CHENNAI: Call it a measure to bring in transparency or one to keep pace with the digital revolution. Chennai City Traffic Police will now allow traffic violators to pay spot fine through debit or credit cards. As many as 100 Point of Sale (PoS) machines were distributed on Wednesday, with senior police officials stating they will be put to use immediately.

At present, riders caught violating the provisions of Motor Vehicles Act (1988) are apprehended by police, who employ hand-held machines for spot fining. There are around 40 types of violations, such as disregarding traffic signs and driving without licence, for which fine amounting to a minimum of Rs 100 is levied.

However, instances of fine receipts not being issued and cops demanding quick money to let the drivers free have led to a significant section of people to share a negative perception about the system.
Senior police officials believe the latest measure will help to change the public impression. “This system of card payments will bring in transparency since there will be no involvement of hard cash.

We are looking to expand this provision in future,” K Periaiah, Additional Commissioner of Police (Traffic) told Express. Though 100 machines, supplied by the State bank of India, have been put to use currently, more PoS machines will be procured soon. Only personnel holding the rank of Sub-Inspectors (Traffic) or above have been authorised to use the machines, for which training has been given to them.

“Three receipts will be generated for the rider, the officer and headquarters. The fine amount will be directly deposited in the road safety fund of the Transport department,” said a police officer. He added that drivers caught for all violations except for riding without helmet can pay using their cards. Helmet-less drivers are issued challans and have to pay their fines after appearing in court.
Police officials say they collected around Rs 25 crore as fine amount from violators last year. This year until this month, Rs 12 crore has been collected as fines, with maximum violations being reported for overspeeding and parking.

Bengaluru-based IT professional booked for illegally accessing Aadhaar database

BENGALURU: In a case highlighting the security flaws in the Unique Identification Authority of India (UIDAI), officials have filed a complaint against one Abhinav Shrivastava and others of Qarth Technologies Private Limited for allegedly leaking Aadhaar data.

According to the complaint by the Ashok Lenin, deputy director of UIDAI, Abhinav Shrivastava, the director of Qarth Technologies, had developed an app on Play store to provide e-KYC documents. The documents were allegedly provided by accessing the Aadhaar database without any permission from UIDAI or other authorities.

Aadhar officials also suspected that the accused colluded with others to secure the database before leaking the information to Qarth Technologies.

Pronab Mohanty, deputy director general, UIDAI, Bengaluru confirmed that a case has been filed in Bengaluru. "However, it does not pertain to the regional office, Bengaluru," he said. He also said that the complaint was not a case of malpractice, but that the fault stemmed from the flaws in National Informatics Centre.

Accessing secure Aadhaar database and leaking information from the same is an offence under Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act 2016 and Information Technology Act, 2000.

In the FIR registered, Section 37 (intentionally discloses, transmits, copies or otherwise disseminates any identity information collected in the course of enrollment or authentication ....), Section 38 (deals with intentionally accessing Central Identities Data Repository and downloading data) read with Section 29 (2) of Aadhaar Act has been evoked. Apart from it, section 65 (tampering with computer source documents) and section 66 (hacking a computer system) of IT Act, and sections of IPC has been filed against the accused.

Qarth Technologies

According to Zauba Corp, a data bank of various firms, Qarth Technologies was incorporated in October 2012 at Kolkata and was involved in data processing. Directors of the company were Abhinav Srivastava (accused in the case) and Prerit Srivastava. The company, as per Zauba Corp was based out of Science and Technology Entrepreneurs' Park, IIT Kharagpur, West Bengal.

Hit by lightning in air, UK plane grounded in Chennai

Lightning strike has left a British Airways (BA) wide-body aircraft grounded in Chennai since July 23. According to sources, the London-Chennai flight (BA 35) was hit by lightning soon after take-off on Saturday afternoon. “No malfunction was reported after the lightning strike which happened in London airspace. So the crew decided to continue the almost 10-hour flight to Chennai. The aircraft reached its destination and landed there safely. But after landing when it was inspected, the plane was found to have suffered significant damage,“ said a highly placed aviation source.

 The British carrier mostly uses the latest Dreamliner (Boeing 787) aircraft on London-Chennai route like many of its other India flights.While BA did not comment on the lightning strike and the damage caused by it, it said in a statement: “We apologised to customers and rebooked them onto alternative services after our flight from Chennai to London was cancelled on Sunday following a technical issue. The safety and security of our customers and crew is always our priority and the aircraft is being inspected by our highly qualified engineers before it returns to service.“ The BA statement shows the plane is grounded since Sunday , when the return flight it was to operate on Chennai-London route, was cancelled and is being examined. Indian aviation agencies are also seeking a report on this lightning strike.

Modern aircraft are built to withstand lightning strikes. While lightning rarely causes structural damage to aircraft, there have been instances of such strikes leaving puncture holes on the surface. Lightning strike can also affect avionics, compasses and engine.

Chennai: The achievement of Tamil Nadu's power utility, providing connections in a single day, seems to have become a big hit, with may discoms keen on replicating the scheme in their states. The 16,000 connections, including domestic, provided by the Tamil Nadu Generation and Distribution Company Ltd (Tangedco) so far figured prominently at the recent conference of chairmen of discoms in New Delhi.

Under the scheme, consumers seeking a connection can apply and pay the required charges online and receive the new connection within 24 hours. Residents of Chennai region, which includes parts of Kancheepuram and Tiruvallur districts, have benefite the most, receiving 8,036 connections.
Only those consumers who are not part of any special or multi-storey buildings falling under the `mere service connection category' are allowed to apply under the scheme. “The applicants of the LT domestic and commercial service con nections can apply either through Tangedco's web portal (http:www.tangedco.gov.in) or in person at the section office concerned. In online mode, the applicant has to fill all the details in the application and upload the scanned copies of the supporting documents,“ a senior official told TOI. The applicants have to ensure that valid documents being uploaded are in complete shape before making online payments. They can pay the charges at the time of registering the application either online or in person at the office concerned.
“We briefed the chairmen [of various discoms] about the scheme and immediately the Centre wanted states to implement it depending on their resources and availabilty of power,“ said the official.
At the meeting held on Saturday last in New Delhi, the financial turnaround that Tangedco had acheieved came up for discussion, with almost all the participating delegates expressing awe at the acheievement. The steps the discom had put in place to make itself financially viable even before it joined the Ujwal Discom Rejuvenation Yojana (Uday) scheme of the central government came in for praise.

“A new domestic connection before the introduction of the scheme used to take 30 days and 60 days for new low tension industrial connection as it involved extension of the transformers or setting up new ones.

But the delay has now been avoided with the introduction of new schemes in both the sectors,“ said the official.

All chief engineers of Tangedco have been asked to take necessary action to ensure that meters and other service connection material are available in the stores for effecting service connections without any delay.

“Once an application for a new LT connection is received, the officials are expected to monitor the progress in providing the connection.Superintending engineers will be taken to task if there is any delay in providing the connection,“ he said.

