‘Hundreds of students affected because of Adi Dravida department’s lethargy’

For the third time in two years, Adi Dravida Welfare Department in Tamil Nadu has given the National Commission for Scheduled Castes a stock reply that the ‘government was yet to make a decision’ on the issue of Post Matric Scholarship for Scheduled Caste students pursuing higher studies through distance education.

The reply was sent in response to the third petition sent by B. Pandiaraja, a Madurai-based activist to the Commission in July, which the commission subsequently forwarded to the Director of ADW department seeking action. Alleging that the reply indicated an indifferent attitude of the department, he pointed out that it even got the addressee wrong in its latest reply.

“NCSC’s ‘Director’ for Tamil Nadu and Puducherry had sent the letter to the ADW department. However, the reply was addressed to its ‘Assistant Director,’ who had earlier sent a letter to the department regarding the issue. It is possible that the department just took the addressee from its previous reply,” Mr. Pandiaraja said.

He said that he filed the first petition on the issue in September 2015 when he and about 200 students were denied scholarship by Tamil University in Thanjavur, which said they had not received any communication on sanction of funds from ADW department despite multiple follow-ups.

“For my first petition, the ADW department bothered to respond to NCSC only after a reminder. In its reply, it said that it had requested the government to take a decision on the matter,” he said.

Since there was no further response for nearly an year, he wrote another letter to NCSC in August 2016, which the commission promptly forwarded again to the ADW department seeking reply. “This time I attached the Central government guidelines, which clearly said that scholarships should be provided to distance education students as well,” he said.

“By attaching it, I argued that there was no need for government to take any fresh decision since the guidelines were already clear,” he added.

However, the ADW department responded with the same reply that the government was yet to decide on the matter, he said.

“Now, after another year, they still say the decision is pending. Hundreds of students from universities across Tamil Nadu are being denied benefits because of the department’s lethargy,” he alleged.

Acknowledging the inordinate delay shown by ADW department, a senior official from NCSC said the commission would soon decide whether to summon the Director of the department to push for immediate action.

Academicians say it will be a violation of UGC norms

The decision of Madurai Kamaraj University to allow qualified faculty members from self-financing colleges to guide M. Phil and Ph.D scholars and subsequently permit the colleges to set up research centres has caused apprehension among a section of academicians, who allege it will be a violation of University Grants Commission’s norms and bring down quality of research.

The decision was announced recently by Vice-Chancellor P.P. Chellathurai, who said the move was to offset reduced research opportunities for students following implementation of UGC (Minimum Standards and Procedure for Award of M.Phil. / Ph.D degrees) Regulations of 2016, which brought down the number of research scholars an Associate or Assistant Professor could guide at any given time.

However, academicians point out that the decision would be in violation of the same regulations. “According to Section 6.2 of these regulations, only “a full- time regular teacher” can act as a research supervisor (or guide). However, the concept of full-time regular teachers did not exist in self-financing colleges,” said a Principal of a government-aided college here.

A faculty member teaching postgraduate students said almost all staff members were engaged on a temporary basis for paltry salaries. “Instead of retaining staff for long and incrementing their salary every year, most of the colleges prefer that they leave in a few years,” he said.

Many faculty members did not even have the mandatory qualification-approval, which had to be obtained from the university soon after appointment. Granting recognition to these faculty members would bring down quality of research, he said and wondered how they could be entrusted to guide scholars for a few years when their continuation in the college itself was uncertain.

Welcoming the university move, the Principal of college in Virudhunagar district said the university could impose additional conditions. “For instance, it must be insisted that the teaching staff seeking recognition as a guide should be teaching postgraduate students for the past 10 years,” he said.

Acknowledging the problems, Mr. Chellathurai said that adequate conditions would be imposed to ensure quality.

“Apart from mandatory conditions as per UGC norms like possessing a Ph. D and publication of articles in refereed journals, we will also get undertakings from the colleges that those who are granted recognition as research supervisors would be on permanent employment roll. This will benefit them as well since their employment will be guaranteed,” he said.

Panel awards compensation to settle excess stamp fee that he was forced to pay

A senior citizen who was forced to pay an excess stamp duty at the time of registering a property was awarded compensation by the Tamil Nadu State Information Commission (TNSIC), even after the Registration Department maintained that there was no provision to refund the extra fee levied. The commission held that records of dispatch produced by the registering authority appeared suspicious, and upheld the contention of the petitioner that there was no reply to his petition seeking clarification under the Right to Information (RTI) Act.

The case arises out of an appeal made by A. Ranganathan of Kundrathur, stating that the Sub-Registrar’s office had levied excess stamp duty to the tune of Rs. 13,300 for a registration done in May 2015, and that there was no reply to his petitions seeking details of the same under the RTI Act. Since there was no response from the first appellate authority in the Registration Department, he moved the TNSIC.

During the inquiry, the Public Information Officer (PIO) claimed that a reply was sent within a month, but the petitioner denied having received any such communication. Although a copy of the dispatch register was produced in support of the claim that the reply was sent, the commission found that the entries appeared to be neither contemporaneous nor genuine.

