சிவில் சர்வீஸ் தேர்வுகளுக்காக தயாராகி வரும் மூன்று இளைஞர்ள் இணைந்து, பட்டினியில் இருப்பவர்களுக்கு உணவளிக்க செயலி ஒன்றை தயார் செய்து வருகிறார்கள். செயலி தயாராக இன்னும் சில நாட்கள் இருந்தாலும், வாட்ஸ்ஆப் மூலமாக ஏற்கனவே தன்னார்வலர்கள் சிலர் இவர்களோடு இணைந்துள்ளனர்.

விழாக்களிலோ, வீட்டு விசேஷங்களிலோ உணவு வீணாகும் என்ற நிலையில், வாட்ஸ்ஆப் மூலம் இவர்களைத் தொடர்பு கொண்டால் போதும். தங்கள் தன்னார்வலர்கள் உதவியோடு அந்த உணவை பெற்றுக் கொண்டு, அதை வீணாக்காமல், பட்டினியால் தவிப்பவர்களுக்கு அளிக்கின்றனர். இதன் மூலம் தற்போது தினமும் ஆயிரக்கணக்கான ஆதரவற்றவர்கள் சாப்பிட்டு வருகின்றனர்.

மாநகராட்சியில் போடப்படும் 5000 டன் குப்பையில், 10 சதவீதம் உணவுக் கழிவுகளாக இருப்பதாக ஒரு புள்ளிவிவரம் பட்டியலிடுகிறது.

இது குறித்து ஆசிஃப் கூறும்போது, "உணவு மனிதர்களின் அடிப்படை தேவை. நம் தேசத்தில் பலர் உணவுக்காக பிச்சையெடுத்து வரும் வேளையில், வீடுகளிலும், உணவகங்களிலும், அங்காடிகளிலும், அலுவலகங்களிலும் நாம் நிறைய உணவை வீணடிக்கிறோம் என்பது வருந்தத்தக்கது.

எனவே, உணவை வீணாக்காமல் இருக்க நீங்கள் செய்ய வேண்டியது 99625 18992 என்ற எண்ணைத் தொடர்பு கொண்டாலோ, வாட்ஸ்ஆப்பில் தகவல் தந்தாலோ போதும். நாங்கள் வருவோம். உரியவர்களின் பசி போக்க உங்கள் உணவைப் பகிர்வோம்" என்றார்.

அமெரிக்காவின் சான் ஜோஸ் நகரில் உள்ள எஸ்.ஏ.பி. மையத்தில் அமெரிக்கா வாழ் இந்திய மக்கள் மத்தியில் பேசிய பிரதமர் நரேந்திர மோடி, "இந்தியாவில் ஊழலற்ற ஆட்சி கலாச்சாரத்தை பாஜக உருவாக்கியுள்ளது" என்றார்.

உலகுக்கு 2 அச்சுறுத்தல்கள்

தீவிரவாத அச்சுறுத்தல் குறித்து பேசிய பிரதமர் மோடி, "இந்த உலகம் இரண்டு அச்சுறுத்தலை எதிர்கொண்டிருக்கிறது. ஒன்று தீவிரவாதம்; மற்றொன்று பருவநிலை மாற்றம். இந்த இரண்டையும் திறம்பட சமாளிக்க வேண்டிய தருணத்தில் நாம் இருக்கிறோம். தீவிரவாதம் என்றால் என்ன என்பதற்கே ஐ.நா. இன்னமும் முழுமையான விளக்கமளிக்கவில்லை.

ஒரு விளக்கத்துக்கே 15 ஆண்டுகள் எடுத்துக் கொண்டால் அதற்கான தீர்வு காண எத்தனை ஆண்டுகள் ஆகும். நல்ல தீவிரவாதம், கெட்ட தீவிரவாதம் என்ற பேதம் ஏதும் இல்லை. தீவிரவாதம் மக்கள் நலனுக்கு அச்சுறுத்தலே. காந்தியும், புத்தரும் பிறந்த மண்ணில் இருந்து வரும் நான், உலக அமைதி உறுதி செய்யப்பட்ட வேண்டும் என்பதில் உறுதியாக இருக்கிறேன்" என்றார்.

