The Tamil Nadu Banana Producer Company at Thottiyam has embarked upon producing banana biscuits.

The biscuit, yet another value-added product from the firm, is made of dried banana, dried drumstick leaves, ragi and millets. Packed in different sizes, biscuits in packets weighing 20 grams, 90 grams and 150 grams are being marketed.

‘We have arrived at this product after several experiments. First, we tried making the biscuit using maida and sugar. It did not meet our goal of producing a healthy diet so that we wanted to improve the quality further,” says A. Manikutti Subramanian, Managing Director of the company which has so far produced five value-added products.

“This is the sixth product and it has gone down well with the consumers,” says R. Dheenadalayan, working partner of the company. The company had earlier come out with banana fig, banana chocolate and banana powder. The company had set up a couple of solar dryers for drying bananas.

Asked to report why NOC should not be withdrawn

Amid separate walkout by the principal Opposition party, the All India N. R Congress, and the All India Anna Dravida Munnetra Kazhagam (Amma ) on Thursday over the CENTAC issue, Chief Minister V. Narayanasamy informed the House that the government has issued show-cause notices two private colleges for not admitting students based on the fee prescribed by the Centralised Admission Committee.

Replying to the admission issue raised by Opposition leader N. Rangasamy, AIADMK leader A. Anbalagan and Congress member K. Lakshminarayanan during zero hour, Chief Minister V. Narayanasamy said the colleges had been asked to report by Friday why the Essentiality Certificate/No-Objection Certificate should not be withdrawn.

The Chief Minister said the government had promised to initiate action against those institutions failing to admit students after the last day of counselling.

Mr. Narayanasamy said the management of three colleges — Sri Venkateshwaraa Medical College and Hospital, Sri Manakula Vinayagar Medical College and Hospital and Pondicherry Institute of Medical Sciences (PIMS) — had met the Health Minister on Monday afternoon and assured the government of its intent to admit students.

The government had gathered information that except for the PIMS, none of the institutions had admitted students.

Eight students were admitted by the institution till Wednesday evening, he said. A heated exchange took place between Mr. Narayanasamy and Opposition members after they levelled corruption charges against the government.

CM dares Opposition

Mr. Narayanasamy was heard challenging the Opposition members to prove the charges that the admission process was not done in a transparent manner.

On the direction of Speaker V. Vaithilingam, the Chief Minister promised to table in the House a list of students admitted to the colleges.

Sources in the government said show causes notices were served on Sri Venkateshwaraa Medical College and Hospital and Sri Manakula Vinayagar Medical College.

The notice says, “Contrary to the assurance given by your representatives, it has been noticed that you have not allotted seats to the students sponsored under government/management quota and demanding exorbitant fees from the selected students over and above the fee fixed by the committee.”

It further adds that the “wilful failure of the institute to provide seats to the students sponsored by the CENTAC, both under the State/management quota, is a clear violation of the direction of the Government of India and fee committee.

“The conduct and attitude of the institute with a deliberate intention to avoid seat sharing with the government are against public interest and interest of students.”

The managements were also reminded about the prior warning given to them after the first phase of counselling through a notice served on May 16.

Confusion over Ph.D., M.Phil. admissions in MKU ......Pon Vasanth Arunachalam

As VC says he is for reconsidering implementation of UGC’s new regulations for research

The confusion already prevailing over Ph. D and M. Phil admissions this year in Madurai Kamaraj University (MKU) and its affiliated colleges has been further complicated with Vice-Chancellor P.P. Chellathurai indicating that he was open to reconsidering the implementation of University Grants Commission’s new regulations for research, which has already been adopted by MKU.

Stating that almost all universities in Tamil Nadu were yet to adopt the regulations, Mr. Chellathurai told the media on Wednesday that the necessity of implementing it this year would be discussed with university officials and Higher Education Department since concerns had been raised about certain provisions of the regulations.

