Chennai: The significance of Manapakkam Main Road, near Porur, is well-known to residents as it connects places like Kolapakkam, Gerugambakkam, Madanandapuram, Mugalivakkam and Pozhichalur with Manapakkam.

Recently, the Metrowater department laid new pipes on one side of the road and constructed SWDs on the other side. This led to the road being turned into a battered and unmotorable stretch. Although sources say that the CMWSSB had paid the required penalty to the Corporation, the stretch has not been laid yet.

Due to this, motorists and pedestrians had to deal with dust during the summer and slush at present after rain. Citing this condition, the transport department has stopped buses that ply through the road and has directed them to Mount Poonamallee High Road.

Buses from Parry’s, Thyagaraya Nagar run through Manapakkam and pass through places like Kundrathur and Iyyappanthangal. The stoppage had happened a week ago and residents of the area are most affected by this.

Kumaran, a resident, said,” ‘I depend on the buses to reach my work place. Now, I have to take a share auto and reach the Mount Poonamallee High Road to catch a bus. There are hundreds who are like me. If the Corporation had acted in time, this could have been avoided.’”

Many echoed his words and opined that authorities are hardly ‘concerned authorities’. ‘Protests might happen if the problem is not fixed soon,’ said the angry residents.

Thousands witness car procession at Vailankanni

Nagapattinam: A large number of devotees from various parts of the country thronged Vailankanni in this district to witness the grand car procession at the Shrine Basillca.

Prior to the car festival, a holy flag was hoisted in the afternoon. Bishop of Thanjavur Devdas Ambrose conducted special prayers on the theme “Mary – Refuge of Sinners”.

After the prayers, seven illuminated cars in various sizes were taken in procession. The first pilot car of the seven illuminated cars, had been reserved exclusively for the women devotees. Only women were allowed to carry the first car in procession and it was followed by the other cars.

The car festival marks the commencement of the birthday celebrations of the Lady of Good Health today. Nagapattinam district administration has made elaborate arrangements for the smooth conduct of the festival.

Gives an undertaking before High Court Bench

The Madurai Corporation on Friday gave an undertaking before the Madurai Bench of the Madras High Court that it would take steps to remove freebies stored in the operation theatre of the Urban Primary Health Centre in K. Pudur and ensure that the theatre started to function soon.

It said funds had been allocated to bring in the necessary equipment to remove the freebies and store them elsewhere. Disposing of a public interest litigation petition following the assurance, a division bench of Justices K. K. Sasidharan and G. R. Swaminathan observed that in future hospitals should not be converted into such warehouses.

The petition was filed on the basis of a report that freebies to be distributed under various government welfare schemes were stored in the operation theatre of the UPHC in K. Pudur. The freebies included mixies, fans and grinders.

The UPHC was built under the National Urban Health Mission to cater to needs of the public, particularly to the socially weaker sections. The main objective of the mission was to improve the health status of the urban population, the petition said.

The operation theatre in the UPHC has not been functioning for more than a year. The health centre also lacks in basic infrastructure, the petitioner claimed.

Students need not fear NEET if they are willing to put in such hard work, he added.

Mr. Vamanan said though there were some deficiencies in the NEET, it was necessary to ensure a uniform education throughout the country. Dispelling the common notion that pupils studying in the CBSE alone could clear NEET easily, he pointed out that two students from ISC stream from their educational institution had made it to medical college this year.

Another student, who passed out with high marks in the State Board examinations in 2016 joined medical education by clearing the NEET this year.

N.Murali, co-chairman, Kasturi and Sons Limited, who was the chief guest, said NEET had become an emotional and political issue owing to the failure on the part of the State government to get exemption for students. But he said there is no need to fear the test.

Heavy rain lashes Erode district

Heavy rain lashed many parts of the district on Friday morning. The downpour disrupted normal life in the hilly areas of the district.

Talavadi, Bargur and Sathyamangalam received over 50 mm rainfall resulting in flood water submerging low-level bridges at many places. Many check dams that had gone dry in the past eight months received flood water and a few check dams in Talavadi were overflowing.

In Talavadi, movement of people was disrupted due to the submerging of bridges. Water stagnation was reported in many agricultural lands in the hill areas and interior roads were also damaged. Officials said that the storage level in the water bodies had increased due to the rain.

The inflow at Bhavanisagar Dam was 3,656 cusecs while the outflow was 150 cusecs for drinking water. The storage was 9.107 tmc ft.

GOs on freedom fighters’ pension

In line with the announcement made by Chief Minister Edappadi K. Palaniswami during the Independence Day speech last month, the State government has issued GOs to increase pension for freedom fighters and descendants of eminent persons.

According to the GOs, the pension for freedom fighters and their descendants have been increased from Rs. 12,000 to Rs. 13,000 and Rs. 6,000 and Rs. 6,500. The increase would come into effect from August 15 this year, when the announcement was made by the Chief Minister.

As for the descendants of eminent persons such as Sivagangai Marudhu brothers, Veerapandia Kattabomman, Muthuramalinga Vijaya Raghunatha Sethupathy and V.O. Chidambaram, the pension has been increased from Rs. 6,000 to Rs. 6,500.

Retired transport staff dues to be paid in a month

Govt. also agrees to clear dues of over Rs. 17,000 crore

In a major relief to the retired employees of the ailing State transport undertakings, the government on Friday assured the Madras High Court that it shall settle Rs. 1,138.66 crore, due to them as on June 30, by October 7 and file a detailed compliance report in the court.

The government also assured the Division Bench of Justices S. Manikumar and M. Govindaraj that it would come up with a plan to settle Rs. 5,349.93 crore due to serving employees towards surrender of leave, deposit of Provident Fund, payments to be made for Contributory Pension Scheme and so on.

Advocate General Vijay Narayan gave the assurance after holding discussions with Chief Secretary Girija Vaidyanathan as well as Transport Secretary P.W.C. Davidar. He said that a detailed plan would be drawn by the State to settle total dues of Rs. 17,064.88 crore including the amounts to be paid to oil companies and toll booths.

When Mr. Justice Manikumar insisted that Rs. 292.91 crore due to motor accident victims, on the basis of orders passed by various lower courts in the State, should be paid at the earliest , the AG said that he would obtain instructions from the officials on that issue alone by September 21.

