NEET exemption: State submits draft copy of ordinance

After back-toback meetings with Union ministers and senior bureaucrats in New Delhi, Tamil Nadu officials have submitted a draft copy of an Ordinance that provides exemption for the state from National Eligibility Cum Entrance Test (NEET) for two years, health minister C Vijaya Baskar has said. The minister, who has been camping in New Delhi, said the file was handed over to Union home minister Rajnath Singh who is expected to take a decision after discussions with health, HRD and law ministries. And, once the consent is received, the Ordinance can be promulgated and sent for governor's signature, he said.

Unlike on Monday , senior AIADMK leaders including Lok Sabha deputy speaker M Thambidurai refused to give any assurance to students. Asked if there was any hope of exemption from NEET, Thambidurai said: “We don't want to give false news (hope) to students. NEET is over. We are looking for a solution, as some students are affected by it. We cannot give them any assurances now. We are taking our best efforts.Home secretary is not in town. The ministry will decide as soon as he returns.“

Vijaya Baskar said the state would move the Supreme Court against Madras high court order quashing 85% reservation of MBBSBDS seats for state board students.

The Centre is unlikely to agree to the presidential assent for the two TN laws enacted earlier this year. On January 31, the state legislative assembly passed an Act to exclude Tamil Nadu from NEET for admission to undergraduate and postgraduate medical and dental courses.

The state has put admissions on hold in the hope of retaining at least 85% quota for state board students, but the August 31 deadline for completing MBBSBDS admissions is worrying all stake-holders.

சேலம் மாவட்டத்தில் நேற்று முன்தினம் இரவு பெய்த பலத்த மழையானது விவசாயிகளையும், பொதுமக்களையும் மகிழ்ச்சியில் ஆழ்த்தியது. எப்பவரும்... எப்பவரும்... என்று காத்திருந்த மக்களுக்கு இரவு சத்தமில்லாமல் கொட்டி தீர்த்தது மழை. ஏற்கனவே, வறண்டுபோன பூமிக்கு இந்த மழையானது உற்சாகத்தை அளித்தாற்போல, தன்னுள் உறிஞ்சிக்கொண்டது.
அதேவேளையில் தாழ்வான பகுதிகளில் தேங்கி நின்று வற்றிபோக மனமின்றி குட்டைபோல மழைநீர் காட்சி அளித்தது. அத்துடன் தாழ்வான பகுதியில் உள்ள வீடுகளிலும் புகுந்து வெளியேற மறுத்தது.

அவர்களின் தூக்கத்தை கெடுத்து விடிய, விடிய விழிக்க செய்தது. சேலம் புதிய பஸ் நிலையம் முகப்பு பகுதியில் கொட்டி தீர்த்த மழை, பஸ் நிலையத்திற்கு சென்று வந்த பயணிகளின் ஆடைகளை நனைய செய்து விட்டது. அதாவது, பஸ் நிலையம் முன்புள்ள பகுதி, பள்ளப்பட்டி போலீஸ் நிலையம் முன்பு ஆகிய இடங்களில் மழைநீர் ரோட்டில் வெள்ளமென தேங்கி நின்றது. இதனால், அப்பகுதியில் ஆட்கள் நடமாட்டத்தை வெகுவாக குறைய செய்தது மழையின் தாக்கம்.

சேலம் திருவாக்கவுண்டனூர் பைபாஸ் அருகே வேடக்கவுண்டர் காலனி பகுதியில் உள்ள 30-க்கும் மேற்பட்ட வீடுகளை மழைநீர் சூழ்ந்தது. வீடுகளுக்குள் தண்ணீர் புகுந்தது. இதனால், வீட்டில் இருந்தவர்கள் வெளியேறமுடியாமல் தவித்தனர். இதன் காரணமாக நேற்று காலை அப்பகுதியில் உள்ள மாணவ-மாணவிகள் பள்ளி செல்லமுடியவில்லை. சில வீடுகளுக்குள் புகுந்த தண்ணீர், புத்தகப்பையையும் நனைத்தது. மேலும் உடைமைகள், அரிசி உள்ளிட்ட உணவு பொருட்களும் நனைந்து போனது.

