Where unclaimed cash and valuables end up

Rules mandate they can be disposed of after 6 months

It is the duty of a police officer to take temporary charge of all unclaimed property found by or made over to him, as well as all property found lying on a public street. After taking charge of such property, he should furnish an inventory to the Commissioner of Police.

As and when a person brings in valuables found lying on public roads or other places to the police, the officer concerned needs to make a noting in the general diary of the station and issue a receipt to the person.

A senior police officer said that in normal course they then check whether a complaint was lodged in any police station about the missing valuables.

They then call the complainant and hand over the article to him. In case of valuables lying in the police station, the officer in charge will proceed as per the provisions of Section 102(3) of Criminal Procedure Code and report it to the magistrate having jurisdiction.

The cash or other valubles may either be retained by the police or sent to the treasury for safe custody.

Claimants can get back valaubles after filing relevant documents either with the court or police. In most cases, unaccounted cash is handed over to the treasury by police after waiting for some time. The same is the case with seizures of gold and other valuables.

A. Sirajudeen, a senior advocate in the Supreme Court, said, “As per procedure contemplated by Section 458, where no claimant appears within six months, the magistrate may direct that such property at the disposal of the state government may be sold by the government and proceeds of such sale shall be dealt with in such manner as may be prescribed. Article 296 of the Constitution also allows such disposal.”

Advocate V. Suresh said, “In vehicle theft cases, police normally issues non-traceble certificate within 45 days and the insurer gets compensation.

If the vehicle is traced, it may not be in good condition. Then both the vehicle owner and insurance company don’t want the vehicle. Many such vehicles are abandoned.”

Police deposit cash found in Anna Nagar eatery with the treasury, suspect it could be unaccounted money

A fortnight on, the mystery surrounding a bag containing Rs. 25 lakh in cash, found at a Hotel Saravana Bhavan branch in Anna Nagar, refuses to clear. There have been no claimants so far.

The police have, therefore, handed the cash over to the State treasury as unclaimed money.

On May 30, Ravi, a 40-year-old waiter at the restaurant, spotted a plastic bag on the sofa. He promptly handed the bag over to restaurant manager Loganathan.

They waited until evening for the owner to claim the bag. With no one turning up, they handed it over to the Anna Nagar police. On opening the bag, the police found it contained 23 bundles of Rs. 2,000 denomination currency notes, totalling to Rs. 25 lakh.

CCTV footage showed that around 10.30 a.m on May 30, two well-dressed customers had breakfast at the table where the bag was found. But there are no clues to their identity.

M. Saravanan, Inspector of Police, Anna Nagar, told The Hindu , “Immediately the money was handed over to us... and the news ciculated to the media. Newspapers and television channels flashed the news. But still no one came forward to claim the money. Hence, we remitted it to the State Treasury and duly informed the Revenue Divisional Officer, Tondiarpet, and Tahsildar, Aminijikarai.”

Unaccounted cash theory

“ Prima facie it appears that it was unaccounted cash. As per Section 102 of the Criminal Procedure Code, we registered a case and waited for the claimant. We can’t wait forever. Hence, we handed it over to Treasury. If any claimant comes with substantial proof that the money is theirs, they can approach the police or revenue authorities and collect the money,” said V. Gunasekaran, Assistant Commissioner of Police. Waiter Ravi, has, meanwhile, been promoted as assistant manager by the restaurant chain. The police rewarded him with a watch for his act. “On seeing the bag which was abandoned here, I promptly handed it over to my manager for further action... I did not open it to see what was inside. We are trained to not be greedy,” he said, simplicity writ large on his face.

Issuance, annual fees to be waived on purchase of Kochi-1 card from June 15 to 30

In order to mark the first anniversary of the Kochi metro beginning its commercial operations, Kochi Metro Rail Limited (KMRL) is rolling out the red carpet for the commuters, with unlimited free rides to boot, on June 19.

“It will be a ‘free ride for all day',” A.P.M. Mohammed Hanish, MD of KMRL, told mediapersons here on Tuesday. As part of the anniversary celebrations, he announced a waiver of Rs. 150 on the issuance fee and the Rs. 75 annual fee for commuters who purchase Kochi-1 pre-paid smart card from June 15 to June 30. The week-long celebrations to commemorate Prime Minister Narendra Modi commissioning the metro on June 17, 2017, will start with cutting of a huge cake at the Edappally metro station on Sunday.

Cultural events

A magic show titled “Time Traveller - Magic Metro” by noted magician Gopinath Muthukad will be one of the events, and will be held at the Edappally station on the same day at 11.30 a.m. Lucky draws will be held for commuters travelling in the metro between June 15 and June 18. Cultural activities have been planned at Edappally, Aluva and Maharaja’s College Ground stations.

