In TN, 612 staying more than yr at mental health institutes
State Has 3rd Highest Long Stay People

More than 600 people have been living for more than a year in mental health institutions in Tamil Nadu, according to a study by The Hans Foundation. Only Maharashtra (1,358) and West Bengal (971) had more long stay people than Tamil Nadu (612).

Lt Gen S M Mehta, (retd), chief executive officer of The Hans Foundation, said that the aim of the report was to enable exit pathways and reintegrate such people into community living options. “These people do not deserve to be where they are.”

The study, conducted by a taskforce comprising members from the ministry of health and family welfare, ministry of social justice and empowerment, NIMHANS, Tata Institute of Social Sciences (TISS) and other civil society organisations, found nearly 5,000 people, more than half of them women, living in 43 mental health institutions for over a year. “Majority only had mild to moderate disability,” said professor Parasuraman, former director, TISS and chairman of the task force.

“They can all be discharged immediately, but where will they go? Nobody wants them,” said Dr B N Gangadhar, director of the National Institute of Mental Health & Neuro Sciences (NIMHANS). He said institutions kept them on humanitarian grounds to prevent them from becoming homeless. “To change this, we will have to first make the society more benevolent,” he said.

Dr Nimesh Desai, director of the Institute of Human Behaviour and Allied Sciences (IHBAS), Delhi, said institutions should not admit patient unless it was absolutely necessary. He said reintegration with family has higher success and those who don’t have any can be placed in longstay or halfway homes. “Nobody should be hospitalised.”

“In most cases, delay in treatment makes people’s illness severe, they require high support and end up staying for longer durations. We need more awareness,” said Dr. P. Poorna Chandrika , director, Institute of Mental Health.

The study found that 33.1% long stay users were brought by families and 55.4% were referred by the police or magistrates, indicating homelessness. It was also found that 77.1% of these people lived in closed wards and 1% in solitary confinement. A young woman in her late 20s was found to be living in solitary confinement for seven years, to stop her from consuming wastewater from an adjoining pathway. 

Radhakrishnan is revenue admn commissioner

In a minor bureaucratic reshuffle, the state government on Wednesday posted senior bureaucrat J Radhakrishnan as commissioner of revenue administration, disaster management and mitigation. Senior bureaucrat Ashok Dongre, has been posted as secretary for tourism, culture and religious endowments, replacing Apurva Varma.

Less than a fortnight after being made energy secretary, B Chandra Mohan has been transferred and posted as transport secretary vice Radhakrishnan. Apurva Varma has been posted as chairman and managing director of Tamil Nadu Urban Finance and Infrastructure Development Corporation Limited.

Former Doordarshan director general Supriya Sahu on return from Central deputation has been posted as manag-ing director of TN Small Tea Grower’s Industrial Cooperative Tea Factories Federation, Coonoor. IT secretary Santhosh Babu will hold full additional charge of chairman and managing direc-tor of TN Handicrafts Development Corporation. Similarly, Youth Welfare and Sports Development secretary Dheeraj Kumar will hold full additional charge of energy department. TNN

40 flights could face minor delays during 2-hr window

Air travellers heading to the airport may have to start earlier than usual to avoid missing their flights on Friday as the road to the airport will be closed because of the movement of Chinese President Xi Jinping.

The President’s motorcade will leave the airport around 2.45pm to ITC Grand Chola in Guindy where he will be staying.

Meanwhile, around 40 flights, including arrivals and departures, are likely to face minor delays between 12.30pm and 2.30pm as flight movement will be held up for at least 15 minutes when Prime Minister Narendra Modi will land in his official aircraft at 12.30pm and switch to an Indian Air Force helicopter to fly to Thiruvidanthai helipad on East Coast Road and a Chinese plane will land with the delegates at 1.30pm followed by Xi Jinping’s official aircraft at 2.30pm.

Airports Authority of India (AAI) has issued a cautionary notam (notice to airmen) to airlines to expect delays during the movement of the VIP flights. A senior AAI official said, “Arrangements have been made to ensure that there are no delays or hold up because of the VIP aircraft movement. But, we will follow a standard operating procedure, meant to be followed during VIP movement, under which there will be no flight movement till the Prime Minister’s plane and the Chinese President’s plane touch down and move to the apron or parking bay.”

The airport sees around 20 departures and 20 arrivals during non-peak hours in the afternoon. “Passenger flights are not likely to be affected because the planes can reach the apron area in five to six minutes. But helicopter movement may take time. There may be some delays in cargo movement as the cargo flights have been asked to vacate the parking bays or park in a remote bay and remove cargo handling equipment from the area where the VIP planes will be handled or parked.”

