their faculty members and many sacked senior faculty members. The university has also received some complaints from the faculty members about non-payment of salary and job loss from the faculty members. Professors from engineering colleges said it is not possible for colleges with poor admissions to maintain a faculty-student ratio as they sent away many faculty members.

"The faculty-students ratio calculated not by the enrollment but by the sanctioned strength. So, the colleges should maintain the same faculty members even if there are no admissions. It leads to some colleges hiring temporary faculty members," a professor from an engineering college said.

Some principals felt that the move would reduce the fake faculty members to an extent.

“The unique ID number would minimise fake faculty members but it cannot completely eradicate it as there are many postgraduates and engineers who lost jobs and might be used during inspection,” said M A Maluk Mohammed, director and correspondent of MAM College of Engineering and Technology in Trichy. “Colleges need quality faculty members to improve admissions,” he added.

Another principal said there are more recommendations to hire faculty members than for admissions this year due to job loss.

“Earlier, we used to have recommendations for admissions. With only a few colleges hiring, we received hundreds of applications and many recommendations for faculty positions,” a principal of a city engineering college said.

MUMBAI: Final-year undergraduate exams for health science courses, including MBBS, has been rescheduled by the Maharashtra University of Health Sciences (MUHS). Around 10,000 students take these exams, which will now be held from March 8, instead of February 24. Exams to the first, second, and third years of the programme will, however, commence from March 23, as per the earlier schedule.

Ajit Pathak, controller of examinations, MUHS, said that there have been several requests from final-year students seeking a postponement of the exams. "The exams for lower classes, also given by repeaters, just got over on January 15 and the results are being announced now. Many students who are now eligible to appear for final year exams after clearing the lower exams, have asked for more time for preparation," he said.

HYDERABAD: The Kaloji Narayana University of Health Sciences (KNRUHS) is set to conduct MBBS exams in March-April, 2021.

According to a notification issued by the university, MBBS first year students, who have been admitted during the academic years 2016-17, 2017-18 and 2018-2019 into the medical colleges affiliated to KNRUHS in Telangana are eligible to appear for MBBS first year (old regulations) examinations scheduled to be held from March 23, 2021.

Similarly, students whose admissions are approved by the KNRUHS during the academic year 2016-17 are eligible to appear third MBBS part – II examinations from April 6, 2021. The practical/clinical and viva examination dates will be declared later.

“Candidates who are having 75 percent of attendance and scored 35 percent of marks in internal assessment examinations are eligible to appear for the examinations,” read the notification.

The examination will be held between 10 am to 12.30 pm. Students have to pay an examination fee of Rs 600 per subject, Rs 300 towards marks memo and Rs 350 processing fee.

Surat: Top brass of the Veer Narmad South Gujarat University (VNSGU) has been forced to do a volte-face after the Gujarat governor ordered the varsity to hold its forthcoming annual convocation offline.

The university had extended an invitation to the state governor for the 52nd convocation which it had decided to organise online. The convocation is scheduled on February 26.

By virtue of his post, governor Acharya Devvrat is chancellor of all state universities except M S University and presides over annual convocation ceremonies. But the reply that the university received from governor’s office has left the officials in a quandary.

VNSGU had invited Amitabh Kant, CEO of NITI Aayog as chief guest for the online convocation ceremony but in the changed circumstances it remains to be seen whether Kant remains physically present. Like some other state universities, Kant can also address the ceremony virtually.

“Considering, government guidelines and other limitations due to the global pandemic, we had earlier decided in favour of online convocation. But since it is an order from the governor office, we will hold it offline now,” said a senior university official, “we have already started preparing for it.”

The highest academic ceremony is likely to be held at VNSGU’s convention hall which has a seating capacity of 1,200 persons. Owing to the pandemic, the university may allow only 600 persons inside the hall.

“The seating arrangement will be done maintaining social distancing for students and the senators. Convocation is a lifetime memory for any student and they will be happy,” said Hemali Desai, in-charge vice-chancellor of VNSGU.

அகில உலக (பன்னாட்டு) விஞ்ஞானிகள் மாநாடு முன்பு மும்பையில் நடந்தபோது, உலகெங்குமிருந்து மும்பையில் கூடிய விஞ்ஞானிகள் அதிர்ந்துபோகும் அளவுக்கு, ‘‘விநாயகர் காலத்தில் பிளாஸ்டிக் சர்ஜரி தெரிந்திருந்தது என்பதற்கு ஆதாரம் விநாயக புராணம்‘’ என்பது போன்ற அபத்தமான கருத்துகளை பிரதமர் கூறக் கேட்டனர்.