அதைத்தொடர்ந்து அப்பகுதியில் உள்ள மக்கள் சற்றுமேடான பகுதிக்கு தங்களது உடைமைகளை எடுத்து கொண்டு புறப்பட்டனர். இதுபோல கிச்சிப்பாளையம் நாராயண நகரின் தாழ்வான பகுதியில் உள்ள வீடுகளில் மழைநீர் புகுந்தது. மழைநீரை சிலர், பாத்திரம் கொண்டு வெளியேற்றும் முயற்சியில் ஈடுபட்டனர். கூலி வேலைக்கு செல்பவர்கள், நேற்று தங்களது வீடுகளை பராமரிக்கும் வேலையே சரியாக இருந்ததால், வெளிவேலைக்கு செல்லமுடியவில்லை. இதுபோல திருவாக்கவுண்டனூர் சுகுமார் காலனியில் 2-வது நாளாகவும் வீடுகளுக்குள் மழைநீருடன் சாக்கடை கழிவுநீரும் கலந்து புகுந்தது. இதனால், 2 நாட்களாக அப்பகுதி மக்கள் கடும் அவதிக்குள்ளானார்கள்.

சேலம் பிருந்தாவன் ரோட்டில் அழகாபுரம் போலீஸ் கட்டுப்பாட்டில் புறக்காவல் நிலைய கட்டிடம் உள்ளது. மழையால் முறிந்துபோன மரக்கிளை அதன்மீது விழுந்தது. அதை நேற்று மாலை வரை அப்புறப்படுத்த யாரும் முன்வராததால், குறுகிய சாலையில் வாகன ஓட்டிகள் செல்லும் நிலைக்கு ஆளானார்கள். இதனால், சிறிது நேரம் அங்கு வாகன போக்குவரத்து ஸ்தம்பித்தது.

இதுபோல சேலம் ஜங்சனில் இருந்து பழைய சூரமங்கலம் செல்லும் சுரங்கப்பாதையில் மழைநீர் குட்டைபோல தேங்கி நின்றது. இதனால், அவ்வழியாக பாதசாரிகள் மட்டுமின்றி இருசக்கர வாகனங்கள், ஆட்டோக்கள் கூட செல்லமுடியவில்லை.

சேலம் குமாரசாமிப்பட்டியில் உள்ள மாவட்ட ஆயுதப்படை மைதானத்தில் 2-ம் நிலை காவலர்களுக்கான தேர்வு நடந்து வருகிறது. நேற்று பெண் போலீஸ் பணிக்கு விண்ணப்பித்தவர்களுக்கான உடல்தகுதி தேர்வு நடத்தப்பட்டது. பலத்த மழையால் ஆயுதப்படை மைதானத்தில் மழைநீர் தேங்கி நின்றது. அதை அப்புறப்படுத்திய பின்னரே தேர்வு தொடங்கியது. அதாவது வழக்கமாக காலை 6 மணிக்கு தொடங்கும் தேர்வு, நேற்று 1 மணி நேரம் தாமதமாக 7 மணிக்கு பின்னரே தொடங்கியது.

ஏற்காடு மலைப்பாதையில் பலத்த மழைக்கு சிறிய பாறைகள் உருண்டு விழுந்தன. ஏற்காடு அடிவாரத்தில் இருந்து சுமார் 5 கிலோ மீட்டர் தூரத்தில் உள்ள 40 அடி பாலம் அருகே, நேற்று அதிகாலை மலைப்பாதையில் பெரிய மரம் சாய்ந்து விழுந்தது. இதனால், சாலையின் இருபுறமும் வாகனங்கள் செல்ல வழியின்றி ஸ்தம்பித்தது. சுற்றுலா பயணிகள் கடும் அவதிப்பட்டனர். தகவல் அறிந்து சேலம் செவ்வாய்பேட்டை தீயணைப்பு நிலைய அலுவலர் சிவகுமார் தலைமையிலான வீரர்கள் விரைந்து சென்று, மலைப்பாதையில் விழுந்து கிடந்த மரத்தை வெட்டி அப்புறப்படுத்தி போக்குவரத்தை சீரமைத்தனர்.

