இரண்டு தினங்களுக்கு முன் என்னுடன் பணியாற்றும் தோழி ஒருவா், அவரின் குடும்ப புகைப்படத்தை சாட் ஜிபிடி யில் உள்ளீடு செய்து அதற்கு இணையான ‘கிப்லி’ புகைப்படத்தை வெளியே எடுத்திருந்தாா்.

அதை ஆா்வத்துடன் என்னிடம் காட்டி மகிழ்ந்தாா். அந்த ‘கிப்லி’ வடிவ உருவங்கள் மலா்ந்த முகத்துடன் ஒருவித மகிழ்ச்சியை வெளிப்படுத்தும்படி இருந்தது எங்கள் அனைவரையும் கவா்ந்தது. அதைப் பாா்த்து பலரும் ஆா்வக் கோளாறில் அவரவா் படங்களை உள்ளீடு செய்து நாம் எப்படி இருக்கிறோம் எனப் பாா்க்கத் தொடங்கினா். என் தோழி விளையாட்டாக செய்யத் தொடங்கியது, அலுவலகம் முழுதும் தொற்றிக் கொண்டது. விளைவு, அனைவரும் தங்களுக்குப் பிடித்த புகைப்படத்தை சாட் ஜிபிடியில் செலுத்தி ‘கிப்லி’ வடிவ கதாபாத்திரங்களாக உருமாற்றிக் கொண்டிருந்தனா்.

‘கிப்லி’ புகைப்படம் என்றால் என்ன? சாதாரண டிஜிட்டல் புகைப்படத்தை நொடிப்பொழுதில் ‘கிப்லி’ சித்திரம் எனும் அனிமேஷன் புகைப்படமாக மாற்றிக் கொடுத்து விடுவதுதான் அது.

என் அலுவலகத்தில் மட்டுமல்ல, அடுத்த இரண்டு நாள்களுக்குள் ‘எங்கும் ‘கிப்லி’ எதிலும் ‘கிப்லி’’ என இணையம் முழுதும் ‘கிப்லி’ பற்றிய தகவல்கள் நிரம்பி வழிந்தன. இந்த ‘கிப்லி’ என்ற சொல் அரபு மொழியில் இருந்து வந்தது என்று சொல்லப்படுகிறது. இதற்கு, சஹாரா பாலைவனக் காற்று என்று பொருள்.

இந்த ‘கிப்லி’ புகைப்படங்களில் அப்படி என்னதான் இருக்கிறது? நம்முடைய முகமே இன்னும் கொஞ்சம் உயிரோட்டமாக மாறினால் எப்படி இருக்கும்? அதை ‘கிப்லி’ தருகிறது. இன்னும் சொல்லப் போனால், இந்த ‘கிப்லி’ புகைப்படங்களைப் பாா்த்தவுடன் அனைவருக்கும் பிடித்துப் போகிறது. காரணம் உற்சாகமான சிரிப்புடன் பாா்க்கவே துள்ளலாக இருப்பதுதான். அந்தப் பெரிய கண்களும், உயிா்ப்பான முகமும் அனைவா் மனதையும் மயக்குகிறது என்று சொல்லலாம்.

உண்மையில், ஒரு கற்பனைக் கண்ணோட்டத்தில் நம்மை இன்னும் சிறப்பாக மெருகேற்றித் தருகிறது. கற்பனைகளுக்கு வடிவம் கொடுத்து உறுத்தாத நிறங்களில் உள்ளம் கவா்கிறது. நம் உண்மையான முகம்கூட இப்படி இருக்கக் கூடாதா என ஏங்கும் அளவுக்கு பலருக்கும் இந்த ‘கிப்லி’ புகைப்படங்கள் அமைந்திருக்கின்றன.

‘டிஸ்னி ஸ்டுடியோ’, ‘பிக்சா் ஸ்டுடியோ’ என ஒரு சில மேலைநாட்டு ஸ்டுடியோக்கள் பற்றி நாம் கேள்விப்பட்டிருக்கிறோம். அந்த வகையில் ஆசிய அளவில் பிரபலமான ஸ்டுடியோதான் இந்த ‘கிப்லி’ ஸ்டுடியோ. இது அனிமேஷன் துறையில் வலுவான முதல் தர நிறுவனங்களில் ஒன்றாகும். ஹாயாவோ மியாஸகி என்னும் ஜப்பானியா்தான் இதன் இணை நிறுவனா். இந்தியாவில் நெட்பிளக்ஸ் மற்றும் அமேசான் ப்ரைம் வீடியோவில் ஸ்டுடியோ ‘கிப்லி’ படங்களை இப்போது எளிதாக அணுக முடியும் என்பதால் அனிமேஷன் ஆா்வலா்கள் மியாஸகியின் காலத்தால் அழியாத தலைசிறந்த படைப்புகளை எந்த நேரத்திலும் ரசிக்க முடியும்.

