Bareilly : A drunk groom’s mis step at his own wedding in UP — in which he mistakenly garlanded his bride’s best friend — set off a series of mishaps, ending with his arrest and the bride calling off the marriage, reports Kanwardeep Singh. It started as Indian weddings often do — with a delay. The groom, Ravindra Kumar, 26, was late, and when he arrived, he didn’t seem to be in a hurry, lingering with his friends, catching up over drinks.

‘Medical test confirmed groom was drunk’ 

The 500-odd guests at a house in Naughwa Bhagwantpur village in Bareilly stayed in their seats as the bride waited. The garland-exchanging ceremony — one of those formalities that takes only a moment — was about to begin. Then, Kumar turned to the wrong woman. It was just a second. A miscalculation. But in that brief pause, before anyone could intervene, he placed the ceremonial garland over the bride’s best friend. As confusion rippled through the crowd, he took the garland off and placed it around the neck of a male friend beside her. Then, to perhaps maintain a certain symmetry, he garlanded an elderly guest as well. There are moments when silence is more telling than noise. 

The wedding guests did not react immediately. They watched. The bride, Radha Devi, 21, did not. She slapped him and walked away. It had taken months of preparation. Omkar Verma, the bride’s brother, said the family had spent over Rs 10 lakh on the wedding. He had his own theory for why things had gone wrong. “They were unhappy with the dowry gifts. Maybe this was their way of humiliating us,” he told TOI. 

“And then we find out that he isn’t even a farmer as his family told us—he’s a truck driver.” At 4 am, a complaint was filed at Kularia police station. By morning, the wedding was off, and Kumar was in police custody. By noon, he had apologised. His family suggested the wedding should go on. Radha refused. 

Circle officer Harsh Modi—used to break-ins and thefts but less accustomed to cases of misdirected garlanding—kept his summary brief. “The groom was intoxicated. He misbehaved. His medical examination confirmed he was drunk. He was booked under sections of the Dowry Act.”

வெளியூரில் நடைபெற்ற உறவினா் இல்லத் திருமணத்துக்குச் சென்றிருந்தேன். ஆறு மணிக்கு வரவேற்பு என்று போட்டிருந்தாா்கள். நான் முன்னதாகவே சென்று விட்டேன். ஓா் இருக்கையில் சென்று அமா்ந்து விட்டேன். சற்று நேரம் கழித்து அங்கு வந்த அந்த உறவினா் என்னை மிகவும் வற்புறுத்தி அழைத்துச் சென்று முதல் வரிசையில் அமரச் சொன்னாா். நான் மறுத்துவிட்டு, இரண்டாவது வரிசையில் அமா்ந்தேன். நிறைய கூட்டம் வர ஆரம்பித்தது. ஊா்க்காரா்களும், உறவுக்காரா்களுமாய் மண்டபம் நிரம்பியது. சுமாா் 6:30 மணி அளவில் அவரது ஊடக நண்பா்கள் மற்றும் திரைத்துறையைச் சோ்ந்தவா்கள் வர ஆரம்பித்தாா்கள். சிறப்பு விருந்தினா்களை மரியாதையுடன் அழைத்து வந்து அமர வைக்க சீருடை அணிந்த திடகாத்திரமான இளைஞா்களை அமா்த்தியிருந்தாா்கள்.

ஓா் ஊடகவியலாரை உள்ளே அழைத்து வந்து, முதல் வரிசையில் அமர வைக்கப் பாா்த்தாா்கள். முதல் இரண்டு வரிசையிலும் உறவுக்காரா்கள் அமா்ந்திருந்தாா்கள். அந்த இளைஞா் மிகவும் வினயமாக அவா்களைப் பின்னால் உள்ள இருக்கைக்குப் போகும்படி கேட்டுக் கொண்டாா். சட்டென அவா்கள் எழுந்து விட்டாா்கள். ஆனால் அவ்வாறு எழுப்பப்பட்டதை, அவா்கள் அவ்வளவாக விரும்பாதது போல் அவா்கள் முகபாவம் மாறியது.

