Parents of a 16-yearold US citizen by birth moved Bombay high court to enable her to travel to US so that she can get vaccinated there.

“…she is entitled to it in the US,’’ said the petition by Altamount Road residents Viral and Bijal Thakker, who urged HC to appoint her maternal aunt Purvee Parekh (a co-petitioner) as her legal guardian.

Parekh will then be able to accompany her niece. Their daughter, an IB school student, is in class XI and the academic term begins on July 1.

The petition said due to the pandemic in India, US government on April 30 restricted travel of Indians to US with the exception of US citizens. A minor US citizen can be accompanied by a non-citizen parent or a legal guardian. “It is a policy of the Indian government to vaccinate residents of 18 years and above. Whereas, in US, vaccination is allowed for those aged 12 and above,” the petition stated.

It also said that in the US a stay of 21 days is required for administration of two doses of the vaccine and June affords an adequate opportunity for their daughter to complete her vaccination. The parents desire that their daughter “be vaccinated in US since it is not possible to secure her vaccination in India due to the policy of the government.”

They are unable to travel with her as they live with the grandparents, who recently recovered from Covid-19 and require frequent medical consultations, and a son who is in India on a summer break. The parents are also advised not to travel for a while. Parekh volunteered to accompany her niece. The petition said only one airline flies directly to US from Mumbai and it has requirements for unaccompanied minors travelling by it. Though a minor above 14 can travel alone, the airline and parents feel the minor daughter should not travel alone.

The parents sought legal guardianship for their daughter as there is no legal remedy available under Guardians and Wards Act. They also urged for “other reliefs as the case may require”. The petition submitted that personal liberty under Article 21 (Right to Life) includes the right to healthy environment, to protect health, to access treatment, etc , and in the current pandemic “it is imperative that any measure which furthers the right ought to be allowed”.

“Unless the orders as prayed for are granted, the petitioners will be deprived of their right under Article 21 to provide proper care for their minor child.” The petition will be heard this week.

The parents, in their plea, said that their daughter “be vaccinated in US since it is not possible to secure her vaccination in India due to the policy of the government”

KURNOOL: The Covid-19 pandemic has brought drastic changes in the lives of engineering colleges’ teaching and non-teaching staff in the last one-and-a-half years. Close to 120 engineering college employees died during the second wave after facing severe financial difficulties, AP Technical Professional Institutions Employees Association president MV Bramananda Reddy said. There are 427 engineering colleges in the state and more than 10,000 people are working for them. Nearly 10 famous engineering colleges are there in the district with over 1400 people working there as professors, associate professors and assistant professors and 60 per cent of them have completed their Ph D in various subjects.

Managements of many engineering colleges are not paying salaries to the staff, especially the teaching staff including professors, associate professors, assistant professors, making their life very difficult during the pandemic. “The staff of private engineering colleges had been leading a dignified life. However, the unexpected and sad situation cropped up because Covid- 19 affected the lives of the teaching and non-teaching staff of almost all Engineering colleges in the state,” he explained.

The shining examples for this situation have already been highlighted in the media— some of the faculty members have taken to alternative ways for supporting their families as tea-sellers, vegetable vendors and daily wage-workers, keeping aside their so-called status. But the percentage of those who have sought alternate livelihood options is very small, he pointed out. He urged the state government to conduct an inquiry and take appropriate action against the managements which are not paying salaries to their staff.

He also urged the state government to help them and their families come out of the crisis. “If the government does not respond to our appeals, we have no other option but to take up agitations,” he said and demanded that the Higher Education department ensure the payment of salaries is implemented properly. Venkat Kumar, an English professor and a Ph D scholar, said that low salaries, scarcity of funds with the managements, delay of government funds and fee reimbursement to the private college managements drove the teachers into darkness. Moreover, online classes forced them to learn new teaching practices and lack of proper equipment like computers, laptops and internet drove many into a stressful mood, stated the English professor.

சென்னை:கொரோனா நிவாரண நிதியின் இரண்டாவது தவணையான 2,000 ரூபாயை, ரேஷன் கடைகளுக்கு பதில் வீடுகளில் வழங்குமாறு, தமிழக அரசுக்கு கார்டுதாரர்கள் கோரிக்கை விடுத்துள்ளனர்.

கொரோனா ஊரடங்கு நிவாரணமாக 2.09 கோடி அரிசி கார்டுதாரர்களுக்கு, தலா 4,000 ரூபாய் வழங்க, முதல்வர் ஸ்டாலின் உத்தரவிட்டார். அதில், முதல் தவணையான 2,000 ரூபாய், இம்மாதம் 15ம் தேதி முதல் ரேஷன் கடைகளில் வழங்கப்பட்டு வருகிறது.

