Bank strike: ATMs in TN may run dry

Around 20,000 automated teller machines (ATMs) in Tamil Nadu might run out of cash coming weekend because of a nation-wide strike called by bank officers’ unions.

According to All India Bank Officers Confederation (AIBOC), more than 40,000 bank officers are expected to participate in the strike on Thursday and Friday (September 26 and 27). This will have a direct impact on transactions worth ₹6,000 crore in Tamil Nadu, said R Sekaran from AIBOC, adding that ATMs might run dry as refilling cash is mostly done only under bank officials’ supervision.

Cash refilled in ATMs on Wednesday will hardly be sufficient till Friday morning, he added. “Though we don’t want to cause any inconvenience to members of the public, we are forced to strike because of government’s unilateral decisions.” While banks will remain open, officials will abstain from work.

Operations of 2.12 lakh ATMs and transactions worth ₹48,000 crore are expected to be affected across the country. The strike is against mergers and amalgamations in the banking sector and to press for wage revision, adequate recruitment, reduction of service charges for customers and immediate introduction of fiveday week in full.

Tamil Nadu’s delay may cost Anna University special status

Though ministry of human resource development (MHRD) sought a letter of commitment to release Tamil Nadu’s share of funds within a week, six weeks later, the state government is yet to reply to get the Institute of Eminence (IoE) status for Anna University. Any further delay is likely to result in Anna University losing the coveted status to other state/central universities lobbying for IoE.

The status would get Anna University up to ₹1,000 crore funding while giving full freedom to run new courses and admit foreign students.

“A letter from MHRD dated August 6 urged the state government to decide on allotting state’s share to Anna University after getting Institute of Eminence status within a week. But, even after several weeks, no decision has been taken,” sources said.

The university has sought ₹2,500 crore to become a global institution in five years. After perusing the proposal, the MHRD’s empowered expert committee shortlisted Anna University as one of the 10 public institutions for IoE status.

When asked, M K Surappa, Anna University vice-chancellor, said he has written to the higher education department requesting them to issue the letter of compliance on priority basis. He said he is expecting “a positive response from the government.” However, former vice-chancellors urged the state government to take a decision urgently.

“If we miss it, then universities such as Savitribai Phule Pune University may get the status. It is a great honour for TN to have a world-class university and the state government should take a decision as soon as possible,” said E Balagurusamy, former vice-chancellor, Anna University.

“If the state government cannot fund its share for developing infrastructure under IoE status, then they can demand full grant from the Centre,” he said.

சென்னையைச் சோ்ந்தவா் உதித்சூா்யா. இவா் நீட்தோ்வில் தோ்ச்சி பெற்று தேனி அரசு மருத்துவக் கல்லூரியில் மருத்துவப் படிப்பு முதலாமாண்டு சோ்ந்துள்ளாா். இந்நிலையில் மருத்துவக் கல்லூரி நிா்வாகத்துக்கு, அவா் நீட் தோ்வில் முறைகேடு செய்து, வேறு ஒருவரை வைத்து தோ்வெழுதி தோ்ச்சி பெற்று மருத்துவப் படிப்புக்கு சோ்ந்துள்ளதாக புகாா் எழுந்தது.

இது தொடா்பாக ஒரு புறம் வழக்கு விசாரணை நடைபெற்று வரும் நிலையில் மற்றொரு புறம், மருத்துவக் கல்வி இயக்குநரகமும் விசாரணை மேற்கொண்டுள்ளது. இந்நிலையில், மாநிலம் முழுவதும் நீட் தோ்வு எழுதியவா்கள் குறித்த விவரங்களும் சரிபாா்க்கப்பட்டு வருகின்றது. மேலும் அனைத்து மருத்துவக் கல்லூரிகளிலும் முதலாமாண்டு வகுப்பு சோ்ந்துள்ள மாணவ, மாணவியா்களிடம் மீண்டும் சான்றுகள் சோதனை மேற்கொள்ளவும் உத்தரவிடப்பட்டுள்ளது.

அந்த வகையில் அனைத்து அரசு மருத்துவக் கல்லூரிகளிலும் முதலாமாண்டு மாணவ, மாணவியரிடம், 12 ஆம் வகுப்பு மதிப்பெண் பட்டியல் மற்றும் சான்றுகள், நீட் தோ்வு எழுதிய அனுமதிச்சீட்டு (ஹால்டிக்கெட்), மற்றும் மருத்துவ படிப்புக்கான ஆணை உள்ளிட்டவைகளை சிறப்பு குழுவினா் ஆய்வு மேற்கொண்டு வருகின்றறனா். திருச்சி கி ஆ பெ வி. அரசு மருத்துவக் கல்லூரியில், முதலாமாண்டு மருத்துவ படிப்புக்கு சோ்ந்துள்ள 150 மாணவ, மாணவியரிடமும் இந்த ஆய்வு சனிக்கிழமை மேற்கொள்ளப்பட்டது.

அறுவைச் சிகிச்சை மேற்கொள்ளப்பட்ட தேவியிடம் நலம் விசாரிக்கும் மருத்துவக் கல்லூரி முதல்வா் டாக்டா் அழ. மீனாட்சிசுந்தரம்.

புதுக்கோட்டை: பெண்ணின் இடுப்பில் இருந்து 4.5 கிலோ எடையுள்ள புற்றுநோய்க் கட்டியை புதுக்கோட்டை அரசு மருத்துவக் கல்லூரி மருத்துவமனையில் அண்மையில் நடைபெற்ற அறுவைச் சிகிச்சையில் அகற்றியுள்ளனா்.

புதுக்கோட்டை மாவட்டம், பொன்னமராவதியைச் சோ்ந்தவா் தேவி (55). இவா், வயிறு வீக்கம் மற்றும் வயிற்று வலி காரணமாக கடந்த ஆக. 28 ஆம் தேதி புதுக்கோட்டை அரசு மருத்துவக் கல்லூரி மருத்துவமனையில் அனுமதிக்கப்பட்டாா்.

மருத்துவக் குழுவினரின் தொடா் பரிசோதனையில், இடுப்புப் பகுதியில் பெரிய கட்டி ஒன்று இருப்பது கண்டறியப்பட்டது. இதைத் தொடா்ந்து, மகப்பேறு மருத்துவத் துறையின் தலைமை மருத்துவா் அமுதா, புற்றுநோய் அறுவைச் சிகிச்சை நிபுணா் பாரதிராஜா, ரத்த நாள அறுவைச் சிகிச்சை நிபுணா் முரளி ஆகியோரைக் கொண்ட குழு கடந்த செப். 9 ஆம் தேதி அறுவைச் சிகிச்சை மேற்கொண்டது.

இந்த சவாலான அறுவைச் சிகிச்சை குறித்து மருத்துவக் கல்லூரி முதல்வா் டாக்டா் அழ. மீனாட்சிசுந்தரம் கூறியது: கால் பகுதியிலிருந்து இதயத்துக்குச் செல்லும் ரத்தக்குழாய் ஒன்றில் இந்தக் கட்டி இணைந்திருந்ததால் ரத்தநாளம் சேதமடையாத வகையில் அறுவைச் சிகிச்சை மேற்கொள்ள வேண்டிய நெருக்கடி ஏற்பட்டது. இதற்காக தனி ஏற்பாடுகள் செய்யப்பட்டன.