The UGC (Minimum Standards and Procedure for award of Ph. D and M. Phil degrees) Regulations, which came into effect on May 5, 2016, were adopted by MKU’s Academic Council and Senate two months before, despite considerable opposition from a section of members. Approval from the Syndicate was obtained subsequently.

Though the new regulations bring many changes, including a common entrance test by every university for M. Phil and Ph. D admissions to the university and its affiliated colleges, the bone of contention was the restriction on number of scholars a Research Supervisor can guide.

While earlier regulations allowed eight Ph. D and M. Phil scholars under a Research Supervisor at any given time irrespective of their designations, the new regulations restrict the number to eight Ph. D and three M. Phil scholars for a Professor, six Ph. D and two M. Phil scholars for an Associate Professor, and four Ph. D scholars and one M. Phil scholar for an Assistant Professor.

Faculty members in MKU and affiliated colleges argued that this would deny an opportunity to many aspiring students and drastically reduce enrolments, apart from resulting in loss of revenue to university and colleges.

Acknowledging the problems, the university administration, while adopting the regulations, however, had said that there was no choice since Ph. D and M. Phil degrees awarded to those enrolled after May 5, 2016 will be considered invalid by the UGC if the university had not adopted the new regulations.

Many affiliated colleges had already issued advertisements for M. Phil programmes on their own in violation of the new regulations.

Circulars and reminders sent earlier this month by MKU asking colleges to furnish details regarding M. Phil and Ph. D vacancies to facilitate the conduct of a common entrance test early July were met with a lukewarm response.

When contacted, Mr. Chellathurai said that many colleges were making representations against the adoption of new regulations, which could not be ignored. However, he assured that the issue would be resolved appropriately at the earliest without affecting the admissions for this year.

Chennai Silks showroom to be reopened

The Chennai Silks plans to reopen its textile retail showroom that was destroyed in the fire. According to a spokesperson of the company, the demolition will be completed in three days. The initial estimate is that goods worth Rs. 200 crore had been destroyed. However, the exact details would be available only after a couple of days.

The Tirupur-based Chennai Silks Group has appealed to the government to provide the required approvals at the earliest so that it can reconstruct the showroom soon.

About 1,400 workers who were employed at the showroom will be temporarily placed at its other showrooms. Their salaries were credited into their accounts on Thursday. “We have plans to open about 10 more outlets in Chennai,” the spokesperson said. The Chennai Silks, which was started more than five decades ago, is today a conglomerate with presence in jewellery, energy, and construction sectors, apart from textiles.

According to information available online, on the textile retail front, the group has 17 outlets in 14 cities, six airport showrooms and over 30 brands. Each of the 17 showrooms is more than one lakh sq.ft area. A retail outlet or two is opened almost every year and the Chennai showroom was started in 2001.

Expansion on the retail front gained pace after 2010 and all the showrooms are on own land. The group ventured into e-commerce for online sale of textile products in 2003.

For the family-held group, which was founded by A. Kulandaivel Mudaliar, the companies under its fold include Sri Kumaran Thanga Maligai (jewellery), The Chennai Silks, SCM Garments, SCM Textile Spinners, SCM energy division (wind energy), Sri Nachammal Vidyavani (education), and Teemage Precast (construction).

The group has textile manufacturing facilities are in the entire value chain from spinning to garmenting. Apart from the retail presence in the domestic market, the Chennai Silks group also exports garments. The spokesperson added, “We are into several CSR activities.

25% PG medical seats remain vacant

About 25% of seats remained vacant in post-graduate medical and dental courses at the end of counselling on Wednesday. However, all postgraduate seats in government medical and dental colleges were filled but there were vacancies even in government quota seats in self-financing colleges.

All the 1,066 seats in government medical colleges and 25 seats in the government dental college were filled, officials said.

The most number of vacancies were in deemed universities. Self-financing medical colleges had 73 seats of which only 54 (74%) were filled; deemed universities could not fill as many as 137 of their 598 seats. Under the government quota in self-financing colleges, of the 172 seats, 14 remained vacant. All these seats were in non-clinical subjects.