இதுவரை 97 சதவீதம் கார்டுதாரர்களுக்கு நிவாரண தொகை வழங்கப்பட்டுள்ளது. முதல்கட்ட நிவாரண தொகை வழங்கும் பணி, இறுதி கட்டத்தை எட்டியுள்ளது. இரண்டாவது தவணையான 2,000 ரூபாய் வழங்கும் பணி, விரைவில் மேற்கொள்ளப்பட உள்ளது.கொரோனா தொற்று பரவலின் இரண்டாம் அலையை கட்டுப்படுத்த, அரசு பல்வேறு நடவடிக்கை எடுத்து வருகிறது.

அடுத்த மாதம், ரேஷன் கடைகளில் மளிகை பொருட்கள் அடங்கிய கொரோனா நிவாரண பொருட்கள் தொகுப்பு, மத்திய அரசின் கூடுதல் அரிசி போன்றவை வழங்கப்பட உள்ளன. அதற்கு முன், கொரோனா நிவாரண நிதியின் இரண்டாவது தவணையை, ரேஷன் கடைகளில் வழங்குவதற்கு பதில் வீடுகளில் நேரடியாக வழங்குமாறு, அரசுக்கு கார்டுதாரர்கள் கோரிக்கை விடுத்துள்ளனர்.

கூட்டுறவு மற்றும் உணவு துறை அதிகாரி ஒருவர் கூறியதாவது:ஒரு ரேஷன் கடையில், குறைந்தது 800 முதல் 1,000 அரிசி ரேஷன் கார்டுகள் உள்ளன. அந்த கடை ஊழியர், நிவாரண தொகையாக 20 லட்சம் ரூபாயை கையாள வேண்டியுள்ளது. தினமும் 200 கார்டுக்கு கொடுத்தால், 4 லட்சம் ரூபாயை கையாள வேண்டும்.அவ்வளவு பெரிய தொகையை தினமும் எடுத்து சென்றால், தொலைப்பது, திருட்டு போன்றவை நடக்க வாய்ப்புள்ளது.

அரசியல் கட்சியினர், முதலில் தங்களின் பகுதிக்கு வந்து நிவாரணம் வழங்குமாறு ஊழியர்களை கட்டாயப்படுத்துவர்.இதுபோன்ற பிரச்னைகளை தவிர்க்கவே, வீடுகளுக்கு பதில் ரேஷன் கடைகளில் வழங்கப்படுகிறது. இருப்பினும், இரண்டாவது தவணை நிவாரண தொகையை வீடுகளில் வழங்குமாறு பல தரப்பில் இருந்தும் கோரிக்கைகள் வந்தபடி உள்ளன. இதுகுறித்து, அரசின் கவனத்திற்கு எடுத்து செல்லப்பட்டு உரிய நடவடிக்கை மேற்கொள்ளப் படும்.இவ்வாறு அவர் கூறினார்.

கொரோனா நோய் தடுப்பு பணியில் ஈடுபட்டு வரும், அரசு மருத்துவர்களுக்கு, 30 ஆயிரம் ரூபாய்; முதுநிலை மருத்துவ மாணவர்களுக்கு, 20 ஆயிரம்;பயிற்சி மருத்துவர்களுக்கு, 15 ஆயிரம்; செவிலியர்களுக்கு, 20 ஆயிரம் ரூபாய் ஊக்கத்தொகையை அரசு அறிவித்துள்ளது. மேலும், கிராம மற்றும் பகுதி சுகாதார செவிலியர், 108 ஆம்புலன்ஸ் பணியாளர்கள், 104 அமரர் ஊர்தி பணியாளர்கள், சுகாதார மேற்பார்வையாளர்கள்.

புதுடில்லி: 'இந்தியா முழுவதும் உள்ள அப்பல்லோ மருத்துவமனைகளில் ஸ்புட்னிக்-வி தடுப்பூசிகள் ஜூன் மாதத்திலிருந்து செலுத்தப்படும்' என, அறிவிக்கப்பட்டுள்ளது.

