A practising doctor's writ petition against the Centre's circular which said all institutions offering post-graduate medical courses, including deemed universities, should surrender 50% of seats to the government that would conduct counselling for all seats, has prompted the Madras high court to ask why Tamil Nadu alone was opposing NEET and seeking exemption.

“When all other states have not objected (to NEET), what is the reason for Tamil Nadu alone opposing it,“ asked Justice N Kirubakaran on Wednesday

Hearing a batch of writ petitions, including one filed by Dr M Kamaraj of Namakkal, the judge wondered what the Medical Council of India (MCI) was doing when institutions violated its guidelines and collected capitation fees. “Is it not your duty to monitor such institutions, as you are an authority incharge of giving approval to these institutions?“ he asked.

Some petitions sought a direction to the state health secretary to `appropriate' 50% of seats of recognized post-graduate and diploma courses in each specialty from all private colleges. Alleging that state health department and directorate of medical education were not taking steps to get 50% of seats from private colleges and universities, in order to allot those seats to rankers of National Board of Examinations, a petition said many private institutions had already begun receiving applications and were filling seats too. The health department had failed in its duty in this regard, it said.

When told that the TN assembly had already passed two bills to keep the state outside ambit of NEET, the judge asked if the state was not ashamed of opposing NEET. “Do you underestimate the ability of our students and the standard of education in Tamil Nadu?
Do you feel that our students will not do better than any other students of other states?“ Justice Kirubakaran then directed MCI to reply to the following queries:

 How many seats have been approved in PGdiploma courses in each institution? How the seats were filled in 2016-17 in these institutions? Whether or not the MCI ensured the seats were filled as per inter se merits, regulations and also as per quota fixed by the MCI? After impleading suo motu the Union health secretary as party to the case, Justice Kirubakaran asked: “What is the procedure to be followed for 2017-18 regarding sharing of seats, and on what basis are the seats to be filled by institutions?“ How much did the government spend on medical students each year, he asked.

Two institutions from Tamil Nadu featured among the top 100 universities in Asia in the Times Higher Education rankings 2017 released on Wednesday .Veltech University , Chennai and IIT-Madras secured the 43 and 62 positions in the rankings.

A total of seven Indian institutions made it to the top 100 universities in Asia, of which five were IITs. The Indian Institute of Science, Bengaluru, led the list of Indian institutions at the 27 spot. IISc was at 27 in 2016 and at 37 in 2015. The overall score of IISc has improved from 45.9 in 2016 to 49.5 this year, yet it could not move up in the ranking ladder.

Veltech University , Avadi, Chennai has secured the 43 rank this year. There are no previous records of the varsity's rank in the Times Higher Education rankings. The university has an overall score of 41.3. The institution had a perfect 100 in citations, 35.4 out of 100 in industry income, 15.5 in international outlook, 8.4 in research and 19.9 in teaching.Indian Institute of Technol ogyMadras is the other institution from Tamil Nadu to have managed a spot in the top 100.

The institute maintains its ranking position from that of in 2016. IIT-M has shown improvement in all parameters of the ranking.With an overall score of 37.9, IIT-M score 41.2 out of 100 in citations, 81.1 in industry income, 17.5 in international outlook. 25.5 in research and 41.9 in teaching.

IIT-Bombay secured the 42 position, IIT-Kanpur was ranked immediately after IIT-M at 63, IIT-Roorke at 70 and IIT-Kharagpur at 87.

TN court: Want bail? Cut down 100 karuvelam trees in 20 days

Bail will come at a price for this man accused of abusing and attacking a woman ­ the principal district judge of Ariyalur district granted the request of the accused on condition that he cut down 100 invasive `seemai karuvelam' (prosopis juliflora) trees within 20 days, K Rajendran, 45, accused of abusing and assaulting Rajeswari on March 2, had moved the Madurai bench of the Madras high court seeking anticipatory bail. Principal district judge AKA Rahmaan of the Ariyalur court, imposed this new condition even though counsel argued that the case was foisted against his client. Considering the arguments of both sides, the judge decided to grant anticipatory bail if the petitioner cut down 100 karuvelam trees at Marungur village in 20 days. “That after his release, the petitioner shall remove 100 seemai karuvelam trees within 20 days in his Marungur village and shall obtain a certificate from the village administrative office (VAO) towards compliance and file the same before this court on the 21st day from the date of his release on bail, failing which the anticipatory bail granted to the petitioner shall be cancelled under the due process of law,“ the order copy reads.

Going further, the judge instructed that the bigger karuvelam trees be removed. “It is also made clear that the petitioner shall not make any namesake removal of small sized karuvelam trees,“ the order further stated. “It is also made clear that the petitioner shall not make any namesake removal of small sized karuvelam trees. They should all be large sized trees occupying considerable area. The petitioner shall enclose necessary photographs showing the trees had been removed. In February 2017, a division bench of the Madras high court had passed a judgment to remove karuvelam in 13 districts in southern Tamil Nadu.

Following this order, state courts have been creating awareness among people about the hazards of karurvelam.
