பள்ளி மாணவர்கள் தொடர்ந்து பேருந்து படிக்கட்டுகளில் பயணம் செய்தால் அவர்களது இலவச பேருந்து பயண அட்டை திரும்பப் பெறப்படும் என பள்ளிக் கல்வி இயக்ககம் தெரிவித்துள்ளது.

உயர் நீதிமன்ற உத்தரவுப்படி, பள்ளி மாணவர்கள் பேருந்தில் படிக்கட்டுகளில் ஆபத்தான முறையில் பயணம் செய்வதை தவிர்க்க உயர் மட்டக் குழு அமைக்கப்பட்டது.

போக்குவரத்துத் துறை, காவல்துறை, பள்ளிக்கல்வித் துறை, சென்னை மாநகர போக்குவரத்துக் கழகம் ஆகிய துறைகள் ஒருங்கிணைந்து செயல்படுவதற்காக பல்வேறு பரிந்துரைகள் வழங்கப்பட்டுள்ளன.

இந்தப் பரிந்துரைகளின் அடிப்படையில் தலைமை ஆசிரியர்களுக்கான வழிகாட்டு விதிமுறைகள் தொடர்பாக பள்ளிக் கல்வி இயக்குநர் எஸ்.கண்ணப்பன் மாவட்ட முதன்மை கல்வி அலுவலர்களுக்கு சனிக்கிழமை சுற்றறிக்கையை அனுப்பியுள்ளார்.

பிளஸ் 2 படிப்பில் உயிரியல்- இயற்பியல்- வேதியியல் ஆகிய பாடங்களை எடுத்துப் படித்த மாணவர்களை எம்.பி.பி.எஸ், பி.டி.எஸ். படிப்புகளில் சேர்ப்பதற்கு விண்ணப்ப விநியோகம் திங்கள்கிழமை தொடங்குகிறது.

சென்னை மருத்துவக் கல்லூரி உள்பட 19 அரசு மருத்துவக் கல்லூரிகள், சென்னை பாரிமுனையில் உள்ள அரசு பல் மருத்துவக் கல்லூரி ஆகியவற்றில் காலை 10 மணி முதல் மாலை 5 மணி வரை விண்ணப்பம் வழங்கப்படும். மொத்தம் 40 ஆயிரம் விண்ணப்பங்கள் அச்சிடப்பட்டுள்ளன.

வேண்டுகோள் கடிதம்: எம்.பி.பி.எஸ். விண்ணப்பத்தைப் பெற, வேண்டுகோள் கடிதத்துடன் 'Secretary, Selection Committee, Kilpauk, Chennai' என்ற பெயரில் விண்ணப்பக் கட்டணமான ரூ. 500-க்கு வரைவுக் காசோலை ஆகியவற்றை அளிப்பது அவசியமாகும்.

Buyers go for small houses in city

CHENNAI: Chennai seem to have changed their preference from large and medium sized houses to smaller ones — a response to a sharp increase in realty prices.

According to data released by the Reserve Bank of India, the proportion of homebuyers seeking loans from banks and housing finance companies for smaller houses measuring 750sqft and below has gone up significantly in the third quarter of 2014 (September to December). Till September 2014, the preference was for medium-sized houses measuring between 750sqft and 1,200sqft.

It is significant to note that prices of apartments have risen by 11.2% in Chennai during the period, while in other cities like Mumbai homes have become cheaper. The trend of people opting for small houses was seen only in Chennai among the 13 cities from which data was compiled.

Till September 2014, only around 24% of the loans sought by Chennaiites were for small houses. A majority of the loans (around 46%) were for medium houses and the rest (around 30%) for large houses measuring more than 1,200sqft. But between September and December 2014, the trend changed with around 48.9% of the home buyers seeking loans for smaller houses, 27.5% for medium and 23.5% for large houses.

