‘Mittai’ and ‘Halwa’ add colour to last day of campaigning in Vellore

VELLORE: A bitter battle fought on the streets of Vellore Lok Sabha constituency has come to an end with the political parties winding up the election campaign, on Saturday. The electioneering saw political leaders, particularly Dravidian majors, firing from all cylinders to attack each other, and sometimes stooping to new low in political polemics. Two prominent figures —Chief Minister Edappadi K Palaniswami and DMK president MK Stalin — stole the show with their campaigns, darting arrows tinged with personal attack at times.

Palaniswami characterised the DMK’s historic win in April general elections as a victory by luring the innocent people with ‘mittai’ (sweet candy), inviting a sharp retort from Stalin who questioned whether the AIADMK won Theni seat by giving ‘halwa’.

Calling himself a farmer who rose to the throne step by step, the Chief Minister said Stalin could not bear him occupying the citadel of power because he was a farmer. Taking on him, the DMK leader said one could not become a farmer by merely uttering the word. He even went to the extent of reciting a few lines of a song from late leader MGR’s film ‘Vivasayi’.

The Opposition leader questioned the Chief Minister’s ‘keenness’ to implement Salem-Chennai eight-lane expressway that would deprive hundreds of farmers of their land despite claiming that he was a farmer. Stalin also said it was only for pecuniary benefits. This evoked a sharp reaction from the Chief Minister who said it was DMK that had mastered the art or corruption.

The electoral scene was dominated by local issues than national issues. The ruling party deliberately left out their ally BJP from the electoral scene in Vellore considering the minority vote bank. Top party leaders did not utter the term Modi unlike in the April polls. State BJP leaders avoided appearing on the stages in the constituency.

MUMBAI/THANE: Incessant rains lashed Mumbai and its surrounding areas on Saturday and the India Meteorological Department said more heavy rainfall is expected in the metropolis during the next 24 hours, prompting authorities to declare a holiday in schools and colleges.

The IMD cautioned people, saying heavy rainfall warning on a "very-high-tide day" (Saturday) is "not a good combination".

In neighbouring Thane and Palghar districts, heavy rains disrupted normal life.

One person was electrocuted in Thane city while another suffered serious injuries after the roof of a bakery collapsed in Mumbra in the district, officials said.

The unceasing downpour in Palghar district prompted authorities to declare a holiday for educational institutions on Saturday.

The Brihanmumbai Municipal Corporation issued an advisory asking Mumbai residents to not venture into the sea or in water-logged areas in view of the IMD warning.

"The IMD gave a warning of extremely heavy rainfall for the next 24 hours from 1 pm on August 3. Citizens should avoid venturing around sea also at water-logged areas," the civic body said in a statement.

BMC said in a tweet that a holiday has been declared for schools and colleges in the city.

Deputy Director-General of Meteorology (IMD Mumbai) KS Hosalikar tweeted intense rainfall is expected in Mumbai, Thane and Navy Mumbai in 24-36 hours.

"The highest high tide of the four monsoon months is also today of 4.90 metres at afternoon, exactly during the period when IMD has forecast intense rains for the city. Heavy rainfall warnings on very high tide day in Mumbai is not a good combination. Please avoid outing, beaches," he said in another tweet.

Overnight rains in Mumbai and its suburbs led to water-logging in several areas.

Water-logging on tracks disrupted the suburban train services, as locals of the Central and Harbour routes were running behind schedule by 15 minutes.

In the afternoon, the services between Kurla and Sion were suspended due to a rise in water level and high tide.

However, flight operations at the Mumbai airport were not impacted, an airport official said.

"Overnight heavy rains in Mumbai and its adjoining areas has led to water-logging at some paces, which has affected the flow of traffic, especially in parts of Malad, Andheri and Dahisar," a senior official of the BMC said.

Chief spokesperson of the Central Railway, Sunil Udasi, said suburban trains were running with "cautious speed".