A similar situation was noticed in the dental colleges too. Of the 384 seats in self-financing colleges and deemed universities, 99 went vacant (74%) and of the 110 seats in private dental colleges under government quota, five seats were not filled.

Women alcoholics on the rise

The number of women alcoholics has been gradually increasing with time, Lakshmi Vijaykumar, head, department of psychiatry, Voluntary Health Services (VHS), said here on Wednesday.

“From hardly seeing any women alcoholics earlier, we now get about 10 people, a year. Most of them are aged around 30 and were introduced to alcohol by their husbands. But the challenging part is most of them come in an advanced stage due to the stigma involved,” Ms. Vijaykumar said.

Binge drinking

Among women in the 20s, “binge drinking” is a common phenomenon, she said. “They do not drink for four days and then during the weekend, go on binge drinking,” she added.

Addiction at young age

The age at which alcohol consumption begins too has reduced quite a bit, she said.

Also, they have seen quite a few school students coming in for de-addiction from glue smell, petrol smell and whitener.

“This could be dangerous and even at some point affect the central nervous system,” she added.

Ms. Vijaykumar said a report by World Health Organisation shows there has been 38% increase in the consumption of alcohol in the last 10 years.

The Rajaji Centre for De-addiction of VHS plans to honour patients who have stayed out of alcohol as part of the 25th anniversary celebrations to be held on 3 June at the Music Academy.

R. Mani of VHS said, “This is to motivate them to ensure they do not go back to drinking alcohol. We have a patient who has been keeping away from alcohol for 15 years and every year when we award him with a prize he takes a picture with us and treasures it. He says whenever he is tempted to drink, he looks at the photo and decides to stay away.”

Singer S.P. Balasubramanyam will also perform at the programme.

High Court only directed govt. to notify rules

Even as Urban Development and Housing Minister Udumalai K. Radhakrishnan cited an order of the Madras High Court for not having taken action against Chennai Silks building for violation, a perusal of the order suggests that the High Court had only directed the government to notify the relevant rules within two months and act against violators as per the provisions of law.

Procedure

While addressing a press meet here on Thursday, the Urban Development and Housing Minister referred to the Madras High Court delivered on February 20 this year and said Chennai Silks was one of the respondents in the case and the High Court had directed to take action against them only after notifying the rules.

He said, “Only because of the order of the Madras High Court, action against Chennai Silks was postponed.”

However, the High Court order had only directed the Housing Secretary to notify the rules and guidelines for implementing Section 113-C Town and Country Planning Act, 1971 within two months (April this year) and take action against violating buildings thereafter.

During the hearing of a petition filed by Kannan Balachandran, the Housing Secretary took an undertaking that the rules and guidelines for effective implementation of Section 113-C of the said Act would be notified within two months.

The then Acting Chief Justice Huluvadi G. Ramesh and Justice R. Mahadevan had said: “The respondent/authorities shall remain bound by the said undertaking [to notify rules within two months i.e. April, 2017]. We make it clear that subsequent to the notification of rules and guidelines, the respondent/authorities shall proceed in accordance with law against the unauthorized constructions alleged to have put up by the private respondents in accordance with law.”

Actual position

Contrary to the claim of the Minister that the case was “pending” before the High Court, the case was disposed of on February 20 this year.

The petitioner in the case sought a direction against the Chennai Metropolitan Development Authority (CMDA) and the Corporation of Chennai to demolish the unauthorised construction put up by the private respondents, including Chennai Silks, in gross violation of the planning permission and other relevant provisions of the law.