Loan disbursement

Mr. Narayan, however, agreed to instruct the government officials to allocate Rs. 16 crore for issuing loans for medical and educational purposes to serving employees following a submission made by advocate C.K. Chandrasekhar, representing a trade union, that the interests of serving employees should also be taken care of. The Advocate General came up with a concrete assurance to disburse Rs. 1,138.66 crore after the Division Bench expressed its anguish over “not even a single pie” having been paid despite a series of orders passed by it since June 9 and contemplated including the Finance Secretary as one of the respondents to the case.

Pointing out that the figure of Rs. 17,064.88 crore was due as on June 30, the Bench said: “Certainly as on today, it would have increased substantially.” Though the government initially sought time till December 30, the judges said that “neither the employees of the transport corporations nor the court can wait” till then.

The observations were made during the hearing of a public interest litigation petition taken up by the court suo motu following a post card sent by 82-year-old R. Mayandi Servai, a retired TNSTC employee.

The octogenarian had accused the two judges of having warned the employees, who were on strike, to work or end up facing action under the Essential Services Maintenance Act of 1968 without taking into consideration the hardships faced by them.

Dismisses petitions submitted against government decision

The Supreme Court on Friday rejected the writ petitions submitted by two MBBS aspirants against the conversion of NRI quota seats to general category seats during the spot allotment for MBBS courses held here the other day.

The plea was heard by a Bench headed by the Chief Justice of India Deepak Mishra.

Even though counsel for the students argued that the NRI quota seats could not be converted into merit seats, the Bench was not inclined to listen.

Mukul Rohatgi, appearing for the State government, argued that it was because the candidates did not have sufficient documents with them to prove that they were legitimate claimants to the NRI quota that the seats were later converted to general category seats.

Hearing postponed

In the meantime, the Supreme Court postponed to Monday the hearing on writ petitions filed by the managements of three self-financing colleges against the cancellation of admission to the MBBS seats in their institutions. Notices would be sent to the Medical Council of India and the Central government.

On the basis of an interim ruling of the Kerala High Court, 400 students were admitted to Al Azhar College, Thodupuzha, Mount Zion Medical College, Adoor, and DM Institute of Medical Sciences, Wayanad.

The apex court had the other day set aside these admissions.

The MCI’s case is that permission to admit students should not be given to colleges that do not have the necessary infrastructure.

The State government’s stand is that these 400 students were taken from the NEET list and so the admissions should be okayed.

Precedence

Counsel for the managements led Kapil Sibal argued that there were parallels in this case with that of the Appollo Institute of Medical Science, Hyderabad, and the medical college run by the Saraswathi Charitable Trust, Karnataka. These colleges were allowed admissions by the apex court. A similar approach may be adopted in this case too, they argued.

Pilot smokes in cockpit, suspended

NEW DELHI: The commander of an airline has been suspended for smoking in the cockpit while flying an aircraft, an action unprecedented in India. While rare, crew members are known to smoke in the cockpit.

The commander in question got punished as his co-pilot filed a complaint with the airline after landing. The episode occurred on an AirAsia India flight from Hyderabad to Delhi last Monday (August 28). "The commander was smoking in the cockpit of the Airbus A-320 en route.

The Directorate General of Civil Aviation (DGCA) came to know about this from the airline and are going to take strict action as smoking is banned inside aircraft. The action against this commander could include the suspension of his flying licence for some time, and asking the airline to get an FIRregistered against him," said a highly placed source.

"The DGCA rules and action on tipsy flying have had a sobering impact. It is time that smoking in cockpit gets the required deterrent," said a nonsmoker pilot. An AirAsia India spokesperson said the airline had "apprised the DGCA of the breach... immediately after the incident and the Captain has been suspended with immediate effect".

Higher education department to focus on countering ragging on social media

CHENNAI: The Tamil Nadu higher education departmentwill soon be working on ways to counter ragging faced by students via social media platforms. This was one of the key points discussed on Thursday during a meeting of the state-level monitoring cell to eradicate the menace of ragging in educational institutions.

The meeting held at Raj Bhavan was attended by TN governor Vidyasagar Rao, higher education minister K P Anbalagan, and higher education secretary Sunil Paliwal.

Paliwal said ragging was earlier usually associated with physical forms of harassment which is not the case anymore. "It is now more of online platforms and social media forums that have become channels of harassment. We want to come up with strategies so that students would know whom to approach and how to counter such kinds of ragging issues. We will discuss on how colleges can counter such non-conventional modes of ragging," he said, speaking to TOI.

It was also suggested that district-level meetings on ragging could be held during the month of July at the commencement of the academic year so as to review measures related to ragging.

Another point raised during the meeting was to help freshers as well as students across all years bond through extra-curricular activities on campuses. The department will be instructing colleges on encouraging extra-curricular activities as a mode of building bonds and familiarising new students as well.

The department has also prepared a documentary on anti-ragging that was entrusted to National Film Development Corporation of India (NFDC) which was approved by the governor on Thursday and will be screened at cinema halls and educational institutions.

Illegal telephone exchange case: CBI court to frame charges against Maran brothers on Oct 3

CHENNAI: Four years after the CBI registered an FIR against former Union minister Dayanidhi Maran and his elder brother Kalanidhi Maran for illegally setting up high-end telecommunication facilities in his residences here under service category of BSNL and thereby causing a financial loss to the exchequer, a special court for CBI cases in Chennai has said charges would be framed against the accused on October 3.

On Friday, when the case came up for hearing before the XIV additional judge for CBI cases Natarajan, four out of seven accused, including Dayanidhi Maran, appeared in the court.

Kalanidhi Maran and two others filed petitions under Section 317 of the CrPC to dispense with their appearance citing health reasons.

Allowing the petitions, the judge directed appearance of all the seven accused on October 3, to frame charges based on the chargesheet filed by the CBI.

According to the CBI, Dayanidhi Maran, during the check period of June 2004 to December 2006, when he was Union minister for communication and information technology, misused his office and installed a private telephone exchange at his residences in Chennai and utilised the facility for business transactions involving Sun Network.

It said he had caused a loss of Rs 1.78 crore to the exchequer. More than 700 telecom lines had been installed at their residences in Boat Club and Gopalapuram here, the agency charged.

Among the accused were former BSNL general manager K Brahmnathan, former deputy general manager M P Velusamy and Dayanidhi Maran's private secretary Gauthaman.