On information that Mr. Ranganathan had moved the TNSIC, the authorities met him in-person and handed over a reply. After he refused to accept the reply, they sent a copy by registered post barely three days before the matter came up for inquiry.

‘No scope for refund’

It was seen from the records that the levy of stamp duty was excessive to the tune of Rs. 13,300, but the petitioner was informed that the amount could not be refunded since he had consented to making the payment under Section 41 of the Registration Act. The PIO reiterated during the inquiry that there was no provision to return the excess amount in these circumstances, and only departmental action could be taken against the official concerned.

Mr. Ranganathan represented that he was constrained to make the payment since he was told the document would not be registered otherwise. He further represented that he is 70 years old, illiterate and a heart patient, and the delay in getting the reply had caused him stress.

Taking these factors into account, and the fact that he attended the inquiry with the assistance of his son-in-law, State Chief Information Commissioner K. Ramanujam directed the authorities to pay compensation of Rs. 15,000 for the detriment caused to the septuagenarian by the delay in replying to his petition under the RTI Act. A decision on recovering the amount of compensation from the official responsible for dereliction of duty could be taken by the Inspector-General of Registrations.

Those with good score feel short-changed, others elated

Medical seat aspirants have mixed feelings about the announcement made by Union Minister of State for Commerce Nirmala Sitharaman that the State could be exempted from NEET.

Though the development has come as a surprise to students and parents, even those with good scores in Plus 2 are not confident that the announcement would mean that they would get admission in a medical college.

M. Senthilvel’s daughter Aarthy has a cut-off of 199.75 and was hoping to study medicine. She has been admitted to the Madras Veterinary College. But with a NEET score of 200, she stood little chance. “I am very happy,” she says of the announcement. With her Board marks, she would be admitted to the Madras Medical College.

She took ill after the board exams and could not attend the crash course at the school. “I lost marks in biology through negative marks. My school did not teach me how to approach NEET. Though the school offered coaching from August 2016, they suspended it and began focusing on board exams,” she says.

Her aunt, however, said, “We will wait till the ordinance is signed.”

S.D. Nandakumar is disappointed. His daughter has scored 1105 in Plus 2 and with a low cut-off is not expected to get into medicine. However, she had scored 382 marks in NEET. “She had invested time in NEET and only in the last 20 days she studied for board exams as the MCI norms stipulate that it is enough to score 70% marks. What will happen to the students who had believed in the system and took NEET,” he rues.

Another disappointed parent, whose son from the ICSE board had scored 477 marks in NEET, wanted to know if the Supreme Court would consider their appeal against the State’s ordinance.

P. Harini from Theni took a break to prepare for NEET. “Now, after the exams are done they are going for exemption,” says the aspirant, who got 1095 in Class 12. She scored 425 in NEET.

‘CDs won’t suffice’

Even as the government gears up for the change of plans, teachers in government schools say they are uncertain if they would be able to train students for NEET even next year.

A teacher from the central region said the School Education Department’s initiative of providing a CD with 50,000 questions would not be sufficient to prepare students for competitive exams.

“The syllabus must be changed if children were to attempt NEET. I work in a village but the students are interested in medicine. They can never compete if the syllabus is not changed,” she says.

31-year-old held for raping beautician

CHENNAI: Police on Saturday arrested a migrant worker in connection with the rape of a beautician at her residence in Adambakkam last Sunday. The accused, Mansoor Ali, 31, from Uttar Pradesh, was arrested near the Chennai Central Railway Station.

The woman has been living in the state for the past eleven years and was employed as a beautician at a parlour in Sankar Nagar, Pallavaram for the past 18 months, police said. On Sunday morning, around 3am, the man had knocked on the doors of the woman's house, approaching her in the pretext of availing her services for a wedding. "The woman didn't open the door and had questioned the man on the necessity to turn up so early through the window. He told her that the beautician booked for the function didn't turn up and he needed someone soon," a police officer said.

After the women let him in, he held her under knifepoint, gagged and raped her. Police who were investigating her acquaintances found that one of her former co-workers, Sameer, also from Uttar Pradesh used to visit her often. The accused, Sameer's friend, noticed the woman's address and raped her, police investigations revealed.

RTI portal: HC orders notice to TN govt

Chennai: Asserting the need for an online RTI portal for every state government, an MBBS student has approached the Madras high court seeking direction to the Tamil Nadu government to launch an online portal for online RTI queries.

"Creation of online RTI portal would develop transparency, would reduce the burden of public information officers, reduce paper work and save public money along with transit delay by applying and receiving information," said Mohamed Khader Meeran, who is pursuing MBBS at Mahatma Gandhi Institute of Medical Sciences, Maharashtra.

Admitting the PIL, a division bench of Justices M Sathyanarayanan and N Seshasayee ordered notice to the state government returnable by September 4.

According to the petitioner, though there is a provision for online portal under the Right to Information Act, all the states including Tamil Nadu have not developed such portals. The only exemption is Maharashtra, which has made their own RTI portal without any assistance from the central government. TNN

Second round of engineering counselling in Anna University from August 16

CHENNAI: After filling up only 49% of government quota engineering seats through TNEA (Tamil NaduEngineering Admission), Anna University will now have second round of counselling from August 16 to 18.

