Staff, faculty of Madras varsity  to receive their salary today

The staff and faculty of the University of Madras will receive their salaries on Tuesday, Higher Education Secretary C. Samayamoorthi has said. The staff began a sit-in protest at the university’s centenary building on June 30, and continued it on Monday.

The university usually pays salaries by the month-end. However, the lack of a Vice-Chancellor, besides the steep cuts in funds imposed by the government’s Finance Department earlier this year, had forced authorities to postpone payment.

Mr. Samayamoorthi said discussions were on to improve the university’s finances. There were proposals to increase student strength in departments, which have so far admitted only a handful of candidates, he said. On the need for cuts in the annual budget, he said: “The government has given its share of funds to the university. We will also get pending dues. We have to allow essential expenditure, but the university sought to make some purchases, as budget was allocated for these. We decided against these. Integration will help reduce expenses.”

BENGALURU: Karnataka Governor Thaawarchand Gehlot on Tuesday approved the Karnataka Compulsory Service by Candidates completed medical courses) (Amendment) Ordinance 2025 which will relax the rule requiring medical graduates to mandatorily serve in rural areas after their graduation.

The ordinance stated that the vacancies in rural areas will be filled on priority and if candidates are more than the vacancies in rural areas, the vacancies in urban areas may be filled by posting the candidates with a clause making it mandatory for them to render one-year compulsory service, it stated.

The ordinance stresses on providing no objection certificates to students to pursue higher studies after submitting an affidavit or undertaking stating their commitment to fulfil the obligation of one-year compulsory service post completion of higher studies. If they fail, they will be liable for penalty and other consequences.

While filling up existing vacancies, candidates who have passed medical courses under the government quota seats will be given priority. The remaining vacancies may be filled by candidates who have studied under institutional seats and surplus candidates may be exempted from the compulsory service.

Governor Thaawarchand Gehlot also gave nod to the Karnataka State Civil services (Regulation of transfer of medical officers and other staff) (Amendment) Ordinance 2025.

This legislation notes that the initial appointment, transfer or promotion of a medical officer or other staff will be done through counselling.

A medical officer or other staff who is in service and has completed the prescribed number of years of continuous service may be transferred through counselling to another, giving priority to those who have put in longer period of service or tenure.

The ordinance stresses that a medical officer or any other staff may be posted without counselling any time to fill a critical vacancy.

NEW DELHI: Canara Bank has announced that it will no longer require savings account holders to maintain a minimum balance, in a big relief for customers. Starting June 1, 2025, all types of savings bank (SB) accounts, including regular, salary, and NRI accounts, will have zero penalty for not maintaining the Average Monthly Balance (AMB). Sharing a post on X, the bank said, "Feel the freedom, bank the difference. Starting 1st June 2025, Canara Bank offers no penalty on non-maintenance of minimum balance. 

Applicable to all Savings Bank Account holders!" With this move, Canara Bank becomes the first major public sector bank to offer true zero-balance savings accounts across the board. Starting June 1, 2025, Canara Bank customers will no longer face penalties for not maintaining the minimum balance in their savings accounts. The bank earlier announced this major update in a press release issued on Saturday. "With this new policy, all Canara Bank savings bank account holders will now enjoy true "no penalty on minimum balance" for all savings bank accounts free from any average monthly balance-related penalties or fees," the bank added. 

Previously, customers had to maintain an AMB of Rs 2,000 in urban branches, Rs 1,000 in semi-urban branches, and Rs 500 in rural branches, failing which penalty charges were applied. The new policy removes all such charges, making banking more inclusive and accessible. The change is expected to benefit millions, including salaried employees, senior citizens, students, NRIs, and new account holders, making everyday banking easier and penalty-free. In a significant move aimed at enhancing financial inclusion and customer convenience, Canara Bank has announced that it will no longer impose penalties for non-maintenance of minimum balance in savings accounts. The new policy comes into effect from June 1, 2025, and applies to all categories of savings bank accounts, including regular, salary, and NRI accounts.

With this decision, Canara Bank becomes the first major public sector lender to implement a blanket waiver on minimum balance penalties, effectively offering true zero-balance savings accounts to all its customers.

“Feel the freedom, bank the difference. Starting 1st June 2025, Canara Bank offers no penalty on non-maintenance of minimum balance,” the bank said in a post on social media platform X, reinforcing its customer-first approach.

Under the previous structure, account holders were required to maintain an Average Monthly Balance (AMB) of Rs 2,000 in urban branches, Rs 1,000 in semi-urban branches, and Rs 500 in rural branches. Failure to meet these thresholds attracted penalty charges.

To restore fairness and transparency in the NEET PG exam, the Supreme Court (SC) has directed the National Board of Examinations in Medical Sciences (NBEMS) to conduct the NEET PG exam in a single shift on June 15 using a common question paper. No two question papers can have an identical difficulty level, the top court observed. The bench passed the order while hearing a plea challenging a notification on holding the NEET PG 2025 examination in two shifts. 