The Uttar Pradesh government recently issued a promotion and transfer letter to a provincial civil services (PCS) officer after his death.The goof up came to light when Anil Kumar Singh, joint secretary in the appointments department, issued a letter on May 28 to district magistrate Varanasi directing him to relieve Girish Kumar, who was posted as additional sub divisional magistrate under him. The letter said Girish Kumar had been promoted and posted as the city magistrate of Bulandshahr.
“Once we received the letter we realised there was some communication gap due to which the appointments department was not aware of Girish's death,“ said ADM finance (Varanasi) Ishwar Chand. He added that Girish passed away on November 29, 2016, after a prolonged illness. “We have once again written to the state government giving details of the case so that the records in Lucknow could be rectified accordingly,“ Chand told TOI.
After Girish's death, his son Rajul Sharma was given a government job and is presently a clerk in the record room of the collectorate. Rahul was unaware about the goof up. He said the government has already cleared most of the service dues of his father. “There must have been some lack of communication that led to this,“ he said.

Railways to provide `book now pay later' option

Railways has decided to provide the “buy tickets now and pay later“ service for any Express trains, an IRCTC official said on Thursday .According to the Indian Railway Catering and Tourism Corporation (IRCTC) Ltd official, soon passengers would be able to buy tickets from the IRCTC website and pay later.
IRCTC spokesman Sandip Dutta said: “IRCTC has collaborated with a Mumbai-based firm ePayLater for adding the new service option.“
“Through this service a passenger can book a ticket five days prior to the journey with a service charge of 3.5% and pay it in the next 14 days,“ Dutta said.
He also said that this option was valid only on etickets.
Elaborating on the new feature, Dutta said, “The way a credit card is issued after evaluating the CIBIL score of a customer, same procedure will be followed.“

Docs perform open-heart surgery on premature

In a rare feat, the city doctors successfully performed an open-heart surgery on a premature baby weighing only 1.5kg. The baby was suffering from an extremely critical congenital heart defect, which made the surgery a necessity for the newborn's survival. According to the hospital, this is the first successful open-heart surgery performed on such a small baby in the country .The baby was born premature at 33 weeks at a hospital in Baramati, where doctors noticed low oxygen levels in his blood. Upon investigations, the baby was diagnosed with a serious heart condition where the veins bringing oxygenated blood from the lungs were connected to the liver instead of the heart.The baby was immediately shifted to Ruby Hall Clinic in Pune. In the third week after his birth, surgeons performed the open-heart surgery on his “walnut-sized“ heart successfully last week.The child is recuperating and will be discharged in another two weeks. Consultant paediatric cardiac surgeon Srinivas M Kini, who performed the surgery , said, “His was a case of Infracardiac Total Anomalous Pulmonary Venous Connection where the veins bringing oxygenated blood from the lungs were connected wrongly to the liver instead of the heart.“
The “extremely high-risk surgery“ was a huge challenge. “Clockwork precision was the need of the hour. The size of the baby's heart was equivalent to a walnut. Without the open-heart surgery , the baby had no chances of survival,“ Kini said.
The baby was operated on `Total Circulatory Arrest' where the body was cooled to 18°C against the normal body temperature of 37°C. The infant was put on a heart-lung machine and blood circulation was stopped to allow a bloodless field during surgery . “The abnormal connection of veins to the liver was disconnected and reattached to the proper site at the back of the heart. After the surgery was completed, the blood circulation was started again and the baby was rewarmed to normal body temperature,“ Kini, who carried out the surgery on May 22, said.
The baby was taken off ventilator on May 27. He started breathing on his own within a week of the surgery .

At the end of the single-window counselling for postgraduate medical and dental admissions on Wednesday , all the seats in government medical colleges were taken.The highest vacancy fell in the management quota in selffinancing medical colleges, followed by medical institutions run by deemed universities.
While 19 seats fell vacant in the former category , 137 seats remained unoccupied against the total 598 seats allotted in the latter.
There were also vacancies in the government quota provided in self-financing medical colleges with 14 seats yet to be filled. In the dental stream 2, the highest vacancy fell in the management quota of selffinancing colleges and deemed universities.