About 2,000 to 3,000 seats are expected to be filled through this second-round which will take in students for unfilled seats across general and vocational streams. But unlike registration for the general round which was done via web, the candidates will have to apply on August 16 at the Anna University campus for an on-the-spot registration.

For reserved category like the Adi-Dravidar students, counselling will be conducted on August 18, through the same on-the-spot registration process. "Based on ranking of the newly registered candidates, they will be allotted seats across the affiliated colleges," said Anna University registrar S Ganesan.

The counselling, he stated, will provide a window for the students who had for instance failed class 12 and had to give supplementary exams, or those who had not previously applied.

This year, a total of 1.75 lakh government quota seats were up for grabs, among the four constituent colleges of Anna University and its 500 odd affiliated colleges. But only about 49% have been filled, with only 86,355 of these seats have been allotted to candidates.

"Many colleges surrendered some extra seats to the general counselling pool as well, which explains why the vacancy left after counselling is high. With this round, we hope to add some extra seats for reserved category like Scheduled Cast," added Ganesan.

Quack held, huge quantity of banned drugs seized

Vellore: Health department officials on Saturday arrested a quack and seized a cache of drugs, including banned drugs, during surprise inspections in two places in the district on Saturday.

Joint director (JD) of medical and rural health services, Vellore, Dr A Shanti, along with drug inspector Deivanai and revenue department officials, conducted a raid at Sri Thiruamalai Blood Lab at Kurusilapet village.

"We conducted the raid at Kurusilapet following a direction from Collector (S A Raman) regarding a quack, Kannan. We caught him red-handed when he was treating a woman. We also found a young mother with her three month-old child waiting at the clinic," said the JD (in-charge) Shanthi. He, however, managed to escape from the officials. The police have registered a case in this regard and launched a search for him.

Kannan had been running the clinic-cum-lab in a rented portion that converted into three rooms.

The inquiry revealed that Kannan, a B A graduate, had been running the clinic in the name of Shri Thirumalai Blood for over four years in the village. The officials also found banned drugs such as Nimusulide, which is used as a pain killer and to reduce fever.

"Nimusulide tablets were banned three years ago, but Kannan had stocked a large number of these tablets," added the JD.

In the second raid conducted at Reddiyur, the team arrested Sankar who had been running a clinic in the village. He was arrested three months ago by the health department officials. However, he resumed his practice after getting out on bail.

"We found third generation drugs and antibiotics like amikacin in his clinic. He has been administering and prescribing such drugs to the villagers," she added. The officials were clueless that how the quacks managed to source the third generation drugs and banned drugs.

Sankar was arrested and handed over to the Jolarpet police along with the seized drugs.

The police have registered a case under the provision of the Tamil Nadu Private Clinic Establishment (regulation) Act 1997 and the Indian Medical Council Act 1996.

Man held for posting photographs of would-be bride

CHENNAI: Police on Sunday arrested a 32-year-old man for posting photographs of himself with his former girlfriend on social media to threaten the woman after her family called off their marriage.

Investigators said the 23-year-old woman's parents, residents of Valasaravakkam, refused to allow the marriage to go ahead after they discovered that Anthony Rajesh Kumar, who had come to the city from Tuticorin and was a salesman at a Mambalam textile showroom, already had a wife and child.

Their daughter worked in a shop next to the showroom where Kumar worked. They met and she agreed to marry him," a police officer said. "She informed her parents about him. When her parents told Kumar that they'd like to meet his family, he claimed to be an orphan."

They grew suspicious, made enquiries in Tuticorin and learned that he was married and had a child.

"The woman's parents called off the wedding and searched for another man for their daughter," the officer said. "Soon after they found a suitable groom, Kumar posted photographs he had taken with the woman on networking sites. The prospective groom saw the pictures and refused to marry the woman."

The woman's family asked Kumar to remove the pictures from the internet but he rebuffed them. The family lodged a complaint with the Valasaravakkam police, who arrested Kumar from Coimbatore, where he had found a new job.

Accident victim died due to delay in treatment in Ambur GH, inquiry ordered

VELLORE: A 65-year-old accident victim and a critically ill 13-year-old girl died at the government hospital in Ambur, allegedly due to delay in treatment on Sunday afternoon.

The two deaths, within a span of an hour, and in the absence of doctors at the GH, sparked a protest. Members of the Hindu Makkal Katchi locked the main gate of the hospital and laid siege to it for nearly 30 minutes, condemning "the lethargic attitude of the doctors and hospital management". The incident created some unrest in the area.

The victims have been identified as Rajkumar of Chennai and Vaishanavi of Rallakothur near Omarabad in Vellore district.

Collector S A Raman said he has directed Joint Director (in-charge) of medical and rural health services, Vellore Dr A Shanthi.to conduct a departmental probe into the incidents. "If the charges are proved, departmental action will be taken against the duty doctor," said the Collector.

Rajkumar and Shanthanam, 84, were travelling in a car towards Bengaluru from Chennai on Sunday when the accident occurred near Vadapudupet at 12.20pm. Rajkumar lost control of the vehicle and rammed into a truck in front of him. A 108 ambulance from Madhanur arrived at the spot and shifted Shanthanam to the Christian Medical College Hospital. The ambulance from Ambur shifted Rajkumar to Ambur GH.

