Audit flags ₹100cr ‘scam’ in TN varsity

: The annual audit report of Thiruvalluvar University for the financial year 2015-2016 has found discrepancies in more than ₹100 crore expenditure incurred by the university.

The audit report, a copy of which is available with TOI, said the university authorities failed to submit expenditure statements for ₹67.59 crore incurred over the last 13 years starting 2003-2004. The audit report has also raised 574 objections to improper accounting for ₹36.62 crore.

Regional joint director of the local fund audit department Srinivasan, on April 6 this year, communicated the contents of the report to the university’s registrar (incharge) and finance officer (incharge) V Paruvazhuthi and asked him to “reply to the objections raised in the audit report within two months.” University sources said officials had not filed their reply to the objections till date.

22 sanctioned posts, but 35 more were posted: Report

Paruvazhuthi could not be reached for a comment. Thiruvalluvar University authorities had taken an advance of ₹31.42 crore for examination work and ₹40.31 crore for other work. They “adjusted” or submitted bills for ₹4.15 crore of ₹71.74 crore, said the Local Fund Audit Department report.

The registrar and finance officer released₹33.16 crorein 2015-16. Faculty members and heads of departments, who took advance, didn’t submit accounts (bills/ documents) for ₹32.35 crore.

The university has been told to submit account statements, failing which, the amount should be “collected from officials concerned with penal interest of 18 % as per Article 99 of TNFC (Tamil Nadu Finance Code).”

The audit raised 574 objections, including 75 for 2015-2016, for ₹36.62 crore.

Inspector K Premnath of the local audit wrote letters on July 10,July 24 andAugust9,2017.“The audit on the expenditure of the university for 2015-2016 has commenced from June 29, 2017. Necessary documents should be submitted within three days of receiving the letter,” said Premnath in his first communication to Registrar (in-charge) of the university. The university authorities did not, however, respond to several official communications sent by the LFA department.

On the appointment of 57 nonteaching staff against the sanctioned 22, the report said 35 people were appointed above the sanctioned posts. Hence “the above (38) posts’ salary and allowances need to be recovered”

“In contra to the posts sanctioned by government, the university has created posts in excess and the appointment file and the Syndicate resolution passed in this regard were not produced to the audit,” the report said.

The report also questionedthe university on non-maintenance of asset register and said, “As per the government instruction for all capital purchase and building made from all grants, a separate asset register should be maintained in the prescribed format.” The non-adherence of government guidelines/instructions has been brought to notice.

“Corrupt officials holding key positions in the university have been swindling several crores of rupees,” said retired professor and former syndicate member I Elangovan, who added that the audit report was clear evidence of the wrongdoings of the vice chancellor, registrar and controller of examinations.

Guard sets prisoner free, suspended

A grade two constable attached to Puzhal prison has been placed under suspension after he released a prisoner after allegedly misreading a detention order.

Ravichandran, 38, was accused of a murder in November last year. Soon after detention order was served, his wife Shenbagarani appealed in a court seeking relief for her husband. The court dismissed her petition and issued orders to detain him under Goondas Act. The order copy was sent to Puzhal jail where Ravichandran was housed on other charges. Pradeep, the warder, allegedly misread the order as one asking for Ravichandran’s release and sent him home on April 28. Meanwhile, the local police tracking movements of offenders found him loitering in the area.

Senior officials ordered for a departmental probe in which Pradeep was found guilty. Police caught Ravichandran and brought him back to the prison.

HC bars incentive marks for govt docs in critical care units

The Madras high court has permitted the state government to go ahead with admission to PG medical courses but made it clear that incentive marks for in-service candidates could notbeextendedtodoctors working in emergency andcritical care units. Though many other states have completed the process well ahead of the SCmandated May 31 deadline, the process remains stuck in Tamil Naduover the government’sdecision to extend incentive marks benefits to doctors serving in emergency and critical careunitsin cities aswell.

“The government is directed to complete the selection process and proceed with the admission as indicated in the schedule for the academic year 2018-19. It is made clear that the weightage(incentive)by wayof additional marks ought not to beextendedtoA3category (doctors working in emergency and criticalcareunits)which, as per theearlier conclusion,is notentitledtosuchbenefit,” ruled a division bench of Justice V Parthiban andJusticePDAudikesavaluon Thursday.

The court also mooted appointmentof a retiredjudgeof the high court to head the expert committee mandated to identify ‘remote’ and‘difficult’ service stations entitled to claim incentive marks for serving government doctors aspiring to join PG medicalcourses.

As per PG medical admission norms, government doctors serving in remote and difficult areas areentitledtoincentive marks, to the maximum of 10% of their PG-NEET marks with30% asceiling.