I-T unearths Rs 246 crore one-shot Tamil Nadu bank deposit

CHENNAI: Sleuths of the income tax department (Tamil Nadu and Puducherry region) have detected a bank deposit of Rs 246 crore, made in a single transaction, during the ongoing drive against black money in Tamil Nadu. Sources said the money, suspected to have belonged to a leading politician, was deposited during the demonetisation exercisecarried out between November 8 and December 30.

It has also come to light that 441 account-holders with cumulative bank deposits of Rs 240 crore were untraceable in the state, as banks do not have proper details of these customers. The department has also sent notices to 27,739 account-holders over suspicious high-value transactions."During our inquiry, it came to light that an individual deposited Rs 246 crore in a bank account well after banking hours. It is one of the highest deposits made during demonetisation," said an official.

"After we sent notice to him, he agreed to join the Pradhan Mantri Garib Kalyan Yojana and pay tax, fine and penalty," said the official.

This is the second round of scanning of bank accounts that the I-T department is carrying out after demonetisation was announced. "The current exercise is based on details provided by the RBI about suspicious deposits. We sent notices to 27,739 bank account holders through email and asked them to show source of money in their accounts. We received reply only from 18,220 account holders. Despite several reminders, others have not revealed source of money in their accounts," said the official.

"As a follow-up action, the I-T department carried out a survey of the accounts and found that details of 441 account holders were not available in the banks. The RBI has given clear-cut guidelines that all accounts should have 'know your customer' (KYC) details. But the bank officials did not bother to update such details. We have instructed many banks to initiate action against their officials who helped customers open benami accounts to convert black money into white," said the official.

In many cases, the replies provided by account holders were not satisfactory, he said. In all, Rs 3,600 crore of suspicious deposits have been detected, he said.

A sizeable section of people who deposited money during the demonetization window are businessmen. They had shown the deposited money as their income. Officials are also screening many realty transactions above Rs one crore that took place after demonetization was announced, he said.

8-floor building in Pallavaram sealed for violating norms

CHENNAI: The Chennai Metropolitan Development Authority (CMDA) sealed an eight-storey showroom under construction belonging to Chennai Silks in Pallavaram on Friday, barely 100 days after a fire gutted the T Nagar showroom of the retail chain, for carrying out construction without plan permission.

The building, to be leased to Chennai Silks after completion of construction, had come up in just one month without building approval, government sources said. "The land owner applied for planning permission for a multistorey building and the CMDA sought no-objection certificate (NOC) from three agencies, including the Airports Authority of India. But, construction started in the absence of a CMDA nod, making the structure illegal," an official said.

When contacted, Chennai Silks managing director Manickam directed an associate of the property owner and developer, J M Amanuallah, to issue a response. M Basheer, who identified himself as an associate of Amanuallah, said, "We have received a government order from the department of housing and urban development allowing construction. Besides we have paid the development charges of Rs 4.65 crore and submitted NOC from AAI." Planning permission was likely to be issued on Monday, he added. Basheer said they applied for planning permission five months ago after an application was rejected two years ago. However, it was not clear on what grounds the planning permission for the building was rejected two years ago.

உண்ணாவிரதத்துக்கு அனுமதி கிடைக்காததால்தான் அரசு வேலையை ராஜினாமா செய்தேன். அதனால் ஆத்ம திருப்திக்காக திண்டிவனத்தில் உள்ள எங்களின் வீட்டுக்கு வெளியே இன்று (வெள்ளிக்கிழமை) ஒருநாள் உண்ணாவிரதம் இருந்தேன்.

ஆனால் என்னுடைய உண்ணாவிரதத்தை காவல்துறையினர் அனுமதிக்கவில்லை. உங்களைப் பார்க்க யாராவது வந்தால், சட்டம் ஒழுங்கு பிரச்சினை ஏற்படும் என்று கூறி அனுமதியளிக்க மறுத்தனர். நான் அமைதியான முறையில்தான் போராட்டத்தில் ஈடுபடுவதாகக் கூறினேன். ஆனாலும் அனுமதி கிடைக்கவில்லை.

ராஜினாமாவுக்குப் பிறகு உங்கள் மகனைப் பள்ளிக்கு அனுப்பினீர்களா?

இல்லை. இன்று அவர் பள்ளிக்குச் செல்லவில்லை. நான் வேலை பார்த்த வைரபுரம் அரசுப் பள்ளியில்தான் அவர் படிக்கிறார். அங்கிருந்து டிசி வாங்கி, வீட்டுக்கு அருகேயுள்ள பள்ளியில் சேர்க்க எண்ணியுள்ளேன். அவரை மீண்டும் அரசுப் பள்ளியில்தான் சேர்ப்பேன்.

சமூக ஊடகங்களில் உங்களின் செயலுக்கான விமர்சனங்களைப் பார்த்தீர்களா?

பார்த்தேன். ஏராளமான இளைஞர்களும் வெளிநாடு வாழ் தமிழர்களும் ஆதரவுக் கரம் நீட்டி வருகின்றனர். அவர்களின் பதிவுகளைப் பார்க்கும்போது மிகுந்த நெகிழ்ச்சியாக இருக்கிறது. உங்களால் நம் தாய்நாட்டுக்கே பெருமை என்று மகிழ்ந்து பேசியவர்கள் ஏராளம்.

உங்களின் ராஜினாமா உணர்ச்சிவசப்பட்டு எடுத்த முடிவு என்று சொல்பவர்களுக்கு என்ன சொல்ல விரும்புகிறீர்கள்?

அப்படிச் சொல்பவர்களுக்கு நான் முதலில் சொல்ல நினைப்பது உங்கள் குழந்தைகளை அரசுப் பள்ளிகளில் சேருங்கள் என்பதைத்தான். ''அவர்களை எல்லாத் தரப்பு மக்களுடனும் பழகவிட்டு, சமூக நீதிக்கு வழி செய்யுங்கள். என்னை விமர்சிக்கும் முன்பு நாட்டுக்கு ஏதாவது செய்துவிட்டு வாருங்கள். அப்போது நிச்சயம் உங்களின் விமர்சனங்களை ஏற்றுக் கொள்கிறேன்'' என்று சொல்ல ஆசைப்படுகிறேன்.

ஆசிரியைக்கு இருக்கும் சுயமரியாதை கூட ஆட்சியாளர்களுக்கு இல்லை என்று ஸ்டாலின் கருத்து தெரிவித்திருக்கிறாரே?