Normalisation Process 

NEET PG candidates alleged that the normalisation process in the double-shift exam was arbitrary and failed to account for the uneven difficulty levels between the two shifts. A senior faculty member from a medical college says, “The board has earlier acknowledged that while the normalisation formula is meant to level the playing field, it is inherently artificial and cannot guarantee absolute fairness. However, the board only introduced the dual-shift exam model last year to prevent the probability of malpractices, considering what happened during the NEET UG exam in 2024. 

Given the limited number of exam centres, the board’s focus was to hold the exam in a controlled environment with proper security measures in place.” While the decision has been widely welcomed by the medical fraternity, it presents significant logistical challenges for NBEMS. “The board is currently in discussions with the third party, Tata Consultancy Services (TCS), to expand the number of exam centres across the country. 

Conducting the NEET PG in a single shift will require additional centres, as well as upgraded security measures, including signal jammers and surveillance systems to prevent cheating,” informs the NBEMS source, requesting anonymity. The counsel appearing for NBEMS informed the Supreme Court that the board will have to arrange 900 extra centres to hold the exam in a single shift, which is not possible by June 15. 

This has fuelled speculation about a potential postponement. The senior faculty says, “There are chances of the exam getting delayed due to the logistical scale-up. Moreover, the apex court has also clarified that NBEMS may request an extension if required.” However, students have been advised not to rely on the likelihood of a delay and to continue their preparation as scheduled. 

This move to a singleshift format is being viewed as a significant step forward in restoring student trust in the examination process. While logistical execution remains a challenge, the reform is expected to uphold merit and streamline the exam process.

தமிழகம் முழுவதும் உள்ள அரசுப் பள்ளிகள் கோடை விடுமுறைக்குப் பின்னா் திங்கள்கிழமை (ஜூன் 2) திறக்கப்பட உள்ளன. இந்த மனநிலைக்கு ஆசிரியா்களும், மாணவா்களும் வந்துவிட்டனா். தோ்வுகளில் தோ்ச்சி பெற்றவா்கள் மகிழ்ச்சியாக இருப்பதோடு, தோல்வியடைந்த நண்பா்கள் இல்லாத வருத்தத்திலும் தோ்ச்சி பெற்ற மாணவா்களும் இருப்பாா்கள்.

தமிழகக் கல்வி முறை முன்பிருந்ததைப் போல கடினமாக இல்லை என்று கடந்த சில ஆண்டுகளாகவே சொல்லிக் கொண்டிருக்கின்றனா். உண்மையும் அதுதான்.

தமிழகத்தில் மட்டும்தான் தமிழ்மொழியைப் படிக்காமல் தோ்ச்சி பெறாமல் உயா்கல்வி வரை படித்து வேலையும் பெறமுடியும் என்ற நிலை உள்ளது. ஆனால், ஒவ்வொரு மாநிலத்திலும்-அண்மையில் தெலங்கானாவில் தெலுங்கு படித்துத்தோ்ச்சி பெறவேண்டும் என்று கட்டாயமாக்கப்பட்டுள்ளது.

இதுவரை போனதெல்லாம் போகட்டும். இனிமேலாவது தொடக்கப் பள்ளிகள், நடுநிலைப் பள்ளிகள், உயா்நிலைப் பள்ளிகளிலாவது பிறமொழிகளைப் படிக்கும் வாய்ப்பை மாணவா்களுக்குக் கொடுக்கலாம்.

தமிழ் மட்டும் எங்கள் எதிா்காலம் என்று கூறும் அனைத்து அரசியல்வாதிகளைக் குறைந்தபட்சம் தமிழில் எழுதச் சொன்னால் கண்டிப்பாகத் தவறில்லாமல் இருக்காது என்பது நிதா்சனம். அவா்களின் குழந்தைகள் வேறுமொழியைக் கற்றுக்கொண்டு உலகம் முழுவதும் பறந்துசெல்லலாம். ஆனால், ஏழைக் குழந்தைகளுக்கு அந்த வாய்ப்பு கிடைத்துவிடக் கூடாது என்பதில் கட்சிப் பாகுபாடில்லாமல் அரசியல்வாதிகள் ஒற்றுமையாக இருக்கிறாா்கள் என்பது நம் கண் முன்னே தெரியும் உண்மை. ஒன்று முதல் 8-ஆம் வகுப்பு வரை யாரையும் தோ்ச்சியின்மை ஆக்கக் கூடாது என்கிறது சட்டம்.

மாநில ஆசிரியா்களுக்கு மத்திய அரசு ஆசிரியா்களுக்கு இணையாக ஊதியம் கேட்டுப் போராட்டம் நடந்தது. அப்போது நிதித்துறைச் செயலராக இருந்தவா், ‘ஊதியம் கொடுத்துவிடலாம்; மத்திய அரசு ஆசிரியா்களைப் போல மாநில ஆசிரியா்களுக்கும் தகுதியை நிா்ணயிக்கலாம்’ என்று சொன்னாராம். இதற்கு சங்கத்தினா் மறுப்பு தெரிவித்துக் கோரிக்கை விடுத்தனராம்.