A batch of pleas moved by a group of in-service candidates assailed the government orders on remote and difficult service areas. Allowing their pleas, a single judge quashed the GOs and directed the government to redocategorisation basedon geographical factors only. Aggrieved, the state filed the present appeal.

No new medical colleges or seats in TN this year

Tamil Nadu has not got a new medical college or additional MBBS seats in existing colleges this year, though the number of MBBS aspirants who wrote NEET has gone up by more than 25,000. This will make entry to medical colleges far tougher than last year, as academicians predict up to a 5 point increase in cutoff.

“Students were more prepared for admission this year compared to 2017. We are expecting better scores and pass percentage. But there will be no additional seats to accommodate some of them,” said Arunkumar S, who offers NEET coaching at a private tutorial.

A small consolation is that Christian Medical College in Vellore has decided to surrender seats to the state government for admission this year. Last year, as a mark of protest against NEET, CMC did not hold admissions. It also opposed revision of the rules that made it mandatory for all admissions to be done by the state government’s Selection Committee, Directorate of Medical Education.

Senior health officials and state selection committee secretary G Selvarajan, who is in charge of admissions to all colleges in the state, held a meeting with private college administrations earlier this week asking non-minority colleges to surrender 50% seats and minority institutions to give away 35% seats for the state quota. “There was no resentmentor protest.They have all promised to fall in line,” said a senior official.

“As of now there is no addition or deletion in the numbers. If we receive any further communications from MCI, we may add or delete seats,” said Tamil Nadu Dr MGR Medical University registrar Dr T Balasubramanian on Thursday.

This year a total of 2,900 MBBS seats will be on offer at 21 government colleges and the lone ESIC college in Coimbatore, besides 150 seats at the state-administered Rajah Muthiah College and 1,450 seats at 12 self-financing colleges. Of the 2,900 seats, the state will surrender 15% to the Centre for admission under All India Quota by the directorate general of health services.

பால்கனி இடிந்து உயிர்பலி வாங்கிய வீடு படம்: சிறப்பு ஏற்பாடு

முகப்பேரில் பால்கனி இடிந்து விழுந்ததில் பேத்தி, கணவருடன் அமர்ந்திருந்த பெண் பேத்தியைக் காப்பாற்றிவிட்டு உயிரிழந்தார். கணவனுக்கு கால் முறிந்தது.

சென்னை மேற்கு முகப்பேர் கர்ணன் தெருவில் வசிப்பவர் நடராஜன் (55). இவரது மனைவி லட்சுமி (48). பூ வியாபாரம் செய்து வருகிறார்கள். லட்சுமி வீட்டிலேயே பூ கட்டித்தர அதை நடராஜன் கொண்டுசென்று விற்று வருவார். நடராஜன் லட்சுமி தம்பதியினருக்கு தமிழ்ச்செல்வி, சுகன்யா என்ற இரண்டு மகள்கள் உள்ளனர்.

இருவருக்கும் திருமணம் ஆகிவிட்டது. சுகன்யாவின் மகள் ரக்‌ஷனா என்ற எட்டு மாத கைக்குழந்தை உள்ளது. நடராஜன்- லட்சுமி தம்பதியினர் மேற்கண்ட விலாசத்தில் முதல் மாடியில் கடந்த 15 ஆண்டுகளாக குடியிருந்து வருகின்றனர். அந்த வீடு இரண்டு மாடிகளைக் கொண்டது.

வழக்கம் போல் இன்று மதியம் லட்சுமி பால்கனியில் அமர்ந்து பூ கட்டிக்கொண்டிருந்தார். அவரது பேத்தி எட்டு மாதக் குழந்தையை மடியில் கிடத்தியபடி பூ கட்டிக்கொண்டிருந்தார். அவருடன் அவரது கணவர் நடராஜனும் அமர்ந்து பேசிக் கொண்டிருந்தார். அப்போது இரண்டாவது மாடியில் உள்ள பால்கனி எதிர்பாராத விதமாக திடீரென இடிந்தது.


கண்ணிமைக்கும் நேரத்தில் இடிபாடுகள் முதல் தளத்தில் லட்சுமி நடராஜன் அமர்ந்துள்ள பால்கனி மீது விழ, ஆபத்தை உணர்ந்த லட்சுமி டக்கென்று தனது பேத்தியை அணைத்தபடி குனிய இடிபாடுகள் அவர் மீது விழுந்தது. இரண்டாம் தள பால்கனி விழுந்த வேகத்தில் முதல்தள பால்கனியும் உடைந்து லட்சுமி, நடராஜன் பேத்தி ரக்‌ஷனா மூவரும் கீழே விழுந்தனர்.