"Rajkumar was admitted at the GH at about 12.40 pm. There were two staff nurses and no doctors at the hospital when Rajkumar was admitted," said a source and added that Rajkumar died due to injuries by the time the duty doctor returned to the hospital.

Sources in the health department said that Rajkumar died at about 3 pm and the duty doctor came to the hospital at about 3.30. Officials, however, said the doctor was at the hospital when the girl was brought to the hospital.

The girl has admitted in the GH 10 days ago and referred to a hospital in Bengaluru. But, the family did not take the child for surgery and brought her back to the GH by 4 pm. "The child was brought dead," said Dr Shanthi.

She added that the medical officer post would be handed over to Dr Kennedy. At present, the post is held by senior assistant surgeon Dr Sharmila. "We will depute two doctors from neighbouring hospitals to increase the present strength from four to six," she said.

TN students who are allotted seats in all India counselling can't take part in state counselling, DGHS says

CHENNAI: Students who have been allotted seats in round two of NEET-based counselling conducted by the Directorate General of Health Services, New Delhi, for MBBS and BDS admissions to all India quota seats in government colleges and deemed universities can't attend any other counselling including those organised by states, said director general of health services Jagdish Prasad here on Sunday.

The directorate had warned medical aspirants to make a "calculated decision" before locking their options or opting for the second round of counselling as the Supreme Court judgment in the Dar-ul-Islam case has said allotment will disentitle a candidate from other counselling processes.

"We have published names of students who have been allotted seats in the final round. Copies are available to all state governments. They will have to remove the names of these students from the list of eligible candidates," he said.

Copies of the SC judgment has been uploaded on the DGHS website (http://www.mcc.nic.in/).

Most parents complained that students in Tamil Nadu were in no position to take any calculated decisions as the state government is yet to release the rank list.

Officials in the state selection committee, which is in-charge of medical admissions in the state, said the rule can't be implemented.

Director of medical education Dr A Edwin Joe said, "We have not published any such thing as eligibility in our prospectus. Also, we have not received any intimation from DGHS."

The selection committee has prepared two rank lists - one based on NEET and other based on Class XII marks. Names of more than 500 students from other states figure in NEET-based rank list.

"We haven't removed any of their names yet," he said.

Senior health officials also argued that if the state gets itself one year exemption from NEET, then the SC order will not be applicable for the state counselling, which will be based on Class 12 marks.

Retired doctor robbed at knifepoint of gold, cash

CHENNAI: Two unidentified men robbed a 77-year-old retired doctor at knifepointon Sunday, and took from her a gold chain weighing 11 sovereigns (88g) and Rs 10,000 in cash.

Police said Dr Sujatha was a spinster staying alone in an individual house at Nerkundram. She was a former senior civil surgeon at Government Kilpauk Medical College and Hospital.

Around 3pm, two unidentified men approached her asking for water when she was alone at home. Before opening the door, she inquired about them, and they told her they were labourers from the adjacent building. She left the door open and inside to fetch water, when the duo entered followed her to the kitchen. While one held her at knifepoint, the other asked her to remove the gold chain. They then took her to the almirah and asked her to open it and took Rs 10,000. They threatened to kill her if she raised an alarm.

The duo had covered their faces with handkerchiefs to hide their identity. When the robbers escaped, the woman alerted a few of her neighbours who called the police control room.

The Koyambedu police have registered a case and are investigating. Police sources said the miscreants also wore gloves to avoid leaving behind fingerprints.

"We may have a breakthrough with security camera images from three points," said a senior police officer. "It appears to be the handiwork of professional offenders who target women who are home alone, " he said.

14 medical colleges showed ghost faculty, got hit

As many as 14 medical colleges have been debarred from admitting students into their MBBS courses in the last two years, after they were found to have presented “ghost” faculty for the inspection of Medical Council of India (MCI), in order to get recognition. These colleges showed the MCI as their teachers those who were not part of their faculty. Over two years, the MCI recommended to the Ministry of Health that these colleges should be debarred from taking students for the academic years of 2015-16 and 2016-17.

As per the rules, the Medical Council of India (MCI) gives permission to start a new medical college or renew the yearly permission or recognition of degrees on the basis of certain required standards. These include the number of faculty members in a medical college. This is supposed to be done on the basis of verification of the colleges through surprise inspections by the MCI.

If the Council finds any fake faculty during the verification of the declaration forms of all medical colleges for every academic year, the concerned college is barred for two years from admitting students into the MBBS course as per Clause 8(3)(1)(d) of the Establishment of Medical College Regulations, 1999. The Council also refers the matter to its Ethics Committee to investigate the fake faculty. Accordingly action is taken against the college.

The MCI, which is under attack from all corners for corruption, has amended its rules to check the menace of ghost faculty. It has decided to order the installation of biometric fingerprints in all medical colleges for registering the attendance of the faculty members, using online faculty attendance monitoring systems. The central application will also have the connectivity with an Aadhar platform for verification.

As per the amended rules, the MCI will also have CCTV cameras to provide live streaming of both classroom teaching and patient care in the hospital. The authorities feel that this will enable the MCI to keep a constant vigil on the standard of medical education in a particular college.