`Court should consider duty towards parents'

 Do not treat husbands like “armless soldiers“ and order them to pay maintenance to wives in a `mechanical manner', the Madras high court counselled family courts. A man is a son to his parents and is liable to maintain his aged parents as well, it said, adding that family courts should not brush this aspect aside and go to the extent of ordering him to pay even twothirds of his income to his estranged wife.

Justice R M T Teekaraman, pointing out that a family court had directed a man earning `10,500 a month to pay `7,000 to his wife and child, said he would be left with just `3,500 to maintain himself and his aged father. “While awarding the maintenance in favour of wife and children, the court should take into consideration his responsibility to look after his aged parents.“ While awarding the maintenance in favour of wife and children, the court should take into consideration his responsibility to look after his aged parents, since the husband has been fastened with statutory objections to look after and maintain not only his wife but also his parents under the very same Section 125 of CrPC.“

A son's obligation to his parents could not be taken lightly , he said, adding: “ Besides the moral obligation, there is a statutory obligation cast upon every son to maintain his parents.Therefore, the trial court ought to have weighed the entire circumstances and placed reasonable assessment financial burden on the shoulder of the husband.“

While calculating the maintenance package for the wife and children, family courts must take the entirety of the circumstances to finalise the husband's fi nancial liability , the judge said. “By the award under challenge, the trial court has awarded 3,500 for each petitioners by totalling 7,000, leaving only 3,350 to the husband for the maintenance of himself as well as his ailing father. The situation of the present petition case is analogous to a person caught between the devil and the deep sea. He has to maintain the wife and children. He has also to maintain his father under very same Section, failing which he has to face the proceedings, if initiated by the parents,“ he added.

The case relates to a petition filed by Varadharajan who got married in February 2001 in Mayiladuthurai, and had a daughter in February 2003. Claiming that he had been neglecting her and their daughter, his wife moved a Chennai court seeking maintenance the two. She claimed her husband, as manager of a Trichy company , earned about `45,000 a month. After Varadharajan proved that he neither worked in such a company nor was his monthly income about `45,000 as stated by his wife, the HC reduced the monthly maintenance payable by him to his wife to `2,500.





Under pressure, Fast Track slashes rates

Under heat from app-based cab aggregators, city-based taxi operator Fast Track has slashed its rates by 60% on bookings made on its mobile app from Chennai airport and Chennai Central railway station. Fast Track chairman R Prabhu said drivers will not be charged any commission. “It means cabbies can take home the entire amount for the trip. The tariff for the trip will be reflected on the app. We are relaunching our app with additional features.Our drivers will be equipped with smartphones to enhance prompt pickups within the estimated time figuring on the app,“ he said.

The app, launched in 2016, has recorded more than 2 lakh downloads, with the number of bookings ranging anywhere between 1,500 and 2,000 every day , Prabhu said.There have also been regular voice bookings of 15,000 per day in Chennai.

Prabhu said conventional metres in cars will be replaced as the rates will show on the cellphone app.
Fast Track currently has a fleet strength of 10,000 cabs across Tamil Nadu, of which 5,000 are operated in Chennai, the company said.

Government doctors and post-graduate students affiliated to the Service Doctors and Post-Graduates Association (SDPGA) staged demonstration in front of the Government Mohan Kumaramangalam Medical College Hospital in the city on Thursday demanding exemption for the students from Tamil Nadu from National Eligibility cum Entrance Test (NEET).

They said that NEET for admission into under-graduate medical courses; for admission into the post-graduate medical courses; and for the super-speciality for MCH and DM courses immensely harmed the interest of the Tamil Nadu students.

The State Assembly has unanimously adopted two Bills to bypass the Centre’s NEET for the UG and PG medical admissions, which are waiting for the President’s assent. They sought President’s assent for both the Bills without any delay.

Sarala Bai, president of the Salem district unit of the SDPGA, led the agitation, in which Karthikeyan, its district secretary, and others participated.

Many B.E. aspirants do not do enough research before choosing seats; colleges cagey about details

During every round of counselling by the Tamil Nadu Engineering Admissions, Anna University’s single-window admission system for engineering colleges, parents and candidates are told to do their homework before they come for choosing seats.

Yet, the message does not appear to reach them. In the past four days, over 21,000 candidates have been allotted seats, but quite a few came without much of an idea of either the course they would like to pursue or the college they wished to join.

No clear idea
Even several students with a cut-off of over 190 did not have a clear idea about the possibilities.
A student with a cut-off of 193, who was awaiting her session, said, “I want to do ECE but I haven’t decided on the college yet. I will take a look at the availability before deciding.”
The father of a candidate with a cut-off of 193.25 chose a college closer to home. He had no clue about the quality of faculty, teaching or course content, but that did not seem to bother him. It does not help that often, not enough information about colleges is available to parents and students.
At the start of the academic counselling on Sunday, higher education secretary Sunil Paliwal mentioned that colleges treat students as if they were in school. He said colleges were more focused on pass percentage instead of rounded development of candidates as future engineers.

With the aim of enabling students to graduate as employable engineers, the university on Thursday announced new courses and options. However, giving students choices may not be enough unless colleges are reined in. University officials say 50% of the affiliated colleges delay uploading information on student data to the university portal. There have been deviations in the details provided about students in their institutions.

“There have been instances of students approaching us for help as colleges have not provided the required details to the student,” said an official.
The officials point out that some effort by parents and candidates, such as visiting the campus of the college of their choice and ascertaining the quality of faculty and teaching in the institutions, before appearing for counselling would prevent them from making an unsuitable choice and avoid problems later.

இதுபோன்ற புதுமையான யோசனைகளை மக்கள் தெரிவித்தால், சாத்தியக்கூறு அடிப்படையில் அவை பரிசீலனை செய்யப்படும்  என ரயில்வே அதிகாரி தெரிவித்தார். இந்திய ரயில்வேயின் கட்டணம் அல்லாத வருவாயாக கடந்த 2016-17 நிதியாண்டில் ரூ.10,181 கோடி வசூலாகியுள்ளது. அதற்கு முந்தைய ஆண்டு இது ரூ.5,928 கோடி. அதாவது 72 சதவீதம் அதிகரித்துள்ளது. அடுத்த 10 ஆண்டுகளில் கட்டணம் அல்லாத பிற வழிகளில் கூடுதல் வருவாயாக ரூ.34,350 கோடி ஈட்ட ரயில்வே திட்டமிட்டுள்ளது. இதில் விளம்பரம், ஆப்ஸ் மூலம் வாடகை கார் புக்கிங், பார்க்கிங் வசதி, ஏடிஎம் வசதி போன்றவை மூலம் கிடைக்கும் வருவாயும் அடங்கும்.