நோபல் பரிசு பெற்று இன்று இங்கிலாந்திலும், அமெரிக்காவிலும் உள்ள வெங்கட் ராமகிருஷ்ணன், இந்த மாதிரி அபத்தமான கருத்துகளைக் கேட்க இனி இந்தியா பக்கமே வரமாட்டேன் என்று வேதனையோடு கூறினார். இதைவிட மகாவெட்கக் கேடு வேறு என்ன?

மதச்சார்பற்ற (Secular) கொள்கையான இந்திய அரசியல் சட்டம் வகுக்கும் நெறிமுறைக்கே அது முற்றிலும் எதிரானது என்றாலும்கூட, ‘‘பசு மாட்டுச் சாணமும், அதன் கோமியமும் கரோனா தொற்றிலிருந்து 800 பேரை குணப்படுத்தி இருக்கிறது. பசு மாடுகள் கொல்லப்படுவதால்தான் பூமி அதிர்வுகள் ஏற்படுகின்றன.

போபால் விஷ வாயுவால் தாக்கப்பட்டபோது, பசு மாட்டுச் சாணம் பூசப்பட்ட வீடுகளில் இருந்தவர்களை அந்த மாட்டுச் சாணம் விஷவாயுவை முறியடித்துப் பாதுகாத்தது. பசு மாட்டின் பால் வெளிர் மஞ்சள் நிறத்தில் இருப்பதற்குக் காரணம், அதில் தங்கத்தின் துகள்கள் கலந்திருக்கின்றன.’’

மோடி அரசு இலக்கு நிர்ணயித்திருக்கும் 5 டிரில்லியன் பொருளாதாரத்தில் பசு மாடு முக்கிய பங்காளருமாம், ‘மாட்டிலிருந்து கிடைக்கும் சாணம், கோமியம் உள்ளிட்ட 5 பொருள்கள் ‘புனித’மானவை. இவை இதயத்திற்கு மருந்தாகும். ரத்தத்தைச் சுத்திகரித்து, வாத, பித்த, கப தோஷங்களைச் சரிப்படுத்தும்.

எல்லா நோய்களையும் குணப்படுத்தும் பசுவின் சாணத்தில் செல்வம் அளிக்கக்கூடிய மகாலட்சுமி உறைகிறாள்’’ என்றெல்லாம் தேர்விற்கான பாடத்திட்டத்தில் எழுதி வைக்கப்பட்டிருக்கிறது. இதைப் படித்து இனிமேல் நம் மாணவர்கள் விஞ்ஞானிகளாக மலர இருக்கிறார்களாம். இது மட்டுமா? இன்னும் படியுங்கள்

பசுவின் நிறத்திற்கேற்ப அதன் சாணத்தின் மருத்துவ குணம் மாறுமாம். ‘‘சொரியாசிஸ் முதல் பக்கவாதம் வரை அனைத்து வியாதிகளையும் இந்த சாணம் சரி செய்துவிடும்‘’ என்றும் எழுதப்பட்டுள்ளது.

பாலின் சிறப்பு, ஊட்டச்சத்து பற்றிச் சொல்லும்போது, பசுவுக்கு ஓர் உயர் அந்தஸ்து - அறிவியல் ரீதியாக என்பதைவிட, இந்துத்துவா கருத்தியல் அடிப்படையில் (கோமாதா குலமாதா) அதே நேரத்தில் எருமை மாட்டிற்கு அதே அளவுக்கு முக்கியத்துவம் தராத நிலைக்கு எது அடிப்படை?

இதற்கு முன் இந்திய விஞ்ஞானிகள் அமைப்பு, இந்த கோமியம், பசு மாட்டு சாணம் நோய் தீர்க்கும் என்ற புரட்டைக் கேள்விக்குள்ளாக்கியதை அறவே புறந்தள்ளி, அலட்சியப்படுத்திவிட்டு, இதைப் பல்கலைக்கழக மானியக் குழுவே பாடத் திட்டமாக்கி, தேர்வுக்குரியதாக்கி மாணவர்கள் மூளையை இப்படிக் காயப்படுத்தலாமா?

அந்த சக்தி இருக்கிறது என்பதை உலக அறிவியல் ஆய்வு ஏடுகளின் ஆராய்ச்சியாளர்களாக எழுதும், சோதனைகளில் ஈடுபடும் அறிவியலாளர்கள் - விஞ்ஞானிகள் ஏற்கிறார்களா?