இதில் தலையில் பலத்த காயமடைந்த லட்சுமி சம்பவ இடத்திலேயே பலியானார். பேத்தியைக் காப்பாற்ற அவரைக் கட்டி அணைத்து குனிந்துகொண்டதால் பேத்தி ரக்‌ஷனாவுக்கு லேசான காயம் மட்டுமே ஏற்பட்டது. கணவர் நடராஜன் கால் முறிந்தது. இடிபாடுகள் சாலையில் விழுந்ததில் சாலையில் மோட்டார் சைக்கிளில் சென்ற மகேஷ்(25) என்ற இளைஞரின் கை முறிந்தது.

பேத்தியைக் காப்பாற்றும் நோக்கில் உயிரிழந்த தனது தாயை கட்டிக்கொண்டு மகள் சுகன்யா கதறி அழுதார். அக்கம் பக்கத்தவரும் இந்த விபத்து பற்றி தகவல் அறிந்து வந்த நொலம்பூர் போலீஸார் லட்சுமியின் உடலைக் கைப்பற்றி பிரேதப் பரிசோதனைக்காக கீழ்ப்பாக்கம் மருத்துவமனைக்கு அனுப்பி வைத்தனர்.

விபத்து குறித்து வீட்டின் உரிமையாளர் உதயகுமாரிடம் விசாரணை நடத்தி வருகின்றனர். சமீபத்தில் இரண்டாவது மாடி பால்கனியில் மராமத்து வேலைகள் நடந்துள்ளது. இருந்தும் பால்கனி இடிந்துள்ளது குறித்து விசாரணை நடந்து வருகிறது.

பெங்களூரு ராஜ்பவனில் நேற்று நடந்த நிகழ்ச்சியில் முதல்வராக பதவியேற்ற எடியூரப்பாவுக்கு ஆளுநர் வஜுபாய் வாலா பதவிப்பிரமாணம் செய்து வைத்தார். - படம்: வி.ஸ்ரீனிவாசமூர்த்தி

காங்கிரஸ், மஜத ஆகிய கட்சிகளின் கடும் எதிர்ப்பையும் மீறி, கர்நாடக மாநிலத்தின் 23-வது முதல்வராக எடியூரப்பா நேற்று பதவி ஏற்றுக் கொண்டார். விரைவில் சட்டப்பேரவையை கூட்டி பெரும்பான்மையை நிரூபிப்பேன் என்று அவர் தெரிவித்துள்ளார்.

அண்மையில் நடந்த கர்நாடக சட்டப்பேரவைத் தேர்தலில் பாஜக 104, காங்கிரஸ் 78, மதச்சார்பற்ற ஜனதா தளம் (மஜத) 38, மற்றவை 2 ஆகிய‌ இடங்களைப் பெற்றன. எந்தக் கட்சிக்கும் ஆட்சி அமைக்க தேவையான 112 இடங்கள் கிடைக்கவில்லை. இதனால் பாஜக ஆட்சிக்கு வருவதை தடுக்கும் வகையில், மஜத ஆட்சி அமைக்க காங்கிரஸ் ஆதரவு தெரிவித்தது. இதையடுத்து, மஜத மாநில தலைவர் குமார சாமி ஆளுநர் வஜுபாய் வாலாவை சந்தித்து, மஜத, காங்கிரஸ், பகுஜன் சமாஜ் மற்றும் 2 சுயேச்சைகள் உட்பட 118 எம்எல்ஏக்களின் ஆதரவு இருப்பதாகக் கூறி, ஆட்சி அமைக்க உரிமை கோரினார்.

இதனிடையே பாஜக சட்டப்பேரவை உறுப்பினர்களின் தலைவராக தேர்வு செய்யப்பட்ட எடியூரப்பா, தனிப்பெரும் கட்சியாக உருவெடுத்த பாஜகவை ஆட்சி அமைக்க அழைக்க வேண்டும் என்று ஆளுநரிடம் கடிதம் அளித்தார். இந்நிலையில், ஆளுநர் வஜுபாய் வாலா நேற்று முன்தினம் இரவு 9 மணி அளவில் ஆட்சி அமைக்க வருமாறு எடியூரப்பாவுக்கு அழைப்பு விடுத்தார். பெரும்பான்மையை நிரூபிக்க 15 நாள் அவகாசம் கொடுத்தார்.

இதனால் அதிர்ச்சி அடைந்த மஜத, காங்கிரஸ் கட்சிகள் உச்ச நீதிமன்றத்தில் நள்ளிரவில் அவசர மனுவை தாக்கல் செய்தன‌. இதை விசாரணைக்கு ஏற்ற நீதிமன்றம் நள்ளிரவு 1.45 மணிக்கு கூடியது. நீதிபதிகள் ஏ.கே.சிக்கிரி, அசோக் பூஷன் மற்றும் எஸ்.ஏ.பாப்தே ஆகியோர் முன்னிலையில் நடந்த விசாரணையில் மஜத, காங்கிரஸ் சார்பில் மூத்த வழக்கறிஞர் அபிஷேக் சிங்வியும் பாஜக சார்பில் முகுல் ரோஹத்கியும் வாதிட்டனர்.

