The Department of Medical Education and Research (DMER), Punjab, Baba Farid University of Health Sciences (BFUHS) and the administration of eight medical colleges in the state today allowed adjustment of 141 MBBS final-year students of Chintpurni Medical College and Hospital (CMCH), Pathankot, subject to certain conditions.

These students will not get stipend till the Punjab government gets Rs 10 crore from the Medical Council of India (MCI).

All 141 medical students have been shifted to three government and five private medical colleges in the state.

While every MBBS students is provided stipend by its college for one-year internship after the completion of academic course, it would not be so in case of these 141 students. These students will not get any stipend from their new college unless the MCI pays Rs 10 crore of endowment funds to the state government.

This endowment of Rs 10 crore was deposited by CMCH with MCI on the directions of the Supreme Court last year after it failed to comply with the MCI norms in providing infrastructure in the medical college.

The Secretary, DMER, has written a letter to the MCI that endowment fund of Rs 10 crore should be transferred to the Punjab government and this amount will be utilised for meeting fee and other expenses for education and training of these shifted students, said Dr Raj Bahadur, vice-chancellor, BFUHS.

As these 2011-batch students have already paid their full fee to CMCH for their four-and-a-half-year academic course, their new colleges will get the fee from the endowment fund after the state government receives the same from the MCI.

Of these 141 students, 26, 26 and 15 are being shifted from CMCH to government medical colleges at Patiala, Amritsar and Faridkot, respectively.

Ludhiana-based Christian Medical College and Dayanand Medical College each will take the responsibility of 10 shifted students.

Gian Sagar Medical College, Banur; Sri Guru Ramdas Medical College, Amritsar; and Adesh Institute at Bathinda will adjust 18 students each.

Forty-six of these 141 students have already passed their academic course and have to complete one-year compulsory internship. Other 95 students will appear in their final year Part-II examinations in May 2016.

As the eight medical colleges will not be able to provide the adjusted students with hostel facilities, they will have to stay and attend the new college at their own expenses. All students who are due for internship should follow the migration procedure as laid down by BFUHS.

In a meeting attended by DMER director, vice-chancellor and registrar of BFUHS and principals and heads of eight medical colleges today, it was agreed that infrastructure and staff, including faculty, was available in all medical colleges except Gian Sagar Medical College, Banur.

The faculty of this private medical college is on strike for the last over a month after the management failed to pay them salary.

ஜனவரி மாதம் டெல்லியில் நடைபெற்ற ஆட்டோமொபைல் கண்காட்சியில் இடம்பெற்ற டொயோடாவின் புதிய வரவான கிறிஸ்டா, இனி இந்தியச் சாலைகளில் வலம் வர உள்ளது.

இனோவாவுக்கு மாற்றாக வரும் கிறிஸ்டா அதைவிட பல மடங்கு மேம்பட்டது. இது இனோவாவை விட நீளமானது. அதைவிட அதிக திறன் கொண்ட இன்ஜின் மற்றும் பல்வேறு சிறப்பம்சங்களைக் கொண்டுள்ளது. தற்போது இனோவா மாடல் காரின் விலை ரூ.17 லட்சமாகும். புதிய மாடல் கிறிஸ்டாவின் விலை ரூ.20 லட்சமாக இருக்கும் என தெரிகிறது.

இனோவாவைவிட விலை சற்று அதிகமாக இருந்தாலும் கொடுக்கும் தொகைக்கு மிகவும் உண்மையான உழைப்பு மற்றும் சொகுசான பயணத்தை அளிக்கக் கூடியது என்று இத்துறை நிபுணர்கள் கூறுகின்றனர்.

கிறிஸ்டா 2.4 லிட்டர் இன்ஜின் 2ஜிடி எப்டிவி நான்கு சிலிண்டர் டீசல் இன்ஜினைக் கொண்டது. இது 142 பிஹெச்பி சக்தியும் 342 நியூட்டன் மீட்டர் டார்க் அளவையும் கொண்டது. இது லிட்டருக்கு சோதனை ஓட்டத்தின்போது 14 கி.மீ முதல் 16 கி.மீ. தூரம் ஓடியதாம். 5 கியர்களைக் கொண்டதாகவும், ஆட்டோமேடிக் மாடலில் 6 கியர்களைக் கொண்டதாகவும் இது உருவாக்கப்பட்டுள்ளது.

