திருப்பூர் அருகே கன்டெய்னரில் பிடிபட்ட 570 கோடி ரூபாய் பணம் குறித்த சர்ச்சையில் சி.பி.ஐ வழக்குப் பதிவு செய்துவிட்டது. ' 18 மணிநேரம் கழித்து போலி ஆவணங்கள் உருவாக்கப்பட்டனவா? இதற்கு வங்கி அதிகாரிகள் துணை போனார்களா என்பதுதான் வழக்கின் மிக முக்கியமான பகுதி' என்கின்றனர் சி.பி.ஐ அதிகாரிகள்.

சட்டமன்றத் தேர்தலுக்கு இரண்டு நாட்களுக்கு முன்னதாக, மே 13-ம் தேதி அன்று, திருப்பூர் அருகில் மூன்று கன்டெய்னர் லாரிகளை பறிமுதல் செய்தது தேர்தல் ஆணையத்தின், பறக்கும் படை. ரெய்டின் போது கன்டெய்னர் லாரிகளில் வந்தவர்கள் தப்பிச் செல்ல முயற்சித்தது, 18 மணி நேரம் கடந்தும் பணத்திற்கு யாரும் உரிமை கோராதது என தொடக்கம் முதலே கன்டெய்னர் விவகாரத்தில் சந்தேகம் வலுத்து வந்தது. இதையடுத்து, சி.பி.ஐ விசாரணைக்கு உத்தரவிடக் கோரி வழக்குத் தொடர்ந்தார் தி.மு.க எம்.பி. டி.கே.எஸ் இளங்கோவன். நீதிமன்றமும், ' கன்டெய்னர் விவகாரத்தில் வழக்குப் பதிவு செய்ய முகாந்திரம் இருக்கிறதா என்பதை ஆராய்ந்து, சி.பி.ஐ விசாரணை நடத்தலாம்' என உத்தரவிட்டது. இந்நிலையில், நேற்று கன்டெய்னர் பணம் தொடர்பாக, அடையாளம் தெரியாத நபர்கள் மீது வழக்குப் பதிவு செய்து விசாரணையைத் தொடங்கியுள்ளது சி.பி.ஐ.

'எங்கள் வங்கியின் கிளையில் இருந்து ஆந்திரா மாநிலத்திற்குக் கொண்டு செல்லப்பட்ட பணம் இது' என கோவை ஸ்டேட் வங்கி அதிகாரிகள் கூறினாலும், அடையாளம் தெரியாத நபர்கள் மீது வழக்குப் பதிவு செய்து, விசாரணையைத் தொடங்கிவிட்டது சி.பி.ஐ.

இதுகுறித்து நம்மிடம் பேசிய புலனாய்வு அதிகாரி ஒருவர், " பணம் வங்கிக்குச் சொந்தமானது என அதிகாரிகள் தெரிவித்தாலும், கன்டெய்னர் கையாளப்பட்ட விதம் சட்டத்திற்கு விரோதமானது. 570 கோடி ரூபாய் தொடர்பான ஆவணங்களைக் கொண்டு வந்து தருவதற்கே 24 மணி நேரத்தை அதிகாரிகள் எடுத்துக் கொண்டனர்.

மீண்டும் பணம் வங்கிக்குக் கொண்டு செல்லப்பட்டபோது, எவ்வளவு பணம் இருந்தது என யார் முன்னிலையிலும் எண்ணப்படவில்லை. அதிலும், நள்ளிரவில் பணம் அனுப்பப்பட்டதன் மர்மம்; ஒரு கன்டெய்னருக்குப் பதிலாக மூன்று கன்டெய்னர்களைப் பயன்படுத்தியதற்கான காரணம்; கோயம்புத்தூரில் இருந்து பணத்தை நள்ளிரவில் அனுப்ப வேண்டிய அவசியம்; பணம் கொண்டு செல்லப்படும் தகவலை மாவட்ட காவல்துறை அதிகாரிக்குத் தெரியப்படுத்தப்படாதது; முதலில் விசாகப்பட்டினத்திற்குப் பணம் போவதாகத் தெரிவித்த அதிகாரிகள், பின்னர் விஜயவாடாவுக்குச் செல்ல இருந்தது என மாற்றிச் சொன்னது என கன்டெய்னர் குறித்த சந்தேகங்கள் அப்படியேதான் இருக்கின்றன.