அதிகாலை காலை 5 மணி வரை 3 மணி நேரமாக இரு தரப்புக்கும் இடையே காரசார வாதம் நடந்தது. இறுதியில் எடியூரப்பாவின் பதவி ஏற்பு விழாவுக்கு தடை விதிக்க முடியாது என நீதிபதிகள் தெரிவித்தனர். மேலும் எடியூரப்பா ஆளுநரிடம் அளித்துள்ள எம்எல்ஏக்கள் ஆதரவு கடிதத்தின் நகலை தாக்கல் செய்யுமாறு உத்தரவிட்டு, வழக்கை வெள்ளிக்கிழமைக்கு ஒத்தி வைத்தனர்.

இதையடுத்து நேற்று காலை 9 மணி அளவில் பாஜக மாநில தலைவர் எடியூரப்பா தனது தொண்டர்களுடன் பெங்களூருவில் உள்ள ராஜ்பவனுக்கு வந்தார். அவருடன் மத்திய அமைச்சர்கள் அனந்த் குமார், சதானந்த கவுடா, பிரகாஷ் ஜவடேகர், தர்மேந்திர பிரதான், ஆதரவாளர் ஷோபா கரந்தலாஜே உள்ளிட்டோரும் வந்தனர். அங்கு மிக எளிமையாக நடந்த நிகழ்ச்சியில் கர்நாடகாவின் 23-வது முதல்வராக எடியூரப்பா கடவுளின் பெயராலும் விவசாயிகளின் பெயராலும் பதவி ஏற்றுக்கொண்டார். அவருக்கு ஆளு நர் வஜுபாய் வாலா பதவிப்பிரமாணம் செய்து வைத்தார்.

அப்போது ஆளுநர் மாளிகைக்கு முன்பு தர்ணாவில் ஈடுபட காங்கிரஸ், மஜத தலைவர்கள் முயன்றனர். போலீஸார் அனுமதி மறுத்ததால் சட்டப்பேரவை வளாகத்தில் உள்ள காந்தி சிலைக்கு முன்பாக முன்னாள் பிரதமர் தேவகவுடா, குமாரசாமி, மக்களவை காங்கிரஸ் தலைவர் மல்லிகார்ஜுன கார்கே, முன்னாள் முதல்வர் சித்தராமையா உள்ளிட்டோர் ஆளுநரை கண்டித்து தர்ணாவில் ஈடுபட்டனர்.

விவசாய கடன் தள்ளுபடி

முதல்வராக பதவியேற்ற பிறகு எடியூரப்பா கூறும்போது, “தேசிய வங்கிகளில் பெறப்பட்ட ரூ.1 லட்சம் வரையிலான விவசாய கடன் அனைத்தையும் தள்ளுபடி செய்து முதல் கையெழுத்திட்டுள்ளேன். இதன்மூலம் அரசுக்கு ரூ.56 ஆயிரம் கோடி சுமை ஏற்படும்.

ஆளுநர் அளித்துள்ள 15 நாட்கள் கால அவகாசத்துக்கு முன்பாகவே சட்டப்பேரவையை கூட்டி, நம்பிக்கை வாக்கெடுப்பு கோருவேன். அதில் 100 சதவீதம் வெற்றி பெறுவேன். அடுத்த 5 ஆண்டுகள் ஆட்சியை நிறைவு செய்வேன். காங்கிரஸ், மஜதவை சேர்ந்த 24 பேர் வரை எனக்கு ஆதரவு தர தயாராக இருக்கிறார்கள். எனவே அனைத்து எம்எல்ஏக்களின் ஆதரவுடன் பெரும்பான்மையை நிரூபிப்பேன். காங்கிரஸ், மஜத பாவக் கூட்டணி. மக்களால் நிராகரிக்கப்பட்ட அவர்கள் அதிகாரத்தை கைப்பற்ற‌ அலைகிறார்கள்” என்றார்.

கோவா, மேகாலயா, மணிப்பூரில்

இதனிடையே, கர்நாடகாவைப் பின்பற்றி கோவா, மேகாலயா, மணிப்பூர் ஆகிய மாநிலங்களில் தனிப்பெரும் கட்சியாக உருவெடுத்துள்ள தங்கள் கட்சியை ஆட்சி அமைக்க அழைக்க வேண்டும் என காங்கிரஸ் கட்சி போர்க்கொடி தூக்கி உள்ளது. இதே கோரிக்கையை பிஹாரில் ராஷ்டிரிய ஜனதா தளமும் முன்வைத்துள்ளது.
