சாஸ்த்ரா பல்கலைக்கழகத்துக்கு "நாக்' உயர் தரம் அளிப்பு

தஞ்சாவூர் சாஸ்த்ரா பல்கலைக்கழகத்துக்குத் தேசிய தர அங்கீகாரக் குழு (நாக்) உயர்த்தப்பட்ட தர மதிப்பீட்டை வழங்கியது.

சாஸ்த்ரா பல்கலைக்கழகத்தின் வேண்டுகோளை ஏற்ற தேசிய தர அங்கீகாரக் குழு புதிய தரமாக 3.54 புள்ளிகளை வழங்கியுள்ளது. இந்தப் பல்கலைக்கழகத்துக்கு 2014 ஆம் ஆண்டு மார்ச் மாதத்தில் வந்த தேசிய தர அங்கீகாரக் குழு மூன்றாவது சுற்று தரம் வழங்கலில் 3.3 புள்ளிகள் அடிப்படையில் "ஏ' தகுதியை வழங்கியது. அந்தக் குழு வழங்கிய தரப்புள்ளிகள், தகவல்கள் குறித்து சாஸ்த்ரா பல்கலைக்கழகம் மேல்முறையீடு செய்தது. அதன்படி, மேல்முறையீட்டுக் குழு நான்கு அடிப்படைகளில் தன்னுடைய மதிப்பீட்டைத் திருத்தி அமைத்தது.
பாடம் தொடர்பான கூறுகள், ஆய்வு உரையாடல்கள், விரிவாக்கம், பயிற்றுவித்தல் கற்றல், புதியன படைத்தல், சிறந்த நடைமுறைகள் போன்றவற்றை அக்குழு கருத்தில் கொண்டது.

மேல்முறையீட்டுக் குழுத் தன்னுடைய மதிப்பீட்டை 3.54 என்பதைத் திருத்தி அமைத்தது. மேலும், நிகழாண்டு மே 11ஆம் தேதி நடைபெற்ற செயற்குழுக் கூட்டத்தில் இந்த முடிவு இறுதியாக அங்கீகரிக்கப்பட்டது. இந்தப் புதிய மதிப்பீடான 3.54, "ஏ' தரம் அடிப்படையில் தமிழ்நாட்டில் உள்ள அண்ணா பல்கலைக்கழகம், சென்னைப் பல்கலைக்கழகம் உள்ளிட்ட அரசுப் பல்கலைக்கழகங்கள், அனைத்து தனியார் தொழில்நுட்பப் பல்கலைக்கழகங்களையும் சாஸ்த்ரா பல்கலைக்கழகம் விஞ்சி முன்னிலையில் உள்ளது.

கணவரின் பெற்றோர் இறந்ததாகக் கூறி வாரிசுச் சான்று பெற்ற மருமகள்!

