தமிழக காவல்துறையில் துப்பாக்கி சூடு என்பது அடிக்கடி நடந்தது இல்லை. அதிகபட்சமாக போலீஸ் தடியடிதான் நடக்குமேதவிர, துப்பாக்கிச்சூடு என்பது எப்போதாவது ஒருமுறை நடப்பதாகத்தான் இருந்தது. இதற்கு முன்பு 2011–ம் ஆண்டு செப்டம்பர் மாதம் பரமக்குடியில் நடந்த கலவரத்தின்போது போலீசார் நடத்திய துப்பாக்கிச்சூட்டில் 5 பேர் உயிர் இழந்தனர். அதன்பிறகு, இப்போது 7 ஆண்டுகள் கழித்து தூத்துக்குடியில் ஸ்டெர்லைட் போராட்டத்தில் நடந்த துப்பாக்கிச்சூட்டில் 11 பேர் பலியானதும், ஏராளமான பொதுமக்களும், போலீசாரும் காயமடைந்து ஆஸ்பத்திரியில் சிகிச்சைப்பெற்று வருவதை அறிந்து தமிழகமே கண்ணீர் வடிக்கிறது. தூத்துக்குடியில் உள்ள ஸ்டெர்லைட் ஆலை என்பது வேதாந்தா குழுமத்தின் ஒரு அங்கமாகும். தாமிரத்தாதுவில் இருந்து தாமிரத்தை தனியாக பிரித்தெடுக்கும் தொழிற்சாலைதான் இது. இதற்கு மூலப்பொருளான தாமிரத்தாது ஆஸ்திரேலியா நாட்டில் இருந்துதான் தூத்துக்குடிக்கு இறக்குமதி செய்யப்படுகிறது.

இந்த தொழிற்சாலையை தொடங்க குஜராத், கோவா, கேரளா ஆகிய மாநிலங்கள் அனுமதி கொடுக்கவில்லை. மராட்டிய மாநிலத்தில் அனுமதிக்கொடுத்து நிர்மாண வேலைகள் தொடங்கியபிறகு வெளியேற்றப்பட்டது. தூத்துக்குடியில் தொடங்க 1994–ல் அனுமதி வழங்கப்பட்டது. இந்த தொழிற்சாலையின் விரிவாக்கத்துக்கு நேற்று சென்னை உயர்நீதிமன்ற மதுரை கிளை தடைவிதித்துள்ளது. இந்த ஆலையால் தூத்துக்குடியை சுற்றியுள்ள பகுதிகளில் உள்ள மக்கள் புற்றுநோய் உள்பட பல நோய்களுக்கு ஆளாகின்றனர் என்பது மக்களின் குற்றச்சாட்டு. இப்போது ஸ்டெர்லைட் ஆலைக்கு அருகில் உள்ள குமரெட்டியபுரம் கிராம மக்கள் பெரிதும் பாதிப்படைந்துள்ளதாகவும், சுற்றுச்சூழல் எல்லாம் மாசுபட்டுவிட்டது என்றும், கடந்த 100 நாட்களாக போராட்டம் நடத்திவருகிறார்கள்.

