அன்று விதைத்தது; இன்று தழைக்கட்டும்

பிரதமர் நரேந்திர மோடி, சீனாவில் 3 நாட்கள் சுற்றுப்பயணம்மேற்கொண்டுள்ளார். பிரதமர் என்ற முறையில் மோடிக்கு இது சீனாவுக்கு செல்லும் முதல் பயணம் என்றாலும், ஏற்கனவே குஜராத் முதல்–மந்திரியாக இருந்தபோது, நான்கு முறை அரசு பயணமாக சீனாவுக்கு சென்றிருக்கிறார். அந்த சுற்றுபயணங்களும் குஜராத்துக்கு பல தொழில் முதலீடுகளை ஈர்த்து கொண்டுவந்தன. இந்த வரலாற்று சிறப்புமிக்க சீனா சுற்றுப்பயணத்தில், பிரதமர் மோடி கலந்து கொள்ளும் ஒரு நிகழ்ச்சியில் பங்கேற்கும் ஜெயலலிதாவின் அனுமதியோடு சென்னை மேயர் சைதை துரைசாமி சென்றிருப்பது, தமிழ்நாட்டுக்கு பெருமை அளிக்கிறது.

இந்தியாவுக்கும், சீனாவுக்கும் இடையே உள்ள கலாசார, வர்த்தக உறவு என்பது இன்று நேற்றல்ல, பண்டையகாலம் தொட்டே இருந்திருக்கிறது என்பதற்கு, இருநாடுகளிலுமே சரித்திர சான்றுகள் இருக்கின்றன. இந்தியா சுதந்திரம் அடைந்தபிறகு 1954–ம் ஆண்டு அக்டோபர் மாதம் 14–ந்தேதி ஜவகர்லால் நேரு சீனாவுக்கு சென்று, இருநாட்டு நல்லுறவுக்கு விதை விதைத்தார். அன்று அவரும், சீன அதிபர் மா சே துங்கும் 4½ மணி நேரம் நடத்திய பேச்சுவார்த்தை, இருநாடுகளும் எதிர்காலத்தில் செல்லவேண்டிய புதிய பாதையை வகுத்துக்கொடுத்தது. அன்று மா சே துங் பேசும்போது, ‘பொருளாதார வளர்ச்சியில் இந்தியாவைவிட, சீனா மிகவும் பின்தங்கியிருக்கிறது.

அத்தகைய அளவில் தொழில்வளர்ச்சி அடைய சீனாவுக்கு 10 முதல் 20 ஆண்டுகள் ஆகும்’ என்று கூறினார். அத்தகைய நிலையில் இருந்த சீனாவின் முதலீடுகள் இந்தியாவுக்கு வேண்டும் என்று இப்போது கேட்கும் நிலையைப் பார்க்கும்போது, இத்தகைய வளர்ச்சிக்கான காரணங்களை ஆராய்ந்து, அதை பாடமாகக் கொண்டு கடைபிடிக்கவேண்டும். அன்று மாவோ பேசும்போது, ‘இந்தியாவும், சீனாவும் மோதிக்கொள்ளவேண்டிய அவசியமே இல்லை’ என்றார். இதற்கு பதில் அளித்த நேரு, ‘நமக்குள் சில வேறுபாடுகள் இருந்தாலும், நாம் மோதிக்கொள்வதில்லை’ என்றார். இந்த இருதலைவர்களும் விரும்பிய பரஸ்பர உறவு தழைக்க இந்த சுற்றுப்பயணம் உதவவேண்டும் என்பதே அனைவரின் விருப்பமாகும்.

