இந்தப் பேருந்து சாலையில் இயங்கும் நிலையில் உள்ளதா? என்பதைச் சோதனை செய்யுங்கள்.!’ என்ற கோரிக்கையோடு தேனி மாவட்டம் வட்டாரப் போக்குவரத்து அலுவலகத்துக்கு அரசுப் பேருந்தோடு வந்தார் ஓட்டுநர் முருகேசன். போடி பணிமனையில் தனக்கு வழங்கப்பட்ட பேருந்து மோசமான நிலையில் இருப்பதைக் கண்ட முருகேசன், அதிகாரிகளுடன் முறையிட்டுள்ளார். எந்தப் பலனும் கிடைக்காத நிலையில், நேற்று தேனி வட்டார போக்குவரத்து அலுவலகத்துக்குப் பேருந்தை கொண்டுவந்து நிறுத்திவிட்டு, பேருந்தைச் சோதனை செய்து தகுதிச் சான்றிதழ் வழங்குமாறு அதிகாரிகளிடம் கோரிக்கை வைத்தார். அதை ஏற்றுக்கொண்ட மோட்டார் வாகன ஆய்வாளர், ‘இந்தப் பேருந்து சாலையில் இயங்க தகுதியற்றது.!’ எனச் சான்றிதழ் வழங்கினார். இச்சம்பவம் தேனி போக்குவரத்துத்துறை வட்டாரத்தில் பரபரப்பாக பேசப்பட்டுவருகிறது.



ஓட்டுநர் முருகேசனிடம் பேசினோம். `பெரியகுளம் அருகே உள்ள லெட்சுமிபுரத்தைச் சேர்ந்தவன் நான். கடந்த 10 வருடங்களாக அரசுப் போக்குவரத்து துறையில் பணியாற்றுகிறேன். நான்கு மாதங்களாக தேனி முதல் போடி வழி உப்புக்கோட்டை பேருந்தை இயக்கிக்கொண்டிருக்கிறேன். எனக்கு வழங்கப்பட்ட பேருந்து சாலையில் இயக்குவதற்கு தகுதி இல்லாத பேருந்து. ஜன்னல், மேற்கூரை, இருக்கைகள் என அனைத்தும் உடைந்து இருக்கும். எனக்கு வேறு பேருந்து கொடுங்கள். இந்தப் பேருந்தை இயக்கினால் பலர் உயிரிழக்க வாய்ப்புள்ளது’ என அதிகாரிகளிடம் எத்தனையோ முறை சொல்லியும் எந்தப் பலனும் இல்லை. அதனால், நேற்று போடியில் இருந்து பயணிகளை ஏற்றிக்கொண்டு தேனி புதிய பேருந்துநிலையத்தில் விட்டுவிட்டு நேராக வட்டாரப் போக்குவரத்து அலுவலகத்துக்கு வந்துவிட்டேன்.

இப்பேருந்து சாலையில் இயங்கத் தகுதி உள்ளதா என்பதற்கான தகுதிச் சான்றிதழ் கேட்டேன். ஏழு குறைகளைக் கண்டறிந்து, இப்பேருந்து தகுதியற்ற ஒன்று என சான்றிதழ் வழங்கினார்கள். அதை போடி பணிமனைக்கு அனுப்பிவிட்டேன். மக்களுக்காக சேவை செய்ய வந்திருக்கிறோம். அந்த மக்களின் உயிருக்கே ஆபத்தாக அமைந்துவிடும் பேருந்துகளை எப்படி இயக்குவது?’’ என வேதனையோடு தெரிவித்தார். தமிழ்நாடு அரசுப் போக்குவரத்துக் கழகத்தில் இயங்கும் பெரும்பாலான பேருந்துகள் சாலையில் இயங்கத் தகுதியற்ற ஒன்று எனவும், அதன் ஆயுள் காலம் முடிந்து பல வருடங்கள் ஆன பின்பும், பயன்படுத்தப்படுகிறது என்றும் சமூக ஆர்வலர்கள் தொடர் குற்றச்சாட்டுகளை முன்வைக்கிறார்கள்.

கல்லூரியில் சேர இடம் கிடைத்தும் கல்விக் கட்டணம் செலுத்தத் தடுமாறுபவரா?

