114 PG medical seats vacant in Gujarat University


AHMEDABAD: After the first round of counselling in the post graduate medical and dental courses, around 114 seats seats in medical and 21 seats in PG dental have fallen vacant. This would be for the first time the seats in PG medcial and dental courses have fallen vacant.

The Gujarat University had on Friday declared the final merit list of 224 PG medical and 66 PG dental applicants for the 308 PG medical seats and 89 PG dental seats. Following the apex court directive that the first round of the admission to post graduate medical courses has to be completed by April 5 and hence the GU decided to conduct the admission on Saturday.

In January, GU had conducted entrance tests for postgraduate medical and dental courses. The paper was tough and not many qualified. Realizing that the seats will fall vacant, GU decided to give 40 grace marks instead of 10. With the grace marks, over 400 students were clearing the medical entrance and 150 the dental entrance. But the matter was challenged in the high court. The court after hearing the petition, stated GU action of giving 40 grace marks is not proper as it was not a matter of policy.

Officials said that on Saturday of the 224 students who were in the merit list were called and only 182 took admission while 24 did not secure the admission as they did not get the branch of their choice. Similarly in Dental also around 27 students who were called for admission refused admission.

The officials said that Orthopedic, Radiology, Medicine, Skin and pediatric was the most sought after branches. Officials said that around 44 seats in BJ medical college, 51 seats in NHL and 19 seats in AMC medical colleges had remained vacant.

The officials said that the after the second round of admission by the all India entrance, the GU will go in for the second round in the last week of April and the third round will be in May end.

உத்தரப் பிரதேசத்தில் தேர்வைக் கண்காணிக்க வந்த பறக்கும் படையினரை நாய்களை ஏவி விரட்டிய கல்லூரி நிர்வாகம்

உத்தரப்பிரதேசத்தில் கல்லூரித் தேர்வைக் கண்காணிக்க வந்த பறக்கும் படையினர் நாய்களை ஏவி விரட்டியடிக்கப்பட்டுள்ளனர்.

பிஹார் மாநில பள்ளிப் பொதுத் தேர்வு எழுதிய மாணவர்களுக்கு பெற்றோர்களும் உறவினர்களும் கட்டிடத்தில் ஏறி விடையெழுதிய துண்டுச் சீட்டுகளை (பிட்) கொடுக்கும் புகைப்படம் ஊடகங்களில் வெளியாகி பெரும் அதிர்வலையை ஏற்படுத் தியது. இந்நிலையில் உத்தரப்பிரதேச மாநிலம் பெரோஸாபாத் சிர்ஸாகஞ் சில் ஒரு கல்லூரியில் நடந்த தேர்வைக் கண்காணிக்க வந்த பறக்கும் படை யினர் நாய்களை ஏவி விரட்டியடிக் கப்பட்டுள்ளனர்.

ஆக்ரா அம்பேத்கர் பல்கலைக் கழகத்தின் கீழ் இயக்கும் யதுநாத் சிங் மகா வித்யாலயா கல்லூரியில் தேர்வுகள் நடந்து வருகின்றன. இத்தேர்வைக் கண்காணிக்க கடந்த திங்கள்கிழமை பறக்கும்படையினர் சென்றுள்ளனர். அவர்கள் மீது 20-க்கும் மேற்பட்ட நாய்கள் ஏவப்பட்டு, விரட்டியடிக்கப்பட்டனர்.

இதுதொடர்பாக பறக்கும் படைக்கு தலைமை வகித்த பேராசிரியர் ராஜேந்திர சர்மா ‘தி இந்து’விடம் கூறியதாவது:

அக்கல்லூரிக்குச் சென்றபோது, செல்லும் வழியில் உள்ள குறுகலான பாதைகளில் இருசக்கர வாகனங் களை குறுக்காக நிறுத்தி தாமதப் படுத்தினர். கல்லூரிக்குச் சென்ற போது, பிரதான வாயில் உட்பக்க மாகப் பூட்டப்பட்டிருந்தது. அதைத் திறக்க அரை மணி நேரம் தாமதம் செய்தனர். பிறகு உள்ளே நுழைந்த பறக்கும்படையினர் மீது 20-க்கும் மேற்பட்ட நாய்கள் ஏவி விடப்பட்டன.

இதனால், அங்கிருந்து பறக்கும் படையினர் அலறியடித்து ஓடிவந் துள்ளனர். இவ்வாறு அவர் தெரிவித்தார்.