ஆம், அதைப் பார்த்து மகிழ்ச்சி அடைந்தேன். நம் மாநிலத்தின் எதிர்க்கட்சித் தலைவர் எனது செயலை வரவேற்றதில் சந்தோஷம்.

திருமாவளவன், மார்சிஸ்ட் கம்யூனிஸ்ட் கட்சியினரும் எனது முடிவை வரவேற்றுள்ளனர். ஆனால் அதுமட்டும் போதாது. உரத்த குரலில் கல்விப் பிரச்சினைக்காக அனைவரும் தொடர்ந்து போராட வேண்டும். அரசியல் தலைவர்கள் எல்லோரும் நினைத்தால் முடியும். அதனால் கல்வியில் சம நீதி என்ற மாற்றம் நடக்கக் கூடும்.

ராஜினாமா செய்த பிறகு வந்த எதிர்வினைகளைக் குடும்பத்தினர் எப்படி எதிர்கொண்டனர்?

வேலையை விட்ட செய்தியைக் கேட்டு என் அம்மா நேற்று வீட்டில் இருந்து கோபித்துக் கொண்டு சென்றுவிட்டார். ஆனால் மக்கள் அளித்துவரும் வரவேற்பைப் பார்த்து இன்று மதியம் வீடு திரும்பிவிட்டார். செத்தால் கூட வீட்டுப் பக்கம் வரக்கூடாது என்று சொன்ன அப்பா இப்போது உலகமே அங்கீகாரம் அளித்தபிறகு, அம்மாவிடம் மகிழ்ச்சி தெரிவித்திருக்கிறார்.

எல்லோருமே அங்கீகாரத்துக்கு ஆசைப்படுபவர்கள்தான். இதற்கு தாயும் தந்தையும்கூட உட்பட்டு விட்டார்கள். ஆனால் நானும் என் கணவரும் மட்டுமே இவை எதையும் எதிர்பார்க்காமல் சுய மரியாதைக்காக மட்டுமே செயல்படுகிறோம். செயல்படுவோம்.

தாயிற் சிறந்த கோயில் இல்லை. மாதா, பிதா, குரு, தெய்வம் ஆகியோரில் முதலில் நிற்கிறாள் தாய். தன்னிகரற்ற தாய்ப் பாசம் மனிதனுக்கு மட்டுமின்றி மொத்த உயிரினங்களுக்கும் பொதுவானது. ஆனால், அத்தகைய தாயே தனது மொத்த குடும்பத்தையும் மதுபோதையில் சித்ரவதை செய்த மகனின் தலையில் கல்லைப் போட்டு கொடூரமாக சாகடித்திருக்கிறார்.

சென்னை திருவேற்காடு அன்பு நகரைச் சேர்ந்தவர் சரஸ்வதி. இவரது மகன் செந்தில், மருமகள் காமாட்சி. இந்த தம்பதிக்கு 3 மகன்கள். மூவரும் அருகே உள்ள கோலடி அரசுப் பள்ளியில் படிக்கின்றனர். மது போதைக்கு அடிமையான செந்தில் கடந்த 16 ஆண்டுகளாக மொத்தக் குடும்பத்தினரையும் சித்ரவதை செய்துவந்தார். மனைவிக்கு அரிவாள் வெட்டு, தாய்க்கு உருட்டுக் கட்டை தாக்குதல், குழந்தைகளைத் தூக்கிப் போட்டு பந்தாடுவது என தினம் தினம் செந்திலால் அந்தக் குடும்பம் பட்ட துன்பங்கள் கொஞ்சம் நஞ்சமல்ல.

ஆவேசமும்.. பாசமும்..

மகனால் தனது மருமகளும், குழந்தைகளும் படும் சித்ரவதைகளைச் சகிக்கமுடியாத சரஸ்வதி, 2 நாட்களுக்கு முன்பு, போதையில் தூங்கிக் கொண்டிருந்த தனது மகனின் தலையில் பாறாங்கல்லை தூக்கிப் போட்டு கொலை செய்தார். இறந்துபோன மகனைத் தூக்கி மடியில் வைத்துக்கொண்டு கதறி அழுதவர், பின்னர் திருவேற்காடு காவல் நிலையத்தில் சரணடைந்தார்.

போதையின் பிடியில் உயிர் ஊசலாடிக்கொண்டிருக்கும் தமிழகத்தின் மொத்த நிலையையும் தனது ஒற்றைச் செயலால் உணர வைத்திருக்கிறார் அந்தத் தாய். ‘மதுக்கடைகளை படிப்படியாகக் குறைப்போம்’ என்று சொல்லிக்கொண்டே, சில நாட்களுக்கு முன்பு சத்தமின்றி 1,000 மதுக்கடைகளைத் திறந்த தமிழக அரசு மீது மகனின் ரத்தக்கறையைப் பூசிவிட்டு சென்றிருக்கிறார் அந்தத் தாய். இப்போது அந்தக் குடும்பத்தின் எதிர்காலம் கேள்விக்குறியாகி யுள்ளது.

இங்கே குற்றவாளி யார்? கொலை செய்த தாயா? மதுபோதையில் குடும்பத்தையே சித்ரவதை செய்த மகனா? இல்லை, வீதிதோறும் மதுக்கடைகளை திறந்துவைத்திருக்கும் தமிழக அரசா?

பல ஆண்டுகளாக சித்ரவதை செய்த கணவர் கொலை செய்யப்பட்டுவிட்டார். குடும்பத்துக்கு ஆதரவாக இருந்த மாமியார் சிறைக்குச் சென்றுவிட்டார். குடும்பத்தின் எதிர்காலமே கேள்விக்குறியாகிவிட்ட நிலையில், செய்வதறியாது பரிதவிக்கும் காமாட்சியை ‘தி இந்து’வுக்காக சந்தித்தோம். கணவனை இழந்த அவர், தொடர்ந்து நடக்கவுள்ள சடங்குகளுக்காக கைநிறைய கண்ணாடி வளையல்களும், கண்களில் முட்டி நிற்கும் கண்ணீருமாக நின்றிருந்தார்.