The Chennai airport has done away with stamping of tags for cabin baggage from Monday after the Central Industrial Security Force implemented the nobaggage stamping policy.A senior official of Airports Authority of India said the first day went off without a hitch as the authorities had already completed a weeklong trial in the first week of last month. “The move has eliminated an unnecessary inconvenience for the passengers. Now, they can just walk in for security check after checking in and getting a boarding pass from the airline counter,“ he added.
Earlier, passengers who missed tagging a piece of cabin baggage were sent back by the CISF men to the counter to obtain tags. This created confusion and anxiety among passengers, airport director G Chandramouli said, “We got the order to implement the system on Wednesday.“
With this, Chennai airport has joined other airports where baggage stamping was done away with in April. The AAI is working on modernising many procedures at the airport and also upgrading infrastructure.
A team of officials would be visiting Chennai from Delhi on Friday to hold discussions on phase II expansion of the airport which will include straightening of a taxiway and building new terminals.

The Chennai Silks showroom, which has turned into a skeleton of iron beams after a massive fire gutted the structure, did not possess the mandatory completion certificate.B Kannan, secretary, T Nagar residents' welfare association said building resgulations were blatantly flouted in the commercial hub.“Leading retailers are installing heavy airconditioning machines on the terrace, the load of which the buildings cannot support,“ he said.In the event of a disaster, shoppers will have to pay the price as there are no emergency exits in many of the buildings.
A fire safety audit conducted by the fire and rescue department in 2015 found gross violations in the popular retail shops that dot the area. The audit found that the basic firefightinmg equipment like the automatic sprinkler and wet riser systems were missing from some of the buildings.
Moreover, residents say they have not witnessed mock drills in the multistoreyed buildings. Quality assurance auditor Kesavan Pandian said the Wednesday fire accident has exposed that such accidents are waiting to happen in poorly-equipped commercial complexes. “There are fire safety standards for industries and mock drills should be conducted once in 30 days. Have you ever heard of any such mock drill in commercial complexes that is thronged by thousands?“ he asked.

Ordered by the court to restore moderation of marks in Class XII this year, the Central Board of Secondary Education (CBSE) seems to have gone way beyond reasonable limits of the policy while awarding marks.Up to 11 extra marks were given in accountancy , 10 in mathematics and eight each in physics and chemistry, documents accessed by TOI reveal.
This is apart from set-wi se moderated marks awarded due to difference in difficulty levels and other discrepancies. The spiking, evidently done in anticipation of other boards doing the same, is bound to reopen the moderation debate.
One expert called it “not moderation, but competitive inflation“ of marks. Others said spiking of marks was putting an otherwise progressive policy (moderation) under a cloud, with all boards getting into competitive mode. CBSE also gave up to 10 marks as grace for candidates who failed to get qualifying marks.
TOI accessed documents on CBSE's moderation process this year for the all India sets of question papers for 18 subjects of Class XII. In addition, there were set specific extra marks given to the same question paper(s).For example, while physics has been awarded eight marks as moderation, for `set 2' and `set 3', an additional one each has been awarded.
Speaking to TOI, former CBSE chairman Ashok K Ganguly said that such variability in mean marks amongst different sets of question papers should not have arisen in the first place.“These cannot be moderation of marks if the process has been done properly . Earlier, moderation of one to three marks used to be adequate,“ he said.
Stating that moderation is a necessity for a national board such as CBSE, Ganguly said it should be done judiciously .“State boards should not be moderating at all,“ he added.
CBSE had stated it would not moderate marks this year. However, on May 22, 2017, the Delhi high court overturned the decision. Following the court's order, CBSE continued with its “moderation policy“ and the Class XII results were notified on May 28, 2017. The board's grace marks policy (for those candidates failing in a subject) too was `liberalised' this year. As per CBSE documents with TOI, atotal of 10 marks were awarded to candidates as grace. According to a former controller of examination, “grace marks used to be three or maximum four till around 2009“.
In the wake of this year's moderated marks, a former CBSE chairperson has called for reviving the Council of Boards of School Education in India (COBSE), a voluntary association of all the school boards.