நேற்று முன்தினம் 100–வது நாள் போராட்டம் என்று அறிவிக்கப்பட்டு, அந்த ஊர் கிராம மக்கள் மட்டுமல்லாமல், அருகிலுள்ள நகர, கிராம மக்கள் எல்லோருமே பெருந்திரளாக கூடிநின்றனர். ஊர்வலம் கட்டுக்கடங்காமல் தூத்துக்குடி நகரமே போர்க்களமாகிவிட்டது. ஆர்ப்பாட்டக்காரர்களுக்கும், போலீசாருக்கும் இடையே மோதல் ஏற்பட்டது. இருதரப்பிலும் ஏராளமான சேதங்களும், காயமும் ஏற்பட்டது. போலீசார் நடத்திய துப்பாக்கிச்சூட்டில் 10 பேர் உயிர் இழந்துள்ளனர். நேற்றும் தொடர்ந்து தடியடி, கண்ணீர் புகைகுண்டு வீச்சு, துப்பாக்கிச்சூடு, போலீஸ் வாகனத்துக்கு தீவைப்பு சம்பவங்கள் நடந்துள்ளன. ஒருவர் துப்பாக்கிச்சூட்டில் பலியாகியுள்ளார். இருநாட்களிலும் ஏராளமானோர் காயம் அடைந்துள்ளனர். துப்பாக்கிச்சூடு நடத்துவதற்கு முன்பு அந்தக்கூட்டத்தை சட்டவிரோத கூட்டம் என்று தாசில்தார் அந்தஸ்தில் உள்ள அதிகாரி அறிவிக்கவேண்டும். கூட்டத்தை கலைந்து செல்லும்படி எச்சரிக்கை விடுக்கவேண்டும். கலைந்து செல்லாவிட்டால் முதலில் தடியடி, தொடர்ந்து கண்ணீர்புகை, அதன்பிறகு ஆகாயத்தை நோக்கி சுட்டுவிட்டு, பின்பு இடுப்புக்கு கீழ்தான் சுடவேண்டும் என்று இருக்கிறது. இந்த நடைமுறைகளெல்லாம் பின்பற்றப்படவில்லை என்று ஒருகுறை இருக்கிறது. இந்த நடைமுறைகளெல்லாம் பின்பற்றப்பட்டதா?, உளவுப்பிரிவு போலீசார் முதலிலேயே இவ்வளவு கூட்டம் ஆக்ரோ‌ஷத்தோடு வரும் என்று சொன்னார்களா? என்பதெல்லாம் ஓய்வுபெற்ற ஐகோர்ட்டு நீதிபதி அருணா ஜெகதீசன் தலைமையிலான நீதி விசாரணையின்போதுதான் தெரியும். எது எப்படியோ, துரதிர்ஷ்டமான துப்பாக்கிச்சூடு நடந்துவிட்டது. இதுபோன்று துப்பாக்கிச்சூடு நடத்தும் அளவுக்கு போகாத சூழ்நிலையை உருவாக்க இருதரப்பும் நடவடிக்கை எடுக்கவேண்டும். உடனடியாக தூத்துக்குடியில் அமைதி திரும்பவேண்டும்.

நேரு பூங்கா-சென்டிரல் இடையே மெட்ரோ ரெயில் சேவையை முதல்-அமைச்சர் எடப்பாடி பழனிசாமி, மத்திய மந்திரி ஹர்தீப்சிங் புரி ஆகியோர் நாளை (வெள்ளிகிழமை) கொடியசைத்து தொடங்கி வைக்கின்றனர். விழாவில் 6 ரெயில் நிலையங்களும் திறக்கப்படுகிறது.

சென்னையில் உள்ள ஷெனாய்நகர் 2-வது வழிப்பாதை மற்றும் நேரு பூங்கா-சென்டிரல் இடையிலான பணிகள் மற்றும் சின்னமலை-ஏ.ஜி-டி.எம்.எஸ். இடையிலான சுரங்க மெட்ரோ ரெயில் பாதை அமைக்கும் பணிகள் நிறைவடைந்து சோதனை ஓட்டம் நடந்து வந்தது. இந்த பாதையில் கடந்த 14-ந் தேதியில் இருந்து 20-ந் தேதி வரை பாதுகாப்பு ஆணையர் கே.ஏ.மனோகரன் ஆய்வு செய்தார்.

அதனடிப்படையில் இந்த பாதையில் பயணிகள் ரெயிலை இயக்குவதற்கு எந்த தடையும் இல்லை. பாதுகாப்பான முறையில் ரெயில் பாதைகள் மற்றும் ரெயில் நிலையங்கள் அமைக்கப்பட்டுள்ளன. எனவே பயணிகள் ரெயிலை இயக்கலாம் என்று கூறி பாதுகாப்பு ஆணையர் அனுமதி சான்றிதழ் வழங்கினார்.