Stepping up its greening initiative, each of the 500 KMRL employees working in the coach maintenance yard at Muttom will plant a tree on the premises. Each tree will be in his or her name and they will be encouraged to maintain it. It is also planned to do organic farming at vacant spaces in the yard. Kudumbasree and security personnel manning stations too will be honoured.

Coffee-table book

In addition, Vice President Venkaiah Naidu will release Kochi Metro 365, a first-of-its-kind coffee-table book comprising photographs and other details of the metro’s influence in Kochi and its people, during the past 365 days. The date of the event will be finalised later.
Wait gets longer for in-flight connectivity

You may have to wait longer for making calls and going online when flying. The government’s muchawaited in-flight connectivity plan is getting delayed—possibly by around a year—as concerns over security as well as other procedural aspects have temporarily scuttled the move.

While the telecom ministry was initially expecting the measure to be rolled out soon, fresh developments have meant that neither telecom operators, nor aviation companies, will offer services immediately.

Telecom minister Manoj Sinha said “there may be a year’s delay”. Top ministry officials said a key concern is regarding the use of “international gateways” that connect to telecom and internet services. TNN

Just two months after it got a free hand from the state government to decide its fee structure, Vedantaa Institute of Medical Sciences in Palghar has been derecognized by the Medical Council of India (MCI), which reported “large-scale” infrastructure deficiencies, including inadequate teaching staff, at the institute. Vedantaa is Maharashtra’s first private limited medical college and was in the news last year for charging the highest fees among all private medical colleges in the state.

The college moved the Bombay high court against the MCI inspection, stating that few teachers were present that day due to a cyclone warning and requesting a second inspection. The high court directed MCI to conduct the second inspection. The MCI then moved the Supreme Court, which rejected the college’s plea for a second inspection.

The MCI has effectively reduced Vedantaa’s student intake to zero for the current year, and the admitted students might be transferred to other colleges in the state.

The MCI inspection found that the college had 84% faculty deficiency, 87% shortfall of resident doctors and its pathology, microbiology, pharmacology, forensic medicine and community medicine departments were under construction. That apart, MCI inspectors found the bed occupancy was 1% at 10am, and the majority of the wards were locked or under renovation and non-functional. Also, data on outdoor patient department (OPD) attendance and radiological and laboratory investigations was inflated.

On days of the inspection, the MCI noted, there was no major, minor or daycare operation, no woman was present in the labour room, the blood bank was non-functional, the library was not available, and the exam hall was under construction.

“If they don’t get permission by the time the first year results are announced, we will transfer the students to other private colleges,” said Dr Pravin Shingare, head, Directorate of Medical Education and Research (DMER).

Shingare said before the college was given the MCI nod to start operations, it was merely checked for the essential requirements for the first year. But when the inspection for granting the first renewal for the 2018-19 admissions was conducted on September 25 and 26, 2017, the MCI inspectors submitted a negative report.

When TOI contacted college dean Dr Ganesh Kesari, he refused to comment. But in the Supreme Court, the college had contended that staff attendance was low on the days of the inspection as there was a cyclone warning, and it requested a second chance to fix the deficiencies and another round of MCI inspection. Supreme Court turned down that request though.

The MCI’s executive committee recommended that it wouuld suggest that “the Central government invoke Regulation 8

(3)(1)(a) of the Establishment of Medical College Regulation, 1999, and disapprove the application of the Vedantaa Institute of Medical Sciences, Palghar, Maharashtra, under the Maharashtra University of Health Sciences Nashik u/s 10A of the IMC Act, 1956, for renewal of permission of MBBS course 2nd batch (150 seats) for the academic year 2018-2019.”

State government sources said the college will not be able to admit any students for the coming year. Apart from the Supreme Court ruling, another case against fees is to come up in the high court on Wednesday.

Earlier in April, the state had exempted this college from the ambit of the Fee Regulating Authority (FRA). This decision gave the institute a free hand to fix tuition and other fees. In a letter to the FRA, the state government had said the move was in line with the Centre’s decision to invite private companies to set up medical colleges.

The decision had shocked the medical fraternity and activists who had said this was the thin end of the wedge and colleges would increasingly use existing rules to opt out of the regulatory framework, making medical education dearer.

Last year, Vedantaa was set up as Maharashtra’s first medical college under a private limited company. All other private colleges and hospitals in the state are set up as trusts.