மதுரை: சென்னை, மதுரை அரசு பார்மஸி கல்லுாரிகளில் மாணவர் சேர்க்கையை குறைக்க அகில இந்திய தொழில்நுட்ப கல்வி (ஏ.ஐ.சி.டி.இ.,) கவுன்சில் உத்தரவிட்டுள்ளது.பார்மஸி கல்லுாரிகளில் இளங்கலை பிரிவுக்கு 60, முதுகலையில் மதுரைக்கு 24, சென்னை 40, டிப்ளமோவில் தலா 120 மாணவர்கள் சேர்க்கப்படுவர். இவ்விரு அரசு கல்லுாரிகளிலும் தொழில்நுட்ப கல்வி கவுன்சில் நிர்ணயித்துள்ள சம்பளத்தை முதல்வர், பேராசிரியர்களுக்கு மாநில அரசு வழங்கவில்லை. விதியை மீறி தற்காலிக பேராசிரியர்கள் நியமிக்கப்பட்டனர். இதனால் மாணவர்களின் கல்விதரம் பாதிக்கப்படும் என கவுன்சில் எச்சரித்ததும் தமிழக அரசு கண்டுகொள்ளவில்லை.இதையடுத்து, இவ்விரு கல்லுாரிகளிலும் டிப்ளமோ தவிர்த்து, பட்ட படிப்புகளில் மாணவர் சேர்க்கையை மொத்த எண்ணிக்கையில் 10 சதவீதத்தை குறைக்க கவுன்சில் உத்தரவிட்டுஉள்ளது.

முதல்வர் ஒருவர் கூறுகையில், ''தமிழக அரசு மருத்துவ கல்லுாரிகளுக்கு தரும் முக்கியத்துவத்தை பார்மஸி கல்லுாரிகளுக்கு தருவதில்லை. விதிமுறையை பின்பற்றாததால் மாணவர் சேர்க்கை எண்ணிக்கையை குறைக்க கவுன்சில் உத்தரவிட்டது. இதனால் ஏழை, நடுத்தர மாணவர்கள் பாதிக்கப்படுவர்,'' என்றார்.

பாலிடெக்னிக் கல்லூரிகள் கட்டும் ஒப்பந்த பணி வழங்க உயர் கல்வித்துறை அமைச்சர் லஞ்சம் கேட்டதாக தொடரப்பட்ட வழக்கிற்கு உயர் கல்வித்துறை செயலாளர் உள்ளிட்டோர் பதில் அளிக்க வேண்டும் என்று ஐகோர்ட்டு உத்தரவிட்டுள்ளது.

கிருஷ்ணகிரி மாவட்டத்தை சேர்ந்தவர் வெங்கன். இவர், சென்னை ஐகோர்ட்டில் தாக்கல் செய்துள்ள மனுவில் கூறியிருப்பதாவது:-

தமிழக பொதுப்பணித்துறையில், முதல்நிலை ஒப்பந்ததாரராக உள்ளேன். தேனி, மதுரை, வேலூர், விழுப்புரம், கிருஷ்ணகிரி, புதுக்கோட்டை, அரியலூர், திருச்சி ஆகிய மாவட்டங்களில் புதிய பாலிடெக்னிக் கல்லூரிகளுக்கான கட்டிடங்கள் கட்டுவதற்கு ஒப்பந்த அறிவிப்பை கடந்த மே மாதம் 8-ந் தேதி பொதுப்பணித்துறை தலைமை என்ஜினீயர் வெளியிட்டார்.

இந்த ஒப்பந்த பணிகளை பெறுவதற்காக கடந்த ஜூன் 9-ந் தேதி ஒப்பந்த விண்ணப்பத்தை தாக்கல் செய்தேன். அன்று இந்த ஒப்பந்த பணி கேட்டு விண்ணப்பம் செய்யும் நிறுவனங்களின் தகுதி தொடர்பான ஆவணங்கள் திறக்கப்பட்டன. அதில் என்னுடைய நிறுவனம் தகுதி பெற்றது.

இதையடுத்து, பொதுப்பணித்துறை தலைமை என்ஜினீயர், ஒப்பந்த பணி தொடர்பாக உயர் கல்வித்துறை அமைச்சர் கே.பி.அன்பழகனை சந்திக்கும்படி கூறினார். இதன்படி, கடந்த 14-ந் தேதி அமைச்சர் அன்பழகனை சந்தித்தேன்.

அப்போது, ஒப்பந்த விண்ணப்பங்களை திரும்பப் பெற்றுக்கொள்ள வேண்டும் என்றும், இந்த ஒப்பந்த பணிகளை ஈரோட்டை சேர்ந்த ‘நந்தினி’ என்ற கட்டுமான ஒப்பந்த நிறுவனத்துக்கு வழங்கப்போவதாகவும் கூறினார். அந்த நிறுவனம், கட்டுமான ஒப்பந்தப் பணிக்காக நிர்ணயிக்கப்பட்ட மொத்த தொகையில் 16 சதவீதத்தை ‘கமிஷன்’ தர சம்மதித்துள்ளதாகவும், இந்த ஒப்பந்த பணியை எனக்கு வழங்கவேண்டும் என்றால், 20 சதவீத தொகையை லஞ்சமாக நான் கொடுக்கவேண்டும் என்றும் அப்படி தரவில்லை என்றால், எந்த காரணமும் கூறாமல் என் ஒப்பந்த விண்ணப்பத்தை நிராகரித்துவிடுவோம் என்றும் அவர் கூறினார்.

ஆனால், நான் லஞ்சம் கொடுக்க முடியாது என்றும், தமிழ்நாடு ஒப்பந்த பணிக்கான விதிகளில் அமைச்சருக்கு லஞ்சம் கொடுக்க வேண்டும் என்று கூறப்படவில்லை என்றும் கூறினேன்.

இதன்பின்னர், கடந்த 21-ந் தேதி தலைமை என்ஜினீயர் என்னை தொடர்பு கொண்டு, அமைச்சருக்கு லஞ்சப் பணம் கொடுத்துவிட்டாயா? என்று கேட்டார்.

அதற்கு, அரசு நிர்ணயித்த தொகையைவிட குறைவாக குறிப்பிட்டு, ஒப்பந்த விண்ணப்பம் கொடுத்துள்ளதால், அமைச்சருக்கு லஞ்சம் கொடுக்க தேவையில்லை என்று நான் கூறிவிட்டேன். இதனால், இதுவரை அந்த ஒப்பந்த புள்ளிகளை திறக்காமல், கிடப்பில் போட்டு வைத்துள்ளனர்.

அமைச்சர் லஞ்சம் கேட்டது குறித்து, கடந்த 22-ந் தேதி தமிழக கவர்னரிடம் புகார் செய்துள்ளேன். எனவே, பாலிடெக்னிக் கல்லூரி கட்டிடங்கள் கட்டுவது தொடர்பான ஒப்பந்த புள்ளி விவரங்களை திறக்கவும், அதுகுறித்து எனக்கு முன்கூட்டியே தகவல் தெரிவிக்கவேண்டும் என்றும் பொதுப்பணித்துறை தலைமை என்ஜினீயருக்கு உத்தரவிட வேண்டும்.


மேலும், இந்த ஒப்பந்த பணிகளை அமைச்சர் கே.பி.அன்பழகனிடம் ஆலோசனை செய்யாமல், 7 நாட்களுக்குள் ஒப்பந்த பணி வழங்குவதை இறுதி செய்யவும் உத்தரவிடவேண்டும்.