A Parliamentary Standing Committee report last year had pointed out the menace by saying “private medical colleges arrange ghost faculty and patients during inspections by MCI and no action is taken for the irregularity”. The report said that in contrast, action is taken against government medical colleges even on flimsy grounds, even though these colleges are “better performers” than the private colleges.

As per a Delhi High Court order, all assessment of medical colleges should be conducted as “surprise inspections”. However, the Committee report said: “It is in the Committee’s knowledge that some medical colleges have prior information of inspection dates and are, thus, able to keep ready the required number of ghost faculty and fake patients.”

Gorakhpur hospital had been warned about shortage of oxygen

Pradeernment's claim that lack of oxygen was not behind the death of 30 children at BRD Medical College in Gorakhpur, it has been revealed that the hospital administration had been warned in advance about the impending shortage of the life saving gas.

According to the sources in the BRD medical college, the central oxygen pipeline operators had written a letter to the head of the pediatrics department informing him that liquid oxygen supply was very low and asked him to make necessary arrangements. The copy of the letter was sent to the principal of the college also.

The letter also contained a warning that shortage of oxygen could put the lives of the children, who were on ventilators and in the neonatal unit in grave danger.

Sources said that there was no liquid oxygen at the hospital even on Saturday and cylinders were being used to provide oxygen to the patients.

Even the company, which supplied liquid oxygen to the hospital, had also shot off several letters to the principal, the Gorakhpur district magistrate and other senior government officials of the health department threatening to stop the supply if its bills were not paid.

''The ultimatum was given around 20 days back that supply of oxygen will be stopped unless the pending bills were cleared,'' said a medical college official in Gorakhpur on condition of anonymity.

Though the UP minister for health Siddharth Nath Singh claimed that a part payment was released on August five, the money had not reached the company even by Thursday.

The principal of the medical college Dr. Rajiv Mishra, who had been suspended, rejected the charges of laxity and said that the payment had been made to the company on Friday.

Mishra said that he had already resigned from his post taking moral responsibility for the deaths though he termed them ''natural''.

ஆம்பூர் அரசு மருத்துவமனையில் பரிதாபம் டாக்டர் இல்லாததால் சிறுமி, முதியவர் சாவு: சடலத்துக்கு சிகிச்சையளிப்பது போல் ஊழியர்கள் நடித்த கொடுமை

ஆம்பூர்: சென்னை வேங்கைவாசல் பகுதியை சேர்ந்தவர் தொழிலதிபர் ராஜ்குமார் (65). இவரது நண்பர் சென்னை தி.நகரை சேர்ந்த சந்தானம் (73) ஆகியோர் நேற்று சென்னையில் இருந்து பெங்களூருக்கு காரில் புறப்பட்டனர். காரை ராஜ்குமார் ஓட்டி வந்தார். வேலூர் மாவட்டம் ஆம்பூர் அடுத்த பச்சகுப்பம் அருகே பகல் 12.30 மணியளவில் தேசிய நெடுஞ்சாலையில் வந்தபோது முன்னால் சென்ற லாரி திடீரென திரும்பியதில் ராஜ்குமார் ஓட்டி வந்த கார் மீது மோதியது. இதில் காரில் வந்த இருவரும் படுகாயமடைந்தனர். உடனடியாக அவர்களை மீட்ட பொதுமக்கள், ஆம்பூர் அரசு மருத்துவமனைக்கு அனுப்பி வைத்தனர். மதியம் 1.10 மணிக்கு அரசு மருத்துவமனை அவசர சிகிச்சை பிரிவில் அனுமதிக்கப்பட்டனர். ஆனால், நீண்ட நேரமாகியும் டாக்டர் யாரும் சிகிச்சை அளிக்கவில்லை. விபத்து குறித்து ராஜ்குமார் உறவினர்களிடம் செல்போனில் தகவல் தெரிவித்தார். இதன்காரணமாக, சந்தானத்திற்கு தெரிந்த சிலர் வந்தனர்.

அப்போது, இருவருக்கும் டாக்டர் யாரும் வந்து சிகிச்சை அளிக்கவில்லை என்பதை அறிந்து அதிர்ச்சி அடைந்தனர். பணியில் இருந்தவர்களிடம் இதுபற்றி கேட்டனர். இரண்டரை மணி நேரமாக டாக்டர்கள் யாரும் வராததால் ராஜ்குமார் இறந்துவிட்டார். இதையறிந்த ஊழியர்கள், டாக்டர்களுக்கு ரகசியமாக போனில் தகவல் தெரிவித்தனர். போனில் டாக்டர் கொடுத்த தகவலின்படி, இறந்த ராஜ்குமாருக்கு இசிஜி கருவியை பொருத்தி இதய துடிப்பை பதிவு செய்வது போல் நடித்தனர். மேலும், இறந்தவரின் திறந்த கண்களை மூடி அவர் மயக்கத்தில் இருப்பதாக ஊழியர்கள் தெரிவித்தனர். இதனிடையே, சந்தானத்தை தனியார் ஆம்புலன்ஸ் மூலம் வேலூரில் உள்ள ஒரு தனியார் மருத்துவமனைக்கு அனுப்பிவைத்தனர். அதன்பின்னரே ராஜ்குமார் இறந்ததாக உறவினர்களிடம் ஊழியர்கள் தெரிவித்தனர்.