During the period, only 5% to 6% of the home buyers sought loans for smaller houses in Bengaluru, 37% to 38% for medium houses and the rest for large houses. The pattern has remained same in the garden city in comparison to the previous quarters.

"The trend has changed in Chennai definitely in the last two quarters. Till recently most of the builders were concentrating on the creamy layer and constructing ultra, deluxe and large apartments with various extra facilities like swimming pool and gymnasiums. But now the builders need to shift their focus on lower and medium middle-class families who can only afford houses measuring 750sqft and below," said former Confederation of Real Estate Developers Associations of India (Credai) president N Nandakumar.

The main reason for people opting for smaller apartments is the steep increase in prices of homes. "Construction costs have increased several percentage points in the last two quarters. This is being passed on to the buyers in the form of higher prices," said Nandakumar.

As the property prices increase, the customers scale down their plans and go for single-bedroom apartments instead of double-bedroom houses. The RBI survey covered 35 banks and housing finance companies in Greater Mumbai, Chennai, NCR Delhi, Bengaluru, Hyderabad, Kolkata, Pune, Jaipur, Greater Chandigarh, Ahmedabad, Lucknow, Bhopal and Bhubaneswar.

Private nurses, attendants in great demand at AIIMS

NEW DELHI: Jasodhara, fondly called Jasso, is an indispensable person for many relatives and attendants of patients at AIIMS. For them, she is the only person they can rely on for nursing assistance as the country's premier medical institute faces an acute shortage of paramedical staff.

The 36-year-old woman, widowed at an early age, takes care of the basic needs of patients such feeding and giving them sponge bath, administering medications as well as managing intravenous lines when their family members are not around.

But Jasodhara is not alone. AIIMS' inability to ramp up its infrastructure and manpower requirements has led to the growth of a parallel economy in and around the institute, say doctors. From private nurses to agents selling medicines and equipment, the hospital wards are full of people who make a living from the patients admitted there.

Outside, there are over 40 diagnostic centres and labs which provide services since the institute has a waiting list of over one month for the simplest of services such as X-ray.

"I am not a trained nurse but with experience I have learned some of the skills. Also, there are many things, for example, taking a patient to the toilet or giving him/her a bath, which a hospital nurse will never do but I can," said Rajni Kumari as she waited outside the AB-1 ward of AIIMS' main building to solicit families looking for nursing assistance.

While the private nurses charge anywhere between Rs 1,000 and Rs 1,500 daily, the attendants charge Rs 800-1,000 daily. AIIMS officials said more than 500 such people were working in various wards of the hospital.

"These days most couples are working professionals. They cannot afford to take long leaves to attend to their kin. These are the people who usually hire such a 'nurse' or 'attendant'. The maximum number of such people can be found in the private ward, cancer hospital and the gynaecology ward," said an official.

AIIMS, which has about 2,500 beds, has 5,000 sanctioned posts for nurses of which 700 are vacant. "Nurses work in three shifts, which means that at any given time there are around 1,400 nurses working at the hospital. If you count on the leaves, the number goes down further," said a senior doctor, trying to explain the reason for sudden increase in demand for private attendants/nurses.

Doctors say besides nursing, there are other areas where private services are available. "Path labs, imaging services and private accommodation are mushrooming in adjoining areas," said a senior doctor adding, even a simple x-ray takes one month at AIIMS.



Officials say there are touts who leverage the long waiting list for surgeries to fill their own coffers by acting as a go-between the private hospitals.

A report prepared by the AIIMS administration a few years ago showed waiting list in the various departments ranged from two months to a year or more. "The problem will remain until we are able to equip our primary health centres and tertiary hospitals in states with necessary infrastructure and manpower. There seems to be a lack of dedication among a section of the faculty and nurses as private hospitals have started paying much higher salaries," said a doctor.