விடைத்தாள்களைச் சோதனை செய்து பார்த்தபோது, பெரும் பாலானவை ஓர் எழுத்துகூட மாறாமல் ஒன்றுபோலவே அனைத்தும் இருந் துள்ளன. தேர்வு கண்காணிப்பாளர் களே விடைகளை உரக்கப் படித்துள் ளனர். அதனைக் கேட்டு மாணவர்கள் எழுதியுள்ளனர் என விசாரணையில் தெரியவந்துள்ளது. இதனால், அக் கல்லூரியின் அனைத்துத் தேர்வுகளை யும் ரத்து செய்ய உத்தரவிடப்பட் டுள்ளது. இச்சம்பவம் தொடர்பாக இதுவரை வழக்கு பதிவு செய்யப் படவில்லை. அக்கல்லூரி மீது அம்பேத்கர் பல்கலைக்கழக நிர்வாகம் நடவடிக்கை எடுக்கும் என எதிர்பார்க்கப்படுகிறது.

பார்த்து எழுத ரூ.50 கோடி

உத்தரப்பிரதேசத்தில் 10-ம் வகுப்பு மாணவர்கள் தேர்வில் பார்த்து எழுதுவதற்கு பணம் வாங்கிக் கொண்டு உதவுவதற்காக அலிகர் பகுதியில் ஒரு கும்பலே இயங்கி வருகிறது.

இந்த மாபியாக்களிடம் குறிப்பிட்ட தொகையைக் கட்டணமாகச் செலுத்தி விட்டால், கேள்விக்கான விடையைத் தயார் செய்து கொடுப்பது முதல், திடீர் சோதனைகளில் இருந்து தப்பிக்கச் செய்வது வரை அனைத்தையும் அக்கும்பல் கவனித்துக் கொள்ளும்.

அத்ரோலி தாலுகாவில் மட்டும் மாணவர்கள் விடையைப் பார்த்து எழுத உதவுவதற்காக ரூ.50 கோடி கைமாறியதாக கடந்த 2013-ம் ஆண்டு உள்ளூர் பத்திரிகைகளில் செய்தி வெளியானது.

அத்ரோலி பகுதி பள்ளிகளில் சேர்க்கை கிடைத்தால் போதும், தேர்ச்சி பெறுவது ஒரு விஷயமே இல்லை என்பதால், பணம் கொடுத்து தேர்ச்சி பெறுவதற்காக கோவா, மகாராஷ் டிரம், குஜராத், மத்தியப்பிரதேசம், ராஜஸ்தான், கர்நாடகம் மற்றும் காஷ்மீர் ஆகிய மாநிலங்களில் இருந்தும் மாணவர்கள் அத்ரோலி பள்ளிகளில் சேர்கின்றனர்.

கடந்த 2013-ம் ஆண்டு இக்லாஸ் தாலுகாவில் லட்சுமா வித்யா நிகேதன் இன்டர் காலேஜுக்கு வெளியே, பார்த்து எழுத உதவும் இரு கும்பல் துப்பாக்கிகளுடன் மோதிக் கொண் டன. அதனைத் தடுக்க முயன்ற ராணுவ வீரர் தேஜ்வீர்சிங் துப்பாக்கியால் சுடப் பட்டு உயிரிழந்தது குறிப்பிடத்தக்கது.

இணையதள முன்பதிவு டிக்கெட்களுக்கு சேவை கட்டணம் 100 சதவீதம் உயர்வு: ரயில் பயணிகள் கடும் அதிருப்தி

ரயில்களில் பயணம் செய்ய இணையதளம் மூலம் முன்பதிவு செய்யப்படும் ‘இ’ மற்றும் ‘ஐ’ டிக்கெட்களுக்கான சேவைக் கட்டணம் 100 சதவீதம் உயர்த்தப்பட்டுள்ளது. இதனால் பயணிகள் அதிருப்தி அடைந்துள்ளனர்.

ரயில்களில் பயணம் செய்வதற்கு வழக்கமாக ரயில் நிலையங்களில் உள்ள கணினி முன்பதிவு மையங்களுக்கு சென்று முன்பதிவு செய்யப்பட்டு வருகிறது. கூட்ட நெரிசலை தவிர்க்கவும் பயணிகளின் வசதிக்காகவும் கணினி மூலம் முன்பதிவு செய்யும் வசதியை ரயில்வே நிர்வாகம் அறிவித்தது. இதன்படி, ஐஆர்சிடிசி இணையதளம் மூலம், இ-டிக்கெட் (எலக்ட்ரானிக் டிக்கெட்), ஐ-டிக்கெட் (இன்டெர்நெட் டிக்கெட்) என 2 வகையான டிக்கெட்களை முன்பதிவு செய்யலாம்.