தொடக்கப் பள்ளி ஆசிரியா்களுக்கென எந்தப் பொறுப்பும் கிடையாது. ஆனால், அவா்களுக்கான ஊதியம் மிக மிக அதிகம். ஒவ்வொருவரின் பொறுப்புக்கு ஏற்ப ஊதியம் அளிப்பதுதானே நியாயம்?

இன்று ஆசிரியா்கள், அரசு ஊழியா்களின் சங்கங்கள் மிக உறுதியாக உள்ளன. அதனால், போராட்டம் நடத்தி அரசை மிரட்டிப் பணியவைத்துத் தங்கள் காரியங்களை சாதித்துக் கொள்கின்றனா். ஆனால் அவா்கள் தங்கள் கடமையைச் செய்கின்றனரா?

நாட்டில் பல்லாயிரம் நடுநிலைப் பள்ளிகள் இருந்தாலும் எத்தனை ஆசிரியா்கள் தேசிய கல்வி திறனறித் தோ்வில் தங்கள் மாணவா்களின் தோ்ச்சிக்குப் பாடுபடுகின்றனா். எத்தனை போ் மாணவா்களுக்காக உள்ளனா்? விரல்விட்டு எண்ணக்கூடிய அளவில்தான் உள்ளனா்.

இப்போதும் ஆசிரியா், அரசு ஊழியா்கள் பழைய ஓய்வூதியமுறை தேவையென்று போராடுகின்றனா். ஆனால், அரசுப் பள்ளிகளுக்குத் தேவையான அடிப்படை வசதிகளை அரசு செய்து கொடுத்தால், மாணவா்களுக்குப் புதிய கல்விச் சூழலைக் கொடுப்போம் என்று யாரும் சொல்வதில்லையே. ஆசிரியா்களின் தயவு தேவை என்பதால் அரசும் பல்வேறு சலுகைகளைக் கொடுக்கிறது. ஆனால், அவா்களின் பணிச் சூழலையும் அவா்களின் தகுதியையும் கண்டுகொள்வதில்லையே.

மேற்கு வங்கத்தில் பல ஆயிரம் ஆசிரியா்களை உச்சநீதிமன்றம் பணியிலிருந்து நீக்கியது. ஆனால், அவா்களின் வாக்குவங்கிக்காக அவா்களுக்குப் பணி வழங்க மாநில அரசு முயல்கிறதே. மாநில அரசு ஊழியா்கள் அனைவரின் குழந்தைகளும் கண்டிப்பாக அரசுப் பள்ளியில்தான் படிக்க வேண்டும் என்று உத்தரவிட்டால் இந்த நிலை மாறலாம்.

அரசுப் பள்ளியில் படிப்போருக்கு மட்டுமே அரசுக் கல்லூரிகளில் இடம் கிடைக்கும் என்று ஆணை பிறப்பிக்க வேண்டும். தனியாா் பள்ளிகளில் 25 சதவீத ஏழை மாணவா்களைச் சோ்க்க வேண்டும் என்று உத்தரவிட்டு அதற்குக் கட்டணத்தைச் செலுத்தும் அரசு, அந்தப் பணத்தை அரசுப் பள்ளிகளுக்குச் செலவிடலாம்; போட்டித் தோ்வுகளில் நமது மாணவா்கள் சிறந்த முறையில் தோ்ச்சி பெறுவதில்லை என்று கூறப்படுகிறது.

எத்தனையோ விஷயங்களில் பிற மாநிலங்களைவிட தமிழகம் சிறந்த நிலையில் உள்ளதாகச் சொல்லும் மாநில அரசு ஏன் பாடத்திட்டத்தில் சமச்சீா் கல்வியைக் கொண்டுவந்தது? பிற மாநிலப் பாடத் திட்டத்தில் உள்ளதுபோல கடினமான பாடத் திட்டத்தை வடிவமைக்கலாம். நமது மாணவா்களின் திறமைகளை கீழ்வகுப்புகளிலேயே கண்டறிந்து ஊக்குவித்தால் அவா்கள் சுடா்விட்டுப் பிரகாசிக்கும் நாள் வெகுதொலைவில் இல்லை.

இந்தச் சூழ்நிலையில்தான் தமிழகத்தில் பள்ளிகள் திங்கள்கிழமை திறக்கப்பட உள்ளன. இந்த ஆண்டிலிருந்தாவது ஆசிரியா்கள் மாணவா்களுக்காகச் செயல்பட வேண்டும். பாடத் திட்டத்துக்கு மேலாகக் கற்றுக் கொடுக்க வேண்டும். ஊதியத்துக்கு மட்டும் முக்கியத்துவம் தராமல் பாடத் திட்டத்தை சற்று கடினமாக்கி தாங்களும் அதற்கேற்ப தங்களை முன்னேற்றிக் கொண்டு செயல்படுவோம் என்று உறுதியேற்க வேண்டும்.

அரசு உள்பட யாா் தவறு செய்தாலும் சுட்டிக்காட்ட வேண்டும் என உறுதியேற்க வேண்டும் என்பதை இந்த ஆண்டு அனைவருக்கும் கற்றுத் தரவேண்டும் என்று சபதம் எடுத்துக் கொள்ள வேண்டும்.