இந்திய அரசியல் சட்டத்தின் அடிப்படைக் கடமைகளின் 51-ஏ(எச்) பிரிவு, அறிவியல் மனப்பான்மையை ஒவ்வொரு குடிமகனுக்கும் பரப்ப வேண்டுமெனக் கட்டளையிட்டுள்ளது. அதைப் பரப்பும் லட்சணமா இது? பரப்பாவிட்டாலும்கூட பரவாயில்லை, நேர்மாறான அபத்த மூடநம்பிக்கைச் சேற்றை இளம் மாணவர் மூளையில் அப்பலாமா? வெட்கம், வேதனை”.

மதுரையில் உள்ள அனைத்துக் கல்லூரி வளாகங்களிலும் மரங்கள் அடர்த்தியாகவும், பசுமையாகவும் அமைந்துள்ளதால் அவை, பறவைகளை அதிகளவு ஈர்த்து வருகின்றன.

இந்த ஆண்டு நடந்த பறவைகள் கணக்கெடுப்பில் மதுரை கல்லூரி வளாகங்களில் பல புதிய பறவை இனங்கள் கண்டயறிப்பட்டுள்ளன.

ஆண்டுதோறும் இந்தியா முழுவதும் கல்லூரி மற்றும் பள்ளி வளாகத்தில் பறவை கணக்கெடுப்பு நடக்கும். இந்த ஆண்டு இந்த நிகழ்ச்சி, பிப்ரவரி 12 முதல் 15 வரை மதுரையில் அமெரிக்கன் கல்லூரி, ஸ்ரீமீனாட்சி அரசினர் பெண்கள் கல்லூரி, யாதவர் கல்லூரி, சவுராஸ்டிரா கல்லூரி மற்றும் வெள்ளைச்சாமி நாடார் கல்லூரி உள்ளிட்ட அனைத்து அரசு மற்றும் அரசு உதவிபெறும் கல்லூரிகளிலும் நடைபெற்றது.

கடந்த ஆண்டு உலக அளவில் ஒரு லட்சத்திற்கு மேற்பட்டோர் இந்த நிகழ்ச்சியில் கலந்து கொண்டனர். இந்திய அளவில் இந்த நிகழ்வு மூலம், பல புதிய பறவை இனங்கள் கண்டறியப்பட்டது குறிப்பிடத்தக்கது.

இதுகுறித்து அமெரிக்கன் கல்லூரி விலங்கியல்துறை உதவிப்பேராசிரியர் ராஜேஷ் கூறுகையில், ‘‘இந்த ஆண்டு கல்லூரி வளாகங்களில் நடந்த பறவைகள் கணக்கெடுப்பில் மாணவர்கள், பொதுமக்கள் மற்றும் பழைய மாணவர்களும் ஆர்வமாகக் கலந்து கொண்டனர்.

அமெரிக்கன் கல்லூரி பசுமைச் சங்கம் மற்றும் விலங்கியல் துறை சார்பாக நடைபெற்ற இந்நிகழ்வில் 20 பறவை சிற்றினங்கள் இருப்பது கல்லூரி வளாகத்தில் கணக்கெடுக்கப்பட்டது.

அதில் முக்கியமாக பழுப்பு ஈ பிடிப்பான், புள்ளி ஆந்தை, வல்லூறு, செம்மார்பு குக்குறுப்பான், இரட்டை வால் குருவி, ஏழு சகோதரிகள் (தவிட்டு குருவி), மரங்கொத்தி, பனை உழவாரன் போன்ற இனங்களைக் கண்டறிந்தனர்.

யாதவர் கல்லூரியில் 40க்கும் மேற்பட்ட விலங்கியல்துறை மாணவர்கள் தங்களின் துறைத்தலைவர் மதியழகன், பேராசிரியர் ராஜ்குமார் மற்றும் பிற பேராசிரியர்களின் துணையோடு கல்லூரி வளாகத்தில் பறவைகளைக் கணக்கெடுத்தனர்.

இதில், சுடலைக் குயில், பச்சை பஞ்சுருட்டான், உண்ணிக் கொக்கு, சாம்பல் நாரை, கொண்டலாத்தி, வண்ணாத்தி குருவி போன்ற 36 சிற்றினங்களை கணக்கிட்டனர்.

வெள்ளைச்சாமி நாடார் கல்லூரியின் விலங்கியல் துறை பறவை கணக்கெடுப்பில் பல புதிய பறவை இனங்கள் கண்டறியப்பட்டுள்ளன, ’’ என்றார்.

பறவை கணக்கெடுப்பால் என்ன பயன்?

ராஜேஷ் மேலும் கூறுகையில், ‘‘உலகம் முழுவதும் உள்ள பறவைகளை ஒரே நேரத்தில் ஒவ்வோர் ஆண்டும் கணக்கிடுவதால் பறவைகளின் எண்ணிக்கையில் ஏற்படும் மாற்றங்களை கண்காணிக்க முடியும். ஓரிடத்தில் அவற்றின் எண்ணிக்கையில் ஏற்படும் ஏற்றத்தாழ்வுகளை வைத்து அதற்கான காரணங்களைக் கண்டறியவும் முடியும்.