கோயம்புத்தூரில் இருந்து சோதனைச் சாவடிகளின் கண்களில் படாமல், கிருஷ்ணகிரி வழியாக ஆந்திராவுக்குள் நுழைவதற்கு கன்டெய்னர் லாரி டிரைவர்களுக்கு ரூட் சொல்லப்பட்டிருக்கிறது. நான்கு வழி புறவழிச் சாலை வழியாக செல்லாமல், குறுக்கு வழியில் பணம் சென்றதே அரசியல்கட்சிகளின் சந்தேகத்தை அதிகப்படுத்தியது. விசாகப்பட்டினம் முகவரியில் உள்ள அந்த லாரிகளில் போலியான நம்பர் பிளேட்டுகள் (AP 13 X 5204, AP 13 X 8650, AP 13 X 5203) பொருத்தப்பட்டுள்ளன. சட்டரீதியாகக் கொண்டு செல்லப்படும் பணத்திற்கு, கள்ளத்தனமான நம்பர் பிளேட்டுகள் பொருத்தப்பட்டிருப்பது சட்டவிரோதமானது.

வாகனம் பிடிபட்டதும், ஸ்டேட் வங்கி அதிகாரிகளின் துணையோடு போலி ஆவணம் தயாரிக்கப்பட்டிருக்கலாம் என கருதுகிறோம். இதற்கு ஸ்டேட் வங்கியின் உயர் அதிகாரிகள் சிலர் தூண்டுதலாக இருந்திருக்கலாம் என்ற சந்தேகமும் எங்களுக்கு இருக்கிறது. குறிப்பாக, பணம் கொண்டு செல்லப்படுவது தொடர்பாக ரிசர்வ் வங்கி எந்த உத்தரவையும் பிறப்பிக்கவில்லை. உயர் அதிகாரிகளிடம் இருந்து வந்த வாய்மொழி உத்தரவின் அடிப்படையில் கோவை ஸ்டேட் வங்கி அதிகாரிகள் செயல்பட்டார்களா என்பது மிக முக்கியமான கேள்வி. கன்டெய்னர் தொடர்பாக வெளியான செய்திகள், ஸ்டேட் வங்கி கொடுத்த ஆதாரம், வாகனத்தின் உரிமையாளர்கள், வங்கி அதிகாரிகள் என பலதரப்பிலும் தீவிர விசாரணை நடந்து வருகிறது" என்றார் விரிவாக.

இதுகுறித்து இந்திய வங்கி ஊழியர் சம்மேளனத்தின் பொதுச் செயலாளர் சி.பி.கிருஷ்ணனிடம் பேசினோம்.


" பணம் கொண்டு செல்லப்பட்டதில் சரியான பாதுகாப்பு வழிமுறைகள் பின்பற்றப்படவில்லை என்றுதான் சொல்லி வருகிறோம். பத்து கோடிக்கு மேல் பணம் சென்றாலே வங்கியின் ஏதாவது ஒரு அதிகாரி உடன் செல்ல வேண்டும். ஆனால் 570 கோடி ரூபாய்க்கு, ஒரு சாதாரண கிளார்க் அந்தஸ்தில் உள்ள ஊழியர் மட்டுமே உடன் சென்றிருக்கிறார். அதிகாரிகளிடம் சரியான ஒருங்கிணைப்பு இல்லாததுதான் சர்ச்சைக்கு மூல காரணம். கன்டெய்னரைக் காப்பாற்ற, வங்கி உயர் அதிகாரிகளின் வாய்மொழி உத்தரவுப்படி கோவை ஸ்டேட் வங்கி அதிகாரிகள் செயல்பட்டார்களா என்பதெல்லாம் சி.பி.ஐ விசாரணையில் தெளிவுபடுத்தப்பட வேண்டும். வரும்காலங்களில் வங்கி அதிகாரிகள் எவ்வாறு செயல்பட வேண்டும் என்பதை தீர்மானிக்கும் மிக முக்கியமான வழக்கு இது" என்றார் தெளிவாக.

