Resume payment of pension to septuagenarian: High Court

Hearing the plea of a septuagenarian, the Madurai bench of the Madras High Court has ordered release of his old age pension, which was discontinued, along with arrears, and grant pension till his lifetime.

Justice M.S.Ramesh directed the Tahsildar of Vembakottai, Virudhunagar, to release the arrears of old age pension to the petitioner Mottaiyan (72) from the date it was discontinued. The authorities should continue to pay pension every month till his lifetime, the court said.

The court observed that the authorities are duty bound to conduct proper enquiry for the purpose of granting a fresh pension and afford due opportunity to the claimant to establish his entitlement for old age pension.

An enquiry should have been conducted to ascertain the petitioner’s status, the court said.

As no enquiry was conducted to ascertain the status of the petitioner and the pension was discontinued, the court said the old age pension should be granted to the petitioner.

The old age pension under the social security scheme was discontinued to the petitioner from 2015 after he was found to be employed as a night watchman, father of three daughters with own house.

He had been enjoying the benefits since 2013.

Under the scheme, pension is given to a destitute person who shall have no source of income or the person’s fixed assets should be below Rs. 50,000. Their family members should have either failed to support them or they themselves are below the poverty line.

However, the pension for the petitioner was stopped abruptly. No enquiry or prior notice was served. The court allowed his petition after taking into account the fact that he was not in a position to maintain himself.
Zoo open on Tuesdays

As there is a tremendous increase in the number of children visiting the Arignar Anna Zoological Park in Vandalur and the Children’s Park in Guindy during the summer holidays, it has been decided to keep both open on Tuesdays in May.

The decision was taken in response to public request. The visitors coming from distant places are usually unaware of the zoos being shut on Tuesdays, an official said.
Temperature boils in nine districts of Tamil Nadu, evaporation rampant

Chennai: Vellore, Tiruvannamalai, Salem, Krishnagiri and Tiruvallur are recording temperatures above 102 degree Celsius an increase of four degrees when compared to the normal temperature. And the prevailing uncomfortable temperature will continue in nine districts of Tamil Nadu and there will be no respite for coastal districts, say weather office sources.

The minimum temperature in hill stations including Ooty, Kodaikanal and Valparai had also surged due to the peak summer season recording 20 to 24 degrees.

A weather bulletin issued by regional meterological centre, Chennai, said the maximum temperature is likely to be around 40 to 42 degree Celsius which is 2-3 degrees Celsius above normal in some parts of Vellore, Tiruchy, Perambalur , Karur and Madurai districts of interior Tamil Nadu for the next 24 hours.

For Chennai and its neighbourhood the sky condition is likely to be partly cloudy with maximum and minimum temperatures likely to be around 37 and 28 deg Celsius. The weather office also forecasts possibility of heavy rains at isolated places over north interior Tamil Nadu and south interior Karnataka for next 48 hours.

On Wednesday, parts of Villupuram, Chengalpattu and Uthiramerur in Kancheepuram, Tindivanam, Krishnagiri and Sholavandan also received rains.

However the reservoirs across the state have started drying up due to increasing temperature and evaporation leaving water managers to go into a huddle.

“We are concerned over the evaporation and this is common every year. In Chennai, motor pumps are positioned to harvest the surface water with otherwise evaporates failing to serve any purpose,” said a Chennai metro water official source.
Perfect farewell to retired driver as collector chauffeurs him home

KARUR: It was a farewell Paramasivam will remember for life. For, his boss took the wheel to drop him home on the last day of his work. In appreciation of his service as car driver in the Revenue department for 34 years. District Collector T Anbazhagan decided to drop K Paramasivam home upon his retirement on Tuesday.

Having driven him around, Paramasivam was stunned when the Collector played chauffeur and was speechless as Anbazhagan volunteered to act as his driver and drop him and his wife at their house situated in North Gandhi Gramam, 6 kilometers from the collectorate. The collector had tea at Paramasivam’s house. Choked with emotion, Paramasivam said “I worked for 34 years but I will never forget this day in my lifetime.”

When it comes in surprising the public as the employees of district administration, Collector Anbazhagan gives his best, where he recently came calling for an aged woman with his home-cooked food to help her with the pension.

Earlier, speaking at the farewell party, Anbazhagan said, “Paramasivam was working with district administration as a driver for the past three decades and his service is excellent. He drove the car for many collectors here and was very sincere while on duty.

Drivers contribute a lot to our work without bothering about what time they are called for duty. To honour his service, now I am driving the car for him.”
MKU scandal: Probe enters third phase

The one-man Santhanam committee, appointed by the governor to conduct inquiry into the sex scandal case involving Madurai Kamaraj University, started its third phase of investigation on Wednesday. While the probe is underway, Santhanam committee has already begun preparations to submit the report on May 14.

The panel quizzed V Chinniah, registrar of Madurai Kamaraj University at Circuit House in the city on Wednesday. The questioning which started by 12.10 pm, lasted for about one and a half hours. R Santhanam later told reporters said that he conducted a second inquiry with the registrar, as he wanted to get some more information pertaining to the university.

Santhanam also said that he will conduct an inquiry with MKU assistant professor V Murugan and former research scholar Karuppasamy, who were arrested by CBCID and at present lodged at the Madurai central prison, on Thursday. He also said that if required, he will extend the investigation with the duo on Friday too. Only after the inquiring with the duo, he will decide whether any more people need to be questioned. Santhanam was given a two week extension by the governor on April 30, the day the committee was to file its report.

Meanwhile, Sattur judicial magistrate court refused to provide bail for assistant professor Murugan who had filed a petition on April 25. Judicial magistrate Geetha, before whom the petitioned came for hearing on Wednesday, disposed the petition. His lawyer Gopinath said that he will move Srivilliputhur court seeking bail.
College told to give law grad ‘Tamil’ certificate

Information obtained under RTI helped a law graduate obtain certificate mentioning that he studied in Tamil medium, which will help him avail a 20% quota for the post of civil judge in the TN Judicial Serivce..

Adhering to the order of the Madurai bench of the high court, the principal of Government Law College, Madurai, on Tuesday gave A Aathiyan the ‘Person Studied in Tamil Medium’ (PSTM) certificate. According to Aathiyan, he joined a five-year BABL at the Government Law College in 2012-13 in Tamil medium. He wrote all examinations in Tamil. When he had demanded the college to provide him with a PSTM certificate, the college denied it by saying that at the time of his joining there was no Tamil medium in the college. Aathiyan obtained information under the RTI Act that the government introduced Tamil medium in Government Law College, Madurai, in 1978-79. TNN