தமிழகம் முழுவதும் இலவச இணைப்பை தவிர்த்து, 2.40 லட்சம் மின் இணைப்புகள் உள்ளன. கடந்த காலங்களில் மின் பயன்பாட்டின் அளவை கணக்கிட 'எலக்ட்ரோ மெக்கானிக்கல்' மீட்டர்களை வாரியம் வழங்கி வந்தது. இதில் பல குறைபாடு இருந்ததால் வருவாய் இழப்பு ஏற்பட்டது.
இதையடுத்து சில ஆண்டுகளாக மின் அளவை துல்லியமாக கணக்கிடும் வகையில் 'டிஜிட்டல்' மீட்டர்கள் வழங்கப்பட்டு வருகின்றன.
இதுவரை ஒன்றரை கோடி இணைப்புகளுக்கு மேல் புதிய மீட்டர்கள் பொருத்தப்பட்டுள்ளன. தொடர்ந்து பழைய மீட்டர்கள் பழுதடையும்போது, புதிய மீட்டர்களே பொருத்தப்பட்டு வருகின்றன. அவற்றை கொள்முதல் செய்வதில் ஏற்பட்ட தாமதத்தால், மாநிலம் முழுவதும் ஒரு மாதமாக தட்டுப்பாடு நிலவுகிறது.

இதனால் கட்டடங்கள், வணிக வளாகங்களுக்கு புதிய இணைப்பு கொடுப்பதில் சிக்கல் ஏற்பட்டுள்ளது. அதேபோல் பழுதடைந்த மீட்டர்களையும் மாற்ற முடியவில்லை. புதிய மீட்டருக்காக ஒரு லட்சம் பேர் காத்திருக்கின்றனர்.
மின்வாரிய அதிகாரி ஒருவர் கூறுகையில் ''மீட்டர்களை கொள்முதல் செய்ய நடவடிக்கை எடுக்கப்பட்டுள்ளது. ஓரிரு வாரங்களில் வந்துவிடும். சீனியாரிட்டி படி இணைப்பு கொடுக்கப்படும்,'' என்றார்.

கட்டிடம் இடிந்து விழுந்ததும் தீயின் வேகம் குறையும் என்று நினைத்தனர். ஆனால் யாரும் எதிர்பார்க்காத நிலையில் கட்டிடத்தின் முன்பகுதி காலை 7 மணி அளவில் திடீரென்று தீப்பிடித்து எரிய தொடங்கியது. இதனால் முன்பகுதியில் உள்ள கம்பி தடுப்புகள், சிலாப்புகள் பெயர்ந்து விழுந்தன. கண்ணாடிகள் சாலையில் விழுந்து உடைந்து நொறுங்கின. இதனால் கட்டிடத்தின் முன்பகுதியும் இடிந்து விழலாம் என்ற சூழ்நிலை ஏற்பட்டது.

இதனால் பாதுகாப்பு கருதி ஜவுளிக்கடைக்கு மிக அருகில் உள்ள ‘விஜி பிளாட்ஸ்’ என்ற அடுக்குமாடி குடியிருப்பில் வசிக்கும் பொதுமக்களை, வீடுகளை விட்டு அவசரமாக வெளியேறுமாறு அதிகாரிகள் கேட்டுக்கொண்டனர். 20 வீடுகளை கொண்ட அந்த குடியிருப்பில் வசிப்பவர்களில் பெரும்பாலானோர் ஏற்கனவே தங்கள் உறவினர் வீடுகளுக்கு சென்று விட்டனர். அதிகாரிகளின் எச்சரிக்கையை தொடர்ந்து மற்றவர்களும் அங்கிருந்து வெளியேறி தங்கள் உறவினர், நண்பர்களின் வீடுகளுக்கு சென்றனர்.

ரூ.300 கோடி சேதம்

நேற்றுமுன்தினம் அதிகாலை 4.30 மணிக்கு பற்றிய தீ நேற்று மாலை 5.30 மணி அளவில் முற்றிலுமாக அணைக்கப்பட்டது. தீயணைப்பு வீரர்கள் 37 மணி நேரம் போராடி தீயை அணைத்து உள்ளனர். என்றாலும் கட்டிடத்தின் உள்ளே சில இடங்களில் புகைந்து கொண்டே இருந்தது.