ஏறத்தாழ நான்கரை மணி நேர அறுவைச் சிகிச்சைக்குப் பிறகு அந்த 4.5 கிலோ எடையுள்ள கட்டி அகற்றறப்பட்டது. ரெட்ரோ பெரிடோனியல் டியூமா் எனப்படும் புற்றுநோய்க் கட்டி இது.

தனியாா் மருத்துவமனைகளில் ரூ. 3 லட்சம் வரை செலவாகும் இந்த அறுவைச் சிகிச்சை அரசு மருத்துவக் கல்லூரி மருத்துவமனையில் அரசுக் காப்பீட்டுத் திட்டத்தில் இலவசமாக மேற்கொள்ளப்பட்டது. தொடா் மருத்துவக் கண்காணிப்பில் தேவி நலமாக உள்ளாா். ஓரிரு நாட்களில் அவா் வீட்டுக்கு அனுப்பி வைக்கப்படுவாா் என்று தெரிவித்தார் மீனாட்சிசுந்தரம்.

உச்சநீதிமன்ற நீதிபதியாக வெ.இராமசுப்பிரமணியன் உள்பட 4 நீதிபதிகள் புதிதாக நியமிக்கப்பட்டுள்ளனர். இதன் மூலம் உச்சநீதிமன்ற நீதிபதிகளின் எண்ணிக்கை முன்னெப்போதும் இல்லாத அளவில் 34- ஆக அதிகரித்துள்ளது. இவர்கள் நால்வரும் உச்ச நீதிமன்ற நீதிபதிகளாக வரும் திங்கட்கிழமை பதவியேற்க உள்ளனர்.

ஹிமாசலப் பிரதேச உயர்நீதிமன்றத் தலைமை நீதிபதி வெ.இராமசுப்பிரமணியன், பஞ்சாப்-ஹரியாணா உயர்நீதிமன்றத் தலைமை நீதிபதி கிருஷ்ண முராரி, ராஜஸ்தான் உயர்நீதிமன்றத் தலைமை நீதிபதி எஸ்.ரவீந்திர பட், கேரள உயர்நீதிமன்றத் தலைமை நீதிபதி ரிஷிகேஷ் ராய் ஆகிய நால்வரும் உச்சநீதிமன்ற புதிய நீதிபதிகளாக நியமிக்கப்பட்டுள்ளனர்.

இவர்களில் நீதிபதி எஸ். ரவீந்திர பட், ரிஷிகேஷ் ராய் மற்றும், ஏற்கனவே உச்ச நீதிமன்ற நீதிபதிகளாக இருக்கும் டிஒய் சந்திரகுட், எஸ்கே கௌல் ஆகியோர் தில்லி சட்டப் பல்கலைக்கழகத்தில் ஒரே ஆண்டில் சட்டப்படிப்பு முடித்தவர்களாம்.

இது உலகிலேயே வேறு எந்த நாட்டிலும் நிகழாத ஒரு நிகழ்வாகும். அதாவது நாட்டின் உச்சபட்ச நீதிமன்றத்தின் நீதிபதிகள் 4 பேர் ஒன்றாக ஒரே வகுப்பில் படித்தவர்களாக இருப்பது இதுவரை நிகழாத ஒன்றாம்.

இவர்களில் சந்திரகுட் 2016ம் ஆண்டு மே மாதமும், கௌல் 2017ம் ஆண்டு பிப்ரவரி மாதமும் உச்ச நீதிமன்ற நீதிபதிகளாக நியமிக்கப்பட்டனர்.

தற்போது புதிதாக நியமிக்கப்பட்டிருக்கும் 4 நீதிபதிகளில் பட் மற்றும் ராய் ஆகியோரின் பெயர்களை மத்திய அரசுக்கு உச்சநீதிமன்ற கொலீஜியம் கடந்த மாதம் பரிந்துரைத்திருந்த நிலையில், இதற்கு குடியரசுத் தலைவர் கடந்த வாரம் ஒப்புதல் அளித்திருந்தார்.

இது மட்டுமல்ல, உச்ச நீதிமன்றத்தின் தலைமை நீதிபதி ரஞ்சன் கோகோய்-ம் இதே கல்லூரியில் வேறு ஆண்டில் படித்தவர்தான். தற்போது நீதிபதிகளாக இருக்கும் ஆர்எஃப் நாரிமன், நவீன் சின்ஹா, தீபக் குப்தா, இந்து மல்ஹோத்ரா, சஞ்சீவ் கன்னா ஆகியோரும் இதே கல்லூரியில் வேறு வேறு ஆண்டுகளில் சட்டம் பயின்றவர்கள்தான்.

1924ம் ஆண்டு துவக்கப்பட்ட தில்லி சட்டப் பல்கலைக்கழகத்தில் தற்போது 7 ஆயிரத்துக்கும் மேற்பட்ட மாணவ, மாணவிகள் சட்டம் பயின்று வருகிறார்கள்.

தேனி அரசு மருத்துவக் கல்லூரியில் முதலாமாண்டில் சேர்ந்த சென்னை மாணவர் "நீட்' தேர்வில் ஆள்மாறாட்டம் செய்து தேர்வு எழுதியது தொடர்பாக அக் கல்லூரி முதன்மையரிடம் தனிப் படை போலீஸார் சனிக்கிழமை விசாரணை நடத்தினர்.

சென்னை, தண்டையார்பேட்டையைச் சேர்ந்தவர் வெங்கடேசன். இவர் சென்னை, ஸ்டான்லி அரசு மருத்துவமனை சிறப்பு மருத்துவராக பணியாற்றி வருகிறார்.

இவரது மகன் உதித் சூர்யா(20), தேனி அரசு மருத்துவக் கல்லூரியில் முதலாமாண்டில் சேர்ந்தார்.

இந்நிலையில் உதித் சூர்யா "நீட்' தேர்வை ஆள்மாறாட்டம் செய்து எழுதி மருத்துவப் படிப்பில் சேர்ந்திருப்பதாக, தேர்வறை அனுமதிச் சீட்டு ஆதாரத்துடன், அசோக்கிருஷ்ணன் என்பவர் கடந்த 11ஆம் தேதி தேனி அரசு மருத்துவக் கல்லூரி முதன்மையர் ராஜேந்திரனுக்கு மின்னஞ்சல் மூலம் புகார் அனுப்பியதாகக் கூறப்படுகிறது. பின்னர், கடந்த, 13 ஆம் தேதி, மின்னஞ்சல் மூலம் இந்த புகார் குறித்து விசாரணை நடத்த மீண்டும் அவர் வலியுறுத்தியதாகக் கூறப்படுகிறது.

தனிப் படை விசாரணை: இப் புகாரின் பேரில் ஆண்டிபட்டி காவல் ஆய்வாளர் உஷா, சார்பு- ஆய்வாளர் சுல்தான் பாஷா ஆகியோர் அடங்கிய தனிப் படை அமைத்து விசாரணை நடைபெற்று வருகிறது.

சென்னையில் உதித் சூர்யாவின் வீட்டில் யாரும் இல்லாத நிலையில், அவரது உறவினர் வீடுகளில் தனிப்படையினர் விசாரணை நடத்தினர். மேலும் உதித் சூர்யா படித்ததாகக் கூறப்படும் "நீட்' தேர்வு பயிற்சி மையத்திலும் விசாரணை நடைபெற்றது.