மேலும் அவர் பேசும்போது, வசதி படைத்தோர் காஸ் மானியத்தை விட்டுத்தர வேண்டும் என்ற தனது கோரிக்கையை ஏற்று 30 லட்சம் மக்கள் மானியத்தை விட்டுக்கொடுத்தது பெருமை அளிப்பதாக கூறினார்.

உலகம் முழுவதும் உள்ள இஸ்லாமிய அன்பர்களுக்கு மட்டுமன்றி, அனைத்துத் தரப்பினரையும் ஆழ்ந்த வேதனைக்குள்ளாகியது மெக்கா அருகே நெரிசலில் சிக்கி, 719 பேர் உயிரிழந்திருக்கும் கோரச் சம்பவம். இந்த மரணங்களுக்குக் காரணம் இயற்கை இடர்பாடு அல்ல; மனிதத் தவறுகளே என்பதும், இந்த விபத்து தவிர்க்கப்பட்டிருக்க வேண்டிய ஒன்று என்பதும் அனைவர் மனதிலும் வேதனையைக் கடந்த அறச்சீற்றத்தை ஏற்படுத்தியுள்ளது.
இரு வாரங்களுக்குள் நேர்ந்திருக்கும் இரண்டாவது துயரச் சம்பவம் இது. ஒரு கட்டுமான மின்தூக்கி சாய்ந்ததில் 109 பேர் இறந்தனர். அந்தத் துயரத்தின் வடு ஆறும் முன்பாகவே மேலும் ஒரு சம்பவம் 719 பேரை பலி கொண்டது. 800-க்கும் மேற்பட்டோரைக் காயப்படுத்தியுள்ளது.
மெக்காவில் 1987 முதலாக ஒவ்வொரு மூன்று ஆண்டு இடைவெளியில் ஒரு விபத்து நடப்பதும் அதில் சில நூறு உயிர்கள் மடிவதும் தொடர்கதையாக இருந்து வந்துள்ளது. 1997-ஆம் ஆண்டு தீ விபத்தில் 343 பேர் இறந்த சம்பவத்துக்குப் பிறகு 9 ஆண்டுகள் கழித்துத்தான், 2006-ஆம் ஆண்டில் நடந்த விபத்தில் 364 பேர் இறந்தனர். அதுவும் இதே மினா பகுதியில், சாத்தான் மீது கல்லெறிதல் நிகழ்வின்போது ஏற்பட்ட நெரிசலில்தான்.
"எங்கள் கட்டுப்பாட்டு விதிமுறைகளைப் பின்பற்றியிருந்தால் இந்தச் சம்பவம் நடந்திருக்காது' என்று மட்டுமே சவூதி அரசு சொல்கிறது. ஆனால், அண்டை நாடுகளும், பிற இஸ்லாமிய நாடுகளும் சவூதி அரசு இத்தனை மரணங்களுக்கும் பொறுப்பு என்று கண்டித்துள்ளன. அவர்களது பெருந்திரள் மேலாண்மைக் குறைபாடுதான் இந்த மரணங்களுக்குக் காரணம் என்கின்றனர்.
மெக்காவிலிருந்து சுமார் 5 கி.மீ. தொலைவுக்கு நடந்து வந்து, சாத்தான் மீது கல்லெறியும் நிகழ்வில் பங்கேற்கும் ஹஜ் புனிதப் பயணம் மேற்கொண்டோர், பல சாலைகள் வழியாக ஒழுங்குபடுத்தி அனுப்பப்பட்டு, முக்கிய இடமான ஜமாரத் அருகே சாத்தான் மீது கல்லெறிதல் முடிந்ததும் அவர்களை மாற்று வழியாக மீண்டும் மெக்கா திரும்பும் வகையில் ஒருவழிப் பாதைகள் அமைக்கப்பட்டிருந்தன. சம்பவம் நடந்த அன்றைய தினம் காலையிலேயே வெயில் கடுமையாக இருந்தது. 46 டிகிரி செல்சியஸ் வெப்பம் நிலவியதால், ஒவ்வொரு புனிதப் பயணியும் எவ்வளவு சீக்கிரத்தில் இந்தச் சடங்கை முடிக்க முடியுமோ அவ்வளவு சீக்கிரத்தில் முடித்து ஓய்வெடுக்க வேண்டும் என்ற மனநிலையில், வேகமாக நகர்ந்துள்ளனர். குறிப்பிட்ட இடத்தில் அந்த வேகம் தடைபட்டபோது, பின்னால் அதே வேகத்தில் வந்த கூட்டம் நெருக்கியடித்தது.