இவ்வாறு அதில் கூறப்பட்டுள்ளது.

இந்த மனு நீதிபதி எம்.துரைசாமி முன்பு நேற்று விசாரணைக்கு வந்தது. அப்போது அரசு தரப்பில் கூடுதல் அட்வகேட் ஜெனரல் எஸ்.டி.எஸ்.மூர்த்தி ஆஜராகி, ‘மனுதாரர் ஒப்பந்தப் பணி தொடர்பாக ஏதாவது புகார் தெரிவிக்கவேண்டும் என்றால், அரசிடம் தெரிவித்து இருக்கலாம். கடந்த 21-ந் தேதி தனக்கு ஒப்பந்த பணி வழங்கவேண்டும் என்று தலைமை என்ஜினீயருக்கு கடிதம் எழுதியுள்ளார். அதில், அமைச்சர் லஞ்சம் கேட்டார் என்று எதுவும் குறிப்பிடவில்லை. ஆனால், தமிழக அரசிடம் புகார் செய்யாமல், கவர்னரிடம் போய் புகார் செய்துள்ளார். எனவே, இந்த வழக்கை தள்ளுபடி செய்யவேண்டும்’ என்று வாதிட்டார்.

மனுதாரர் தரப்பில் ஆஜரான வக்கீல், ‘மொத்தம் ரூ.79 கோடிக்கான ஒப்பந்த பணிக்கு 16 சதவீதம் லஞ்சமாக அமைச்சர் கேட்டுள்ளார். அதாவது சுமார் ரூ.12 கோடி லஞ்சம் கேட்டுள்ளார். இதை தர மறுத்ததால், மனுதாரருக்கு இந்த ஒப்பந்த பணி கிடைக்கக்கூடாது என்ற ரீதியில் அமைச்சரும், அதிகாரிகளும் செயல்படுகின்றனர்’ என்று வாதிட்டார்.

இதையடுத்து இந்த மனுவுக்கு உயர் கல்வித்துறை அமைச்சர், செயலாளர், உயர் கல்வித்துறை ஆணையர், பொதுப்பணித்துறை தலைமை என்ஜினீயர் ஆகியோர் 3 வாரத்துக்குள் பதில் மனு தாக்கல் செய்யவேண்டும் என்று நோட்டீஸ் அனுப்ப நீதிபதி எம்.துரைசாமி உத்தரவிட்டார்.

1931 ஆம் ஆண்டு, அக்டோபர் மாதம் 15 ஆம் நாள் ஜைனுலாப்தீனுக்கும், ஆஷியம்மாவுக்கும் மகனாக இந்தியாவின் தமிழ்நாடு மாநிலத்தில், பாம்பன் தீவில் அமைந்துள்ள இராமநாதபுரம் மாவட்டத்தில் இருக்கும் ஒரு சிறிய நகராட்சியான இராமேஸ்வரத்தில் பிறந்தார். இவர் ஒரூ இஸ்லாமிய குடும்பத்தை சேர்ந்தவர்.

��இளமைப் பருவம்:

அப்துல் கலாம், இராமேஸ்வரத்திலுள்ள தொடக்கப்பள்ளியில் தனது  பள்ளிப்படிப்பை தொடங்கினார். ஆனால் இவருடைய குடும்பம் ஏழ்மையில் இருந்ததால், இளம் வயதிலே இவர் தன்னுடைய குடும்பத்திற்காக வேலைக்குச் சென்றார். பள்ளி நேரம் போக மற்ற நேரங்களில் இவர் செய்தித்தாள்கள் விநியோகம் செய்தார். இவருடைய பள்ளிப்பருவத்தில் இவர் ஒரு சராசரி மாணவனாகவே வளர்ந்தார்.

��கல்லூரி வாழ்க்கை:

தன்னுடைய பள்ளிப்படிப்பை முடித்தபிறகு, திருச்சிராப்பள்ளியிலுள்ள “செயின்ட் ஜோசப் கல்லூரியில்” இயற்பியல் பயின்றார். 1954ஆம் ஆண்டு, இயற்பியலில் இளங்கலை பட்டம் பெற்றார். ஆனால், இயற்பியல் துறையில் ஆர்வம் இல்லை என உணர்ந்த இவர், 1955 ஆம் ஆண்டு தன்னுடைய “விண்வெளி பொறியில் படிப்பை” சென்னையிலுள்ள எம்.ஐ.டி-யில் தொடங்கினார். பின்னர் அதே கல்லூரியில் முதுகலைப் பட்டமும் பெற்றார்.

��விஞ்ஞானியாக ஏ.பி.ஜே அப்துல் கலாம்:  

1960 ஆம் ஆண்டு வானூர்தி அபிவிருத்தி அமைத்தல் பிரிவில் (DRDO) விஞ்ஞானியாக தன்னுடைய ஆராய்ச்சி வாழ்க்கையைத் தொடங்கிய அப்துல் கலாம், ஒரு சிறிய ஹெலிகாப்டரை இந்திய ராணுவத்திற்காக வடிவமைத்து கொடுத்தார். பின்னர், இந்திய விண்வெளி ஆராய்ச்சி கூடத்தில் (ISRO) தனது ஆராய்ச்சிப்பணிகளைத் தொடர்ந்த அவர், துணைக்கோள் ஏவுகணைக் குழுவில் (SLV) செயற்கைக்கோள் ஏவுதலில் முக்கிய பங்காற்றினார். 1980 ஆம் ஆண்டு SLV -III ராக்கெட்டைப் பயன்படுத்தி ரோகினி-I என்ற துணைக்கோளை வெற்றிகரமாக விண்ணில் ஏவச்செய்தார். இது அவருக்கு மட்டுமல்லாமல், இந்தியாவிற்கே ஒரு சாதனையாக அமைந்தது.  இத்தகைய வியக்கதக்க செயலைப் பாராட்டி மத்திய அரசு இவருக்கு 1981 ஆம் ஆண்டு இந்தியாவின் மிகப் பெரிய விருதான “பத்ம பூஷன்” விருது வழங்கி கௌரவித்தது.  1963 ஆம் ஆண்டு முதல் 1983 ஆம் ஆண்டு வரை, இந்திய விண்வெளி ஆராய்ச்சி கூடத்தில் பல பணிகளை சிறப்பாக செய்த இவர், 1999 ஆம் ஆண்டு “பொக்ரான் அணு ஆயுத சோதனையில்” முக்கிய பங்காற்றியுள்ளார். இந்தியாவை அணு ஆயுத வல்லரசாக மாற்றிய ஏ.பி.ஜே அப்துல் கலாம், இதுவரை ஐந்து ஏவுகணை திட்டங்களில் பணிபுரிந்துள்ளார். அவர், அனைவராலும் இந்திய ராணுவ ராக்கெட் படைப்பின் பிதாவாக போற்றப்படுகிறார்.