உதித் சூர்யா சார்பில் "நீட்' தேர்வு எழுதியவரின் புகைப்படத்தை ஆதாரமாக வைத்து, தமிழகத்தில் ஏற்கெனவே "நீட்' தேர்வு எழுதியவர்கள், மருத்துவக் கல்லூரியில் தற்போது 2 ஆம் ஆண்டு படித்துவரும் மாணவர்கள் பட்டியலுடன் ஒப்பிட்டுப் பார்த்தும், உதித் சூர்யா சார்பில் "நீட்' தேர்வு எழுதியவர் வெளி மாநிலத்தைச் சேர்ந்தவரா என்பது குறித்தும் விசாரணை நடைபெற்று வருகிறது.

விருந்து என்றவுடன் நமக்கு அறுசுவை உணவுகள் நிறைந்த விழாதான் நினைவுக்கு வருகிறது. உண்மையில் அது உணவு மட்டும்தான். ஆனால் விருந்து என்ற சொல்லுக்கு விருந்தினராகிய உறவினர்களின் கூட்டம் என்னும் உண்மையான பொருள் மறைந்து போய் விட்டது.

CHENNAI: Renowned Tamil Scholar and former vice-chancellor of the Tamil University, Dr Avvai Natarajan, on Friday gave away 'Lifetime Achievement' awards to four distinguished persons for their service to society at a function here on Friday to remember the late Singapore patriarch and architect Lee Kuan Yew'.

The occasion coinciding with the birth anniversary of Lee Kuan Yew and organised by the Tamil Nadu-Singapore Friendship Society here, was also a thanks-giving to the late premier for having contributed to the development of Tamil in Singapore and making Tamil an official language of Singapore.

Dr Avvai Natarajan, who delivered a special talk on the occasion, later gave away the awards to Lion. Tha.Ku. Divakaran, K.Swaminathan, president of the Thanjai Vadaseri People's Welfar Organisation, S. Manikandan and R. Rajendran, who are also associated with that welfare organisation as secretary and editor of its publication respectively.

Former Union minister and DMK MP, Dr Jagathrakshakan unveiled a portrait of Lee Kuan Yew on the occasion. Scores of Tamil enthusiasts and scholars participated in the function to underscore the important role that Lee Kuan Yew had played in giving due recognition to Tamil language in Singapore.

V Ramasubramanian to be sworn-in Supreme Court judge on Monday

Chennai: Justice V.Ramasubramanian of Tamil Nadu will be swearing in as a Judge of the Supreme Court on September 23. Chief Justice of India Ranjan Gogoi will administer the oath of office to him at the First Court hall of the Supreme Court.

Justice Ramasubramanian was elevated as Chief Justice of Himachal Pradesh High Court on June 19, 2019. He now got elevated to the Apex Court in quick time considering his huge efficiency and much-repeated humane handling of sensitive cases.

Born on June 30, 1958, Justice Ramasubramanian, who is hailing from Mannargudi, did his schooling in Hindu High School at Triplicane. He completed his degree in Vivekananda College and did his law in Madras law college. He enrolled as an advocate on February 16, 1983. He was appointed as a judge of the High Court of Judicature of Madras on July 31, 2006. He was transferred on his own request to Hyderabad High Court on April 27, 2016.

Justice Ramasubramanian delivered several landmark judgments. 

To quote a few :

 1) The decision rendered in Consim Info (p) Ltd Vs Google, was hailed as the first decision in India on the question of infringement of trademark by an internet search engine through its adword policy. This decision was hailed by IPR experts as an encyclopedia on the legal issues involved. 2) The decision in Rajshree Sugars Vs Axis Bank, was the first decision in India on the question of validity of the contract of derivatives (which multinational banks came up with, after the sub-prime mortgage crisis in the US in 2008). 3) In Colgate Palmolive Vs Anchor Tooth Paste, the ratio that companies selling consumer products are entitled to indulge in puffery without denigrating the products of others, which principle held the field for over 150 years, was completely overturned by him. For the first time, this decision pointed out that consumer interest is of paramount importance and hence companies are responsible for any misleading advertisements. 4) In Vandana Vs Srikkanth, the definition of “shares household” was expanded for the first time (despite the Supreme Court taking a narrow view in Batra Vs Batra) and this decision was hailed by all women’s organizations.

Justice Ramasubramanian has immense contribution to Tamil language. He has authored a book in Tamil on the principles of law and justice in Kamba Ramayana (Kambanil Sattamum Neethiyum). He wrote a series of articles under the caption “Beyond science” (Ariviyalukku Appaal) in a Tamil newspaper for 27 weeks. He also added new vocabulary to the language of Tamil by running a column in a Tamil newspaper under the caption “Sol Vettai” for 50 weeks on the same lines as Barbara Walraff ran a column for Atlantic Times under the caption “Word Court and Word Fugitives.” Many readers of the newspaper got involved in this exercise and one of them was actually serving a life sentence in Puzhal Prison. As a mark of recognition of the involvement of a life convict in this exercise, the judge got the life convict out on parole for the Book release function and made the life convict sit on the dais with him and receive the first copy of the book.

The computerization of the Madras high court and the Subordinate courts in Tamil Nadu gained momentum under his leadership. The selection of judges to the subordinate judiciary in Tamil Nadu was entrusted to him three times from the year 2012.

JAIPUR: The transport department in Rajasthan has issued a rather surprising directive to all its drivers. In an internal memo, it has asked all drivers of the government and private vehicles attached to the department to put up a photograph of their wife, children and themselves on the dashboard of their car. This, the administrators say, will prevent the drivers from indulging in rash driving.

The state transport minister Pratap Singh Kahcahariyawas informed that the logic behind the directive was that the “photographs of their family members would make the drivers remember that their kith and kin are waiting for them at home and hence, inspire them to drive more carefully.

A separate road safety cell remains in the department and though it is spending about 50 crores rupees every year on road safety, yet there is no decrease in road accidents. The state witnesses more than 10 thousand deaths in road accidents and as per orders issued by Deputy Transport Commissioner (Administration) Amrita Chaudhary, these photo frames were to given by the department and such family pictures had to be installed on the dashboard under the "Hamein Hai Intezaar (We are Waiting)” scheme so as to urge and inspire drivers from rash driving.

It is being said that the scheme will be implemented in other departments too, including roadways and motor garages, and as per Rajesh Yadav, secretary and commissioner (transport ).

"The file has been sent to the minister for approval,” said Yadav.

However, the strange reasoning has kicked off a row. The drivers are reportedly unhappy as the photographs of their family would be publicly exposed. However, the minister is not perturbed with the row and feels confident that all drivers shall be persuaded to join in since the intention is to ensure safety and security of their lives.

Unpaid for four months, Raipur driver takes cash van home

A resident of Ashwani Nagar, had claimed that he was not paid his salary for the last four months owing to which he intentionally took away the cash van to his place.

RAIPUR: A driver, enraged over the “non-payment of his salary" for the past four months, drove away a cash-van to his home in the state capital Raipur.

Pitambar Dewangan, employed as a driver by a private SIS Cisco Services to transport the cash from the bank currency chest to various bank ATMs, was upset as his plea to the company and even seeking help from the police didn’t yield any outcome.