உயிரோடு இருக்கும் தங்களை இறந்துவிட்டதாகக் கூறி மருமகள் பெற்ற வாரிசுச் சான்றிதழை மாற்றித் தரக்கோரி மாமனார், மாமியார் திங்கள்கிழமை மனு அளித்தனர்.
அவர்களுக்கு உடனடியாக வாரிசுச் சான்றிதழ் மாற்றித்தரப்பட்டது.
மதுரை பெருங்குடி பகுதியைச் சேர்ந்தவர் ஷாஜகான்(57). இவரது மனைவி சாரா பானு(51). இவர்களுக்கு மூன்று மகன்கள். இதில் கடைசி மகனான அப்துல் ரஹ்மான்(26) கடந்தாண்டு டிசம்பர் 13-இல் சாலை விபத்தில் இறந்துவிட்டார்.
இதையடுத்து வாரிசுச் சான்றிதழ் கோரி அப்துல் ரஹ்மானின் தந்தை ஷாஜகான் மதுரை வடக்கு வட்டாட்சியரை அணுகியுள்ளார். ஆனால், அதற்கு முன்பே அப்துல் ரஹ்மானின் மனைவி மும்தாஜ் பேகம் வட்டாட்சியர் அலுவலகத்தில் வாரிசுச் சான்றிதழ் பெற்றுவிட்டதாகவும், அதில் தனது மாமனார் ஷாஜகான், மாமியார் சாரா பானு இறந்துவிட்டதாகத் தவறான தகவல்களையும் அவர் தெரிவித்து இருப்பதும் தெரியவந்தது.
இதையறிந்த ஷாஜகான், சாரா பானு ஆகியோர் சான்றிதழை மாற்றித்தரக் கோரி கடந்த 15 நாள்களாக வட்டாட்சியர் அலுவலகத்துக்கு அலைந்துள்ளனர். இதையடுத்து மாவட்ட ஆட்சியரிடம் புகார் அளிக்க திங்கள்கிழமை வந்தனர்.
இந்நிலையில் உயிரோடு இருப்பவர்கள், இறந்துவிட்டதாக சான்றிதழ் வழங்கப்பட்டதாக ஆட்சியர் அலுவலகத்தில் தகவல் பரவியது.
தகவலறிந்த வடக்கு வட்டாட்சியர் ராமன், இருவரையும் அழைத்து விசாரித்தார். பின்னர், உடனடியாக திருத்தம் செய்யப்பட்ட வாரிசுச் சான்றிதழ் அவர்களுக்கு வழங்கப்பட்டது. இதுகுறித்து மதுரை வடக்கு வட்டாட்சியர் ராமன் கூறியது: வாரிசுச் சான்றிதழ் வழங்கும் பிரிவு ஊழியரின் கவனக்குறைவு காரணமாக சான்றிதழ் பதியும்போது மாமனார், மாமியார் இறந்துவிட்டதாக வாரிசுச் சான்றிதழில் எழுதப்பட்டுவிட்டது. அதை திருத்தி உடனடியாகப் புதிய வாரிசு சான்றிதழ் அளிக்கப்பட்டுவிட்டது என்று தெரிவித்தார்.

Madurai's senior most citizen dies aged 105

MADURAI: Having lived a long and fruitful life, Madurai's senior most citizen, Arul Navam David, 105, breathed her last in the wee hours of Monday.

She lived a hale and hearty life without any ailments, except that she was on a liquid diet for the last 10 days.

She appeared in district collector office in May to renew her pension by producing life certificate, much to the surprise of treasury officials. They told her that she had attained the ripe age to claim double pension.

During last parliamentary elections in April 2014, Arul Navam gingerly came down to a polling booth being carried by her great grandson, David Franco.

As she approached the booth, she jumped down and went around franchising her vote. She promptly came out giving a warm smile to media persons and her relatives informed that she followed up all election developments promptly.

To her age, she had amazing vision to read Bible and newspapers and most of her teeth were intact till her death. She had no age-related ailments like diabetes, blood pressure or heart ailments.

"She lived a disease-free life and took care of her own needs. She was absolutely no trouble to family for her age," said Sampath Pandian, her relative.

Her life was full of tragedies, and she faced them with grit. Born in 1911, she worked as a midwife in Ramnathapuram and later at Madurai Government Rajaji Hospital, before retiring as midwifery superintendent in 1966.

She was widowed at the age of 26 with eight children and she did not have any professional training.

She studied midwifery after her husband's demise to support her children. She worked in Ramanathapuram district - most of the times in remote villages - helping out poor families.

She had also seen her children dying one by one due to age, the most painful part of her long life, said P David Manickam, her grandson.

Having faced all the struggles with exceptional courage, she celebrated her 105th birthday along with her neighbours in a gated community near Vilangudi on January 4, 2015.

On Monday morning, around 1.40am, she suffered wheezing trouble and passed away, her relatives informed.

"She lived her life full and passed away peacefully. She will be laid to rest after the requiem service at Christ Church, Karimedu", Manickam added.

Applications for Indian medicine courses being issued

Distribution of applications to the five-and-half-year undergraduate courses for academic year 2015-2016 offered under the Indian systems of medicine began on Monday at various government colleges in the State.