16 ஆண்டுகளாக சித்ரவதை

“சொந்த ஊரு அனகாபுத்தூரு அண்ணே, நானும் செந்திலும் சின்ன வயசுலயே காதல் கல்யாணம் பண்ணிக்கிட்டோம். 16 வருஷமாச்சு. இத்தனை வருஷத்துல நானும், மாமியாரும், குழந்தைகளும் பட்ட சித்ரவதை கொஞ்ச நஞ்சமில்லை. கல்யாணமான புதுசுல ராத்திரி மட்டும் குடிச்சிட்டு இருந்தாரு. அப்புறம் பகல்லயும் குடிக்க ஆரம்பிச்சிடுச்சு.

நாலைஞ்சு வருஷமா அதுக்கு காலையில எழுந்திருச்ச உடனேயே ஆஃப் பாட்டில் பிராந்தி வேணும். நைட்டே குழந்தைங்க போயி வாங்கிட்டு வந்து வெச்சிடணும். இல்லைன்னா விடியற்காலை குழந்தைகளை அடி பின்னிடுவாரு. அப்புறம் நாள்பூரா அழிச்சாட்டியம்தான். பக்கத்துல செக்யூரிட்டி வேலை வாங்கிக் கொடுத்தேன். வேலைக்கு சரியா போறதில்ல.

நான் அண்ணா நகர்ல இருக்குற ஒரு ஹோட்டல்ல வேலை பாக்குறேன். பக்கத்துல இருக்கிற ஹோட்டல்ல மாமியார் பாத்திரம் கழுவுறாங்க. எங்க சொற்ப வருமானத்தை வெச்சுத்தான் மூணு குழந்தைகளையும் காப்பாத்துறேன். இதுல தினமும் புருஷனுக்கு குடிக்கவும் பணம் தரணும். சரி குடிச்சுத் தொலையட்டும், பிறகாவது அமைதியா இருக்கலாம்ல.. அதுவும் கிடையாது. கோவம் வந்திச்சின்னா, அரிவாளை எடுத்து என்னை வெட்டிடுவாரு. உடம்பெல்லாம் அரிவாள் வெட்டு. அவங்க அம்மாவை உருட்டுக் கட்டையால பலமுறை மண்டையை உடைச்சிருக்காரு. பசங்களை தெருவுல ஓட விட்டு அடிப்பாரு. போலீஸ் ஸ்டேஷன்ல பலமுறை புகார் கொடுத்தோம். மகளிர் போலீஸம்மா, ‘கண்ணு நீ ஸ்ட்ராங்கா ஒரு கேஸ் கொடு, பத்து வருஷம் உட்கார வெச்சிடுறேன்’னாங்க. மனசு கேட்கலை.

அடியாச்சும் வாங்கிக்கலாம். ஆனா, அது கேட்குற வார்த்தை ஒவ்வொண்ணும் செத்துடலாம்போல இருக்கும். தெனமும் வேலைக்குப் போயிட்டு நானும் அத்தையும் வருவோம். ரெண்டு பேரையும் வாய்கூசாம அசிங்க அசிங்கமா பேசுவாரு. மூணு நாளு முன்னாடி இவர் பண்ண அழிச்சாட்டியம் தாங்க முடியாம அம்மா வீட்டுக்குப் போயிட்டேன். திங்கள்கிழமை காலையில போன் வருது.. வந்து பார்த்தா, முகமெல்லாம் ரத்தக்கறையோட அத்தை உட்கார்ந்திருந்தாங்க.

“தங்கம், உனக்கு தாலி எடுத்துக் கொடுத்த கையாலேயே உன் தாலியைப் பறிச்சிட்டேன். என்னை மன்னிச்சிடும்மா. அவன் இருந்தா உங்களை உசுரோட விடமாட்டான்”னு என் காலில் விழுந்து கதறினாங்க. கையில் இருந்த ஏழாயிரம் ரூவாயையும், கம்மலையும் கழட்டிக் கொடுத்துட்டு, ‘எப்படியாச்சும் பொழைச்சுக்கோ’ன்னு சொல்லிட்டு, அழுதுகிட்டே போலீஸ்கூட போயிட்டாங்க. எனக்கு அம்மா இல்லை. விவரம் தெரியாத வயசுலேயே இறந்துட்டாங்க. அத்தைதான் அம்மாவா இருந்து பார்த்துக்கிட்டாங்க. அவங்களும் ஜெயிலுக்கு போயிட்டாங்க. இனி எனக்கு யாரு இருக்கா...?” கதறி அழுகிறார் காமாட்சி.

இதில் தவறு யார் மீது? மகனைக் கொன்ற தாய் மீதா? குடிநோயாளி மீதா? தெளியாத மதுக் கொள்கையுடன் செயல்படும் தமிழக அரசு மீதா?

நீட் தேர்வுக்கு எதிராக தமிழகத்தில் போராட்டங்கள் சுப்ரீம் கோர்ட் அதிரடி உத்தரவு: அமைதியான முறையில் எதிர்ப்பை தெரிவிக்கலாம்; சட்டம் ஒழுங்கை பாதித்தால் போலீஸ் நடவடிக்கை

புதுடெல்லி: தமிழகத்தில் நீட் தேர்வுக்கு எதிராக நடத்தப்படும் போராட்டங்களை எதிர்த்து தொடரப்பட்ட வழக்கில் உச்ச நீதிமன்றம் அதிரடி உத்தரவுகளை பிறப்பித்துள்ளது. அமைதியான முறையில் எதிர்ப்பை தெரிவிக்கவும், ஆர்ப்பாட்டங்கள் நடத்தவும் அனுமதி அளித்துள்ளது. அதே நேரம், சட்டம் ஒழுங்கு பாதிக்கப்பட்டால் போலீசார் நடவடிக்கை எடுக்க வேண்டும் என்றும் உத்தரவிட்டுள்ளது. தமிழகத்தில் நீட் தேர்வு அடிப்படையில் மருத்துவ மாணவர் சேர்க்கையை நடத்த உச்ச நீதிமன்றம் உத்தரவிட்டது. இதனால், மாநில பாடத்திட்டத்தில் படித்து 1176 மதிப்பெண்கள் பெற்றிருந்த போதிலும் அரியலூர் மாணவி அனிதாவுக்கு மருத்துவ சீட் கிடைக்காமல் போனது. இதனால் மனமுடைந்த அவர், தூக்கிட்டு தற்கொலை செய்து கொண்டார். இதையடுத்து, நீட் தேர்வுக்கு எதிராக மாநிலம் முழுவதும் பல்வேறு அரசியல் கட்சிகள், அமைப்புகள், கல்லூரி மாணவர்கள், பொதுமக்கள் ஆர்ப்பாட்டங்கள், சாலை மறியல் உள்ளிட்ட போராட்டங்களை நடத்தி வருகின்றனர். இதனால், தமிழகத்தில் அமைதி குலைந்துள்ளது.

