HC Bench issues notice to two deemed universities for not offering seats to candidates from HK

The Gulbarga Bench of the Karnataka High Court has issued notices to two deemed universities asking them why had have not offered seats to candidates from Hyderabad Karnataka.

Justice H. Billappa issued emergent notice to Nitte University and KLE University asking them to be present in court in five days from the date of receiving the notice. Hand summons were issued to Nitte University on June 25 and KLE on June 26, petitioner Rajrajeshwari Shankareppa Patil told The Hindu.She hails from Atiwal in Bidar taluk.

Ashok Kumar, advocate for the petitioner, said all institutions, be they government, semi-government, aided or private, including deemed universities and those run by NGOs and cooperatives, had to provide regional reservation under Article 371(J) of the Constitution.

Rajrajeshwari got 2277th rank in the test conducted by Nitte University and 2715th rank in KLE University’s examinations.

However, she found that the two deemed universities had not included HK quota in their seat matrix.

Her father Shankareppa Patil, a farmer, had brought this to the notice of Minister of State for Medical Education Sharanprakash Patil.

“Before going to the Minister, we requested the college authorities and they said they were waiting for clarity on the issue, as some people had approached the courts against HK quota, Mr. Shankareppa said. Our lawyer told them the quota was mandatory, but they did not heed to our demands. That is why we had to file a writ petition in the High Court,” he said. The order was issued on June 22.

UGC panel probing plagiarism charge against Pondy VC

PUDUCHERRY: A three-member committee set up by the University Grants Commission is probing allegation of plagiarism against Pondicherry University vice-chancellor Chandra Krishnamurthy following a direction from the Union human resource ministry.

While former vice-chancellor of Central University of Punjab Jai Rup Singh is the chairman of the committee, former director of Indian Law Institute K N Chandersekharan Pillai and former secretary (home ministry) Nita Chowdhary are the members.

According to an RTI reply, the HRD ministry in its note (a copy of which is available with TOI) to the UGC said the Pondicherry University Teachers' Association (Puta) had charged that Chandra plagiarized her book 'Legal Education in India'. The ministry sent a copy of the book with results of a check by Turnitin (a software used for "originality check" of books, PhD and MPhil thesis).

The ministry also said there were charges that Chandra plagiarized her PhD thesis titled, 'Conceptual and interpretative analysis of educational rights in minority in the constitution', submitted to University of Mumbai University.

When contacted, Jai Rup Singh said the committee has begun the probe and has not submitted its final report. "There is a specific issue raised in the complaint. The committee will probe into the issue as per the terms and conditions set by the UGC," Singh said. Chandra was not available for comments despite repeated attempts.

Nursing scam: PoE suspended

KOCHI: Protector of Emigrants (PoE), Kochi, L Adolphus — the first accused in nursing recruitment scam involving four agencies — has been suspended from service. An official order to this effect has been issued by the protector general of emigrants, Delhi, said CBI sources.

Adolphus was arrested by the Central Bureau of Investigation for his role in the multi-crore recruitment scam on June 15. He is currently in judicial custody. "The official was disqualified as PoE after his arrest. He will be in custody for three more days," said CBI sources.

If a government servant is detained in custody for a period exceeding 48 hours, he is deemed to have been placed under suspension by an order of the appointing authority with effect from the date of detention.

After his arrest, a senior official with the Kochi office is handling the post. Officials at the PoE office said they have not received any order regarding the appointment of a new person to head the post. Adolphus' role in the scam was revealed after income tax department raided the office of Al Zarafa Travel and Manpower Consultants run by a Kottayam native M V Varghese alias Uthup.

Income tax officials had seized unaccounted money to the tune of Rs 4.88 core from Al Zarafa's office. The agency had collected Rs 20 lakh each from job aspirants though the permitted service charge was Rs19,000.

