Entrance exam must for NRIs in PG courses?..AHAMEDABAD MIRROR

Medical Council of India (MCI) has made it compulsory for NRI students to appear for medical entrance test to get admission to MBBS colleges. Now, the council is planning to replicate the same in post-graduation course. According to Medical Council Act, NRIs in post-graduation are given admission to medical colleges based on their scores in the science board examination. But this system led to several cases of corruption and malpractices. So, last week MCI decided to introduce an examination for NRIs in order to bring more transparency to the admission process, sources said.

"Cracking medical entrance test is tough. Students work really hard to get through the test. So when NRI students get admission without any effort, it seems unfair. Even tough the NRIs pay more, there needs to be some parameter to gauge their eligibility. So, we have decided to make entrance test compulsory for MBBS admission. We have plans of implementing the same method for PG admissions," said amember of Gujarat MCI. Most experts opine that it would help in brining standardization. "This exam will focus on merit of the applicants. Medical colleges will get to know the standard of the applicants," said ex-president of Gujarat Medical Association Dr Vidyut Desai.

Spl trains for COMEDK, WBJEE examinees

Patna: The East Central Railway (ECR) will run two special trains for Bangalore from Patna and Jayanagar for the examinees appearing at the COMEDK (Consortium of Medical, Engineering and Dental Colleges of Karnataka) examinations scheduled for May 10 in Karnataka.

According to ECR CPRO Arvind Rajak, the special train (05589/05590) from Jayanagar will leave on May 6 (Wednesday) at 2.30pm and reach Bangalore on Friday at 11pm. The load combination of this train will be of 19 coaches, including eight general coaches and two brake vans. This train will leave Bangalore on May 11 at 5am for Jayanagar. It will halt at Madhubani, Darbhanga, Samastipur, Barauni, Patna, Danapur, Ara, Buxar, Mughalsarai and Nagpur.

The second train (02353/02354) will leave Patna Junction on May 7 (Thursday) at 8.10pm and reach Bangalore on Saturday at 11pm. On its return, the train will leave Bangalore on May 11 (Monday) at 12 .30am in the night. It will reach Patna Junction on Wednesday at 3.10pm. Besides, railways will also run two other special trains for Kolkata from Patna and Darbhanga for the examinees of WBJEE-2015 examinations, scheduled on May 5 and 6. While Patna- Howrah special train (02360/02359) will leave Patna at 8.10pm on May 4 (Monday) and reach Howrah next morning at 5. On its return journey, it will leave Howrah at 8.10pm on May 6 and reach Patna Junction next day at 5.45am, the CPRO said.

There will be 19 coaches in this train which will stop at Rajendra Nagar Terminal, Patna Saheb, Bakhtiarpur, Mokama, Kiul, Jamui, Jhajha, Asansol, Durgapur and Burdwan, the CPRO said.
Similarly, Darbhanga-Kolkata special train (05234/05233) will run from Darbhanga on May 5 at 6.15am and reach Kolkata same day at 7.40pm. On its return journey, it will leave Kolkata on May 6 at 9.40pm and reach Darbhanga next day at 11 am.

College wants MBBS students to pay Rs 15L per year, moves court

CHENNAI: It is a riddle — while running a private medical college is a loss-making venture for the owners, the MBBS course fee is prohibitively expensive for students, it seems.

Seven months after the statutory fee-fixation committee stipulated 2.5 lakh as annual fee for MBBS courses for 2014-15, a private medical college has challenged validity of the fee in the Madras high court, saying unless students pay at least 15 lakh every year, medical colleges cannot develop and offer world class medical education.

The first bench comprising Chief Justice Sanjay Kishan Kaul and Justice T S Sivagnanam issued notice to additional government pleader P Sanjai Gandhi, asking him to furnish relevant details within two weeks.

The bench, however, did not stay the fee structure laid down for the next three academic years by the Committee on Fixation of Fee in Respect of Self-Financing Professional Colleges.

Velammal Medical College Hospital and Research Institute in Madurai, in its petition, said it built a 28 lakh sqft structure near Madurai airport at a total cost of 608 crore. It at present has 2,100 beds, hostels, library, mortuary and modern facilities. The college said while the annual expenditure is about 72.7 crore, income from the hospital and college is about 28 crore. "The shortfall per annum is about 44.78 crore," it said, assailing the fee structure permitted by the state-appointed committee.

Noting that income from tuition fee would be 10.26 crore if the committee's prescription were to be followed, the management said it had submitted necessary documents and expenditure statements to justify determination of 15 lakh per student per year as annual fee. The format conceived by the committee does not take into account all relevant expenditure towards establishment, maintenance and further development of the college, it said, adding that the committee had fixed a uniform fee structure for all 12 self-financing medical colleges and 18 dental colleges.

Determining fee for all medical and dental colleges on a generalized basis is flawed, the college said, adding that individual expenditures, inflation and further development should have been considered by the committee while dealing with the issue of annual fee. It would be detrimental to the interest and welfare of students if such an attitude is adopted, college chairman M V Muthuramalingam said in his affidavit. "Fixation of high and separate fee structure for Velammal college is highly essential not only to enable the institution to maintain its quality of education, but also in the interest and welfare of the student studying in the institution," the affidavit said.

3-tier AC train fares dearer than 2-tier ones

MUMBAI: Premium trains that run with dynamic fare pricing based on demand have strange "dynamics" that may make travel by 3-tier airconditioned (3A) coaches costlier compared to 2-tier AC (2A) ones and in some cases, even to air fares.