According to the Raipur police, Dewangan, a resident of Ashwani Nagar, had claimed that he was not paid his salary for the last four months owing to which he intentionally took away the cash van to his place.

However, the company's official Mukesh Kumar who lodged a complaint at Deen Dayal Upadhyay Nagar police station about the missing cash van accused the driver of cash misappropriation after one of the banks cited a shortage of cash delivered to an ATM. Following which his salary has been withheld, the official said.

The driver after taking away the cash-van called the officials informing them that he will return the vehicle only after he gets his due salary and later switched-off his mobile phone.

The van was traced from Dewangan's home through the installed GPS device and he was taken into custody.

Pitambhar claimed that he is passing through the serious financial crisis and his family is under debt.

CHENNAI: The death of Subashri has not deterred cadres of political parties from attempting to please their leaders. On Friday, both the DMK and the BJP were found to have installed party flags in many parts of Chennai.

The flags, attached to iron poles, were fixed on roads, medians, and even in stormwater inlets. They had also encroached upon platforms, denying walking space for commuters.

Though both parties have avoided the usage of banners, what they probably did not know is that installation of such flags is also illegal.

The BJP cadre set up around 20 flags on the roads around Royapuram to celebrate Prime Minister Narendra Modi’s birthday.

However, they did not have a valid permission from the Corporation.

On the Cemetery Road at Royapuram, BJP flags were found tied to lamp-posts, electric boxes, and even in front of the RSRM bus stop, causing disturbance to commuters.

Visitors at the RSRM Hospital, around which the flags were tied, said the party workers did so even while the traffic policemen were standing there, watching. BJP had organised a blood donation camp at the hospital.

“They came around 8 am to set up the flags. Two traffic police officials at the GA Road junction did not mind at all,’’ said Krishamurthy R, a vendor on the GA Road. Only recently Corporation had urged all to not to damage trees by tying anything to them.

BJP North Chennai president Krishnakumar said he was not aware of any flags on the roads. ‘’I did not attend the event and I don’t know about the flags.”

In Triplicane, DMK held a public meeting to honour winners of Karunanidhi award. Express witnessed about 100 flags placed on Mayor Chitti Babu Street. Tall hoardings with bulbs spiralling over pictures of Karunanidhi and DMK chief Stalin were set up too.

Meanwhile, in South Chennai, similar instances were observed. In Kodambakkam, hundreds of flags were set up on the Trust Puram main road to welcome BJP leader Pon Radhakrishnan.

When contacted, Corporation officials said neither parties had sought a permit to set up flags. The official did not say anything about taking action against violators.

‘ID cards indirectly reveal caste’

A man has moved the Madras High Court ( Bench) alleging that caste identity of students is being revealed indirectly through identity cards issued to them in a school.

The petitioner S. Shanmugam of Karambakudi in Pudukkottai district, a functionary of Periyar Ambedkar Makkal Kazhagam, alleged that school identity cards of the students studying in the Panchayat Union Middle School in Valaikurichi indirectly revealed their caste identity.

Though the streets where the students resided were not named after castes, it was identified as a particular street by the caste name of the residents who predominantly resided. This particular name of the street was mentioned in the identity cards, he said. He also alleged that since the conservancy worker engaged by the school had quit work, students belonging to the Scheduled Castes were asked to clean washrooms. A Division Bench of Justices T.S. Sivagnanam and R. Tharani ordered notice to the State and the Headmaster. The case was adjourned for further hearing.

Jadavpur University Vice-Chancellor Surajan Das on Saturday hoped there would not be any unrest at the university similar to the September 19 stand-off between some students and Union Minister Babul Supriyo that ended at the intervention of Governor Jagdeep Dhankar.

Earlier in the day, Mr. Dhanakar and Education Minister Partha Chatterjee visited the Vice-Chancellor in a private hospital.

Both the Vice-Chancellor and Pro Vice-Chancellor Pradip Kumar Ghosh were admitted to hospital after the unrest.

“The Chancellor indicated that as guardian, he will make an all-out effort to interact with the students, the faculty and the management so that the university is put on the growth trajectory, and a wholesome environment for education is available to the students who are the future of the nation,” a statement from the Raj Bhavan said.

Lapses alleged

The Governor’s visit is also significant as the earlier statements from the Raj Bhavan had referred to “the issue of serious lapses on the part of the Vice-Chancellor, including virtual abandonment of his obligations”.

Education Minister Partha Chaterjee said Chief Minister Mamata Banerjee wanted the situation at the university to become normal. “She has said the government stands with the students, the teachers and the staff of the university,” he said.

The Trinamool Congress and the Governor traded charges over the unrest.

Mr. Partha Chatterjee called the Governor’s visit to the university “most unfortunate and shocking”, without informing the elected government for the “so-called rescue of the BJP leader”.

The Governor responded that the Trinamool Congress’s statement was “unfortunate” and said: “Obviously, he [Mr. Chatterjee] did not know of the developments that took place between the Governor and the DGP/Chief Secretary, as also the conversation with the Chief Minister.”

A.P. nursing college correspondent arrested

The police on Saturday arrested Samayam Ramesh, 46, correspondent of a Machilipatnam-based nursing college for women, on charges of seeking sexual favours from a student.

“In July, the accused allegedly attempted to sexually assault the girl in his chamber, reportedly after she refused to entertain his request for sexual favours. Later, she left the college hostel,” Assistant Superintendent of Police M. Sattibabu told newsmen here.

Following two instances of students submitting fake documents to secure admission to Madurai Medical College and Theni Medical College, Dean of MMC K. Vanitha said that they had stepped up the verification process.

On Friday, the MMC verified a total of 210 documents of students, including admit cards issued by the Directorate of Medical Education (DME), selection cards issued by their National Eligibility cum Entrance Test (NEET), Class 10 and 12 marksheets and the physical verification of the candidate.

“Since the college is closed today (Saturday), we will be continuing verification for the other 40 on Monday. A total of four professors and two personnel from the administration are taking charge of the process,” she said.

The Dean said that she had raised an alarm when a student from Andhra Pradesh arrived at the MMC on September 10, a month after admissions ended, with an allotment order.

Dr. Vanitha said she first approached Mathichiyam police station for lodging a complaint, but was redirected to Tallakulam police station.

“We were able to file a complaint about a student,” she said.

She added that the college administration had been vigilant about fake documents and now are stepping up the process of scrutiny.

Officials at the Government Medical College and Hospital, Pudukottai, conducted document verification of all first-year students in the college on Friday.

The Selection Committee of the Directorate of Medical Education (DME) has instructed all medical colleges to verify records of first-year MBBS students.

The impersonation case against a first year student of the Theni Government Medical College may be transferred to the CB-CID police for investigation. Reliable police sources said that the DIG of Police, Dindigul Range, Joshi Nirmal Kumar, is likely to recommend the case to the CB-CID police.

Two days ago, the Theni police had booked a case against Udit Surya K.V., accused of impersonation in the NEET examination. While the student has been absconding for four days, the police have formed special teams. One team visited Chennai, where the parents of the student reside.

‘Centre must bear Anna varsity’s expenses for obtaining IoE status’

PMK founder S. Ramadoss on Saturday said the Central government must bear the entire cost of obtaining the Institution of Eminence (IoE) status for Anna University.

Earlier this month, the Ministry of Human Resource Development (MHRD) announced that Anna University in Chennai and Jadavpur University in Kolkata had been selected by the Empowered Committee for grant of IoE status.