மோடிக்கு பிரதமர் என்ற முறையில் இது முதல் பயணம் என்றாலும், சீன அதிபர் ஜி ஜின்பிங், மோடி பிரதமரானவுடன் இந்தியாவுக்கு வந்தபோது வழக்கமாக தலைவர்கள் தலைநகர் டெல்லியில் வந்து இறங்கும் மரபை மீறி, மோடியின் சொந்த ஊரான ஆமதாபாத்தில் தொடங்கினார். காந்தி ஆசிரமத்துக்கும் அவர் சென்றார். ஆமதாபாத்தில் இருதலைவர்களும் ஒரே ஊஞ்சலில் மகிழ்வோடு ஆடியதை இந்தியா, சீனா நாட்டு மக்கள் மட்டுமல்ல, உலக நாடுகளே ஆச்சரியத்தோடு பார்த்தன. அதுபோல, மோடியின் சீன பயணமும் ஜி ஜின் பிங்கின் சொந்த ஊரான ஜியான் நகரில் நேற்று தொடங்கியது. மோடியின் இந்த சுற்றுப்பயணம் வர்த்தக மற்றும் பொருளாதார பிரச்சினைகள், எல்லைப் பிரச்சினைகளை சுற்றி இருக்கும் என எதிர்பார்க்கப்படுகிறது.

கடந்த ஆண்டு சீன அதிபர் ஜி ஜின் பிங், இந்தியா வந்திருந்தபோது, இந்தியாவில், சீனாவின் ஒரு லட்சத்து 30 ஆயிரம் கோடி ரூபாய் அளவிலான முதலீடுகளுக்கு உறுதி அளித்தார். அந்த உறுதியை நிறைவேற்றும் வகையில், பல ஒப்பந்தங்கள் நிறைவேற்றப்படும் எனவும், பெங்களூரில் சீனா அமைக்கப்போகும் கலாசார பூங்காவில் ஒரு ரெயில்வே கல்லூரியை அமைக்கப்போவதுபோல, தமிழ்நாட்டுக்கு பலன் அளிக்கும் ஏதாவது ரெயில்வே திட்டம், அல்லது வேறு ஏதாவது முதலீடும் கையெழுத்து ஆகும் என்பதே மக்களின் எதிர்பார்ப்பாகும்.

கேள்விகள், சிரிப்புகள், கவலைகள்!

மிக விரைவில் முன்னாள் முதல்வராகவிருக்கும் தமிழக முதல்வர் ஓ.பன்னீர்செல்வம் நிம்மதிப் பெருமூச்சு விட்டிருப்பார். நீதிபதி குமாரசாமியை அவர் மனம் எந்த அளவுக்கு வாழ்த்தியிருக்கும் என்று கற்பனைகூடச் செய்ய முடியாது. ராமனின் பாதுகைகளின் கீழ் அமர்ந்து ஆட்சிசெய்த பரதனே கூச்சமடையும் அளவுக்குப் பணிவுடன் தன் கடமையைச் செய்த அவர், இனி தலை நிமிர்ந்து நடக்கலாம். அரியணை என்னும் சிறையை விட்டு விலகலாம். முள்முடியைவிடவும் மோசமான அந்தக் கிரீடத்தைக் கழற்றிவைக்கலாம்.

பன்னீர்செல்வத்தின் பிரச்சினை ஓய்ந்தது. தமிழகத்தின் பிரச்சினை? தமிழகக் கட்சிகளின் பிரச்சினை? நீதிமன்றப் பிரச்சினை? வழக்கு? மேல்முறையீடு? அடுத்த ஆண்டு வரவிருக்கும் தேர்தல்?