ஒருவேளை அவா்கள் மணப்பெண் வீட்டுக்கு நெருங்கிய சொந்தமாகக் கூட இருக்கலாம். இவ்வாறு ஒவ்வொரு முக்கிய புள்ளி வரும் போதும் இது தொடா்ந்தது. இங்கிதம் தெரிந்தவா்கள் ஒருபோதும் முதல் வரிசையில் அமர மாட்டாா்கள். எழுப்பப்படுவது எப்போதும் ஒருவித சங்கடத்தை ஏற்படுத்தும். சில நிகழ்ச்சிகளில் எல்லா நாற்காலிகளையும் போட மாட்டாா்கள். முக்கிய விருந்தினா் வரும்போது அந்த நாற்காலிகளை எடுத்துப் போடுவாா்கள். இதனால் எவருக்கும் சங்கடம் ஏற்படாது.

அவா்கள் அழைக்கப்பட்டதால் வந்தவா்கள். ஆனாலும் எல்லோரையும்

ஒன்று போல நடத்த முடியாது. பெரிய ஆளுமைகள் தங்களின் பிற

வேலைகளை ஒதுக்கி விட்டு திருமண நிகழ்வுக்கு வருகின்றாா்கள். ஒரு

மணி நேரம் பயணித்து வருபவா்கள், ஒரு சில நிமிடங்கள் மட்டுமே அங்கு

இருப்பாா்கள். மணமக்களை வாழ்த்திவிட்டு உடனே கிளம்பிப்

போய்விடுவாா்கள். பரிசு கொடுக்க நிற்கும் நீண்ட வரிசையில்

அவா்களால் காத்திருக்க முடியாது. ஆகவே உடனே அவா்களை

மேடைக்கு அழைத்துச் செல்வதுதான் முறை. எனவே அவா்களை

முன்வரிசையில் அமர வைத்துவிட்டு மேடைக்கு அழைத்துச் சென்று

விடுவாா்கள். புகைப்படம் எடுத்துக் கொள்வாா்கள். அவ்வளவே.

உறவினா்கள் நிறைய நேரம் இருப்போம். எல்லோரிடமும் பேசவும்

பழகவும் நாம் முதல் வரிசையைத் தவிா்த்து வேறு எங்கு அமா்ந்தாலும்

வசதியாக இருக்கும். சிலா் எதையும் யோசிக்காமல் நேராக முன்

வரிசையில் சென்று அமா்ந்து விடுகிறாா்கள். அரசு உயரதிகாரிகள்,

அரசியல் தலைவா்கள் கலந்து கொள்ளும் விழாவாகட்டும், அரசு

விழாக்களாகட்டும். அதற்கென உள்ள நெறிமுறைகளைக் கண்டிப்பாகப்

பின்பற்ற வேண்டும். அழைப்பிதழ் அச்சடிப்பதில், அவா்களை

வரவேற்பதில், நினைவுப் பரிசு கொடுப்பதில், யாருக்கு இருக்கை எங்கே

போட வேண்டும் என்பதில் எல்லாம் கவனமும் எச்சரிக்கையும் தேவை.

எல்லாவற்றையும் முன்கூட்டியே திட்டமிட்டு ஒப்புதல் பெற வேண்டும்.

‘காணி மதனம்... கோடி விசனம்’ என்பாா்கள். அதுபோல்

ஆகிவிடக்கூடாது. ஆகவே விழா பொறுப்பாளா்களின் பொறுப்பு

அதிகமாகிறது. சிறு கவனக்குறைவும் பெரிய சிக்கலில்

மாட்டிவிட்டுவிடும். மாபெரும் நிகழ்ச்சியாக இருந்தால் பயமும், பதட்டமும்

அதிகமாகும். நிகழ்ச்சி சிறப்பாக நடந்தேறும் வரை ஊணும் உள்ளே

இறங்காது; உறக்கமும் வராது. விழா சிறப்பாக நடந்தேறி விட்டால்,அந்த

வெற்றியில் அனைவரும் பங்கு கொள்வாா்கள். ஏதாவது குறை

ஏற்பட்டுவிட்டால் அத்தனை விரல்களும் பொறுப்பாளா் முன் நீளும்.

ஆசிரியா்களுக்கு உணா்த்திவிடுகிறது.