ஐ-டிக்கெட் எடுத்தால் நம் வீட்டுக்கே வந்து சேரும். ஆனால், பயணம் செய்வதற்கு குறைந்தது 4 நாட்களுக்கு முன்பு இந்த டிக்கெட்டை எடுக்க வேண்டும். இ-டிக்கெட் எடுத்தால் அது நமது மின்னஞ்சல் முகவரிக்கோ அல்லது செல்போனுக்கு குறுந்தகவலாகவோ வந்துவிடும். இந்த வசதிகளால், சிறப்பு ரயில்களுக்கான முன்பதிவு, தொடங்கிய சில நிமிடங்களிலேயே முடிந்துவிடுகிறது.

இந்நிலையில், இணையதளம் மூலம் எடுக்கப்படும் டிக்கெட்களுக்கான சேவைக் கட்டணம் நூறு சதவீதம் உயர்த்தப்பட்டுள்ளது. இப்புதிய நடைமுறை ஏப்ரல் 1-ம் தேதி முதல் நடைமுறைக்கு வந்துள்ளது.

இதன்படி, இரண்டாம் வகுப்பு படுக்கை மற்றும் இருக்கை வசதி கொண்ட இ-டிக்கெட்களுக்கு சேவைக் கட்டணம் ரூ.10-ல் இருந்து ரூ.20 ஆக உயர்த்தப்பட்டுள்ளது. ஏ.சி. வகுப்புகளுக்கு ரூ.20-ல் இருந்து ரூ.40 ஆக அதிகரிக்கப்பட்டுள்ளது. அதேபோல, இரண்டாம் வகுப்பு படுக்கை மற்றும் இருக்கை வசதி கொண்ட ஐ-டிக்கெட்களுக்கு சேவைக் கட்டணம் ரூ.40-ல் இருந்து ரூ.80 ஆகவும் ஏ.சி. வகுப்புகளுக்கு ரூ.60-ல் இருந்து ரூ.120 ஆகவும் அதிகரிக்கப்பட்டுள்ளது.

இந்த சேவைக் கட்டணத்தில் 10 சதவீத அளவுக்கு மேல் சேவை வரியாக செலுத்த வேண்டும். உதாரணமாக, இரண்டாம் வகுப்பு டிக்கெட்டுக்கு ரூ.20 சேவைக் கட்டணத்துடன் சேர்த்து ரூ.2.47 சேவை வரியாக வசூலிக்கப்படுகிறது. மேலும், எந்த வங்கியின் கணக்கை பயன்படுத்தி கட்டணத் தொகை செலுத்துகிறோமோ, அந்த வங்கிக்கு ஒரு பரிவர்த்தனைக்கு சுமார் ரூ.10 சேவைக் கட்டணமாக செலுத்த வேண்டும்.

எனவே, ஆன்லைன் வசதி மூலம் இரண்டாம் வகுப்பு இ-டிக்கெட் எடுக்கும்போது ரூ.33-க்கு மேல் கூடுதல் செலவு செய்ய வேண்டியுள்ளது. சேவைக் கட்டண உயர்வு, பயணிகள் மத்தியில் கடும் அதிருப்தியை ஏற்படுத்தியுள்ளது.

Varsities can recruit solely on the basis of interviews: HC

Government universities can recruit employees solely on the basis of interviews, without giving weightage to marks obtained in qualifying examinations or conducting written tests, if their statutes provide for such a procedure, the Madras High Court Bench here has said.

Justice V.M. Velumani made the observation while dismissing a writ petition filed by Bharathidasan University Backward Class and Most Backward Class Employees Association to restrain the varsity from regularising the services of 16 non-teaching staff recruited on consolidated pay.

The Association alleged that it had become common practice for the university to recruit drivers, junior assistants and lab assistants on consolidated pay and then regularise their services after a few years for extraneous considerations by flouting the rules related to direct recruitment.

Denying the allegations, Special Government Pleader V.R. Shanmuganathan contended that the statute governing the recruitment procedures in Bharathidasan University states that direct recruitment should be made by calling for names from the Employment Exchange concerned.

If the employment exchange could not sponsor the names of eligible candidates, then the university could call for applications by issuing advertisements in newspapers. Such applicants could be recruited only on the basis of interviews since the statute does not prescribe any other mode.

All the 16 staff, whose regularisation of service had been challenged in the present writ petition, were appointed after newspaper publication and hence there was no irregularity in their recruitment as alleged by the petitioner association, the SGP claimed.

