TN students who are allotted seats in all India counselling can't take part in state counselling, DGHS says

CHENNAI: Students who have been allotted seats in round two of NEET-based counselling conducted by the Directorate General of Health Services, New Delhi, for MBBS and BDS admissions to all India quota seats in government colleges and deemed universities can't attend any other counselling including those organised by states, said director general of health services Jagdish Prasad here on Sunday.

The directorate had warned medical aspirants to make a "calculated decision" before locking their options or opting for the second round of counselling as the Supreme Court judgment in the Dar-ul-Islam case has said allotment will disentitle a candidate from other counselling processes.

"We have published names of students who have been allotted seats in the final round. Copies are available to all state governments. They will have to remove the names of these students from the list of eligible candidates," he said.

Copies of the SC judgment has been uploaded on the DGHS website (http://www.mcc.nic.in/).

Most parents complained that students in Tamil Nadu were in no position to take any calculated decisions as the state government is yet to release the rank list.

Officials in the state selection committee, which is in-charge of medical admissions in the state, said the rule can't be implemented.

Director of medical education Dr A Edwin Joe said, "We have not published any such thing as eligibility in our prospectus. Also, we have not received any intimation from DGHS."

The selection committee has prepared two rank lists - one based on NEET and other based on Class XII marks. Names of more than 500 students from other states figure in NEET-based rank list.

"We haven't removed any of their names yet," he said.

Senior health officials also argued that if the state gets itself one year exemption from NEET, then the SC order will not be applicable for the state counselling, which will be based on Class 12 marks.

Retired doctor robbed at knifepoint of gold, cash

CHENNAI: Two unidentified men robbed a 77-year-old retired doctor at knifepointon Sunday, and took from her a gold chain weighing 11 sovereigns (88g) and Rs 10,000 in cash.

Police said Dr Sujatha was a spinster staying alone in an individual house at Nerkundram. She was a former senior civil surgeon at Government Kilpauk Medical College and Hospital.

Around 3pm, two unidentified men approached her asking for water when she was alone at home. Before opening the door, she inquired about them, and they told her they were labourers from the adjacent building. She left the door open and inside to fetch water, when the duo entered followed her to the kitchen. While one held her at knifepoint, the other asked her to remove the gold chain. They then took her to the almirah and asked her to open it and took Rs 10,000. They threatened to kill her if she raised an alarm.

The duo had covered their faces with handkerchiefs to hide their identity. When the robbers escaped, the woman alerted a few of her neighbours who called the police control room.

The Koyambedu police have registered a case and are investigating. Police sources said the miscreants also wore gloves to avoid leaving behind fingerprints.

"We may have a breakthrough with security camera images from three points," said a senior police officer. "It appears to be the handiwork of professional offenders who target women who are home alone, " he said.

14 medical colleges showed ghost faculty, got hit

As many as 14 medical colleges have been debarred from admitting students into their MBBS courses in the last two years, after they were found to have presented “ghost” faculty for the inspection of Medical Council of India (MCI), in order to get recognition. These colleges showed the MCI as their teachers those who were not part of their faculty. Over two years, the MCI recommended to the Ministry of Health that these colleges should be debarred from taking students for the academic years of 2015-16 and 2016-17.

As per the rules, the Medical Council of India (MCI) gives permission to start a new medical college or renew the yearly permission or recognition of degrees on the basis of certain required standards. These include the number of faculty members in a medical college. This is supposed to be done on the basis of verification of the colleges through surprise inspections by the MCI.

If the Council finds any fake faculty during the verification of the declaration forms of all medical colleges for every academic year, the concerned college is barred for two years from admitting students into the MBBS course as per Clause 8(3)(1)(d) of the Establishment of Medical College Regulations, 1999. The Council also refers the matter to its Ethics Committee to investigate the fake faculty. Accordingly action is taken against the college.

The MCI, which is under attack from all corners for corruption, has amended its rules to check the menace of ghost faculty. It has decided to order the installation of biometric fingerprints in all medical colleges for registering the attendance of the faculty members, using online faculty attendance monitoring systems. The central application will also have the connectivity with an Aadhar platform for verification.

As per the amended rules, the MCI will also have CCTV cameras to provide live streaming of both classroom teaching and patient care in the hospital. The authorities feel that this will enable the MCI to keep a constant vigil on the standard of medical education in a particular college.

A Parliamentary Standing Committee report last year had pointed out the menace by saying “private medical colleges arrange ghost faculty and patients during inspections by MCI and no action is taken for the irregularity”. The report said that in contrast, action is taken against government medical colleges even on flimsy grounds, even though these colleges are “better performers” than the private colleges.

As per a Delhi High Court order, all assessment of medical colleges should be conducted as “surprise inspections”. However, the Committee report said: “It is in the Committee’s knowledge that some medical colleges have prior information of inspection dates and are, thus, able to keep ready the required number of ghost faculty and fake patients.”

Gorakhpur hospital had been warned about shortage of oxygen

Pradeernment's claim that lack of oxygen was not behind the death of 30 children at BRD Medical College in Gorakhpur, it has been revealed that the hospital administration had been warned in advance about the impending shortage of the life saving gas.

According to the sources in the BRD medical college, the central oxygen pipeline operators had written a letter to the head of the pediatrics department informing him that liquid oxygen supply was very low and asked him to make necessary arrangements. The copy of the letter was sent to the principal of the college also.

The letter also contained a warning that shortage of oxygen could put the lives of the children, who were on ventilators and in the neonatal unit in grave danger.

Sources said that there was no liquid oxygen at the hospital even on Saturday and cylinders were being used to provide oxygen to the patients.