குடியரசுத் தலைவராக ஏ.பி.ஜே அப்துல் கலாம்:  

2002 ஆம் ஆண்டு நடந்த குடியரசுத் தலைவர் தேர்தலில் வெற்றி பெற்று, இந்தியாவின் 11 வது குடியரசு தலைவராக ஜூலை 25 ஆம் நாள் 2002 ல் பதவியேற்றார். குடியரசு தலைவராவதற்கு முன், இந்தியாவின் மிகப்பெரிய விருதான “பாரத ரத்னா விருது” மத்திய அரசு இவருக்கு வழங்கி கௌரவித்தது. மேலும், “பாரத ரத்னா” விருது பெற்ற மூன்றாவது குடியரசு தலைவர் என்ற பெருமையைப் பெற்றார். 2007 ஆம் ஆண்டு வரை குடியரசுத் தலைவராக இருந்த இவர் “மக்களின் ஜனாதிபதி” என்று அனைவராலும் அன்போடு அழைக்கப்பட்டார். 2007 ஆம் ஆண்டு குடியரசுத் தேர்தலில் மீண்டும் போட்டியிட நினைத்த கலாம், பிறகு பல காரணங்களால் அந்த தேர்தலில் போட்டியிட போவதில்லை என முடிவு செய்து விலகினார்.

��மரணம்:

அப்துல் கலாம் அவர்கள் ஜூலை 27, 2015 ஷில்லாங்கில் உள்ள இண்டியன் இன்ஸ்டிடியூட் ஆஃப் மேனேஜ்மென்ட்டில் மேடையில் பேசிக்கொண்டிருந்தபோதே மயங்கி விழுந்து மறித்தார்.

1. தாய்மொழியான தமிழ் வழியில் கல்வி பயின்று, அறிவியல் துறையில் உலக சாதனைகள் செய்தவர் அப்துல் கலாம்.

2. இந்திய ஜனாதிபதிகளில் மிக, மிக எளிமையாக இருந்தவர் இவர் ஒருவரே. ஜனாதிபதி மாளிகையில் சைவ உணவுகள் மட்டுமே சாப்பிட்ட ஒரே ஜனாதிபதி இவர்தான்.
3. நாடெங்கும் பட்டி தொட்டிகளில் படிக்கும் மாணவ – மாணவிகளிடம் கூட நாட்டின் மீது தேசப்பற்று ஏற்பட செய்தவர். ஒரு அரசாங்கம் செய்ய வேண்டிய பணியை ‘‘மாணவர்களே கனவு காணுங்கள்’’ என்று சொல்லி மாணவர்கள் மத்தியில் புரட்சியை ஏற்படுத்தியவர்.

4. நாட்டுக்கு சேவை செய்ய வேண்டும் என்பதற்காக பெருந்தலைவர் காமராஜர் திருமணம் செய்து கொள்ள மறுத்தார். அதுபோல திருமணம் செய்தால் அறிவியல் வளர்ச்சிப் பணிகளில் முழுமையாக ஈடுபட முடியாது என்று திருமணம் செய்ய மறுத்தார் அப்துல் கலாம்.

5. இவரது வாழ்க்கையின் ஒவ்வொரு வினாடியும் காந்திய கொள்கைகளை பிரதிபலித்தது.

6. மாணவ, மாணவிகளைப் பார்த்ததும் அவர் பூரித்துப் போவார். அவர்கள் அருகில் சென்று பேசாமல் இருக்க மாட்டார்.

7. ஜனாதிபதியாக இருப்பவர்கள் இப்படித்தான் இருக்க வேண்டும் என்று எழுதப்படாத சில மரபுகள் இருந்தன. பதவியேற்ற முதல் நாளே அந்த மரபுகளை உடைத்தவர் அப்துல் கலாம்.

8. ‘‘அக்னிச் சிறகுகள்’’ எனும் நூல் அப்துல் கலாமின் சுய சரிதையாக வெளி வந்துள்ளது.

9. அப்துல் கலாம் நிறைய கவிதைகள் எழுதியுள்ளார். அந்த கவிதைகளின் வரிகள் ஒவ்வொன்றும் வாழ்க்கைக்கு வழிகாட்டும் வார்த்தைகளாக உள்ளன.

10. அப்துல் கலாம் தன்னடகத்தின் உச்சமாக திகழ்ந்தவர். அவரைப் போன்று பணிவான மனிதர்களை காண்பது அரிது என்று உலக தலைவர்களே வியந்துள்ளனர்.

11. நான் என்ற அகந்தை எண்ணம் அவரிடம் துளி அளவு கூட இருந்ததில்லை. சிறு வயது முதல் வாழ்நாளின் இறுதி வரை அமைதியானவர், அன்பானவர் என்ற பாதையில் இருந்து அவர் விலகாமலே இருந்தார்.

12. ‘‘நான் யார் தெரியுமா’’ என்ற ரீதியில் அவர் ஒரு நாள் கூட செயல்பட்டதில்லை. ஒரு தடவை அவர் வெளிநாடு சென்றிருந்த போது விமான நிலைய அதிகாரிகள் அவர் அணிந்திருந்த கால் ஷூ–வை அகற்றி சோதித்த போது, சிரித்துக் கொண்டே முழு ஒத்துழைப்புக் கொடுத்தார்.

13. எந்த ஒரு இடத்திலும் தன்னை முன்னிலைப்படுத்தி பரபரப்பு ஏற்படுவதை அவர் ஒரு போதும் விரும்பமாட்டார். ஜனாதிபதியாக இருந்த போது ஒரு நாள் டெல்லி ஜும்மா மசூதிக்கு தொழ சென்ற அவர் இடம் நெருக்கடி காரணமாக கடைசி வரிசையில் கூட்டத்தோடு கூட்டமாக நின்று இறைவனை தொழுதது குறிப்பிடத்தக்கது.

14. எந்த அளவுக்கு அவர் தன்னடக்கம் கொண்டிருந்தாரோ, அதே அளவுக்கு அவர் தன்னம்பிக்கையிலும் உச்சத்தில் இருந்தார். ‘‘நீ முயன்றால் நட்சத்திரங்களையும் பறிக்கலாம்’’ என்று அடிக்கடி கூறுவார்.

15. இந்திய அரசியல்வாதிகளிடம் இவர் அடிக்கடி உதிர்த்த வார்த்தை – ‘‘தொழில் நுட்பத்தில் கவனம் செலுத்துங்கள். அது தான் நம் மக்களின் வாழ்க்கைத் தரத்தை உயர்த்தும்’’

16. உலகத் தலைவர்களில் அப்துல் கலாம் அளவுக்கு இளைய சமுதாயம் எழுப்பிய கேள்விகளுக்கு இதுவரை யாருமே உன்னதமான பதில்களை அளித்ததில்லை.

17. அப்துல் கலாமிடம் ஒரு தடவை ஒரு மாணவி ‘‘நல்ல நாள், கெட்ட நாள் எது?’’ என்று கேட்டாள். அதற்கு அப்துல் கலாம், ‘‘பூமி மீது சூரிய ஒளிபட்டால் அது பகல். படா விட்டால் இரவு. இதில் நல்லது கெட்டது என்று எதுவும் இல்லை’’ என்றார்.