Accepting his submissions, the judge pointed out that even the State government had dropped further proceedings in the matter on June 11, 2013 after an in-house enquiry found allegations of the appointments having been made for extraneous considerations to be false.

Ms. Justice Velumani also said that the petitioner association cannot maintain a writ petition on behalf of its members since the latter could not be termed as “poor, disabled or disadvantaged” to approach the court individually.

Rape is a crime, not medical diagnosis: HC

Rape is a crime and not medical diagnosis. Therefore, doctors entrusted with the responsibility of examining victims do not have the right to conclude whether an individual had been raped or not, the Madras High Court Bench here has said.

A Division Bench of Justices A. Selvam and T. Mathivanan made the observation while confirming the conviction and punishment of 12-year rigorous imprisonment imposed on a youngster for having raped an eight-year-old schoolgirl in Tiruchi on October 28, 2013.

The judges expressed surprise over a woman doctor, who subjected the victim to medical examination at the request of police, having made a written statement that there was no evidence to suggest sexual intercourse just because the girl’s hymen was intact and there were no external injuries.

Authoring the judgement, Mr. Justice Mathivanan said: “To constitute the offence of rape under criminal law, it is not necessary that there should be complete penetration of the penis with the emission of semen and rupture of hymen.

“Partial penetration within the labia majora or the vulva or pudenda, with or without the emission of semen, or even an attempt at penetration is quite sufficient for the purpose of law. It is therefore quite possible to commit the offence of rape without producing any injury to the genitals or leaving any seminal stains.”

He went on to state: “We would like to point out that… the only statement that can be made by the medical officer, who examines a rape victim, is whether there is evidence of recent sexual activity or not. Whether the rape has occurred or not is a legal conclusion and not a medical one.”

Rejecting the convict’s contention that the rape case had been foisted against him by the child’s parents, the judges said such an argument was nothing but an “illogical imagination” since no parent would use their eight-year-old child to take vengeance on their enemy.

Further stressing the need for courts to decide such cases with utmost sensitivity, the Bench quoted the Supreme Court to have said: “What is lost by a rape victim is face. The victim loses value as a person…. A murderer destroys the physical body of his victim but a rapist degrades the very soul of a helpless female.”

No minutes of MCI ethics panel's meets since May 2013

NEW DELHI: The missing minutes of ethics committee meetings of the Medical Council of India (MCI) is an enduring mystery. No minutes of meetings held since May 2013 have been uploaded for reasons the council chooses not to explain. Even right to information (RTI) applications for making public the minutes have been met with total silence. The ethics committee meetings are where important disciplinary action is decided against errant doctors and cases of medical negligence are taken up.

The website has minutes of the meetings of every other committee, executive committee, post graduate committee, board of governors and general body meetings. It also has minutes of ethics committee meetings up to May 2013. Repeated mails to the MCI president, Dr Jayashree Mehta regarding making public the ethics committee meeting minutes have elicited no response. However, she responds to queries about many other issues reinforcing the notion that it's a deliberate decision to not respond on the issue of ethics committee meeting minutes.

However, the MCI suddenly uploaded the minutes of the ethics committee meeting of July 2014 in which the case of nine diagnostic centres in Delhi being caught paying commissions to doctors was taken up. As soon as queries were sent to the MCI president asking why these minutes were selectively uploaded, she did not respond but the July meeting minutes were soon taken off the website. 

Dr Sudhir Thakur had filed a case of medical negligence in the death of his brother in a Kolkata hospital. His case was taken up in the June 28-29, 2013, ethics committee meeting. He filed an RTI query in the MCI seeking the minutes of the meeting. But the MCI claimed that the minutes of the June 2013 ethics committee meeting was put up in the board of governors' (BoG) meeting of October 2013 and that the BoG had raised objection to items 11 and 27 in the minutes. However, this appears to be a false statement made by the MCI as a look at the minutes of the BoG meeting available on the MCI website shows that the minutes did not come up for consideration during the October BoG meeting.

The MCI's RTI reply also claimed the new ethics committee (of the current MCI dispensation) reconsidered the two items and also item number 23 (which was not mentioned as being asked for review by BoG) and placed it for further decision in the next meeting. But since no minutes of any further ethics committee meets have been uploaded no one knows what happened in the meetings to reconsider these issues.

Dr Thakur, when informed by the MCI that the June ethics committee meeting had exonerated all the accused doctors, filed a case in the high court against this decision. On November 26, 2011, the high court ordered the MCI to produce the minutes of the ethics committee meetings of June 2013 and January 2014. But the minutes are yet to come up in the public domain on the MCI website.