The state had decided that the government would not reimburse fees of reserved category students admitted to Vedantaa, as is the case in other private colleges. Last year, DMER exempted it from the FRA. But parents moved the FRA andthis quasi-judicial body ruled that as Vedantaa was a private professional college affiliated to the Maharashtra University of Health Sciences, it would fall under the purview of the FRA.

In a meeting on December 2, the FRA resolved that the institute was subject to its jurisdiction under provisions of the Maharashtra Private and Unaided Professional Educational Institutions (Regulation of Admission and Fees) Act, 2015. Yet, the government overturned the FRA's decision.

அந்தக் காலத்தில்‘ என்று ஆரம்பித்தாலே வயதாகிவிட்டது என்று பொருள். ஆனால், கடந்த 50 ஆண்டுகளில் நடந்த மாற்றங்கள் முந்தைய 500 ஆண்டு களுக்கான வளர்ச்சியை அனைத்துத் துறையிலும் உள்ளடக்கியது என்பதால்,50 ஆண்டுகள் ஆயுள் நிறையப் பெற்றவர்க்கு சென்ற ஆண்டே யுகமாகத் தோன்றும் விசித்திரம் உண்டு.

நாங்கள் பள்ளி சேரும்போது பெரும்பாலும் அப்பா வந்தது இல்லை. பல சிறுவர்களுக்கு அம்மா மட்டுமே வருவார். அதற்குப் பிறகு அம்மாவும் வந்தது இல்லை. அந்தந்தப் பகுதி யில் இருக்கும் மாணவர்கள் அங்குள்ள பள்ளியில் சேருவது நடைமுறையாக இருந்தது. யாரும் பள்ளியின் நீள அகலங்களை வைத்து தரம் பிரித்துப் பார்த்தது இல்லை. பள்ளி செல்வது பல் துலக்குவதைப் போல இயல்பாக இருந்த காலம் அது. காலையில் அதிகம் தூங்கினால் எட்டி உதைக்கப்பட்டு எழுப்பப்பட்ட குழந்தைகள் உண்டு. யாரும் ‘நேரத்துக்குப் போ’ என உசுப்பியதும் இல்லை, ‘நிறைய மதிப்பெண் பெறு’ என்று உற்சாகப்படுத்தியதும் இல்லை. பள்ளியில் அதிகம் குறும்பு செய்யும் மாணவனை மிரட்டும் உச்சபட்ச எச்சரிக்கையே, ‘அம்மாவை அழைத்துவரச் சொல்லி விடுவேன்’ என்பதே.

சிலேட்டும் சின்ன குறிப்பும்

ஆசிரியர்கள் யாரென்று தெரிந்துகொள்ளாமலேயே ஆரம்பப் பள்ளிப் படிப்பு முடிந்துவிடும். நாங்களாகச் சென்று வீட்டில் சகல நேரமும் ஆசிரி யர் பெருமை பேசுவோம். அன்று சிறுவர்களுக்கு டீச்சரே உலகம். எங்களுக்கு நம்பகமான கலைக் களஞ்சியமே எங்கள் வகுப்பு ஆசிரியர்தான். அவர் நன்மதிப்பைப் பெற்றுவிட மாட்டோமா என்பது பெரிய எதிர்பார்ப்பு. ‘நன்று’ என வீட்டுப் பாடத்தில் ஆசிரி யர் எழுதிவிட்டால், சிலேட்டை அழிக்காமல் அனைவரிடமும் காட்டி மகிழ்வோம்.

‘உங்கள் மகன் ஒழுங்காகப் படிக்கவில்லை’ என்கிற சின்ன குறிப்புகூட வீட்டுக்கு அனுப்பப்பட்டது இல்லை. தேர்வு முடிந்ததும் பெற்றோரிடம் கை யொப்பம் வாங்கி வர ‘ரேங்க் ஷீட்’ தரப்படும். என்ன மதிப்பெண் பெற்று இருந்தாலும் சிறிய கடிதலுடன் அது கையெழுத்தாகிவிடும்.

உயர்நிலைப் பள்ளியில் சேர மாற்று சான்றிதழ் எங்கள் வசமே கொடுக்கப்பட்டுவிடும். அதற்குப் பிறகு அருகில் இருக்கும் உயர்நிலைப் பள்ளியே எங்களுக்கு ஆக்ஸ்போர்டு பல்கலைக்கழகம். அன்று சேர்க்க மட்டும் யாரேனும் ஒரு பெற்றோர் வருவார். அதிகக் கெடு பிடி இல்லாமல் சேர்க்கை நடக்கும். அந்தந்த உயர்நிலைப் பள்ளிக்கு என்று அணைக்கு நீர்ப் பிடிப்புப் பகுதி இருப்ப தைப் போல குறிப்பிட்ட தொடக்கப் பள்ளிகள் உண்டு. அங்கிருந்து வருபவருக்கு அவசியம் இடமுண்டு.