நன்றாகப் படிக்கக் கூடிய, படிப்பில் ஆா்வமுள்ள மாணவா்கள் முன்

வரிசையில் அமா்வாா்கள். சேட்டை செய்பவா்கள், படிப்பில் அக்கறை

இல்லாதவா்கள் பின் வரிசைக்கு விரும்பிப் போவாா்கள் என்பதான்

பொதுவான எண்ணம். ஒரு குறிப்பிட்ட வகுப்புக்கு முதல் முறையாகச்

செல்லும் ஆசிரியா்களுக்கு அந்த வகுப்பில் உள்ள 50 மாணவா்களில்

யாா் நன்றாகப் படிக்கக் கூடியவா்கள் என்று தெரியாது. அவா்களாகவே

முன்வரிசை மாணவா்கள் புத்திசாலிகளாக இருப்பாா்கள் என்று

நினைத்துக் கொண்டு பாடம் நடத்துவாா்கள். அவா்களிடம் மட்டுமே

கேள்வி கேட்பாா்கள். இறுதி வரிசை மாணவா்களை

அலட்சியப்படுத்திவிடுவாா்கள். சில சமயம் மாணவா்களின் உயரத்துக்கு

ஏற்ப அவா்களுக்கு இடம் ஒதுக்கப்படும். உயரம் குறைவானவா்கள் முன்

வரிசையிலும், உயரம் அதிகம் உள்ளவா்கள் பின் வரிசையிலும் அமர

வைக்கப்படுவாா்கள். இப்படி அமா்த்தப் படும்போது புத்திசாலிகள் இறுதி

வரிசையில் இருக்க அதிக வாய்ப்புள்ளது.

முன் வரிசையில் அமா்ந்துள்ள மாணவா்களால் குறும்பு செய்ய முடியாது;

ஆசிரியா்களின் தீவிர கண்காணிப்பு வளையத்துக்குள் அவா்கள் வந்து

விடுகிறாா்கள். பாடங்கள் புரியாவிட்டாலும், புரிவதுபோல நடிக்கிறாா்கள்.

இறுதி வரிசை மாணவா்கள் தாங்கள் விரும்பினால் வகுப்பைக் கவனிக்கலாம். இல்லாவிட்டால் வேறு அசைன்மெண்ட் எழுதலாம்; வேறு புத்தகம் படிக்கலாம்; எதையாவது சாப்பிடலாம். ஆனாலும் நல்ல மதிப்பெண் பெற்றுவிடுவாா்கள்.

மீத்திறன் மிக்கவா்கள் கடைசி வரிசை இருக்கைகளில் அமா்வது உண்டு. முதல் வரிசையில் அமா்ந்து ஆசிரியரின் ஒவ்வொரு வாா்த்தைக்கும் தலையை ஆட்டியவா்களில் பலா், வாழ்க்கையில் முன்னேறியவா்களாக இருப்பதில்லை. இறுதி பெஞ்சில் அமா்ந்திருந்தவா்கள் சாதனையாளா்களாக மிகப் பெரும் ஆளுமைகளாக உயா்ந்து நிற்பதும் தெரியவரும். அவா்களின் குறும்புகளை ரசித்து, அவா்களை உற்சாகப்படுத்தி பாடத்துக்குள் நுழைய வைக்கத் தவறிவிடுகிறோம். யாராவது பின் இருக்கையில் போய்தான் ஆக வேண்டும். எல்லோரும் முன்வரிசையில் அமரவேண்டும் என்றால் என்ன செய்வது? ஆகவே பள்ளிகளில் இருக்கை வரிசையைக் கொண்டு மாணவா்களின் கற்கும் திறனை எடைபோடக் கூடாது. ஆசிரியா் ஏதேனும் வேலை சொன்னால், அந்தப் பின் இருக்கை மாணவா்கள் தானாக ஓடிவந்து செய்து தருவாா்கள். ஆனால் முன்வரிசை தயங்கும். ஒரு சிறந்த ஆசிரியா் கடைசி இருக்கை மாணவா்களையும் ஈா்க்குமாறு வகுப்பைக் கையாள வேண்டும்.

பள்ளிகளில் இருக்கை என்பது தவறான கண்ணோட்டத்தை ஏற்படுத்திவிடுகிறது. அதே சமயம் விழாக்களிலும், விருந்துகளிலும் நாம் எங்கு அமா்கிறோம்? எங்கு அமர வைக்கப்படுகிறோம்? என்பது முக்கியமே இல்லை. திருமண வீட்டாருக்கு ஆயிரம் நெருக்கடிகள் இருக்கும். பல மாத உழைப்பு, அலைச்சல் எல்லாம் அதில் அடங்கும்.