An airlines official said, “Pilots are often told to carry 3tonnes to 3.5tonnes of additional fuel needed for diverting to Bengaluru or Kochi if the delay is more. Bengaluru is the alternative airport for Chennai but, under such circumstances because of dual VIP movement, pilots will carry enough fuel to go to Kochi or Thiruvananthapuram in case Bengaluru suffers congestion.”

The AAI official said the schedule has been arranged in such a way that there will no need for rescheduling though airlines have been asked to alert passengers.

Techies to mostly work from home

Companies housed in the city’s IT corridor are facing a dilemma as they consider various options to make it easy for employees to get to work on Friday, when the Chinese president Xi Jinping’s convoy takes the road to reach Mamallapuram for an informal summit with PM Narendra Modi.

While most companies are asking its employees to work from home or avoid coming to offices on OMR, those where it is a must – like areas of disaster recovery related work, companies are asking its employees to avoid those timings when VIP movement is high.

Police officials are visiting tech campuses and have asked companies to furnish details of foreign employees. “They told us that there will be restrictions on movement for a couple of hours during the day and evening. While there is no advisory issued, police officers have told us to declare a day off, if we can,” a facilities manager of a tech company told TOI.

Most companies seem to be waiting for a general advisory from city authorities and industry body Nasscom on this matter, and said they will take a decision on Thursday.

Spokespersons of large IT employers including Cognizant and Freshworks said it will be business as usual for them as restrictions on movements are expected to placed only for a few hours.

Engineering colleges on OMR declare holiday on Friday

Engineering colleges along the Old Mamallapuram Road (Rajiv Gandhi Salai) have informed their students that there will be no classes on Friday during the visit of Chinese President Xi Jinping. However, there is no official word from the state government on declaring holiday for schools and colleges yet.

The Chinese President’s motorcade will pass through Madhya Kailash-Sholinganallur stretch of OMR on its way to Mamallapuram but the movement during evening and night is expected to cause traffic pile-up during evening peak hours.

“Though the movement of vehicles may not get affected in the morning, the same would likely get disrupted in the evening due to traffic restrictions. We have informed students orally about closing the institution on Friday,” a professor said.

Many institutions are also planning to announce holiday on Saturday as well.

Deemed universities which have a significant north Indian students have already declared Pooja holidays till October 13, as per their usual practice.

However, school education department has not issued any direction on giving holidays so far. This has created considerable confusion and concern among schools and parents.

Sources in the school education department said there will be no holidays for schools on Friday. “The schools will be over before the arrival of the Chinese President. However, a final call on this matter will be taken by respective district collectors,” a source added.

Some schools on the East Coast Road and Adyar have announced that they will function as usual on Friday.

Wife refuses divorce for 22 yrs, SC ends wedlock

Though ‘irretrievable breakdown of marriage’ is not a ground for divorce under the Hindu Marriage Act and Special Marriages Act, the Supreme Court has, in a significant ruling, said divorce can be granted if a marriage is totally unworkable, emotionally dead and beyond salvage.

Coming to the rescue of a man fighting for divorce for the last two decades as his plea was rejected by a lower court and Andhra Pradesh high court after his wife refused consent for separation, a bench of Justices S K Kaul and M R Shah invoked the SC’s inherent powers under Article 142 to do “complete justice” and allowed the petition saying the marriage had broken irretrievably. The couple had been living separately for 22 years after their relationship ran into rough weather just a few years aftermarriage in1993.

SC invoked Art 142 from time to time as Centre failed to amend laws

The apex court in a series of verdicts has asked the Centre to amend the law to introduce irretrievable breakdown as a ground of divorce but the law remains unamended and divorce is denied even if a couple are not living together for years and their relationship bruised beyond repair.

This effectively denies them an opportunity to explore life afresh as their marriage survives in law even if not in substance.

Even the Law Commission in its reports in 1978 and 2009 recommended the Centre to take “immediate action” to amend the laws with regard to “irretrievable breakdown” where a “wedlock became a deadlock”.

As the Centre failed to act on the suggestions, the apex court has from time to time invoked Article 142 to grant divorce even though existing laws do not recognise the ground for divorce.

“This court, in a series of judgments, has exercised its inherent powers under Article 142 of the Constitution for dissolution of a marriage where the court finds that the marriage is totally unworkable, emotionally dead, beyond salvage and has broken down irretrievably, even if the facts of the case do not provide a ground in law on which the divorce could be granted,” the court said.

The bench rejected the wife’s plea that the marriage cannot be dissolved without her consent and granted relief to husband after noting that all efforts to continue the marriage had failed and there was no possibility of a reunion because of the strained relations between the parties.
