ERODE: Perundurai and its surrounding areas have slowly becoming capital of cancer in Erode district due to water and air pollution caused by dyeing, tannery, old tyre retreading and old battery processing units at the SIPCOT industrial growth centre in Perundurai, rued Association of pollution affected people of Perundurai.

Following the association announced a massive stir in front of the TNPCB office, Perundurai, on June 26, environment minister KC Karupanan invited the association for talks in the TNPCB office on Saturday and in that meeting the association convenor S Chinnasamy, functionaries Raghunathan, Palanisamy, KV Ponnaiyan and others said that Sipcot, located in 2700 acre, was functioning with over 250 units for the past 2 decades.

Though the HC ordered all units follow zero liquid discharge (ZLD) system and the SC upheld it, many units violated the norms and let the untreated effluents in open places, borewells, wells and rainwater and dumped the sludges in open places, buried in the earth and dumped in the Odakattur tank and some wells.

The contaminated water of the tank reached 400 acre Palathohuvu tank in Chennimalai block affecting people there. So, the TDS in the groundwater touched 20000 ppm per litre as against the permissible limit of 500 ppm in drinking water. Now, around 60 persons in the area were afflicted with cancer and other diseases and in recent past 6 died due to cancer and 2 were struggling with that disease in villages.

As the units burnt substandard coal, firewood, tyre, tubes etc, they were emitting thick black air with small particles of dust were spreading around 5 km radius which created bad smell in many villages. It hit the farm, animal husbandry activities and forced many to think to shift to other places.

Hence, all pollution causing units should be closed permanently, land allotment order be cancelled, power and water connection be disconnected, no pollution causing units be permitted hereafter in Sipcot, the sludge in the earth, tanks be removed, usage of coal and firewood as fuel be banned, tyre retreading and old battery processing units be closed.

They also wanted people's representatives be included in the monitoring committee led by collector to check pollution problem, protected water supply be arranged in 25 villages around the Sipcot where drinking water was much contaminated, due compensation be given to the ryots who were hit by pollution, studies be made about TDS in all water courses in Sipcot and surrounding villages every month and it be made public, relief be given to the families whose members died due to cancer and all assurances given at the Perundurai tahsildar's peace meeting on June 5 be fulfilled an hospital at Eengur.
Chennai-Salem Greenfield Corridor: Farmers want compensation as per market rates rather than by guideline value

SALEM: Farmers, whose land will be acquired to implement the Rs 10,000-cr Chennai-Salem Greenfield Corridor, are opposing the project fearing a lose of livelihood, threat to the ecosystem and measly compensation offered by the government which a section of them claim is well below the market rate. Farmers charge that land which to be acquired for the project is fertile land with good access to ground water, especially the stretch from Ayothiyapattinam to Tiruvannamalai district, called the “Mango belt”.

Farmers in Dharmapuri, Salem and Tiruvannamalai started protesting the project from May when the terms for land acquisition with details of survey numbers of land to be acquired were notified under the Land Acquisition Act of 2013.

“Government officials claim that they will provide Rs 8 lakh for one acre of land as compensation which is Rs 18 per square ft. But actual market rate for one acre around Salem starts from Rs 25 lakh to Rs 3 crore,” said All India Kishan Mahasabha (AIKM) state committee member A Chandra Mohan.

“In the belt where coconut trees are found in huge numbers, the average lifespan of a coconut tree is 60 years and so, a farmer may earn up Rs 10 lakh from a tree. However, the Government has fixed a rate of Rs 40,000 per tree,” he stated. Similarly, in this belt there are many tamarind trees, grown mostly only in South India, most of which stand to come under the axe for the project.

In Tamil Nadu 65 per cent of farmers are micro, small and marginal farmers. The land to be acquired by the government for this project is mostly owned by small and marginal farmers. As most of this land is ancestral, the farmers are emotionally connected to their property, Chandra Mohan added.

“The problem is that government officials are fixing compensation as per guideline values instead of market values. We know last year, the State Government reduced the guideline value by 33 per cent,” he added.

Outreach on part of government officials to farmers has also been poor in Salem. Farmers are only told that the project will definitely come and that officials will recommend an increase in compensation. Meanwhile, farmers say they are being intimidated by local authorities as police personnel, including from intelligence sections, are reportedly attending their meetings with revenue officials. So far, at least two farmer-activists have been arrested by Salem police for ‘instigating protests’ and many more are being tracked by police. This has created fear among farmers who claim that police stopped them from filing their objections in writing. It is reportedly because of this that on June 14, the last day, for filing objection for the project very few farmers participated.

Speaking to Express on conditions of anonymity, a farmer belongs to Achankuttaipatty said that police was threatening farmers by conducting early morning raids on houses of those speaking against the project.

“If Government pays the market price as compensation 95 per cent of farmers will be ready to give their land. Without paying market value for the land, the project cannot be implemented,” the farmer said.

Meanwhile in Kancheepuram, R Sriraman owns a two acres of paddy fields in Manalimedu. Although only a part of his land is to be acquired, he stands to lose his well. “It is a 50-foot-deep well; without it, I don’t know how to irrigate the rest of the field,” he said.

While the Government has set the compensatory price at Rs 20 lakh a hectare, the market price is over Rs 1 crore per acre, according to K Nehru, a farmer in Uthiramerur, adding that there had been no public consultation in this regard. The farmers planned to petition the Collector soon, he said.

In Tiruvannamalai too, the project has drawn flak from farmers, environmental activists, advocates and locals.