A CBI inquiry proved that the firm had illegally collected money from nurses with the knowledge of Adolphus. CBI later arraigned him as the first accused in connection with similar illegal recruitments conducted by three more agencies — Pan Asian Tours and Travels, Mathew International and J K International. Though CBI had found Adolphus guilty, he was allowed to continue in his post. Emigration initiated action to suspend the official only after his arrest.

Madras HC threatens to jail officials for ignoring court orders

CHENNAI: Which is the nearest jail, asked a fuming Madras high court a few days ago, making it clear that it would henceforth send officials found wilfully disobeying court orders to prison. The first bench of Chief Justice Sanjay Kishan Kaul and Justice T S Sivagnanam, miffed at the increasing number of contempt of court petitions being filed nowadays, also observed that unless some officials are punished things would not change for the better.

The bench was hearing a petition by the teacher of a Namakkal-based school, seeking contempt action against the then special officer of Salem Cooperative Sugar Mills, which runs the school, for failing to implement a court order to ensure pay parity between the school staff and their counterparts in other schools.

The judges, pointing out that the teacher was before the court fighting for his rights since 2004, said even a after the high court had upheld his rights and the Supreme Court dismissed the school's appeal, authorities had not implemented the order. During arguments, the judges observed: "All is not well...we will punish the officials. How many contempt petitions are pending before this court? Unless we punish the officials concerned it will not change. We will send them to jail. Tell us which is the nearest jail."

When the next case, which too pertained to non-implementation of a court order, this time by the forest department, came up for hearing, the bench reiterated its warning that it would punish officials who deliberately disobeyed court orders.

A few months ago, another judge of the court raised the same issue and said non-implementation of court rulings would strike at the very root of the rule of law. Giving details of contempt cases pending before the court, Justice N Kirubakaran ticked off the bureaucracy for its "remarkable unwillingness and apathy."

He said the number of contempt of court cases, which was just 421 in 1990, had shot up to more than 2,900 in 2011 and 2,434 in 2012. "Disobedience of orders of courts strikes at the very root of the rule of law on which the judicial system rests," he had observed.

விமானங்களில் ‘லக்கேஜ்’ எடுத்து செல்வதில் பழைய நடைமுறையே தொடரும் மத்திய அரசு அறிவிப்பு

விமான பயணிகள் 15 கிலோ வரை லக்கேஜூகளை கட்டணமின்றி விமானத்தில் எடுத்துச் செல்ல தற்போது அனுமதிக்கப்படுகிறது. இதை ரத்து செய்துவிட்டு பயணிகள் கொண்டு செல்லும் ஒவ்வொரு கிலோவுக்கும் கட்டணம் வசூலிக்கவேண்டும் என்று சில தனியார் விமான நிறுவனங்கள் சிவில் விமான போக்குவரத்து ஒழுங்குமுறை இயக்குனரகத்திடம் கோரிக்கை விடுத்தன. இதுபற்றி பரிசீலித்து முடிவு எடுக்கப்படும் என்று அறிவிக்கப்பட்டது.

இந்த நிலையில் லக்கேஜூகளுக்கு கட்டணம் வசூலிக்கவேண்டும் என்கிற பரிந்துரையை சிவில் விமான போக்குவரத்து ஒழுங்குமுறை இயக்குனரகம் மத்திய அரசின் ஒப்புதலுக்கு கொண்டு சென்றது. ஆனால் இதை ஏற்க மத்திய அரசு மறுத்துவிட்டது.

இது பற்றி சிவில் விமான போக்குவரத்து துறை ராஜாங்க மந்திரி மகேஷ் சர்மா நேற்று நிருபர்களிடம் கூறுகையில், ‘‘விமானங்களில் பயணிகள் ‘லக்கேஜ்’ எடுத்துச் செல்வது தொடர்பாக சிவில் விமான போக்குவரத்து ஒழுங்குமுறை இயக்குனரகம் தெரிவித்த யோசனை ஏற்கப்படவில்லை. விமான பயணிகள் மீது நாங்கள் எந்த சுமையையும் ஏற்ற விரும்பவில்லை. இதில் தற்போதுள்ள நடைமுறையே தொடரும்’’ என்று குறிப்பிட்டார்.