இதன் உள்புறம் மிகவும் உயர் ரக தோற்றத்தில் உருவாக்கப்பட்டுள்ளது. டிரைவர் சீட்டை தானியங்கி முறையில் தேவைக்கேற்ப அட்ஜெஸ்ட் செய்யும் வசதி உள்ளது. பயணிகள் சவுகர்யமாக அமர்ந்து பயணிக்க போதிய இடவசதி, 7 அங்குல தொடுதிரை மானிட்டர் மிகச் சிறந்த பொழுது போக்கு அம்சங்களை அளிக்கக் கூடியது. போதிய விளக்கு வசதி, சூழலுக்கேற்ப உள்புற குளிர் நிலையை நிர்ணயிக்கும் நுட்பம், புஷ் பட்டன் ஸ்டார்ட் வசதி உள்ளிட்டவை இதில் உள்ள கூடுதல் சிறப்பம்சமாகும்.

இதே பிரிவில் உள்ள பிற நிறுவன தயாரிப்புகளைக் காட்டிலும் இனோவாவுக்கு அதிக கிராக்கி இருந்ததற்கு அதன் செயல்பாடு மட்டுமின்றி விலையும் ஒரு காரணமாக இருந்தது. கிறிஸ்டாவும் விலை குறைவாக இருக்கும் பட்சத்தில் இது தொடர்ந்து பிற நிறுவனத் தயாரிப்புகளுக்குச் சவாலாக இருக்கும் என்பதில் சந்தேகமில்லை. டொயோடா நிறுவனம் குறிப்பிட்ட கால இடைவெளியில் புதிய மாடல்களை அறிமுகம் செய்வதோடு முந்தைய மாடலை முற்றிலுமாக நிறுத்திவிடுவதை வழக்கமாகக் கொண்டுள்ளது.

பிபிஎப் உள்ளிட்ட சிறுசேமிப்புத் திட்டங்களுக்கு வட்டி விகிதத்தைக் குறைத்தது சரியான நடவடிக்கையே என்று மத்திய நிதி அமைச்சர் அருண் ஜேட்லி கூறினார்.

இந்தியாவில் கடனுக்கான வட்டி விகிதம் மிக அதிகமாக உள்ளது. இது பொருளாதார வளர்ச்சியில் தேக்க நிலையை ஏற்படுத்தக் கூடியது என்று கூறினார்.

இதுகுறித்து இன்று அருண் ஜேட்லி கூறியதாவது:

"சிறு சேமிப்புகளுக்கு வரி விலக்கோடு 8.7 சதவீத வட்டி அளிக்கப்படுகிறது. ஒட்டுமொத்தமாக பார்த்தால் அளிக்கப்படும் வட்டி 12 சதவீதம் முதல் 13 சதவீதம் வரை உள்ளது. இதனால் தொழில்துறைக்கு அளிக்கப்படும் கடனுக்கான வட்டி 14 சதவீதம் முதல் 15 சதவீதம் வரை விதிக்க வேண்டியிருக்கிறது.

சிறு சேமிப்புகளுக்கு அளிக்கப்படும் வட்டி மிகவும் அதிகமாகும். இது நாட்டின் பொருளாதார வளர்ச்சியை பாதிக்கிறது.

உதாரணமாக பிபிஎப்-புக்கு அளிக்கப்படும் 8.7 சதவீத வட்டி மற்றும் அளிக்கப்படும் வரிச் சலுகையோடு கணக்கிடும்போது அது 12.5 சதவீதம் முதல் 13 சதவீதம் வரை உள்ளது.

ஆனால் சர்வதேச அளவில் 12.5 சதவீத வட்டிக்குக் கடன் கிடைக்கிறது. 12.5 சதவீத வட்டிக்குக் கடன் வாங்கி அதை 14 சதவீதம் முதல் 15 சதவீத வட்டிக்கு விடுவது எப்படி எளிதாக இருக்கும். இந்த அளவுக்கு வட்டி விகிதம் அதிகமாக இருந்தால் அது தேக்க நிலை பொருளாதாரத்துக்குத்தான் வழிவகுக்கும்.

உலகின் எந்த ஒரு நாட்டிலும் சேமிப்புகளுக்கு அளிக்கப்படும் வட்டி அதிகமாகவும், கடனுக்கு விதிக்கப்படும் வட்டி குறைவாகும் இருப்பதில்லை.