பன்னிரண்டாம் வகுப்பு தேர்வு முடிவு வெளியாகி, ஒரு வாரம் ஆகிறது. பெற்றோர்களும் மாணவர்களும் எந்தக் கல்லூரியில் இடம் கிடைக்கும் என அலைமோதிக்கொண்டிருக்கின்றனர். கல்லூரியில் இடம் கிடைத்தால் கல்விக் கட்டணத்தைச் செலுத்த முடியுமா எனத் தடுமாறுபவர்களுக்குக் கல்விக்கடன் வழங்க வங்கிகள் தயாராகிவருகின்றன.





மத்திய அரசு, `கல்விக்கடன் கேட்டு வருபவர்களை அலைக்கழிக்காமல் கல்விக்கடன் வழங்க வேண்டும்' என உத்தரவிட்டுள்ளது. இதற்காக, அனைத்து தேசிய வங்கிகளையும் ஒருங்கிணைத்து, `வித்யாலட்சுமி’ (www.vidyalakshmi.co.in) என்ற இணையதளத்தின் மூலம் ஒற்றைச்சாளர முறையில் கல்விக்கடன் வழங்கப்படுகிறது. இதன்மூலம், மாணவர்கள் வங்கிக்கு நேரில் செல்லாமல் 40-க்கும் மேற்பட்ட வங்கிகளுக்கு இணையதளத்தின் வழியே விண்ணப்பிக்கலாம்.

கல்விக்கடன் பெற விரும்பும் மாணவர்கள், `வித்யாலட்சுமி’ இணையதளத்தில் தங்களுடைய விவரங்களைப் பதிவுசெய்ய வேண்டும். இதில், மாணவர் மற்றும் பெற்றோரின் பான் கார்டு, ஆதார் கார்டு, வங்கியின் சேமிப்புக்கணக்கு விவரங்கள், கல்லூரி மற்றும் படிக்கவுள்ள பாடப்பிரிவு குறித்தும், கல்விக்கடனாக எவ்வளவு தொகை வேண்டும் என்பதையும், தேர்வுக் கட்டணம், புத்தகக் கட்டணம், கம்ப்யூட்டர் மற்றும் இதரக் கருவிகள் வாங்கினால் அதற்கான விவரங்கள், விடுதிக்கான கட்டணங்கள், போக்குவரத்துக் கட்டணம் போன்றவற்றைத் தெளிவாகக் குறிப்பிட வேண்டும்.

மேலும், பெற்றோரின் வருமான விவரத்தையும் குறிப்பிட வேண்டும். இதற்காக வருமானச் சான்றிதழ் அல்லது பெற்றோர் மாதாந்திரச் சம்பளம் பெறுபவராக இருந்தால் வங்கியில் சம்பள வரவு விவரங்கள் அல்லது வருமானவரித் தாக்கல் செய்திருந்தால் அதற்கான விவரங்களையும் வழங்க வேண்டும்.

நான்கு லட்சம் ரூபாய்க்குக் கூடுதலாகக் கடன்பெற நினைப்பவர்கள், கடனுக்கு உத்தரவாதமாக என்னென்ன சொத்து விவரங்களை வழங்க இருக்கிறீர்கள், உங்களுக்கான நிதி வாய்ப்புகள் போன்ற விவரங்களையும் தெரிவிக்க வேண்டும். 7.5 லட்சம் ரூபாய்க்கு அதிகமாக கல்விக்கடன் கேட்டு விண்ணப்பிப்பவர்கள், கடனுக்கு உத்தரவாதம் அளிப்பவரின் விவரத்தையும் வழங்க வேண்டும்.

கடந்த ஆண்டு இணையத்தின் வழியே விண்ணப்பித்துக் கல்விக்கடன் பெற்றவர்களிடம் பேசினோம். ``கடந்த ஆண்டு, என்னுடைய மகளுக்குப் பொறியியல் கலந்தாய்வில் தனியார் கல்லூரியில் இடம் கிடைத்தது. கல்விக் கட்டணமாகப் பெருந்தொகையைச் செலுத்தவேண்டியிருந்ததால், கல்விக்கடன் பெற இணையதளத்தின் வழியே விண்ணப்பித்தோம். விண்ணப்பித்த ஒரு வாரத்தில் எங்கள் இல்லத்துக்கு அருகில் உள்ள வங்கியிலிருந்து அழைப்பு வந்தது. அந்த வங்கியிலேயே எங்களுடைய மகளுக்குச் சேமிப்புக்கணக்குத் தொடங்கியிருந்ததால், கல்விக்கடன் கிடைப்பதற்கு எளிதாக இருந்தது.