சேலம் மாவட்டத்தில் நேற்று முன்தினம் காலை 8 மணி முதல் நேற்று காலை 8 மணி நிலவரப்படி 24 மணிநேரத்தில் பதிவான மழை அளவு மில்லி மீட்டரில் வருமாறு:-

Madurai to get direct flight to Singapore

Third international destination to be connected from Madurai after Colombo, Dubai

Madurai is all set to get direct air link to Singapore with Air India showing keen interest to start international flight operation from September 15.

“We have cleared certain constraints at Madurai airport for operation of late night departures to Singapore from Madurai. The services will start after the headquarters of Airport Authority of India cleared the proposal,” said Madurai Airport Director, V.V. Rao.

Air India has proposed to fly to Singapore from Madurai on four days a week. The flight would leave Madurai at around 11.15 p.m. and reach Singapore at 6.15 a.m. In the return direction it would leave Singapore at 10.40 a.m. and reach Madurai at 12.10 p.m.

The constraint in permitting the flight to the new international destination was in extending the airport operations timing beyond 10 p.m. At present, the AAI officials and staff work in two shifts between 6 a.m. and 2 p.m. and 2 p.m. and 10 p.m.

“However, as the Singapore flight is scheduled to arrive Madurai from Delhi at 9.45 p.m. and depart to Singapore at 11.15 p.m., the airport operation timing has to be extended by over 1.45 hours (including 30 minutes after last departure),” Mr. Rao said.

After airport operations timings, only a skeletal strength of CISF personnel are deployed for taking care of the watch towers, airport terminal building gates, and operating gates and surveillance in and around airport.

“Given its strength, the CISF could not spare their men in the security hold area after 10 p.m.. Now, the issue is cleared with sanction of additional strength for CISF personnel,” Mr. Rao said.
The AAI staff and CISF personnel have now come forward to work for extended hours to meet the passenger requirements of an additional international flight and for the economic growth of the region, he added.

Mr. Rao said that the extended working timings of the airport could also attract other airliners to operate additional services — at least domestic flights — in the nights that could provide convenient connectivity to different destinations.

Senior president of Tamil Nadu Chamber of Commerce and Industry said that the Singapore flight service would be game changer for Madurai airport. The new flight will boost economic growth as more industrialists will come forward to invest in the proposed Madurai-Thoothukudi industrial corridor.Already, two flights to Colombo and one flight to Dubai are being operated from Madurai.
“The additional service will only put the infrastructure available at Madurai airport to good use. Except for manpower, we have all the facilities for round-the-clock operation of the airport,” he added.

Mr. Rethinavelu thanked Union Minister Pon Radhakrishnan for taking up the CISF issue with the Union Home Minister.Additional benefitThe new flight would also give the first direct link for Madurai with New Delhi. “Other flights hop at either Mumbai or Chennai. The direct link will help passengers save more than one hour of travel time,” Mr. Rao said.

Procedural flaws established but no criminality made out, says official

The Central Bureau of Investigation (CBI) has filed a closure report in the Madras High Court in a case pertaining to the transfer of Rs. 570 crore from Coimbatore to Visakhapatnam by the State Bank of India (SBI) in the run-up to the 2016 Assembly elections.

Surveillance teams of the Election Commission had seized three container lorries transporting Rs. 570 crore in cash ahead of the elections. Even as the election and bank authorities clarified that the consignment belonged to the SBI, political parties alleged that the money was meant for distribution to voters.

Amid allegations that the cash could be ‘hawala’ money that were being transferred using vehicles with fake registration numbers, forged documents and bogus permission letters from the Reserve Bank of India (RBI), the court ordered a probe by the CBI on July 4, 2016. “After a thorough investigation during the preliminary enquiry, we have filed a closure report in the Madras High Court. Besides perusing documents collected from the RBI, SBI, EC and the Income Tax department, we examined a number of official and private witnesses. Though some procedural lapses were established, there was no criminality…,” a senior CBI official told The Hindu on Tuesday. Confirming that the money belonged to the SBI, the official parried questions on why such huge consignment of cash was transported by road in the middle of the night and the claims that vehicles with fake registration numbers were used. The container lorries were escorted by armed police as per procedure, he added.