இந்தியாவில் கோவிட்19 வைரசுக்கு எதிராக கோவாக்சின், கோவிஷீல்ட் தடுப்பூசிகள் மட்டுமே புழக்கத்தில் இருந்தன. மூன்றாவதாக டாக்டர் ரெட்டிஸ் நிறுவனத்துக்கு ரஷ்யாவிலிருந்து ஸ்புட்னிக்-வி தடுப்பூசியை இறக்குமதி செய்யவும், தயாரிக்கவும் மத்திய அரசு அனுமதி அளித்தது. இதன்படி, கடந்த மே 1ம் தேதி ரஷ்யாவிலிருந்து முதல்கட்ட தடுப்பூசிகள் இந்தியாவில் இறக்குமதியானது. இந்நிலையில், அப்பல்லோ மருத்துவ குழும துணை தலைவர் சோபனா காமினேனி தெரிவித்துள்ளதாவது:

ஸ்புட்னிக்-வி தடுப்பூசியின் விலை ஒரு டோசுக்கு ரூ.1,195 என நிர்ணயிக்கப்பட்டுள்ளது. இதில், தடுப்பூசி மருந்தின் விலை 995 ரூபாய். ஊசி செலுத்துவதற்கான கட்டணம் ரூ.200 என, நிர்ணயிக்கப்பட்டுள்ளது. இவ்வாறு அவர் தெரிவித்தார்.

As Covid-19 cases seem to be declining in many parts of the state, no such trend has been visible in the southern region, especially in Madurai, Kanyakumari and Virudhunagar. These districts have been adding more than 1,000 cases a day over the last few days with Madurai recording high numbers since May 7.

Health experts and administrators cite the opening of public transport before the imposition of lockdown on May 10 and the two-day window given for travel last weekend as possible reasons for the continuing spike. Many who returned to their hometowns from workplaces in Chennai and Coimbatore seem to have brought the infection along. Virudhunagar district collector R Kannan attributed travel from other parts of the state to the district in large numbers before the lockdown as reason for the spread in recent days.

If the ten southern districts accounted for 2.2 lakh since the beginning of the pandemic in March last year to the eve of lockdown on May 10, the region has added more than1.2 lakh cases in the last19 days along. On Friday, the southern districts had 66,028 active cases.

Former director of public health Dr K Kolandasamy said Madurai being the healthcare hub, the hospitals have been overflowing with patients and attenders. "The infection is clearly getting pooled in the hospitals. If this is not controlled by regulating the crowds, Madurai will be as bad as Coimbatore is now, in a month’s time," he warned. Crowd management remains an uphill task for hospitals. Sources at Government Rajaji Hospital said many patients come for delayed treatment while patients from another district are accompanied by not less than three to four people, who are potential spreaders of the disease.

AIADMK MLA and former minister R B Udhayakumar said many deaths were occurring in the villages and it was not known whether they were Covid or non-Covid deaths, as these people had not come for medication earlier. "Funerals in villages are also no small affairs, and crowds there also need strict monitoring,’’ said A Asokan of Makkal Sakthi Iyakkam. Dr Kolandasamy agrees that funerals, bangle ceremonies for pregnant women and marriages have to be strictly monitored.

In Virudhunagar district, poor contact tracing is seen as a reason for the spread this time. The district is running short of oxygen and ICU beds, thereby relying on Madurai for emergency and critical care. Kanyakumari district’s high caseload – it added 19,751 cases since May11 – is attributed to its close proximity to Kerala and high population density. The torrential rain almost every day for more than two weeks is another factor being cited. The district also lacks monitoring in the coastal areas as people across age groups can be seen playing or chatting in closed areas.

Hundreds of fishermen and traders also throng harbours such as Colachel for the fish auction where social distancing is thrown to the wind and one can hardly find hand sanitizers.

The state government on Friday announced the extension of the complete lockdown for another week till 6am on June 7.

Chief minister M K Stalin said the sale of fruits and vegetables through mobile outlets would continue in all districts. Permission has been granted to grocers to sell commodities on vehicles and pushcarts with the approval of local bodies between 7am and 6pm. The supply of groceries bought online and ordered over phone can also be done during the same time. TNN

Stalin said, “As the total lockdown draws to a close on May 31, I have ordered an extension for a week — after a district-wise review on the severity of Covid-19 — to prevent the spread of the virus and to save precious lives.” “I have also ordered the cooperation and consumer protection department to supply a kit of13 grocery items to all rice card holders from the month of June in all PDS outlets,” he said.

He appealed to people to stay indoors when the state is under complete lockdown to prevent the spread of Covid-19.

Stalin said that Covid-19 related guidelines, including wearing mask, following individual distancing and washing hands with soap and water or sanitisers should be adhered to.

A two-week lockdown was clamped on May 10 in Tamil Nadu with some relaxations and subsequently, it was extended by one more week, till May 31 and the relaxations were withdrawn.

The additional restrictions between May 24 and May 31 included closure of vegetable shops and grocery outlets, which were earlier allowed to function between 6am and 10am. All such curbs would continue to be implemented till June 7.