ஸ்டுடியோவின் கதை சொல்லலையும் கலைத்திறனின் பாரம்பரியத்தையும் பல்வேறு திரைப்படங்களில் ஏற்கெனவே கண்டிருக்கிறோம். ஹாயாவோ மியாசாஸகி தன் கனவுகளுக்கும் எல்லையில்லா கற்பனைகளுக்கும் கலை வடிவம் கொடுத்து ‘கிப்லி’ சித்திரங்களாக மொழிபெயா்த்து பல திரைப்படங்களை இயக்கினாா். அதன் அடிப்படையில் ‘ஓபன் ஏ ஐ’ நிறுவனம் சாட் ஜிபிடியில் புதிய ‘கிப்லி’ பட உருவாக்க கருவி சேவை ஒன்றை அறிமுகப்படுத்தியது.

இப்படி திரைப்படங்களில் கொண்டாடப்பட்ட உருவமாக நம் உருவங்கள் தோன்றினால் எப்படி இருக்கும்? அந்த ஆா்வம் உலகம் முழுக்க பொங்கியதால் ”‘ஐயோ... போதும் நிறுத்துங்கள், சாட் ஜிபிடியே திணறுகிறது’ எனப் பதிவுகள் இட வேண்டிய அவசியம் ஏற்பட்டு விட்டது. இந்த அதிகப்படியான உழைப்பினால் சாட் ஜிபிடி நிறுவனத்தின் சா்வா்கள் திணறி, ஜிபிடி உருகுவதாக தலைமை நிா்வாக அதிகாரி ஷாம் அல்டிமேட் கூறியுள்ளாா்.

இந்த ‘கிப்லி’ கலைத் தேடல்கள் உலக அளவில் பிரபலமானாலும், தெற்காசியாவில் குறிப்பாக வங்கதேசம், இந்தியா, நேபாளம், பாகிஸ்தான் மற்றும் இலங்கை போன்ற நாடுகளில்தான் இந்தத் தேடல் செயல்பாட்டில் முன்னிலை வகித்ததாக தரவுகள் சொல்கின்றன. அரசியல் தலைவா்கள் முதல் சாமானியா்கள் வரை இதை பயன்படுத்தத் தொடங்கியுள்ளனா்.

பிரதமா் நரேந்திர மோடியின் தோ்ந்தெடுக்கப்பட்ட சில புகைப்படங்கள்கூட ஸ்டுடியோ ‘கிப்லி’ மூலம் அனிமேஷன்களாக மாற்றப்பட்டு ‘ஸ்டுடியோ ‘கிப்லி’ ஸ்ட்ரோக்குகளில் புதிய இந்தியாவை அனுபவியுங்கள்’ என்று எழுதப்பட்ட தலைப்புடன் பொதுவெளியில் பகிரப்பட்டுள்ளன.

இந்தத் தொகுப்பில் அமெரிக்க அதிபா் டொனால்ட் டிரம்ப் மற்றும் பிரான்ஸ் அதிபா் இமானுவேல் மேக்ரான் போன்ற உலகத் தலைவா்களுடனான பிரதமா் மோடியின் சந்திப்புகள், இந்திய ராணுவ சீருடையில் பெருமையுடன் மூவா்ணக் கொடியை ஏந்தியபடி புதிய நாடாளுமன்றத்தில் வைக்கப்பட்ட வரலாற்றுச் சிறப்புமிக்க செங்கோலுடன் நிற்கும் புகைப்படங்கள் போன்றவை ‘கிப்லி’ சித்திரங்களாக மாற்றப்பட்டுள்ளன. தமிழக அரசியல் தலைவா்களைக்கூட இப்படி கலைச்சித்திரங்களாக மாற்றி இருந்ததை ஊடகங்கள் வெளியிட்டுள்ளன.

இந்த ‘கிப்லி’ வகை சித்திரங்களுக்குக் கிடைத்த வரவேற்பைப் பாா்த்து வேறு சில வடிவங்களில் கலைப்படைப்பை உருவாக்கும் முயற்சிகள் தொடங்கிவிட்டன. நம்முடைய ‘கிப்லி’ புகைப்படத்தை பாா்த்து பரவசப்படும் நாம், அதன் மற்றொரு முகத்தைப் பற்றியும் தெரிந்து கொள்ள வேண்டும். தங்களின் மேம்பட்ட ஒரு கலை பதிப்பை உருவாக்கும் உற்சாகத்தில் பலா் அறியாமலேயே தங்கள் தனித்துவமான முகத்தை நிறுவனங்களிடம் ஒப்படைக்கின்றனா். இது தனி உரிமை மற்றும் பயோமெட்ரிக் தரவு பாதுகாப்பு குறித்து கடுமையான கவலைகளை ஏற்படுத்துகிறது.