NEET issue: President gives nod for uniform admission test to medical, dental courses

There will be single test-- National Eligibility cum Entrance Exam (NEET)-- for admissions to medical and dental courses across the country, as President Pranab Mukherjee has given nod to two bills recently passed by Parliament in this regard. Mukherjee has given assent to Indian Medical Council (Amendment) Act, 2016 and Dentists (Amendment) Act, 2016, officials said.

These laws were passed by Rajya Sabha on August 1 to pave way for the NEET, which is designed to curb corruption by bringing in transparency, checking multiplicity of exams and to stop exploitation of students in counselling. They had got Lok Sabha nod last month. The two Acts mandates uniform entrance examination for admission to all medical and dental educational institutions run postgraduate and undergraduate courses.

"There shall be conducted a uniform entrance examination to all medical educational institutions at the undergraduate level and post-graduate level through such designated authority in Hindi, English and such other languages...," reads the law. The same provision is for admissions to dental educational institutes.

The NEET is intended to be introduced from the academic year 2017-18. These legislations have amended the Indian Medical Council Act, 1956 and the Dentists Act, 1948 and replaced the Ordinances that were promulgated by the government to circumvent the Supreme Court order for implementation of NEET examination from this session itself.

ஜெயலலிதா, சசிகலா, சுதாகரன், இளவரசி மீதான சொத்துக்குவிப்பு வழக்கு சென்னை மாவட்ட அமர்வு நீதிமன்றத்தில் தொடங்கி, உயர் நீதிமன்றம், பெங்களூரு சிறப்பு நீதிமன்றம், கர்நாடக உயர் நீதி மன்றம், உச்ச நீதிமன்றம் என கடந்த 20 ஆண்டுகளாக பயணிக்கிறது. இவ்வழக்கின் மேல்முறையீட்டு மீதான தீர்ப்பை உச்ச நீதி மன்றம் விரைவில் வெளியிட இருக்கிறது.

இந்நிலையில் இந்த வழக்கில் தனக்காக உழைத்த வழக்கறிஞர் களுக்கு முக்கிய பொறுப்புகளை ஜெயலலிதா அவ்வப்போது வழங்கி வருகிறார். பெங்களூரு சிறப்பு நீதி மன்றத்தில் ஆஜரான வழக்கறிஞர் நவனீத கிருஷ்ணனுக்கு தமிழக அரசின் தலைமை வழக்கறிஞர், டிஎன்பிஎஸ்சி தலைவர், மாநிலங் களவை உறுப்பினர் என பதவிகள் வழங்கப்பட்டன.

இவரைத் தொடர்ந்து மூத்த வழக்கறிஞர் பி.குமாருக்கு அரசு தலைமை வழக்கறிஞர் பதவி வழங்க ஜெயலலிதா முடிவெடுத் தார். ஆனால் தனது உடல்நிலை கடுமையான பணிகளுக்கு ஒத் துழைக்காது என்பதால் அப்பத வியை வேண்டாம் என பி.குமார் கூறிவிட்டார். மேலும் அவரது வேண்டுகோளின்படி அவரது உதவியாளரான ராஜரத்தினத்துக்கு மாநில குற்றவியல் அரசு வழக்கறிஞர் பதவி கடந்த வாரம் வழங்கப்பட்டது.

இதேபோல சசிகலாவுக்காக வாதாடிய வழக்கறிஞர் மணி சங்கர், தற்போது கூடுதல் தலைமை வழக்கறிஞராக நியமிக்கப்பட் டுள்ளார். மேலும் ஜெயலலிதா தரப்பில் நீதிமன்றத்தில் வக் காலத்தில் கையெழுத்திட்ட வழக்கறிஞர்கள் தனஞ்செயன், வைரமூர்த்தி ஆகியோருக்கு சிறப்பு அரசு வழக்கறிஞர் பதவி வழங்கப்பட்டுள்ளது.