ஆட்டம் இப்போதுதான் ஆரம்பித்திருக்கிறது. பன்னீர் செல்வத்துக்கு இருக்கும் நிம்மதி வேறு பலருக்கு இருக்காது. ஜெயலலிதா தேர்தலில் நிற்க இயலாத நிலையைக் கணக்கில் கொண்டு தேர்தல் கோட்டை கட்டியவர்கள் இப்போது புழுங்குகிறார்கள். வேறு சிலரோ தேர்தல் காலத்தில் ஜெயலலிதாவின் கடைக்கண் பார்வை நம் மீது விழாதா என்ற ஏக்கத்துடன் காய் நகர்த்துகிறார்கள். இன்னும் ஆறு மாதங்களுக்குள் சட்டமன்ற உறுப்பினராக வேண்டிய நிலையில் இருக்கும் ஜெயலலிதா, தீர்ப்பு தந்திருக்கும் புத்துணர்வை நம்பிச் சட்டமன்றத்தைக் கலைத்துவிட்டுப் பொதுத் தேர்தலை எதிர்கொள்ளக்கூடும் என்றும் யூகங்கள் உலவுகின்றன.

இவை அரசியல் கணக்குகள். இப்போதைக்கு வெறும் கணக்குகள். இந்தத் தீர்ப்புதான் தற்போதைக்கு நிச்சயமானது. எவ்வளவு விமர்சனத்துக்கு உள்ளானாலும் ஜெயலலிதா விடுவிக்கப்பட்டுவிட்டார் என்பதும் அவர் மீண்டும் முதல்வராகிறார் என்பதும்தான் இன்றைய நிதர்சனங்கள். இவற்றின் அடிப்படையில்தான் ஒவ்வொருவரும் தனக்கான எதிர்காலம்குறித்த திட்டங்களை வகுக்க வேண்டும்.

ஒரு தீர்ப்பும் ஒரு சமூகமும்

திட்டங்கள் வகுக்கப்படவும் வெளிப்படவும் சில நாட்கள் ஆகலாம். இப்போதைக்குத் தீர்ப்பே தமிழகத்தின் பேச்சு. எல்லாத் தரப்புகளிலிருந்தும் எதிர்பார்த்த எதிர்வினைகளைக் காண முடிகிறது. சிலருக்கு இது தர்மம் வென்றதன் அடையாளம். மற்றும் சிலருக்கோ ‘இது இறுதித் தீர்ப்பு அல்ல’. வேறு சிலருக்குத் தீர்ப்பு பற்றி எந்தக் கருத்தும் இல்லை.

விடுதலை பெற்றுள்ள ஜெயலலிதாவுக்கு வாழ்த்துத் தெரிவிப்பதைத் தங்கள் கடமையாகச் சிலர் உணர் கிறார்கள். வேறு சிலருக்கு இந்தத் தீர்ப்பு ஒரு ஆய்வுக் களம். அதிலுள்ள சட்டச் சிக்கல்களை, ஓட்டைகளை ஆராய்கிறார்கள். ஊடகங்களுக்கோ இது பெரும் தீனி. தீர்ப்பின் சட்ட விவகாரங்கள், உள் விவகாரங்கள், அரசியல் பரிமாணங்கள் ஆகியவை அலசி ஆராயப்படுகின்றன. மேல் முறையீட்டுச் சம்பிரதாயங்கள்பற்றிப் பேசப்படுகிறது.

கொண்டாட்டங்கள், குமுறல்கள், அலசல்கள், யூகங்கள் ஆகிய களேபரங்களுக்கு மத்தியில் தீர்ப்பின் சட்டச் சிக்கல்கள் குறித்த பேச்சு உரக்க ஒலிப்பது தனித்துக் கேட்கிறது. வருமானத்துக்கு மேல் 10% வரை அதிகமாகச் சொத்து இருந்தால், அதைக் குற்றமாகக் கருத இயலாது என்னும் முந்தைய தீர்ப்பு ஒன்றைச் சுட்டிக்காட்டிய நீதிபதி குமாரசாமி, ஜெயலலிதா விஷயத்தில் 8.5%-தான் அதிகமாக இருக்கிறது என்கிறார். இந்த முடிவுக்கு அவர் வந்த விதம்பற்றி விமர்சிக்கப்படுகிறது. தீர்ப்பில் கொடுக்கப்பட்டுள்ள கணக்கு வழக்குகள் தவறாக இருப்பதைச் சுட்டிக்காட்டும் சிலர், பிழையின்றிக் கூட்டினால் இந்தச் சதவீதம் 70-ஐத் தொடும் என்றும் கணக்குப்போட்டுக் காட்டுகிறார்கள்.