Even the company, which supplied liquid oxygen to the hospital, had also shot off several letters to the principal, the Gorakhpur district magistrate and other senior government officials of the health department threatening to stop the supply if its bills were not paid.

''The ultimatum was given around 20 days back that supply of oxygen will be stopped unless the pending bills were cleared,'' said a medical college official in Gorakhpur on condition of anonymity.

Though the UP minister for health Siddharth Nath Singh claimed that a part payment was released on August five, the money had not reached the company even by Thursday.

The principal of the medical college Dr. Rajiv Mishra, who had been suspended, rejected the charges of laxity and said that the payment had been made to the company on Friday.

Mishra said that he had already resigned from his post taking moral responsibility for the deaths though he termed them ''natural''.

ஆம்பூர்: சென்னை வேங்கைவாசல் பகுதியை சேர்ந்தவர் தொழிலதிபர் ராஜ்குமார் (65). இவரது நண்பர் சென்னை தி.நகரை சேர்ந்த சந்தானம் (73) ஆகியோர் நேற்று சென்னையில் இருந்து பெங்களூருக்கு காரில் புறப்பட்டனர். காரை ராஜ்குமார் ஓட்டி வந்தார். வேலூர் மாவட்டம் ஆம்பூர் அடுத்த பச்சகுப்பம் அருகே பகல் 12.30 மணியளவில் தேசிய நெடுஞ்சாலையில் வந்தபோது முன்னால் சென்ற லாரி திடீரென திரும்பியதில் ராஜ்குமார் ஓட்டி வந்த கார் மீது மோதியது. இதில் காரில் வந்த இருவரும் படுகாயமடைந்தனர். உடனடியாக அவர்களை மீட்ட பொதுமக்கள், ஆம்பூர் அரசு மருத்துவமனைக்கு அனுப்பி வைத்தனர். மதியம் 1.10 மணிக்கு அரசு மருத்துவமனை அவசர சிகிச்சை பிரிவில் அனுமதிக்கப்பட்டனர். ஆனால், நீண்ட நேரமாகியும் டாக்டர் யாரும் சிகிச்சை அளிக்கவில்லை. விபத்து குறித்து ராஜ்குமார் உறவினர்களிடம் செல்போனில் தகவல் தெரிவித்தார். இதன்காரணமாக, சந்தானத்திற்கு தெரிந்த சிலர் வந்தனர்.

இது ஒருபுறம் இருக்க, ராலகொத்தூரை சேர்ந்த ராஜேஷின் மகள் வைஷ்ணவி(13) மூச்சு திணறல் காரணமாக அவசர சிகிச்சை பிரிவில் சேர்க்கப்பட்டார். ஆனால், டாக்டர்கள் இல்லாததால் சிறுமிக்கு உடனடியாக சிகிச்சை அளிக்க முடியாமல் நர்சுகள் திணறினர். சிகிச்சை கிடைக்காமல் சுமார் 2 மணி நேரமாக உயிருக்கு போராடிய அந்த சிறுமி பரிதாபமாக இறந்தார். தகவல் அறிந்து அங்கு வந்த இந்து மக்கள் கட்சியினர் முற்றுகையிட்டதோடு, மருத்துவமனை கேட்டை இழுத்து மூடி ஆர்ப்பாட்டத்தில் ஈடுபட்டனர். தகவல் அறிந்த மாவட்ட மருத்துவ பணிகள் இணை இயக்குனர் சாந்தி சம்பவ இடத்துக்கு வந்தார். அப்போது அவர், ‘ஆம்பூர் அரசு மருத்துவமனையில் டாக்டர்களுக்குள் பனிப்போர் நடந்து வருகிறது. ஒருவரை ஒருவர் குற்றம் சாட்டிவருவதால் உரிய நேரத்தில் அவர்கள் பணியில் இல்லாத நிலை ஏற்பட்டுள்ளது. இதுகுறித்து நடவடிக்கை எடுக்கப்படும்’ என்றார்.

அமரர் ஊர்தி இல்லாததால் பைக்கில் சென்ற சடலம் மேலும் சிறுமியின் சடலத்தை கொண்டு செல்ல அமரர் ஊர்தி இல்லாததால், சடலத்தை பைக்கில் வைத்து 8 கி.மீ.தூரம் உள்ள கிராமத்துக்கு கொண்டு சென்றனர். சிகிச்சை அளிக்க போதிய டாக்டர்கள் இல்லாமல் 2 பேர் இறந்தது அதிர்வலைகளை ஏற்படுத்தி உள்ளது.

பல்லாவரம்: இரண்டாவது திருமணம் கைக்கு எட்டாததால், இளம்பெண்ணுடன் எடுத்த போட்டோக்களை ஆபாசமாக சித்தரித்து, நண்பர்களுக்கு வாட்ஸ் அப்பில் அனுப்பிய வாலிபரை போலீசார் கைது செய்து சிறையில் அடைத்தனர். சென்னை வளசரவாக்கம் ராமாபுரம் பகுதியை சேர்ந்தவர் ராணி (21), (பெயர் மாற்றப்பட்டுள்ளது). இவர், தி.நகரில் ஒரு தனியார் கம்பெனியில் அக்கவுன்டன்ட்டாக வேலை செய்து வந்தார். அங்கு, சூபர்வைசராக வேலை செய்து வந்த தூத்துக்குடி மாவட்டம், உடன்குடி அருகேயுள்ள தட்டார்மடம் பகுதியை சேர்ந்த அந்தோணி ராஜேஷ்குமார் (32) என்பவருடன் ராணிக்கு பழக்கம் ஏற்பட்டது. இது, நாளடைவில் காதலாக மாறியது. இருவரும் சிறகடித்து பல இடங்களை சுற்றி வந்தனர்.