"Due to high tide and water level increase, suburban services between Kurla-Sion and between Kurla-Chunabhatti on the Harbour line have been suspended," he said.

Mumbai police advised people to take precautions.

"As per the weather forecast, intense spells of rain likely to continue in the next 4 hrs and heavy to very heavy rainfall in the next 24 hrs. We request Mumbaikars to take adequate precautions & ensure safety. Dial 100 in case of any emergency. Take care Mumbai," it tweeted.

Due to overnight rainfall in Thane district, roads and nullahs in some area were flooded.

The rainwater entered a few housing societies and swept away vehicles, officials said.

Low-lying areas in Thane city were affected the most and parking areas were flooded.

Schools in Thane declared a holiday due to heavy rains.

Buses and autos were not plying due to flooding, the officials said.

In Palghar district, several villages were marooned as the roads connecting them were flooded.

A video showed some cattle getting swept away in the water.

Palghar District Collector Kailas Shinde said the weather department has forecast heavy rains on Saturday and Sunday.

He said a holiday was declared for all the educational institutions in the district.

Heavy rainfall has caused water logging in several areas of Mumbai, including Sion, Nagpada, Nala Sopara, Santa Cruz, Andheri, and Chembur.Read more
Railways approves officials’ request to fly for trips
‘Airfares are cheaper than AC-1, AC-2 train fares’

05/08/2019, PRESS TRUST OF INDIA,NEW DELHI

Contending that airfares to Delhi, Mumbai and Kolkata from their centres are “cheaper” than AC-1 and AC-2 train fares, the Hubballi -headquartered South Western Railway (SWR) has approved its officials’ request to fly to these destinations instead.

The General Manager, South Western Railway, has approved the proposal, which states that it would “increase productivity” as the travel time between any location in the railway zone to these tier 1 cities is “more than 12 hours”.

“It can be seen that flight fares of private airlines on mostly travelled routes are cheaper than that of 1AC/2AC train fares,” the Deputy General Manager of the zone proposed in a letter to the General Manager, seeking his approval for air-travel for senior officials on July 31.

It also said that meetings at the Railway Board are arranged at short notice and permitting air travel will enable officers for “quick movement” from headquarters or division to Delhi. The General Manager approved the same on August 1.
HC clears U.S. citizen’s admission to medical college
She will have to obtain Indian citizenship in 12 weeks

05/08/2019, LEGAL CORRESPONDENT,CHENNAI

The Madras High Court on Friday permitted an 18-year-old U.S. citizen (by birth) to be admitted for the MBBS course in the Employees State Insurance Corporation (ESIC) Medical College in Chennai on the condition that she obtain an Indian citizenship within 12 weeks or end up discontinuing the course after compensating the monetary loss of ₹10 lakh to the State government.

Justice G. Jayachandran passed the order on a writ petition filed by the student after her counsel P.V.S. Giridhar claimed that it would be impossible for the petitioner, who had been allotted a seat in ESIC college on Wednesday, to produce Indian citizenship certificate before August 8 as directed by the selection committee in the Directorate of Medical Education (DME).

According to the petitioner, she had become a U.S. citizen by birth, though her parents were Indian citizens.

After her birth, the family moved to India and she pursued her entire school education over here.

Pending request

Her request for Indian citizenship is pending at the Union Ministry of Home Affairs. In the meantime, she obtained an allotment in the counselling held on Wednesday.

However, the insistence of the DME to produce the citizenship certificate before the next round of counselling on August 8 forced her to file the present writ petition.

When the case was listed for hearing, the standing counsel for Tamil Nadu Dr. MGR Medical University Abdul Saleem informed the court that the petitioner could not be granted longer time since admissions to medical courses should be completed before September 30, as per a Supreme Court directive, and that seats unfilled before that date would go waste.

However, the judge went through the prospectus issued for admissions and found that students who discontinue studies after being allotted a seat in a government college should pay ₹10 lakh towards discontinuation fees.

The judge ordered that the petitioner be admitted in accordance with the clause.