18. அப்துல் கலாம் மிகப்பெரிய உறவு, நட்பு வட்டாரத்தைக் கொண்டவர். ஆனால் தனது அதிகாரத்தை தவறாக பயன்படுத்தி அவர் யார் ஒருவருக்கும், எதற்கும் சிபாரிசு செய்ததே இல்லை.

19. ஜனாதிபதியாக பதவி வகித்த காலத்தில் கூட, அந்த மாத சம்பளத்தை வாங்கி அதில் ஒரு பகுதியை தன் குடும்பத்துக்கு அனுப்புவதை அப்துல் கலாம் வழக்கத்தில் வைத்திருந்தார்.

20. அப்துல் கலாமின் நெருங்கிய உறவினர்கள் எல்லாம் இன்றும் நடுத்தர வர்க்க வாசிகளாகவே உள்ளனர். அப்துல் கலாமின் கறை படாத நேர்மைக்கு இது ஒன்றே சிறந்த எடுத்துக்காட்டு.

21. அப்துல் கலாம் எந்த ஒரு காலக்கட்டத்திலும், எந்த ஒரு பதவியையும் எதிர்பார்க்காதவர். ஜனாதிபதி வேட்பாளராக அவர் பெயர் அறிவிக்கப்படுவதற்கு சற்று முன்பு வரை அவர் தன் விரிவுரையாளர் பணியில் சுறுசுறுப்பாக இருந்தார்.

22. அப்துல் கலாம் இளம் வயதில் விமானி ஆக வேண்டும் என்று ஆசைப்பாட்டார். அது கிடைக்காததால் பாதுகாப்புத்துறை தொழில் நுட்ப படிப்பைத் தேர்வு செய்தார்.

23. அனைத்து வளங்களும் நிறைந்த இந்தியா 2020–ம் ஆண்டில் உலகின் வளர்ந்த 5 நாடுகளில் ஒன்றாக திகழும் என்று பல ஆண்டுகளுக்கு முன்பே சொல்லி இந்தியர்களிடம் உற்சாகத்தை ஏற்படுத்தினார்.

24. திருச்சி செயிண்ட் ஜோசப் கல்லூரியில் 1954–ம் ஆண்டு பி.எஸ்.சி படித்த அப்துல் கலாம் அந்த பட்டத்தை வாங்காமல் விட்டு விட்டார். 48 ஆண்டுகளுக்கு பிறகு அதை கேட்டுப் பெற்றார்.

25. யாழ்ப்பாணத்தை சேர்ந்த கனகசுந்தரம் என்ற சன்னியாசியிடம் அப்துல் கலாம் ஆங்கிலம் கற்றுக் கொண்டார்.

26. ராமேசுவரம் மாவட்ட கல்விக் கழக பள்ளி அறிவியல் ஆசிரியர் சிதம்பரம் சுப்பிரமணியத்திடம் இருந்துதான் அறிவியல் ஆர்வத்தை கலாம் பெற்றார்.

27. அப்துல் கலாமின் நீண்ட நாள் காலை உணவு ஒரே ஒரு ஆப்பம். ஒரு தம்ளர் பால். வேறு எதையும் சாப்பிட மாட்டார்.

28. அப்துல் கலாமிடம் ஒரு பழமையான வீணை உண்டு. எப்போதாவது நேரம் கிடைத்தால் அந்த வீணையை வாசிப்பார்.

29. சிறு வயதில் கிணற்றுக்குள் கலாம் கல்லைத் தூக்கிப் போட்டார். அதில் இருந்து குமிழ், குமிழாக வந்தது. அது ஏன் வருகிறது என்று அப்துல் கலாம் கேட்டார். அவர் கேட்ட முதல் அறிவியல் கேள்வி இது தான்.

30. ராமேஸ்வரத்தில் உள்ள லட்சுமணத் தீர்த்தத்தில் தை மாதம் விழா நடத்தும் போது அப்துல் கலாம் குடும்பத்தினருக்கு ‘‘சந்தனப்பாடி’’ என்று ஒரு மரியாதை கொடுத்தனர். அந்த அளவுக்கு அப்துல் கலாம் குடும்பத்தினருக்கும் இந்துக்களுக்கும் நெருக்கம் இருந்தது.

31. அப்துல் கலாமுக்கு மிகுந்த இசை ஞானம் உண்டு. தியாகராஜ கீர்த்தனைகளில் சில கிருதிகளை அவர் தெரிந்து வைத்திருந்தார்.

32. 1950–களில் திருச்சி ஜோசப் கல்லூரியில் படித்த போது அசைவம் சாப்பிட்டால் அதிகம் செலவாகிறது என்று அசைவம் சாப்பிடுவதை நிறுத்தினார். பிறகு அதுவே நிரந்தரமாகிப் போனது.

33. 1998–ம் ஆண்டு மே மாதம் 11–ந் தேதி பொக்ரானில் இந்தியா அணுகுண்டு சோதனை நடத்தி உலக அரங்கில் தன்னை வல்லரசாக அறிவித்தது. இதற்கு அடித்தளம் அமைத்தவர் அப்துல் கலாம்தான்.

34. 1958–ல் மத்திய அரசின் பாதுகாப்புத் துறையில் அப்துல்கலாம் வேலைக்கு சேர்ந்த போது அவருக்கு மாத சம்பளமாக ரூ.250 வழங்கப்பட்டது.

35. இந்திய ராணுவத்தில் உள்ள திரிசூல், அக்னி, பிருத்வி, நாக், ஆகாஷ் அகிய ஏவுகணைகள் அப்துல் கலாம் திட்ட இயக்குனராக இருந்த போது வடிவமைக்கப்பட்டு வந்தவையாகும்.

36. இந்தியாவுக்காக இவர் கண்டம் விட்டு கண்டம் பாயும் ஏவுகணையை உருவாக்கிய போது அமெரிக்கா உள்பட பல நாடுகள் இவரை ஆச்சரியத்துடனும், மிரட்சியுடனும் பார்த்தன.

37. போலியோ நோயாளிகளுக்கான எடை குறைந்த ஊன்றுகோல் மற்றும் இருதய நோயாளிகளுக்கான எடை குறைந்த ஸ்டெண்ட் கருவி ஆகியவை இவர் கண்டு பிடித்தவையாகும். அந்த ஸ்டெண்டுக்கு ‘‘கலாம் ஸ்டெண்டு’’ என்றே பெயராகும்.

38. தமிழ் இலக்கியங்கள் அனைத்தையும் அப்துல் கலாம் படித்துள்ளார். குறிப்பாக திருக்குறளை கரைத்து குடித்திருந்தார் என்றே சொல்லலாம்.

39. இவர் எழுதிய ‘‘எனது பயணம்’’ என்ற கவிதை நூல் ஆங்கிலத்தில் மொழி மாற்றம் செய்யப்பட்டுள்ளது.