Forms will be issued till July 24 at all the government Indian medical system colleges on the Indian Medicine Campus in Arumbakkam besides government colleges in Palayamkottai, Madurai and Nagarcoil. Applications can also be downloaded from www.tnhealth.org.

Applicants must provide a request letter along with a DD for Rs. 500 drawn in favour of ‘The Director of Indian Medicine and homoeopathy, Chennai 106’ from any nationalised bank on or after June 29 payable at Chennai.

No application fee will be charged for SC, SCA and ST candidates provided they submit a written request along with self-attested photostat copies of the community certificate and Plus-Two mark sheet.

MBBS counselling at Annamalai varsity from tomorrow

Counselling for admission to the MBBS course at Annamalai University will be held from July 1, while counselling for admission to the BDS will be held from July 2 onwards. A total of 5,940 applications have been received for MBBS course and 1,438 applications have been received for BDS course, said a press release from the university.

Admission will be made on the basis of merit by following rule of reservation of the Government of Tamil Nadu, it said.

Three per cent of the total seats available are reserved for differently-abled persons as per norms laid down by the government, it said.

கடந்தவாரம் வெள்ளிக்கிழமையன்று, இந்தியா முழுவதிலும் காங்கிரஸ் அல்லாத எதிர்க்கட்சிகள், 40 ஆண்டுகளுக்கு முன்பு அதேநாளில் பிரகடனப்படுத்தப்பட்ட நெருக்கடி நிலையின் சோக நினைவுகளை மீண்டும் நினைவுபடுத்தின. 1975–ம் ஆண்டு ஜூன் 12–ந்தேதி அலகாபாத் ஐகோர்ட்டு, இந்திரா காந்திக்கு எதிராக, அவர் ரேபரேலி பாராளுமன்ற தொகுதியில் இருந்து தேர்ந்தெடுக்கப்பட்டது செல்லாது என்று வழங்கிய ஒரு தீர்ப்புதான், இந்த நெருக்கடிநிலை பிரகடனத்துக்கு மூலகாரணமாக அமைந்தது. அனைத்து அரசியல் தலைவர்களும் கைது செய்து சிறையில் அடைக்கப்பட்டனர். தமிழ்நாட்டில் மு.க.ஸ்டாலின் திருமணம் முடிந்து புதுமாப்பிள்ளை என்ற பெயர் மாறுவதற்கு முன்பே கைது செய்யப்பட்டு சொல்லொணாத் துயரங்களை சிறையில் பட்டார். அனைத்து ஜனநாயக உரிமைகளும் பறிக்கப்பட்டன. பேச்சுரிமை, எழுத்துரிமை உள்பட அனைத்து அடிப்படை உரிமைகளுக்கும் இடமில்லாத நிலை. ‘இம்’ என்றால் சிறைவாசம்தான், ‘ஏனென்றால்’ வனவாசம்தான். பத்திரிகைகளுக்கு கடுமையான ‘சென்சார்’. ஜனநாயகத்தின் இருண்டகாலமாக கருதப்பட்டது.

இவ்வளவு கொடுமைகள் இழைக்கப்பட்டாலும், சாதாரண பொதுமக்களின் வாழ்வில் சில நன்மைகளும் இருந்தன. விலைவாசிகளெல்லாம் கட்டுக்குள் இருந்தன. கலப்படம், கள்ளக்கடத்தல், பதுக்கல் எல்லாம் போயே போயிற்று. ஓட்டல்களில் ஜனதா சாப்பாடு என்ற அருமையான சாப்பாடு ஒரு ரூபாய்க்கு எங்கும் கிடைத்தது. அரசு ஊழியர்களிடம் லஞ்சம் என்பதே இல்லை. அனைத்து அரசு ஊழியர்களும் ‘டாண்’ என்று 10 மணிக்கு இருக்கையில் அமர்ந்து பொதுமக்களின் கோரிக்கைகளையெல்லாம் உடனுக்குடன் நிறைவேற்றினர். ரெயில்களெல்லாம் சரியான நேரத்தில் புறப்பட்டன, போய் சேர்ந்தன. போலீஸ்காரர்கள் ராணுவ கட்டுப்பாட்டுடன் வேலைசெய்தனர். இந்தநாளில் அதையும் நினைத்துப்பார்த்த பொதுமக்கள், அந்த வகையில் மட்டும் அந்த நாட்கள் மீண்டும் வராதா என்று ஏங்குகிறார்கள்.