இது ஒருபுறம் இருக்க, ராலகொத்தூரை சேர்ந்த ராஜேஷின் மகள் வைஷ்ணவி(13) மூச்சு திணறல் காரணமாக அவசர சிகிச்சை பிரிவில் சேர்க்கப்பட்டார். ஆனால், டாக்டர்கள் இல்லாததால் சிறுமிக்கு உடனடியாக சிகிச்சை அளிக்க முடியாமல் நர்சுகள் திணறினர். சிகிச்சை கிடைக்காமல் சுமார் 2 மணி நேரமாக உயிருக்கு போராடிய அந்த சிறுமி பரிதாபமாக இறந்தார். தகவல் அறிந்து அங்கு வந்த இந்து மக்கள் கட்சியினர் முற்றுகையிட்டதோடு, மருத்துவமனை கேட்டை இழுத்து மூடி ஆர்ப்பாட்டத்தில் ஈடுபட்டனர். தகவல் அறிந்த மாவட்ட மருத்துவ பணிகள் இணை இயக்குனர் சாந்தி சம்பவ இடத்துக்கு வந்தார். அப்போது அவர், ‘ஆம்பூர் அரசு மருத்துவமனையில் டாக்டர்களுக்குள் பனிப்போர் நடந்து வருகிறது. ஒருவரை ஒருவர் குற்றம் சாட்டிவருவதால் உரிய நேரத்தில் அவர்கள் பணியில் இல்லாத நிலை ஏற்பட்டுள்ளது. இதுகுறித்து நடவடிக்கை எடுக்கப்படும்’ என்றார்.

அமரர் ஊர்தி இல்லாததால் பைக்கில் சென்ற சடலம் மேலும் சிறுமியின் சடலத்தை கொண்டு செல்ல அமரர் ஊர்தி இல்லாததால், சடலத்தை பைக்கில் வைத்து 8 கி.மீ.தூரம் உள்ள கிராமத்துக்கு கொண்டு சென்றனர். சிகிச்சை அளிக்க போதிய டாக்டர்கள் இல்லாமல் 2 பேர் இறந்தது அதிர்வலைகளை ஏற்படுத்தி உள்ளது.

பல்லாவரம்: இரண்டாவது திருமணம் கைக்கு எட்டாததால், இளம்பெண்ணுடன் எடுத்த போட்டோக்களை ஆபாசமாக சித்தரித்து, நண்பர்களுக்கு வாட்ஸ் அப்பில் அனுப்பிய வாலிபரை போலீசார் கைது செய்து சிறையில் அடைத்தனர். சென்னை வளசரவாக்கம் ராமாபுரம் பகுதியை சேர்ந்தவர் ராணி (21), (பெயர் மாற்றப்பட்டுள்ளது). இவர், தி.நகரில் ஒரு தனியார் கம்பெனியில் அக்கவுன்டன்ட்டாக வேலை செய்து வந்தார். அங்கு, சூபர்வைசராக வேலை செய்து வந்த தூத்துக்குடி மாவட்டம், உடன்குடி அருகேயுள்ள தட்டார்மடம் பகுதியை சேர்ந்த அந்தோணி ராஜேஷ்குமார் (32) என்பவருடன் ராணிக்கு பழக்கம் ஏற்பட்டது. இது, நாளடைவில் காதலாக மாறியது. இருவரும் சிறகடித்து பல இடங்களை சுற்றி வந்தனர்.

இதை மறைத்து, ராணியை காதலித்து அவரை இரண்டாவதாக திருமணம் செய்வதற்கு அந்தோணி முயற்சி செய்துள்ளார். எனவே, அதிர்ச்சி அடைந்த ராணி, தான் ஏமாற்றப்பட்டது குறித்து பெற்றோரிடம் கூறி கதறி அழுதார். பிறகு சுதாரித்துக்கொண்ட ராணியின் பெற்றோர், நல்லவேளை திருமணம் நடப்பதற்கு முன்னதாக அவனது சுயரூபம் தெரிய வந்ததே என நினைத்து ராணிக்கு அவசர அவசரமாக தனது உறவினர்களிலேயே ஒரு மாப்பிளை பார்த்து அடுத்த மாதம் திருமணத்திற்கு நாள் குறித்து அதற்கான ஏற்பாடுகளை செய்து வந்தனர். இந்த விஷயம் தெரிந்த அந்தோணி, ராணிக்கு போன் செய்து, ‘நீ என்னைத்தான் திருமணம் செய்யவேண்டும் அல்லது நீயும் நானும் சேர்ந்து நெருக்கமாக எடுத்துக் கொண்ட போட்டோக்கள் அனைத்தையும் நெட்டில் போட்டு உன் வாழ்க்கையையே நாசமாக்கி விடுவேன்’ என்று மிரட்டல் விடுத்துள்ளார். இருப்பினும் அவரது மிரட்டலுக்கு ராணி செவி சாய்க்கவில்லை.