HC relief to OCI students

In a huge relief to students belonging to the Overseas Citizens of India (OCI) category, the High Court of Karnataka on Tuesday said that those who have secured ranks in the National Eligibility-cum-Entrance Test (NEET) are eligible for MBBS and BDS seats under management quota in all deemed universities across the country. A Division Bench comprising Justice H.G. Ramesh and Justice S. Mudagal passed the interim order, while also directing the Director General of Health Services to notify all OCI students that they are eligible to participate in the ongoing second round of counselling.

Harish L Mehta and G Ramakrishnan, the search committee members who recommended three names to governor C Vidyasagar Rao for appointment as vice-chancellor of Madurai Kamaraj University (MKU), on Tuesday told the Madras high court's Madurai bench that no transparency or consultative process was followed in recommending the panel. P P Chelladurai was picked from the panel and appointed vice-chancellor on May 27.

 

They contended that Chelladurai was the state government's choice and was in fact not eligible for the post. The members were not allowed to discharge their duties and responsibilities and compelled to give consent to include his name in the panel, Mehta and Ramakrishnan said in individual counters before the Madu rai bench in a case filed by Lionel M Anthony Arulraj seeking to quash the VC appointment.

Ramakrishnan said, “I have not been allowed to discharge my duties and responsibilities. As there was FIR pending against Chelladurai and he lacked qualification for the post of VC, I objected to including his name in the panel. Despite this, C Murukadas, convener of the committee who recommended his name (Chelladurai), compelled me to give my consent and to put my signature. The purpose of the search committee to recommend suita ble persons to hold the post of VC is not served.“

The candidates' applications were not supported by enclosures and supporting documents to prove their credentials, he said.

Mehta said higher educational institutions should not have leaders with criminal background and an earlier meeting had decided to insert a column to know the criminal antecedents of the applicants.
“But, the convener removed the column with a malafide intention and premeditated intention of including his own candidate. In the last meeting, on May 19, the convener abruptly mentioned and insisted upon the name of Chelladurai to be included in the panel. I pointed out several flaws in his application. According to the convener, Chel ladurai was government's choice. Left with no option I had to approve his name,“ Mehta said.

The secretary to the governor filed documents relating to Chelladurai's appointment before the court. After Chenlladurai's counsel, MKU registrar and convener of the committee sought time to file counter, the court adjourned the case to August 16.

Petitioner Arulraj had said Chelladurai was not qualified to be vice-chancellor and that he suspected he (Chelladurai) would make appointments illegally . Hence, it was necessary to quash his appointment as vice-chancellor. The bench on July 12 asked for records from the governor's office and ordered notices to the MKU functionaries and the search committee members.

50% of teacher posts in state's KVs vacant

Shortfall Met By Temporary Teachers 

 

Around 50% of all teacher posts sanctioned for Kendriya Vidyalayas in Tamil Nadu are vacant, showed data tabled on Monday by the ministry of human resources development in Parliament. In contrast, only 25% of the posts across the country are unfilled.
Tamil Nadu has 55,000 students in 44 KVs and a sanctioned strength of 1,858 teachers, but 898 posts (48.33%) are vacant, against 43% in Andhra Pradesh, 39% in Karnataka, 34.5% in Telangana and 29.8% in Kerala.

Most vacancies are at the primary and secondary level, the Kendriya Vidyalaya Sangathan website shows.

Parents and educationists have earlier cited tea cher vacancies as a reason for falling standards in KVs.Santosh Kumar, the parent of a student in a Chennai KV , said the schools are known for holistic development of children. “But teaching vacancies are diluting their high standards,“ he said.
A parent recently moved the Madras high court after 40 KV students failed the Class IX exam. Last week, protests erupted at the KV on the Central Tamil University campus in Thiruvarur.

Local officials admit shortage of teachers is a serious issue, but say recruitment is centralised. KVs in Tamil Nadu currently make do with 885 temporary teachers. With the demand for seats in KVs rising, sources admit teacher vacancies are a major issue.

“We can't hold temporary teachers accountable like we do regular staff,“ an official said.
Senior officials in Delhi are aware of the issue, but brush it aside as a unique problem. They say teachers from Hindi-speaking states press for a transfer one year after teaching in KVs in Tamil Nadu. There is a 60% vacancy level for Hindi teachers in Tamil Nadu KVs.