ஆனால், அதுபோன்ற ஒரு நிலையை மத்திய அரசாங்க அலுவலகங்களில் உருவாக்க இப்போது நடவடிக்கை எடுக்கப்பட்டுவருகிறது. குறிப்பாக அனைத்து அலுவலகங்களிலும் ஊழியர்கள் தாமதமாக வருவதைத்தடுக்க ஒழுங்கு நடவடிக்கை எடுக்கப்படவேண்டும். ஒவ்வொரு அரசு ஊழியரும் கண்டிப்பாக வாரத்துக்கு 40 மணி நேரம் அதாவது, ஒரு நாளைக்கு 8 மணி நேரம் வேலை பார்க்கவேண்டும், ஒரு மாதத்துக்கு இருமுறை மட்டும் 30 நிமிடங்கள்வரை தாமதமாக வரலாம், அதற்குமேல் தாமதமாக வரும் அரசு ஊழியர்களுக்கு ½ நாள் லீவு எடுத்ததாக பதிவு செய்யவேண்டும், அவர்கள் பணி பதிவேட்டில் அதிகாரிகள் எதிர்மறை குறிப்புகளை எழுதலாம். அவர்கள் பணியாற்றும் நேரம் உள்பட அனைத்து விவரங்களையும் அதிகாரிகள் இணையதளம் மூலமாக கண்காணிக்கவேண்டும் என்று அந்த உத்தரவில் கூறப்பட்டுள்ளது.

மத்திய அரசாங்கத்தில் பணிபுரியும் ஊழியர்களுக்கு 10 ஆண்டுகளுக்கு ஒருமுறை ஊதியக்குழு அமைக்கப்படுகிறது. இந்த ஊதியக்குழு, அவர்களுக்கு சம்பளம் மற்றும் சலுகை உயர்வுகளை பரிந்துரை செய்யும். 7–வது ஊதியக்குழு தன் பரிந்துரையை வருகிற ஆகஸ்டு மாதம் 28–ந்தேதி அளிக்கிறது. மத்திய அரசு ஊழியர்களுக்கு இணையாக, மாநில அரசிலும் சம்பள உயர்வு அளிக்கப்படும். அவர்களுக்கு சம்பள உயர்வு அளிக்கப்படும் அதேநேரத்தில், அவர்கள் பொதுமக்களுக்கு ஆற்ற வேண்டிய சேவைகளையும் மத்திய–மாநில அரசுகள் உறுதிப்படுத்தவேண்டும். எல்லாவற்றுக்கும் மேலாக நெருக்கடி நிலைபோல, லஞ்சத்துக்கு அரசு அலுவலகங்களில் இடமே இல்லை என்ற நிலையை ஏற்படுத்தவேண்டும். தெலுங்கானா போல, பொதுமக்களின் கோரிக்கைகள் குறிப்பிட்ட காலக்கெடுக்குள் நிறைவேற்றப்படவேண்டும் என்பது அவர்களுக்குள்ள உரிமை என்ற உத்தரவு பிறப்பிக்கப்படவேண்டும்.

Doctors with Fake Degrees on the Prowl

NEW DELHI: Even as the fake degree involving former Delhi Law Minister Jitender Singh Tomar is yet to die down, another major fraudulence has come to light.

The Medical Council of India (MCI), the country’s medical education regulator, has found that fake certificates were submitted by medical faculties while submitting applications for establishing new medical colleges.

