இந்தி தெரியாவிட்டால் மத்திய அரசு வேலை இல்லை!

இந்திய அறிவியல் கல்வி மற்றும் ஆராய்ச்சி நிறுவனத்தின் பணியில் சேருவதற்கு இந்தி கட்டாயமாகத் தெரிந்திருக்க வேண்டும் என்று மத்திய அரசின் விளம்பரம் தெரிவித்துள்ளது.

மத்திய அரசு வெளியிட்டுள்ள அந்த விளம்பரத்தில், கொல்கத்தாவில் இந்திய அறிவியல் கல்வி மற்றும் ஆராய்ச்சி நிறுவனத்தில் பணியில் சேருவதற்கு இந்தி மொழி குறித்த அடிப்படை அறிவைக் கட்டாயமாக பெற்றிருக்க வேண்டும். அரசின் கொள்கையின்படி இந்த நிறுவனங்களிலுள்ள ஊழியர்கள் கட்டாயம் தேசிய மொழியை(இந்தி) தெரிந்திருக்க வேண்டும் என்று கூறப்பட்டுள்ளது.

இது தொடர்பாக மத்திய அரசின் மனிதவள மேம்பாட்டுத் துறையின் அதிகாரி ஒருவர் கூறுகையில், “அரசு ஒரு மொழிதான் தேசத்தை ஒருங்கிணைக்க முடியும் என்று நம்புகிறது. அதனால் இது போன்ற நிறுவனங்களில் பணியாற்றும் ஊழியர்கள் இந்தியைத் தெரிந்திருப்பது கட்டாயமாகிறது. இதுதான் தேசத்தை ஒருங்கிணைப்பதற்கான முதல் நடவடிக்கையாகும்” எனத் தெரிவித்துள்ளார்.

மத்திய அரசின் நிதியினால் இயங்கும் ஆராய்ச்சி நிறுவனங்கள் திருவனந்தபுரத்திலும், திருப்பதியிலும், புனேவிலும், போபாலிலும், கொல்கத்தாவிலும், பெர்ஹம்பூரிலும், மோஹலியிலும் உள்ளன.

இந்தி திணிப்பை நாள்தோறும் பல துறைகளிலும் மேற்கொண்டுவரும் மத்திய அரசு அதன் தொடர்ச்சியாகவே இந்த நடவடிக்கையை மேற்கொண்டு வருகிறது. மத்திய அரசின் இத்திட்டத்துக்கு இந்தி பேசாத மாநிலங்களில் கடுமையான எதிர்ப்பு எழுந்துள்ளது.

இதுதொடர்பாக, பெங்காலி மொழிக்காகவும் மக்கள் உரிமைகளுக்காகவும் அமைப்பு ஒன்றை நடத்திவரும் கார்கா சட்டர்ஜி கூறுகையில், “இந்தி ஆசிரியர்களுக்கு இந்தி கட்டாயம் என்பது புரிந்து கொள்ளக்கூடிய நடவடிக்கையாகும். ஆனால், மற்ற மாநிலங்களில் இந்தியைக் கட்டாயமாக்குவது என்பது திணிப்பு என்பதைத்தான் தவிர வேறு என்ன நடவடிக்கை?” என்று கேட்டுள்ளார்.

Plea for govt. medical college

A public interest litigation petition was filed before the Madurai Bench of the Madras High Court on Wednesday seeking a new Government Medical College and Hospital at Ramanathapuram.

The petitioner, G. Thirumurugan, said that the Ramanathapuram Government Hospital did not have enough infrastructure and the region attracted a great number of tourists and pilgrims. So there was a need for better facilities at the hospital in cases of emergency. A new hospital with adequate facilities would reduce mortality rate. Also, outreach services and case management would improve to a great extent. He had sent a representation to the State in this regard but it was not considered.

Taking up the plea for hearing, a division bench of Justices C. T. Selvam and A. M. Basheer Ahamed directed notice to the Heath and Family Welfare department and adjourned the case for further hearing.

Many serving doctors’ qualifications under scanner

The qualification of many serving doctors of State Health Services are under scanner of Uttarakhand Medical Council (UMC) as it has been found that the post-MBBS diploma, they had done while in service of State Government is not recognised. It is learnt that the UMC has till now found that post graduate diplomas of as many as 17 doctors of the State Health Services are not recognised by the Medical Council of India (MCI).

These doctors include a Chief Medical Officer (CMO) rank officer of the State Government. The UMC has also found that the Diploma in Radiology certificates issued to some doctors by some UP based institutes are not valid which means that these doctors would now be not allowed to conduct sonography and other radiology tests of patients.

Confirming that the many doctors of State health services would no longer be the specialist doctors and would remain only MBBS doctors now the Deputy Registrar of the UMC, Dr D D Chaudhury said that the MCI has confirmed that Diploma in Radiology, Diploma in Cardiology and Diploma in Child Health from some institutes of Uttar Pradesh are not recognised by it.