ஆச்சார்யாவின் வாதம்

வழக்கில் அரசுத் தரப்பு வழக்கறிஞராக ஆஜரான பி.வி. ஆச்சார்யா முன்வைக்கும் விமர்சனங்களில் ஒரு வாதம் மிகவும் முக்கியமானது. தன் தரப்பை முன்வைத்து வாதிடத் தனக்கு வாய்ப்பு அளிக்கப்படவில்லை என்று கூறுகிறார். தன் தரப்பு வாதத்தை எழுத்துபூர்வமாகக் கொடுக்கும் படி கேட்ட நீதிமன்றம், அதற்கு ஒரே ஒரு நாள் மட்டுமே அவகாசம் கொடுத்துள்ளதைச் சுட்டிக்காட்டுகிறார். சாட்சிகள், பிறழ் சாட்சிகள், விசாரணை நடந்த விதம் ஆகியவை பற்றியெல்லாம் விமர்சனங்கள் நுட்பமான தளத்தில் விரிவாக முன்வைக்கப்படுகின்றன. நீதிபதி குன்ஹா அளித்த ஆயிரத்துச் சொச்சம் பக்கத் தீர்ப்புக்கும் நீதிபதி குமாரசாமி கொடுத்துள்ள தொள்ளாயிரத்துச் சொச்சம் பக்கத் தீர்ப்புக்கும் இடையே உள்ள வித்தியாசங்கள் தீவிரமாக அலசப்படுகின்றன.

இவை அனைத்தும் குறிப்பது ஒரே ஒரு விஷயத்தைத் தான். இந்த வழக்கில் இறுதி வார்த்தை இன்னமும் சொல்லப்படவில்லை. உச்ச நீதிமன்றத்தில் மேல் முறையீடு செய்வதற்கான வலுவான காரணங்கள் உள்ளன என்று ஆச்சார்யா கூறுகிறார். வழக்கை நடத்திய கர்நாடக அரசு, மனுதாரர்களான சுப்பிரமணியன் சுவாமி, திமுக பொதுச் செயலாளர் அன்பழகன் ஆகிய மூவரில் யார் வேண்டு மானாலும் மேல் முறையீடு செய்யலாம். செய்வார்கள் என்றே தோன்றுகிறது.

ரூ. 7,000-மும் 2 ஆண்டு சிறையும்!

தொலைக்காட்சி விவாதத்தில் இந்த வழக்கு பற்றிய ஆவேசமான விவாதம் நடந்துகொண்டிருந்தபோது, அடியில் ஒரு செய்தி ஓடிக்கொண்டிருந்தது. “ விவசாயியிடம் 7,000 ரூபாய் லஞ்சம் வாங்கிய காவல் துறை ஆய்வாளருக்கு 2 ஆண்டு சிறை - தர்மபுரி நீதிமன்றம் தீர்ப்பு” என்றது அந்தச் செய்தி. இந்தச் செய்தியைக் கண்ட சாமானியனின் முகத்தில் வறட்சியான ஒரு சிரிப்பு எழுந்திருக்கக்கூடும். ஜெயலலிதாவுக்குத் தண்டனை அல்லது விடுதலை ஆகியவற்றால் அரசியல் அரங்கில் நூறு சாத்தியக்கூறுகள் உருவாகலாம். பல நூறு மாற்றங்கள் நிகழலாம். ஆனால், சட்டத்தின் மீது மக்களுக்கு முழு நம்பிக்கை ஏற்பட வேண்டு மானால், சட்டத்தின் விநோதமான சாத்தியக் கூறுகள் சார்ந்த பல கேள்விகளுக்குப் பதில்கள் கிடைக்க வேண்டும். அரசியல் விளையாட்டுகளுக்கும் பழிவாங்கல்களுக்கும் அப்பாற்பட்ட முக்கியத்துவம் கொண்டது இது.