இதன் காரணமாக, ஆத்திரம் அடைந்த அந்தோணி, காதலித்த போது இருவரும் சேர்ந்து எடுத்த போட்டோக்களை ஆபாசமாக சித்தரித்து வாட்ஸ்அப் மற்றும் பேஸ்புக்கில் பதிவிட்டுள்ளார். இந்த தகவல்களை நண்பர்கள் மூலம் தெரிந்து கொண்ட ராணி, தான் மோசம் போனது குறித்து ராயலா நகர் காவல் நிலையத்தில் புகார் கொடுத்தார். 

இதுபற்றி போலீசார் வழக்குப்பதிவு செய்து அந்தோணியை வலைவீசி தேடிவந்தனர். போலீசார் தன்னை தேடுவதை அறிந்த அந்தோணி தலைமறைவாகி விட்டார். இந்நிலையில் நேற்று முன்தினம் சொந்த ஊரான தட்டார்மடம் வீட்டில் பதுங்கி இருந்த அந்தோணியை கைது செய்து பூந்தமல்லி நீதிமன்றத்தில் ஆஜர்படுத்தி புழல் சிறையில் அடைத்தனர்.

மும்பை: வங்கிகளில் கடன் வாங்கி ஏமாற்றி வரும் பெரிய கம்பெனிகளின் பட்டியலை அகில இந்திய வங்கி ஊழியர்கள் சங்கம் கடந்த 2013ல் வெளியிட்டது. அதில், மோசடி செய்யும் உள்நோக்கத்தில் வங்கிகளில் திட்டமிட்டே கடன் வாங்கி மோசடி செய்த ‘டாப் -10’ கம்பெனிகளின் பட்டியலில் ‘வருண் இண்டஸ்டிரீஸ்’ இடம் பெற்றுள்ளது. இதன் உரிமையாளர் கைலாஷ் அகர்வாலும், அவருடைய வியாபார பங்குதாரர் கிரண் மேத்தாவும் இணைந்து, சென்னையில் உள்ள இந்தியன் வங்கிக் கிளையில் ரூ.330 கோடி கடனை கடந்த 2007ல் வாங்கினர்.

அதைத் தொடர்ந்து, இந்த வங்கியின் துணை வங்கிகள் மற்றும் இதர நிதி அமைப்புகளில் பங்குகளை அடமானம் வைத்து ரூ.1,593 கோடி கடன் பெற்றனர். 2007 முதல் 2012 வரையில் இந்த கடன்கள் பெறப்பட்டன. இது தவிர தனியார் நிதி நிறுவனங்களிலும் ரூ.500 கோடிக்கு மேல் கடன் பெற்றுள்ளனர். 2013க்குப் பிறகு இந்த கடன்களை திருப்பி செலுத்தாமல் இவர்கள் ஏமாற்ற தொடங்கினர். வங்கிகள் நெருக்கடி கொடுத்ததும், இருவரும் துபாய்க்கு தப்பியோடி விட்டனர். இந்தியன் வங்கி கொடுத்த புகாரின் பேரில் சிபிஐ வழக்குப்பதிவு செய்து, இவர்களை கைது செய்ய நடவடிக்கை எடுத்து வந்தது.

இந்நிலையில், கடந்த 5ம் தேதி துபாயில் இருந்து மும்பைக்கு விமானம் மூலம் வந்திறங்கிய கைலாஷ் அகர்வாலை சிபிஐ கைது செய்தது. நீதிமன்றத்தில் ஆஜர்படுத்தப்பட்டு சிறையில் அடைக்கப்பட்ட அவரை காவலில் எடுத்து விசாரிக்க அது நடவடிக்கை எடுத்துள்ளது.

சென்னை: சென்னை நெற்குன்றத்தில் ஓய்வுபெற்ற மருத்துவர் வீட்டில் 11 சவரன் நகை கொள்ளையடிக்கப்பட்டுள்ளது. முகமூடி அணிந்து வீட்டுக்குள் புகுந்த இரு கொள்ளையர்கள் மருத்துவர் கஜிதாவிடம் கத்தியைக்காட்டி மிரட்டி வீட்டில் இருந்த 11 சவரன் நகையும், ரூ.10,000 பணத்தையும் கொள்ளையடித்து சென்றுள்ளனர்.

சென்னை: வரும் 17ம் தேதி தாம்பரம்-திப்ருகர் இடையேயான வாராந்திர ரயில் சேவை ரத்து செய்யப்பட்டுள்ளதாக தெற்கு ரயில்வே அறிவித்துள்ளது. வடமாநிலத்தில் கனமழை காரணமாக திப்ருகர்-தாம்பரம் வாராந்திர ரயில் சேவை ரத்து ஏற்கனவே ரத்து செய்யப்பட்டிருந்தது. இணை ரயில் ரத்து செய்யப்பட்டுள்ளதால் வாராந்திர ரயில் சேவையும் ரத்து செய்துள்ளதாக தெற்கு ரயில்வே தகவல் தெரவித்துள்ளது.

