MCI seeks opinion from states on increasing retirement age of faculty in medical colleges |

The Medical Council of India (MCI) has sought the opinion of state government of Telangana to increase the retirement age of faculty in medical colleges up to 70 years. However, sources said that the state health ministry is expected to come up with a proposal to increase it up to 65 years. “MCI has sought the government’s opinion on increasing the retirement age of faculty in medical colleges. We are studying the pros and cons of increasing the retirement age of the faculty. After detailed discussion we will come up with a final decision which will be announced soon,” said a senior officer from the health department.
At present the current retirement age of teaching faculty in medical colleges is 58 years, and as many as 400 doctors and teaching professors are expected to get retired by the end of 2017. This would create a big void for the teaching faculty in medical colleges as the state government has not appointed new teaching faculty in the medical colleges. “Already there is a shortage of faculty in medical colleges; with more doctors and professors getting retired it will further hit the medical education in the state. Therefore the government should either increase the retirement age as proposed by the MCI or should recruit adequate number of teaching faculty in the medical colleges to save the medical education in the state,” observed Dr Kukashekar Rao, a retired professor from ophthalmology department at Gandhi Hospital. Already about 176 doctors and teaching faculty have retired during the year 2016 and if the state government further ignores the issue it may adversely impact on the medical education in the state. In all the 5 government medical colleges of Osmania, Gandhi, Mahabubnagar, Nizamabad and Kakatiya, there are about 2,500 faculty members working as professors, associate professors, assistant professors and tutors. According to data with the director of health and medical education, two professors are retiring every month. There is no professor for anatomy, pharmacology, anaesthesia, general medicine and physiology in Osmania, Kakatiya and Nizamabad Medical Colleges. Associate professors have been made in-charge professors and are teaching at the colleges and monitoring at the hospitals. A senior associate professor said, “We have been made in-charge professors and given the work of professors. To qualify as a professor we need to do research and submit the thesis which must be accepted and published in a medical journal. This procedure has to be followed strictly but that is not the case now.” Keeping all this in view, the state government is in favour of increasing the age to 62 or 65. “Before sending our proposal to MCI we are holding discussions with all stake holders and weighing on pros and cons. Few persons have also raised concerns that existing junior staff may lose promotions if the retirement age is increased. So we will take a final call only after a detailed analysis,” informed Dr. C. Laxma Reddy, Minister for Health and Family welfare, Government of Telangana. |

இத்தனை குரூப்கள் மூலம் எதாவது சாதிக்க முடிகிறதா?
“இந்தக் குழுக்கள் மூலம் தமிழகம் முழுவதும் உள்ள ஆசிரியர்கள் ஒருங்கிணைக்கப்பட்டு, கற்றல், கற்பித்தலில் புதிய உத்திகளையும் பாடப்பகுதிக்கான வினாத்தாள்கள், குறிப்புகள், விளக்கங்களையும் உடனுக்குடன் பகிர்ந்துகொள்கிறார்கள். இந்த குரூப்பில் பகிரப்பட்ட 1300 கணித ஃபார்முலாக்கள் அடக்கிய தகவல் இன்றைக்கு 90% அரசு பள்ளிக்கூடங்களில் பயன்படுத்தப்படுகிறது. இந்த வாட்ஸ்அப் தளத்தில் ஓர் ஆசிரியர் பயன்படுத்திய வித்தியாசமான அணுகுமுறைகளை அனைத்து ஆசிரியர்களும் கடைப்பிடித்துக் கற்றுக்கொடுப்பதை எளிமையாகச் செய்கிறார்கள். வாட்ஸ்அப்பில் நிறைய தகவல்கள் பகிர்ந்துகொள்வதால் ஆசிரியர்கள் வீட்டுக்குச் சென்ற பிறகும் கற்றல் கற்பித்தல் செயல் தொடர்ந்து நடைபெறுகிறது. இந்த குரூப்பின் மூலம் ஆசிரியர்களும் மாணவர்களும் பெருமளவில் பயனடைகிறார்கள்” என்கிறார்.

