Getting community certificate a struggle for 17-yr-old Irula boy

Left with just two weeks to enroll in college for BSc Industrial Chemistry, a 17-yearold Irula boy sent a petition to Villupuram collector L Subramanian on Monday, for the fourth time, requesting him for his community certificate.

Distressed over alleged harassment by officials, his family filed the petition through registered post with the help of Pazhangudi Irular Pathukappu Sangam (PIPS), an organization that works for the welfare of the community.

Vijay , younger son of Subramani, 50, and S Shanthi, 35, a farm worker couple from Ambuzhukkai village in Vanur taluk ,is yet to get his community certificate.

“He secured 750/1200 in the higher secondary examination this year,” professor Prabha Kalvimani, founder and a senior organizer of the Sangam, told TOI.

Subramani had obtained his Hindu Irula community certificate in 2003 and his elder son, Ajith Kumar, 20, managed to get it in 2015 and is now in his final year BSc microbiology at Periyar Government Arts and Science College, Cuddalore .

“Vijay, who wants to pursue BSc industrial chemistry in the college where his brother is studying, might not get a seat if he fails to produce his community certificate within two weeks,” Kalvimani said.

Vijay said he had applied for the community certificate several times since he was promoted to Class VI. But, the officials dragged the issue, making him and his family run from pillar to post for the last seven years.

“We filed three petitions at the Villupuram RDO, with photocopies of the community certificates obtained by my father and elder brother, from October 27, 2017 to May 28, 2018,” said Vijay.

On Monday, when he tried to find out the status of his previous three applications , the officials at the revenue divisional office refused to allow him to meet the RDO, claiming she was busy and asking them to meet her next week, said Vijay.

“If officials do not process it quickly, I am left with no other option but to find some menial jobs, giving up my dreams for higher education and a good job,” he said.

When TOI contacted Villupuram RDO, K Saraswathi she denied to receive any petition from Ambuzhukkai Village and assured to pay a visit to the Vijay’s home before Thursday. 

15K applications sold on 1st day

Chennai: At least 15,000 applications for MBBS/BDS admissions to government and self-financing colleges affiliated to the state medical university were sold on Monday, the first day of sale. Nearly 2,400 applications were given free to students from the SC/ST community. The state selection committee said 9,561 students had submitted demand draft for admission to government colleges and 5, 631 had applied to self-financing colleges.

Applications were given free to 2,406 students, selection committee secretary G Selvarajan said on Monday. Candidates, particularly those who had scored between 100 and 250 in NEET 2018, were seen crowding around information kiosks as they were not sure if they had to buy application forms for self-financing colleges also by paying an additional ₹1,000. The state offers 85% of seats in 22 government colleges, up to 50% of seats from government colleges under the government quota. The tuition fee for government colleges is the lowest at ₹13,500 per year while the cost in private colleges can go up to ₹12.50 lakh in self-financing colleges. The sale will continue till June 18 at counters set up in government colleges or from tnhealth.org or tnmedicalselection.org. The last date for submitting filled in application forms is June 9.

Early admissions may cost toppers govt med seats

The tentative schedule for medical counselling in the state may put students with higher rank at risk of losing seats in government colleges, including premier ones, as the state selection committee is planning to wrap up schedules even before the Directorate General of Health Services (DGHS) surrenders unfilled seats to the state.

Counselling for 15% of seats in the 22 government colleges is done online by the New Delhi-based DGHS. The directorate has announced that it will hold two rounds of counselling and return vacant seats in government colleges to the state government by July 23. But the tentative counselling schedule released by the state government says the first round of counselling will be held between June 1 and 6 and the second phase between June 16 and 21. “These are tentative dates. We have said it is subject to change based on all-India counselling. We are yet to decide whether to have a third round or push the second round by a week. In any case, we plan to commence classes by August 1 and close admissions by August 18,” said selection committee secretary Dr G Selvarajan.

Most students and parents have urged the state to postpone the second round of counselling by at least a week. “The system is already confusing and lacks transparency. As of now, since students know only individual scores and rankings, it is tough to make a guess on the kind of college they would get. In addition, the rules prohibit admission to students who are allotted seats in the second round of DGHS counselling,” said S Santhanakrishnan whose son is aspiring to join an MBBS course.

The state will start its first round of counselling after DGHS allots seats in round 1. “After the end of round one, we will have a fair idea about cut-offs,” said Senthil R, who has cleared NEET. “I have scored above 200 but I don’t know if I can get a seat in a government college. If I join a self-financing college and they do a separate counselling for returned seats, students with lesser marks may join government colleges. That is unfair,” he said.

Salary of contract nurses to double: TN to Madras HC

An order increasing the salary of contract nurses from ₹7,000 to ₹14,000 will be issued in 15 days, Tamil Nadu government told Madras high court, in response to a PIL. The state government has already got the approval from central government for increasing the salary, and it wold be implemented by passing a GO in 15 days.

A submission to this effect was made when a PIL filed by N Ganesh, a contract nurse, came up for hearing before the first bench of Chief Justice Indira Banerjee and Justice P T Asha on Monday.

Posting the matter to July 2 for further hearing, the bench directed the committee constituted by the TN government to hear the grievances of over 11,000 contract nurses engaged by the state in connection with their demand for equal pay for equal work and take a decision within six months.

Claiming that as contract nurses they do the same amount of work done by government nurses, the petitioner wanted the court to direct the state to provide them salary equal to that of the government nurses. The government said the nurses were absorbed into regular stream and they will be paid regular scale of pay as and when vacancies arise. It was further stated that contract nurses will be eligible for EPF with employer contribution of 13.15%.

Opposing the submission, advocate Puhazh Gandhi for the petitioner contended that they are not just asking an increase in salary but are demanding equal wages as of government nurses.

Recording the submissions, the bench directed the petitioner to make out their case before the core committee constituted for this purpose. The committee was also directed to offer opportunity to the nurses and take a decision within 6 months.

Between Sunday and early Monday, 14 incidents of chain snatching and four robberies rocked Chennai. But the police have not registered complaints of robbery and instead have asked the victims to submit their complaints as if they had ‘lost’ their phones, cash and gold jewellery.

Lawyers and retired police personnel said the attitude of the police has emboldened robbers. With the state assembly in session, police refuse to entertain complaints of robbery, they said. Such reports, the government fears, will become ammunition in the hands of the opposition.

Senior counsel and former special public prosecutor of human rights court V Kannadasan cited the case of a victim from Thiruvottiyur to drive home the point. “The victim, Arvind, was subject to police negligence. His phone was snatched by two men in March. When he approached the H-8 Thiruvottiyur police station, they asked him to write that he had lost his mobile,” he said. But on May 2, Arvind came across a vernacular daily which reported the arrest of two men in the same area. He recognised the robbers and approached the police again, but they turned him away, Kannadasan said.

A retired DGP said policemen do not register robbery cases as that would invite the ire of seniors. The officer said how one of his friends went to a police station to register a case of gold theft but the police gave him a community service register instead.

To contain the menace and solve cases faster, Chennai police plans to install more than 1,500 cameras all over the city but that could be of little use as robbers often cover their faces with helmets and ride stolen vehicles. “Police often say that new gangs are involved but what have they done to stop them,” asked retired police officer S Aravindan.

Kannadasan said only “stringent punishment” would deter such robbers who have come to believe that they can get away after committing a crime.

But a senior police officer denied that 14 incidents of chain snatching took place on Sunday. “The numbers are inflated. There were only four incidents in the wee hours of Monday,” he said.