The dynamic pricing system operates on the lines of the airline booking model. For premium trains, the initial fare is equivalent to the tatkal fare. However, it keeps increasing as seats get booked and the departure date comes forward. However, the fare cannot increase more than 100% of the tatkal fare.

When TOI checked fares for dynamic pricing on Saturday, it found that fares of 3-tier AC were higher compared to those for 2-tier AC. For example, the CST-Patna premium train, scheduled to depart on May 12, had availability of 68 berths in 3AC and 42 in 2AC. The fare quoted at 5.15pm was Rs 6,369 for 3AC and Rs 6,004 for 2AC. Booking for the Mumbai Central-New Delhi premium train for May 6 was along similar lines. The 3AC fare was Rs 3,634 with 336 seats available, and the 2AC fare was Rs 3,299 with 79 berths available.


Subash Gupta of Mumbai Rail Pravasi Sangh said, "The bookings for premium trains are done through e-ticketing portal only and not through the Passenger Reservation System (PRS). The system was introduced to neutralize touts, who anyway would charge a premium to do bookings."

Criticizing the way dynamic pricing works, Gupta said, "A passenger who has a lower budget would try to book a ticket in 3AC as it is comparatively cheaper than 2AC. The IRCTC portal should have a mechanism to offer him a berth in 2AC if the fare is cheaper than in 3AC."

Some commuters also claimed the rates are close to air fares and in some cases higher than air fares if air tickets are booked well in advance. Shikha Menon, who planned to travel to Varanasi, found the fare was Rs 6,300 for 3AC. "My husband checked the air fares and was able to block an Air India ticket for Rs 6,900. The train journey, for me, was definitely costlier, when I compared the time to be saved and comfort."


Railways have taken a liking to premium trains as they are money spinners. A railway official said, "The average earning for a Mumbai-Delhi Rajdhani is Rs 20 lakh, but through premium trains we can expect to earn 80 to 90% more."

He also said it is a win-win situation as berths can be available till the day of departure because seats are vacant on account of higher fares. After dynamic pricing, railways have now planned to convert holiday specials into tatkal specials to cash in on the peak-season rush.

அரசு ஊழியர்கள்-ஆசிரியர்கள், ஓய்வூதியதாரர்கள், குடும்ப ஓய்வூதியதாரர்களுக்கு மாத ஊதியமானது, ஒவ்வொரு மாதத்தின் கடைசி நாளில் வழங்கப்பட்டு விடும். ஊதியமானது, ஒவ்வொரு ஊழியரின் வங்கிக் கணக்கில் வரவு வைக்கப்படுவது வழக்கம். இந்த மாதம் ஏப்ரல் 30ஆம் தேதியன்று மாத ஊதியமானது வரவு வைக்கப்பட வேண்டும். ஆனால், மே 2 ஆம் தேதி (சனிக்கிழமை) வரையில் மாத ஊதியம் வரவு வைக்கப்படவில்லை. இதுகுறித்து, அரசுத் துறை உயரதிகாரிகள் கூறியது:

ஒவ்வொரு மாவட்டத்திலும் உள்ள அரசு ஊழியர்கள்-ஆசிரியர்களுக்கு அவர்களது வங்கிக் கணக்கில் மாத ஊதியம் வரவு வைக்கப்படுகிறது. இந்தப் பணியை மாவட்டங்களில் உள்ள கருவூலத் துறை அதிகாரிகள் மேற்கொண்டு வருகின்றனர். அவர்கள் மாவட்டங்களில் உள்ள வங்கி மேலாளர்களுடன் தொடர்பு கொண்டு சம்பளப் பட்டியலை அளிக்கும் நடைமுறை முன்பு பின்பற்றப்பட்டு வந்தது. இதனால், ஊதியமானது வங்கிக் கணக்குகளில் விரைந்து வரவு வைக்கப்பட்டு விடும்.

ஆனால், ஏப்ரல் மாத இறுதி நாளான 30 ஆம் தேதியன்று மாலை வரை அரசு ஊழியர்களுக்கு மாத ஊதியம் அளிக்கப்படவில்லை. இதற்குக் காரணம் ரிசர்வ் வங்கி மேற்கொண்டு வந்த மின்னணு பண பரிவர்த்தனை முறையானது சென்னையில் இருந்து வேறு இடத்துக்கு மாற்றப்பட்டது தான். சென்னையை தலைமையிடமாகக் கொண்டு செயல்பட்டு வந்த, இந்த பண பரிவர்த்தனை முறையானது மும்பைக்கு மாற்றப்பட்டு விட்டது. இதனால், தமிழகத்தில் இருந்து அனுப்பப்படும் ஊதியப் பட்டியல் உள்ளிட்டவை மும்பையில் உள்ள ரிசர்வ் வங்கி மையத்தில் தாமதமாகக் கையாளப்படுகின்றன.

இந்த தாமதத்தின் எதிரொலியாகவே அரசு ஊழியர்கள், ஆசிரியர்கள், ஓய்வூதியதாரர்கள், குடும்ப ஓய்வூதியதாரர்களுக்கு ஊதியம் கிடைப்பதில் சிக்கல் ஏற்பட்டுள்ளது. தமிழகத்தில் சென்னையில் பெரும்பாலானோருக்கும், கிருஷ்ணகிரி, கோவை, சேலம், தருமபுரி உள்ளிட்ட பல மாவட்டங்களிலும் மாத ஊதியம் வரவு வைக்கப்படவில்லை. மே 4-ஆம் தேதி அல்லது அதிலிருந்து ஒருசில நாள்களுக்குள் சம்பளம் வரவு வைக்கப்படும் என்று உயர் அதிகாரிகள் தெரிவித்தனர்.