சிறுசேமிப்புக்கு அளிக்கப்படும் வட்டி விகிதமும், கடன் தொகைக்கு விதிக்கப்படும் வட்டி விகிதமும் ஒன்றுக்கொன்று தொடர்புடையவை" என்றார் ஜேட்லி.

வட்டிக் குறைப்பு நடவடிக்கை மூலம் மிகவும் பிரபலமில்லாத நடவடிக்கையை அரசு எடுத்துவிட்டதாகக் கருதப்படுகிறதே, என்று கேட்டதற்கு, "கடன் தொகைக்கு 15 சதவீத அளவுக்கு வட்டி விதிக்கப்படுவதுதான் பிரபலமில்லாத நடவடிக்கை. வட்டிக் குறைப்பு நடவடிக்கை அனைவருக்கும் பயனளிக்கக் கூடியது.

வீடு கட்ட ஒருவர் வங்கியில் கடனுக்கு அணுகினால் 9 சதவீத வட்டி விகிதத்தைத் தேர்வு செய்வாரா? அல்லது 15 சதவீத வட்டி விகிதத்தைத் தேர்வு செய்வாரா?

இப்போது அளிக்கப்படும் 8.1 சதவீத வட்டி விகிதமே மிக அதிகமான வட்டி விகிதம்தான். உலகில் எங்குமே இந்த அளவுக்கு சிறுசேமிப்புக்கு வட்டி அளிக்கப்படுவதில்லை. வரி விலக்குடன் 8.1 சதவீத வரி விகிதத்தை கணக்கிட்டால் அது 12.2 சதவீதமாகும். இது மிகக் குறைந்த வட்டி விகிதம் அல்ல.

பணவீக்கம் 11 சதவீதமாக இருந்தபோது 8.7 சதவீத வட்டி அளிக்கப்பட்டது. வளர்ச்சி 5 சதவீதத்துக்கும் குறைவாக இருக்கும்போது வட்டி விகிதமும் குறைக்கப்படுவதுதான் நியாயம்.

இபிஎப் திட்டத்தில் 60 சதவீத தொகைக்கு வரி விதிக்க உத்தேசித்தது அதிக அளவில் தொகையை எடுப்பதைக் குறைப்பதற்கும் அதே சமயம் வரி விலக்குடன் கூடிய ஓய்வூதிய திட்டங்களில் முதலீடு செய்ய ஊக்குவிப்பதன் மூலம் மிகுந்த ஆரோக்கியமான ஓய்வூதியம் பெறும் மூத்த குடிமக்களை உருவாக்க வேண்டும் என்பதற்காக எடுக்கப்பட்ட நடவடிக்கை. ஆனால் கடுமையாக எதிர்ப்பு கிளம்பியதையடுத்து இத்திட்டம் கைவிடப்பட்டது.

இப்போது இபிஎப் திட்டங்களுக்கு அளிக்கப்படும் அதே அளவு வரிச் சலுகை புதிய பென்ஷன் திட்டத்துக்கும் (என்பிஎஸ்) உண்டு.

Chennai: The Madras high court has directed that payment to the beneficiary in a road accident claim through e-transfer into the claimant's bank account
They said: “This, in our opinion, would be a game changer and afford a real possibility to claimants to take control over their lives, after the traumatic accident, by having full control over the award sum, with which they have to manage their lives. Once the award sum is directly transferred to their bank account, the claimants can deal with the same and pay out reasonable legal costs and expenses, as they may be obliged to”.

The ‘leakage’ that the humane judges had mentioned in their order, according to a senior lawyer, refers to the age-old and widely prevalent malady in the handling of compensation claims-particularly relating to accidents and land acquisition-wherein some advocates collaborate with the police and at times even sections of lower judiciary and unscrupulous elements in the insurance and banking industries to strike gold in bagging a hefty compensation from the courts while the beneficiary got only a pittance.

The rest of the money got shared among the ‘other stakeholders’, explained the lawyer. He requested anonymity for obvious reasons. The present order was passed by the bench while dealing with a case of an accident claim.

The judges reduced the compensation of Rs 91.72 lakh awarded by the Motor Accidents Claims Tribunal to Rs 82 lakh to the family of a 29-year-old software engineer, T. Sakthivel, who was killed by a truck at Medavakkam in Chennai on October 12, 2013. Of the final compensation awarded, the deceased's wife would get `69 lakh and mother Rs 13 lakh.