உத்தர பிரதேச மாநிலம் கோரக்பூர் அரசு மருத்துவ கல்லூரி மருத்துவமனையில் ஆக்சிஜன் பற்றாக்குறையால் அடுத்தடுத்து 63 குழந்தைகள் மரணமடைந்தது பெரும் துயரம். அதுவும் மாநில முதல்வர் யோகி ஆதித்யநாத் அந்த மருத்துவமனையில் ஒரு நிகழ்ச்சியில் பங்கேற்று திரும்பிய 48 மணி ேநரத்திற்குள் 30 பேர் இறந்துள்ளனர். அரசியல் ரீதியாகவும் ஆதித்யநாத்துக்கு நெருக்கடி ஏற்படுத்தியுள்ள இந்த மரணம் குறித்து உயர்மட்ட விசாரணைக்கு உத்தரவிடப்பட்டுள்ளது. முதல் கட்டமாக மருத்துவமனையின் முதல்வர் ராஜிவ் மிஸ்ரா பணி நீக்கம் செய்யப்பட்டார் என்கிறது அரசு. ‘‘இந்த துயர சம்பவத்திற்கு தார்மீக பொறுப்பேற்று நான் அதற்கு முன்பே ராஜினாமா செய்து விட்டேன். இதில் நான் பலிகடாவாக்கப்பட்டுள்ளேன் என்பது அவரது வாதம். ஆனால், முதல்வர் ஆதித்யநாத்தும் தார்மீக பொறுப்பேற்று ராஜினாமா செய்யவேண்டும் என எதிர்க்கட்சிகள் போராட்டத்தில் குதித்துள்ளன. தொடர் மரணங்களுக்கு ஆக்சிஜன் சிலிண்டர் சப்ளை இல்லாதது மட்டுமல்ல, என்செப்லாட்டிஸ் எனப்படும் மூளை வீக்கம் உள்பட பல காரணங்களால்தான் மரணங்கள் நிகழ்ந்துள்ளன என அரசு தரப்பில் தற்போது சப்ைப கட்டு கட்டப்படுகிறது. எதுவாக இருந்தாலும் நியாயமான விசாரணை நடத்தி கண்டுபிடித்து தீர்வு காணவேண்டியது அரசின் கடமை.

பிஆர்டி மருத்துவமனை நிர்வாகத்தின் அலட்சிய போக்கு, மத்திய அரசின் தணிக்கை ஆய்விலும் கண்டறியப்பட்டு கடந்த ஜூன் மாதமே எச்சரிக்கப்பட்டுள்ளது. இந்த மருத்துவமனையில் 27.38 கோடி நிதி முறைகேடுகள் நடந்துள்ளன. அதோடு மெடிக்கல் கவுன்சில்(எம்சிஐ) வகுத்துள்ள விதிகள் அடிப்படையில்கூட போதிய உபகரணங்கள் இல்லை. குறிப்பாக மருத்துவ உபகரணங்கள்(கிளீனிக்கல் எக்யூப்மென்ட்ஸ்) 27.21 சதவீதமும், மருத்துவம் சாரா உபகரணங்கள் 56.33 சதவீதமும் பற்றாக்குறை இருப்பதாக தணிக்கை துறை ஆய்வு அம்பலப்படுத்தியுள்ளது.
உயிர் காக்கும் ஆக்சிஜன்வாயு சப்ளையும் மருத்துவம் சாரா உபகரண பட்டியலில் அடங்கியதுதான். தற்போது ஏற்பட்டுள்ள குழந்தைகள் மரணம் அதை மேலும் உறுதிப்படுத்தியுள்ளது. கோரக்பூர் மருத்துவமனையில் குழந்தைகள் மீது திணிக்கப்பட்ட மரணம் ஒரு படுகொலை என நோபல் பரிசு பெற்ற சத்தியார்த்தி தனது வேதனையை வெளிப்படுத்தியுள்ளார். அது உண்மையும் கூட.

நாட்டின் 71வது சுதந்திரத்தை கொண்டாடும் தருணத்தில் கோரக்பூர் மட்டுமல்ல, நாட்டின் பல பகுதிகளிலும் மருத்துவமனைகளில் இதுபோன்ற அலட்சியங்களால் உயிரிழப்புகள் தொடர்வது வேதனை. அதோடு, குழந்தைகள் நலனில் நாம் இன்னும் ஏறவேண்டிய படிகள் ஏராளம்.
5 வயதுக்குட்பட்ட குழந்தைகளில் 37 சதவீதத்தினர் வளர்ச்சி குறைபாடு உடையவர்கள். 24 சதவீத குழந்தைகள் தங்கள் வயதுக்கேற்ற எடை இல்லாதவர்கள். 22 சதவீதத்தினர் ஊட்டச்சத்து குறைபாடுகளால் பாதிக்கப்பட்டவர்கள் என மத்திய அரசின் சுகாதாரம் மற்றும் குடும்ப நலத்துறை அமைச்சகமே ஒப்புகொண்டுள்ளது. பிறக்கும் சிசுக்களில் ஆயிரத்துக்கு 40 பேர் மரணிக்கின்றனர். இதையெல்லாம் மேலும் குறைப்பதற்குரிய அடிகளை எடுத்து வைக்காமல் இந்தியா வல்லரசு என மார் தட்டுவதில் அர்த்தமில்லை.