"At night, there are only three to four nurses in the ward with over 30 patients. They often tell attendants to manage the intravenous line, remove secretions and mucus from the airways, which is a risk job. I had enough family members to attend to my father but we had to hire a private nurse so that such necessities are addressed effectively," said Nishant Saxena, whose father is undergoing treatment for abdominal tuberculosis at AIIMS.

Dr Deepak Aggarwal, a senior neurosurgeon at the hospital, denied there is any crisis of nurses but said people were hiring attendants for their own convenience. "In my view, only a few patients who do not have relatives to sit around 24X7 hire attendants. As of now, there is a clear policy or identification procedure for such people," he said.

Has UGC run its course?


NEW DELHI: Writing at the turn of the last century on India's education system, Swami Vivekanand forcefully argued that the "present system of education is all wrong." The comment rings true even today. This is why HRD minister Smriti Irani announced in November last year that her ministry is reviewing most education-related regulatory bodies, including the gargantuan University Grants Commission (UGC). PM Narendra Modi too declared at the Indian Science Congress in January that his government will pay as much attention to ease of doing R&D in India as to ease of doing business. An overhaul of our outdated education system is being talked about at a time when no Indian university is ranked among the world's top 200, and India is the only BRICS nation without representation among the top 100 global universities.

A new Act?

There is no dearth of money for the overhaul — the UGC dispenses grants of over Rs 10,500 crore a year on higher education — but like in other sectors that were opened up after economic liberalization, the problem lies in the structure of quality-control systems that have failed to keep up with ground realities. Last month, one of the first review panels set up by Irani to review the UGC's functioning recommended scrapping the body itself and replacing it with a National Higher Education Authority, through a new act of Parliament. That may be easier said than done and while experts debate possible solutions, all agree that the system needs an overhaul.

Queried on the possibility of a new authority, UGC chairman Prof Ved Prakash says, "We first need to answer whether we have exhausted all interventions which could be incorporated in the existing system before we go with a new system." He adds though that "there is no denying that new thinking is called for in rejuvenating higher education".

When the UGC Act was enacted in 1956, no one had foreseen that higher education would eventually grow outside the public system. Yet, by 2013, 64% of institutions and 59% of India's 2.3 crore students in higher education came from unaided private entities (see chart). Till recently, teachers and students from these institutions could not even access research grants provided by UGC. Compare this to the US where a private university like Stanford and the publicly funded University of California in Berkeley can "both compete for grants from the federal government," says Prakash.

What can be done? The UGC chief insists that "within the confines of the existing higher education system several academic reforms including semesterization of curricula, choice-based credit system, direct online transfers of scholarships and standardization of examinations are already being implemented. New structural reforms can also be built into the existing governance system. This may include gradual movement from state-regulated system to state supervisory system leading ultimately to a university entrepreneurial system."

Second, because India's education system is federal, states have the right to establish universities, but don't necessarily follow up with an obligation to ensure basic minimums in infrastructure or base it on actual needs. A good example is the bunch of one-room universities that popped up in Chhattisgarh after it was created in 2000 with sanction from its first government. Among states, Rajasthan has the highest number of universities at 61 (35 of them private), more than UP which has only 59 (21 private) though it is much bigger and more populous. "UGC is obliged to give recognition once a state sets up a university. It needs to have an important role in ensuring that before an institution commences work, it satisfies the prescribed norms for infrastructure and related requirements," says Prakash. Currently, UGC can only impose a Rs 1,000 fine on non-compliant universities.





Big is not beautiful

Third, and more fundamentally, unlike in other liberal democracies like the US, Australia and the UK, where accreditation, research funding and infrastructure spending on universities are regulated by separate entities, UGC is an omnibus body tasked with multiple functions.

"These functions should be independently run by separate entities which should not be linked to each other because the skills required for each are different. Development grants for infrastructure should be governed by financial and management experts while research grants should be adjudicated only by eminent professors who are experts in their field, not bureaucrats," says a former university vice-chancellor, speaking on condition of anonymity. "When you link all these functions together like it is now, it gives too much power which can be misused."