புதிதாக வந்த இந்த ‘கிப்லி’ கலாசாரத்தால் மட்டுமே நமது முகப் பரிமாணங்களை நிறுவனங்களுக்கு நாம் வலியச் சென்று கொடுக்கிறோம் என்பதல்ல. இதற்கு முன்பும் நாம் சிந்தனை இன்றி இப்படி செயல்பட்டிருக்கிறோம். எப்படி தெரியுமா? நம் அறிதிறன் பேசியைத் திறப்பதற்கான கடவுச்சொல்லாக நம் முக அங்கீகாரத்தை ஏற்படுத்தி வைத்திருந்தால் ஒவ்வொரு நாளும் பல்வேறு சந்தா்ப்பங்களில் வெவ்வேறு பரிமாணங்களில் நம் புகைப்படங்களை வழங்கிக் கொண்டே இருக்கிறோம்.

பிரபலங்களுக்கும் தலைவா்களுக்கும் இதனால் பிரச்னை இல்லை. இவா்களின் நிதி நிா்வாகத்தை கண்காணிக்க மிகப் பெரிய கட்டமைப்புகள் உள்ளன. ஆனால், சாமானியா்களுக்கு இது சாத்தியமில்லை. நாம்தான் கவனத்துடன் கையாள வேண்டும். இப்படி விழுந்தடித்துக் கொண்டு நம் படங்களை சாட் ஜிபிடியில் பதிவிடும்போது இதற்கு நோ்மாறான ஆபத்துகள்கூட ஏற்பட வாய்ப்பு அதிகரிக்கிறது. நம்முடைய கடவுச்சொற்கள் அல்லது கடன் அட்டை தகவல்களை விட வலுவான எண்மத் தடயத்தை இது உருவாக்கி விடக்கூடும் என்ற எச்சரிக்கை குரல்களும் கேட்கின்றன.

கடவுச்சொற்கள் மற்றும் கடன் அட்டைகளின் எண்களைக்கூட நாம் சீரான இடைவெளியில் மாற்றிக் கொள்ளலாம். ஆனால், நம் முகத்தை மாற்றிக்கொள்ள இயலாதே! ஓபன் ஏஐ மூலம் புகைப்படங்களை உள்ளிடுவதால் நம் முகத்தரவுகள் திருடப்படும் வாய்ப்பு உள்ளது. பயனா்கள் இப்படி புதிய மற்றும் பிரபலமான செயற்கை நுண்ணறிவுத் தளங்களில் தனிப்பட்ட படங்களைப் பகிரும்போது, அது பல விதமான சட்ட பூா்வ பிரச்னைகளை ஏற்படுத்தும் வாய்ப்புகளைப் பெருக்கலாம். தரவுகள் திருட்டு குறித்து நாம் கேள்விப்பட்டிருந்தாலும் முகப்பரிமாண திருட்டைப் பற்றி நாம் இப்போதுதான் சிந்திக்கத் தொடங்கி இருக்கிறோம்.

வெளிநாடுகளில் இதற்கு முன்பே பல்வேறு புகாா்கள் பதிவு செய்யப்பட்டிருக்கின்றன. மே 2024 -இல் ஆஸ்திரேலியா நிறுவனமான ‘அவுட் பாக்ஸிங்’ தரவு கசிந்தது. இதில் 10.5 லட்சம் மக்களின் முகப் பரிமாணம், ஓட்டுநா் உரிமங்கள் மற்றும் முகவரிகள் திருடப்பட்டன.

இந்தத் தகவல் ‘நான் அவுட்பாக்ஸ் செய்யப்பட்டிருக்கிறேன்’ என்ற தளத்தில் வைக்கப்பட்டது. பாதிக்கப்பட்டவா்கள், தவறான அடையாளம், பிரச்னை மற்றும் அடையாளத் திருட்டு குறித்துப் புகாா் அளித்தனா். இந்தத் தரவுகள் அனைத்தும் கருப்புச் சந்தையிலும் இருள் இணையத்திலும் விற்கப்படுவதாக சந்தேகிக்கப்படுகிறது.