இது போன்ற நீண்ட காலத் திட்டங்களின் முடிவுகள் பறவைகளின் பாதுகாப்பிற்கு இன்றியமையாதது. உதாரணமாக பூமிவெப்பமடைவதால் (Global Warming) எந்த அளவிற்கு பறவைகள் பாதிப்படைகின்றன என்பன போன்ற கேள்விகளுக்கு விடையறிய முடியும்.

பல்லுயிர்ப் பாதுகாப்பிற்கு இத்தகைய நீண்ட கால ஆராய்ச்சி முடிவுகள் பேருதவியாக இருக்கும். இந்த ஆராய்ச்சி முடிவுகளுக்கு ஏற்றவாறு நாம் உயிரினங்களின் வாழிடங்களுக்கு தகுந்த பாதுகாப்பு நடவடிக்கைகள் எடுக்க முடியும்.

இதன் மூலம் நாம் வாழும் இப்பூமியின் சூழலில் ஏற்படும் பல்வேறு மாற்றங்களை அறிந்து கொள்ள முடியும். உதாரணமாக வலசை வரும் பறவைகளை ஓரு குறிப்பிட்ட இடத்திற்கு வந்து சேரும் நாட்களை ஆண்டாண்டு காலமாக கண்காணித்து வருவதன் மூலம் புறச்சூழலில் ஏற்படும் காலநிலை மாற்றங்களை (climate change) கணிக்க முடியும்’’ என்றார்.

தேர்வுகள் பற்றிய கலந்துரையாடலை நடத்தப் பிரதமர் மோடி 9- 12ஆம் வகுப்பு மாணவர்களை மார்ச் மாதம் சந்திக்கிறார். இது தொடர்பாக நடைபெற உள்ள போட்டிக்கு மாணவர்கள் இன்று முதல் விண்ணப்பிக்கலாம்.

பரிக்‌ஷா பே சார்ச்சா என்ற பெயரில் 2018-ம் ஆண்டில் இருந்து மாணவர்கள், ஆசிரியர்கள், பெற்றோருடன் பிரதமர் மோடி கலந்துரையாடி வருகிறார். தேர்வுகள், அவை அளிக்கும் அழுத்தம் உள்ளிட்டவை குறித்து இந்தக் கலந்துரையாடலில் விவாதிக்கப்படும். 4-வது ஆண்டாக இந்தக் கலந்துரையாடல் நடைபெற உள்ளது.

வழக்கமாக இதற்கு 9 முதல் 12-ம் வகுப்பு வரை படிக்கும் மாணவர்களுக்கு ஒரு போட்டி நடத்தப்படும். அதில் வெற்றி பெறும் மாணவர்கள், பிரதமர் மோடியுடன் நேரடியாகப் பேசலாம். தேர்வுகள் குறித்தும் அது சம்பந்தமான உளவியல் பிரச்சினைகள் குறித்தும் பிரதமருடன் கலந்துரையாடலாம். அவர்களுக்கு சான்றிதழும் பரிக்‌ஷா பே சார்ச்சா உபகரணமும் வழங்கப்படும்.

கடந்த ஆண்டு இந்த நிகழ்வில் கலந்துகொள்ள சுமார் 2.6 லட்சம் மாணவர்கள் விண்ணப்பித்தனர். அதில் தமிழகத்தைச் சேர்ந்த 66 பேர் உட்பட நாடு முழுவதும் 2,000 மாணவர்கள் வெற்றி பெற்று, பிரதமருடன் பேசினர். முதன்முறையாக 50 மாற்றுத்திறனாளி மாணவர்களும் பங்கேற்றனர்.

இந்நிலையில், இந்த ஆண்டு தேர்வு குறித்த அழுத்தம் மற்றும் பதற்றத்தைப் போக்கும் வகையில் மாணவர்களுடன் பிரதமர் மோடி மார்ச் மாதம் கலந்துரையாட உள்ளார். இந்தத் தகவலை மத்தியக் கல்வி அமைச்சர் ரமேஷ் பொக்ரியால் தெரிவித்துள்ளார். எனினும் தேதி இதுவரை அறிவிக்கப்படவில்லை.

இந்நிலையில் இதற்கான விண்ணப்பப் பதிவு இன்று (பிப்18) தொடங்கி உள்ளது. மாணவர்கள் மார்ச் 14-ம் தேதி வரை innovateindia.mygov.in. என்ற இணையதளத்தில் விண்ணப்பிக்கலாம்.