Previous expert committees on higher education — one chaired by Prof Yash Pal in 2008, another by Sam Pitroda under the National Knowledge Commission — also talked about the need for reform, albeit from different perspectives. Prakash agrees that "reform is definitely needed". "The task of regulating the sector and providing research funding," he says, "can be separated for more effective functioning." The sooner that happens, the better. India has the world's largest proportion of young people. If large sections of these Indians remain functionally uneducated, unskilled and unable to compete globally, our demographic dividend may soon turn into a demographic disaster.

தமிழக பொதுப்பணித்துறை மூலம் மேற்கொள்ளப்படும் அரசு கட்டுமான பணிகளுக்கான ஒப்பந்தங்கள் வழங்குவதற்கு தங்களிடம் 45 சதவீதம் வரை அதிகாரிகள் கமிஷன் தொகை கேட்டு வற்புறுத்துவதாக ஒப்பந்ததாரர்கள் சங்கத்தினர் கடந்த சில தினங்களாக குற்றம் சாட்டி வந்தனர்.

டெண்டர் முறையில் ஒப்பந்தம் வழங்க வேண்டும். சென்னையில் நடைபெறும் பணிகளுக்கு சென்னையில் உள்ள ஒப்பந்ததாரர்களை பயன்படுத்த வேண்டும் என்பன உள்பட 20 அம்ச கோரிக்கையையும் வலியுறுத்தி வந்தனர்.

இந்தநிலையில் கடந்த 7-ந்தேதி பொதுப்பணித்துறை அலுவலக வளாகத்தில், ‘ஊழல் செய்த அதிகாரிகள் பட்டியல் விவரம் விரைவில் வெளியிடப்படும்’ என்று அதிரடி பேனர்களை ஒப்பந்ததாரர்கள் சங்கத்தினர் வைத்தனர்.

இதையடுத்து ஒப்பந்ததாரர்கள் சங்க நிர்வாகிகளை நேற்றுமுன்தினம் அழைத்து, 2 நாட்கள் காலஅவகாசம் தாருங்கள். உங்களுடைய கோரிக்கைகள் நிச்சயம் நிறைவேற்றி தரப்படும் என்று அதிகாரிகள் தரப்பில் வாக்குறுதி அளிக்கப்பட்டது.

பட்டியல் வெளியீடு

அதிகாரிகளின் வாக்குறுதியை முதலில் ஏற்றுக்கொண்ட ஒப்பந்ததாரர்கள் திடீரென்று ஊழல் செய்த அதிகாரிகள் பட்டியல் 9-ந்தேதி(நேற்று) லஞ்ச ஒழிப்பு போலீசாரிடம் ஒப்படைக்கப்படும் என்று அதிரடியாக அறிவித்தனர்.

ஆனால், இது ஊழல் புகார் என்பதால் சென்னை ராஜா அண்ணாமலைபுரத்தில் உள்ள ஊழல் தடுப்பு மற்றும் கண்காணிப்பு இயக்குனர் அலுவலகத்தில் ஒப்பந்ததாரர்கள் சங்கத்தின் தலைவர் குணமணி மற்றும் நிர்வாகிகள் புகார் அளிப்பதற்காக நேற்று காலை வந்தனர்.

அங்கு ஊழல் தடுப்பு-கண்காணிப்பு டி.எஸ்.பி. சுதர்சனை சந்தித்து, பொதுப்பணித்துறையில் ஊழல் செய்ததாக 10 அதிகாரிகளின் பட்டியலை வழங்கினர். அவர்கள் முறைகேட்டில் ஈடுபட்டதற்கான ஆவணங்களையும், செல்போன் உரையாடலையும் வழங்கினர்.