பெற்றோரின் பெருந்தவம்

எனக்காக என் அப்பா ஒருநாளும் பள்ளிக்கு வந் தது இல்லை. பெரும்பாலான மாணவர்களுக்கு அன்று அதுவே நிலைமை. ஆண்டு விழாக்களில் பல மாணவர்கள் பரிசு பெறும் போது புகைப்படம் எடுக்கவும் ஆள் இருக்காது. அவற்றைக் குறித்து லட்சியம் செய்யவும் பெருமைப் படவும் அன்றையப் பெற்றோருக்கு அவகாசம் இல்லை. இன்றோ போட்டி யில் தோற்ற மகனுக்கு கடையில் கோப்பை வாங்கித் தரும் பெற்றோர் உண்டு.

‘என்ன படிக்கிறான்’, ‘ஏது படிக்கி றான்’ என்று தெரியாமலேயே பள்ளிப் படிப்பை முடித்தவர்கள் உண்டு. விடிய விடிய விழித்து தேநீர் தயாரித்து மகனின் மனப்பாடத்தைப் பரிசோதிக் கும் பெற்றோர் அன்று கிடையாது. கைக்கும் வாய்க்குமாய் நாட்களைத் தள்ளிய காலத்தில் அதற்கெல்லாம் அவகாசம் இல்லை.

இன்று தேர்தல் முடிவை தொலைக்காட்சியில் பார்ப்பதுபோல தேர்வு முடிவுகளைப் பற்றி ஆர்வமாய் அறியும் பழக்கமும் இல்லை. கல்லூரியில் அனுமதிப்பதற்கு மட்டும் பெற்றோர் வருவது உண்டு.

இன்று மழலையர் பள்ளியில் சேர்க்கவே பெற்றோர் பெருந்தவம் புரிகின்றனர். இடம் கிடைக்குமா என்று மடி யில் நெருப்புடன் மன்றாடுகின்றனர். விருப்பமான பள்ளியில் இடம் கிடைத் தால் அங்கப்பிரதட்சணம் செய்கிற பெற்றோரும் உண்டு. மழலையர் பள்ளியில்கூட மாதம் ஒருமுறை பெற்றோர்-ஆசிரியர் சந்திப்பு.

பதற்றத்துடன் பற்கள் படபடக்க நிற் கும் பெற்றோரைப் பார்க்கலாம். திருப் பதி தரிசனத்துக்கு முந்துவதைப் போல வகுப்பாசிரியரை முதலில் பார்க்க தள்ளுமுள்ளுவில் ஈடுபடும் ஆர்வக்கோளாறுகளும் உண்டு. மக னைப் பற்றி நான்கு வார்த்தைகள் நல்லபடி கேட்டால் முகம் மெய்ஞானம் அடைந்ததைப் போன்ற பரவசத்துடன் பளபளக்கும். அங்கு வகுப்பறையில் ஒட்டப்பட்டிருக்கும் படக்குறிப்புகளைப் பார்த்து மளமளவென குறிப்புகள் எடுக்கும் அம்மாக்கள் உண்டு. அதிலிருக்கும் செய்தியை ஆசிரியர் கற்றுத் தருவதற்கு முன்பு உணவை ஊட்டும்போது சொல்லிக் கொடுத்து முதலிடம் பெற வைக்கும் முயற்சிக்காகவே அந்தக் கடும் உழைப்பு.