It is learnt that the officials of the UP deliberately concealed the fact that diploma courses of some institutes are not recognised.

It is worth mentioning here that the State Government sponsors many doctors of the State Health Services for post MBBS diploma and degree certificates so that the State gets the services of specialist doctors. Dr Chaudhury said that apart from the mischief of the officials of the UP the issue brings into fore negligence of the concerned authorities in the office of Uttarakhand Director General (DG) health.

He also said that the doctors who had done these non recognised diplomas are equally at fault as they should have checked the credentials of the institutes from where they are doing the post MBBS diploma.

NEW DELHI: Days after a row erupted over his address at the RSS headquarters, former president Pranab Mukherjee today broke bread with Rahul Gandhi at an Iftar party hosted by the Congress chief here.

Among the prominent personalities included Mukherjee's predecessor Pratibha Patil and former prime minister Manmohan Singh, besides former vice president Hamid Ansari besides a host of opposition leaders.

While top opposition leaders were conspicuous by their absence, middle-rung leaders of many parties were at the Iftar hosted at a local luxury hotel.

No senior leader of Samajwadi Party attended it.

This is the first Iftar hosted by Gandhi as Congress president.

Among other leaders included CPI-M's Sitaram Yechury, BSP's Satish Chandra Misra, TMC's Dinesh Trivedi and DMK's Kanimozhi.

Breakaway JD(U) leader Sharad Yadav, JD(S) leader Danish Ali, JMM's Hemant Soren, NCP's DP Tripathy, RJD's Manoj Jha, AIUDF leader Badruddin Ajmal, RLD's Mehrajuddin also attended the party.

"Good food, friendly faces and great conversation make for a memorable Iftar! We were honoured to have two former Presidents, Pranab Da and Smt Pratibha Patil ji join us, along with leaders from different political parties, the media, diplomats and many old and new friends," Gandhi said on Twitter after the Iftar.

Mukherjee was seen conversing with Gandhi and exchanging pleasantries with him and several other senior Congress leaders.

There was considerable disquiet in the Congress after Mukherjee accepted the invitation of the RSS to address its workers at its headquarters in Nagpur.

After much consternation, the party however, later complimented him for his speech for showing the mirror of truth that carried lessons on pluralism and secularism to the Sangh.

Gandhi came along with Mukherjee and while the former president left after sometime, the Congress chief offered to drop him back but Mukherjee politely refused.

Besides pleasantries and photo ops, the short conversation at Gandhi's table revolved around the prime minister's fitness video put out by him on Twitter this morning.

Gandhi described it as "ridiculous" and "bizarre" and asked Yechury to put out his own fitness video in return, as he poked fun at the prime minister.

Earlier, leaders of some opposition parties met at a different location to discuss possibilities of a larger alliance.

Kanimozhi later said, "Everyone wants alliances but today's meeting was a courtesy meeting."

Also present at the Iftar were a large gathering of diplomats, especially from the Islamic countries, including the Ambassador of Russia to India.

UPA chairperson Sonia Gandhi was not present as she is currently abroad on a media check up.

Top Congress leaders including many former chief ministers and governors and ex-central ministers were present.

These included Ahmed Patel, Ghulam Nabi Azad, Mallikarjun Kharge, Ambika Soni, Janardan Dwivedi, Anand Sharma, Veerappa Moily, Jairam Ramesh, Mukul Wasnik, KV Thomas, Shivraj Chouhan, PJ Kurien and former chief ministers Bhupinder Singh Hooda, Prithviraj Chavan and Shiela Dikshit.

MBBS education gets more elusive as deemed varsities hike fees by 50-80%

Sought-after deemed universities in the state have hiked their MBBS fees by 50% to 80% this academic year.

Krishna Institute of Medical Sciences (KIMS), Karad, saw the steepest hike among these. Its fees have almost doubled to Rs 22 lakh from last year’s Rs 12 lakh—an over 80% hike. While the fees of D Y Patil’s Navi Mumbai college were the highest last year at Rs 25 lakh per annum, its Pune institute has now hiked its charges by almost 50% from Rs 17.5 lakh per annum in 2017 to Rs 26 lakh this year, making it the most expensive MBBS degree in the state. The group’s Kolhapur college, too, hiked its fees by close to 60% to Rs 22 lakh.

Fees at deemed universities are not governed by the state’s Fee Regulating Authority.

The cost of an MBBS degree in at least six of the 11 colleges affiliated to deemed universities in the state has crossed Rs 20 lakh this year.

KIMS also has the most expensive MBBS seat for students seeking admission under the NRI quota. Fees for students in the NRI quota at the institute stand at Rs 66.8 lakh, followed by four other colleges that offer quota seats at Rs 40.6 lakh. Fees at both the colleges under MGM Group in Navi Mumbai and Aurangabad, though, are unchanged at Rs 20 lakh.