உயிருக்கு ஆபத்து

புகார் அளித்துவிட்டு வெளியே வந்த குணமணி நிருபர்களுக்கு பேட்டியளித்தார். அப்போது அவர் கூறியதாவது:-

எங்களுடைய கோரிக்கைகள் நிறைவேற்றி தரப்படும் என்று கூறி 4 முறை பேச்சுவார்த்தைக்கு அதிகாரிகள் அழைத்து அலைக்கழித்தனர். எனவே இனியும் தாமதப்படுத்த கூடாது என்ற முடிவின் அடிப்படையில் முதற்கட்டமாக தற்போது 10 அதிகாரிகளின் பட்டியலை வெளியிட்டுள்ளோம்.

பட்டியலை வெளியிடக் கூடாது என்று எங்களுக்கு பலதரப்பில் இருந்தும் அச்சுறுத்தல் விடுக்கப்பட்டது. எனவே என்னுடைய உயிருக்கோ, சங்க நிர்வாகிகள் உயிருக்கோ ஆபத்து ஏற்பட்டால் அதற்கு பொறுப்பு புகாரில் கூறப்பட்ட 10 அதிகாரிகள் தான் என்பதை தெரிவித்துக்கொள்கிறேன்.

புகாரில் கூறப்பட்ட அதிகாரிகள் கடந்த 2 ஆண்டில் ரூ.30 கோடிக்கு மேல் ஊழல் செய்துள்ளனர். பணியை செய்யாமலே செய்ததாக கணக்கு காட்டி உள்ளனர். இதற்கான அனைத்து ஆதாரங்களையும் லஞ்ச ஒழிப்பு துறையில் ஒப்படைத்துள்ளோம்.

அவர் கூறும்போது, ‘ஒப்பந்ததாரர்கள் கூறும் புகார் நூற்றுக்கு நூறு சதவீதம் உண்மை. பொதுப்பணித்துறையில் லஞ்சம்-லாவண்யம் தலைவிரித்தாடுகிறது. நேர்மையான அதிகாரிகளால் பணியாற்ற முடிவதில்லை. எனவே புகாரில் கூறப்பட்ட அதிகாரிகளை ‘சஸ்பெண்ட்’ செய்து நடவடிக்கை எடுக்க வேண்டும். ஊழல் புகாருக்கு பொறுப்பேற்று தமிழக முதல்-அமைச்சர் ஓ.பன்னீர்செல்வமும் உடனடியாக பதவி விலக வேண்டும்.’ என்றார்.

Issue emigration clearance to nurses, CM tells Centre

Chief Minister Oommen Chandy has urged the Ministry of External Affairs for follow up action on the government order restricting the overseas recruitment of Indian nurses to government-run agencies.

In a letter to Minister for External Affairs Sushma Swaraj, he said the travel of Indian nurses appointed to ECR (Emigration Check Required) countries had been completely stopped since emigration clearance was made compulsory from April 30. This, he said, had created a situation for other countries to capitalise on.

“Of the 18 ECR countries, only the Kuwait government has initiated action for recruitment of nurses through government agencies,” he pointed out.

Mr. Chandy urged the Union Ministry to issue orders for emigration clearance to the nurses who had obtained legal job visa to work in ECR countries, except Kuwait, till recruitments were started through government agencies.

He called for blacklisting the agencies involved in the recruitment scams, especially to Kuwait.

Mr. Chandy also appealed to Ms. Swaraj to request the Indian embassies in all ECR countries to initiate a dialogue with the respective governments as done by the Indian Mission in Kuwait.

Rehabilitation

Special Correspondent writes from Pathanamthitta: The government should take immediate steps to rehabilitate nurses who returned from the war-torn Yemen, Indian Nurses Parents Association State chairperson M.V. Cherian has said. Mr. Cherian was inaugurating a meeting of repatriates from Yemen held at the Prathibha College auditorium here on Friday. The INPA leader said the government should also take a decision on the lost certificates, passports, and other documents belonging to the repatriates from Yemen on an emergency basis.