இந்த பயங்கர தீ விபத்தில் கடையில் இருந்து துணிகள் மற்றும் பொருட்கள் எரிந்து நாசமாயின. சேத மதிப்பு ரூ.300 கோடிக்கும் மேல் இருக்கும் என்று போலீஸ் அதிகாரி ஒருவர் தெரிவித்தார்.

இன்று இடிக்கப்படுகிறது

நேற்று மாலை கடைக்கு பின்புறம் உள்ள வாகன நிறுத்தத்தில், கட்டிட இடிபாடுகளை கொண்டு 20 அடி உயரத்துக்கு தற்காலிக மேடு அமைக்கும் பணி நடந்தது. கட்டிடத்தின் மீதமுள்ள பகுதிகளையும் இடிக்க முடிவு செய்யப்பட்டு உள்ளது. கட்டிடத்தை முழுவதுமாக இடித்து தரைமட்டமாக்கும் பணி இன்று (வெள்ளிக்கிழமை) தொடங்குகிறது. இந்த பணி ஓரிரு நாட்களில் முடிவடையும் என்று எதிர்பார்க்கப்படுகிறது.

கட்டிடத்தை இடிக்கும் பணி நடைபெற இருப்பதால், பாதுகாப்பு பணிக்காக அந்த பகுதியில் கூடுதல் போலீசார் நிறுத்தப்பட்டு உள்ளனர்.

தீ விபத்தின் காரணமாக அந்த பகுதியில் மேற்கொள்ளப்பட்ட போக்குவரத்து மாற்றம் இன்னும் 2 நாட்களுக்கு தொடரும் என்று அறிவிக்கப்பட்டு உள்ளது.

ரஷிய தலைநகர் மாஸ்கோவில் இருந்து டெல்லிக்கு ஒரு விமானம் பறந்து வந்து கொண்டிருந்தது. அந்த விமானத்தில் வந்த ரஷிய பயணி அலெக்சாண்டர் சமோக்வலவ் அதிக குடிபோதையில் சக பயணிகளிடம் தகராறில் ஈடுபட்டார்.

ஒரு கட்டத்தில் நடுவானில் விமானம் பறந்து கொண்டிருந்த போது திடீரென விமானத்தின் கதவை திறக்க முயன்றார். இதனால் விமான சிப்பந்திகளும், பயணிகளும் அதிர்ச்சி அடைந்தனர். பின்னர் அவரை சமாதானப்படுத்தி இருக்கையில் அமரச்செய்தனர்.

இது குறித்து டெல்லியில் உள்ள விமான கட்டுப்பாட்டு அறைக்கு விமானி தகவல் அளித்தார். அந்த விமானம் டெல்லியில் இருக்கும் இந்திரா காந்தி சர்வதேச விமான நிலையத்தில் இறங்கிய போது அங்கு தயாராக இருந்த பாதுகாப்பு படை வீரர்கள், ரஷிய பயணியை பிடித்து சென்றனர். பின்னர் அவர் டெல்லி போலீசில் ஒப்படைக்கப்பட்டார்.

அவரை மருத்துவ பரிசோதனைக்கு போலீசார் உட்படுத்தினர். இதையடுத்து விமானத்தில் பயணிகளுக்கு இடையூறாகவும், அவர்களின் உயிருக்கு அச்சுறுத்தல் ஏற்படுத்தும் விதமாகவும் நடந்து கொண்டதாக ரஷிய பயணி மீது வழக்குப்பதிவு செய்யப்பட்டது.

ராஜஸ்தான் ஐகோர்ட்டு நீதிபதி மகேஷ் சந்திர சர்மா நேற்று முன்தினம் பசு பராமரிப்பு மையம் பற்றிய வழக்கில், பசுவை தேசிய விலங்காக அறிவிக்க நடவடிக்கை எடுக்குமாறு மாநில அரசுக்கு பரிந்துரை செய்து ஒரு தீர்ப்பை வழங்கினார். அதைத் தொடர்ந்து அவர் செய்தி சேனல் ஒன்றுக்கு பேட்டி அளித்தார்.