THE Bombay High Court recently granted relief to a 37-year-old practising doctor by allowing him to seek admission for a diploma course as an “in service” candidate. The Maharashtra government had not allowed him to seek admission on the ground that he had not rendered the requisite three years of service.

Relying on the ‘experience certificate’ furnished by the petitioner that showed that he has over six years of experience, a vacation bench of Justice A K Menon and Justice Bharati H Dangre passed an order in his favour. It observed, “…we are of the prima facie view that since the experience certificate itself records a total period of six years and eight days during which his services were found to be satisfactory and in tribal and remote areas for the concerned period, there is no reason to deny the petitioner the opportunity to apply for admission to the diploma course as an ‘in service’ candidate.

In 2018, Dr Prakash Sonkamble filed a petition challenging the non-inclusion of his name in the category of an “in-service diploma candidate in the Selection State Merit List”, published on April 26 and May 6, 2018 by the state government. Sonkamble claimed that he qualified to be included in the merit list. In his petition, Sonkamble stated that he was not allowed to seek admission for the diploma course in pediatrics as “in-service diploma candidate” on the ground that he has not rendered services for the requisite three years and allegedly falls short by one month. Sonkamble had applied for the diploma course through the in-service quota.

The petition says that Sonkamble is a permanent employee working as a “Medical Officer” since September 2005 and permanently served in tribal and hilly areas in Kinwat taluka and Mahur taluka for over six years. The petition adds that Sonkamble has “rendered valuable service to the state government in tribal, hilly and difficult areas in extremely difficult and harsh conditions”.

Contesting his claims, the Assistant Government Pleader (AGP) told the court that according to a temporary experience certificate of February 2018, Sonkamble has worked in the notified areas only from September 12, 2005 to July 21, 2008. “Thus, the total duration of these postings counts the 2 years, 11 months and 8 days, which experience still falls short by 23 days,” he claimed. The AGP added that the experience gathered by Sonkamble in taluka areas does count as part of the minimum three years’ experience required.

After the High Court order, Sonkamble got admission in the civic run, King Edward Memorial Hospital and Seth Gordhandas Sunderdas Medical College for a diploma course in pediatrics.

கன்னியாகுமரி மாவட்டத்தின் வளர்ச்சிக்காகச் செயல்படும் குமரி மகாசபா அமைப்பின் கூட்டம் இன்று நடந்தது. அதன் தலைவர் ராவின்சன் பேசுகையில், "குமரி மாவட்ட வளர்ச்சிக்காக என்னென்ன திட்டங்கள் செயல்படுத்த முடியும் என்பது குறித்து ஆலோசிக்கும் விதமாக `உலகளாவிய குமரி மக்கள் சந்திப்பு' நிகழ்ச்சி 2019-ம் ஆண்டு டிசம்பர் 28-ம் தேதி நடத்த முடிவு செய்துள்ளோம். சாமித்தோப்பில் விமான நிலையம் அமைப்பது தொடர்பாக 2012-ம் ஆண்டிலிருந்து குமரி மகாசபா முயன்று வருகிறது. விமான நிலையம் குறித்து குமரி மகாசபா ஏர்போர்ட் அத்தாரிட்டி ஆஃப் இந்தியா அமைப்புக்கு கடிதம் எழுதியிருந்தோம். அவர்கள் அனுப்பிய பதில் கடிதத்தில் ஏர்ப்போட்டுக்காக நிதி ஒதுக்கி இடத்தைப் பார்வையிட்டு சர்வே செய்யப்பட்டுள்ளது. இப்போது விரிவான திட்ட செயலாக்க அறிக்கை தயாரிக்கும் பணி நடந்து வருவதாகக் கூறப்பட்டுள்ளது.

Karnataka’s new Chief Minister HD Kumaraswamy and Deputy CM G Parameshwara addressed their first press conference after taking oath on the steps of the Vidhana Soudha on Wednesday.

JD(S) State President Kumaraswamy, who has taken oath as CM for the second time in his political career, started off by saying that in spite of what he had said before the results about how he would not join hands with either the BJP or Congress, circumstances had changed, pushing him into forming a coalition.