சென்னை மெட்ரோ ரெயில் நாளை முதல் ஓடும் ஜெயலலிதா தொடங்கி வைக்கிறார்

சென்னையில் மெட்ரோ ரெயில் நாளை முதல் ஓடுகிறது. ரெயில் போக்குவரத்தை ஜெயலலிதா தொடங்கி வைக்கிறார்.

நெரிசல் அதிகரிப்பு

சென்னையில் போக்குவரத்து நெரிசல் நாளுக்கு நாள் அதிகரித்து வருகிறது. எதிர்காலத்தில் இதனால் மிகக் கடுமையான பாதிப்புகள் ஏற்படக்கூடும் என்பதை அறிந்து, மெட்ரோ ரெயில் சேவையை சென்னையில் அறிமுகம் செய்ய 2007-ம் ஆண்டில் திட்டம் தீட்டப்பட்டது. மெட்ரோ ரெயில் திட்டத்தின் கட்டுமானப் பணி கடந்த 2009-ம் ஆண்டு தொடங்கியது. இதற்காக ஒதுக்கப்பட்ட தொகை ரூ.14 ஆயிரத்து 600 கோடியாகும்.

இரண்டு வழித்தடங்களில் இந்தத் திட்டத்தை நிறைவேற்ற முடிவு செய்யப்பட்டது. வண்ணாரப்பேட்டை - சென்னை விமான நிலையம் இடையேயும் (23.1 கி.மீ. நீளம்), சென்டிரல் - பரங்கிமலை இடையேயும் (22 கி.மீ. நீளம்) மெட்ரோ ரெயில் வழித்தடம் அமைக்கும் பணி தொடங்கியது.

சாலைக்கு மேலும் கீழும்

இரண்டு வழித்தடங்களிலும் மொத்தம் 32 மெட்ரோ ரெயில் நிலையங்கள் அமைக்கப்படுகின்றன. இவற்றில் 14 ரெயில் நிலையங்கள் மேல்மட்ட பாதையிலும் (சாலைக்கு மேலே), 18 ரெயில் நிலையங்கள் சுரங்கப் பாதையிலும் (சாலைக்கு கீழே) அமைக்கப்பட்டு வருகின்றன.

வண்ணாரப்பேட்டை - சென்னை விமான நிலையம் இடையே உள்ள பாதையில் 11 மெட்ரோ ரெயில் நிலையங்கள் சுரங்கப் பாதையிலும், 6 ரெயில் நிலையங்கள் மேல்மட்ட பாதையிலும் வருகின்றன. அதுபோல் சென்டிரல் - பரங்கிமலை இடையே 8 மேல்மட்ட மெட்ரோ ரெயில் நிலையங்களும், 7 சுரங்கப் பாதை ரெயில் நிலையங்களும் வருகின்றன.

ஜெயலலிதா தொடங்கி வைக்கிறார்

தற்போது சென்டிரல் - பரங்கிமலை வழித்தடத்தில் உள்ள கோயம்பேடு-ஆலந்தூர் இடையேயான (10 கி.மீ. நீளம்) மேல்மட்ட ரெயில் பாதையில் பணிகள் நிறைவடைந்துவிட்டன. இந்தப் பாதையில் கோயம்பேடு, கோயம்பேடு பஸ் நிலையம், அரும்பாக்கம், வடபழனி, அசோக்நகர், ஈக்காட்டுத்தாங்கல், ஆலந்தூர், பரங்கிமலை ஆகிய 8 மெட்ரோ ரெயில் நிலையங்கள் வருகின்றன.

