PG medical admissions: TN govt justifies classification of remote & difficult areas

Madras high court reserved its order on Tamil Nadu government norms for remote and difficult areas which would fetch incentive marks to in-service candidates in PG medical admissions. The government has filed the appeals against the April 18 order of a single judge quashing two government orders (GO) dated March 9 and 23.

After four hours of arguments, a vacation bench of Justice V Parthiban and Justice P D Audikesavalu said they would pass a detailed order. The single judge had quashed the GOs identifying remote and difficult areas while allowing a batch of petitions filed by government doctors alleging that the classification was not made considering the geographical parameters of the areas, but other contingencies like the number of vacancies and work load.

In its appeal, the state argued that an experts committee had been constituted for classifying the areas and it considered all parameters before identifying certain areas as remote and difficult for awarding incentive marks. The single judge had failed to consider facts that the identification was made only on the basis of the recommendations of the experts committee and hence the order must be interfered with, said the additional advocate general.

Opposing the submissions, counsel for the original petitioner contended that the committee had in fact failed to follow the guideline set by the apex court and had not considered the geographical parameters at all.

Counsel for candidates, who support the government’s stand, submitted that in some places which were geographically in city limits, government doctors worked for more than 12 to 18 hours, whereas in some rural areas they work only for a couple of hours. In such cases, the workload of doctors in such urban areas must also be considered.

This apart, the single judge has stepped into the shoes of an expert and has directed that such classification should be done only based on geographical parameters, whereas the Supreme Court itself has made it clear that other parameters like the socio-economic factors should also be considered.

Eight of a family among nine killed as two cars collide

In a gruesome incident, Nine people including two children and a woman from a family died in a car smash on the Trichy-Chennai stretch of National Highway 45 early on Friday.

The multi-utility vehicle (MUV) in which they were travelling collided head-on with another car near Perambalur town. The man accused of causing the accident escaped with minor injuries and is recovering at Perambalur government hospital.

Police sources said the deceased included A Murali, 55 and S R Mohan, 36, textile entrepreneurs from Kancheepuram. The two relatives along their family members — Lakshmi, 32, Pavithra,14,Nivetha, 8,Varatharajan, 5, Narayanan, 40 and 19-year-old Mekala, 19 — and driver Boopathi, 23, were on their way to Kodaikanal.

As their MUV approached a major junction just outside Perambalur, a sedan driven by Sakthi Saravanan, 51, an ex-serviceman now employed as security officer in a private factory in Cuddalore, smashed into their vehicle.

The police said the sedan was apparently going at high speed when Saravanan lost control and the vehicle crashed into the median, described a few turns in the air before landing on the MUV from Kancheepuram. In the impact, all in the MUV except Boopathi died on the spot. The driver was rushed to Perambalur GH but died before treatment began.

Police sources said Saravanan managed to escape with minor injuries as his car probably had better safety features. “We suspect that hecausedthe accidentunder the influence of alcohol. However, the results of the test are awaited from the lab,” a senior officer said.

Blocked windpipes in kids on rise: Docs

As a group of parents waited for doctors to troop in to attend a programme at a city hospital on Friday, their ears pricked up every time they heard a slight hoarseness in the childlike voices around them. They knew what this meant: these were children who knew what it felt like to have a noose around their neck even without having one.

Blocked airways among children are on the rise, say doctors. And at least 80% of these cases require endoscopy or open surgery.

On Friday, doctors at Kanchi Kamakoti CHILDS Trust Hospital (KKCTH) met the families of children who had undergone treatment for blocked trachea (windpipe), many of who were brought back from the brink of death.

Aarthi, a Class IX student from Salem, was one of them. Upset after being chided by her parents, she consumed poison three years ago. “She was in coma for close to a month and required external assistance to breathe,” said Dr S Thirunavukkarasu, consultant airway surgeon at the hospital. While the ventilator helped her breathe as she recovered, what doctors didn’t anticipate is her trachea constricting once the ventilator was removed. “We had to undertake an open surgery. We cut the blocked part and sutured the healthy halves,” he said, describing Aarthi’s case as one of the hospital’s most challenging.

Airways in children can be blocked because of accidental ingestion of toxic substances, accidents, congenital conditions and low birth weight.

Doctors say one of the reasons for the increase in airway obstruction among children could be because of more pre-term and low weight babies being saved with advancement in medical technology. “We now save children who weigh even 700 grams. These children are on ventilators for two months or more. This could lead to narrowing of airways,” said Dr S Balasubramanian, director of KKCTH. Over the last five years, the hospital has done 182 surgeries on children with blocked or constricted trachea, 60 of which were complicated. One of them was operated after he accidentally inhaled a button battery.

Children present had symptoms like rapid, noisy or high-pitched breathing, gagging and difficulty in swallowing or complete inability to swallow, pain in the neck, chest or abdomen.

However, not all children who face this problem have access to adequate healthcare. Doctors said high cost of management, lack of awareness among healthcare professionals, and limited availability of equipment in the country continue to be a challenge for doctors and patients at various facilities in the country.

Anna univ to accept DDs for engg counselling

Students seeking admission to engineering courses can pay the fee for counselling by demand draft, Anna University informed the Madras high court on Friday. This is in addition to payments through credit, debit cards and internet banking, it said.

The entire admission process will be online this year.

The university arrived at the decision after the high court made it clear that the university could not expect rural students who might not have bank accounts to make the payment only through credit and debit cards or via internet banking.