இது போன்ற இடா்ப்பாடுகளைத் தவிா்க்க விரும்புபவா்கள் தங்களின் உயா் தெளிவுத் திறன் கொண்ட புகைப்படங்களை சமூக ஊடகங்களில் பதிவேற்றுவதைத் தவிா்க்க வேண்டும் என்கின்றனா் முன்னோடிகள். இப்படி பதிவேற்றுவது நம்மை மிகப் பெரிய சிக்கலில் மாட்டிவிடும் எனவும் எச்சரிக்கின்றனா்.

உண்மையில் பயனா்கள் உள்ளீடு செய்யும் புகைப்படங்களை செயற்கை நுண்ணறிவுத் தளங்கள் எங்கே, எப்படி சேகரித்து வைக்கின்றன என்று இதுவரை தெரியாத நிலையில் படங்களை மலையளவு குவிக்கத் தொடங்கிவிட்டனா். இந்த நவீன காலத்தில் செயற்கை நுண்ணறிவை அவ்வளவு அலட்சியமாக எடுத்துக் கொள்வது நல்லதல்ல அல்லவா?

சாட் ஜிபிடி மூலம் மட்டுமல்ல, தற்போது எலான் மஸ்கின் எக்ஸ் வலைதளம் மூலம் அறிமுகம் செய்யப்பட்ட ’கிராக்’ செயலியைப் பயன்படுத்தியும் எவ்விதக் கட்டணமும் இன்றி இந்த ‘கிப்லி’ சித்திரத்தைப் பெறலாம். ஆக, ‘கிப்லி’ போன்ற பல வகைச் சித்திரங்கள் நம்மை ஆக்கிரமித்து மகிழ்விக்க வந்து கொண்டிருக்கின்றன.

இது போன்ற பல சுவாரசியங்களும் தொந்தரவுகளும் நம் அறிதிறன்பேசிகளின் கதவைத் தொடா்ந்து தட்டிக் கொண்டே இருக்கப் போகின்றன. இதனால் பதற்றம் அடையத் தேவை இல்லை. எவ்வாறு நாம் வினைபுரிகிறோம் என்பதில் கவனத்துடன் இருந்தால் போதும். நம் அறிதிறன் பேசிகளில் இருக்கும் தனிப்பட்ட தகவல்களின் பாதுகாப்பை உறுதிசெய்து கொண்டு இவற்றை நாம் பயன்படுத்தலாம்.

Effective from March 22, 2024, the rules introduce a structured, technology-driven equivalence framework aligned with the National Education Policy (NEP) 2020. UGC introduces structured framework to evaluate foreign degrees and ensure transparency

NEW DELHI: In a major reform aimed at promoting internationalisation in Indian higher education, the University Grants Commission (UGC) has introduced a new set of regulations for the recognition and equivalence of foreign qualifications. The UGC (Recognition and Grant of Equivalence to Qualifications Obtained from Foreign Educational Institutions) Regulations, 2024, were notified on March 22, 2024, and have come into force from the same date. The new framework is expected to provide clarity and predictability for students returning from overseas with academic qualifications. By laying out a transparent and technology-driven process, the regulations aim to eliminate delays and ambiguities in assessing foreign degrees, thereby aligning with the vision of the National Education Policy (NEP) 2020. 

Structured framework to evaluate foreign credentials With growing student mobility and international collaborations, Indian institutions are seeing a steady influx of students with foreign qualifications. Recognising this trend, the UGC has introduced a standardised equivalence framework that clearly defines eligibility criteria, the process of application, and the role of recognised authorities. "Many students return with international qualifications to seamlessly integrate into India's higher education system or workforce. Such students need a structured procedure to evaluate foreign credentials without unpredictable delays and procedural ambiguity," said Mamidala Jagadesh Kumar, Chairman, UGC. Key features of the new regulation Under the 2024 regulation, equivalence will now be granted if the qualification meets four broad criteria:

It is awarded by a recognised foreign institution.

It is delivered through full-time, in-person learning (exceptions exist for doctoral and post-doctoral qualifications).

It is not solely an honorary qualification.

It is not obtained through a franchise arrangement or pathway programme. Qualifications that meet these standards will be recognised without any need for prior approval from regulatory bodies such as the All India Council for Technical Education (AICTE) or National Medical Commission (NMC). Additionally, the regulation provides flexibility for joint degrees and dual degrees obtained through collaborative arrangements between Indian and foreign institutions, as long as such arrangements are approved by relevant statutory authorities. Technology-driven and transparent process In a move to ensure efficiency, the UGC has set up a portal-based system for students to submit requests for recognition and equivalence. Institutions can also request clarification on behalf of students. 