CHENNAI: Arun Louis Sasikumar, a fourth-year student of Christian Medical College in Vellore, who has been suspended from college for allegedly torturing and killing a monkey, was on Thursday directed by the Madras High Court to approach TN Dr MGR Medical University to permit him to write the final exam scheduled for February.
Justice B Rajendran gave the direction while disposing of a writ petition from Arun. The judge said he could only direct the petitioner to approach the university with a representation seeking permission to write the exam, at this stage. Since the last date for remitting exam fees along with fine is February 1, the judge directed him to give a representation immediately by tomorrow (January 6) itself.
On receipt of the same, the University will consider it independently as to whether the student, who was involved in a crime at the stage of FIR can be permitted to write the examination and also with liberty of keeping his results not published and whether all things could be decided independently.
“During consideration, the last date for payment of fees made shall not be taken into consideration,” the judge added and disposed of the petition.

The high court has revoked the suspension from college of a marine geology student who is accused of planting a mobile phone as a camera in one of the ladies toilet of the Mangalore University. The court took this decision as the suspension “will spoil his future, which is more horrible than the punishment that would be given if the charges are proved”. A criminal case is pending against the student and the police are yet to file a charge sheet before the trial court. But he has been kept under suspension by the University since September 15. The revoking of the suspension will allow the student to take up exams.
Santhosh M, 22, is a II year student of MSc (marine geology). The mobile phone without a SIM card but attached to a power bank was found hidden in the bio-sciences block on August 24 this year. Based on a complaint by the Registrar of Mangalore University, Santhosh was arrested on September 14. He managed to get bail. But the following day, the University suspended him from college, barring him from attending classes.
Santhosh approached the HC against the suspension and claimed that the Registrar had no powers to punish him with rustication. Such an order can be passed only by the head of the college or hostel or institution concerned, the court was told. The university, however, told the court that till the police file a charge sheet, “it is not appropriate to revoke the suspension order.”
The HC in its judgment noted that the suspension is not a final order and also that it has been passed to keep Santhosh away from tampering with witnesses. However, it is for the police to file the charge sheet and if he is kept away from classes till that time, it would spoil his future. He has been under suspension from September 15 and such a long absence would be a far greater punishment for him than that could be given if the case against him is proved. For this reason, the suspension order was set aside.
The HC said that suspension of a candidate from attending classes can be taken only after a domestic enquiry keeping in mind that he may tamper witnesses. But in the present case, there is no domestic enquiry and there is only a criminal case that the police are still investigating.
The court further ordered that even if it is late, Santhosh should be allowed to pay the examination fee and permitted to write the exams. Santhosh is to make a representation to the university to condone the delay and also if there is any shortage of attendance.
“Since it is a special case, the respondent-university is directed to consider the application for condonation of shortage of attendance,” as he has been kept under suspension from attending classes, the HC said in its judgment. The police have booked Santhosh for voyeurism. They managed to zero in on Santhosh after watching CCTV footage in which he was seen entering the ladies toilet.

வாட்ஸ் அப் தகவலால் பஸ்சில் தவறவிட்ட 1½ வயது குழந்தை 40 நிமிடத்தில் தாயிடம் ஒப்படைப்பு