இன்றைய இந்தியப் பொது வெளியில் அறம் என்பது எத்தனை கேலிக்குரியதாக இருந்தாலும், அறம் சார்ந்த கனவை நாம் இழந்துவிட முடியாது. ஏனெனில், அந்த அறம்தான் என்றேனும் ஒருநாள் நிகழக்கூடிய நமது மீட்சிக்கான ஒரே வழி.

மருத்துவக் கல்லூரி தொடங்க இனி செவிலியர் பள்ளி அமைப்பதும் கட்டாயம்: மத்திய அரசு பரிசீலனை

புதிய மருத்துவக் கல்லூரி தொடங்குவதற்கு இனி செவிலியர் பள்ளி அமைப்பதையும் கட்டாய மாக்குவது குறித்து மத்திய அரசு பரிசீலித்து வருகிறது.

நாடு முழுவதும் நிலவும் செவிலியர் பற்றாக்குறையை சமாளிக்க மத்திய சுகாதார அமைச் சகம் இந்த நடவடிக்கையை எடுக்கவுள்ளது.

மத்திய சுகாதாரத்துறை அமைச் சர் ஜே.பி.நட்டா தலைமையில் டெல்லியில் சில நாட்களுக்கு முன் நடந்த கூட்டத்தில் இந்த யோசனை முன்வைக்கப்பட்டுள்ளது. இதில் வீட்டுவசதி மற்றும் நகர்ப்புற வறுமை ஒழிப்புத் துறை அமைச்சர் வெங்கய்ய நாயுடு, மகளிர் மற்றும் குழந்தைகள் நலத்துறை அமைச்சர் மேனகா காந்தி, சமூகநலத்துறை அமைச்சர் தாவர் சந்த் கெல் லோட் ஆகியோர் தத்தமது துறை களின் உயரதிகாரிகளுடன் கலந்து கொண்டனர். இதில் பேசிய மேனகா காந்தி, “நாட்டில் மருத்து வக் கல்லூரிகள் அதிகரித்து வருவது வரவேற்க கூடியது. அதேவேளையில், செவிலியர் பற்றாக்குறை அதிகரித்து வருவது கவலை அளிக்கிறது” என்றார். இதைத் தொடர்ந்து நடைபெற்ற விவாதத்தில், புதிய மருத்துவக் கல்லூரிகளுடன் செவிலியர் பயிற்சிப் பள்ளி தொடங்குவதை கட்டாயமாக்குவது குறித்து ஆலோசிக்கப்பட்டுள்ளது.

இதுகுறித்து அக்கூட்டத்தில் பங்கேற்ற அதிகாரிகள் ‘தி இந்து’விடம் கூறும்போது, “இந்த யோசனையை சுகா தாரத் துறையின் இயக்குநர் ஜெனரல் ஜெக்தீஷ் பிரசாத் எழுப்பி னார். இதை வரவேற்ற அமைச் சர் வெங்கய்ய நாயுடு, இதற் காக புதிய மருத்துவக் கல்லூரி கள் தொடங்குவதற்கான இந்திய மருத்துவ கவுன்சில் விதிமுறை களில் திருத்தம் செய்யலாம் என ஆலோசனை கூறினார்” என்றனர்.

தனியார் மட்டுமின்றி அரசு சார்பில் தொடங்கப்பட இருக்கும் புதிய மருத்துவக் கல்லூரிகளுக்கும் இந்த யோசனையை அமல்படுத்த திட்டமிடப்படுகிறது. இந்த யோசனை தொடர்பாக மத்திய சுகாதாரத் துறை அமைச்சகம் விரைவில் உத்தரவு பிறப்பிக்கும் என எதிர் பார்க்கப்படுகிறது.