இதேபோல அன்புக்கரசு, கருப்பையா ஆகியோருக்கு கூடுதல் குற்றவியல் வழக் கறிஞர் பதவியும், குற்றவியல் அரசு வழக்கறிஞராக முத்துக் குமாருக்கும் கடந்த வாரம் பதவி வழங்கப்பட்டது.

காத்திருக்கும் வழக்கறிஞர்கள்

இந்நிலையில் ஜெயலலிதா வழக்கை கடந்த 5 ஆண்டுகளுக்கும் மேலாக கவனித்து வந்த வழக் கறிஞர்கள் செந்தில், அசோகன் ஆகியோருக்கு இதுவரை எந்த பதவியும் வழங்கப்படவில்லை. சசிகலாவுக்கு நெருக்கமானவரான செந்தில், கர்நாடக உயர் நீதி மன்றத்தில் சாதாகமான தீர்ப்பை பெற்று தந்ததால் ஜெயலலிதா நிம்மதி அடைந்தார். இதன் காரண மாக செந்தில் தற்போது ஜெய லலிதாவின் சட்ட ஆலோசகராக மாறியுள்ளார். நிலுவையில் இருக்கும் மேல்முறையீட்டு வழக்கில் தீர்ப்பு வெளியான பிறகு செந்திலுக்கு முக்கிய பதவி வழங்கப்படும் எனத் தெரிகிறது.

உச்ச நீதிமன்றத்தில் சாதகமான தீர்ப்பு வெளியானால் இளவரசிக்காக ஆஜராகி வரும் அசோகனுக்கு தமிழக அளவில் பெரிய பொறுப்பு வழங்கப்பட வாய்ப்பு இருக்கிறது.

மேலும் இவ்வழக்கில் பணி யாற்றிய வழக்கறிஞர்கள் செல்வக் குமார், திவாகர், பன்னீர் செல்வம் ஆகியோருக்கும் பதவி வழங்கப்பட லாம் என தெரிகிறது.

டிஎன்பிஎஸ்சி-யில் தற்போது காலியிடம் எதுவும் இல்லாததால் த‌மிழக தகவல் ஆணையத்தின் உறுப்பினர்கள் அல்லது அரசு வழக்கறிஞர் களாக நியமிக்கப்படலாம் என தெரி கிறது. இதற்கான அறிவிப்பு இன் னும் சில தினங்களில் வெளியாக லாம் என எதிர்பார்க்கப்படுகிறது.

வழக்கறிஞர்களைப் போல, கர்நாடக மாநில அதிமுக செயலாளர் புகழேந்தி இவ்வழக்குக்காக நீண்ட காலமாக நீதிமன்ற படிகளை ஏறி இறங்கினார். வழக்கில் வாதாடிய வழக்கறிஞ‌ர்களுக்கு தேவையான உதவிகளை செய்து வந்ததோடு, பெங்களூரு சிறையில் ஜெயலலிதா இருந்தபோது அவருக்கு தேவையான உதவிகளையும் கர்நாடக மாநில அ.தி.மு.க-வினரின் ஒத்துழைப்போடு மேற்கொண்டு வந்தார்.

ஜெயலலிதா, சசிகலா ஆகியோருக்கு ஜாமீன் வழங்கப்பட்டபோது புகழேந்தியும் அவரது மனைவி யும் முன்வந்து கோடிக்கணக்கான ரூபாய் மதிப்புக்கு தயங்காமல் ஜாமீன் பொறுப்பை ஏற்றனர். அப்போது நீதிபதி குன்ஹா, “இவ்வளவு பெரிய தொகைக்கு தெரிந்துதான் ஜாமீன் கொடுக்கிறீர்களா? வழக்கு வேறுவிதமாக போனால் உங்கள் சொத்துக்களை இழக்க வேண்டிவரும், பரவாயில்லையா?” என்று கேட்டார். அதற்கு, “சொத்துக்களை பற்றி கவலையில்லை எங்கள் ஜாமீன் பொறுப்பை ஏற்றுக்கொள்ளுங்கள்” என்று புகழேந்தியின் மனைவி குணஜோதி கூறினார்.