“We will accept payment through demand draft and in turn remit the fee online from the university’s current account,” additional advocategeneral C Manishankar said.

Several petitioners, including DMK’s Kancheepuram MLA C V M P Ezhilarasan, filed a batch of PILs seeking a court direction to the university to conduct both online and offline counselling. The university initially said it could not accept other payment modes because of the online counselling system.

When the pleas came up for hearing on Friday, Manishankar filed an affidavit stating that registration and payment had been online only for the past two years. This year, the university would make provision for payment by DD in addition to the online payment facility, he said.

“Since the online registration is already in progress,” he said, it would require “one week for testing, validation and security checks” for the university to offer payment by demand draft without interfering with the process that is already underway. The DD payment option will be avaliable at 2,580 counters in 42 facilitation centres across the state, he said.

A vacation bench of Justice V Parthiban and Justice P D Audikesavalu recorded the statement and said it would soon pass a detailed order.

Court orders Pondy univ to file criminal plaint against college

The Madras high court on Friday directed the Pondicherry University to register a criminal complaint for cheating against Usha Lachumanan College of Education, Thirukkanur, which admitted andcollectedfeesfrom students without possessing a valid recognition.

Justice S M Subramaniam passed the order on a plea by a group of students who were cheated by the institution.

“The university registrar and controller of examinations are directed to lodge a police complaint against the college in respect of the cheating committed against the students as well as the society at large and set the law in motion. The competent authority, on receipt of such complaint, shall register the same and investigate the matter in a manner known to law and proceed with all further action,” Justice S M Subramanian said.

Noting that writ petitioners or all other similarly placed students, who were admitted in the BEd degree course in the academic year 2017-2018 are entitled to claim exemplary compensation from the institute, the judge said, the quantum of compensation to be awarded to the studentswillbedecided atthe time of final hearing on June 11.

However, the court refused to permit students to appear for university examinations, noting that it cannot allow an illegality to continue.

எந்தவித பில்டப் கொடுத்தாலும் அது அர்ஜூனுக்கு மிகச் சரியாகப் பொருந்துகிறது. அதற்கான நியாயத்தையும் அவர் செய்திருக்கிறார். நுணுக்கமான அசைவுகளில், பேச்சில் சவாலான நடிப்பைக் கொடுத்திருக்கிறார். 'என்னைப் பொறுத்தவரைக்கும் நீ ஒரு நம்பர்தான், ஆளாகணும்னு நினைக்காதே' என்று பஞ்ச் வசனம் பேசி மிரள வைக்கிறார்.

கமர்ஷியல் படத்தில் தொழில்நுட்பக் கலைஞர்களின் பங்கு அளப்பரியது. அதன் வலிமை உணர்ந்து ஜார்ஜ் சி.வில்லியம்ஸ் ஒளிப்பதிவில் தனித்துவம் கடைபிடித்து காட்சிகளுக்கு வண்ணம் சேர்த்திருக்கிறார். சேஸிங் காட்சிகளில் கேமரா நம் தோள்களில் பயணிப்பதைப் போல பரபரப்பை ஏற்படுத்துகிறார். யுவன் பின்னணி இசையில் விரும்பித் திரும்பிப் பார்க்க வைக்கிறார். ரூபன் கச்சிதமாக கத்தரி போட்டிருக்கிறார்.

ஆனால், இவை எல்லாவற்றையும் மறந்து நேரத்தைப் பற்றி எல்லாம் யோசிக்க விடாமல் இரண்டாம் பாதி முழுக்க நம்மை முழுவதுமாக இழுத்துக்கொள்வது திரைக்கதையின் பலம் என்று சொல்லலாம். அர்ஜூனும் விஷாலும் ஒருவருக்கொருவர் பதிலடி கொடுக்கும் விதத்தில் நாங்கள் யாருக்கும் சளைத்தவர்கள் இல்லை என்று நிரூபிக்கிறார்கள். இந்த இணையர்களின் திரை ஆக்கிரமிப்பு சுவாரஸ்யமாக உள்ளது. அதுவும் குருநாதா, பிக் பாஸ் என்று போகிற போக்கில் விஷால் அர்ஜூனை கலாய்ப்பதெல்லாம் ரசிகர்களிடம் நன்றாகவே எடுபடுகிறது.

தகவல் தான் அறிவு, தகவல்தான் வியாபாரம், தகவல்தான் பணம் பண்ணும் வழி என்று அதன் பாதகங்களை பக்குவமாகச் சொல்லியிருக்கிறார் இயக்குநர் மித்ரன் செல்போனில் ஊடுருவது முதல் கணினியில் நுழைவது வரை நடக்கும் முறைகேடுகளை, அதன் இருட்டுப் பக்கங்களை சொன்ன விதத்தில் 'இரும்புத்திரை' முக்கியமான சினிமாவாக உருமாறுகிறது.

ஷங்கர், முருகதாஸ் போன்ற இயக்குநர்கள் ஊழல், கறுப்புப் பணம் குறித்து படம் எடுத்திருக்கிறார்கள். ஆனால், அவர்களைத் தாண்டி சமகாலப் பிரச்சினையை பக்குவமாக அலசிய விதத்திலும், விழிப்புணர்வை விதைத்த விதத்திலும் 'இரும்புத்திரை' தவிர்க்க முடியாத படமாகிறது.