“The eight-lane project would jeopardize the livelihood of the people and eco-system around the district,” said Sivakumar, District President, Communist Party of India (Marxist). Recently, more than 500 farmers, environmental activists, advocates and locals protested demanding the central government withdraw the project. A separate forum was also formed to protest against this project called “Pasumai yettu Vazhi Saalai Yethirpu Kuzhu” (Anti- committee for eight lane green corridor).

CHENNAI: Premier trains introduced on highly congested routes seem to be playing havoc with existing superfast trains across the country. The latest victim in this series is Kovai Express, it is pointed out. The train which was once boasted as one of the fastest Intercity Superfast Express in the country, covering 495 km in seven hours and 10 minutes, has lost its edge due to the increased travel time.

Kovai Express which began its maiden run on April 14, 1977, was scheduled to arrive at Chennai Central before 9.15 pm until a few years ago. Patronage for the train started falling in 2011 with the introduction of Coimbatore-Chennai Duronto Express. Since then, Kovai Express had never been on time, passengers say.
Earlier, the train left Chennai at 6.15 am and reached Coimbatore at 1.20 pm. The return journey started at 2.05 pm and reached Central at 9.15 pm.

Duronto Express was introduced with its departure time being 7.15 am from Central and arrival in Coimbatore at 2.15 pm. In the return journey, it started at 3.25 pm and reached Central at 10.15 pm. Owing to poor patronage, Southern Railway converted Duronto as Shatabdi, with additional stops at Salem, Erode and Tirupur in November 2013. The result — Kovai Express was delayed by 20 to 30 minutes in both directions. Accordingly, the departure timing at Coimbatore was changed to 2.35 pm.

However, the cup of woes of Kovai Express passengers started overflowing after railways introduced additional stoppages for Shatabdi Express at Jolarpettai and Katpadi. Since Shatabdi was scheduled to overtake Kovai Express at either Ambur or Katpadi, the latter suffered a delay of 60 to 70 minutes while arriving at Central. The continuous late arrival of train has forced SR to alter the arrival time, thereby increasing journey hours. “The train arrives at Central after 11.10 pm. By that time, we neither have bus or train services. Prepaid autos and taxis also operate only till 10.30 pm,” said Krishnan, of Coimbatore, a regular commuter of Kovai Express.

The tale of Brindavan Express is no different. After the Chennai-Bengaluru Double Decker Express was launched in April 2013, the travel time of Brindavan Express increased to seven hours with stops at 10 stations. Railways also removed chair car coaches in Brindavan Express to make commuters opt for the Double Decker.

BENGALURU: Protest by the employees of Rajya Vokkaligara Sangha against the management of Kempegowda Institute of Medical Sciences (KIMS) continued for the fifth day on Sunday. While the outpatient department continued to stay closed, the inpatient and emergency were operating.

Vinod Kumar A C, president of Rajya Vokkaligara Sangha Employees Association, said, “This protest is to demand the removal of the employees appointed since 2014 who were appointed illegally and in excess number. Rajya Vokkaligara Sangha management appointed at least 670 non-teaching staff though there were only 200 vacancies.”

“All appointments were made by violating Sangha rules. Appointments were made without considering vacancy positions and without conducting interviews. There is a rumour that for every appointed post an average of Rs 5 lakh is collected which works out to be roughly Rs 30 crore in total,” he added.

The management is struggling to pay salaries of permanent employees citing bad financial status, Vinod alleged. “This kind of unwanted employment will worsen the financial conditions of Rajya Vokkaligara Sangha. This will harm the future prospects of the permanent employees and the Sangha itself,” he added.
“Therefore, all permanent employees of Sangha are sitting on indefinite strike under the leadership of Rajya Vokkaligara Sangha Employees Association. This protest will continue till all the new employees appointed since 2014 onwards are removed,” he said. KIMS management was unavailable for comment.
Soon, university to put up PhD research work online

Mumbai: 18.06.2018

Soon, PhD research work done by those pursuing it from Mumbai University will be available online for reference. Viva voce of PhD and MPhil candidates will be of open defense nature—a discussion with experts about the research. Mumbai University on Friday revised some rules on PhD and MPhil through the vice-chancellor’s directives. PhD aspirants will have to complete it in six years which can be extended to a maximum of 10.

It is for the first time that the varsity has sent a limit for aspirants to finish programmes. If duration of research for MPhil is less than 2 sessions or one year and maximum 4 sessions or 2 years, this period for a PhD will be for at least 3 years and maximum 6 years. Candidates can avail an extension of four years and must complete course work within 10 years. Women and physically challenged researchers can avail another year’s extension for MPhil and two years for PhD.

Viva voce of candidates will be in the form of open defence of the thesis. Open defence session is a discussion with experts from outside the university who are permitted to question the researcher on the subject of his or her work.

University vice-chancellor Suhas Pednekar said that open defense, a UGC norm, was implemented by the university for the first time. “Though the period for completion of Ph D is decided to be 6 years, we’ll consider extending it to 10 on a case-to-case basis,” said Pednekar. He added that the validity of PET score will be for 3 years as of now, but the varsity may take a call on reducing it. “Non availability of guides in some subjects is a problem. So, we have to extend the validity to 3 years. In future, we may relook it,” he said.

Following successful completion of evaluation process, the university library will submit an electronic copy of the dissertation or thesis to Inflibnet, an inter-university network, to be made accessible to all institutions and colleges.

The varsity will now hold the PhD/MPhil entrance test (PET) online. Also, researchers have to submit progress reports of research work to a panel that will supervise each candidate. TNN

Published : 16 Jun 2018 12:13 IST