இந்நிலையில், அனிதா தற்கொலைக்குப் பிறகு தமிழகத்தில் நடந்து வரும் போராட்டங்களுக்கு எதிராக தமிழகத்தை சேர்ந்த வழக்கறிஞர் மணி என்பவர் உச்ச நீதிமன்றத்தில் 3 தினங்களுக்கு முன் ரிட் மனு தாக்கல் செய்தார். அதில், ‘நீட் தேர்வு என்பது தமிழகத்துக்கு மட்டுமே நடத்தப்படும் தேர்வல்ல. நாடு முழுவதும் நடத்தப்படும் பொதுவான தேர்வு. அதனால், நீட் தேர்வுக்கு எதிராக தமிழகத்தில் நடந்து வரும் போராட்டங்களுக்கு தடை விதிக்க வேண்டும். இந்த போராட்டங்களால் தமிழகத்தில் சட்டம் ஒழுங்கு பாதிக்கப்படுகிறது. மாணவி அனிதாவின் தற்கொலை குறித்து நீதி விசாரணை நடத்த உத்தரவிட வேண்டும்’ என கோரியுள்ளார். உச்ச நீதிமன்ற தலைமை நீதிபதி தீபக் மிஸ்ரா, நீதிபதிகள் கன்வில்கர் மற்றும் சந்திராசூட் ஆகியோர் கொண்ட அமர்வில் நேற்று இந்த மனு விசாரணைக்கு வந்தது. அப்போது மனுதாரர் தரப்பில் செய்யப்பட்ட வாதத்தில், ‘‘போராட்டம் என்ற பெயரில் தமிழகத்தில் சட்டம் ஒழுங்கு முற்றிலும் பாதித்துள்ளது. மாணவியின் தற்கொலையை மூடி மறைக்க ஆளும் கட்சியினர் பள்ளிக் குழந்தைகள் உட்பட பலரை மறைமுகமாக போராட்டத்தில் ஈடுபட வைத்துள்ளனர். அதனால், நீட் தேர்வுக்கு எதிராக தமிழகத்தில் நடக்கும் போராட்டங்களுக்கு உடனடியாக தடை விதிக்க வேண்டும்’’ என வலியுறுத்தப்பட்டது.

இதையடுத்து, நீதிபதிகள் பிறப்பித்த உத்தரவில் கூறியதாவது: நீட் தேர்வு அடிப்படையில் மருத்துவ கலந்தாய்வை நடத்த உச்ச நீதிமன்றம்தான் உத்தரவிட்டது. அதனால், நீதிமன்ற உத்தரவுக்கு எதிராக பொது அமைதிக்கும், சட்டம் ஒழுங்குக்கும் பாதிப்பு ஏற்படுத்தும் வகையில் போராட்டங்கள் நடத்துவது சட்ட விரோதமாகும். அதனால், அரசியல் கட்சிகள், தனி நபர்கள் மற்றும் மாணவர்கள் யாராக இருந்தாலும் நீட் தொடர்பாக சட்டம் ஒழுங்கை பாதிக்கும் வகையிலான எந்த போராட்டத்திலும் ஈடுபடக்கூடாது. இந்த விவகாரத்தில் எந்த வடிவிலான போராட்டங்களாக இருந்தாலும் அதற்கு தடை விதிக்கப்படுகிறது. நீட் தேர்வு காரணமாக தமிழகத்தில் சட்டம் ஒழங்கு பாதிக்கப்படுவதை தலைமை செயலாளரும், உள்துறை செயலாளரும் தடுக்க வேண்டும். மாநிலம் முழுவதும் சட்டம் ஓழுங்கு நிலைநாட்டப்படுவதை உறுதி செய்ய வேண்டும். மக்களின் இயல்பு வாழ்க்கை அல்லது சட்டம் ஒழுங்கை பாதிக்கும் வகையில் பந்த் அல்லது இதர நடவடிக்கைகளில் யாராவது ஈடுபட்டால் அவர்கள் மீது உரிய சட்டங்களின் கீழ் வழக்கு பதிவு செய்து நடவடிக்கை எடுக்கவேண்டும்.

காலையில் தடை: மாலையில் மாற்றம்

நீட் தேர்வுக்கு எதிரான எல்லா போராட்டங்களுக்கும் தடை விதிக்கப்படுவதாக நேற்று காலை விசாரணையின்போது நீதிபதிகள் முதலில் தெரிவித்தனர். பின்னர் வெளியிட்ட இறுதி உத்தரவில் அதற்கான விளக்கம் அளிக்கப்பட்டு இருந்தது. அதில், ‘நீட் தேர்வுக்கு எதிராக ஒட்டு மொத்தமாக போராட்டம் நடத்த தடை விதிக்கவில்லை. சட்டம் ஒழுங்கை பாதிக்கும் வகையிலான போராட்டங்களுக்கு மட்டுமே தடை விதிக்கப்பட்டுள்ளது. அமைதியான முறையில் போராட்டங்கள் நடத்துவது அடிப்படை உரிமை’ என்று நீதிபதிகள் விளக்கம் அளித்துள்ளனர்.