மத்திய அரசின் புள்ளிவிவரப் படி, தற்போது நாடு முழுவதும் உள்ள 2,000 செவிலியர் பள்ளி களில் டிப்ளமா பயிற்சி அளிக்கப் படுகிறது. 1200 செவிலியர் கல்லூரிகளில் செவிலியர்க ளுக்கான பட்டப்படிப்பு அளிக்கப் படுகிறது. இவற்றை முடித்த வர்களுக்கு 281 கல்லூரிகளில் பட்டமேற்படிப்பு வசதி உள்ளது. இவற்றின் மூலம் ஆண்டுக்கு நாடு முழுவதிலும் சுமார் 60,000 செவிலியர்கள் உருவாகின்றனர். ஆனால் இதில் சுமார் 20 சதவீதம் பேர் வெளிநாடுகளுக்கு பணியாற்றச் சென்றுவிடுகின்றனர். இதுவே செவிலியர் பற்றாக் குறைக்கு முக்கியக் காரணமாகக் கூறப்படுகிறது.

Overseas nursing recruitment now free

THIRUVANANTHAPURAM: In a big relief to nurses aspiring to work abroad, the Centre on Thursday banned collection of recruitment fees for overseas nursing recruitments to 18 Emigration Check Required (ECR) countries.

From April 30, Overseas Development and Employment Promotion Council (Odepc) and Non Resident Keralites' Affairs (Norka) have been in charge of recruiting nurses from Kerala to 18 ECR countries.

On Thursday, an order issued by the overseas Indian affairs (MOIA) ministry amended immigration rules that permitted recruiting agencies to charge Rs 20,000 as recruitment fee.

The government had directed Odepc and Norka to take charge of nurses' recruitment after receiving complaints that private agencies were charging exorbitant sums like Rs 20 lakh. The government had announced that Odepc and Norka would charge only Rs 60,000 (Rs 20,000 as recruitment fee and Rs 40,000 towards the welfare fund).

The new order now means that Odepc and Norka cannot even levy even this fee.

To tide over the shortfall, the state government has put a proposal before the Kuwait government initial talks are over to remit a nominal fee per candidate as they are beneficiaries of the services.

"We have submitted our proposal seeking $350. The final decision has not been taken," principal secretary (labour and rehabilitation) Tom Jose said.

A top-level delegation from Kuwait led by under-secretary for medical services Jamal Al Harbi will visit the state next week to resolve all concerns regarding the recruitment process. The Kuwait government also has concerns with regards to routing all recruitment of candidates by 32 private agencies in Kuwait through the e-migrate system of the MOIA, a comprehensive online system covering emigration.

Thursday's decision has come at a time when a couple of nursing recruitment agencies based in Kochi are under scanner for swindling crores of rupees from potential nursing candidates scouting for overseas jobs.

After a recent raid on a Kochi nursing recruitment agency charging exorbitant rates from candidates, the labour department has been receiving inquiries and complaints with regards to cases where candidates have paid lakhs for overseas jobs.

The countries to which Odepc and Norka will recruit nursing professionals include UAE, KSA, Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq.

Nursing Body Hopes for Separate Varsity

CHENNAI:The Trained Nurses Association of India — an association of nurses from across the country, will be submitting a proposal to the Health and Family Welfare Department this week, to construct a University for Nurses. The Association along with S Ani Grace Kalaimathi, Registrar of the Tamil Nadu Nursing and Midwives Council is already in talks with the department. “We have been in talks with several other departments as well, but now we have done complete background work and prepared a final project that we wish to submit to the Minister in person, so that we can come to a favourable decision,” says Jaeny Kemp, president of TNAI, on the sidelines of the International Nurses Day Celebration at St Isabel hospital in Mylapore.