Fees at these medical colleges do not include hostel fees. In some of the institutes, the amount payable at the time of admission are Rs 1-2 lakh more than the decided tuition fees. If the cost of the entire four-and-ahalf-year programme at the six colleges is considered, the total fees work out to over Rs 1 crore for general category students and over Rs 2 crore for those under the NRI quota. Fees of other colleges such as the one run by Bharati Vidyapeeth have seen a 20-25% hike over the past year.

Sudha Shenoy from a parents’ association said the high fees have dissuaded several meritorious candidates from seeking admission in deemed universities.

“The hike in some of the colleges is astounding. Some rural colleges do not even offer value for money. Many students who do not make it to private colleges look at deemed universities as an option. But very few such as the Rural Medical College at Pravara and M G Institute of Medical Sciences, Wardha, have an annual fee of less than Rs 15 lakh,” said Shenoy.

Another parent said that KIMS reduced 50 seats this year, and therefore fees for the remaining ones may have seen an “unreasonable” hike.

A senior KIMS official refused to comment on the fee hike. An official from the D Y Patil Group said the fees have been hiked in view of the the salaries to be paid to the teaching and non-teaching staff under the Seventh Pay Commission. “For running any hospital, any group would require Rs 3-4 crore every month. When the government calculates the cost of MBBS education for one student, it does not take into account the cost of running a hospital. This, in addition to the salaries, was accounted for while deciding the fees,” said the official.

Registration for admissions to MBBS and BDS courses at deemed universities commenced on Wednesday, Meanwhile, among private colleges in the state, Kashibai Navale College charges the most at Rs 12 lakh a year.

சென்னையை அடுத்த தாம்பரம் அருகே உள்ள சிட்லபாக்கம் பேரூராட்சியில் நிலவும் குடிநீர் பிரச்சினையை தீர்க்க மாடம்பாக்கம் ஏரியில் இருந்து தண்ணீர் எடுத்து வினியோகம் செய்ய முடிவு செய்யப்பட்டது. இதற்காக ரூ.3 கோடியில் கூட்டு குடிநீர் திட்டம் தொடங்கப்பட்டு உள்ளது.

இந்த திட்டத்தின் மூலம் மாடம்பாக்கம் மற்றும் சிட்லபாக்கம் பகுதிக்கு தினமும் குடிநீர் வழங்க திட்டமிடப்பட்டு உள்ளது. அதன்படி மாடம்பாக்கம் ஏரி பகுதியில் இருந்து தினமும் 18 லட்சம் லிட்டர் தண்ணீர் பெறப்பட்டு, அதில் 16 லட்சம் லிட்டர் சிட்லப்பாக்கம் பேரூராட்சிக்கும், 2 லட்சம் லிட்டர் மாடம்பாக்கம் பேரூராட்சிக்கும் வினியோகிக்கப்பட உள்ளது.

இந்த திட்டத்தின்படி மாடம்பாக்கம் ஏரியில் கிணறுகள் தோண்டும் பணி கடந்த சில நாட்களாக நடைபெற்று வருகிறது. இதற்கு மாடம்பாக்கம் பகுதி பொதுமக்கள் கடும் எதிர்ப்பு தெரிவித்து உள்ளனர்.

எங்கள் பகுதிக்கே தண்ணீர் சரிவர வினியோகம் செய்வது இல்லை. ஒருநாள் விட்டு ஒரு நாள் தண்ணீர் வினியோகம் செய்யப்படுகிறது. எங்களுக்கே தண்ணீர் பற்றாக்குறை உள்ளது என்று கூறி நேற்று மாடம்பாக்கம் ஏரியில் கிணறு அமைக்க எதிர்ப்பு தெரிவித்து அந்த பணிகளை பொதுமக்கள் தடுத்து நிறுத்தினர்.

இதுபற்றி தகவல் அறிந்து வந்த அதிகாரிகள், பொதுமக்களுடன் பேச்சுவார்த்தை நடத்தினர். அப்போது அதிகாரிகளுடன் பொதுமக்கள் வாக்குவாதத்தில் ஈடுபட்டதால் அங்கு பரபரப்பு ஏற்பட்டது. மேலும் விவசாயிகளும் இந்த கூட்டு குடிநீர் திட்டத்துக்கு எதிர்ப்பு தெரிவித்தனர்.

இது குறித்து தகவல் அறிந்ததும் சேலையூர் போலீசார் சம்பவ இடத்துக்கு விரைந்து சென்று, இரு தரப்பினரிடமும் பேச்சுவார்த்தை நடத்தினர். ஆனால் அதில் உடன்பாடு ஏற்படவில்லை.

இதையடுத்து தாசில்தார் மூலம் இந்த பிரச்சினைக்கு தீர்வு காண்பது என பொதுமக்களும், அதிகாரிகளும் முடிவு செய்தனர். பின்னர் இரு தரப்பினரும் அங்கிருந்து கலைந்து சென்றனர்.