கல்விக்கடன் பெற்றபோது, மகளின் வங்கிக்கணக்கில் பெற்றோரின் பெயரை இணைக்கச் சொன்னார்கள். ஆதார் கார்டு, பெற்றோரின் வருமானவரிச் சான்றிதழையும் சம்பளச் சான்றிதழையும் கூடுதலாகக் கடன் தர, மதிப்பீடு (சிபில் ஸ்கோர்) விவரங்கள் கேட்டனர். அனைத்து விவரங்களையும் வழங்கிய ஒரு வாரத்தில் வங்கி அதிகாரிகள் வீட்டுக்கு வந்து பார்வையிட்டார்கள். அதன் பிறகு நான்கு நாள்களில் வங்கிக்கடன் கிடைத்துவிட்டது.

 வங்கியில் சரியான விவரங்களை முழுமையாக வழங்கினால், உடனுக்குடன் கல்விக்கடன் கிடைத்துவிடும். முக்கிய ஆவணங்களும், கொஞ்சம் பொறுமையும், கனிவான பேச்சும் இருந்தால் லோன் கிடைப்பது எளிது. வங்கியில் உதவி செய்யவே காத்திருக்கின்றனர். சிலசமயம், கொஞ்சம் காத்திருக்கச் சொன்னால்கூட பொறுமை இல்லாமல் வங்கி அதிகாரிகளைக் கடிந்துகொள்வதும், வார்த்தைகளால் வறுத்தெடுப்பதுமாக இருந்தால் நம்முடைய நம்பகத்தன்மையை யோசிப்பார்கள்" என்றனர்.

Hyderabad: The state government on Thursday lifted the ban on general transfer of employees after a gap of five years. Over 60 per cent of the employees will be transferred. Spouses of government staff, physically challenged to get priority to enable them to work in places of their choice. The transfers will be made from May 25 to June 15. The ban was imposed in May 2013, before bifurcation of undivided AP. Employees have been demanding lifting the ban since formation of Telangana state in June 2014.

The fresh orders follow the recent meeting of Chief Minister K. Chandrasekhar Rao with employees associations at Pragathi Bhavan where he promised to resolve all their long-pending issues. The orders issued on Thursday said no person shall be transferred before completion of two years of service in a particular station as on May 31, 2018. This condition need not be followed in respect of transfers on spouse grounds and employees transferred and provisionally ordered to serve in new districts during October 2016.

No person shall be retained beyond five years of service in a particular station as on May 31. Employees who are retiring before May 31 will not be transferred even if they have completed five years of service unless they make a specific request. To ensure that there is no dislocation of the work, not more than 40 per cent of employees in any cadre shall be transferred, the order said.

When more than one employee opts for a particular place and while effecting the transfers, the competent authority shall give priority in the descending order, subject to satisfaction of other conditions specified in the government order, and the employee not facing charges in departmental/criminal proceedings: Husband and wife cases (only one of the spouses shall be shifted following due procedure). The employees retiring before May 31, 2019, in case of their opting for transfers. Employees with disability of 70 per cent or more as certified by a competent authority as per ‘Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. Employees having mentally retarded children to a place where medical facilities are available.

TIRUPATI: Sarva Darshan token counters which were closed on Tuesday owing to unprecedented pilgrim rush will reopen on Saturday, Tirumala Tirupati Devasthanams (TTD) JEO KS Sreenivasa Raju told mediapersons at Annamaiah Bhavan in Tirumala on Thursday evening. The Sarva Darshan token system was introduced to relieve pilgrims of long waiting hours ahead of darshan, the JEO explained. Waiting time touched 72 hours thanks to the summer vacation rush, forcing the TTD to close counters at Tirumala on May 22.
Earlier, the JEO held a review meeting with IT and Vigilance officials at Gokulam Rest House conference hall where it was decided that a quota system would be followed for Sarva Darshan on the lines of Special Entry and Divya Darshan systems.

“We will issue 30,000 tokens on Saturday and Sunday; 17,000 on Tuesday, Wednesday and Thursday; and 20,000 on Monday and Friday,” he said and added, “ These tokens will be issued daily till the quota limit for the day expires. The next quota will be decided when the next day begins.” The JEO urged all pilgrims to bring Aadhaar cards for identification. “Aadhaar is a must for Sarva Darshan. Voter id cards can be submitted only if the pilgrim does not have an Aadhaar card,” he appealed.