The PMK leader noted that the Centre would bear the entire cost for the eight Central educational institutions selected for the IoE status, including IIT Madras. However the two State-run universities would get only 50% or ₹1,000 crore, whichever is lower, of the entire expenditure needed for developing infrastructure and other facilities. “The Centre will provide ₹1,000 crore. Considering that Anna University needs ₹2,750 crore, it has to arrange for ₹1,750 crore in the next five years, which is impossible,” he said. He added that if the Tamil Nadu government and Anna University failed to commit their share of contribution for the next five years, the IoE status will be transferred to the Savitribai Phule or Aligarh Muslim Universities. “This sort of pressure by the Centre is unacceptable,” Mr. Ramadoss said.

Teacher gives away 1,200 umbrellas to rein in student absenteeism during rains

It’s raining umbrellas: Vasantha Chithravelu personally visited the students to give them the umbrellas.

A teacher at a government-aided school in Andarkadu village in Vedaranyam has distributed 1,200 umbrellas worth ₹1 lakh to students after noticing continued absenteeism during the monsoon.

Vasantha Chithravelu, a 50-year-old teacher at Sundaresa Vilas Aided Primary School, noticed that student attendance at the institution, where she had been teaching for the past 28 years, dropped significantly during the monsoon season.

“After Cyclone Gaja wreaked havoc in our town, the numbers dwindled further,” says Ms. Chithravelu. “I realised that small problems like access to umbrellas should not hinder education, and decided to buy them for these children myself,” she adds.

Ms. Chithravelu used her own savings to order 1,200 colourful umbrellas worth ₹1 lakh, and had them shipped from a showroom in Madurai. “I initially distributed 200 umbrellas in my school and the neighbouring ones. Later, I personally visited students to give them the umbrellas,” she says. Her umbrellas have been handed out to students of 16 schools in and around Andarkadu and Vedaranyam. To her, whom students lovingly call ‘Asathal Aasiriyai', giving to students is second nature. “I have been doing such things for years, but this is the first time I have been recognised for it,” she says.

Gaja relief

Ms. Chithravelu claims that she, along with her husband — a headmaster at a local government school — and two daughters, had raised ₹50 lakh after Cyclone Gaja and provided mats, clothes, 5 kg rice, lights, candles, matchboxes, baby food and even cooked dinner for her students’ parents, who are predominantly construction labourers. She has received around 30 awards, including the Dr. Radhakrishnan Award, bestowed on her by the government for her contributions to education. “The smiles on my students’ faces is the biggest of all awards. I will continue to strive for [meeting] their needs. I look at them as my family, as my children, and so, their needs are mine too,” she says.

State govt. likely to hold talks with AAI officials in a few days

After dilly-dallying for years on a second airport for the city, the State government has now shortlisted six locations.

Highly-placed sources told The Hindu that Thiruporur, Vallathur, Thodur, Cheyyar, Maduramangalam and Mappedu are on the shortlist.

In a few days, the State government is likely to hold talks with officials of the Airports Authority of India (AAI) to see which site would be feasible to build the new airport. A field visit will also be conducted.

“There are several locations on the radar. We have shortlisted six from them. In fact, one of the locations was identified two months back. But AAI officials felt it was not suitable, in view of technical factors,” said a senior government official. The land requirement for the second airport will be around 2,000-2,500 acres, said AAI officials.

‘In dire need’

“There is a dire need for a second airport as the existing facility is already getting saturated,” said an AAI official.

After the phase II modernisation project gets completed in two years, the airport’s passenger-handling capacity will go up from the existing 18 million to 35 million.

“This won’t be enough. With the rate at which air traffic is going up, we need one more airport at the earliest. If we begin identifying the location, it will take some time to get approvals from authorities, begin land acquisition and then build the terminals at the new airport,” an official said.

Govt okays ₹4,300cr for EWS quota in 158 edu institutions

The Centre has sanctioned an additional amount of ₹4,315.15 crore for implementation of the 10% quota for the economically weak among the general category across 158 centrally funded higher education institutions (HEIs).

In addition to the 1.18 lakh seats that had been added in these institutions in 2019, which include the Indian Institutes of Technology (IITs), Indian Institutesof Management (IIMs), National Institutes of Technology (NITs) and Indira Gandhi National Open University (IGNOU), there will be another 95,783 seats to be added in the 2020-21admission cycle.

The money has been releasedtotheinstitutionsfor the two-phased EWS quote implementation which includes scholarships, salaries of teachers and infrastructure creation. A senior HRD official said, “The institutions have nearly completed the implementation of the first phase of the EWS quota implementation. The universities sent their proposals to the ministry. After studying the proposals, the governmentsanctionedthe additional fund to facilitate the implementation of the reservation.”

Of the total money sanctioned, a major portion will be used for creation of infrastructure.The governmenthassanctioned ₹2,680.18 crore for the purpose, followed by ₹917.14 crore for scholarships.

இருவருக்குமே கலையுலக சாதனைகளோடு அரசியல் வெற்றிக்கனியின் மீதும் ஆசை இருந்தது. நடிப்புக்கு என்று தனி இலக்கணம் எழுதிய நடிகர் திலகத்தின் ஒவ்வொரு படமும் அவரைத் தமிழக மக்களின் அண்ணனாக, தம்பியாக, தந்தையாக, காதலனாக, மகனாக குடும்ப உறவு சொல்லிக் கொண்டாட வைத்தது.

ஆனால், எம்.ஜி.ஆருக்கோ இதைத் தாண்டி அவரது வசனங்களும் பாடல்களும் அரசியல் களத்தின் அதிர்வேட்டுகளாகவே கொண்டாடப்பட்டன. குறிப்பாக திராவிட முன்னேற்றக் கழகத்தில் இருந்து அவர் பிரிந்த பிறகு ஒரு தனி இயக்கம் தொடங்கி, அதை வெற்றிகரமாக அரசியல் வானில் பறக்கவிட வேண்டிய நிர்ப்பந்தம் எம்.ஜி.ஆருக்கு இருந்தது.


தனது அரசியல் வெற்றிக்கு ஆணிவேராகத் தன் திரைப்படங்களை சாமர்த்தியமாக நகர்த்திச் சென்றார் அவர். இப்படிப்பட்ட போர்க்களத்தில் மிக வித்தியாசமான வகையில் எதிரெதிர் முகாம்களின் இரண்டு வெற்றிக் குதிரைகளின் லகான்கள் எம்.எஸ்.விஸ்வநாதன் என்ற இசைச் சாரதியின் கைகளில் இருந்தன.

சில ‘பளிச்’ உதாரணங்கள்

விஸ்வநாதன் ராமமூர்த்தி இணை பிரிந்த பிறகு மெல்லிசை மன்னர் எம்.எஸ். விஸ்வநாதன் மட்டுமே தமிழ்த் திரையுலகை முழுமையாக ஆட்சி செய்தார். ஆனால், அந்த ஆட்சி இந்த இரு பெரும் நட்சத்திரங்களின் எதிர்பார்ப்புகளை மிகப் பெரிய அளவில் ஈடுசெய்ய வேண்டியதாகவும் அதே நேரத்தில் கே.பாலசந்தர், ஸ்ரீதர் போன்ற ஜாம்பவான் இயக்குநர்களின் சவால்கள் நிறைந்த கதைச் சூழல்களுக்குப் பதிலளிக்க வேண்டியதாகவும் இருந்தது.