மண்ணில் ஊன்றிய விதை முளைத்து மரமாகிக் குடை விரிக்க வெளி வேண்டும். வெட்டவெளி என்பது ஆகாயம். உண்மையில் சூரியன் உட்பட அனைத்து கிரகங்களையும், கிரகச் சுழற்சிகளுக்கும் இடம் தரும் வெளிக்கும் எல்லையில்லாத வானத்திற்கும் நிறம் இல்லை. நீல நிறம் என்பதுகூட மாயத்தோற்றமே. 
அடுத்த கிரகம் பற்றி அறிவதைவிட இந்த பூமியையும் கடலையும் முழுமையாகத் தெரிந்து கொண்டோமா? படிப்படியான பரிணாம வளர்ச்சி மூலம் மனிதன் தோன்றிய கதையை டார்வின் விளக்கினார். விதை வளர்ந்து மரமான கதை என்ன?
கண்ணுக்குத் தெரியாத நுண்ணுயிரிகளிலிருந்து உருவத்தில் பெரிதாயுள்ள யானை வரை வாழக்கூடிய இயற்கை அற்புதங்கள் பல, நம் அறிவுக்கு எட்டாமலேயே உள்ளன. எட்டியமட்டில், இந்த உலகம் எவ்வளவு தூரம் இயங்கும்? அழியும் காலம் நெருங்கிவிட்டதா? அணுகுண்டு போட்டு அழியப் போகிறதா? இயல்பு மீறிய வகையில் இயற்கைக்கு சேதம் விளைவித்து அழியப் போகிறதா? 'கடல் உள்ள வரை உலகு இயங்கும்' என்று எண்ணத் தோன்றுகிறது. 
ஏனெனில் எது இல்லாவிட்டாலும் 'ஆக்சிஜன்' உள்ளவரை உயிரியக்கம் இருக்கும். ஆக்சிஜன் தொழிற்சாலைகளையுள்ள கடலும், மரங்களும் எப்படி உலகை இயக்குகின்றன? ஆக்சிஜன் எப்படி உருவாகிறது? தூணிலும் இருப்பார் துரும்பிலும் இருப்பார் என்பதுபோல் ஆக்சிஜ பகவானாயிருப்பவர் மகாவிஷ்ணுவே. 
ஆக்சிஜ பகவானின் அற்புதச் செயலை அறிவியலில் விளக்க முடியாமல், திருப்பாற்கடல் கடைந்தெடுக்கப்பட்டு கற்பக விருட்சமும், காமதேனுவும் வெளிப்பட்டதைப் புராணமாகக் கற்பித்தனரோ! திருப்பாற் கடலில் ஆதிசேஷன் என்ற பாம்புப் படுக்கையில் மகாவிஷ்ணு அனந்தசயனனாகப் பள்ளிகொண்டுள்ளார். ஏன் பள்ளி கொண்டீர் ஐயா? என்று கேட்டால், 'இந்த உலகத்தைக் காப்பாற்றவே' என்று பதில் வரும். இது விஞ்ஞான உண்மை. 
நாமெல்லாம் பூமிக்கு வேண்டிய ஆக்சிஜனை மரங்கள் தருவதாக நினைக்கிறோம். மரங்கள் 30 சதவீதம் மட்டுமே தருகிறது. காடுகள் அழிக்கப்பட்டதால் 20 சதவீதம். மீதி நச்சுக்காற்றே. ஆனால், கடல் வழங்குவது 70 சதவீத உயிர்க்காற்று.
உலகில் நமது உயிர் இயக்கமே உயிர்க்காற்று சூழற்சியினால்தான். உலகில் உள்ள அனைத்து ஜீவராசிகளுக்கும் தேவையான உயிர்க்காற்றை உள்ளே வழங்கி வெளிவந்த கார்பன் காற்று மீண்டும் மரங்களால் சுத்தமாகிய உயிர்க்காற்று மனிதர்களாலும், விலங்குகளாலும் மாசாகிக் கடலுக்குள் வாழும் ஜீவராசிகளுக்கு உயிர்தந்து, கடல் நீர் உதவியால் உயிர்க்காற்றாகிக் கடலையும் பூமியையும் காப்பாற்றுகிறது. 
கடலில் எப்படி உயிர்க்காற்று உருவாகிறது? கடலில் உள்ள தாவரங்களுக்கும் மீன்களுக்கும் உணவாயுள்ள பாசிகளில் கண்ணுக்குப் புலப்படாத பிளாங்க்டன் (PLA NKTON) கார்பனை உட்கொண்டு உயிர்க்காற்றை உற்பத்தி செய்கிறது. 
பிளாங்க்டன் கண்ணுக்குப் புலப்படாத நுண்ணுயிர்க் கூட்டம். கடல் பாசிகளிலும், வேறு பல்லாயிரக்கணக்கான கடல்தாவரங்களிலும் பின்னிப் படர்ந்துள்ள இந்த நுண்ணுயிரிக் கூட்டம் கடல் தாவரங்களுக்கு வேண்டிய உயிர்க்காற்றை நீரிலிருந்து பிரித்து வழங்குகிறது. 
நாம் மண்ணைப் படித்திருக்கிறோம், மரங்களைப் படித்திருக்கிறோம், பயிர்களைப் படித்திருக்கிறோம், ஆனால் கடலைப் படிக்கவில்லை! பூவுலகில் இருப்பதுபோல் பாதாள உலகிலும் பல அற்புதங்கள் உள்ளன. பூமியின் கீழ்மட்டம் ஆழி. ஆகவே, 'ஆழி சூழ் உலகு' என்று கூறுகிறோம். மழை பெய்கிறது. வெள்ளம் ஏற்படுகிறது. கரை புரண்டோடும் வெள்ளம் கடலில் சேர்கிறது. 
அவ்வாறே புவிமீது வளர்ந்த மரங்கள், மண்ணுக்கு அடியில் உள்ள உலோகங்களிலிருந்து சத்தைப் பெற்று விண்ணில் உயர்ந்து பச்சைக்குடைகளை விரித்தவண்ணம் உள்ளன. இந்தப் பச்சை நிறம் எப்படி வந்தது? இதைத்தான் ஒளிச்சேர்க்கை என்கிறார்கள். 
ஆங்கிலத்தில் Photo Synthesis  என்ற சொல்லுக்கு ஏற்ப இணையான தமிழ்ச்சொல் இல்லை. ஒளிச்சேர்க்கையில் என்ன சேர்கிறது? மரம் தனக்குத் தேவையான உணவைத் தயார் செய்துகொள்ள உயிரிகளும் ரசாயனங்களும் சேர்கின்றன. மண்ணிலிருந்து மரங்களின் வேர் வழியே செல்லும் கார்பன், ஒளியின் உதவியால் மரம் உணவைப் பெற்றுக்கொண்டு மூன்று பங்கு உயிர்க்காற்றை வெளியேற்றுகிறது. 