அப்போது அவர், ‘‘ஆண் மயில் வாழ்நாள் முழுவதும் பிரமச்சாரியத்தை கடைப்பிடிக்கிறது. அது பெண் மயிலுடன் செக்ஸ் உறவு வைத்துக் கொள்வதில்லை. ஆண் மயிலின் கண்ணீரைப் பருகி பெண் மயில் கர்ப்பம் தரிக்கிறது அதனால் தான் மயில் தேசிய பறவையாக அறிவிக்கப்பட்டுள்ளது’’ என்று தெரிவித்தார்.

(அம்மா) அணியின் துணை பொதுச் செயலாளர் டி.டி.வி. தினகரனை டெல்லி குற்றப்பிரிவு போலீசார் கடந்த ஏப்ரல் மாதம் 25–ந் தேதி கைது செய்தனர். இந்த வழக்கில் அவரது நண்பர் மல்லிகார்ஜூனா, இடைத்தரகர் சுகேஷ் சந்திரசேகர், ஹவாலா ஏஜெண்டு நரேஷ் ஆகியோரும் கைது செய்யப்பட்டனர். டெல்லி தனிக்கோர்ட்டு உத்தரவின் பேரில் அவர்கள் அங்குள்ள திகார் சிறையில் அடைக்கப்பட்டனர்.

இந்த நிலையில் நீதிபதி பூனம் சவுத்ரி நேற்று தினகரன், மல்லிகார்ஜூனா ஆகியோரின் ஜாமீன் மனுக்கள் மீதான தீர்ப்பை வழங்கினார். அவர்கள் இருவரையும் நிபந்தனை ஜாமீனில் விடுதலை செய்ய நீதிபதி உத்தரவிட்டார். 14 பக்கங்கள் கொண்ட இந்த தீர்ப்பில் 11 பக்கங்கள் ஜாமீன் மனு மீதான விசாரணையின் போது டெல்லி குற்றப்பிரிவு போலீசார், தினகரன் மற்றும் மல்லிகார்ஜூனா தரப்பு வக்கீல்கள் முன்வைத்த வாதங்கள் குறித்து விரிவாக கூறப்பட்டு உள்ளது. மீதி 3 பக்கங்களில் நீதிபதி தன்னுடைய கருத்தையும் முடிவையும் தெரிவித்து உள்ளார்.

நீதிபதியின் தீர்ப்பில் கூறப்பட்டு இருப்பதாவது:–சதிச்செயல்

ஜாமீன் மனுவை பரிசீலனைக்கு எடுத்துக் கொள்ளும் போது இந்த வழக்கு குறித்து எந்த விதமான முன் முடிவுகளையும் பாரபட்சமான அணுமுறைகளையும் தவிர்க்க வேண்டும் என்ற நோக்கில் வழக்கு தொடர்பாக முன்வைக்கப்பட்ட தடயங்கள் மற்றும் சாட்சியங்கள் குறித்த விரிவான ஆய்வை தவிர்க்க வேண்டி இருக்கிறது.

இந்த வழக்கில் விரிவான முறையில் விசாரணை நடக்கும் போது இவை அனைத்தையும் ஆழமாக ஆராய வேண்டிய தேவை உள்ளது. டெல்லி போலீசார் பதிவு செய்துள்ள முதல் தகவல் அறிக்கையில் மனுதாரர் சதியில் ஈடுபட்டதாக குற்றம் சாட்டப்பட்டு உள்ளது. என்னுடைய பார்வையில், இந்த வழக்கு தொடர்பாக தாக்கல் செய்யப்பட்டுள்ள ஆவணங்கள் மற்றும் தடயங்களை வைத்துப் பார்க்கும் போது சதிச்செயல் நடைபெற்றது என்ற அனுமானத்தை அளிக்கிறது.