சில உதாரணங்களைச் சொல்வதானால் ‘ஆஹா மெல்ல நட மெல்ல நட’ என்று சிவாஜிக்குப் பாட்டுப் போட்டால் எம்.ஜி.ஆருக்கு ‘மெல்லப் போ மெல்லப் போ’ எனப் பாடல் தரவேண்டியிருந்தது. அதே போல் சிவாஜிக்கு ‘சிட்டுக்குருவி முத்தம் கொடுத்தால்’ எம்.ஜி.ஆருக்கு ‘லவ் பேர்ட்ஸ்’ முத்தம் கொடுக்க வேண்டியிருந்தது.


எம்.ஜி.ஆர். ‘செல்லக்கிளியே மெல்லப்பேசு’ என்று குழந்தையைத் தாலாட்டினால் சிவாஜி ‘செல்லக் கிளிகளாம் பள்ளியிலே’ என்று குழந்தைகளைத் தாலாட்டினார். இன்னும் இது போல பல பாடல்கள் உதாரணம் உள்ளன.

சிவாஜியின் படங்களுக்கு அவரது உருக்கமான நடிப்பைப் பிரதிபலிக்கும் வகையில் நுணுக்கமான மெட்டுக்களைக் கொடுத்த மெல்லிசை மன்னர் அதில் பல பாடல்களை ஹரிகாம்போதி, கரஹரப்ரியா, ஆபேரி, ஹிந்தோளம், சாருகேசி, மத்யமாவதி, சக்கரவாகம், ஹம்சானந்தி, பிருந்தாவன சாரங்கா, கல்யாணி எனப் பல்வேறு கர்னாடக இசை ராகங்கள் அடிப்படையிலும், அதே நேரம் மேற்கத்திய இசைச்சாரம் பொங்கும் பாடல்களோடு கிராமிய மணம் கமழும் பாடல்களையும் அமைத்தார்.

எம்.ஜி.ஆரின் படங்களுக்கு ஜாஸ், ஸ்பானிஷ், பாரசீக இசை, பாங்கரா எனப் பல்வேறு உலக இசை வடிவங்களிலும் தேஷ், சுத்த சாரங், த்விஜாவந்தி, மாண்ட், பெஹாக், திலங் காபி, பாகேஸ்வரி எனப் பல்வேறு இந்துஸ்தானி ராகங்கள் கலந்து பிரமிப்பூட்டும் மெல்லிசை மெட்டுக்களையும் படைத்தார். அனைத்துப் படங்களிலும் டைட்டில், பின்னணி இசைக்குப் புது அடையாளம் கொடுத்தார். அந்த மகத்தான சரித்திரத்தின் சில அதிசயமான பக்கங்களை வரும் வாரங்களில் தனித் தனியாகப் புரட்டிப் பார்ப்போம்.

பாடல்களே படம்
1932-ம் ஆண்டு ஜே.ஜே.மதன் இயக்கத்தில் வெளியான ‘இந்திர சபா’ என்ற திரைப்படம் சுமார் 70 பாடல்களை கொண்டுள்ளது. இந்த படம் ஆகா ஹாசன் அமானத் என்ற உருதுக் கவிஞர் எழுதிய நாடகத்தை தழுவி எடுக்கப்பட்டது.

தமிழர்களுக்கென்று சிறப்பான நாகரீகம் உண்டு என்பதை எந்த வரலாற்று ஆசிரியராலும் மறுப்பதற்கில்லை. தமிழ் நாகரீகம் எந்த அளவு பரவியிருந்தது என்பதற்கும், அதன் சிறப்புக்கும் சங்ககால இலக்கியங்களே சாட்சி. நாகரீகம் வளர்ந்த சமுதாயத்தில் உடல் நலனை பாதுகாக்க பல்வேறு அம்சங்கள் இருப்பதைப் போலவே, மருத்துவ முறையும் இயற்கையாகவே இருக்க வேண்டும். எனினும், இருக்கும் ஆதாரங்கள் வைத்து பார்த்தால் தமிழகத்தில் சிறந்த மருத்துவ முறை இருந்ததை தெரிந்துகொள்ள முடியும். மனிதகுலத்தின் வரலாறு எவ்வளவு பழமையானதோ அதே அளவுக்கு மருத்துவத்தின் வரலாறும் பழமையானதாகும். தமிழ் இலக்கியத்தின் புனித நூலான திருக்குறளில் மருத்துவம் பற்றிய மனித சிந்தனைகள் பெருமளவில் இடம் பெற்றிருக்கின்றன.

காலப்போக்கில் தமிழக மருத்துவத்திற்கு சித்த மருத்துவம் எனப் பெயர் வந்தது. இந்த மருத்துவத்தை சித்தர்கள் செய்ததால் அதற்கு அவ்வாறு பெயர் வந்தது. சமண மதத்தவர்கள் தமிழகம் வந்தபிறகு தமிழக மக்களின் வாழ்வில் பெரும் மாற்றம் ஏற்பட்டது. அவர்கள் மருத்துவக் கல்வியை குறிப்பாக சித்த மருத்துவக் கல்வியை பரப்புவதில் ஆர்வமாக இருந்ததால், தமிழகத்தில் மருத்துவம் பரவியது.

இந்தியா முழுவதும் சித்தர்கள் பரவியிருந்தாலும் அவர்களின் மருத்துவ நூல்கள் தமிழ் மொழியில் மட்டும்தான் எழுதப்பட்டிருந்தன. எனவே, சித்த மருத்துவம் தமிழ் மருத்துவம் என்றும் அழைக்கப்பட்டது.

தமிழகத்தில் மருத்துவக்கல்வி வரலாறு: கிபி 900 - 1200 ஆண்டு சோழர்கால கல்வெட்டுகளில் இருந்து தென்னிந்தியாவில் உள்ள மருத்துவமனைகள் மற்றும் மருத்துவக் கல்லூரிகள் குறித்த தகவல்களை அறிய முடியும். அவற்றில் செங்கல்பட்டு மாவட்டத்தில் உள்ள திருமுக்கூடல் நகரில் அமைந்திருக்கும் 1067 ஆண் ஆண்டின் வீர ராஜேந்திர சோழனின் கல்வெட்டு குறிப்பிடத்தக்கவை. இந்த கல்வெட்டுகளில் மருத்துவக் கல்லூரி, விடுதிகள்ஸ மருத்துவமனை போன்றவற்றை பற்றி விவரங்கள் பெற முடிகிறது.

அந்தக்காலத்தில் திருமுக்கூடல் நகரில், வைத்திய சாலை(அதுல சாலை) என்ற பெயரில் ஏராளமான மருத்துவமனைகள் இருந்துள்ளன. இவை ஒவ்வொன்றிலும் 15 படுக்கைகள், ஒரு அறுவை மருத்துவர், இரு செவிலியர்கள், ஒரு முடி திருந்துபவர் மற்றும் இரு பணியாளர்கள் இருந்துள்ளனர். மருத்துவர்களுக்கு வைத்திய விரித்த அல்லது வைத்யகம் என்ற பெயரில் ஊதியம் வழங்கப்படும். அதுமட்டுமின்றி தமிழகத்தில் ஒவ்வொரு ஊரிலும் சவர்னன் என்ற பெயரில் பரம்பரை மருத்துவர் ஒருவரும் இருந்துள்ளார். நோய்களுக்கு சிகிச்சை அளிக்க சிறிய கிளினிக் இருக்கும் அந்த கிளினிக்கில் இருக்கும் மருத்துவவரை வைத்தியன் என்றும், அறுவைசிகிச்சை மருத்துவரை கள்ளி யாக்கிரயாய் செய்வான் என்று அழைப்பது வழக்கம்.