“This is a circumstantial arrangement,” he said.

Much drama ensued when the election results were declared in the state.With the state seeing a fractured mandate, the Congress, which bagged 78 seats, moved quickly to woo the JD(S), which had won 38 seats.

Despite the BJP winning 104 seats and being asked to form the government, the party was unable to show the numbers on the floor of the Assembly, and BS Yeddyurappa stepped down just two days after taking the oath as Chief Minister.

"We have tied our horses down. You can take only a lifeless horse to Modi," he said, hinting at BJP’s attempts at horse trading earlier.

The Congress-JD(S) alliance was hailed as a victory by several leaders of the Opposition, and many of them attended his swearing in.

"In the history of India, this is the first time we have 20-25 CMs, former CMs and senior leaders coming together. This is a new development in the country,” Kumaraswamy said.

He also confirmed that a fresh Budget would be drafted which would continue the people-friendly developmental programmes started by the Congress.

He regretted that he could not live up to the promise of waiving off farmer loans within 24 hours of swearing in made by him in his campaigns. "I had promised the loan waiver within 24 hours of taking oath, but this is a coalition government I am heading. I have to consider each step I take carefully,” he said.

Kumaraswamy added, “Even though it is a coalition government, it will be a model for the country.”

At the end of the press conference, Kumaraswamy took questions. When a reporter asked him about the Lingayat issue, he said, "The Lingayat issue is not a big one. We will ensure that there is no situation where people will take to the streets.”

In the run-up to the elections, the Lingayat issue became a major talking point, with the Congress granting the community special status. Many leaders took to referencing Basavanna, the 12th century philosopher-poet who started the relgion, in a bid to woo the large Lingayat electorate.

“If i were to borrow from a Basavanna saying it is ‘Kayakave Kailasa’ (work is heaven) and not ‘Ivanaarava Ivanaarava Ivanaarava’,” he said.

In the wake of the protests on-going in Thoothukudi, telecom players have received a directive from the Chief Secretary to bar data services in three districts of Tamil Nadu – Thoothukudi, Tirunelveli and Kanyakumari districts. However, voice calls have not been barred. Data services will be barred from Tuesday evening (May 23) until May 27.

The News Minute has confirmed from sources in at least two telecom companies that they have received a directive from the Director General of Police of Tamil Nadu to temporarily suspend internet services.

The directive issued by the Chief Secretary states that it has been brought to the notice the government that some people died in police action during the protest against Sterlite factory at Thoothukudi on May 22, which saw 20,000 people assemble and involve in violence and that this mass gathering of people was achieved mainly through the information passed via social media.

It further states that provocative messages spread in social media with ‘half truth' and anti-social elements are trying to exploit the situation, leading to a public emergency situation, which necessitates immediate action and for public tranquillity. “…and it felt necessary that services of internet should be stopped/curtailed to prevent spreading of such information, rumours with half truth,” it states.

This directive has been passed under the sub-rule (1) of the Rule 2 of the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017.

The directive orders telecom players to temporarily suspend ‘any data related message or class of message to or from any person or class of persons or relating to any particular subject brought for transmission by or transmitted or received by any telegraph within the ambit of the Indian telegraph act 1885 and newly formed rule Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017, shall temporarily not be transmitted in the interest of maintaining public order and preventing incitement to the commission or any offense passing through the internet’.

Since Wednesday morning, the police had asked the public to remain indoors to avoid any untoward incident.

The situation in Thoothukudi remains tense, with prohibitory orders under Section 144 clamped down in the town.

In a related development, the Madras High Court on Wednesday stayed the construction work at Vedanta Ltd's second copper smelter plant at Thoothukudi.

The company had planned to double its smelting capacity to 800,000 tonnes per annum at the Sterlite copper smelter plant.

The court ordered the company to stop construction and other related activities concerning the second copper smelter plant till a decision was taken by the Environment Ministry.

The court also directed the Centre to hold a public hearing within four months before granting environment clearance to the plant.