அதாவது தண்ணீர் எச்2ஓ உடன் உட்கொள்ளப்பட்ட கார்பன் சிஓ2-வும் சேர்ந்து ஓ3. அதாவது ஒளிச்சேர்க்கை மூலம் (ஓ2-வில் உள்ள 2 பங்கு ஆக்சிஜனும், எச்2ஓ-வில் உள்ள ஒரு பங்கு ஆக்சிஜனும் வெளியேறுவதால் நம்மால் உயிர்வாழ முடிகிறது! 
இதே நிகழ்ச்சி கடலிலும் நிகழ்கிறது. மரங்கள் வழங்கும் உயிர்க்காற்றைவிட கடல் வழங்கும் உயிர்க்காற்று இரண்டு மடங்கு அதிகம்.
மண்ணில் நாம் காணும் இயற்கையின் அற்புதங்கள் கடலிலும் நிகழ்கின்றன. ஆழ்கடலில் காணக்கூடிய அற்புதங்கள் பற்றிய விழிப்புணர்வு இன்னும் ஏற்படவில்லை. கடலுக்குள் பவழப்பாறைகள் மேற்குத் தொடர்ச்சி மலைத்தொடர் போல் உயர்ந்தும் நீண்டும் குகைகளை உருவாக்கியும் உறைந்துள்ளன. 
பூமியின் அடியில் உள்ள உலோகச் சத்துக்களை மரம் ஏற்பதுபோல கடல் அடியில் உள்ள பாறைகளில் உள்ள உலோகச்சத்தைக் கரைத்து உணவாக மாற்றிக்கொள்ளும் கடல்தாவர இனங்களால்தான் மீன்களின் வாழ்வு மட்டும் அல்ல, மனிதனுக்கும் உயிர்வாழ்வு கிட்டுகிறது. யானையைவிடப் பெரிய பெரிய திமிங்கலங்கள் வாழ்கின்றன. சிங்கம், புலி போன்ற கொடிய சுறாமீன்களும் உண்டு.
உயிர்க்காற்று இல்லாமல் கடலில் அவை வாழ்வது எப்படி? கடல்வாழ்ப் பிராணிகளுக்கெல்லாம் வாழ்வு தருவதே கடல் தாவரங்கள்தாம். இக்கடல்வாழ் தாவரங்களில் உள்ள பிளாங்க்டன் நுண்ணுயிரிகள் ஒளிச்சேர்க்கைக்குக் காரணமாயுள்ளன. 
கடல் தாவரங்கள் பல வகைப்படும். அவை இலை வடிவில் அடர்ந்து படர்ந்து கடலில் வியாபித்துள்ளன. விஷப்பாசிகளும் உண்டு. நல்ல பாசிகளும் உண்டு. அட்லாண்டிக் சமுத்திரத்தில் மனிதன் உண்ணத்தக்க கடல்பாசி - தாவரங்களை விசைப்படகுகள் மூலம் சென்று கடலில் குதித்து அறுவடை செய்து திரும்பும் ஸ்காண்டிநேவிய மக்களைப் பற்றிய தகவல்கள் உண்டு.
ஆண்டுகள் செல்லச் செல்ல பூமியில் விளைவிக்கப்படும் உணவுக்குப் பற்றாக்குறை ஏற்படும். இப்போதே கடலில் மீன்பிடித்துக் கரை சேர்த்து அப்படியே விற்பனைக்கு வருகின்றன. மிகுந்தவை உப்புக்
கருவாடு. 
பலவகை கடல் பாசிகளும் உணவுச் சங்கிலியில் இடம் பெற்றுள்ளன. ஆண்டுதோறும் சுமார் 2.5 டிரில்லியன் டாலர் மதிப்புள்ள (ரூபாய் சுமார் 2.5 லட்சம் கோடி) கடல் வாணிபப் பொருள்கள் உலகப் பொருளாதாரத்தில் பங்கு பெற்றுள்ளன. இவ்வளவு நிகழ்ந்தும் இன்னமும் ஆழ்கடல் மர்மம் புரியாத புதிராயுள்ளது. 
கடலில் இயங்கும் பல்லுயிர்ப் பெருக்கம் பற்றிய ஆராய்ச்சியே தொடக்க நிலையில் உள்ளபோது, மக்கள் கடலை மாசுகளின் சங்கமமாக மாற்றிவிட்டனர்.
உணவுச் சங்கிலி என்று சாதாரணமாகப் பலரும் பேசுகிறோம். மண்ணில் விளைந்த பொருள், உங்கள் உணவு மேஜைக்கு ஒரு சாப்பாடாக வரும் வரையில் உள்ள பின்னலமைப்பு இது. ஒரு பக்கம் ஜங்க் ஃபுட், மறுபக்கம் விளைபொருள்களில் எஞ்சியுள்ள நச்சு. 
கத்தரிக்காய் விஷம், தக்காளி விஷம், ஆப்பிள் விஷம், திராட்சை விஷம், பீட்ரூட் படுவிஷம் என்றெல்லாம் சொல்லிக்கொண்டே வயிற்றுக்குள் தள்ளி உயிர் வாழ்கிறோம். இயற்கையாகக் கடலில் விளையும் இவை நஞ்சில்லாதது என்று கடல்பாசி விற்பவரும், மீன் விற்பவரும் சொல்லலாம். அது உண்மையா? கடலில் எவ்வளவு மாசுகளைக் கொட்டுகிறோம்? அவை பற்றிய கணக்கைக் கேட்டால் மீனையும் கடல்பாசிகளையும் கையில் தொடமாட்டோம். 
நாம் கடலில் கொட்டும் பிளாஸ்டிக், மின்சாதனங்கள், துணிகள், பல்வேறு சாயம், கச்சா எண்ணெய்.... எல்லாம் நுண்ணிய பிளாஸ்டிக் துகள்களாகச் சிதைத்து, ஏறத்தாழ 51 டிரில்லியன் (ரூபாய் சுமார் 51 லட்சம் கோடி) துகள்கள் பிளாங்க்டனுடன் கலந்து மீன்களையும், கடல் தாவரங்களையும் நச்சாக்குகின்றனவாம். 
MILKYWAY என்று சொல்லப்படும் பால்வளி மண்டலத்தில் காணப்படும் நட்சத்திரங்களைப்போல் ஐந்து மடங்கு பிளாஸ்டிக் துகள்கள் கடலில் மின்னுகின்றனவாம். அப்படியானால் மண்ணைவிட கடல் இன்னமும் அதிக மாசாகி வருகிறது. 
கடலையும் மண்ணையும் காப்பாற்ற மனிதனால் ஆவது ஒன்றுமில்லை. நாம் உயிர்வாழ, உயிர்க்காற்றுப் பெற, உணவு பெற, ஊன் பெற, பாற்கடலில் பள்ளி கொண்டுள்ள பெருமாளே துணை.