தமிழகத்தில் அலோபதி என்ற புதிய மருத்துவமுறை ஐரோப்பியர்களால் குறிப்பாக ஆங்கிலேயர்களால் அறிமுகப்படுத்தப்பட்டது. தமிழ்நாட்டில் தொடக்கத்தில் கிழக்கிந்திய கம்பெனியின் நோயுற்ற போர்வீரர்களுக்கு மருத்துவம் அளிப்பதற்காகத்தான் மேலைநாட்டு மருத்துவமனைகள் அறிமுகப்படுத்தப்பட்டுள்ளது. பின்னர் இவை வளர்ச்சியடைந்து அரசு மற்றும் பொதுமக்களுக்கு மருத்துவம் அளிக்கும் விரிவான மருத்துவ முறையாக மாற்றம் பெற்றது.

சென்னை: சென்னையில் முதல் மருத்துவமனை 1664 ஆம் ஆண்டு ஆண்ட்ரூ கோகன் என்பவரின் வீட்டை வாடகைக்கு எடுத்து தொடங்கப்பட்டது. அப்போது அந்த மருத்துவமனைக் கட்டிடத்திற்கு மாத வாடகையாக அப்போதைய நாணயமான 2 பகோடாக்கள் தரப்பட்டது. இதன் மூலம் தமிழ்நாட்டில் முதல் மருத்துவமனை தொடங்கப்பட்ட நகரம் என்ற பெருமையை சென்னை பெற்றது. அதன்பின்னர் இங்கிலாந்து போர் வீரர்களுக்கு மருத்துவம் அளிப்பதற்காக 1679 ஆம் ஆண்டு சென்னையில் ராணுவ மருத்துவமனை தொடங்கப்பட்டது. 1745 ஆம் ஆண்டு சென்னையில் கடற்படை மருத்துவமனை தொடங்கப்பட்டு 1790 ஆம் ஆண்டு வரை செயல்பாட்டில் இருந்து வந்தது. அதுவரை அங்கு சிகிச்சை பெற்று வந்த கடற்படை வீரர்கள், அதன்பிறகு காரிசான் மருத்துவமனைக்கு மாற்றப்பட்டனர். அதைத்தொடர்ந்து 1808 ஆம் ஆண்டு புதிய கடற்படை மருத்துவமனை கட்டப்பட்டது. இது 1831 ஆம் ஆண்டு வரை பயன்பாட்டில் இருந்து வந்தது. அதன்பின்னர் துப்பாக்கி ஊர்தி மருத்துவமனையாக மாற்றப்பட்டது.

1816 ஆம் ஆண்டு செப்டம்பர் 24 ஆம் தேதி சென்னையில் வெளியடப்பட்ட பொது அறிவிப்பின் மூலம், சென்னையில் 983 பகோடா செலவில் தொழு நோயாளிகளுக்கான தனி மருத்துவமனை அமைக்கப்பட்டிருந்தது. பின்னர் இந்த மருத்துவமனை சென்னை அரசு தொழுநோய் மருத்துவமனை என பெயமாற்றம் செய்யப்பட்டது. 1921 ஆம் ஆண்டு வெலிங்டன் பிரபு ஆட்சிக் காலத்தில் அந்த மருத்துவமனை மூடப்பட்டது. அதற்குபதிலாக செங்கல்பட்டில் வெலிங்டன் தொழுநோய் மருத்துவமனை என்ற பெயரில் புதிய மருத்துவமனை கிற்ஸ்துவ அறக்கட்டளை மூலமாக தொடங்கப்பட்டது. 1819 ஆம் ஆண்டு சென்னை எழும்பூரில் இந்தியாவின் மிகப்பழமையான கண்மருத்துவமனை தொடங்கப்பட்டது.

தோற்றமும் வளர்ச்சியும்: தமிழ்நாட்டில் மருத்துவக் கல்வி வரலாற்றில் குறிப்பிடத்தக்க காலம் 1835 ஆம் ஆண்டுதான். அந்த ஆண்டில் இருந்துதான் கிழக்கிந்திய நிறுவனத்தின் சென்னை மாகாண அரசு மருத்துவக்கல்வியை முறைப்படி அங்கீகராம் அளித்து ஊக்குவிக்கத் தொடங்கியது.

இந்தியாவின் தலைச்சிறந்த மருத்துவக்கல்லூரிகளில் ஒன்றாக விளங்கும் சென்னை மருத்துவக்கல்லூரி 1835 ஆம் ஆண்டு பிப்ரவரி 13 ஆம் தேதி சென்னை மருத்துவப்பள்ளி என்ற பெயரில் தொடங்கப்பட்டது. இதனை அப்போதைய அரசின் ஆணைப்படி, ஆளுநர் பிரடெரிக் ஆதம் திறந்துவைத்தார். இந்த மருத்துவப் பள்ளியின் முதல் வகுப்பு 1835 ஆண் ஆண்டு ஜூலை 1 ஆம் தேதி தொடங்கியது. 1838 ஆம் ஆண்டு தனியார் மாணவர்களும் இந்த மருத்துவப் பள்ளியில் சேர அனுமதி அளிக்கப்பட்டது. இந்த பள்ளியில் அனைவருக்கும் இலவச மருத்துவம் அளிக்கப்பட்டது. அதன்பின் ஆண்டுகள் செல்லச் செல்ல ஏராளமான மாணவர்கள் இந்த பள்ளியில் சேர்ந்து படிக்கத்தொடங்கினர். இதனால் சென்னை மருத்துவப்பள்ளியின் புகழ் வேகமாக பரவியதால் அங்கீகரிக்கப்பட்ட மருத்துவக் கல்வி நிறுவனமாக மாறியது. மும்பை மற்றும் கொல்கத்தா மருத்துவ பள்ளிகளுக்கு இணையானதாக கருதப்பட்டது. 1850 ஆம் ஆண்டு அக்டோபர் 1 ஆம் தேதி முதல் சென்னை மருத்துவ மருத்துவப் பள்ளி தரம் உயர்த்தப்பட்டு சென்னை மருத்துவ கல்லூரியாக அறிவிக்கப்பட்டது.

1851 ஆம் ஆண்டு அப்போதைய ஆளுநராக இருந்த சர் ஹென்றிபோர்ட் சென்னை பல்கலைக்கழத்தின் மூலம் மருத்துவம் மற்றும் பொறியியல் கல்வி வழங்கப்பட வேண்டும் வலியுறுத்தினார். இதனிடையே அதாவது 1854 ஆம் ஆண்டு சென்னை மருத்துவக் கல்லூரியை மருத்துவம் மற்றும் அறுவை மருத்துவத்திற்கான காலணி பள்ளிகளில் ஒன்றாக அறிவிக்க வேண்டும் என லண்டனில் உள்ள ராயல் காலேஜ் சர்ஜனுக்கு கோரிக்கை விடுக்கப்பட்டது. இந்த கோரிக்கை 1855 ஆம் ஆண்டு ஏற்கப்பட்டதாக அறிவிக்கப்பட்டது.