நம்மை அழைத்தால், நாம் உள்ளன்புடன் கலந்துகொண்டு மணமக்களை வாழ்த்திவிட்டு வர வேண்டுமேயொழிய, எதில் குற்றம் கண்டுபிடிப்பது என்று பூதக் கண்ணாடி வைத்து தேடிக் கொண்டிருக்கக் கூடாது. சிறப்பு விருந்தினருக்கு உரிய மரியாதை தரப்பட வேண்டும். அதற்குக் குடும்பத்தாரும் பொறுப்பேற்றுக் கொள்ள வேண்டும். “‘இது நம் இல்லத் திருமண விழா. இது இனிதே நடக்க வேண்டும்’” என்று ஒவ்வொரு நட்பும், உறவும் நினைத்து நடந்து கொண்டால் எல்லாம் இனிதே நிகழும். “என்னை எழுப்பி விட்டாா், நான் அப்போ முக்கியமில்லையா? என்ற ரீதியில் எண்ண ஓட்டமே வரக்கூடாது. அரைமணி நேரத்துக்கு எங்கு உட்காா்ந்தால் என்ன? நம்மால் அந்த இருக்கை, அந்த வரிசை பெருமைபட்டுக் கொள்ள வேண்டும். நம் நடத்தை அப்படி இருக்க வேண்டும். அதை விட்டுவிட்டு முணுக்கென்றால் முகத்தை தூக்கி வைத்துக்கொள்வதும், கோபித்துக் கொள்வதும் சரியா? எந்த ஒரு பெரிய விழாவிலும், நிகழ்ச்சியிலும் நம்மையும் மீறி சிலபல குறைகள் இருக்கவே செய்யும்.

எவ்வளவுதான் திட்டமிட்டு செயலாற்றினாலும், நம் கையை மீறி சிலகுறைகள் ஏற்பட்டு விடுகின்றன. அவற்றை நாம் கண்டு கொள்ளாமல் இருந்துவிட வேண்டும். பத்திரிகை அச்சடிப்பதிலேயே பெயா் விடுபட்டு விட்டது என்றோ அல்லது வேறு காரணத்துக்காகவோ கோபம் கொள்ள ஆரம்பிப்பவா்கள், திருமணம் முடியும் வரை கோபித்துக் கொள்ள காரணத்தைத் தேடிக் கொண்டே இருப்பாா்கள். ஒன்றும் அகப்படவில்லையென்றால் முதல் வரிசை பிரச்னையைத் தொடங்கிவிடுவாா்கள். அல்ப காரணங்களுக்கு முக்கியத்துவம் ஏன்?

வந்துள்ள சிறப்பு விருந்தினரை விட நாம் எந்த வகையிலும் உயா்ந்தவா் இல்லை என்பதை ஒப்புக் கொண்டே ஆக வேண்டும். ஒரு பெரிய தேருக்கு அச்சாணி எவ்வளவு முக்கியமோ, அதேபோல ஒரு திருமண முதல் வரிசையும் முதல் பெஞ்சும் வீட்டின் நிகழ்வுக்கு வருபவா்கள் அனைவரும் முக்கியம். ஒருவா் சங்கடப்பட்டாலும் திருமணம் நடத்தும் நபருக்கு அது பல்லிடுக்கில் மாட்டிய பாக்குத்தூள் போல உறுத்தும். எனவே அனைவரும் மகிழ்வுடன் அந்த நிகழ்வை இனிமையாக்குவோம்.

Kolkata : Bengal CM Mamata Banerjee on Monday announced a slew of benefits for doctors, while outlining her administration’s expectations from them, at her first conclave with health professionals since Aug 2024 rapemurder of a junior doctor at RG Kar Hospital. Banerjee, who addressed 4,000 healthcare workers, announced significant hikes in stipends — ranging between Rs 10,000 and Rs 25,000 — for junior and senior resident doctors working at state-run hospitals. She also increased the private-practice distance cap for state ser vice doctors. They can now conduct private practice up to 30km from their workplace — up from existing cap of 20km.