ஆனால், ஏன் இப் புனிதப் பயணிகளின் வேகம் தடைப்பட்டது, அவர்களைத் தடுத்தது எது? என்பது குறித்து சவூதி அரேபிய அரசு மௌனம் காக்கிறது. உருது பத்திரிகை, ஊடகங்களின் கட்டுரைகளை, பேட்டிகளை முகநூலில் சிலர் பதிவிட்டு வருகின்றனர். இவற்றில் ஒரு பதிவு, இந்த விபத்துக்குக் காரணம், சவூதி அரேபியாவின் இளவரசர் இந்தக் கூட்டத்தைக் கடந்து செல்வதற்காகக் கூட்டத்தைத் திசைமாறிச் செல்லச் செய்ததும், கட்டுப்பாடுகளைத் தளர்த்தியதுமே இந்த நெரிசல் ஏற்படக் காரணம் என்று சுட்டிக் காட்டுகின்றன.
இதைப்போன்று, சில மாதங்களுக்கு முன்பு தெலங்கானாவில், புஷ்கரணியிலும் நெரிசல் ஏற்பட்டது. மாநில முதல்வர் மற்றும் அமைச்சர்கள் நதியில் நீராடி வெளியேறும் வரை, அலைமோதிய கூட்டத்தைக் காவல் துறை தடுத்து வைத்தது. இவர்கள் தங்கள் சடங்குகளை முடிக்கும்போது காவல் துறை தடுத்து நிறுத்தி வைத்த கூட்டத்தின் அளவு பன்மடங்கானது. அமைச்சர்கள் வெளியேறியவுடன், பொதுமக்களைப் போய்க்கொள்ளுங்கள் என்று ஒட்டுமொத்தமாகக் கட்டுப்பாட்டை விலக்கியபோது மிகப்பெரிய தள்ளுமுள்ளும், நெரிசலும், மிதிபடலும் நேர்ந்தது. பலர் இறந்துபோனார்கள். அதிகார மையங்களுக்கு வழி ஏற்படுத்தும்போதுதான் மக்கள் நெரிசலில் சிக்கிச் சாகிறார்கள் போலும்.
ஹஜ் புனித யாத்திரை ஒவ்வோர் இஸ்லாமியருக்கும் விதிக்கப்பட்ட ஐந்து கடமைகளில் ஒன்று. உலகம் முழுவதிலுமிருந்து ஹஜ் புனித யாத்திரை மேற்கொள்கிறார்கள். ஆண்டுதோறும் வருவோர் எண்ணிக்கை பெருகிக்கொண்டே இருக்கிறது. சவூதி அரசுக்கு இதன் மூலம் கிடைக்கும் அன்னியச் செலாவணி பல ஆயிரம் கோடி அமெரிக்க டாலர்கள். ஆனாலும், மெக்கா வரும் ஒவ்வொருவரையும் தம் மக்களாகக் கருதிப் பாதுகாக்கத் தவறிவிட்டது சவூதி அரசு.
இனி, ஹஜ் புனிதப் பயணம் பாதுகாப்பானதாக மாற வேண்டும் என்றால், சவூதி அரேபிய அரசினால் மட்டுமே இதைச் செய்ய முடியாது. அவர்கள் தற்போது நடைமுறைப்படுத்தும் பெருந்திரள் மேலாண்மை குறைபாடானது என்பதையே தொடர்ந்து கடந்த இருபது ஆண்டுகளாக நேர்ந்து வரும் விபத்துகள், நெரிசல் மரணங்கள் வெளிப்படுத்துகின்றன.
இத்தகைய பெருந்திரள் மேலாண்மையில் அனுபவம் உள்ளவர்கள், புதிய யோசனைகளைச் சொல்லக்கூடிய அறிவாளர்கள், அவ்வப்போது உருவாகும் சிக்கலைத் தீர்க்கும் நுழைமாண் நுண்புலம் கொண்டோரை பல நாடுகளிலிருந்தும் வரவழைத்து அத்தகைய குழுவைக் கொண்டு, புனிதப் பயணிகளை வழிநடத்தினால், இத்தகைய சம்பவங்கள் தவிர்க்கப்படும் என்பது உறுதி.
பெருந்திரள் மேலாண்மை செய்ய எங்களால் இயலவில்லை என்று ஒப்புக்கொள்ளும் நேர்மைதான், எதிர்கால ஹஜ் புனிதப் பயணிகளின் அச்சத்தைப் போக்கும். உலகிலுள்ள முக்கியமான இஸ்லாமிய நாடுகளின் பிரதிநிதிகளை உள்ளடக்கிய வழிகாட்டுதல் குழுவை சவூதி அரேபிய அரசே தனது தலைமையில் ஏற்படுத்த முற்படுமானால், அதைவிடச் சிறப்பு வேறொன்றுமில்லை!