திருப்பூர் பழைய பஸ் நிலையத்தில் இருந்து கொடுவாய்க்கு ஒரு தனியார் பஸ் புறப்பட்டது. செட்டிபாளையம் அருகே சென்றபோது பஸ் இருக்கையில் 1½ வயது ஆண் குழந்தை தனியாக அழுதப்படி உட்கார்ந்திருந்தது.
இதை கண்ட பஸ் பயணிகள் சிலர் கண்டக்டரிடம் தகவல் தெரிவித்தனர். குழந்தையின் பெற்றோர் யார்? என விசாரித்தனர். ஆனால் யாரும் குழந்தை குறித்து எதுவும் கூறவில்லை. இதனால் குழந்தையை செட்டிபாளையம் செக் போஸ்ட் போலீசாரிடம் ஒப்படைத்தனர். இதைதொடர்ந்து போலீசார், அந்த வழியாக வந்த வாகனங்களை நிறுத்தி குழந்தை குறித்து விசாரித்தனர்.
அப்போது சில வாகன ஓட்டிகள், குழந்தையை போட்டோ எடுத்து வாட்ஸ் அப் மூலமாக தங்களது நண்பர்களுக்கு அனுப்பி வைத்தனர்.
இந்த வாட்ஸ் அப் தகவலை புதூர் பிரிவில் டிபார்மென்டல் ஸ்டோர் நடத்தி வரும் சசி என்பவர் பார்த்தார். குழந்தையை அப்பகுதியில் அடிக்கடி பார்த்திருப்பதாக போலீசாருக்கு தகவல் கொடுத்தார். இதனால் அப்பகுதிக்கு சென்ற போலீசார் , குழந்தையின் பெற்றோர் குறித்து விசாரித்தனர்.
இதில் அதே பகுதியை சேர்ந்த துர்காதேவி என்ற பெண்ணின் குழந்தை என தெரிய வந்தது.
இதையடுத்து துர்காதேவியை கண்டு பிடித்து குழந்தையை போலீசார் ஒப்படைத்தனர்.
இதுபற்றி தாய் துர்கா தேவி கூறும் போது, எனது கணவர் ரமேஷ் மனநிலை பாதித்தவர் ஆவார். நான் வேலைக்கு சென்றதால் குழந்தையை எனது தாயிடம் விட்டு சென்றேன். அப்போது கணவர் குழந்தையை எடுத்து கொண்டு பஸ்சில் சென்றுள்ளார். பின்னர் திடீரென செட்டி பாளையத்தில் இறங்கிய போது குழந்தையை மறந்து விட்டார். நாங்கள் குழந்தையை காணாமல் தவித்து கொண்டிருந்தோம்.
நல்லவேளையாக வாட்ஸ் அப் போட்டோ மூலம் தகவல் சென்றதால் குழந்தையை மீட்ட போலீசார் என்னிடம் ஒப்படைத்து விட்டனர்.
இவ்வாறு அவர் கூறினார்.
வாட்ஸ் அப் தகவலால் பஸ்சில் விட்டு சென்ற குழந்தை 40 நிமிடத்தில் தாயிடம் ஒப்படைக்கப்பட்டது குறிப்பிடத்தக்கது.

When an online platform is created, the creator, thereof, cannot expect any of the members to indulge in defamation, the court observed. The Delhi High Court, while dismissing a civil suit for defamation against an administrator of a social media group, observed that he cannot be made liable for defamatory statements made by any other member of the group. Justice Rajiv Sahai Endlaw said: “I am unable to understand as to how the administrator of a group can be held liable for defamation even if any, by the statements made by a member of the group.” The court said that making an administrator of an online platform liable for defamation would be akin to making the manufacturer of the newsprint on which defamatory statements are published liable for defamation. “When an online platform is created, the creator, thereof, cannot expect any of the members thereof to indulge in defamation and defamatory statements made by any member of the group cannot make the administrator liable therefore. It is not as if without the administrator’s approval of each of the statements, the statements cannot be posted by any of the members of the group on the said platform,” the court observed. The administrator of Telegram and a Google group, where some defamatory statements were allegedly made by some members, was made defendant to the suit. In Sheopur area of Madhya Pradesh, a farmer received on Thursday Rs 2,000 notes without the image of Mahatma Gandhi. The notes were from State Bank of India (SBI) of the region.
However, R K Jain, an SBI officer clarified that it was a misprint and not fake currency as initially speculated. He added that the notes have been sent for probing.

According to a TOI report, banking and police sources told that many such notes were in circulation in the region.
