Trashing the Tamil Nadu government's bid to conduct transfer-counselling for government doctors who are still to complete post-graduate medical courses and whose results are expected next month, the Madras high court has said they should be the last category to be considered for counselling, after regular medical officers selected through TNPSC and medical services recruitment board.Though the government has a GO dated November 20, 2007 specifying the sequence as per which transfer-counselling should be conducted, the present government, by a circular dated May 24, 2017, sought to allow PG medical students who are yet to complete their PG degree to participate in the transfer posting and counseling.
Assailing the order, secretary of Service Doctors Welfare Association, G Suresh, filed a writ petition. The 2007 GO was reiterated by another GO issued in 2017. However, the May 24, 2017 GO seeks to override both the earlier orders unnecessarily , said the petition, adding that PG students who are yet to complete the course could not occupy the posts allotted to them, if they fail in the final examination.
Concurring with the submissions, Justice T Raja directed the government to follow the earlier guidelines for transfer and promotion and made it clear that only thereafter the PG students who would get their results in July or thereafter should be allowed to take part in counselling.
Now, PG medical students in government service will be allowed to take part in counselling only after medical officers appointed by TNPSC, those appointed temporarily but later cleared the special qualifying examination of TNPSC and medical officers selected by Medical Service Recruitment Board.

NEET must be scrapped, TN govt to tell Madras HC

The Tamil Nadu government plans to tell the Madras high court that National Eligibility cum Entrance Test-2017 (NEET) for MBBSBDS admissions be scrapped. The court has already stayed all proceedings, including declaration of results, and the case is scheduled to come up for hearing on June 7.Officials told TOI that there was no uniform question paper for all languages and there was a conflict of interest as CBSE was asked to set the paper for students from all boards. “Since there was nothing uniform about the examination, the very purpose of a common entrance is defeated. Students writing in some languages had it easier than the others. Also, when CBSE has its own board why is it asked to set the question paper?
Won't there be bias,“ asked a senior official.
On May 24, the Madurai bench of the Madras high court stayed till June 7 all proceedings on NEET after some students sought its cancellation, claiming it was not fair to students writing in different languages.The bench asked respondents, including the state health and family welfare secretary, to file their counters on June 7.
“We have been opposing common entrance since the beginning although the Union health ministry and MCI have been pushing for it. As we expected, NEET was unfair to some students,“ the official said.
After NEET, based on a Supreme Court order, was made the sole criterion for medical and dental admissions in the state, health minister C Vijaya Baskar on January 31 moved two Bills, seeking to exclude TN from it.
While the state had to admit students to PG courses based on NEET-PG marks, chief minister Edappadi K Palaniswami and senior ministers have been lobbying with Union ministers J P Nadda and Prakash Javadekar to exempt TN from the test by getting presidential assent for the state legislation. “We are still hopeful we will be allowed to use Class XII marks for MBBS admissions to state-run colleges,“ said Vijaya Baskar.
CBSE has already said the stay is likely to delay the result, leaving thousands of students and parents worried.

1.2L students apply for engg counselling

With an 82% dip in the registration for counselling in the past five years, the Tamil Nadu Engineering Admission (TNEA) wrapped up its application process on Saturday with seemingly fewer students than ever taking up the state engineering counselling this year.According to TNEA officials, about 1.26 lakh students registered for the counselling which will be conducted by Anna University on July 1. Counselling for special quota students is on June 23. The numbers have fallen from 1.84 lakh registrations last year and are a distant low from the peak of 2.28 lakh in 2012. The fall is being touted as a signal for the steady decline in inter est for the state's counselling process.
However, on Saturday, a few parents and students were spotted on the Anna University campus clarifying last-minute doubts as the deadline for the applications neared. Ramu S, an applicant, said save a minor lastminute glitch with the university's website, the application process went by smoothly. “It was inaccessible for 20 to 30 minutes. But after a while I filled up my form,“ he said.
The applications will now be processed by TNEA officials. Students will be selected from the applicant-pool based on merit (Class XII marks) and will be called for the single-window counselling for seat allotment in colleges affiliated to Anna University.

9% students fail in CBSE Class X

The Central Board of Secondary Education declared the results of the Class X board exams on Saturday , announcing a pass percentage of 90.95%, a significant drop of 5.26% from last year.However, the figures released by the board, which show significant discrepancies in number of candidates and success percentages, had not been clarified till night. The 16.59 lakh candidates had to wait till late evening to access their results, with the central board claiming glitches in the online system due to the “magnitude of the data“.
The 2017 dual exam process had 8.12 lakh students opting to sit for the board exams, while 7.77 lakh chose the schoolbased exams, though the bo ard claimed a higher 16.6 lakh total appearance. According to CBSE, 93.4% of the boys cleared the hurdle against 92.5% of girl students. The pass percentage of differently abled students was 89.4%. Thiruvananthapuram region recorded the highest pass percentage of 99.85%, repeating its success of last year. It was followed by Chennai at 99.62% and Allahabad at 98.23%. The pass percentage for Delhi dropped steeply to 78.1% from 91.76% last year.
This year was the last board-and-school-based dual exam process after the Continuous and Comprehensive Evaluation (CCE) scheme came into being in 2009 and evaluation became the responsibility of schools. The first dual exam system was held in 2011.
The Class X exam will revert to being an exclusively board-based system from next year. This year's pass percentage was almost the same (89.04%) as the pre-CCE days of 2010.
Among Kendriya Vidyalayas, Jawahar Navodya Vidyalayas and private schools, KVS logged the highest pass percentage of 99.73% (not including the results as yet undeclared of 74 students), followed by JNV with 99.66%. Private schools returned a 97.43% figure this year. KVS not only outscored its peers in pass percentage institution-wise, but it also put up an impressive show with 14,897 of its 96,652 students toting up the highest cumulative grade point average (CGPA) of 10.
While the overall number of students scoring a CGPA of 10 crossed two lakh, 25,000 more students sitting for the board exams hit the grade than those appearing for the school exams, proving incorrect the claims that it is easier to get high marks in the school system than in the board-based exam. Among girls, 17,775 more than last year earned the perfect score, while 19,872 more boys achieved a similar level.
Chaos ruled on result day on Saturday as thousands of students were made to wait till late evening to end their suspense.Bhubaneswar region, like on May 28 when the Class XII results were announced, suffered the worst. An “underprivi leged“ CBSE released the results in a staggered manner, unlike in previous years when it opted for a simultaneous announcement of the results for all regions. At 6.10 pm, CBSE spokesperson said, “Schools in all regions have received results. The data being huge, the rest will also be uploaded soon.“
However, many schools across the country complained that they were unable to access the results.
Kendriya Vidyalaya Sangathan officials slammed CBSE after it did not declare the results of nearly 100 of its students.
“While announcing the data to the media, while including the names of these students in the `appeared' list, their results were not included in the pass percentage calculations. This was similar to the Class XII result announcement, when nearly 1,000 students were left out,“ said a senior KVS official.