அவற்றில் பரங்கிமலை தவிர மற்ற 7 மெட்ரோ ரெயில் நிலையங்களுக்கு இடையேயான மெட்ரோ ரெயில் போக்குவரத்து நாளை (29-ந்தேதி, திங்கட்கிழமை) தொடங்கி வைக்கப்படுகிறது. இந்த வழித்தடத்தை முதல்-அமைச்சர் ஜெயலலிதா நாளை தொடங்கிவைக்கிறார். தலைமைச் செயலகத்தில் இருந்தபடி காணொலிக் காட்சி மூலம் (வீடியோ கான்பரன்சிங்) அவர் தொடங்கி வைக்க உள்ளார்.

நாளை தொடக்க விழாவில் மத்திய நகர்புற வளர்ச்சிதுறை செயலாளர் மதுசூதனன் பிரசாத் பங்கேற்பார் என்று மத்திய அரசு வட்டாரங்களில் தெரிவிக்கப்பட்டது.

விழாக்கோலம்

சென்னைக்கு முற்றிலும் புதிதான இந்தத் திட்டத்தின் தொடக்க விழாவை பிரமாண்டமாக கொண்டாட சென்னை மெட்ரோ ரெயில் நிறுவனம் (சி.எம்.ஆர்.எல்.) முடிவு செய்துள்ளது. தொடக்க நாளன்று இரண்டு வழித்தடத்திலும் ஓடும் ரெயில்களை அழகாக அலங்கரிக்க சி.எம்.ஆர்.எல். அதிகாரிகள் திட்டமிட்டுள்ளனர் முதலில் 9 ரெயில்கள் ஓடும் என்று கூறப்படுகிறது.

அதுபோல் மெட்ரோ ரெயில் நிலையங்களும் அலங்கரிக்கப்படவுள்ளன. அலங்காரப் பணிகள் அனைத்தும் இன்று (28-ந்தேதி) நிறைவடையும் என்று சி.எம்.ஆர்.எல். அதிகாரி ஒருவர் தெரிவித்தார்.

இந்த வழித்தடத்தில் மெட்ரோ சேவை தொடங்கிய சில வாரங்களுக்கு பயணிகளுக்கு இலவசமாக பயணத்தை வழங்குவது பற்றி சி.எம்.ஆர்.எல். அதிகாரிகள் ஆலோசித்து வருகின்றனர். இதன் மூலம் பலர் தங்கள் தற்போதைய பயண முறையை நிறுத்திவிட்டு, மெட்ரோ ரெயிலுக்கு மாறக்கூடும் என்று நம்பப்படுகிறது.

Assam To Recover Rs 20 lakhs From Doctors Who Skip Govt Service

The govt of Assam is launching legal steps in order to recover Rs 20 lakh each from over 200 doctors of the 2014 postgraduate batch for not serving in the government health sector and skipping the duty for the mandatory period of 10 years after completing their studies at the expense of the state exchequer. The government has termed this as an act of ‘willful neglect of responsibilities.’

As per the rules the Assam Medical Colleges (Regulations of Admission into PG Course), 2006, requires a doctor to serve under the state government for a minimum period of 10 years in any state government service in the health and other allied sectors, including National Health Mission (NHM), after completing their PG course.

In this regard all the doctors have to sign an agreement with the state government at the time of admission to PG course and in case of any breach of terms and conditions, they are liable to pay an amount of Rs 20 lakh as compensation to the state government on account of the expenses borne by the state government for their post-graduate courses. In case of failure to pay the money, the state government can file a money suit and take legal action against them.

According to a source due to this action of doctors Assam is facing a shortage of more than 1,500 doctors at present.The negligence of these doctors has not only deprived thousands of people of proper healthcare but it has also resulted in acute shortage of government doctors specifically in the rural areas.

State health and family welfare department principal secretary Sanjeeva Kumar said “This is the first step against the erring doctors from the 2014 batch. We are collecting the data of doctors from the earlier PG batches who have not served in the government sector.”

Chief minister Tarun Gogoi has taken a serious note of the matter and has directed the health and family welfare department to immediately take legal action against the PG doctors for violation of the terms and conditions of the agreement. “The chief minister further said such cases of violation would also be taken up with the Medical Council of India.”