Karnataka has asked the Medical Council of India (MCI) to be “liberal” while alloting seats for all clinical postgraduate and super-speciality courses, Medical Education Minister Sharanprakash Patil said on Thursday.

Addressing mediapersons, Patil said the demand for all streams of clinical postgraduate courses is huge. “I have requested the MCI to enhance the number of seats for these courses,” he said. Patil said that currently, there is a dearth of specialists in all community health centres. If priority is given to these courses, the problem will be addressed, he said.

The minister said there are few takers for postgraduate preclinical and para-clinical courses. “A lot of seats went waste. Even private colleges couldn’t fill up these seats,” he added.

Patil said the demand for dental seats has gone down in the last three to four years.
“Most dental colleges have not been able to fill seats.” This year, the state quota for dental seats is 887 seats, while the quota under National Eligibility -cum-Entrance Test is 645 seats.

He said dental seats in government colleges cost Rs 45,000 per seat, while it is Rs 3.9 lakh for Comed-K students.

Patil said that this year there were 3,127 MBBS seats under the government quota, 1,370 seats under NEET and 1,500 to 1,700 seats in deemed varsities.

The minister said that a public relations officers would be appointed in all hospitals under the Medical Education Department.

MCI de-recognises 51 medical colleges for academic year 2016-17 July 29, 2016 19:13 IST

The Medical Council of India (MCI) has de-recognised 51 medical colleges for academic year 2016-17, the highest over the previous three years.

Kerala and Uttar Pradesh have the highest number of medical colleges de-recognised, as per the latest data released by the health ministry. Eight medical colleges each in Kerala and UP have been denied permission to start admission process for the academic year 2016-17 for failing to meet the conditions of minimum standard stated under the MCI Regulations,1999.

Government Medical College in Painav, Idukki district in Kerala, is the sole government-run institution that was barred among seven other self-financing private colleges.

The two states are followed by Tamil Nadu (8 colleges) and Karnataka (5 colleges) for failing to get the central government's nod for the current academic year.

However, irregularities in fee and admission have not been taken into account to decide the eligibility for running institutions, the statement said.

Currently, medical colleges get government's permission for one year and has to be renewed every year. This renewal depends on MCI's assessment of colleges against the guidelines set under MCI Regulations.

According to the regulations, a medical college with an intake of 100 students annually will be granted permission only if the college has all the fourteen departments declared mandatory under the rules. These departments include psychology, forensics, community medicine and surgery, among others.

Medical institutions are mandated to provide accommodation for teaching and technical staff, have a campus area of at least 20 acres, except metros and 'A' class cities, a College Council comprising head of the departments, library and six laboratories, among other basic amenities such as water supply and electricity.


The NITI Aayog recommended replacing MCI with a National Medical Commission on July 26 in an attempt to make recruitment norms simpler while linking the process with the institutions' overall performance.

Relief for 60 medical students

Sixty students, who had been allotted MBBS seats under government quota in Shridevi Institute of Medical Sciences and Research Centre in Tumakuru last year but denied admission following non-recognition of the college by Medical Council of India (MCI), have been allotted seats in other colleges this year. However, the students have lost one year.

The SC had kept in abeyance admissions following a legal battle between the college and MCI last year, Medical Education Minister Sharan Prakash Patil said.

Guwahati, Aug. 4: The Centre has exempted students of Assam from compulsory requirement of Aadhaar number for availing of UGC scholarships for higher education, Union human resource development minister Prakash Javadekar said today.

Javadekar informed Assam chief minister Sarbananda Sonowal and education minister Himanta Biswa Sarma of the exemption during a meeting in New Delhi after Sonowal drew the Union minister's attention towards the problems faced by the students of the state in getting UGC scholarship because of the compulsory requirement of Aadhaar number.

Enrolment for Aadhaar cards has started only in a few districts of the state.


It will be taken up in the rest of the state after completion of the NRC update.

Sonowal and Javadekar also discussed issues related to appointment of teachers in government schools in Assam. The chief minister requested him to expedite setting up a campus of Tezpur University at Jonai in Dhemaji district.