40. எப்போதும் சுறுசுறுப்பாக இருப்பது இவரது பழக்கம். ஒரு நாளைக்கு 18 மணி நேரம் கூட உழைப்பதற்கு தயங்க மாட்டார்.

41. குடிப்பழக்கம், ஊழல், வரதட்சணை போன்ற 5 தீய பழக்கங்களை கைவிட நாம் ஒவ்வொருவரும் சபதம் எடுத்துக் கொள்ள வேண்டும் என்று டெல்லி காந்தி சமாதியில் எழுதி வைக்க அப்துல் கலாம் அறிவுறுத்தி அதை அமல்படுத்தினார்.

42. இந்திய பாதுகாப்புத்துறையின் ஆய்வுக்கு முதலில் வெளிநாட்டு கருவிகள், பொருட்கள் பயன்படுத்தப்பட்டன. அவற்றை நிறுத்தி விட்டு முழுக்க, முழுக்க உள்நாட்டு பொருட்கள் மூலம் ஆய்வு பணிகளை அப்துல் கலாம் செய்ய வைத்தார்.

43. அப்துல் கலாம் ஒரு போதும் நன்றி மறக்காதவர். தனது ஆசிரியர்கள், நண்பர்கள், உதவி செய்தவர்கள் என அனைவரையும் அடிக்கடி நினைவுப்படுத்தி பேசுவார்.

44. அப்துல் கலாமிடம் நகைச்சுவை உணர்வு அதிகம் உண்டு. நெருக்கடியான சமயங்களில் கூட அவர் நகைக்சுவையை வெளிப்படுத்த தயங்கியதில்லை.

45. இளைஞர்கள் ஒழுக்கமாக இருக்க வேண்டும் என்று அப்துல் கலாம் மிகவும் விரும்பினார். ஒரு தடவை மைசூரில் நடந்த விழாவில் அவர் பேசுகையில், ‘‘இந்தியாவில் உள்ள ஒவ்வொரு இளைஞனுக்கும் கட்டாயம் 2 ஆண்டுகள் ராணுவ பயிற்சி அளிக்க வேண்டும்’’ என்றார்.

46. பணம், வயது, சாதி, இனம், மதம், மொழி என்பன போன்றவற்றில் கலாம் வேறுபாடு பார்த்ததே இல்லை. இந்த அரிய குணத்தை அவர் தம் தந்தையிடம் இருந்து பழக்கத்தில் பெற்றார்.

47. அப்துல் கலாம் தினமும் திருக்குரான் படிக்கத் தவறியதில்லை. அதில் அவருக்கு பிடித்த வரிகள் எவை தெரியுமா?. ‘‘இறைவா! உன்னையே நாங்கள் வணங்குகிறோம். உன்னிடமே நாங்கள் உதவியும் தேடுகிறோம்’’ எனும் வரிகளாகும்.

இந்த வரிகள், என்னுடைய எல்லா சோதனை நாட்களிலும் என்னை கரை சேர்த்த வைர வரிகள் என்று அப்துல் கலாம் குறிப்பிட்டுள்ளார்.

48. சென்னை மூர் மார்க்கெட்டில் உள்ள ஒரு பழைய புத்தகக் கடைகளில் 1950–களில் அப்துல் கலாம், ‘‘த லைட் பிரம் மெனி லேம்பஸ்’’ என்ற புத்தகத்தை வாங்கினார். கடந்த 60 ஆண்டுக்கும் மேலாக அதை அவர் பொக்கிஷமாக வைத்திருந்தார்.

49. அறிவியல் தொழில் நுட்பத்துக்கு மிகவும் உதவும் பெரிலியம் தாது பொருளை வெளிநாடுகள் இந்தியாவுக்கு தர மறுத்தன. உடனே இதுபற்றி கலாம் ஆய்வு செய்தார். இந்தியாவின் பல பகுதிகளில் பெரிலியம் மண்ணில் அதிக அளவில் கலந்து இருப்பதை கண்டுபிடித்தார்.

இதைத் தொடர்ந்து பெரிலியம் மணல் கலவையை வெளிநாடுகளுக்கு ஏற்றுமதி செய்வதை தடுத்தார். இதனால் அதிர்ச்சி அடைந்த உலக நாடுகள் பிறகு போட்டி போட்டு இந்தியாவுக்கு பெரிலியம் கொடுத்தன.

Iranian students seek action against dental college

COIMBATORE: Ten Iranian nationals on Tuesday petitioned the superintendent of police seeking action against the RVS Dental College and Hospital at Kannampalayam near Sulur for failing to return Rs 2 crore they had paid as fee.

Hamidreza Zare from Marvdasht in Iran and nine other students were admitted for BDS course for the academic year of 2016 -2021. Their course began in September 2016. In a petition submitted to SP Pa Moorthy on Tuesday, they said the college authorities demanded them to pay the admission and course fee of Rs 2,00,45,500, which they did.

Meanwhile, they received a letter from the registrar of Tamil Nadu Dr MGR Medical University, Chennai on November 19, 2016. "The letter stated that we were discharged from the course. When we enquired about the communication, we were informed to continue the course without any disturbance and the private college management would challenge the discharge letter before the court and it will be sorted out within two months. We were preparing for examination and suddenly we were asked not to attend the class from April 2017," said Hamidreza Zare.

Following this, the students demanded the college management to refund their fee amount and the college too promised to refund. "We repeatedly requested the college management to refund our amount. However, now we came to know that the management is not ready to give back and we are forced to go to our country without any money," he added.

When contacted, college authorities said that as per Neet criteria, foreign nationals don't need to appear for Neet. But based on the apex court order, the Dental Council of India is pressurising colleges to admit the students who had taken Neet. The private college managements challenged in the apex court and the final hearing will come up on August 11. Based on the court's order, the college management will act.

Absence of photocopies puts engg. seat aspirants in a fix

Hundreds of engineering students in Coimbatore, who had planned to apply for revaluation, appeared to have lost the chance this time, as the deadline ended on Wednesday. The students could not apply because they did not get in time the photocopies of answer scripts they wanted re-evaluated.
The Anna University procedure is that students first apply for photocopies, assess them and then in consultation with the staff concerned, head of the department and principal apply for revaluation. This year, given the increase in failures, more students than last year applied for photocopies of answer papers.

Principals of engineering colleges The Hindu spoke to said the number of students who had failed in examinations conducted in April/May this year in colleges affiliated to the University (not autonomous institutions) had seen a 20% to 30% increase compared to last semester.
This had forced the students to apply for revaluation.

Speaking on condition of anonymity, the principals said the number of students who had applied for photocopies could be around 30,000. Sources in the Anna University regional centre too confirmed the number.

Safely assuming that each of the students had applied for photocopies for one subject, the number of photocopies was for 30,000 answer papers and if each answer script was to have a minimum of 10 pages, it was three lakh pages, they said.

It could be the reason for Anna University finding it difficult to furnish the photocopies on time, the sources in the regional centre said and added that they had written to the Anna University in Chennai for extension of time for revaluation.