Over two lakh nurses have registered with the Tamil Nadu Nursing and Midwives Council since 1926, when it was established. Tamil Nadu also has 224 schools of nursing that offer diploma courses and 169 nursing colleges out of which 69 institutions offer M Sc programmes in nursing. Grace says that while colleges are available, several institutes offering unauthorised courses are on the rise, “Bogus nursing institutes are mushrooming in and around the city, they offer unauthorised courses like physician technicians and several names we haven’t even heard about making the number of unlicensed nurses quite long. This in turn risks the patients life,” she adds.

She adds that a Nursing University would help get rid of all these problems. “We have designed a course where we will be following the uniform standard of syllabus. We will also be looking at ways to improve it, so that, aspirants will be able to gain better quality education, better employment and would not feel left out in the medical world. This University will also have a nurse holding posts like the Vice Chancellor, Dean and others,” she explains. This will make it a first-of-a-kind in India and second in the world after Sweden.

Grace says that quality education is the need of the hour, “Nurses are the heart of the healing industry, they cannot do without us. All we need is proper recognition for our work and service. I hope this University, once established, will change it all.”

Delay in Formation of TS Nursing Council Leaves Students Worried

HYDERABAD: The inordinate delay in establishing Telangana State nursing council is resulting in unnecessary trouble for the nursing students in the State. With the absence of a state-level body for formal registration of nursing students, the latter are worried of losing job opportunities during the upcoming recruitment drive.

After completing the auxiliary nurses and midwifery (ANM) courses, the nursing students must register themselves with the State Nursing Council in order to receive eligibility for jobs in private and government sector firms. Currently, around 5,000 nursing students who have graduated in the 2013-14 academic year in Telangana, are still waiting for their registration as there is no State Nursing Council in the State.

With several job notifications in both the State and Central governments are ready to be released in the coming months, the nursing students have rushed to Andhra Pradesh Nursing Council (APNC) for registration. However, the APNC refused to register students from Telangana citing that registration of students from other states is against their norms.

“According to the existing rules, we cannot register students who studied in other States,” an official of APNC told Express.

After bifurcation of the erstwhile United Andhra, the Telangana Department of Health Medical and Family Welfare conducted the examination for ANM nursing students and had issued certificates to those who have completed the course. With certificates issued by the Telangana Board, AP officials refuse registration for these students.

However, the APNC also suggested that the registration can be done for Telangana students at APNC if the Telangana State government makes a formal request to AP government. “We can register them only if we receive orders from our State government,” the APNC official added.

Meanwhile efforts to establish the Telangana’s Nursing Council are yet to gain ground. Earlier, the TS government had prepared a proposal to form its own medical council and nursing council after bifurcation. However, no progress has been made yet.

Putta Srinivas, director, Medical Education, Telangana, said: “We have already sent the proposal to the Indian Nursing Council (INC) for setting up our own nursing council. The process of establishing the Board will begin once we get approval from the national body.”

INFORMATION COMMISSIONER PUTS FINE OF 1 LAKH ON CITY MAGISTRATE

Taking serious view of not making compliance of orders, besides provided replies filed under the Right to Information (RTI) Act, Information Commissioner, Vijay Shankar Sharma, imposed a fine of over a lakh rupees on city magistrate of Kanpur city, on Wednesday. Confirming of the above here on Wednesday afternoon, Sharma, said that despite of several reminders and warning, the city magistrate of Kanpur, Ashutosh Mohan Agnihotri, who is also RTI officer, neither gave reply to his queries, nor he appeared before him during the hearing. Sharma said that taking the negligent approach of the officer very seriously, he had imposed a fine of Rs 25,000 each in four separate matters while in one another, he slapped a fine of Rs 12,500 on the same officer.

Sharma claimed that besides the city magistrate, he also imposed a fine of Rs 25,000 on District Social Welfare officer of Kanpur. Sharma also issued warning to Nagar Ayukata of Kanpur, Executive Engineer of Kanpur Electric Supply, Secretary of Power Distribution Corporation of Kanpur and in three other matters taken up on Wednesday.