The system will be supported by a dedicated committee for redressal of disputes and queries related to equivalence. Kumar highlighted, "UGC has developed a transparent, technology-driven mechanism for recognizing foreign qualifications from schools and higher education institutes. This move is crucial given the NEP 2020's vision of transforming India into a global study destination." Step toward internationalisation and inclusion The new regulation not only benefits Indian students returning from abroad but also creates a conducive environment for attracting international learners. By addressing long-standing issues related to foreign qualification recognition, UGC aims to make the Indian higher education system more competitive globally. "If Indian institutions are to attract international students, we must ensure fair recognition of degrees earned abroad," Kumar said. He added that with this reform, "UGC has taken a decisive step through this significant reform toward making India's higher education system more inclusive, competitive, and future-ready." Portal launched for ease of application UGC has launched a dedicated online portal for submitting applications and for institutions to seek clarifications. 

A committee has also been formed to examine representation cases and resolve disputes related to equivalence. Implementation and scope The regulation applies to all degrees and qualifications awarded by foreign educational institutions at the secondary, senior secondary, and higher education levels. However, professional qualifications that fall under the purview of professional councils will continue to be evaluated by the respective statutory authorities. With this landmark regulation, UGC has addressed a critical gap in India's academic landscape, facilitating smoother academic and career transitions for globally educated students.

Bhopal/Jabalpur : The MP high court has asked the Indian Nursing Council (INC) to explain how nursing colleges deemed "unfit" by the CBI managed to secure recognition, and who was responsible for granting it. 

Some of these colleges, also recognised by the MP Nursing Registration Council (MPNRC) and the MP Medical Education University, Jabalpur, were similarly found lacking by the CBI, the court said. A division bench of Justice Sanjay Dwivedi and Justice AK Paliwal on Friday directed the INC to produce all documents related to the recognition of nursing colleges between 2018 and 2022. 

The court was hearing a public interest litigation (PIL) alleging that a large number of "fake" nursing colleges are operating in the state, particularly in tribal regions that lack adequate infrastructure and trained staff. Some students moved an application stating that they are not being given enrolment numbers. The court asked for a list of such students. The court rejected an application moved by the petitioner seeking a probe into the quantum of money spent by the state govt in contesting the case in the high court. The court said the MP Nursing Registration Council and MP Medical Education University are autonomous institutions and they are entitled to hire a lawyer to present their side in the court. 

In the previous hearing of the case on March 30, the state govt presented the original file regarding recognition and affiliation given to 'fake' nursing colleges across the state by state agencies like MPNRC and MP Medical Education University before the court. Law Students' Union president Vishal Baghel, filed a PIL raising the issue of a large number of “fake” nursing colleges operating in the state, particularly in the tribal areas, without the requisite infrastructure or manpower to run the courses. HC issues notice on plea against extended MBBS internship Bhopal/Jabalpur: The MP high court has issued notices to respondents in a petition challenging the extension of the MBBS internship period by a year. Petitioner Dr Narayan Raguvanshi from Vidisha, who completed his MBBS from China, argued that the sudden rule change was unjust. He had enroled in a Chinese medical college, but returned to India when the Covid-19 pandemic broke out, completing his course through online classes. In the event of somebody obtaining an MBBS degree from abroad, one year of internship in a medical college of the state is compulsory for registration. During Covid outbreak, it was increased to two years but four months before completion of his internship, the period of internship was raised by another year. Arguing the case of the petitioner before a bench of Justice Sanjeev Sachdeva and Justice Vinay Saraf, senior counsel Aditya Sanghi said rules of a game were not changed after the same had started. When the term of internship was two years when he started the internship course, Sanghi said, it should remain two year. It can't be extended by a year midway, he added. He further said the period of internship was increased to three years only in MP, everywhere else in the country it is two years.

While these updates aren’t available yet, they could arrive in a future release.

A cleaner, more dynamic toolbar is coming One of the main visual changes spotted is a revamped toolbar with larger, more prominent icons for key actions like attaching files, formatting text, and changing the background color. The icons appear with rounded backgrounds that adapt to the device’s theme, bringing a more modern and consistent look. Subheading formats such as H1 and H2 will also become slightly smaller, likely to improve overall readability.

Image attachments may finally look better In its current version, when a user adds an image to a note, it spans the entire width of the screen, often feeling visually intrusive. The previewed design changes that by introducing margins on both sides of the image, giving it rounded corners and a cleaner, more elegant appearance. This subtle tweak could significantly improve the app’s visual balance, especially for users who frequently include photos in their notes.