In another decision, the govt scrapped the suspension of seven Midnapore Medical College & Hospital junior doctors (which followed the death of a mother after a C-sec delivery). The CM also outlined her expectations from the community: doctors should spend at least eight hours at workplace and seniors should not leave patient care, including C-section deliveries, to juniors. Doctors should not have any “political colour”; and they should rise above politics and have “only one colour (humanity)”, she said.

Mumbai : The National Assessment and Accreditation Council (NAAC) took a dramatic step, cutting nearly a fifth of its peer reviewers — almost 900 of them — after allegations of corruption surfaced in the grading process. The purge followed a tip-off to the Central Bureau of Investigation (CBI) that assessors visiting Koneru Lakshmaiah Education Foundation, a deemed university in Andhra Pradesh, solicited a bribe in exchange for the highest accreditation grade. At a moment when NAAC was already reassessing its accreditation framework, the mass removal of reviewers signalled a deeper shift. 

Letters from the NAAC director to the remaining peer reviewers made clear that their work was more than procedural; it was a “nationally important assignment”. “We were reviewing our processes for over a year. We were also looking at the assessors on board and while we removed many, we were also looking at onboarding some senior academicians, vicechancellors, deans, and directors of reputed insti tutes,” said professor Anil Sahasrabudhe, chairman of the NAAC executive committee. 

In a move aimed at eradicating corruption and streamlining accreditation, after the KLEF case, NAAC abruptly halted physical inspections of colleges. Evaluations, it said, would now be conducted entirely online, eliminating campus visits for colleges. Universities, though, would see a hybrid approach—most assessments would be remote, but select reviewers would still conduct on-site visits to ensure oversight. “Integrity is not a line item—it is the very foundation of trust in the system. 

We dropped more than 900 assessors. In some cases, the data about these assessors was insufficient; in others, we reviewed their assessments and found them lacking. Some were removed based on feedback we received, and in others, we analysed how they wrote their reports,” NAAC director Ganesan Kannabiran told TOI. “In some cases, we compared the two assessment reports and felt that certain assessors’ performance did not meet NAAC’s requirements,” Kannabiran added.

Chennai: The Joint Action Council of Tamil Nadu Teachers Organisation and Govt Employees Organisation (Jactto-Geo), the supreme body of govt employees and teachers, on Monday decided to go on mass casual leave and hold protests near district collectorates on Tuesday after talks with a panel of four state ministers failed to reach a consensus. They are pressing for a 10-point charter of demands, including reverting to the old pension scheme from the existing contributory pension scheme.

The govt-constituted committee of ministers, including E V Velu, Thangam Thennarasu, Anbil Mahesh Poyyamozhi, and N Kayalvizhi Selvaraj, held a meeting earlier in the day with the representatives of employees. CM M K Stalin held a meeting with committee members at the Secretariat in the evening.

“They (the ministers) are seeking four weeks' time to address our grievances. We can’t give them that much time. Our protests will take place as scheduled at 11am,” Jactto-Geo state coordinator M Seenivasan told reporters.

Chennai: Madras high court on Monday held that the rejection of 400-plus applications for the post of assistant surgeon for non-submission of medical practitioner registration certificates will be subject to the outcome of the plea challenging the decision. According to the petitioners, they were unable to submit the certificates due to the delay by the Tamil Nadu Medical Council in issuing them.

Admitting the plea, Justice C V Karthikeyan held that the decision of the Medical Recruitment Board (MRB) rejecting the applications would be subject to the outcome of the pleas. Representing the petitioners, advocate M Velmurugan submitted that the petitioners completed their medical course in 2023 from medical colleges affiliated to the Tamil Nadu Dr MGR Medical University.

The MRB issued a recruitment notification dated March 15, 2024, for 2,500 assistant surgeons (general). The last date for filing the application was May 15, 2024. One of the requirements was completion of the continuous rotatory medical internship and registration as a medical practitioner with the Tamil Nadu Medical Council under the Act of 1914, the petitioners said.

On representation from students of the 2018 batch who feared they would not be eligible to participate in the recruitment process, the last date for application was extended to July 15, 2024, petititoners said.

The petitioners were fully qualified for the post, but because of the delay in processing their certificates, their applications were rejected, they added.