மனதில் கட்டிய மலைக் கோட்டை

எந்த வீட்டிலாவது முணுக் முணுக் என விளக்கு மங்கலாக எரியும் வெளிச்சத்தில் பெற்றோர் இருவரும் தலையில் துண்டு போட்டுக்கொள் ளாத சோகத்துடன் அமைதியாக அமர்ந்திருந்தால் அன்று அவர்கள் பிள்ளைகள் படிக்கும் பள்ளியில் பெற்றோர்-ஆசிரியர் சந்திப்பு நடந்திருக்கிறது என்றும், நல்லபடியாக நான்கு வார்த்தைகள் மகனைப் பற்றியோ, மகளைப் பற்றியோ ஆசிரியர் சொல்லவில்லை என்றும் தெரிந்துகொள்ளலாம். அந்த ஒரு நிமிடத்தில் அவர்கள் மனத்தில் கட்டிய மலைக்கோட்டை சரிந்து விழுந்ததால் இந்த சோகக் காட்சி. இந்த சந்திப்புகளில் பெரும்பாலான பெற்றோருக்கு இருக்கும் பதற்றமே, ‘நம் குழந்தை முட்டாளாகப் பிறந்துவிட்டதோ’ என்பதே. ‘உங்கள் மகன் மகிழ்ச்சியாக இருக்கிறான், பள்ளி பிடித்திருக்கிறது’ என்று எல்லாவற்றையும் நேர்மமறையாகச் சொல் லும் பள்ளிகள் பல உண்டு. அவர்கள் மகனைப் பற்றி மட்டும் பின்னூட்டம் கேட்டால் பிரச்சினை இல்லை. அடுத்த வர் மகனைப் பற்றி உயர்வாகச் சொன்னவற்றை தன் மகனுக்கு சொல்லவில்லையே என்ற ஆதங்கமே அதிகம். இப்பெற்றோர் - ஆசிரியர் சந்திப்பில் ஒரு நன்மை ஏற்படுவது உண்டு. அது குறும்பு செய்யும் குழந்தைகளின் தாய்மார்கள் நெருக்கமாகிவிடுகிறார்கள். எல்லாம் ஓர் ஆறுதலை முன்வைத்துத்தான்.

இன்று தொலைபேசி புலனம் வழி யாக வீட்டுப்பாடம் அஞ்சல்வழிக் கல்விபோல அனுப்பப்படுவதுண்டு. ஒரு நாள் உடல்நலத்தால் விடுப்பு எடுத்தாலும் வீட்டுப்பாடம் செய்வது விடு படக்கூடாதாம். இதனால் குழந்தைகள் ‘பள்ளிக்கே சென்றிருக்கலாம்’ என்று பரிதவிப்பது உண்டு.

யார் எதிர்கொள்வது

முதன்முறை எதிர்மறை பின்னூட் டம் கிடைத்துவிட்டால் அதற்குப் பிறகு நிகழும் பெற்றோர் - ஆசிரியர் சந்திப்பிற்கு யார் செல்வது என்று கணவன் - மனைவிக்குள் சண்டை சச்சரவு நடப்பதுண்டு. எந்தப் பெற்றோராவது வாரி சைப் பற்றி நல்ல அபிப்பிராயம் கிடைத்துவிட்டால் ‘பாரத் ரத்னா’ கிடைத்ததைப்போல உச்சாணி மகிழ்ச்சிக்குச் சென்று விடுவதுண்டு.

இன்று பள்ளிக்கு கொண்டுவிடுவதும், கூட்டிவருவதும் நிதமும் செய்யும் பெற்றோர் உண்டு. அவர்கள் பள்ளி யின் வாசலில் அக்கூட்டத்தில் தங்கள் குழந்தை எங்கே வருகிறது என வழி மேல் விழிவைத்து காத்திருப்பது கண்கொள்ளாக் காட்சி. சீருடையில் அத்தனை குழந்தைகளும் ஒரே மாதிரி இருப்பார்களே!

கரை சேர்க்கும் பொறுப்பு

இன்று வீடுகள் பள்ளிகளின் நீட்சி. அன்றோ பள்ளி வீடுகளின் நீட்சி. பெற்றோரே தலைமையாசிரியராகும் அவலம். மகனுக்காக விடுப்பெடுத்துக்கொண்டு படிப்பு கற்றுத் தரும் காலம். அவர்களே படித்திருந்தால் அதிக மதிப்பெண்கள் எடுத்திருப்பார்கள். பெற்றோரைவிட்டால் அவர்களே தேர்வு எழுதவும் சம்மதிப்பார்கள்.

இதற்கெல்லாம் காரணம் பெற் றோர் பிள்ளைகளை பள்ளியில் சேர்த்ததும் அங்கு அவர்களை ஒப்படைத்து விட்டதாகவும், அவர்களைக் கரையேற்றும் பொறுப்பு பள்ளிக்கே இருப்பதாகவும் கருதுவதே காரணம்.

தங்களால் முடியாமல் போனவற்றை வாரிசுகள் சாதிக்க வேண்டும் என்ற ஆசையேஅதற்கு மூலம். அன்று கோபம் வந்தால் ஆசிரியர்கள் முது கில் இரண்டு தட்டு, தலையில் ஒரு கொட்டு என்று அப்போதே நேர்செய்து விடுவார்கள். இப்போது ஆசிரியர்-பெற்றோர் சந்திப்பு வரை அடக்கி வைத்திருக்கிறார்கள், பெற்றோரிடம் இருந்து பிள்ளைகளை மீட்க ‘நீலச் சிலுவை’ அமைப்பு ஒன்று தேவைப்படும் காலத்தில் நாம் இருக்கிறோம்.