Man arrested for beating grandma to death in Chennai

A 35-year-old man was arrested for allegedly beating his grandmother to death as she refused to give him money for drinking at Thirupalaivanam near the Ponneri lake on Wednesday.

CHENNAI: A 35-year-old man was arrested for allegedly beating his grandmother to death as she refused to give him money for drinking at Thirupalaivanam near the Ponneri lake on Wednesday. Kamal, a hotel employee, would visit his grandmother Manimekalai Ramamurthy, who lived along with her daughter Latha on the Vanchivakkam Koot Road near Ponneri.

“On Wednesday, Kamal visited Manimekalai and asked her for money for drinking. When the woman refused to oblige, he attacked her with a stick. The woman who sustained severe head and back injures fell unconscious. Hearing her cries, the neighbours came to the woman’s rescue. However, Kamal managed to escape,” said a police source. The woman was rushed to the hospital where they declared her as brought dead. Later, police arrested Kamal.

CHENNAI: Following an overwhelming patronage among rail passengers for booking unreserved tickets through UTS mobile app, Southern Railway has decided to offer five per cent bonus for R wallet recharge value to promote the digital payment.The bonus offer which came into effect since Thursday will enable all mobile app users to book the tickets for more than the money they recharged in their account.

This means, when a passenger recharges his or her mobile app R-wallet for Rs 1,000, the wallet account will be credited with Rs 1,050 and the person can book tickets for value up to Rs 1,050.To reduce hassles to passengers in getting the tickets at station counters, paperless ticketing facility through UTS mobile app, which was available only in Chennai Suburban was extended across SR wallet rechargeouthern railway from April 14. The move enabled long distance passengers, who go from Chennai to Vijayawada, Ongole, Salem, Tirupati, Erode, Tiruchy and Madurai, to travel without paper tickets.

“Between April 14 and May 14, about 11.90 lakhs passengers travelled with 2.08 lakh unreserved tickets purchased through mobile app. As on May 23, on an average about 50,000 passengers patronised the app a day,” said Priyamvada Viswanathan, Principal Chief Commercial Manager, Southern railway.During an interaction with reporters at railway headquarters in Chennai, she said railways is planning to increase the sale of unreserved tickets up to 10 per cent through mobile app. “Railways sells unreserved tickets for 20 lakh passengers a day. We are planning to increase the ticket sale to enable about two lakh more passengers to travel a day through mobile app,” she added.

Railway board decided to provide five percent bonus for R recharge value that is aimed at promoting the paperless ticket travel among general class passengers. Though the mobile app is well received among short-distance travellers, many long-distance passengers are reluctant to travel with paperless e-ticket fearing that if their mobiles get drained, they will be treated as ticketless passengers.

“In case passengers are unable to show their e-tickets in their mobile phone for various reasons, TTEs have been provided with gadgets to authenticate the ticket details with the help of passenger’s mobile number. In such incidents, passengers will not be treated as ticketless travellers,” added Viswanathan.
A press release said users can recharge their R wallet either at any unreserved counter at stations or by using their credit and debit cards in the app itself. “Recharge can also be done through the website www.utsonmobile.indianrail.gov.in. When recharge of R wallet is done through UTS counters, no extra service charges are levied and the entire amount is credited to the R wallet account,” the release said.

Alagappa University Vice-Chancellor S. Subbiah was honoured for taking the university to greater heights at the national level since he assumed office three years ago.

Presiding over a felicitation function organised by the syndicate and senate members, faculty, administrative staff and students here on Wednesday, Minister of Higher Education K.P. Anbalagan commended the VC for all his achievements.

He congratulated Prof. Subbiah for his devotion, commitment and hard work in taking the University to greater heights in the last three years. The Minister also congratulated him for drafting plans for the next 15 years.

Thanks to the VC’s efforts, Alagappa University achieved the 27th position in the National Institute of Ranking Framework (NIRF) rankings – 2018 among the university category, he said.

While offering his felicitation, Tamil scholar Kundrakudi Ponnambala Adigalar lauded the VC for his leadership qualities, especially in coordinating and extracting work from his subordinates with deep understanding and kindness.

Humane approach

He attributed the VC’s success to his humane approach and concern for the welfare of the staff and students.

Offering his felicitations, G. Baskaran, Minister for Khadi and Village Industries Board, commended the VC for his untiring efforts and hard work for bringing the university in the limelight.