Private Colleges With High NAAC Score Can Seek Autonomy'

BENGALURU: Affiliated private colleges can now secure autonomous status if they have secured high grades from National Assessment and Accreditation Council (NAAC). This is if the college gets permission from the university it is affiliated to, said Union Minister for Human Resource Development, Smriti Irani, here on Tuesday.

She was speaking at a national conference on “Making India a Global Hub for Quality Higher Education,” organised by the Education Promotion Society of India.

She also agreed with the recommendation made by a few private varsities to not have a government nominee on their Boards of Managements. However, she said that if the varsity had to engage with the University Grants Commission (UGC), a nominee from UGC will have to be selected.

Speaking at the venue, Prof D P Singh, Director, NAAC, Bengaluru, said that in order to be an important player in the global arena, Indian higher education needs to adopt a truly global outlook. “It involves international collaborations for teaching, research and training along with faculty-student exchange programmes. Our curriculum also needs to match global standards,” he said. A new Education Policy is being formulated and many schemes and reforms are in the pipeline in the education sector, he added.

AICTE Approval

Speaking of annual approvals for various courses from All India Council of Technical Education (AICTE), Irani said such practices will be put to an end. Approval for courses will be equated with the accreditation granted to the varsities, which is for a period of five years.

The National Achievement Survey, which is conducted once every three years by National Council of Educational Research and Training, will henceforth be conducted every year in all states, she said. Irani said the annual data collection exercise will help in improving the quality of education.

Hike in Fees

If the demands of private medical colleges are heeded by the Medical Education Department, it is likely that their fee will go up ‘substantially’. Medical Education Minister Sharan Prakash Patil said the demand is yet to be considered by the Department. He said three medical colleges will open in the next academic year in Karwar, Chamarajanagar and Madikeri, and will have a combined intake of 150 students.

New Delhi: The BJP government has begun work on a major overhaul of the Medical Council of India as it looks to create more medical colleges and produce more doctors to cater to growing healthcare needs.

Sources said during a review meeting of the health sector, Prime Minister Narendra Modi and the health ministry had discussed the option of even scrapping the country's apex medical education regulator which has been shrouded in controversy in recent years.

Although sources ruled out such a drastic meas- ure, the government has set up a three-member committee to prepare a blueprint to revamp the current setup. The high-powered committee has Niti Aayog vice-chairman Arvind Panagariya, PM's additional principal secretary P K Mishra and Niti Aayog chief executive officer Amitabh Kant as members.

Sources said that at the meeting it was pointed out that the MCI is one of the major stumbling blocks towards a faster expansion, especially when it comes to ensuring quality education.

The development came after the parliamentary standing committee on health and family welfare too had called for a complete overhaul of the medical council as it has repeatedly failed in its mandate as a regulator of medical education and profession.

In its report presented in Parliament last month, the panel has recommended that the Act under which the council was established be scrapped and a new legislation be brought in Parliament "at the earliest".

Sources said that at the PM's meeting, the need for a major focus on increasing the availability of doctors and paramedical staff, es- pecially in the poor per- forming states such as Bihar, Uttar Pradesh, Jharkhand, Chhattisgarh and Odisha, was emphasised.

At the same time, the government is acutely aware that drastic action through legislative amendments may not be easy given that the changes have to be ushered in via the legislative route and the government does not enjoy majority in Rajya Sabha.
In recent years, the MCI has been involved in a series of controversies.

The parliamentary committee had also pointed to this and had said that it was shocked to find that compromised individuals have been able to make it to the medical council but the ministry of health and family welfare is not empowered to take action.

It noted that the MCI president admitted that "corruption was there when there was sanctioning of medical colleges, or increasing or decreasing seats". It was told that "private medical colleges arrange ghost faculty and patients during inspections by the MCI and no action is taken for the irregularity".

பட்டி தொட்டிகளில் இவரது பாடல் ஒலித்துக் கொண்டிருந்தாலும், இவர் யார் என தெரியாத அளவிற்கு சென்னை, போரூர் அருகே, கோவூர் என்ற இடத்தில் உள்ள சிறு வீட்டில், இரண்டு மகள்களுடன் வசித்து வருகிறார்; அன்றாட செலவுக்கே திண்டாடி வருகிறார்.