HC directs deaf and dumb school to issue TC to students

The Madras High Court has ordered the management of the Tirupur Deaf and Dumb School at Kothapalayam in Coimbatore to issue transfer certificates to the students on Wednesday, said P. Chandrasekar, the District Differently-abled Officer.

Speaking to The Hindu over phone from Chennai, he said the order copies will reach the District Administration only on Thursday. Already four students had taken transfer certificate and got admitted in another school and parents of eight students are expected to visit the school to get the TC for their wards.

It is expected that the entire students of the school might be shifted to Corporation School for Deaf and Dumb and a few other recognised schools run by NGOs in the city in a day or two, officials in the Department of Differently-abled Welfare and District Child Protection Office said.

After a complaint lodged by one of the staff members of the school on sexual harassment, the correspondent of the Tirupur Deaf and Dumb School K. Murugasamy (57) and four staff were arrested and remanded on May 9 by the Karumathampatty police. The recognition given to the School was cancelled on June 15 by the Commissioner for the Department of Differently-abled Welfare.

Mr. Murugasamy was managing schools for special children at Veerapandi and Kothapalayam villages in Tirupur district and at Semmandampalayam in Coimbatore.

The Directorate of Medical Education is considering preparing two merit lists — one based on National Eligibility cum Entrance Test (NEET) and the other following the usual procedure of allotting seats based on aggregate marks in class 12.

The proposal follows prolonged litigation regarding the admission process and the State government’s effort to get Presidential assent for its Bills to exempt the State from NEET.
Officials said the medical education department was in the process of preparing a merit list based on NEET following the earlier court order. Since the government was positive that it would get exemption from NEET, the officials have begun preparing a new list based on class 12 marks. “Time is short and parents and students are anxious. We must be prepared if the court asks us to release the list, so we did not want to leave anything to chance,” said an official.

End in sight

This year, more number of students from other States have applied. “We have applicants who have nativity certificate from the State but have studied elsewhere. These students are from the CBSE stream or from other boards. We have received over 4,000 applications from students from other boards,” said G. Selvarajan, secretary of the selection committee.

As many as 27,481 candidates under the State Board stream have applied for medicine. On whether the department would be able to start counselling immediately, he said, “It would take a few days as we would have to send messages to all the students. We should be able to complete the entire process in just four days,” he added.

Meanwhile, a team of health department officials including the health minister C. Vijaya Baskar and health secretary J. Radhakrishnan are expected to return to New Delhi on Thursday for further discussions. The State government is hopeful that a solution to the crisis, one that the State would like, involving putting NEET on the back burner this year, will be forthcoming on Thursday.
The team had discussions with the Attorney General on the various possibilities on Wednesday. Officials however are unwilling to say much about the outcome of the discussion.

Three medical colleges in Karnataka cannot admit students this year.
They are Kanachur Institute of Medical Sciences and Research Centre in Mangaluru, Akash Institute of Medical Sciences and Research Centre in Devanahalli, and Sambharam Institute of Medical Sciences and Research in Kolar. Three other colleges have not received permission to enhance the number of seats.

A candidate who had passed all examinations in their first appearance in all the courses of all the eight semesters within five years (currently it is four years), has full attendance record in all semesters, and maintains a CGPA of not less than 8.50 throughout would be awarded ‘first class with distinction’.
The rule for first class has not been changed. Candidates who complete the course work within six years with a CGPA of 7.00 would be awarded ‘first class’.

The academic council which met on Wednesday had deliberated on relative grading but the University had decided to introduce one change at a time, Ms. Geetha said.Students who are admitted this year would have the advantage of advancing heir courses in the final semester to the sixth and seventh semester provided they have no current arrears and maintain a CGPA of 7.50. “This would allow students to spend their final semester of six months in project work in industry or research organisations,” she added.

New courses introduced
Based on the guidelines issued by the All India Council for Technical Education, the University has introduced new categories of courses in humanities and social sciences; basic sciences; engineering sciences; professional core; and professional electives.

The University will also offer open electives, courses from other branches of BE/B Tech, which a student can choose from a list specified in the curriculum.
Candidates will be offered a set of employability enhancement courses such as internship, participation in seminars, professional practices, summer project, case study and industrial/practical training as part of the curriculum.

A set of value added courses has also been introduced. The courses will be listed in the mark list with a grade.

These courses should be in addition to the total credit requirement prescribed in the curriculum required for a degree. The courses should not include areas already covered as core or elective.
Students may take one online course from the list approved by the Centre for Academic courses. Students will be evaluated through end-semester exams that will be conducted by Anna University.
Students would be allowed to register only for 36 credit hours in the third year (5th and 6th semester); including the courses they may have failed.

Medical, dental seat allotment process postponed

It follows HC order to admit OCI category students to institutional seats

The Medical Education Department on Wednesday night decided to postpone the ongoing seat allotment process for all medical and dental seats as the Karnataka High Court, in the afternoon, directed the authorities to admit students belonging to Overseas Citizens of India (OCI) category to institutional seats.

With this, all students will now get an opportunity to redo their option entry.

V. Manjula, Additional Chief Secretary, Medical Education Department, said the publication of results of the first round will now be on July 29.

She said all candidates will also be given the opportunity to change their options till 7 p.m. on July 28.

A total of 8,698 seats — 6,390 medical and 2,308 dental seats — were to be allotted using the National Eligibility cum Entrance Test (NEET) ranks through the common counselling process, which was scheduled to take place on Wednesday.

As many as 36,591 students from Karnataka and 20,071 from outside the State are vying for seats.
According to the calendar of events, the first round of allotment of seats for medical and dental colleges was to be announced on Wednesday afternoon by the Karnataka Examinations Authority.
The decision was taken after Medical Education Minister Sharanprakash Patil met with department officials.

However, this has caused much anxiety among students.

Another cause for concern is the July 31-deadline to complete the engineering admissions as per the Supreme Court order.

Woman finds dead lizard in veg biryani served on train

A dead lizard was found in the vegetarian biryani served to a passenger onboard Delhi-bound Poorva Express on Tuesday. This comes barely a week after Comptroller and Auditor General (CAG) said in its audit report that food served by the railways to its passengers is unfit for consumption. The catering contract of the train has been terminated and a report sent to higher railway authorities for further action.

The shocking negligence by railway authorities came to light soon after the passenger posted a tweet about it to railway minister Suresh Prabhu. Alerted by the tweet, railway authorities swung into action when the train reached Mughalsarai station of East Central Railway (ECR) in Chandauli district on Tuesday night.

Mughalsarai divisional railway manager (DRM) Anup Kumar and other se nior railway officials met the passenger late on Tuesday and took a first-hand account. They also gathered feedback from other passengers regarding quality of the catering service and the food served on the train. A report was forwarded to the railway ministry.

Earlier, Danapur DRM had met the passenger at Danapur station. The passenger was medically examined and medicines were given to her as she had reported feeling sick after eating the biryani.
“The passenger was provided medicine after proper health check up at Danapur.Lizard in meal is a very serious matter and is directly related to people's health,“ said Kumar.