BENGALURU: The Karnataka high court has said that a child studying in a kindergarten or wife in a non-transferable job and the family being getting disturbed by the same cannot be valid grounds for interfering with the transfer order of an employee.

"Merely because petitioner's child is studying in kindergarten, and merely because his wife cannot be transferred to Shivamogga, even these two grounds, much as they adversely affect the harmony of the family, cannot be valid grounds for interfering with the transfer order. The disturbances caused to a family by a transfer is but part of life. But, merely a family is being disturbed cannot be valid reason for setting aside the transfer order," Justice Raghvendra S Chauhan has observed while dismissing a petition filed by Dr Mahesh S Akashi, Assistant professor, Department of Surgery and Radiology, Canine Research and Information Centre, Timmapura,Mudhol taluk Bagalakote district.

"The transfer orders can be interfered only on the ground if they are malafides, arbitrary or at the behest of a politician or if there is any violation of the transfer policy dealing with the transfer of an employee within two years of his retirement. It is only in these limited areas the court is permitted to interfere with a transfer order." the Judge has further observed.

The petitioner, who was earlier working in Shivamogga, was transferred to Timmapura on December 4,2013. He joined the services at Timmapura on December 23, 2013. However, on June 25, 2015, he was transferred back to Shivamogga, which he challenged before the court.

MEERUT: With 2015 being earmarked as the year of 125th birth anniversary of Dr BR Ambedkar - who gave India its constitution - the secretary of University Grants Commission (UGC) in its recent circular directed all the varsities to encourage admission of students belonging to scheduled castes and scheduled tribes. It also directed that Constitution Day be celebrated on November 26 so as to bring awareness about the Indian Constitution framed by Dr BR Ambedkar. The instructions should be followed by October 15 and UGC be informed about the same.

"To celebrate the 125th birth anniversary of Bharat Ratna, Dr BR Ambedkar, a national committee was constituted under the chairmanship of Prime Minister Narendra Modi, which has recommended that certain activities be undertaken in all the varsities under UGC," read the circular issued by Jaspal S Sandhu, secretary, UGC.

The circular stated that seminars should be organized in educational institutions, on the preamble of the Indian Constitution so as to increase the awareness of students.

"Admission of students belonging to SC/ST in private universities may be encouraged. To increase awareness about the Constitution amongst citizens, particularly children, November 26 be celebrated as 'Constitution Day' every year, as it was on this day, that the Constitution of India was adopted by the Constituent Assembly. On this day, the preamble to the Constitution may be read in schools and colleges," read the circular by Sandhu.

The national committee headed by PM Modi, includes senior ministers like Rajnath Singh, Arun Jaitley, Sushma Swaraj, M Venkaiah Naidu, Smriti Irani, Sadanand Gowda, Ram Vilas Paswan and Suresh Prabhu. As the 125th birth anniversary of Dr BR Ambedkar is being celebrated, the committee will be involved in conducting 16 major activities being undertaken by the ministry of social justice and empowerment to promote Ambedkar's ideology and philosophy. These initiatives included setting up of Ambedkar International Centre at 15, Janpath at a cost of Rs 197 crore.