The MCI observed that five faculty members had submitted fake experience certificates in the application for setting up a new medical college by Rajiv Memorial Academic Welfare Society at Akbarpur in Mathura .

Similarly, it was found that nine faculty members had submitted fake certificates with the application for establishment of a new medical college by Puran Chand Dharmarth Trust at Kaithal in Haryana.

The MCI also found that in some of these cases, many staff members were unable to recognise their colleagues and resident doctors. On verification, it was found that no work output data of individual faculty and residents was available. No past attendance record was available either. Most of the faculty and residents did not possess an ID card. The MCI also observed that faculty members of clinical departments appear to be present in name only as they did not know the names of their superiors or juniors in the department. Interestingly, some faculty members have submitted fake telephone bills as proof of residence.

In one of the cases, while giving legal opinion, the Additional Solicitor General had said, “Indulging in malpractice of forgery and fabrication is a serious offence in law and the same cannot be taken lightly. Especially in the case of medical education as the same will affect the quality of medical education provided by an institution.

The institution which indulges in forgery and fabrication should be penalised as contemplated by statutory provisions as their actions affect the career of students pursuing MBBS education and may eventually affect the citizens.”

Concerned with the submission of fake or forged certificates by the faculty members,the MCI decided to apply Clause 8(3)(1)(d) of Establishment of Medical College Regulation Amendment, 2010 (part II), April, 16, 2010 while considering the applications for new medical colleges.

As per the clause (d), if any institute is found to have employed a teacher with fake/forged documents and submitted the declaration form of such a teacher, such an institute will not be considered for renewal of permission/recognition for award of MBBS degree/processing the applications for post-graduate courses for two years-- the current academic year and the following one.

As far as application for the Medical College at Akbarpur in Mathura is concerned, the MCI found that fake experience certificates were produced by Dr Neety Singh, SR, Department of Radio-Diagnosis, Dr Vikas Chand Dubey, SR, Department of General Medicine, Dr Vivek Asthana, SR, Department of Anaesthesia, Dr Pankaj Kumar, SR, Department of ENT and Dr Mukesh Bharti, SR, Department of Orthopaedics.

The Executive Committee of the MCI decided to refer the matter to the Ethics Committee to take action against the faculty as well as the Dean of the college.

As far as application for establishment of new medical college at Kaithal in Haryana is concerned, it was observed that fake experience certificates had been submitted by Dr Anil Patel, Associate Professor, Physiology, Dr Suresh Kumar Jain, SR, Orthopaedics, Dr Supriya, SR, Pediatrics, Dr H S Chattwal, SR, Pediatrics, Dr Ghansham Dass Goyal, SR, Paediatrics, Dr Stuti Modi, SR, OBG, Dr Rakesh Kumar Grover, SR, Anesthesia, Dr Romesh Chand Mittal, SR, Anesthesia and Dr Pankaj Kumar Srivastava, SR, Ophthalmology. The MCI referred the matter to the Ethics Committee to take action.

In the case of renewal of permission for MBBS course of third batch (150 seats) of Malla Reddy Medical College for Women, Jeedimetla, Hyderabad, for the 2015-2016 academic year, it was found that most of the Residents of all clinical departments were absent in their respective department/ward and were not doing administering treatment in OPD/OT.

They did not know the names of the head of the unit and other Residents. No senior/junior Resident had bank account details and also no hostel possession letter on faculty verification/head count. So many staff members were unable to recognise their fellow staff members and their Residents.

On verification, no work output data of individual faculty and Residents was available. No past attendance record was available. The MCI has decided not to renew the permission for admission to third batch.

In case of Sri Aurobindo Institute of Medical Sciences, Indore, MP, which applied for renewal of permission for admission of fifth batch of MBBS students, eight faculty members have not been considered as teachers, five senior Residents have not been considered as they are not staying on the campus.

Seven faculty persons have been found doing private practice, with timings overlaping with the institute’s timings. The MCI, has not only refused permission for admission, but has also referred the matter to the Ethics Committee.