1863ல் 1857 ஆம் ஆண்டின் 27வது சட்டத்தின்படி சென்னை பல்கலைக்கழகம் தொடங்கப்பட்டது. இந்த பல்கலைக்கழகத்திற்கு மருத்துவப்பட்டங்கள் மற்றும் பட்டயங்ககளை வழங்கும் தனி உரிமை தரப்பட்டது. அதன்படி, மருத்துவக் கல்வியில் பட்டம் பெற விரும்புபவர்கள் சென்னை பல்கலைக்கழகத்தின் மருத்துவத்துறை நடத்தும் தேர்வில் பங்கேற்று தேர்ச்சி பெறுவது அவசியம் என்று சென்னை அரசு அறிவித்தது.

சென்னைப் பல்கலைக்கழகம் 1857 ஆம் ஆண்டு நடைமுறைக்கு வந்தாலும், 1863 ஆம் ஆண்டில்தான் அதற்கு தேர்வு நடத்தி பட்டம் வழங்கும் அதிகாரம் வழங்கப்பட்டது.

தேர்வு நடத்தி பட்டம் வங்கும் அதிகாரம் சென்னை மருத்துவக் கல்லூரியில் இருந்து சென்னை பல்கலைக்கழகத்திற்கு மாற்றப்பட்டதை அடுத்து இந்தியாவில் குறிப்பாக தமிழகத்தில் மருத்துவக் கல்லூரி வரலாற்றில் ஒரு புதிய சகாப்தம் ஏற்படுத்தப்பட்டது. இது மருத்துவக்கல்லூரி வளர்ச்சியில் ஒரு திருப்புமுனையாக அமைந்தது. அதன்பின்னர் சென்னை மருத்துவக்கல்லூரி வேகமாக வளர்ந்து, அனைத்து திசைகளிலும் திறன் பெற்று முழுமையும் தற்சார்ப்பும் பெற்றது.

1857 ஆம் ஆண்டு ஜனவரி 11 ஆம் தேதி பிறப்பிக்கப்பட்ட பொதுஆணையின்படி சென்னை மருத்துவக்கல்லூரியில் மற்றொரு புதிய வரலாறு படைக்கப்பட்டது. அந்த ஆணையின்படி பால்ஃபர் நகரில் உள்ள தலைமை அறுவை மருத்துவரின் பரிந்துரையை ஏற்று சென்னை மருத்துவக் கல்லூரியில் பெண்களை சேர்ப்பது பற்றி வேறு எந்த மருத்துவக் கல்லூரி நினைத்துக் கூட பார்க்காத நிலையில் சென்னைக் கல்லூரி இதை சாதித்து. அந்த நேரத்தில் இந்தியாவை ஆண்ட இங்கிலாந்தில் கூட மருத்துவக் கல்லூரிகளில் கூட பெண்கள் சேர்க்கப்பட வில்லை என்பது குறிப்பிடத்தக்கது.

சென்னை: புதன்கிழமை பெய்த கன மழையின் போது சென்னை விமான நிலையத்தின் மேற்கூரையில் இருந்து மழை நீர் ஒழுகிய சம்பவம் குறித்து ஆய்வு செய்யும் பணிகள் நடந்து வருகிறது.

சென்னையில் கடந்த புதன்கிழமை இரவு கன மழை பெய்தது. சுமார் 10 ஆண்டுகள் பழமையான சென்னை விமான நிலையக் கட்டடத்தின் மேற்கூரையில் மழை நீர் ஒழுகியது. உடனடியாக அதிகாரிகள் அதனை சரி செய்யுமாறு உத்தரவிட்டனர். நீர் ஒழுகிய இடங்களில் எல்லாம் பிளாஸ்டிக் டப்பாக்களை வைத்து மழை நீர் வெளியே சிந்தாமல் பார்த்துக் கொள்ளப்பட்டது.

இது குறித்து விமான நிலையத்தின் இயக்குநர் ஸ்ரீகுமார் கூறுகையில், விமான நிலையத்தின் மேற்கூரை ஒழுகுவது குறித்து ஆய்வு செய்து வருகிறோம். வடகிழக்குப் பருவ மழை தொடங்குவதற்குள் அதனை சரி செய்து விடுவோம். இது மிகச் சிறிய விஷயம். உடனடியாக சரி செய்யப்படும் என்று தெரிவித்துள்ளார்.

இந்த சம்பவம், திமுக எம்.பி. கனிமொழி தனது டிவிட்டர் பக்கத்தில் புகைப்படத்துடன் பதிவிட்டதன் மூலம் வெளிச்சத்துக்கு வந்தது. முதலில் மேற்கூரையே பிளந்து கொண்டுவிழும், தற்போது இது ஒழுக வேறுச் செய்கிறது என்று பதிவிட்டிருந்தார் என்பது குறிப்பிடத்தக்கது.

HC impleads institution in education loan case

The Bench of the Madras High Court on Friday suo motu impleaded the Adi Dravidar and Tribal Welfare department in a petition filed by a woman who sought the sanction of an educational loan, the application for which was rejected based on her father’s CIBIL score.

Justice M. Sundar also impleaded Air Carnival Aviation Academy, Coimbatore, where the petitioner had joined B.Sc. (Aircraft Maintenance). She was dismissed from the college for not paying her fees. The case was adjourned to September 26.

The petitioner, R. Gayatri from Madurai, said that she got admission to the course under the management quota. With no scholarship offered by the college, she had to approach the State Bank of India branch at Y. Othakadai, Madurai, for an educational loan under Vidya Lakshmi scheme.

She said that the bank authorities rejected the application based on the CIBIL score of her father. Subsequently, she was dismissed from the college for non-payment of fees. Unable to continue her studies, she filed the petition before the High Court.

In a major reshuffle, the State government shifted senior IAS officers and Collectors of some districts on Friday evening.

B. Chandra Mohan has been named Secretary of Energy Department, replacing Md. Nasimuddin, who has been posted as Secretary in Labour and Employment Department.

M. Asia Mariam has been posted Managing Director of Tamil Nadu Energy Development Agency.

Rajendra Kumar has been transferred and posted as Secretary in Micro, Small and Medium Enterprises Department, a portfolio hitherto additionally held by Hans Raj Verma. Jothi Nirmala has been posted as Inspector-General of Registration, according to a government order issued by the Chief Secretary. Ramesh Chand Meena is posted as Member-Secretary of Sports Development Authority of Tamil Nadu.

S. Nagarajan, Madurai Collector who was transferred without a posting, is appointed Project Director of Tamil Nadu Health System Project. The services of Kakarla Usha have been placed for appointment as Chairperson and Managing Director of Tamil Nadu Industrial Development Corporation.

HC suspends G.O. on teacher appointment

The Madurai Bench of the Madras High Court on Friday suspended an order passed by the School Education department, which stated that no fresh appointment of teachers would be made in aided schools until surplus teachers under the same management were exhausted. A Division Bench of Justices T.S. Sivagnanam and R. Tharani suspended the G.O. and posted the case for further hearing to September 30. The court was hearing an appeal preferred by the State on the appointment of teachers.