The circular further stated that the universities and the colleges affiliated with them should ensure that action is taken in this regard and sent to UGC on ambedkar.ugc@gmail.com by October 15.

Mystery over Ketan Desai’s licence to practise

The status of the suspension of the medical licence of Dr Ketan Desai, former president of the Medical Council of India, remains a mystery with the current dispensation in the council refusing to answer queries on the subject. IMA secretary general Dr K K Aggarwal claims he attended a meeting of the council's ethics committee in January 2014 when it was decided that the suspension should be revoked.

Dr Desai's medical licence was suspended in October 2010 by the MCI, which was then being run by a government-appointed board of governors that had taken over after the council was disbanded following the arrest of its president (Dr Desai) on corruption charges. All of the corruption cases filed against Dr Desai have been closed, barring one in Patiala House court in Delhi.

Dr Aggarwal was an 'invited member' to the MCI when it was reconstituted in November 2013 (though no provision exists in the Indian Medical Council Act for 'invited members) and also a part of ethics committee meetings. While Dr Aggarwal said the suspension was revoked, he admitted he did not have the minutes of the ethics committee meeting in which this decision was taken.

There have been several meetings of the ethics committee since the reconstituted MCI took over in 2013 with Dr Jayshree Mehta as the president. However the minutes of none of these meetings have been put up on the MCI website. MCI refuses to provide the minutes even to RTI applicants, though they are supposed to be in the public domain like the minutes of all other meetings. The minutes of all other committees, like the post-graduate committee and the executive committee have been put up on the website. The ethics committee meetings section alone has not been updated beyond October 2013.

According to many council members, the very first ethics committee meeting of the newly constituted MCI held in December 2013 revoked the suspension of Dr Desai. "If they put up ethics committee meeting minutes, they have to start with the first meeting. As they are wary of admitting in public that one of the first things they did after taking over was to revoke the suspension of Dr Desai, they are shying away from uploading the minutes of all subsequent meetings," explained a council member.

Dr Aggarwal argued that since Dr Desai was registered with the Gujarat Medical Council (GMC), the MCI could only ask GMC to carry out its decision to suspend his licence, and that the GMC had refused to do so. Since the GMC's decision was never challenged, Dr Desai continued to have his medical licence, said Dr Aggarwal. However, he was unable to explain why the MCI's ethics committee then needed to revoke a suspension that he says never happened.

While Dr Mehta has answered queries sent by the TOI on many issues such as permission to carry out live surgeries or on eligibility certificates for foreign graduates, she has maintained a studied silence on repeated queries on Dr Desai's suspension or on why the minutes of the ethics committee meetings are being made public.

‘OCI cardholders using Indian passports a concern’

Alarmed over the increasing instances of OCI (Overseas Citizen of India) cardholders using Indian passports, despite possessing a passport obtained from other foreign countries, the Ministry of External Affairs (MEA) has lodged complaints with the State police over the issue.

“Despite having passports from other countries, where they have obtained dual citizenship, some were still found to be using Indian passports. We have made complaints to Chennai Police Commissioner,” Regional Passport Officer K. Balamurugan said.

An Indian passport is valid only till the time the passport holder is a citizen of the country and OCIs are to surrender the passport to MEA authorities. “In some cases, they are ignorant of the rule that they cannot use Indian passport after getting dual citizenship from other countries,” he said.

A majority of such cases involved persons from the Union territory of Puducherry (including Karaikal), who obtain dual citizenship from France. “Even after going there, some of them, out of ignorance, come to India using Indian passports,” he said.

Those intending to submit the passports can approach any of the three Passport Seva Kendras (PSKs) and surrender their passports.

According to the Overseas Indian Affairs, a total of 16,91,058 persons have been registered as OCIs as on January 19 this year.

The Overseas Citizenship of India (OCI) Scheme was launched in August 2005 by amending the Citizenship Act, 1955, and become operational in January 2006.

The scheme, presently operated by Home Ministry, provides for registration as OCIs of all persons of Indian origin (PIOs), who were Indian citizens from January 26, 1950 or were eligible to become Indian citizens on that date and who are citizens of other countries, except Pakistan and Bangladesh.
